DAP Johor Bukan Rasis

Kenyataan akhbar Dr. Boo Cheng Hau, Pengerusi DAP Negeri Johor  menafikan tuduhan terhadap DAP Johor yang "rasis" serta meminggirkan kebajikan kaum India di Negeri Johor pada 18 Julai 2012 di Skudai, Johor.

Saya berasa kecewa terhadap bekas ahli-ahli DAP yang menunjuk rasa di depan Bangunan Majlis Perbandaran Johor Bahru Tengah (MPJBT) pada 15 Julai lalu, di mana Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin telah mengunjungi tapak yang sama  (MPJBT) satu hari sebelum itu. 


Oleh itu, saya mencadangkan Timbalan Perdana Menteri berbahas secara sopan susila terhadap masalah komuniti India termasuk permasalahan pendidikan dan sosio-ekonomi untuk membuktikan dua-dua DAP dan UMNO bukan untuk satu kaum sahaja.

Dengan peluang sedemikain Saya ingin membuktikan tuduhan terhadap DAP Johor sebagai "rasis" dan "meminggirkan kebajikan kaum India" di Negeri Johor adalah suatu pembohongan dan pengarutan politik pihak tertentu untuk memburukkan DAP dalam usaha mewujudkan politik tidak bersifat perkauman di Malaysia dan Negeri Johor.

Semenjak saya memegang jawatan Ketua Pemuda DAP Johor di antara tahun 2000 dan 2005, Penegrusi DAP Johor dari 2005 hingga sekarang,  tradisi parti DAP dipatuhi dengan berkesan di mana Bahasa Malaysia diutamakan sebagai bahasa pengantar antara ahli-ahli parti pelbagai kaum dalam semua mesyuarat manakala bahasa lain termasuk Mandarin, Tamil, Iban dan Kadazan pun dibernarkan. Semua dokumen dan komunikasi akan dialih kepada Bahasa Malaysia dan Bahasa Inggeris sebagai bahasa komumikasi bersama.

Saya ingin menafikan cuma Bahasa Mandarin dibenarkan semasa mesyuarat DAP malahan Bahasa Tamil juga dibenarkan dan dialih bahasa ke Bahasa Malaysia untuk persefahaman semua ahli. Di sebaliknya cuma Bahasa Mandarin digunakan dalam parti MCA, tetapi MCA tidak dikatakan parti Cina oleh media rasmi.

Sebenarnya DAP juga mempunyai ahli bukan India yang memahami Bahasa Tamil dan mengambil  berat kehendak ahli-ahli yang berkomunikasi dalan Bahasa Tamil.

Semenenjak saya mengambil alih jawatan pengerusi DAP Johor, cawangan majoriti kaum India bertambah dari sifar kepada 10 cawangan iaitu 11% dari 90 bilangan cawangan DAP Johor sedangkan saya sendiri memberikan sumbangan kewangan kepada kuil-kuil Hindu, Gereja, Masjid, Sekolah-sekolah Tamil dan Kebangsaan menurut kemampuan sendiri kerana Kerajaan Negeri Johor tidak membverikan sebarang peruntukan kepada wakil rakyat Pakatan Rakyat.

Saya meminta bekas ahli DAP yang menuduh saya dan DAP Johor "rasis" dan "meminggirkan kaum India" di sebaliknya menunjukkan apa yang mereka sendiri telah bersumbang kepada masyarakat India di Negeri Johor. 

Saya berasa kecewa sebab ahli-ahli yang sama tidak menunjuk perasaan terhadap peristiwa yang tapak SJK(T) Kangkar Pulai diubah syarat kepada stesyen minyak pada 3 tahun dahulu. Di sebaliknya,  mereka lagipun memuji Barisan Nasional tetapi cuba  memburukkan imej saya. Saya sebenarnya pernah membangkitkan isu ini dalam Dewan Negeri Johor sebelum tapak berkenaan diubah syarat semula kepada tujuan SJK(T) Kangkar Pulai.   

Ini membuktikan saya telah berusaha sedaya upaya dalam kapasiti dan limitasi saya sebagai Ketua Pembangkang Dewan Johor untuk kebaikan semua komuniti di Negeri Johor.

Even ministry can't get the right crime stats, says MP

Serdang MP Teo Nie Ching today revealed that two separate parliamentary answers on the same matter that the ministry claims was supplied by police, showed contradictory statistics.

According to the DAP MP, a written answer in Parliament given to her by the Women, Family and Community Development Ministry on June 21, 2012 said that 71 suspects had been charged in court for domestic violence.

