My Notes On Anwar Ibrahim's Promise Of 20% Oil Royalty To Sabah

Datuk Seri Anwar Ibrahim has been quoted that he would increase Sabah oil royalty from 5% to 20%.

Other opposition leaders like Datuk Dr Jeffrey Kitingan went even further by promising 50%. But in order to achieve this, Dr Jeffrey has to depend on Anwar's support if and when he becomes the Prime Minister of Malaysia.

As an MP from Sabah, I do not have any reason to reject such proposal. After all, Anwar wants to give more funds to Sabah. Or is it?

Unfortunately, I am painfully aware that Anwar has not been fully forthcoming in his proposal to increase oil royalty for Sabah.

Last year, in Parliament, I posed a question that if Anwar increased Sabah's royalty to 20%, could he guarantee that he would not reduce Sabah's existing percentage of allocation in his federal budget for 2013 or in the Eleventh Malaysia Plan?

I reminded the opposition that Sabah had been consistently given biggest percentage of allocation by the federal government both in the Malaysia Plans and its annual budget.

For example Sabah received RM20.3bil out of RM230bil in RMK9 and in First Rolling Plan of RMK10, Sabah received RM10.7bil out of RM98.5bil.

My concern is, while Anwar may increase Sabah's share of the oil royalty, there is no guarantee he may not reduce Sabah allocation in his federal budget 2013 or the 11th Malaysia Plan.

If that is the case, Sabah coffers may end up be the same or even worse off! That is why I asked for a guarantee. None of the opposition MP at that time stood up to reply to my argument.

Increase in royalty for Sabah, Sarawak, Trengganu and Kelantan would easily amount to more than RM10bil a year. (bear in mind Sarawak and Trengganu produce more oil than Sabah).

Anwar knows very well that the additional of  more than RM10bil given to the four oil producing states means RM10bil have to be taken away from the budget of non-oil producing states in West Malaysia.

I do not think Anwar dares to say to the people from the non-oil producing states, "I am sorry, I have to cut your allocation because I need to give more than RM10bil to Trengganu, Kelantan, Sarawak and Sabah!".

The people there will reject him and this is not acceptable to him since he needs their votes desperately to win Putrajaya.

It is then very likely that Sabah may be getting higher oil royalty but in the end will get lower overall funds from Federal Government under Anwar's Prime Ministership.

So far he has not given Sabahans a guarantee that this will not happen! 

You and me know that for every ringgit given to Sabah, Sarawak, Trengganu and Kelantan, that one ringgit must come from somewhere.

The money does not fall from the sky.

Some states must be willing to sacrifice their portion of the federal budget. Some projects in West Malaysia must be cancelled. The question is who and what needs to be sacrificed?

Or will Anwar spend less on security, health, education, infrastructure, public utilities, social etc given the fact he has to spend more on royalty?

Anwar must answer these tough questions so that people understand and convinced.

Remember, Anwar wants to maintain subsidies, refuses to increase taxes, is against higher government's debt and proposes spending more on royalties. How in the world is he going to juggle these finances?

And Sabahans still remember how Anwar as Finance Minister and Deputy Prime Minister consistently refused PBS' request for higher royalty. Will he now apologize for his "misguided" action?

Pakatan Rakyat has also said that "savings" or "proceeds" in billions of ringgit from their anti-corruption drive and renegotiation loop sided deals will be used to finance the increase in royalty.

As someone who sits in MACC committee, I hope they will succeed. Any effort to eradicate corruption must be supported and encouraged. I am sure Sabahans share the same view as mine.

But my concern is not about the effort to check corruption. It is more about Anwar's rationale to include  "savings from corruption eradication and renegotiating loop sided deals" as part of his government's revenue.

Can Anwar estimate how much yearly savings he gets from anti-corruption effort? Can he comfortably project such revenue with a high level of accuracy? Would it be sensible to use the figure to plan his national budget?

Can Anwar force those IPPs and highway toll concessionaires to renegotiate their agreements immediately after he swears in as Prime Minister? Or will he face prolonged and protracted battle which could take years to settle?

If yes, will his budget revenue projections fall short and hence disturb his spending plans including payment of additional royalty?

To be honest, I have never heard any government around the world using projected "savings from corruption" as the basis of preparing its national budget. That is utterly irresponsible. The budget will be in a mess.

Any "savings" due to anti corruption drive should be construed as "bonus" revenue, and should not be included in the estimation of government's budget revenue.

So when Anwar says he will finance the royalty increase from "corruption eradication savings", one has to be worried.

My view is if Anwar intends to stick to his promise, he has no choice but to eventually cut allocations meant for the non-oil producing states (Johor, Pahang, Melaka, N. Sembilan, Selangor, Perak, Kedah, Penang, Perlis and Wilayah Persekutuan). This is a very possible scenario!

Of course, the other alternative is to cut allocations to critical sectors like education, rural infrastructure, health and security across the board, which is equally a disastrous scenario.

Either way, the non-oil producing states and Malaysians in general, deserve to  know the facts. The next sitting of Parliament in March will be the best avenue for Datuk Seri Anwar Ibrahim to clarify to the nation. 


