Belum ada sebulan selesainya PRU 13, Macam-macam aduan saya terima khususnya dari warga Felda seluruh negara. Ada anak peneroka mengadu, rumah Generasi ke- 2 mereka terbengkalai. Duit dah keluar banyak.
Ada peneroka Palong 6 maklumkan sesi dialog dengan Pegawai Felda dari HQ KL semalam jadi kecoh bila dimaklumkan hutang tanam semula peneroka sudah mencecah RM 80-90 ribu. Ada juga yg merintih baki pendapatan bulanan dah tak sampai RM1,000. Hidup makin susah kata mereka.

Saya tetap simpati pada mereka. Meskipun apa yang di ajukan, telah pun di perjuang dan diperingatkan puluh tahun oleh saya dan rakan-rakan.

Antara tawaran Pakatan Rakyat dalam kempen PRU baru-baru ini ialah menyemak dan memberi subsidi atas hutang peneroka. Diterangkan secara sistematik bagaiamana hutang peneroka boleh dikurangkan. Namun, sesetengah peneroka begitu angkuh mengatakan; ' hutang tu kat pokok, bukannya nampak'. Hutang wajib bayar, berapa pun jumlahnya. Kita makan duit pencen je!, kata peneroka.

Logiknya, jika peneroka lebih yakin dengan BN, kenapa hari ini mereka marah dan mengamuk kepada Felda?
Bayar sajalah berapa pun hutang yg dikenakan!

Bila rumah Generasi ke-2 terbengkalai, panggil semua pemilik-pemilik tapak rumah. Tukar kontraktor. Macamana format rumah asal, sebahagiannya dah buat...



Duit untuk bersihkan tapak dah beberapa kali dibayar. Nak mengaku kena tipu, tidak juga. Tetap BN, demi ketuanan melayu kononnya....

Saya bukan nak pulangkan paku buah keras pada peneroka dan warga Felda akan apa yg mereka rasai selepas PRU 13. Gambaran telah diberikan jika BN terus berkuasa. Nasib FGVH, pekerja-pekerja Felda Plantation, penyelenggaraan kebun dan lain-lain. Hari ini telah jadi kenyataan.

Bila warga Felda mengadu, apa yg ANAK boleh bantu?
ANAK hanya badan NGO, apatah lagi apabila dasar-dasar Felda kekal dengan mandat semula BN; kena bersedia dengan padah yang mula dirasai.

Isa Samad, MP Jempol, Eshanudin MP Kota Tinggi, Azalina MP Pengerang, Halimah Sadique MP Tenggara, Anuar Manap MP Sekijang, Ismail Sabri MP Bera (sekadar beberapa nama). Ini kawasan Parlimen yg banyak Felda.

Warga Felda jumpa mereka, kerana mereka telah berjanji untuk sehidup semati dengan peneroka. Saya yakin dengan slogan janji ditepati, MP BN ini akan bermati matian menyelesaikan apa jua masalah rakyat dalam tempoh yang singkat.

Kalau Ahmad Maslan mula-mula jadi Timbalan Menteri boleh berlakon menoreh getah, tidur rumah peneroka dan tubuhkan Badan Bertindak Peneroka(BAPAK) untuk selesaikan masalah peneroka dalam tempoh 2 minggu; Tok Limah (nama glamour Dato' Halimah Sadique) tentu sedang berkobar-kobar nak tolong rakyat sebab dah jadi Timbalan Menteri. Tak cukup siang, tengah malam pun Tok Limah sedia berbakti....

Saya dan rakan-rakan ANAK tidak kecewa, malah sedang merencana gerakan seterusnya. Cuma terkilan, pakej menarik untuk warga felda ditolak. Ada seorang peneroka kata kat saya, calon BN ni aku tau; kaki judi dan joli sana sini. Akhlak pun teruk. Tapi demi Melayu, aku terpaksa undi dia. Kalau undi PAS, negeri aku nanti jatuh kat Cina!

ANWAR-SPRING?

Nanti depa tanya, apa dia Anwar Spring?*
Salam 2 all.

Teman mengutuk keras tindakan biaDap dan kurang ajar segelintir kaum cauvinis dan politikus pelampau terutamanya kaum Anwarinas yang terus menerus mempertikaikan keputusan PRU-13 dengan mengadakan himpunan haram menggunakan jenama 'Blackout 505'.

Jenama BO-505 ni kononnya digunakan kerana dua alasan yang jelas suatu pembohongan dan putar-belit:

1. dakwaan mereka konon berlakunya blackout semasa proses pengiraan undi pada 05 Mei dibeberapa tempat;

2. dakwaan mereka konon mereka memenangi PRU-13 atas undi popular.