However, a parliamentary answer given to Sabak Bernam MP Abdul Rahman Bakri on Nov 3, 2009 by the same ministry stated that 104 people were charged for domestic violence in the year 2008.

"Even our ministries cannot get the right figures from PDRM; how can we expect the general public to trust the police?" she asked.

The answer to the Sabak Bernam MP also stated that 38 people have been convicted for domestic violence in 2008, but the answer given to Teo (right) stated that only one person has been convicted for the same in the same year.

Speaking to reporters at the DAP headquarters in Kuala Lumpur, she said that the statistics given to her also reveal a “miserable” charging and conviction rate for domestic violence.

“(An) average 2.6 percent were brought to court (for the years 2008 to 2011). That’s very low. Conviction rate is even more amazing... only an average 1.4 percent of suspects are convicted in court. That is too low, far too low for me,” said Teo, who practiced law prior to joining politics.

She, however, admits that domestic violence cases may not reflect the trends in other types of crime, and hopes conviction rates in other crimes are higher.

She also called for transparency of conviction rates and similar statistics by the Home Ministry so as to encourage more people to report crimes that happen to them.

2008年家暴数据出现两版本?张念群抨警方罪案数据不可信

行动党沙登区国会议员张念群揭露,警方提供妇女、家庭与社会发展部的家庭暴力罪案数据出现两个版本,因此批评警方的罪案数据不可信。

她今日召开记者会出示两份国会书面回答,一份是妇女部给予巫统沙白安南国会议员阿都拉曼峇克里(Abd Rahman Bakri),志期2009年11月3日的回答,另一份则是该部给予她本身,志期2012年6月21日的回答。

张念群指出,根据阿都拉曼峇克里获得的书面回答,妇女部指2008年有104宗家庭暴力案件被带上法庭审讯,并有38宗审讯获得裁决。

公众如何得到准确数据?

不过,根据妇女部给予张念群的书面回答却显示,于2008年只有71宗案件被带上法庭审讯,而只有1宗案件获得裁决。

根据她的了解,妇女部是从警方处获得这些数据,因此她不满警方所提供的数据出现极大的落差。

“就算是妇女部都无法得到警方的正确数据,那试问公众如何得到正确的数据呢?”

控上庭定罪率低得可怜

张念群接着引述妇女部给予她的书面回答数据指出,过去4年的家庭暴力案件都超过3000宗,但带上法庭审讯,进而获得裁决的案件却少的可怜。

Motives of the Federal Government Highly Suspicious

The Special Cabinet Committee ("SCC") that was announced by the Minister for Energy, Green Technology and Water (KeTTHA),  Datuk Peter Chin Fah Kui consists of people with  biased interests in the current water issue.

As a representative of the Selangor Pakatan Rakyat Government, attending various meetings in Putrajaya on the water restructuring issue, I know that all the members of the new SSC were present at those meetings and all the 4 members of the new SSC have at one time or another campaigned for need of Langat 2. In Oct 2011, I attended the Majlis Sumber Air Negara meeting chaired by the Deputy Prime Minister himself,  and even at this meeting they pushed and lobbied that Langat 2 be allowed to proceed.

From this we can gauge the biased stance of this committee.

The timing of the formation of this new SCC is highly questionable. The committee was only formed after the Selangor Government announced our intention to take over SYABAS. We know that by taking over SYABAS we can protect the provision and distribution of water in a responsible manner. We will not allow money to be wasted on the absurd salaries being currently paid to the Executive Chairman, Chief Executive Officer and other top management of SYABAS. We will protect the rakyat and maintain low water tariffs and free water.
 
WHO is this new special cabinet committee protecting ?

It is important to note that at that meeting in 2011, Dato Husni Sulaiman, Pengarah Jabatan Air dan Saliran Negara announced that the cabinet and Federal government had decided to return all water assets to their respective states (as per WSIA 2006).  Following this decision the water assets for Penang, Johor, Melacca, Negeri Sembilan, and Pahang have all been given back to their states except for Selangor.

So why now form a new committee just to discuss the takeover of SYABAS  by the Selangor Government. What is so different about Selangor? We request that the Federal Government be as fair to us as they have been to all the other states where the State takeover of the water assets have been completed.

Sempena menjelang tibanya Ramadhan Al Mubarak 1433 Hijrah, saya dan barisan pimpinan Pakatan Rakyat ingin mengucapkan selamat menunaikan ibadah puasa kepada seluruh umat Islam di mana sahaja mereka berada.

