PBT Selangor Yang Terbaik - Sistem Star Rating

SHAH ALAM, 24 Mac: Negeri Selangor mendahului negeri-negeri lain di Malaysia apabila dua majlis bandaraya dan enam majlis perbandaran mendapat empat bintang dalam "Sistem Star Rating" bagi Pihak Berkuasa Tempatan pada 2010/2011.

Majlis bandaraya dan majlis perbandaran di Negeri Selangor yang mendapat empat bintang ialah  Majlis Bandaraya Shah Alam (MBSA), Majlis Bandaraya Petaling Jaya (MBPJ), Majlis Perbandaran Klang (MPK), Majlis Perbandaran Selayang (MPS), Majlis Perbandaran Ampang Jaya (MPAJ), Majlis Perbandaran Kajang (MPKj), Majlis Perbandaran Sepang (MPSp) dan Majlis Perbandaran Subang Jaya (MPSJ).

Manakala empat majlis daerah di Selangor mendapat taraf tiga bintang iaitu Majlis Daerah Kuala Selangor (MDKS), Majlis Daerah Kuala Langat (MDKL), Majlis Daerah Sabak Bernam (MDSB) dan Majlis Daerah Hulu Selangor (MDHS).

Keputusan ini satu peningkatan drastik dan memberangsangkan bagi kerajaan negeri dan pihak berkuasa tempatan di Negeri Selangor.

Ia juga membuktikan kerjasama baik antara kerajaan negeri dan pihak berkuasa tempatan dalam usaha meningkatkan perkhidmatan kepada rakyat.

Sehingga kini difahamkan Kementerian yang berkenaan tidak mahu mengisytiharkan keputusan ini ekoran kejayaan utama negeri-negeri di bawah Pakatan Rakyat khasnya Selangor.

Kejayaan dicapai Selangor ini berlaku ketika media BN terus-terusan memburuk-burukkan kerajaan negeri Selangor dalam media mereka.

"Saya mengucapkan tahniah kepada semua Dato' Bandar dan Yang di-Pertua (YDP) pihak berkuasa tempatan serta pegawai mereka dan berharap mereka akan terus berusaha bagi memastikan penyampaian perkhidmatan berjalan dengan baik," kata Menteri Besar Selangor, Tan Sri Khalid Ibrahim.

Sebanyak 354 indikator digunakan dalam Sistem Star Rating bagi Pihak Berkuasa Tempatan  berdasarkan 4 bidang utama iaitu pengurusan, perkhidmatan-perkhidmatan teras, pengurusan pelanggan dan penyertaan komuniti.

Sistem ini – yang bermula pada 2008 atas saranan Kementerian Perumahan dan Kerajaan Tempatan – juga menggunakan borang soal selidik daripada responden yang terdiri daripada penduduk (70%), peniaga (20%) dan NGO (10%).

Sistem Star Rating bagi Pihak Berkuasa Tempatan bagi tahun 2010/2011 ini, tiada satu pun pihak berkuasa tempatan di Malaysia yang berjaya mendapat taraf 5 bintang.

ANAK MENTERI MANA YANG JADI SAMSENG NI...?

Anak Menteri di Jabatan Perdana Menteri Datuk Seri Nazri Abdul Aziz didakwa menyerang seorang penyelia keselamatan di sebuah kondominium mewah di Mount Kiara pada malam Selasa lalu.

Ketua Polis Daerah Polis Brickfields, Wan Abdul Bari Wan Abdul Khalid ketika dihubungi hari ini mengesahkan bahawa dua laporan polis berkaitan dengan kejadian itu telah dibuat.

"Kes diklasifikasikan mengikut Seksyen 160 Kanun Keseksaan kerana terbabit dengan pergaduhan," katanya, yang keberatan memberikan butiran lanjut kes itu.

Seorang jurucakap pengurusan kondominium itu mengesahkan bahawa terdapat perbalahan kecil antara anggota keselamatan dan tetamu bangunan itu. Beliau enggan mengulas lanjut dan berkata butiran kejadian perlu dirujuk kepada polis.

Menurut sumber, kejadian berkenaan sempat dirakamkan melalui kamera CCTV.