Berkaitan dakwaan pertama, adalah jelas ianya satu pembohongan kerana tiada insiden blackout yang berlaku semasa proses pengiraan undi. Malahan tuduhan menyatakan berlaku blackout di Bentong juga ternyata kini diakui sebagai satu pembohongan. Gambar blackout yang disebar di laman siber juga terbukti satu lakonan murahan didalangi pelacur-pelacur politik yang desperado!

Berkaitan dakwaan kedua bahawa pembangkang memenangi PRU-13 berdasarkan undi popular, adalah jelas ianya satu putar-belit mega oleh para desperados yang jelas tidak mahu menerima hakikat rakyat telah menolak politik pembohongan dan putar-belit pembangkang! Malah rakyat dengan jelas memberi mandat baru kepada BN dibawah kepimpinan YAB Dato' Sri Najib.

Teman telah mengupas panjang lebar berkenaan mitos undi popular dan sistem first-past-the-post dalam sistem pilihanraya dinegara ini (sila lihat artikel dibawah tajuk "Mitos Undi Popular" - 27 Mei 2013 dan "Fisrt-Past-The-Post" - 15 Mei 2013).

Pada teman, tindakan mempertikai PRU-13 dengan mengadakan himpunan haram sehingga ada yang cuba menggulingkan Kerajaan melalui rusuhan jalanraya jelas adalah tindakan desperado golongan yang terlalu gila bernafsu serakah mahu bersemayam di Putrajaya!

Pada teman, label Anwar-Spring yang diberi oleh Menteri Dalam Negeri yang baru, Datuk Seri Dr. Ahmad Zahid Hamidi adalah paling tepat.

Anwar Spring disini bukan bermaksud musim bunga kaum Anwarinas. Anwar Spring disini bermaksud spring otak kaum Anwarinas dah longgar! Kaput!

Kaum Anwarinas tidak dapat menerima hakikat bahawa rakyat telah menolak mereka dan pembangkang dalam PRU-13. Walaupun pelbagai taktik kotor, cauvinis, rasis, ekstremis, dan pelampau berasaskan pembohongan dan putar-belit mereka cuba gunakan sejak 08 Mac 2008 untuk menjatuhkan Kerajaan BN, namun ianya gagal.

Malaysia bernasib baik kerana hanya segelintir kaum cauvinis dan otak singkat sahaja yang telah terpedaya dan termakan dengan mainan politik kotor ini - alhamdulillah!

Malahan saudara Jusuf Kalla, mantan Naib Presiden Indonesia yang juga rakan baik Anwar menegaskan bahawa Anwar sendiri telah memungkiri janji yang dibuat bersama beliau untuk menerima apa juga keputusan PRU-13.

Dan tindakan Jusuf Kalla memilih untuk mendedahkan perjanjian Anwar itu di Wall Street Journal, sebuah media barat sangat menarik perhatian.

Kerana apa Jusuf Kalla memilih Wall Street Journal sebuah media dunia barat? Adakah Jusuf Kalla yang begitu mengenali Anwar mahu dunia Barat tahu siapa Anwar Ibrahim? Hanya Jusuf Kalla sahaja yang boleh menjawab soalan ini.

Apa pun teman berharap Jusuf Kalla sekarang menyedari siapa sebenarnya rakan baik dia itu!

Dan kepada rakyat Malaysia, terutama golongan penaksub dan pencacai Anwarinas; ingatlah, kalau kawan baik dia sendiri pun dia boleh kelentong, ini kan pulak setakat mike rakyat marhaen biasa! Jangan kata kelentong, silap haribulan mau dema 'kencing' je mike yop.

Mike kena sedar Anwar-Spring yang cuba dibawa oleh kaum Anwarinas hanyalah sekadar memperkaldaikan rakyat untuk memenuhi nafsu serakah mereka mahu bersemayam di Putrajaya.

Mengapa Anwar beriya-iya sangat mahu menjadi Perdana Menteri? Adakah untuk menutup segala salahlaku moral dan kegiatan luar-tabi'e dia? Atau adakah sekadar Anwar menjadi pandir barua dan talibarut dalang asing?

Tepuk dada tanyalah iman masing-masing yop! ALLAH berikan otak bukan suruh masak lemak cili padi, tetapi untuk berfikir! Maka berfikirlah yop!

Adios amigos, grasias senor!