Dalam menyambut ketibaan bulan Ramadhan ini, pasti ramai yang sedang merancang persiapan.  Di dalam kesibukan berbelanja, marilah kita menerapkan nilai-nilai berjimat cermat memandangkan harga barangan keperluan yang kian meningkat.  Saya yakin, dengan ibadah dan tarbiah di bulan Ramadhan sedikit sebanyak dapat memberi kekuatan untuk kita terapkan nilai murni ini.   Kepada mereka yang  akan memulakan perjalanan jauh untuk menyambutnya di kampung halaman, rancanglah perjalanan dengan baik dan memandu secara berhemah.  Semoga Ramadhan dan hari lebaran disambut dengan penuh kegembiraan.

Talam For Dummies

"Confusing" probably describes most of our initial attempts to get to the bottom of what the deal was between Talam Corporation and Selangor.

With a little diligence, clear thinking and attention to detail however, most mysteries can be unravelled and articulated efficiently.

This article attempts to explain in easy to understand terms the background and context of this issue, how Selangor recovered the debt owed to it by Talam, and how this debt recovery differs from the bailouts we have seen at the federal level.

In the beginning

The story begins in the late eighties and early nineties, with an engineer and project manager who worked in Selangor state subsidiary PKNS - one Chan Ah Chye.

This man later goes on to form Talam Corporation, and before long - possibly due to close connections with the ruling elite in Selangor, then headed by BN menteri besar Muhammad Muhammad Taib - becomes a major player in the Selangor property and development scene.

Over time, an extremely large amount of state land is alienated to Talam, who basically gets it for free. A strong imagination is not required to speculate in whose pockets any resulting profit eventually ends up.

Talam's modus operandi seems to be to pledge this land to the bank in exchange for huge loans, which they then use to finance their development and profit making projects. In essence, since they got the land free, they have successfully achieved money for nothing (it is uncertain as to whether "chicks for free" were involved).

The 'wise' businessmen of that era believed in the dictum of never using your own money when you can use someone else's. This heavy lending continued to characterise Talam's business approach, and their loans consistently kept getting bigger and bigger.

Tumbling down

Of course, no student of recent economic trends is unfamiliar with the concept of a bursting bubble.

The financial collapse of the late nineties brings Talam's debt-ridden house of cards crashing down. An overgearing of loans and inability to service them halts various half-completed projects, rendering them idle, half-built ruins.

Incredibly however, this does not prevent Talam and their political patrons from altering their basic modus operandi.

In 2001, under BN menteri besar Khir Toyo (right), three parcels of land are alienated by Selangor to Talam via their subsidiary Maxisegar Sdn Bhd, who undertakes to construct Unisel's campus at an estimated cost of RM750 million.

It will probably come as no surprise that Talam failed to complete this project. By September 2006, the company had been classified as an affected company under Practice Note 17 (PN 17), indicating dire financial straits.

New sheriff in town

In 2008, when Khalid Ibrahim assumes the menteri besar's post, he inherits a situation in which Talam owes the state and its subsidiaries (among other creditors), a great deal of money.

Urban legend has it that when Talam was called in to explain why they have never endeavoured to pay their debts, the sheepish reply given was, "No one ever asked us to."

Thankfully for the citizens of Selangor, there was a new sheriff in town.

Corporate finance is not only an area of expertise for Khalid (left) - it is a passion. With great gusto, he set out to solve this problem, and recover that which was owed by Talam to the people of Selangor.

The problem was undoubtedly challenging, but after some work and careful strategising, a plan was set into motion.

The end goal was simple: to leverage the assets still held by Talam to repay the debt Talam owed to the Selangor and its state subsidiaries.

The technical nitty-gritty

Making this happen was a technically complicated process that required considerable financial acumen.

The summary is this: firstly, the debts that were owed by Talam to Selangor state subsidiaries were properly booked and accounted for - something that, very suspiciously, had not been done before. Once these debts were acknowledged by all parties, the debts were consolidated and transferred to one state subsidiary - Menteri Besar Incorporated (MBI), which was then responsible for collecting the debts from Talam in the form of land and cash.

The rest of this section explains how this was done. It is a boring and complex explanation, but I list it here for the record and for those interested.

Talam owed RM392 million in debt to three Selangor state subsidiaries: KHSB, PIYSB, and PNSB. After acknowledging and booking these debts, the next step was to have another state subsidiary, Selangor Industrial Corporation (SIC), purchase these debts from the other three companies.