Failing which, I will be asking him directly because I do not want my fellow Sabahans to fall for trickery and deceptive political promise.

MRT: Structured for Higher Cost

Gamuda Bhd has announced to Bursa Malaysia on Friday last week that its jointly-controlled entity, MMC Gamuda KVMRT (PDP) Sdn Bhd, has executed the PDP Agreement with Mass Rapid Transit Corporation Sdn Bhd in respect of the implementation of the project known as the Klang Valley Mass Rapid Transit Project-Sungai Buloh-Kajang line (KVMRT-SBK).

Assuming the "successful" delivery of the KVMRT within the agreed target cost, it shall be paid a fee which is equivalent to 6% fee of the aggregate of all the awarded works contracts.

First of all, a 6% project fee is almost unheard of in a project of this scale.  Based on an estimate that the KVMRT-SBK is expected to cost RM18 billion, the fees to the PDP alone will be RM1.08 billion.  This fee will only be reduced if the PDP wins the tender for the underground tunnelling works – in which case the value of the tunnelling works will be excluded from the calculation of the fee.

The reason why the fee is so high is simple – not only was there no competitive tenders, which would surely have brought the fees down, the Government has chosen to award the contract and commenced work on the KVMRT a year ago before the fee was even agreed upon.  Such recklessness on the part of the Government has resulted in it being beholden to the PDP with little room to manoeuvre or negotiate.

Any ordinary man on the street will know that it is ridiculous to ask a contractor to start the kitchen renovation without first agreeing to the cost.

On top of the fees, the PDP will also be separately reimbursed for "overheads, fees for engineering consultancy, quantity surveyors and system integration works and fees for site investigations and topographical survey" amounting to RM2.85 billion.  Adding the reimbursables to the estimated PDP fee of RM1.08 billion, the PDP will effectively collect RM3.93 billion for playing the role of a project manager.

What's worse, despite the supposed role of the PDP having to bear any cost-overrun for the KVMRT, the PDP has managed to negotiate into its contract a 15% "allowed contingency".  This means that if the cost of the overall project were to increase by up to 15%, the PDP will still collect every sen of its fee including a 6% of the 15% "allowed contingency".  A 15% variation based on a RM18 billion project value for the SBK line would be a possible cost increase of up to a massive RM2.7 billion without penalty to the MMC-Gamuda joint-venture.

Secondly, and perhaps more critically, not only has the PDP contract been awarded with no open or competitive tender, the structure of the agreement is such that the overall cost of the project is incentivised to be inflated.

Given that the PDP is being paid on a percentage of contract cost and has to bear any cost-overrun beyond the 15% "allowed contingency", the PDP which has to help the Government evaluate the various tender proposals will be incentivised to pick the bids with higher prices than the lower ones.

For example, if there are 5 bids to construct the MRT terminal at Taman Tun Dr Ismail (TTDI), there is greater incentive for the PDP to recommend the bid with the highest or higher prices, instead of the lower priced ones.  The simple reason is that the higher priced ones will translate into a higher fee for the PDP given the fixed 6% structure.

The entire MRT project has been awarded and structured in such a reckless manner that the consequences in a few years' time may have a devastating impact on the KVMRT's viability.  The higher than necessary cost for the project would necessitate the imposition of higher MRT fares on the Klang Valley commuters, which will in-turn negate the intention of shifting the population to public transport.  Finally, given the size of the project, a drastic increase in cost will have an over-bearing impact on Malaysia's financial position as the KVMRT is expected to be financed entirely by debt.  As it stands, we are already weighed down with a RM462 billion federal government debt.

The Government must explain with full details and transparency, how these issues will be addressed to ensure that Malaysians and our children will not be burdened by its reckless implementation.

【念念有辞】理性选择和土权切割

土着权威组织主席拿督依布拉欣在新春团拜上大派白包,好事变成丑事,瞬间骂声四起,依布拉欣理所当然被辱骂、协助筹办团拜的马华斯里迪沙支会前主席张秋明被痛骂、收取白包的老人家也被责骂。

或许是因为曾在2010年经历了非穆斯林进入祈祷室风波,我对依布拉欣此番的遭遇,竟然是略带同情。

我的同情心不是因为依布拉欣曾在该风波上向我伸出援手,相反地,土权主席当时引述了信奉回教的马尔科姆,进入基督教堂向非回教徒传教最后遭暗杀的事件,企图暗示我也应该像马尔科姆一样被暗杀。

不过,以怨报怨不是我的本质。

Pemimpin UMNO Diingatkan Hentikan Fitnah Bahawa Penjualan Tanah Di Bayan Mutiara Adalah Dirundingkan Dan Pemaju Hanya Perlu Bina Rumah Mampu Milik di Batu Kawan Bila Ia Dibuat Tender Terbuka Pada 2010 Dan Pemaju Tetap Terikat Dengan Syarat Rumah Mampu Milik, Sekolah Dan Surau/Beribadat di Pulau Pinang.