Paul Low Has Broken His Promise Of Supporting The Recommendation Of The Royal Commission of Inquiry Of Setting Up An Independent Police Complaints and Misconduct Commission (IPCMC) Which Is Superior To The Enforcement Agency Integrity Commission (EAIC) That Has Proven To Be A Complete Waste Of Public Funds In Spending RM14 Million For Issuing Two Warnings And One Disciplinary Action.

Minister in the Prime Minister's Department Datuk Paul Low's latest statement in which he claims that there is no need to form the IPCMC as there is already an existing mechanism to lodge complaints against the police is both hypocritical and irresponsible. According to Low, the government already has the Enforcement Agency Integrity Commission (EAIC), an independent oversight body on law enforcement agencies, which also looks into complaints into misconduct by police officers.

Firstly, this statement is hypocritical because Datuk Low had himself criticised the failure of the government to implement the IPCMC. As the then-President of Transparency International Malaysia, Datuk Low told a press conference after presenting the 2009 Global Corruption Report that the watering down of the proposed IPCMC into a special complaints commission "strongly indicates the government's inability to regulate the gatekeepers".

Paul Low has quickly adapted to BN's culture of lies by breaking his promise of supporting the recommendation of the Royal Commission of Inquiry of setting up an Independent Police Complaints and Misconduct Commission (IPCMC), which is superior to the Enforcement Agency Integrity Commission (EAIC).

Paul Low had earlier said the public needs to be confident of a clean police force which is free from external influences and that investigations are conducted fairly into all reports lodged to the police. Unfortunately, Datuk Low has now changed his tune and has apparently agreed to endorse the EAIC which has proven to be a colossal failure. This is not old wine in new bottle but old wine in old bottle.

Recently, Former Chief Justice Tun Abdul Hamid Mohamad has questioned the capability of the EAIC which received RM14 million in budget for two years but only issued two warnings and took one disciplinary action between 2009 and 2012. According to Tun Hamid, 347 complaints were received during that time, where only 60 were directed for full investigation and out of these, only three were fully investigated, with one case referred to the disciplinary authority of the Royal Malaysian Police and two cases closed due to double jeopardy.

Therefore, the DAP strongly calls for the establishment of the IPCMC as recommended by the Tun Dzaiddin Police Royal Commission of Inquiry in 2005 as the only way to restore public confidence in the police force. This is especially necessary considering the numerous custodial deaths that have occurred over the years, including the two recent cases involving N. Dharmendran, 32, at the KL police headquarters on May 21 and R. Jamesh Ramesh 40 at the Penang police headquarters on May 26.

The IPCMC is needed now more than ever, especially when the EAIC has been proven to be not only a poor substitute but also a complete waste of public funds, where RM14 million was spent for issuing two warnings and one disciplinary action.

Paul Low telah memungkiri janjinya untuk menyokong cadangan Suruhanjaya Siasatan Di Raja untuk menubuhkan Suruhanjaya Aduan dan Salahlaku Polis (IPCMC) yang lebih tinggi martabatnya berbanding Suruhanjaya Integriti Agensi Penguatkuasaan (EAIC) yang terbukti menjadi pembaziran dana awam apabila ia berbelanja RM14 juta untuk mengeluarkan dua amaran dan satu tindakan disiplin.

Kenyataan terbaru Menteri di Jabatan Perdana Menteri, Datuk Paul Low yang mendakwa tidak ada keperluan untuk menubuhkan IPCMC kerana sudah ada mekanisme untuk membuat aduan terhadap pihak polis adalah sangat tidak bertanggungjawab dan bermuka-muka. Menurut Low, kerajaan sudah pun mempunyai Suruhanjaya Integriti Agensi Penguatkuasaan (EAIC), sebuah badan pemantau bebas untuk agensi penguatkuasaan undang-undang, yang juga menyiasat aduan salah laku pihak polis.

Pertamanya, kenyataan ini adalah sangat hipokrit kerana Datuk Low sendiri pernah mengkritik kegagalan kerajaan untuk melaksanakan IPCMCM. Sewaktu menjadi Presiden Transparency International Malaysia, Datuk Low pernah memberitahu dalam sebuah sidang media selepas membentangkan Global Corruption Report 2009 bahawa tindakan kerajaan mencairkan IPCMC yang sedang dalam cadangan pada waktu itu sehingga sekadar menjadi sebuah suruhanjaya aduan adalah indikator jelas bahawa kerajaan tidak mampu mengawal pihak-pihak yang berkuasa.