A loan from CIMB Bank of RM 392 million was given to SIC to complete this purchase. In November 2009, the state exco and legislative assembly both approve a grant of RM392 million to MBI, who then use the funds to purchase the original consolidated debt from SIC. SIC then uses those funds to pay off their CIMB loan.

The end result is as simple as the transaction itself is complex - without any major or excessive transactional expenses, Talam now owes the same amount of money to just one state subsidiary, instead of the original three.

Restructuring and successful collection


It is important to note that at no point are funds transferred from taxpayer monies to Talam. Funds have instead only been transferred from one pocket of the state to another.

This differs wildly from federal bailouts of corporations like Indah Water Konsortium, MAS, or the Putra/Star LRT, where taxpayer money was injected directly into companies that had probably lost untold amounts via mismanagement, corruption and plundering.

The transfers in the Talam debt restructuring allowed for a structure in which there is a clear acknowledgement and accounting for the RM392 million owed by Talam, and a single company for them to pay it to.

The story does not end there.

Another extremely important milestone in this tale is that MBI has in fact already succeeded in recovering all RM392 million in debt owed by Talam.

For those who would like to keep score, this recovery came in two forms.

RM340.88 million was recovered via acquisition of land and assets: 1,322 acres of land in Bukit Beruntung worth RM150.28 million, 2,264 acres of land in Bestari Jaya worth RM105.3 million, 400 acres of land in Ulu Yam and 60% equity in Ulu Yam Golf & Country Resort worth RM22.2 million, 134 acres of land in Danau Putra worth RM52.1 million and five office units in Menara Pandan worth RM11.1 million.

The remaining RM51.12 million was collected in cash: RM12 million from sales of land in Puncak Jalil, RM5 million in cash assignments from EON, RM7.68 million in payments by Unisel for earthworks, RM9.04 million from the sale of 25.94 acres of land in Bukit Beruntung, and RM17.4 million from sales of 218 acres of land in Bestari Jaya.

Go ahead, count it - it's all there.

Facts trump hype - again

How can we summarise this? For more than a decade under BN, one corporation owed the state hundreds of millions of ringgits.

Within a year or two of taking over, Khalid managed to collect on these debts, instantly increasing the amount of money available to spend on welfare programmes throughout Selangor.

Scandal?

Yes, it's a scandal that Talam was allowed to get the free lunch it did under BN, and it's a scandal it took this long for to create the change in government that succeeded in cleaning up the mess.

It would be insulting to suggest that this article is titled specifically in the hopes that Chua Tee Yong (left) would take the time to carefully peruse the facts within. Nevertheless, perhaps he may find the exercise beneficial in his longer term efforts to maintain what little credibility he has left.

Said credibility is shrinking at about the same rate at which he is reducing the amount of money claimed to be 'misused' by Selangor - from RM1 billion, to RM260 million, to RM42 million. Before long, he may have to measure in sen instead.

Perhaps Chua fancies himself a Rafizi Ramli. What he fails to understand however, is that Rafizi's exposes are not just all about 'glamorous' press conferences and big numbers. Behind every expose is a ton of hard work and solid research.

Behind Chua appears only to be blind ambition that extends far beyond ability, and a shameful mainstream media that think that hype can overturn facts.

Press Statement By William Leong Jee Keen On MCA's Allegation That The Pakatan rakyat Selangor Government Is Shifting Goalpost On The Talam Debt Issue

PRESS STATEMENT BY WILLIAM LEONG JEE KEEN ON MCA'S ALLEGATION THAT THE PAKATAN RAKYAT SELANGOR GOVERNMENT IS SHIFTING GOALPOST ON THE TALAM DEBT ISSUE

MCA through its Young Professionals Bureau Chief, Datuk Chua Tee Yong, held its fifth press conference yesterday, 17 July 2012, in its continuing attempt to raise allegations of impropriety by the Pakatan Rakyat Selangor Government in entering into a Settlement Agreement with Talam Corporation 2 years ago.  MCA in its latest press conference now alleges that the Selangor Government is "shifting goalpost" in answering Chua Tee Yong's allegations.

FALLACIES IN MCA'S ARGUMENTS
MCA and Datuk Chua Tee Yong should spare the public from suffering further insults to their intelligence by ceasing their disingenuous arguments on this issue.  When reviewed logically, the fallacies and deceptive arguments are plain for all to see.  Fallacies are fake or deceptive arguments employed by the intellectually dishonest to provide a false conclusion that proves nothing when the fallacies are finally exposed.