Pengurusan kondominium itu juga dikatakan sedang menghadapi tekanan supaya 'menutup' kejadian itu kerana firma-firma keselamatan bergantung kepada kelulusan kerajaan persekutuan untuk memperbaharui lesen operasi mereka.

Pada kejadian itu, anak menteri berkenaan Mohamad Nedim Mohd Nazri Aziz, yang memandu kereta sport Porsche ke kondominium teresebut. Beliau diikuti oleh pengawal keselamatnnya yang memandu sebuah MPV mewah.

Pengawal peribadi itu dilaporkan turun dari kenderaannya untuk mendaftar butir-butir peribadi bagi tetamu yang melawat bangunan itu tetapi pengawal kondominium berkeras bahawa kedua-dua pemandu mesti berbuat demikian secara berasingan.

Ini menyebabkan pertengkaran hangat dan penyelia keselamatan dipanggil bagi menyelesaikan masalah itu tetapi perkara sebaliknya berlaku.(malaysiakini)

KUALA LUMPUR, 23 Mac: Kroni Umno, Tan Sri Tajudin Ramli dapat RM589 juta sedangkan rakyat berpendapatan rendah sekadar mendapat RM500 sahaja, kata Timbalan Presiden PAS Mohamad Sabu.

Beliau mengulas laporan Malaysiakini hari ini yang melaporkan, pengurusuan Danaharta Nasional Bhd melupuskan hutang Tajudin sebanyak RM589 juta sebagai sebahagian daripada penyelesaian luar mahkamah yang dicapai dengan beberapa syarikat-syarikat berkaitan kerajaan (GLC) bulan lalu.

"Dengan segala riuh rendah yang tidak terkawal, rakyat berpendapatan rendah digula-gulakan dengan hanya RM500 sekali bagi sahaja.

"Pada masa yang sama, Tajudin boleh ketawa berdekah-dekah kerana sebesar RM589 juta diberikan percuma kepadanya," kata Mohamad.

Penang Seeks Convergence Of The Manufacturing, Services And Government Sector To Propel Penang's Escape From The Middle-Income Trap To High-Income Economy Status Of USD15,000 Per Capita By 2020.

Trade is very important to the Malaysia and Penang's economy. Malaysia is the 22nd largest exporter in the world, behind Australia, which ranked 21st, and the 26th largest importer in the world behind Australia, at the 20th position. Malaysia is the 37th largest economy in the world behind Australia, which ranked 13th.

Malaysia has a relatively small domestic market and Penang especially,focuses on export-oriented economy, particularly in the electrical & electronics (E&E) sector. Despite being the second smallest state in Malaysia, Penang contributes towards 25% of Malaysia's imports and exports.

Penang also topped manufacturing investment in Malaysia in 2010 and repeated that historic feat in 2011. For two years in a row, Penang has led manufacturing investment in Malaysia. In 2010, we attracted RM12.2 billion worth of investments while we received RM 9.1 billion last year. In FDIs, Penang contributed to 28% or RM 17.7 billion of Malaysia's total FDI of RM63.2billion in 2010-2011.

Penang's recent successes is attributed to CAT governance on competency, accountability and transparency based on open competitive tenders and full disclosure that has resulted in surplus budgets every year since we took power in 2008. Penang has also managed to reduce our state government debts by 95% from RM 630 million in 8.3.2008 to RM 30 million at end 2011. This marks a reduction of 95% over a period of three years, the highest record ever amongst all states in Malaysia.

Australia is an important trading partner for Malaysia. Australia was our 11th largest trading partner while Malaysia was Australia's 10th largest trading partner with total two-way trade of goods and services of Aus$15.6 billion in 2010. Exports of air conditioner, machines and parts to Australia are one of the major contributors to Malaysia's manufacturing export growth. As for the services sector, Australia is one of the major export market for construction services, oil & gas, MRO (maintenance & repair and operations) services, and legal services.

The Malaysia-Australia FTA (MAFTA) could address barriers to Australian trade exports in agricultural products and processed food as well as in trade in services. Hopefully, Malaysia can enjoy greater access to the services in Australia including legal services, telecommunication, accounting services, architectural services, engineering services, education services, insurance services and banking.