Paul Low dahulunya pernah menyebut bahawa rakyat mesti berasa yakin dengan pasukan polis yang bersih daripada sebarang pengaruh luar dan siasatan dilakukan secara adil terhadap semua laporan polis. Malangnya Datuk Low kini sudah mengubah nadanya dan kini nampaknya telah bersetuju dengan EAIC yang telah pun terbukti sebagai suatu kegagalan yang sangat besar. Ini bukan usaha untuk menukar bentuk luaran dan mengekalkan isi yang asal, bahkan mengekalkan isi yang lama dalam perkakas luaran yang lama.

Baru-baru ini bekas Ketua Hakim Negara Tun Abdul Hamid Mohamad mempersoalkan kebolehan EAIC yang telah menerima peruntukan belanjawan sebanyak RM14 juta untuk tempoh dua tahun, tetapi hanya telah mengeluarkan dua amaran dan mengambil satu tindakan disiplin di antara tempoh 2009 sehingga 2012. Menurut Tun Hamid, 347 aduan diterima dalam tempoh tersebut, hanya 60 daripadanya diarahkan supaya dilakukan siasatan penuh dan daripada jumlah ini, hanya tiga yang benar-benar disiasat, dengan satu kes dirujuk kepada badan disiplin Polis Di Raja Malaysia dan dua kes ditutup kerana tuduhan berganda.

Oleh yang demikian, DAP menyeru supaya IPCMC ditubuhkan seperti mana yang dicadangkan oleh Suruhanjaya Siasatan Di Raja Tun Dzaiddin pada tahun 2005 sebagai satu-satunya cara untuk mengembalikan keyakinan umum terhadap pasukan polis. Ini sangat diperlukan memandangkan begitu banyak sekali kes mati dalam tahanan yang berlaku beberapa tahun kebelakangan ini, termasuk dua yang terbary melibatkan N. Dharmendran, 32 di ibu pejabat polis Kuala Lumpur pada 21 Mei dan R. Jamesh Ramesh, 40, di ibu pejabat polis Pulau Pinang pada 26 Mei.

IPCMC sangat-sangat diperlukan, terutamanya apabila EAIC ternyata bukan sahaja suatu alternatif yang buruk, malah merupakan pembaziran dana awam, di mana RM14 juta dibelanjakan hanya untuk mengeluarkan dua amaran dan satu tindakan disiplin.

首相署部长拿督刘胜权最近声称,政府根本无需再成立独立警察投诉与行为不检委员会(IPCMC),因为现有机制已存在针对警方投诉的机制。这番议论是虚伪及不负责任的。根据刘胜权的说法,政府已经成立了一个独立的监督机构,以监督执法机构的廉正委员会(EAIC),而这个委员会,则将调查警官不当行为的投诉。

首先,这番言是虚伪、表里不一的。因为刘胜权本身曾经批评过政府无法成立独立警察投诉与行为不检委员会(IPCMC)。当刘胜权是马来西亚国际透明组织时任主席时,他在提呈"2009年度全球贪污报告"后的记者会上, 批评不让"独立警察投诉与行为不检委员会"(IPCMC)成为特别投诉委员会一事,是"强烈反映了政府无法规范自己的守门人"。

很快地,刘胜权经已融入国阵的撒谎文化,违背了他自己的承诺,他承诺要皇家调查委员会设立一个比执法机构廉正委员会(EAIC)更高地位的独立警察投诉与行为不检委员会(IPCMC)。

最近,前首席大法官敦阿都哈密莫哈末也质疑两年前预算案中,耗资1400万令吉设立的执法机构廉正委员会(EAIC)的能力,因为从2009年至2012年,才发出了两项警告及一项纪律行动 。根据敦哈密,在该期间,共收到347 宗投诉个案,当中只有60宗被指示需展开全面调查。而这当中,竟然只有3宗已经完成调查工作,其中一宗被提呈至大马皇家警察部队的纪委会,而另外两宗的档案则因双重告诉而关闭审查。

Musa Aman Must Explain The Reasons Why Nurul Izzah Was Denied Entry Into Sabah And Deported and How Many More PR MPs Will Also Be Barred.(en/bm/cn)

Press Statement by DAP Secretary-General and MP for Bagan Lim Guan Eng in Kuala Lumpur on 31.5.2013.

DAP is condemns the barring of entry and deportation of PKR vice-president and MP for Lembah Pantai Nurul Izzah Anwar from Sabah yesterday. According to Nurul, there is a blacklist consisting of other MPs will are also denied entry into Sabah. As this list is the prerogative of Sabah Chief Minister Datuk Seri Musa Aman, we would like to know who else is on the proscribed list?

Musa Aman must explain the reasons why Nurul Izzah was denied entry into Sabah and deported and how many more PR MPs will also be barred. Such an act not only disrespects basic human rights but also goes against the very grain of democracy. Worse, it also brings into question how a Malaysian can be treated worse than a foreigner in their own country.