HALF-TRUTHS
Half-truth is the fallacy of telling the truth but deliberately omitting important details in order to falsify and support a false conclusion.  The first fallacy in MCA's arguments is the use of half-truths, while deliberately withholding material facts.  MCA has deliberately withheld the following material facts:
a) That MCA failed to disclose the debts were incurred during the BN administration of the Selangor Government;
b) That the Pakatan Rakyat Government acted to recover RM392 million debts owed by Talam to Kumpulan Darul Ehsan, Permodalan Negeri Selangor Berhad and Yayasan Pendidikan Selangor in connection with several property development projects carried out in the last 10 years;
c) That the BN Selangor State Government allowed Talam to incur the debts during the time 3 MCA representatives were Selangor EXCO members;
d) That the BN/MCA state government allowed the state GLCs and agencies to enter into highly questionable transactions in which Talam was given land as consideration for contracts before Talam had even completed its part of the contracts;
e) That the BN/MCA state government did not take any action to collect the debts to the extent Talam in its 2007 Annual Accounts did not consider the debts as current liabilities but instead treated them as long term payables;
f) That the BN/MCA state government failed, neglected and/or refused to take any action or proper action to collect the debts:
· Even after Talam was declared to be an affected issuer pursuant to Practice Note 17/2005 of the Bursa Malaysia Listing Requirements on 1 September 2006;
· Even though Talam had accumulated losses of RM446.53 million, as at 31 July 2008 with total borrowings of RM1.184 billion of which RM924.8 million or 78.1% of the total borrowings were in default;
· Even though Talam was unable to pay its debts when due because it had over RM2 billion in debt and trade payables whereas its receivables and cash was less than RM280 million;
g) That the debts were not secured and upon the winding-up of Talam, the preferred and secured creditors would have priority over the state and other unsecured creditors;
h) That Talam had proposed a restructuring plan to settle the defaulted debts by issuing various forms of preference shares and loan stock to its lenders which excluded the state GLCs and agencies;
i) That the Securities Commission had by a letter dated 25 September 2007 rejected Talam's Proposed Regularization Plans; and
j) That there were various petitions filed by several creditors for the winding-up of companies in the Talam Group.
MCA has withheld the above information from the public in their press conferences.  It is clear to those who have checked the publicly available information such as Talam's public announcements on the settlement, its annual reports and circulars to shareholders that the Pakatan Rakyat State Government would not be able to recover any cash.  The taking of the 13 pieces of land was the best available option in the circumstances.

LYING WITH STATISTICS
Another common deceptive argument is lying with statistics.  This is using true figures and numbers to "prove" unrelated claims.  MCA has lied with statistics by focusing only on 1 out of 13 pieces of land.  MCA in alleging that the State Government had given an excessive value of RM181,082,000.00 for the Bestari Jaya land when the market value is RM139,090,000.00 failed to apply the proper statistics that is, that the Menteri Besar and the Selangor Government had taken back 13 pieces of land with a total market value of RM685,230,000.00 for a consideration of only RM676,094,000.00. 
In any event, MCA did not disclose that in the same document disclosing the market value and the consideration value of the Bestari Jaya land, the book value was RM215,128,000.00 and therefore Talam suffered a book loss of RM34,046,000.00.  MCA's allegation that Talam was able to negotiate "a good deal" is therefore without substance.
 
PLAYING ON EMOTIONS

Playing on emotions is the classic fallacy of ignoring facts and calling on emotions alone.  MCA in alleging that a "debt free" Permodalan Negeri Selangor Berhad (PNSB) is now saddled with a RM230 million debt in buying 2 of the Talam assets from the Selangor Pakatan Rakyat Government is invoking emotions while ignoring the fact that it was the BN/MCA administration that saddled the Selangor GLCs and agencies with a RM392 million problem in the first place.

CLEAN HANDS
It is a well-established principle that "he who comes to equity must come with clean hands".  MCA is precluded from questioning the Pakatan Rakyat Government's efforts to recover the Talam debts without MCA first purging themselves by taking the appropriate action against their Selangor EXCO members who permitted such debts to be incurred in the first place and had failed, refused and/or neglected to collect the debts.