Pemimpin UMNO diingatkan hentikan fitnah tentang penjualan 102.6 ekar tanah pada 2010 di Bayan Mutiara yang merangkumi 67.6 ekar tanah dan 35 ekar untuk ditambak laut. Pemimpin UMNO telah membuat fitnah bahawa penjualan Bayan Mutiara tidak dibuat secara tender terbuka, pemaju tidak perlu terikat dengan syarat membina rumah mampu milik di kawasan pulau tetapi boleh bina di Batu Kawan dan juga tidak ada peruntukan untuk rumah beribadat/surau.

Penjualan adalah dibuat secara tender terbuka menerusi Request for Proposal(RFP). Tender terbuka ini diiklankan dalam suratkahbar pada 2010. Tender dengan harga yang paling tinggi dipilih, bukan secara rundingan. Harga rizab sebanyak RM200 sekaki persegi ditetapkan, yang jauh lebih tinggi daripada anggaran harga penilaian yang diperolehi oleh PDC.

Tender dengan harga yang paling tinggi adalah RM240 sekaki persegi untuk dibayar dalam 5 tahun menjadikan keseluruhan bayaran RM1.07 bilion. Kos tambak laut akan ditanggung sepenuhnya oleh pemaju Ivory Properties Group Bhd. Sekiranya UMNO cakap harga penjualan RM240 sekaki persegi adalah rendah sangat dan harga yang lebih tinggi boleh diperolehi, mengapakah syarikat kroni UMNO tidak masuk tender membida tanah tersebut?

Adalah tidak benar pemaju dikecualikan dari membina rumah mampu milik ataupun boleh membinanya di Batu Kawan. Pemaju masih perlu memenuhi pembinaan mampu milik seperti yang disyaratkan di kawasan pulau. Pemaju juga perlu memenuhi keperluan sekolah dan surau/rumah beribadat seperti yang disyaratkan oleh MPPP sekarang.

Kerajaan negeri telah menggunakan keuntungan daripada penjualan tanah ini sebanyak RM500 juta sebagai Tabung Rumah Mampu Milik. Pembinaan lebih 12,000 unit rumah mampu milik di Batu Kawan daripada dana RM500 juta ini adalah atas inisiatif kerajaan negeri sendiri dan tidak ada kena mengena dengan pemaju di Bayan Mutiara. Pemaju tersebut masih terikat dengan syarat rumah mampu milik tetapi ke kawasan pulau.

Adalah sungguh jahat sekali untuk UMNO cuba menipu rakyat bahawa kerajaan negeri hendak halau orang miskin ke Batu Kawan dengan mensyaratkan pemaju di kawasan pulau membina rumah mampu milik di Batu Kawan. Ini adalah tidak benar sekali kerana pemaju di kawasan pulau tidak dibenarkan berhijrah ke Seberang Perai untuk membina rumah mampu milik.

Oleh itu, saya ingatkan pemimpin UMNO untuk hentikan fitnah bahawa penjualan tanah di Bayan Mutiara adalah dirundingkan dan pemaju hanya perlu bina rumah mampu milik di Batu Kawan bila ia dibuat tender terbuka pada 2010 dan pemaju tetap terikat dengan syarat rumah mampu milik, sekolah dan surau/beribadat di Pulau Pinang.

我促请巫统领袖停止毁谤,散布谎言,诬指峇央珍珠的买卖是直接洽谈、而发展商只需要峇都加湾兴建可负担房屋。事实上,我们已经在2010年进行公开招标,而购地的发展商必须在槟岛兴建可负担房屋、学校及祈祷堂或宗教场所。

巫统领袖应该马上停止毁谤峇央珍珠的102.6英亩地段(其中包括67.6英亩土地及35英亩填海地段)于2010年的买卖案。巫统领袖一再说谎,指峇央珍珠的脱售没有进行公开招标、发展商无需依条件在槟岛兴建可负担房屋,而是在峇都加湾建屋,他们也不需拨地给宗教场所或祈祷堂。

上述土地脱售是通过征求意见书(RFP)进行公开招标。我们于2010年在报章刊登广告。价高者得、不是通过洽谈。我们订下每平方尺200令吉的底价,这比槟州发展机构的估计高出许多倍。

我们得到的最高竞标价为每平方尺240令吉,分五年偿还,总价值为10亿7000万令吉。而填海的成本将由玮力产业承担。如果巫统说每平方公尺的脱售价太低,政府应该还可以再卖更高价格,那么为什么巫统的朋党公司不参与上述土地竞标?

有关发展商不必兴建可负担房屋或可以在峇都加湾建屋的讲法也是不对的。发展商还是必须遵守条件,在槟岛兴建可负担房屋。发展商也需要遵守槟岛市政局的条件,兴建学校、祈祷堂、宗教场所。

州政府已经从脱售这块土地所赚的5亿令吉, 用来设立可负担房屋基金。我们将利用这笔基金在峇都加湾兴建超过1万2000个可负担房屋单位,这是州政府本身的积极措施,完全与峇央珍珠的发展商毫无关系。有关发展商必须遵守在槟岛兴建可负担房屋的条例。

巫统企图耍手段欺骗人民,谎称州政府要求发展商在峇都加湾兴建可负担房屋,是为了把穷人赶到峇都加湾居住,实在是大骗子! 这是因为槟岛的发展商根本不会被允许前往威省兴建可负担房屋。

因此,我要提醒巫统领袖停止毁谤,散布谎言,诬指峇央珍珠的买卖是直接洽谈、而发展商只需要峇都加湾兴建可负担房屋。事实上,我们已经在2010年进行公开招标,而购地的发展商必须在槟岛兴建可负担房屋、学校及祈祷堂或宗教场所。

Relying On The Credibility And Professionalism Of Datuk Seri Liow Tiong Lai To Monitor The Safety of the Lynas Advance Material Plant(LAMP) In Kuantan Is No Different From Trusting Malaysian Authorities To Safely Operate The Nuclear Reactor When A Stadium Can Not Even Be Built Properly Without The Roof Collapsing.