Australia has been traditionally a destination for higher education for our Malaysian students. To date, about 300,000 Malaysians have been educated in Australia. I believe that it would be feasible for Australian universities to set up branch campuses in Penang. In Melbourne alone there are over 75,000 Malaysians residents and students.

Victoria and Penang shares many similarities in that we punch above our weight. Both are heavily industrialised states with Victoria's GDP comprising almost 90% from the manufacturing and services sector as compared to Penang's 97%. We hope for more investment from Australia in areas where Australia has a world-class track record in education, media, design and aerospace.

Apart from strengthening CAT governance, Penang seeks convergence of the manufacturing, services and government sector to propel Penang's escape from the middle-income trap to high-income economy status of USD15,000 per capita by 2020. As companies seek convergence for products, technology and services to survive and stay in the market, governments seeking investments and FDIs must seek convergence of the government sector with the high-value manufacturing and services sectors.

To escape the middle income trap, Penang must not only be the 'sweat shop' of the manufacturing sector but also be the 'smart shop' of the services sector. KPMG listed Penang as one of the 31 emerging IT-business process outsourcing (BPO) cities of the world. Today, multi-national corporations have set up BPO operations in Penang in the areas of human resource, accounting and financial services, education and health as well as technical support and customer care.

Human talent is the primary condition required to make this convergence of manufacturing, services and government sector happen. To draw in human talent, Penang must be an attractive place to live. Making Penang cleaner, greener, safer and healthier is only the first step. Just as Melbourne is the cultural capital of Australia, Penang aspires to be the cultural capital of Malaysia.

Besides having a UNESCO World Heritage city, Penang is a great place to live, work, learn, play and dine. Indeed accolades for Penang include Penang's food being ranked as the 7th most delicious food in the world by CNN and Yahoo Travel listing Penang as one of the 8 top islands in the world that "You must see before you die". So come to Penang whether as an investor or as a tourist, so that you can at least die happy!

Geran Selangorku Lulus 20 Projek Pembangunan

SHAH ALAM 23 MAC : Jawatankuasa Pemandu Geran Selangorku meluluskan 20 projek pembangunan insfrastruktur serata Selangor dengan peruntukan lebih RM2 juta bagi fasa pertama.

Projek yang diluluskan ini antaranya bertujuan untuk menurap semula jalan dan membaiki jalan termasuk pemasangan lampu jalan dan pembinaan longkang di Seksyen 17 Shah Alam, Sekinchan, Meru, Ampang, Hulu Klang, dan Kuala Langat.
Menurut Sekretariat Akhbar Pejabat Menteri Besar Selangor, pemilihan kontraktor bagi menjalankan projek insfrastruktur oleh jawatankuasa berkenaan dibuat berdasarkan harga terendah dan menepati spesifikasi yang ditetapkan Jabatan Kerja Raya (JKR).
"Jawatankuasa Pemandu Geran Selangorku menetapkan setiap projek insfrastruktur ini perlu disiapkan dalam tempoh antara dua hingga lima minggu.
Geran Selangorku memperuntukkan RM50 juta untuk projek insfrastruktur daripada jumlah keseluruhan peruntukan RM300 juta.

1. Ranks RSVP, EVP and above may upgrade anyone on commercial discretions. In this case, Danny Fernandes might be exercising his authority to upgrade his 'commercial maid’ and 'commercial infant’. According to a student of Oxbridge, commercial discretions are not limited to selling of cargo, sport sponsorships, consultant fees, transfer on zero-fare and appointing cronies. My airline, so what?

2. Similar to QPR sponsorship, the no-infant policy in first class cabin will be amended retrospectively. RM18m is not under MACC investigation, then what a few thousands?

Action must be taken by MAS management to sack this Bast.rd, mother f,,ker. Pleae et out of MAS you bloody cronies. We will get rid of you, Md Nor, Rozman, Azhari and Nr Zalida plus a few more panamera deadwood in MAS.