THE BIG LIE
The big lie technique is the contemporary fallacy of repeating a lie or deceptive half-truth over and over, particularly in the media, until people believes it without further proof or evidence.  MCA in repeating their unfounded allegations against the Pakatan Rakyat Selangor Government in 5 press conferences after explanations have been put forth by the Menteri Besar and others are putting into practice the famous quote by Joseph Goebbels:
"If you tell a lie big enough and keep repeating it, people will eventually come to believe it. The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It is also a common fallacy befalling those who believe that it is necessary to continue on a wrong course of action after discovering that it is a mistake because of the fear that by admitting the mistake, there would be unthinkable consequences to his leadership.
The fallacies of these "big lie" technique and Goebbels' doctrine had been exposed on November 19, 1863, at the dedication ceremony of a military cemetery at Gettysburg that "you cannot fool all of the people all of the time".
 
INTELLECTUAL HONESTY

It is hard to find a more tired and intellectually dishonest argument even in Malaysian politics today than MCA's continuing allegations of impropriety against the Pakatan Rakyat for recovering the Talam debt in the vain hope of attracting political support in Selangor.  This episode is a clear indication that MCA is not interested in speaking honestly to Malaysians.  If MCA is sincere in helping the people of Selangor, then it should help in converting the 13 pieces of Talam land into cash for the people's benefit.
There are times and events when politicians should stop trying to score cheap political points and act for the benefit of the people.  The tragic events in the State having lost its assets and the difficulty encountered in recovering the Talam debt is one of this.
If MCA persist with these allegations, let the people judge those who were busy playing little political games while the adults were working quietly in the serious business of collecting RM392 million.

Xavier: Hanya SUK Berkuasa Umumkan Krisis Air, Bukan Syabas

SHAH ALAM, 18 JULAI: Kuasa untuk mengumumkan krisis bekalan air di sesuatu negeri terletak pada tangan Setiausaha Kerajaan Negeri (SUK) dan bukan syarikat konsesi yang mengendalikan operasi air.

Exco Kesihatan, Pekerja Ladang, Kemiskinan dan Kerajaan Perihatin, Dr Xavier Jayakumar berkata Syarikat Bekalan Air Selangor (Syabas) sepatutnya memaklumkan kepada Kerajaan Negeri sekiranya krisis air benar berlaku.

"Kalau ada masalah pengurusan atau tak cukup air, Syabas bertanggungjawab memberitahu kepada Kerajaan Negeri. Tetapi sampai sekarang dia tak memberitahu kepada kita dan itu kesalahan besar dalam (perjanjian) konsesi yang ada.

"Orang yang boleh buat kenyataan dalam krisis air di mana-mana negeri ialah Setiausaha Kerajaan (SUK) Negeri yang jadi pengerusi untuk jawatankuasa kecemasan.

Ini akan jadi isu keselamatan," ujar beliau di dalam program FOKUS Isu TVSelangor bersama Naeem Raffi.

Dibawah satu usaha penswastaan oleh Kerajaan Umno-BN dahulu, Syabas diberi kuasa untuk mengurus operasi merawat air mentah dan mengedarnya kepada pengguna di seluruh Selangor, Kuala Lumpur dan Putrajaya.

Manakala Kerajaan Negeri melalui Lembaga Urus Air Selangor (LUAS) bertanggungjawab mengurus empangan yang menyimpan bekalan air mentah.

Menurut Xavier, kerajaan negeri telah menjalankan tanggungjawab dan menyediakan bekalan air mentah yang mencukupi.

Bagaimanapun, sekiranya bekalan air terawat di Negeri selangor tidak mencukupi, ianya merupakan kegagalan pada Syabas sebagai syarikat konsensi.

Xavier mengulangi pendirian kerajaan Selangor bahawa projek Langat 2 bagi menyalurkan air dari Pahang bukan satu usaha yang wajar memandangkan Selangor mempunyai bekalan air mentah yang cukup di empangan.

"Air mentah kita mencukupi, mengapa kita perlu ambil air mentah lagi dari Pahang pula?" Kata Xavier.

Selain itu, Xavier berkata harga air di Selangor bakal naik 70 peratus sekiranya Langat 2 diteruskan.

Kerajaan Selangor Serah Notis Ambil Alih Syabas

KUALA LANGAT, 19 JULAI: Kerajaan Negeri Selangor telah menyerahkan notis pengambilalihan Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) kepada Menteri Tenaga, Teknologi Hijau, dan Air (KeTTHA), Datuk Seri Peter Chin Fah Kui hari ini.

Notis tersebut telah diserahkan oleh delegasi Kerajaan Negeri yang diketuai oleh Exco Kesihatan, Pekerja Ladang, Kemiskinan dan Kerajaan Prihatin, Dr Xavier Jayakumar.

Selain itu turut serta dalam delegasi tersebut termasuklah Exco Kerajaan Negeri lain, Iskandar Samad, Ronnie Liu dan Dr Halimah Ali.