Lest we not forget, in February this year, over 200 armed Filipino militants had found their way into Sabah shores. After an extended stay of about two weeks, during which no action was taken by the Malaysian authorities, they began to wage war on our security forces in an attempt to stake their claim over Malaysian land.

It is sad that Malaysian MPs from the opposition elected by the people, who have no criminal record are denied entry into their own country and treated worse than criminals who were convicted and have served prison terms. What is Musa Aman and BN afraid of that PR MPs are denied entry?

Musa Aman and BN are mistaken if they think that such action would cause people to fear BN, dampen enthusiasm for PR and save BN. Instead Sabahans will be more convinced that the time of change is now to save both Malaysia and Sabah since BN have no other vision except to prevent, oppress, suppress and repress the fundamental liberties of the people.

Musa Aman mesti menerangkan sebab kenapa Nurul Izzah dihalang masuk ke Sabah dan terus dihantar pulang, dan berapa ramai lagi Ahli Parlimen Pakatan Rakyat yang akan dihalang memasuki Sabah.

DAP mengutuk tindakan menghalang dan menghantar balik Naib Presiden PKR merangkap Ahli Parlimen Lembah Pantai Nurul Izzah Anwar dari Sabah semalam. Menurut Nurul, terdapat satu senarai yang mengandungi nama Ahli-ahli Parlimen lain yang juga akan dinafikan hak memasuki Sabah. Memandangkan senarai tersebut adalah hak prerogatif Ketua Menteri Sabah, Datuk Seri Musa Aman, kami ingin tahu siapa lagi yang dinamakan dalam senarai larangan terbabit.

Musa Aman mesti menerangkan sebab kenapa Nurul Izzah dihalang masuk ke Sabah dan terus dihantar pulang, dan berapa ramai lagi Ahli Parlimen Pakatan Rakyat yang akan dihalang memasuki Sabah. Tindakan sedemikian bukan sahaja tidak menghormati hak asasi manusia malah menentang prinsip-prinsip asas demokrasi. Lebih teruk lagi, ia menimbulkan persoalan bagaimana seorang warganegara Malaysia boleh dilayan lebih teruk daripada warga asing di dalam negara sendiri.

Jangan kita lupa, dalam Februari tahun ini, lebih 200 militan bersenjata daripada Filipina telah mendarat di perairan Sabah. Selepas menduduki kawasan tersebut lebih dua minggu tanpa sebarang tindakan daripada pihak berkuasa Malaysia, mereka telah melancarkan perang terhadap pasukan keselamtan dalam usaha untuk menuntut hak ke atas tanah Malaysia yang berdaulat.

Amat menyedihakan apabila seorang Ahli Parlimen Malaysia daripada pihak pembangkang, yang dipilih oleh rakyat, yang tidak mempunyai sebarang rekod jenayah dihalang daripada masuk ke negara sendiri dan dilayani dengan lebih buruk daripada penjenayah yang pernah disabitkan kesalahan dan pernah dipenjarakan. Apalah yang ditakutkan sangat oleh Musa Aman dan BN sehingga Ahli Parlimen Pakatan Rakyat tidak dibenarkan masuk ke negeri itu?

行动党谴责沙巴昨日禁止公正党副主席兼班底谷国会议员努鲁依莎入境,并遣送离开沙巴。根据努鲁所言,沙巴存在着一份禁止入境的国会议员黑名单。既然这份名单是沙巴首席部长慕沙阿曼所行使的特权,那我们要求知道到底还有谁被列入这份驱逐名单中?

慕沙阿曼必须解释为何禁止努鲁依莎入境及遣送她离开沙巴,到底还有多少民联国会议员会被禁止入境?这项法规不只不尊重基本人权,而且更违反最基本的民主原则。最糟糕的问题是为什么马来西亚人所受到的待遇比外国人还不如。

我们可别忘记,就在不久的今年二月,超过200名的菲律宾武装份子才轻易在沙巴登岸,并在马来西亚当局没有采取行动之下,逗留了2个星期,随后还袭击我们的维安部队,宣称马来西亚领土是他们的。

令人感到可悲的是,毫无犯罪记录的马来西亚民选反对党国会议员,在他们自己的国家被禁足,所受的对待甚至比被判罪曾服邢的罪犯还不如。到底民联的国会议员有什么让慕沙阿曼及国阵这么害怕,怕到拒绝他们入境?