Can we trust Pahang MCA chairman and Health Minister Datuk Seri Liow Tiong Lai to credibly monitor the safe, secure and healthy operations of the Lynas Advance Material Plants(LAMP) in Kuantan when he had shown a complete lack of authority, knowledge and professionalism by first lying and denying that police had fired tear gas and water cannons into the Tung Shin Maternity Hospital during the 9 July 2011 Bersih 2.0 rally. When it was proven that the police had indeed fired tear gas and water cannons into the hospital, Liow was forced to publicly apologise.

However no action was taken against those who tried to cover up and gave a false report. Now Pahang MCA has announced a special committee headed by Liow to monitor operations of the Lynas Advance Material Plants(LAMP) which has been issued by BN Federal government with a two-year temporary operating licence (TOL).

Such issuance of TOL by Malaysia's Atomic Energy Licensing Board (AELB) for the world largest rare earth refinery plant is a reckless act that puts the safety, health and life of the people in Kuantan at risk when the recommended international safeguards are still being disputed. The public has justifiably zero confidence in the ability of the BN not only to tell the truth but also to monitor safely and professionally.

Instead of addressing these serious issues, Datuk Seri Liow Tiong Lai had decided to set a monitoring committee headed by him to ensure compliance and that LAMP met the conditions stipulated in the TOL. Relying on the credibility and professionalism of Datuk Seri Liow Tiong Lai to monitor the safety of the Lynas Advance Material Plant(LAMP) is no different from trusting Malaysian authorities to safely operate the nuclear reactor when the Kuala Terengganu stadium cannot even be built properly without the roof collapsing

One of the five conditions was for Lynas to provide a detailed plan and location of its proposed Permanent Disposal Facility (PDF) to the AELB within 10 months of the licence issuance. In other words, the AELB and the regulators themselves did not have a clear radioactive waste disposal proposal from Lynas.

Under the TOL, Lynas would have to assume full responsibility for the residue management including returning it to the original source if necessary. But Australia had already stated that it would not accept any of the residue back into the country. So where is the residue going to be returned? Who are the experts in Pahang MCA to monitor Lynas' operation and to determine whether it is safe or not? Clearly, MCA and BN are willing to sacrifice people's health for huge profits by the company and other interested parties in allowing the Lynas Rare Earth Plant in Kuantan to commence operations.

Apabila dibuktikan bahawa polis memang telah menembak gas pemedih mata dan meriam air ke dalam kawasan hospital, barulah Liow terpaksa memohon maaf secara terbuka.

Namun demikian, tidak ada tindakan yang telah diambil ke atas mereka yang cuba menutup isu ini dan memberi laporan palsu. Kini, MCA Pahang telah mengumumkan jawatankuasa khas yang dipengerusikan Liow untuk memantau operasi LAMP yang baru sahaja diberi Lesen Kendali Sementara (TOL) selama 2 tahun oleh Kerajaan Persekutuan BN.

Pemberian TOL oleh Lembaga Perlesenan Tenaga Atom (AELB) Malaysia untuk loji pemprosesan nadir bumi yang terbesar di dunia adalah tindakan yang tidak bertanggungjawab dan membawa risiko kepada keselamatan, kesihatan dan juga nyawa rakyat di Kuantan, terutama sekali apabila dasar-dasar perlindungan antarabangsa masih lagi dipertikaikan. Umum tidak mempunyai keyakinan terhadap keupayaan BN bukan sahaja untuk bercakap benar tetapi juga untuk memantau keselamatan secara profesional.

Daripada menangani isu-isu yang serius, Datuk Seri Liow Tiong Lai telah mengambil keputusan untuk menubuhkan jawatankuasa yang dipengerusikannya untuk memastikan pematuhan LAMP dalam syarat-syarat yang ditetapkan dalam TOL. Mengharapkan kredibiliti dan profesionalisme Datuk Seri Liow Tiong Lai untuk memantau keselamatan LAMP adalah tidak berbeza dengan mempercayai pihak berkuasa Malaysia untuk mengendalikan loji nuklear dengan selamat apabila stadium di Kuala Terengganu pun tidak boleh dibina tanpa keruntuhan bumbung.

Salah satu daripada lima syarat adalah supaya Lynas menyediakan pelan terperinci dan juga lokasi Fasiliti Pembuangan Sisa (PDF) kepada AELB dalam tempoh 10 bulan dari tarikh pemberian lesen. Dalam kata lain, AELB dan pihak pengawal selia sendiri tidak mempunyai cadangan pembuangan sisa radioaktif yang jelas daripada Lynas.