Firefly was paying 8 months salary as bonus. If Firefly was not doing well, why did Tengku Azmil approve the 8 months bonus. AJ aren’t you ashamed of yourself? Do you have self respect? YB,

On the proviso that this incident can be proven to have occurred, it is not merely arrogance but a case of double standards and an absence of integrity by a very senior member of the management. Integrity is the cornerstone of good corporate governance.

However, if this sort of behaviour is condoned by the BOD of MAS, Khazanah & the government, then all 3 do not have integrity.

Furthermore, for a very senior member of the management to force staff members to cover his behaviour indicates a weak personality of questionable pedigree with absolutely no regard to the impact of his actions upon the good name of his staff (which he’s suppose to lead) and in the end, the good name of Malaysia Airlines.

If this incident were to happen in Quantas, or BA, or Air India, the man you referred to in your article, would be out of his job so fast, he would not had a chance to even say “sorry”.

Mr Hii would have also received an APOLOGY from the airline. Would MAS issue one to him?

Let us see what would happen in MAS. If no action is taken within the next few days, let us create a hundred thousand online signatures and send it to the PM for his kind attention.

Dear YB,

Please ask Mr. Hii to have the above written to the Press and Malaysia Airlines CEO AJ ASAP. In MAS, no upgrading policy is allowed unless otherwise approved by the Commander. The case against Danny can be charged and even Aj can be charged for covering up and hopefully the complaint can be copied to all MAS unions/associations.

True to his form, bapak dia punya airline.

I can only guess that Nr Hii’s request for upgrading (with a willingness to pay), has been purposely declined to accomodate the upgrading of his baby and maid, indicating that there was some external help, probably from his cousin. I still feel if MAS staff were sincere, they would not have “blocked” seat cos they have never done this before. Come on MAS Staff, if you dont help yourself, whay shoudl other do, YB included.

If Mr Hii is willing to pay for the upgrade, then wouldn’t this help MAS in its time of need. MAS highest yield is First Class.

This is one of the leakages that have to be prevented. Its like, all MAS staff must strive to cust cost but not him.

If no action is taken against this person, MAS is doomed.

New U-turns to ease traffic snarls at MRR2.

AMPANG JAYA, 20 JAN 2012 : Authorities are hopeful new U-turns at Sungai Kerayong and Tesco Ampang will reduce peak hour crawls at the Middle Ring Road2 (MMR2).

"Motorists will only be allowed to make U-turns at these locations. It will help reduce traffic congestion during rush hour," said Cempaka assemblyperson Iskandar Samad last Monday.

Iskandar said this after a briefing at the Ampang Jaya Municipal Council (MPAJ) headquarters.

Currently, the bottleneck at MRR2 here is caused by motorists making U-turns at the Pandan Indah interchange.

Soon, motorists will no longer be able to make U-turns there, but an implementation date has yet be be set.

Earlier, Public Works Department (JKR) engineers said that the Pandan Indah U-turn will be closed from Jan 22, but residents who attended the briefing objected.

Iskandar said that motorists should be given more time to get used to the new U-turn.

The new traffic pattern means that vehicles from Cheras to Pandan Indah or Jalan Cempaka will have to make U-turns at Tesco Ampang.

Similarly, motorists from Taman Shamelin to Cheras have to do U-turns at Tesco Ampang.

Meanwhile, vehicles from Ampang going to Pandan Jaya or Taman Shamelin will have to make U-turns at Sungai Kerayong.

Vehicles from Pandan Indah and Jalan Cempaka heading to Ampang will have to make U-turns at Sungai Kerayong.

The MRR2 upgrade works are worth RM104.5million and will be fully completed by Feb 21 - Selangor Times.

AMPANG 12 Dis 2010 – 329 pemilik unit rumah Taman Mawar, Ampang, menarik nafas lega apabila kerajaan Selangor hari ini menyerahkan geran hak milik kepada mereka setelah menanti selama 26 tahun.

Exco Perumahan, Pengurusan Bangunan dan Setinggan negeri Selangor, Iskandar Abdul Samad, berkata, kerajaan negeri  tidak akan membiarkan rakyat dibeban dengan kegagalan  pemaju menyempurnakan amanah yang diberikan, selain menyifatkan pemberian geran tersebut sebagai hadiah tahun baru.