如果慕沙阿曼及国阵认为,这些行动会让人民害怕国阵、挫民联的锐气及拯救国阵,那他们的确错了。反之,沙巴人民会被说服,认为这是一个打救马来西亚及沙巴的机会,既然国阵除了禁止、压逼、取缔、镇压人民的基本自由之外,就没有其他的愿景。

DAP lauds the historic appointment of Subang Jaya ADUN Hannah Yeoh as the first women Speaker in Malaysian history. DAP congratulates her appointment as Selangor State Assembly Speaker together with 3 other DAP EXCOs Sdr. Teng Chang Khim, Sdr. Ean Yong Hian Wah and Sdr. V. Ganapathi Rao.

DAP has created history by making path breaking appointments that breaks glass ceilings for both women and Indians. DAP elected the first Indian Speaker in Malaysian history in Sdr. V. Sivakumar as Perak State Assembly and the first Deputy Chief Minister in Malaysia in Prof. Dr. P. Ramasamy as Penang Deputy Chief Minister.

Hannah's appointment as Selangor State Speaker is a joyous occasion for women empowerment and gender equality in Malaysia. Her historic achievement for DAP has also made up for the disappointment felt by DAP in the EXCO line-up announced by Menteri Besar Selangor Tan Sri Khalid Ibrahim today despite winning more seats in the last general elections. Malaysia's ill-earned reputation as the world champion of illicit fund outflow per capita testifies to BN's and Bank Negara's failure to wipe out corruption and prevent money laundering in Malaysia. When I was in London, I was sad to read in the New York Times that unlicensed money remitting services in Malaysia are alleged to have been a part of a US$6 billion (RM18.3 billion) online money laundering operation in US.

The New York Times said the money laundering scheme operating under Liberty Reserve had millions of customers worldwide, which were "overwhelmingly criminal in nature", conducted 55 million transactions over the past seven years. In the largest online money-laundering case in history, Liberty Reserve relied solely on "third-party exchangers" to accept or make payments for them, which are usually "unlicensed money-transmitting businesses without significant government oversight or regulation, concentrated in Malaysia, Russia, Nigeria and Vietnam".

Washington-based Global Financial Integrity Report had listed China as the leader in illicit funds outflow, mainly corruption in nature, with USD 2.8 trillion, with Malaysia at No. 5 in the world at USD 291 billion. However in per capita basis China lost out to world champion Malaysia at RM 6,400 per person per year as compared to RM32,000 for Malaysia.

In England, Malaysians have an unfortunate infamous past for being bookies in setting up Premier League football games. Such negative feedback have been slightly reversed following the favourable impact of positive involvement by Malaysians in owning Premiership clubs like newly-relegated Queen Park Rangers and newly-promoted Cardiff City.

Unfortunately, the Malaysian government's culture of corruption and lack of financial transparency and accountability has now resulted in Malaysia to be part of being a focus of world-wide money-laundering operation. On money-laundering, Malaysia's international reputation is now worse than Thailand or Indonesia and on par with countries like Nigeria and Russia.

The time has come for the BN Federal government to stop being in denial by adopting genuine financial reform to clean up and stop such criminal activities of illicit outflow of "black money"and money-laundering. Otherwise, there is no point in winning accolades for Bank Negara or for our purported good running of the economy when the real issues of transparency and accountability are not addressed.

Or are we to continue to depend on foreign countries in Hong Kong to do our work for us by investigating and detaining those involved in trying to smuggle in tens of million of ringgit?

Ketika saya berada di London, sayu hati saya membaca laporan New York Times bahawa perkhidmatan kiriman wang tidak berlesen di Malaysia didakwa menjadi sebahagian daripada operasi besar pengubahan wang haram berpusat di Amerika Syarikat yang bernilai US$6 bilion (RM18.3 bilion).

Global Financial Integrity Report yang berpengkalan di Washington telah menyenaraikan negara China di tangga pertama dalam aliran keluar wang haram, yang selalunya berunsur rasuah, berjumlah US$ 2.8 trilion; dan Malaysia berada di kedudukan kelima di dunia dengan US$ 291 bilion. Masanya telah tiba untuk Kerajaan Persekutuan BN berhenti hidup dalam penafian dengan melaksanakan reformasi kewangan yang tulen untuk membersihkan dan menghentikan aktiviti jenayah aliran keluar wang haram serta pengubahan wang haram. Jika tidak, tidak ada ertinya Bank Negara mendapat pelbagai penghargaan untuk apa yang disangkakan sebagai pengurusan ekonomi yang baik padahal isu sebenar berkaitan ketelusan dan akauntabiliti tidak boleh diuruskan.

Atau adakah kita akan terus bergantung kepada negara luar seperti Hong Kong untuk bekerja bagi pihak kita bagi menyiasat dan menahan mereka yang terlibat menyeludup puluhan juta ringgit?