Di bawah TOL, Lynas akan bertanggungjawab penuh atas pengurusan sisa termasuk mengembalikannya kepada sumber asal jika perlu. Tetapi Australia sudah menyatakan bahawa ia tidak akan mengambil balik apa-apa bahan sisa. Jika begitu, ke manakah sisa-sisa itu akan dikembalikan? Siapakah pakar dalam MCA Pahang yang akan memantau operasi Lynas dan mengenalpasti sama ada ianya selamat atau tidak? Adalah jelas bahawa MCA dan BN rela mengorbankan keselamatan rakyat demi keuntungan besar untuk syarikat tersebut dan juga pihak-pihak yang mempunyai kepentingan dengan membenarkan pengendalian loji nadir bumi Lynas di Kuantan.

马来西亚就连所兴建的体育馆顶盖都会坍塌,如果要依赖拿督斯里廖中莱的公信力及专业来监控莱纳斯稀土厂的安全,那等于叫我们相信政府可以安全地操作核反应堆。

我们要怎么相信彭亨马华主席兼卫生部长拿督斯里廖中莱可以监督好莱纳斯稀土厂在关丹的操作符合安全及健康水平?就连他本身在709净选盟2.0大集会后都已经显示本身没有权威、知识及专业能力,他在第一时间说谎及否认警方向同善医院发射催泪弹及水炮。后来,在证明警方的确将催泪弹及水炮射向医院后,廖中莱才被迫公开道歉。

然而, 至今没有任何人对那些企图掩盖真相及发表假报告的人采取行动。现在,彭亨州马华已经宣布成立以廖中莱为首的特别委员会,来监督莱纳斯稀土厂的操作,他们已经获得联邦政府发出的为期两年的临时准证(TOL)。

在国际安全标准还具争议性之际,马来西亚原子能执照局发出临时准证给世界最大的稀土提炼厂是罔顾关丹人民的安全、健康及生命的作法。公众已经不再相信国阵会讲真话,也对他们可以安全、专业的监控毫无信心。

拿督斯里廖中莱竟然无视这个严重的问题,反而决定领导一支监控委员会,以确保莱纳斯遵守临时准证符合条件。马来西亚就连所兴建的体育馆顶盖都会坍塌,如果要依赖拿督斯里廖中莱的公信力及专业来监控莱纳斯稀土厂的安全,那等于叫我们相信政府可以安全地操作核反应堆。

临时准证五大条件之一就是莱纳斯必须在准证发出的10个月内,提供永久废料处置设施的详细计划及地点。换句话说,就连原子能执照局和监管单位自己都还没有接获莱纳斯明确的废料处理计划。

临时执照也规定,莱纳斯需对它们所生产的废料管理负起全责,包括在必要的情况下,将废料运回原产地。但是,澳洲已经说明它们绝不会接受任何运回该国的废料。所以,这些废料何去何从?彭亨州马华有什么专家可以监控莱纳斯的作业、并断定它是否安全?很明显地,马华和国阵愿意为了公司及其它利益相关者的巨大利益,不惜牺牲人民的健康,允许莱纳斯稀土厂在关丹操作。

Key-note Address by Yang Amat Berhormat Tuan Lim Guan Eng , Chief Minister of Penang, at the Official Opening of FMM Penang Island Office at D'Piazza, Penang, on Monday, February 13, 2012.

It gives me great pleasure to be with you on the official opening of FMM Penang Island Office this morning. FMM and the FMM Institute have been in the forefront of engaging the Government on policy and implementation issues affecting the manufacturing sector in particular, and the industrial environment of our country in general. Your track record of constructive engagement with the Government to address the needs of industry through consultation is indeed commendable.

The setting of the FMM Penang Island Office is indeed a significant step to reflect your Penang identity. I look forward to your commitment to support the State Government and other related agencies to help make Penang the "location of choice" for investments.

The state government hopes by 2020 to equalise the tourism and manufacturing sectors which made up 39% and 52% respectively of the state's GDP in 2010. The rationale is that a more balanced economic structure for the state will reduce its vulnerability to the fluctuations of the global business cycles.

In our drive to realize the state government's vision, we have the following achievements on our scorecard. Among them are:

Penang ranks among the top in investments approved in 2010.

Penang International Airport is undergoing a RM250 million expansion to increase its passenger capacity to five million people.

Penang state government's competency, accountability and transparency governance for anti-corruption efforts received commendation of Transparency International in 2010, and earned the distinction of being the best financially managed state in the country for three consecutive years by the Auditor-General.

Penang has been voted by Yahoo Travel as one of the top eight islands in the world to see before one dies, and the state's green initiative including the ban on plastic bags daily.

In a global economy filled with debt crisis, Penang recorded the remarkable achievement of reducing our debts by 95% from RM630 million on 8 March 2008 to RM30 million at the end of 2011.

Penang is also the safest state in Malaysia with the highest reduction of 27% in crime index in the country among all states in 2010 and topped the country again for the first six months of this year with crime reduction of 26%.