"Kita juga telah menurunkan cukai tersebut kepada seringgit sahaja. Jadi mereka tidak perlu bayar. Dari segi premium kita bagi nominal yang paling rendah kepada mereka. Setakat ini mereka perlu bayar RM682.50 untuk kediaman dan RM723.50, untuk perniagaan.

"Dari segi premium kita hilang hasil pun tidak apa, tapi yang penting penduduk mendapat tanah ataupun hak milik mereka," ujar beliau di Majlis Penyerahan Hak Milik kepada penduduk Taman Mawar, Ampang.

Pada tahun 1984, sebanyak 143 unit rumah murah, 90 unit rumah teres dua tingkat, 71 unit rumah link dua tingkat dan 25 unit perniagaan telah siap dibina dan diserahkan kepada pembeli walaupun tanpa Sijil Layak Menduduki (CF).

Kegagalan Syarikat Musytari Development Sdn Bhd membayar premium sebanyak RM317,508.50 dan hutang cukai berjumlah RM40,152.50 sebelum ini mengakibatkan geran hak milik tidak dapat dikeluarkan kepada pemilik.

Iskandar yang juga Adun Chempaka berkata, kerjasama daripada Pejabat Tanah Hulu Langat, Kementerian Perumahan dan Kerajaan Tempatan serta Lembaga Perumahan dan Hartanah Negeri Selangor menubuhkan jawatankuasa bertindak memudahkan urusan pemilikan geran hak milik penduduk - Selangorkini.

Public invited to give feedback on Local Plan

It involved 74 changes in land use, which covers 240ha of land within the municipality.

MPSJ deputy president Abdullah Marjunid said amendments to the gazetted plan were necessary to keep up with the rapid development.

"Some planning applications are found to be conflicting with the land use specified in the local plan, but the development suggestions should be given due consideration.

"Therefore, the local plan should be amended as soon as possible so these suggestions could be included, pending agreement and approval," he said.

A public participation and publicity programme was held recently to introduce the proposed amendments.

Selangor Housing, Building Maintenance and Squatters committee chairman Iskandar Abdul Samad, who was present to launch the programme, said some amendments were raised to accommodate the LRT line extension project.

"It is more viable to change the land use from residential to commercial in areas where the LRT will go through," he explained.

The MPSJ also introduced the Bukit Serdang Special Area Draft Plan2010-2020, focusing on improving traffic, infrastructure and amenities in the area.

There would be changes in land use too.

MPSJ assistant town planning director Hazman Mohd Mahayudin said the council would restrict the density in new residential areas in Bukit Serdang to 24 units per acre, while the current overall density in the municipality was 60 units per acre.

"We are also looking at proving another access point in Bukit Serdang, in addition to the current two alternatives to solve the traffic problem," he said.

Hazman added that the MPSJ would organise briefing sessions for the public soon.

Meanwhile, the public can visit Bangunan Darul Ehsan in Shah Alam and MPSJ headquarters from now till March 19 to look at both plans, or download them from www.mpsj.gov.my

They can submit their suggestions or objections to the council by 4pm on March 19.

"The MPSJ will organise a public hearing in mid-April. The Draf Local Plan 2020 (Amendment 1) and Bukit Serdang Special Area Draft Plan will then be gazetted three months later," Iskandar said.

Kelana Jaya MP Loh Gwo Burne, MPSJ councillors and residents' representatives also attended the event.

When pressed for comments on the plans, the councillors said they were not presented the plans prior to the event despite requests.

"We just received the CD containing the plans from the registration counter. We do not know what are the proposed amendments to the Local Plan 2020 and the plans for Bukit Serdang," said one of them - Star Metro Online.

Iskandar: Don’t be fooled by low-cost home ‘agents’

SHAH ALAM: House buyers are being urged to be wary of agents, including politicians, who claim to be able to secure low-cost housing for them.

"The state has never appointed any agent or [intermediary] to facilitate the purchase of low-cost [flat units or houses]," said Iskadar Samad.

The state executive councillor for housing issued the warning after 20 people staged a protest in front of the state secretariat yesterday afternoon.