马来西亚臭名远播,登上人均非法资金外流的世界冠军,证明了国阵及国家银行无法杜绝贪污及防止洗黑钱活动。当我人在伦敦读到《纽约时报》报导马来西亚涉及美国网上高达60亿美元(约183亿令吉)的洗黑钱活动的时候,真的很难过。

根据《纽约时报》报导,以"自由储备"为名目的洗黑钱活动,全世界拥有数以百万计的客户,多数是不法份子,过去七年共完成了5500万笔交易。这这项史上最大宗的网络洗黑钱案当中,"自由储备"只单凭"第三方货币兑换商"来为他们接收及支付款项,这多数是"未获准证的汇钱活动,并没有受到政府及法律监管,主要集中在马来西亚、俄罗斯、尼日利亚及越南"

总部设于华盛顿的全球财务廉洁报告已经列出中国是非法资金外流最大的国家,主要是贪污的资金,共高达2.8兆美元。马来西亚虽然以2910亿美元排在第5,但是若以国家人均计算,马来西亚以每人须承担3万2000令吉,成为非法资金外流世界冠军,将中国每人承担6400令吉给比下去。

在英格兰,马来西亚过去也是因为非法仆基操纵英超联赛而声名狼藉。这些负面的看法,多多少少影响了马来西亚人最近积极正面参与及拥有英超球会的努力,如最近刚降级的女皇公园(或译昆士柏流浪/昆士柏骑兵)及刚升班的卡迪夫。

不幸的是,马来西亚政府的贪污文化及财政缺乏透明问责,已经在全球的洗黑钱活动中成为焦点。马来西亚洗黑钱的臭名现在比之泰国或印尼还要糟糕,已经与洗黑钱闻名的国家如尼日利亚及俄罗斯齐名。

国阵联邦政府是时候停止继续否认这些糟透的情况,必须全心进行财务改革,以清洗及杜绝这些黑钱外流及洗黑钱的非法活动。不然,不去认真进行透明与问责的改革,却吹捧国家银行多棒及吹嘘国家经济多好,简直于事无补。

难道我们还要仰赖外国地区如香港,来协助马来西亚调查及扣留那些非法运出数千万令吉的不法份子?

PENAHANAN ANTI-DEMOKRATIK ATAS ARAHAN KETUA MENTERI SABAH DISELAR

Semalam, 30 Mei 2013, saya telah ditahan apabila kad pengenalan saya diambil di pintu masuk imigresen untuk menghalang saya daripada memasuki negeri Sabah, walaupun hak saya selaku warganegara Malaysia termaktub di bawah Seksyen 67 Akta Imigresen 1959/63:

67. Hak untuk masuk ke Negeri Malaysia Timur bagi menjalankan hak-hak politik.

Seksyen 66 (1) hendaklah tidak berkuatkuasa dalam hubungan dengan seseorang warganegara yang memasuki Negeri Malaysia Timur hanya untuk menceburkan diri dalam aktiviti politik yang sah; tetapi beban membuktikan bahawa seseorang itu berhak memasuki Negeri Malaysia Timur di bawah seksyen ini terletak ke atasnya.

Lawatan saya ke Sabah adalah untuk menghadirkan diri dalam program Parti Keadilan Rakyat Sabah di samping menyambut pesta Kaamatan bersama warga tempatan.

Alasan yang diberikan atas penahanan saya adalah atas arahan Pejabat Ketua Menteri Sabah. Saya juga difahamkan ada nama-nama lain, termasuk aktivis tempatan beserta ahli politik Pakatan Rakyat yang akan juga dinafikan kemasukan ke dalam negeri Sabah atas arahan Pejabat Ketua Menteri Sabah.

Sebagai seorang Ahli Parlimen Malaysia, dan warganegara Malaysia, tindakan menyekat kemasukan yang tidak rasional dan bersebab ini merupakan salah guna kuasa yang melampau dan cukup anti-demokratik. Permohonan saya untuk mendapatkan senarai nama mereka yang terlarang ditolak atas sebab-sebab kerahsiaan. Tiada alasan lain diberikan dalam tangkapan dan penafian masuk saya ke Sabah.

Sekiranya saya dianggap mengancam keselamatan warga Sabah, maka kemukakan rasional serta penjelasan atas dakwaan tersebut. Rasional yang sama juga perlu diberikan dalam kes YB Tian Chua, Ahli Parlimen Batu dan Naib Presiden KEADILAN, yang juga dinafikan kemasukan pada 7 April yang lalu.