Indeed, Penang state government is committed to leverage on Penang's available human talent, supply chain, logistics and communications, strong intellectual property protection, non-corrupt governance, creativity and innovation in science and technology and liveable city environment to create the congenial industrial environment for future development of Penang.

Toward this end, Penang is pushing for high-value manufacturing in electronics, LEDs, medical devices, photovoltaic/solar, aerospace and avionics industries. Penang is also promoting and encouraging existing companies to move up the value chain to include research, design and development activities in software, hardware and firmware in their Penang operations.

The share of manufacturing sector in Malaysia grew from 24.6% of GDP in 1990 to 30.9% in 2000, and then fell to 27.4 by 2011. Malaysia must not neglect its manufacturing sector as this sector is a key foundation for a vibrant economy. One of the key reasons is that manufacturing sector creates demand for the growth of high-productivity services sub sector such as finance, telecommunications and transport. Secondly, some knowledge-intensive services which are spin-offs from the manufacturing production. Finally, manufacturing sector generates export surpluses which can finance imports.

In additional to manufacturing and related services, Penang state government wants to develop and promote Penang as the hub for shared services and outsourcing, particularly for business process outsourcing (BPO), information process outsourcing (IPO), and knowledge process outsourcing (KPO). In this connection, I welcome FMM member companies and their global business network to set up their regional headquarters here in Penang. Remember, Penang wants to create a sense of belonging, a sense of togetherness and a sense of ownership. To be an international and intelligent city Penang must not only be a global citizen but make you feel at home a place for everyone to live, learn, work, rest and play in a clean, green, safe and comfortable environment.

槟州首席部长林冠英于2012年2月13日出席大马厂商公会槟城分会新办公室开幕礼演讲摘要:

大马厂商公会在槟城设立办公室,对槟城确实是重要的一大步。我期待往后贵会与槟州政府及各相关机构的合作将续下去,以将槟城打造成投资者的首选地。

槟州政府希望在2020年能够平衡旅游业及制造业对槟州国内生产总值的贡献。在2010年,旅游业是槟州国内生产总值的39%,而制造业则占52%。理由是:一个较平衡的州经济结构将能够在全球商业周期的波动上,减少其脆弱性。

为了达致州政府这方面的宏愿,我们已成功达到下列的成就:

槟城在2010年度在全马投资额居冠。

槟城国际机场正在进行价值2亿5千万令吉的提升计划,以将其容量增至500万人次。

槟州政府的能干、公信、透明反贪施政方针,在2010年度获得国际透明组织的表扬,并连续3年获得国家总稽查司点名为财务管理表现最佳的州属。

槟城获得"雅虎旅游"票选为全球10大"有生之年必游之岛屿",州政府这方面的绿化政策包括天天无免费塑料袋措施。

在全球经济面临债务危机的当儿,槟城州却创下了减债最高的记录。我们成功从2008年3月8日的6亿3千万令吉,减少95%至2011年的3千万令吉债务。

槟城也是马来西亚最安全的州属。在2010年犯罪指数跌了27%,成为全国犯罪指数下滑幅度最高的州属。而2011年我们更再次居榜首,首6个月犯罪指数再下滑了26%。

事实上,槟州政府正致力于利用槟城现有的人才、供应链、物流、通讯、知识产权保护、无贪污施政、科学与科技的创意与革新,以及宜居城市环境,为槟城未来的发展创造一个和睦的工业环境。

为了达致这个目标,槟城正积极地招纳高价值制造业,包括电子领域、发光二极管、医疗领域器材、光伏/ 太阳能、宇航业及航空电子等工业。槟州也鼓励各公司为现有的价值链升级,以在槟城的业务上,增加软体、硬体及固件方面的研究、设计及发展。

Dalam laporan suratkhabar pada 7hb Februari 2012, BN Pulau Pinang dan 8Pengerusi Gerakan Pulau Pinang Dato Dr Teng Hock Nan telah membuat tuduhan serius dalam skendal tanah Tang Hak Ju, yang berlaku semasa pemerintahan BN, terhadap YAB Ketua Menteri Pulau Pinang Lim Guan Eng. Dato Dr Teng menuduh YAB Lim lebih suka membuat bayaran sebanyak RM14,678.135.50 kepada Tang Hak Ju demi kepentingan peribadi. Ini adalah suatu fitnah serius terhadap Ketua Menteri bahawa beliau telah bertindak berkaitan wang rakyat demi kepentingan peribadi. YAB Ketua Menteri telah meminta Dato Dr Teng untuk menunjukkan bukti. Sekiranya Dato Dr Teng tidak menunjukkan bukti maka Dato Dr Teng harus menarik balik kenyataan dan meminta maaf secara terbuka. Kegagalan Dato Dr Teng berbuat demikian akan memaksa YAB Ketua Menteri mengambil tindakan saman malu fitnah ke atas Dato Dr Teng di mahkamah.

A Cleaner, Greener & Safer Penang Creates Not Just A Sense Of Belonging And Togetherness But Also A Sense Of Ownership That Protects The Future For Our Children Regardless Of Race Or Religion.