Penyerahan notis tersebut merupakan tindakan yang selaras dengan Klausa 32 dalam perjanjian konsesi air antara Kerajaan Negeri Selangor, Kerajaan Persekutuan dan Syabas.

"Kita telah disambut oleh Saudara Nicholas iaitu Setiausaha Sulit Kanan kepada Menteri di kementerian itu, Datuk Seri Peter Chin Fah Kui.

"Kita telah menjelaskan isu ini kepada dia, dia pun faham dan dia terima sekali kertas kerja yang kita hantar.

"Dia orang mintak kertas kerja, itu pun kita dah hantar sekali.Dia akan beri kepada menteri, tetapi masa saya dalam perjalanan ke sini tadi ada berita bahawa Menteri KeTTHA umum bahawa sekarang bukan bawah kuasa dia.," ujar Dr Xavier ketika ditemui TVS dalam Majlis Sesi Dialog Bajet Selangor 2013 Peringkat Daerah Kuala Langat hari ini.

Ekoran kerajaan Selangor bertindak untuk memantau perjalanan operasi Syabas, hari ini kerajaan persekutuan telah membentuk Jawatankuasa Khas kabinet bagi menanganani isu Air di Selangor, Wailayah Persekutuan dan Putrajaya

"Kabinet telah wujudkan satu jawatankuasa yang akan dipengerusikan oleh Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin dengan beberapa Menteri dalam jawatankuasa itu termasuk dari Selangor," katanya lagi.

Menurut Dr Xavier lagi, Kerajaan Negeri akan diwakili oleh Setiausaha Kerajaan Negeri, Datuk Khusrin Munawi.

Selain Khusrin, Kerajaan Negeri turut bercadang untuk menghantar wakil di kalangan Ahli Exco atau Menteri Besar, Tan Sri Abdul Khalid Ibrahim sendiri.

Sementara itu, Majlis Sesi Dialog Bajet Selangor 2013 Negeri Selangor yang diadakan di Dewan Seri Jugra di sini telah dihadiri kira-kira seratus peserta dari pelbagai latar belakang.

Perbincangan dan rumusan dari dialog tersebut akan dibawa ke peringkat lebih tinggi untuk diputuskan sebelum Bajet 2013 Negeri Selangor dibentangkan pada September nanti.

Pembentukan J/K Khas Kabinet Isu Air di Ragui

SHAH ALAM 19 JULAI: Kerajaan Negeri Selangor meragui motif pembentukan sebuah jawatankuasa khas oleh Kabinet (special cabinet committee) untuk meneliti isu air seperti yang diumumkan Menteri Tenaga, Teknologi Hijau (KeTTHA), dan Air, Datuk Seri Peter Chin Fah Kui hari ini.

Exco Kesihatan, Pekerja Ladang dan Kerajaan Prihatin, Dr Xavier Jayakumar berkata Kerajaan Negeri mempersoalkan kewujudan ('the creation') jawatankuasa khas itu sedangkan KeTTHA sudah ada.

Katanya, Kementerian KeTTHA seharusnya lebih berfungsi dan bertanggungjawab dimana Menterinya mempunyai bidang kuasa yang termaktub dalam Akta Industri Perkhidmatan Air 2006 (WSIA 2006).

"Oleh kerana kuasa yang diberi kepada Menteri gagal digunakan untuk melaksanakan penstrukturan semula industri air di Selangor dan Menteri KeTTHA tidak dimasukkan dalam Jawatankuasa khas cabinet tersebut, Kerajaan Negeri menyeru Menteri KeTTHA untuk meletak jawatan dengan segera, "katanya dalam satu kenyataan media.

Beliau berkata Kerajaan Negeri juga mempertikaikan peranan Datuk Noh Omar dalam Jawatankuasa Khas Kabinet tersebut, kerana beliau adalah Menteri Kerajaan Pertanian dan Asas Tani yang tidak mempunyai perkaitan berhubung isu serta tidak langsung melibatkan kementerian Noh.

Dilaporkan bahawa Jawatankuasa Khas ini akan meneliti semua isu berkaitan air di Selangor, Wilayah Persekutuan dan Putrajaya.

Jawatankuasa khas itu, dipengerusikan Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin (Pengarah Pilihanraya BN), Dato Idris Jala, Menteri Di Jabatan Perdana Menteri, Datuk Raja Nong Chik Raja Zainal, Menteri Wilayah Persekutuan dan Kesejahteraan Bandar dan Datuk Noh Omar, Menteri Pertanian dan Industri Asas Tani (Timbalan Pengerusi Perhubungan UMNO Selangor).