The protesters claimed to represent 686 house buyers at Taman Botanik Klang, Taman Selayang Mulia, Taman Harmoni Balakong and Taman Intan Cheras who have been cheated by the state.

Their representative, Durrany Izam, alleged that a PKR politician had promised to help them secure low-cost housing from "political quota", and they had each paid him a RM2,100 deposit.

Durrany said the "Datuk" had claimed to be a special assistant to the Menteri Besar and a board member of the Selangor Housing and Property Board (LPHS).

"We want our houses... Otherwise, the state should return the deposit to us," he said.

However, Iskandar said he had never heard of anyone by the name provided by the victims.

In addition, political secretary to the Menteri Besar Faekah Husin said the state has lodged three police reports against this individual, and confirmed that there was no such person working for the Menteri Besar and in LPHS.

She said the LPHS letterhead had been forged by the individual to mislead the victims.

In a separate case, 32 people were each cheated of RM2,500 by a politician who claimed to be able to help them secure housing at Impian Seri Setia Apartments in Sungai Way.

Iskandar said LPHS had lodged four police reports against this politician in the past six months.

"Don't believe anyone claiming to be an agent from LPHS or the state," he said.

‘Drought’ over but residents still angry.

AMPANG JAYA : The agony of enduring 12 days of dry taps is over for residents of a walk-up apartment at Pandan Utama 2, but they remain bitter with Syarikat Bekalan Air Selangor Sdn Bhd (Syabas).

"Water is something basic. The supply should not have been disconnected over money and cheques," said Mohd Azam Meor, 55, a resident of the five-storey apartment in Jalan Cempaka 1.

He was among 70 residents whose supply was disconnected on Feb 14 when it was discovered that the developer had been stealing water from a Syabas main and piping it to the two-year-old apartment.

Mohd Azam (gesturing) says that water shouldn't have been disconnected over money disputes while Iskandar (seated) says he is relieved.

Supply was turned on again on Feb 25 after the developer forwarded a letter of undertaking dated Feb 20, promising to furnish a bank guarantee of RM1.9 million to Syabas by Feb 27.

The amount was to ensure the developer completed building infrastructure needed to supply water to the apartment within a year.

While relieved to have water, residents remain sore with Syabas for cutting supply in the first place as the action had affected children and senior citizens.

"What if the developer couldn't promise the bank guarantee? Would we still be without water?" asked the father of three.

Syabas officials, during a meeting with residents on Feb 20, said they had to stop water theft from recurring.

Initially, Syabas demanded the developer settle a RM185,000 bill for stealing water.

The company later issued a post-dated cheque for RM40,000 and also hammered out a deal to pay the arrears in four instalments.

But in an about-turn on Feb 23, Syabas slapped the developer with an additional demand for the RM1.9 million  bank guarantee before water was reconnected.

Resident Iskandar Abu Hatan, 44, is relieved that the matter is finally resolved. "Imagine, for 12 days we had to carry heavy pails of water every two to three hours to flush our toilets, wash our dishes and bathe," he said.

The office administrator pointed out the matter was resolved due to the assistance of Cempaka assemblyperson Iskandar Samad, who had called for meetings between the developer, residents and Syabas  - Selangor Times.

State to maintain low-cost apartments to improve quality of life

THE state government has given priority to improving the quality of life of residents at low-cost apartments through its Caring Government for Residents' Improvement Aid (Ceria) scheme.

Under the scheme, the state will repair lifts, roofing and water tanks at the flats as well as other issues.

Housing, Building Structure Administration and Squatters committee chairman Iskandar Abdul Samad said the state had agreed to share 80% of the cost and the buyers 20% for repairs at the low-cost apartments.

"This way, the apartment buyers will have a sense of belonging to the facilities in their buildings.

Improving facilities: Low-cost flats need to be spruced up to make it more liveable.

"This also enables the buyers to know the cost of maintenance and how much the Government is paying for it," he said.

Iskandar added that the Ceria scheme started in June last year and the state had spent RM9.1mil so far.

"Last year, the state contributed RM5.1mil while the buyers paid RM1.8mil.