As we once again celebrate Thaipusam, Penang is proud to welcome a new addition in the area near the Waterfall Temple, which serves as a climax to the celebration. Malaysia's tallest statue of Lord Shiva will be unveiled for the first time to Thaipusam revellers.

The Nattukkottai Chettiar Arulmigu Sri Thandayuthapani Temple has also recently completed a RM1 million renovation. Hindus will also be eagerly awaiting for the new Waterfall temple on the hill by the end of this year.

As the Thaipusam celebrations grow in strength every year, the Hindu Endowment Board(HEB) plays a critical role in ensuring its success. As the only such board in the country, the State government has increased its allocation to nearly 10 times to RM 1 million annually. This has enabled the HEB to expand its role beyond the proper management of temples but also providing assistance and cash grants for students.

Like other Penangites, the Indians here have stood up for their rights in the 2008 general election by voting in a people-centric government that listens to the people instead of lying to them, that do the people's work instead of their private and cronies' work, and give hope to the people instead of spreading gloom and doom amongst the young.

For the first time in history, there is an Indian Deputy Chief Minister and Tamil schools have improved its facilities and basic amenities following the fixed annual allocation of funds of RM1.75 million yearly. Cash contributions and even land are also made available for Tamil school and Indian temple construction. For the first in Malaysian history, Tamil road signs are put up in George Town.

For this reason, there is not only a sense of belonging and togetherness but also a sense of ownership in Penang, that each and every one of us has a stake and share in Penang's success. Penang Hindus and Indians do not walk alone towards exercising our rights based on freedom, justice, truth, social welfare and democracy. We walk together in togetherness and belonging, with faith that a Cleaner, Greener and Safer Penang would be owned by all regardless of race or religion.

SHAH ALAM 13 FEB : Masyarakat India terus menerima bantuan apabila kerajaan negeri bercadang untuk membina sekolah jenis Tamil lengkap berasrama di atas tanah seluas 10 ekar di Coalfield, Kuala Selangor.

Perkara itu dinyatakan oleh Menteri Besar, Tan Sri Abdul Khalid Ibrahim sebagai membuktikan kerajaan negeri komited memperkasa kehidupan rakyatnya tanpa mengira kaum.

"Persetujuan dibuat dengan pemaju, Syarikat Kuala Lumpur Kepong Berhad, di mana kami mengkhaskan pembinaan sekolah Tamil dikawasan Coalfield.

"Ini adalah satu lagi contoh sekolah Tamil yang lengkap berasrama, dengan cara itu kita dapat menempatkan pelajar-pelajar dari kawasan pendalaman untuk belajar dan tinggal diasrama."

Abdul Khalid berkata demikian ketika ditemui pemberita sejurus selepas menghadiri Majlis Anugerah UPSR 2011 Sekolah-sekolah Tamil Negeri Selangor di sini semalam.

Tambahnya, tanah tersebut diluluskan dan kerja-kerja pecah tanah dan pembinaannya akan bermula Mei depan.

"Kita tidak mahu membincangkan soal kos kerana apa yang utama sekarang ialah berapa ramai pelajar yang mampu kita tempatkan.

"Kita juga telah menghantar pelan projek pembinaan tersebut untuk meminta kelulusan Kementerian Pelajaran memandangkan pengendalian sekolah itu akan dibuat oleh kementerian berkenaan,"jelasnya.

MB : Peruntukan Berterusan RM4 juta Untuk Sekolah Tamil

SHAH ALAM 12 FEB : Kerajaan Negeri Selangor berhasrat mengekalkan peruntukkan RM4 juta bagi pembangunan Sekolah Jenis Kebangsaan Tamil (SJKT) dinegeri itu seperti tahun-tahun sebelumnya.

Perkara itu dinyatakan oleh Menteri Besarnya, Tan Sri Abdul Khalid Ibrahim ketika berucap pada majlis Anugerah UPSR 2011 Sekolah-sekolah Tamil Selangor di Stadium Malawati hari ini.

Khalid dalam ucapannya berkata komitmen kerajaan negeri meningkatkan taraf kehidupan rakyatnya sangat jelas dan ia dilakukan secara berterusan.

"Sebelum ini, saudara semua belum pernah berada dalam satu keadaan dimana kerajaan negeri bersama-sama memperjuangkan hak kaum Tamil dalam pendidikan.

"Tidak ada dalam sejarah sebelum 2008 kerajaan negeri memperuntukkan RM4 juta setiap tahun untuk sekolah Tamil,"jelas Khalid.

Pakatan Rakyat (PR) sejak mengambil alih Selangor berjaya memperuntukkan sekurang-kurangnya RM16 juta setiap tahun kepada Sekolah Agama Rakyat (SAR), Sekolah Jenis Kebangsaan Cina (SJKC) dan Sekolah Jenis Kebangsaan Tamil (SJKT).

Katanya peruntukkan itu melibatkan 97 buah sekolah Tamil seluruh Selangor bagi meningkatkan kemudahan infrastruktur selain menyediakan program- program pembangunan pendidikan yang berkualiti untuk para pelajar.