赞比里误导人民,国阵州政府继续奉行60年地契50折扣政策‏

国阵霹雳州务大臣拿督斯里赞比里昨天把新村居民无法申请到99年地契的责任归于地方政府执行失误,让地方政府无辜背上这莫须有的罪名。原任霹雳州高级行政议员拿督倪可汉今日发表文告说,国阵州政府此做法其实是在为自己的过错寻找借口,为了掩饰自身的失误,把罪名嫁祸给地方政府。

也是实兆远州议员的倪可汉指出,土地与矿物总监局(Jabatan Ketua Pengarah Tanah & Galian )在5/2010通告信(Surat Arahan)下指示每个土地局要照回2007年的政策发出地契,即国阵的60年地契和50%折扣的原有政策。而土地与矿物总监局归州政府行政议会所管辖,不是由地方政府所管辖。所以赞比里和国阵州政府明明还在奉行60年地契和50%折扣政策却欺骗人民继续使用民联99年地契和80%折扣政策,这种行为根本就是在欺骗和误导霹雳州人民,是个没有诚信与说谎的政府。

马汉顺是否了解地契事件?

倪可汉今早接到负责掌管地方政府事务的行政议员拿督马汉顺来电说其实他不了解为何倪氏不被批准99年地契。马汉顺的一番话显示出两种可能性:第一,如果他真的不了解这件事,这清楚显示马华在这件事上被巫统蒙在鼓里,不止没有能力去修改一项政策,现在更沦落到不被巫统通知一项政策的细节。第二,如果马汉顺清楚了解这件事的来龙去脉,为何还要向倪可汉谎称不清楚为何倪氏拿不到99年地契?倪可汉也促请由赞比里所领导的国阵州政府可以言行一致,不要说一套却做另一套误导人民。

After loosing Fire Fly ATR 75 maintenance contract to SAE , MAS Engineering /MAE lost another contract to AIROD for Batavia Air and Lion Air B737-300/400 maintenance .

Tak berasap lah dapur you orang tak lama lagi kalau macam ni at things going on .

AJ, All of us know that you also makan gaji…Maybe what ever decision made was not yours…but that doesnt mean that you must keep silence when staff everywhere are cursing you. You are also paid to explain to the staff if the staff think there is a mismanagement….Its not fair to most of the staffs. They work their heart out. For example, Cabin Crew. they are among the lowest paid Cabin Crew in the world and yet they have proven that they are the BEST! not once but the MOST any airlines ever won! But MAS never appreciate them! MAS keep taking away privilledges from them. Maybe next award MAS will win best Porter for 1st Class pax. Whenever there is a Turun Padang session, the other STUPID Salleh Tabrani will keep remind the Crew about the company’s bleeding! Thats just cakap tak serupa bikin! all this problem are getting worst since Khazanah took over…we should make the government aware of this….AJ or BJ or CJ or even Haram J is the CEO, if the instructions come from Khazanah, MAS will continue losing..

No need to say much. All these years MAS did not make money from the Haj operations,But this is ok as berkat. Charter also and on top of that people make money from the charter business. So what is new.Orang dalam pun makan juga.Semua sama.No need to talk much lah.Umrah or Haj all want to make money. Nothing new.But this orang dalam buat duit.

YES people, all was done purposely. MAS was ask to continue but top level management told charter no aircraft(plenty sitting around the tarmac in KLIA). Hajj IS ANOTHER issue, TH offer long term contract but was adv by them to take yearly. up to the stage Charter was asked to quote a higher price than AA . CHARTER…dont just bend over and take this. You guys know what going on, get proof and pass to YB.

Before AJ’s Team came in, MAS Charter pioneered 10 Umrah Series Charter Flights. All the flights were paid upfront; Money first then fly. The program was very successful. MAS made money utilising excess B747 aircraft time.

But for 2012, there were numerous payment issues due to poor management of the contract. MAS management have constantly ignored inputs from Umrah & Haj subject matter experts, preferring to proceed blindly.

MAS loses money on the Jeddah Route every year because they refuse to understand the market.

Now MAS is making a mess of the UN Charter Contract, pushed a few other series Charter flights ( XMas Island Charter was operated over 8 years now given to Firefly ).

The Charter Dept was an unappreciated gem in MAS, making significant contribution to the bottom line, unlike the Main Corporation which loses billions annually.

Please stop the rot YB.
