Chong suggests govt file amendment Bill Posted: 10 Jul 2016 10:44 PM PDT KUCHING: State DAP chairman Chong Chieng Jen yesterday suggested that the BN government file an amendment Bill in Parliament for Sarawak to be restored to its original position as a region. He said the DAP was willing to support the amendment. He reckoned that together with MPs from BN and PKR, it would have more than the two-thirds majority needed to amend the Federal Constitution. "We in DAP have already made our stand very clear. Even (DAP secretary general) Lim Guan Eng has already made his stand that DAP will support the amendment of the constitution to restore Sarawak's position as a region, rather than a state in Malaysia," he told reporters when met at Assistant Minister of Housing Datuk Abdul Karim Rahman Hamzah's Hari Raya open house here yesterday. "BN has 122 MPs (of which 28 are from Sarawak) and DAP has 38 MPs. I believe that PKR will support as well. This means we will have more than two-thirds majority to amend the constitution, so don't just talk only. Do it in Parliament." Chong was commenting on Minister of Local Government Datuk Dr Sim Kui Hian's call on Saturday to Chief Minister Datuk Patinggi Tan Sri Adenan Satem to refer to Sarawak as a region in Malaysia and not a state within the federation when negotiating with the federal government on the state's devolution of power. Dr Sim, who is also SUPP president, said North Borneo (Sabah), Singapore, the Federation of Malaya, and Sarawak were the four regions that formed Malaysia in 1963; hence, he argued that if Sarawak was serious about fighting for its autonomy and reclaiming its status as a region in the nation as written in the Malaysia Agreement, Adenan should take the lead in making this stand. "When talking about Sarawak's fight for autonomy, I see that Sarawak is still referring to itself as a state in Malaysia. That is not consistent. Sarawak should refer to itself as just Sarawak from now on, not Negeri Sarawak (Sarawak state), in order to be seen as serious in fighting for autonomy," said Dr Sim. Dr Sim also advocated dropping the word 'state' when referring to Sarawak's legislative assembly or government. Chong said initially in the original Federal Constitution Article 1, it was provided that Malaysia shall constitute four regions, namely Sabah, Sarawak, Federal State of Malaya and Singapore. "But in 1976, there was a constitutional amendment whereby that clause was amended to 'Malaysia shall constitute 13 states namely…including Sabah and Sarawak and one territory'. That is where the status of Sarawak being a region has been relegated to a state." Chong explained. In view of this, Chong reiterated that the government filed an amendment Bill. "After all, you are the government and that the status of Sarawak ought to be and can only be restored through the amendment of the constitution. There's no point for you to talk outside. Posted: 10 Jul 2016 10:39 PM PDT (本报古晋10日讯)砂行动党主席张健仁直言,国阵政府不要只是空口说白话,若真有意思要恢复砂拉越的地位及身分,就应在国会中提呈修改宪法的法案! 他解释,当初的宪法指名,马来西亚是由4个"区域"所组成,即沙巴、砂拉越、马来亚及新加坡。但在1976年的宪法修改后,马来西亚是由13个"州属"所组成,其中包括砂拉越及沙巴在内,以及联邦直辖区。 自此,砂拉越及沙巴就从原本的"区域(Region)",降级为"州(State)"。 砂应称为"区域" 他就此强调,而唯一能恢复砂拉越身分的方法,即修改联邦宪法。若要修改宪法,就必须由政府在国会中提呈修改法案。 "我呼吁国阵政府提呈这一份联邦宪法的修改法案!" 张健仁表示,该党的意愿与拿督沈桂贤的想法相同,即希望能恢复砂拉越之前的地位。同时,民主行动党全国秘书长林冠英也清楚表明,该党将支持这项修改,以恢复砂拉越的地位,再度在大马中被称为"区域"。 国阵别只说不做 他坦言,国阵有122名国会议员,加上行动党的38名国会议员,共150名国会议员。 "我相信公正党也将同样的给予支持,但就算没有公正党的支持,实际上已经有超过三分之二的数目通过修改该宪法。" 因此,他指出,毕竟国阵才是政府,相关的修改法案必须由政府提呈。所以他希望,国阵政府别只说不做,届时本身将会提呈这项动议。 《转载自 诗华日报》 |

This will expedite the re-construction work which, if left to individuals, such effort to rebuild the houses and roof top will take much longer time. There is nothing wrong for the councils to mobilise its resources to help rebuild these houses as the houses were damaged by natural disaster. The excuse given by Dr Sim Kui Hian that these are "private property" is not valid reason, for government agencies throughout the world have known to help natural disaster victims to rebuild their homes. Furthermore, this is the little benefits and securities that we tax-payers are entitled for paying our taxes. Therefore, I call upon Dr. Sim to prioritise the re-construction of these damaged houses as the work of the ministry of local governments under his charge instead of bickering and fighting with the UPP over the appointment of local councillors.