Menurut beliau pemerintahan Umno-BN gagal menjaga kebajikan sehingga pendidikan pelajar Tamil dilihat agak ketinggalan kebelakang berbanding kaum lain.

"Kejayaan negara kita ini adalah kejayaan rakyat, oleh sebab itu setiap rakyat di negara khususnya negeri Selangor wajib menerima kemudahan asas yang saksama dari segi pendidikan, kesihatan dan keperluan hidup.

"Lebih daripada 10 ekar tanah telah dikenal pasti bagi pembangunan sekolah Tamil lengkap dengan asrama dan penempatan, ini membuktikan bahawa kepimpinan kami (PR) membawa dasar kesamaan kepada rakyat,"jelasnya.

Dalam pada itu, Penasihat Ekonomi Selangor, Datuk Seri Anwar Ibrahim berkata kejayaan Pakatan Rakyat mentadbir Selangor selama 4 tahun ini seharusnya dicontohi berbanding kepimpinan era Umno-BN yang walaupun mentadbir lebih 50 tahun.

Anwar menambah, malangnya kejayaan ini disembunyikan dari pengetahuan rakyat apabila kerajaan pemerintah menyekat kebebasan media.

"kita tidak mempunyai media yang bebas, berapa orang yang tahu bahawa Selangor sekarang menyalurkan sekitar Rm20 juta untuk pembangunan sekolah Tamil dalam tempoh masa 4 tahun memerintah, masa pemerintahan dahulu (Umno-BN) tidak ada rekod ini,"katanya.

Mengulas lanjut, Anwar berkata sekirannya Pakatan Rakyat berjaya menawan Putrajaya pada pilihanraya umum ke-13 akan datang, antara agenda utama yang akan diberi tumpuan ialah pendidikan.

"Dalam politik ini kita tidak boleh anggap untuk menang dengan janji semata-mata (janji kosong), budaya fitnah dan caci maki hamun orang.

"Sebab itu saya ucap tahniah kepada Tan Sri khalid dan kerajaan negeri Selangor, kerana kita akan menang berdasarkan rekod kerja kita selama ini,"jelas Anwar.

Sekurang-kurangnya 2500 pelajar sekolah Tamil serata Selangor yang memperoleh keputusan 7A bagi tahun 2011 diraikan pada majlis ini. 350 daripadanya menerima pingat emas manakala bakinya menerima pingat perak.

Majlis ini adalah anjuran bersama OMS Foundation dan Kerajaan Negeri Selangor di bawah Jawatankuasa tetap Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan.

Sementara itu rata-rata ibu bapa yang ditemui TVSelangor menzahirkan rasa terharu dan berterima kasih diatas keperihatinan kerajaan Pakatan Rakyat.

Vasudevan A/L Subramaniam, 43 berkata perutukkan RM4 juta setiap tahun itu bukan sahaja satu anugerah kepada sekolah tamil, malah ia membuktikan kejujuran kerajaan negeri dalam menyalurkan bantuan kepada rakyatnya tanpa mengira bangsa.

"Satu peruntukkan yang besar dari kerajaan negeri dan berharap negeri lain akan mengikut contoh yang ditunjukkan oleh negeri Selangor.

"Ini suatu perkara yang patut dibangga dan dihargai oleh semua kaum Tamil, bantuan sebegini mampu meningkatkan taraf pendidikan,"katanya.

ZIARAH RAKYAT ADUN CHANGKAT JONG DI KG. PADANG TEMBAK

TELUK INTAN, 12 Februari - Misi DUN Changkat Jong, DUN Sejahtera diteruskan oleh ADUN Changkat Jong dengan mengadakan ziarah kebajikannya ke Kg. Padang Tembak. Selepas menziarahi kematian seorang penduduk di Kg. Banjar, beliau telah hadir ke majlis sambutan maulidur rasul di sebuah surau dekat sini
YB Anuar turut sama mendengar ceramah maulidur rasul.

Beliau turut diberi peluang menyampaikan ucapan selepas majlis ceramah maulid. Kemudian turut menikmati jamuan bersama-sama hadirin.

TELUK INTAN, 11 Februari - Kesempatan orang ramai yang mengunjungi Pasar Malam di bandar Teluk Intan telah diambil peluang oleh ADUN Changkat Jong YB Hj. Mohd. Anuar Sudin untuk bertemu rakyat.



Rombongan ADUN turut disertai oleh ahli jawatankuasa PAS Kawasan Teluk Intan dan Pemuda kawasan yang diketuai oleh Naib Ketuanya, Sdr. Esma Hafiz Isa. YB Anuar berkesempatan bertemu dan beramah mesra dengan para pengunjung dan peniaga sambil mendengar masalah yang diutarakan.

Pada masa yang sama, risalah penerangan tentang Pakatan Rakyat dan isu semasa diedarkan kepada orang ramai. Sambutan daripada para pengunjung dan peniaga begitu baik sekali kerana mereka berpeluang bertemu dan beramah mesra dengan wakil rakyat mereka.

Ziarah Pasar Malam tersebut bermula selepas solat Asar di Masjid Daerah Teluk Intan dan berakhir jam 7.00 malam.