Isu keselamatan negara dan persempadanan tidak boleh sama sekali dipolitikkan. Malang, tindakan menghalang saya daripada masuk ke Negeri di Bawah Bayu ini berlaku di kala Sabah berhadapan dengan kebolosan sempadan – termasuklah pengeluaran kad pengenalan secara haram seperti yang sedang disiasat oleh Suruhanjaya Siasatan DiRaja Sabah. Seharusnya tumpuan kerajaan negeri adalah mengawal selia masalah kebolosan yang mendesak ini, bukan menyalahgunakan kuasa dengan menafikan hak demokrasi dan aktiviti politik pimpinan Pakatan Rakyat demi mempertahan kedudukan UMNO mahupun BN.

Justeru itu, isu keselamatan dan kedaulatan negara sepatutnya tidak diperlekehkan dengan menjadikan ia alat politik menindas rakyat.

KEADILAN akan menghantar surat rasmi ke Pejabat Ketua Menteri Sabah untuk mengemukakan aduan rasmi serta mendapatkan penjelasan sepenuhnya mengenai isu ini. KEADILAN akan turut meminta senarai nama-nama mereka yang dihalang memasuki negeri Sabah, serta sebab-sebab mereka dihalang.

Pada masa yang sama, saya sedang berbincang dengan YB Darrell Leiking, Ahli Parlimen Penampang, serta teman-teman guaman di Sabah untuk mempertimbangkan tindakan undang-undang terhadap Ketua Menteri yang akan difailkan di Kota Kinabalu kelak.

IN JAIL, Anwar Ibrahim read a lot of Shakespeare. To understand Malaysian politics, the opposition leader says, you have to know Macbeth, a tragedy of overweening political ambition. For the government, the ambition defacing the country's politics is that of Mr Anwar himself, to become Malaysia's prime minister. He had promised to retire if he lost the general election held on May 5th. "But we won," he says.

That is not how the government sees it. Though the opposition coalition which Mr Anwar leads, Pakatan Rakyat, got 51% of the votes, it won only 40% of the seats in parliament. Years of gerrymandering favour the Barisan Nasional coalition that has ruled Malaysia since independence in 1957. Mr Anwar also alleges outright electoral fraud. He has been leading protest rallies around the country against the "theft" of the election.

In his Sisyphean struggle to reach the peak of Malaysian politics, he has come close before. In the 1990s he was deputy prime minister and prospective leader of the government he was to turn against. For a moment in 1998 it seemed as if a people-power movement might sweep him to office. Instead, he spent six years in jail on charges of sodomy (later overturned). After the previous election, in 2008, he again seemed on the brink, claiming enough members of parliament were ready to defect from the government to give Pakatan a majority. It came to naught.

So, most likely, will his current campaign. Pakatan is to file petitions challenging the result in as many as 31 of the 222 constituencies. But this drawn-out process is not likely to overturn the result, and neither is a lawsuit against the election commission—for allegedly defrauding the nation by marking voters' fingers with "indelible" ink that soon rubbed off. The rallies' purpose, admits a leader of Parti Islam Se-Malaysia (PAS), one of Pakatan's three components, is "to keep the torch alight". That is helped by anger at the arrest of three opposition leaders and a student activist under a sedition law the government had promised to repeal, and by raids on opposition newspapers.

No opposition leader wants the torch to light a conflagration on the streets in the hope of toppling the government in a Malaysian spring. Yet Mr Anwar argues that the rallies must continue nonetheless: "If we don't force them to change now," he says of the ruling coalition, "they will never change."

For all that, it seems likely that the protests will eventually peter out and that Pakatan will have to knuckle down to another stint in opposition. Whether the next election will be fairer is another matter. Two of the biggest injustices are unlikely to go. The media, except online, are slavishly pro-government. Constituency boundaries are to be redrawn this year. But the opposition trusts neither the election commission, which will propose changes, nor the government, which will approve them.

Pakatan suffers friction among its disparate members—the Islamic, ethnic-Malay PAS, Mr Anwar's multiracial Keadilan and the Democratic Action Party (DAP), whose support comes mainly from the ethnic-Chinese minority, about a quarter of the population. Barisan, a coalition dominated by the United Malays National Organisation (UMNO), may try to split Pakatan, by tempting the DAP or PAS, or both, into the government.

Mr Anwar says that, since the election, Barisan has already been trying to woo him. It has also emerged that, before an election he expected to win, he signed a secret agreement with his nemesis, the UMNO leader and prime minister, Najib Razak. Under the deal, brokered by Jusuf Kalla, a former vice-president of Indonesia and an old friend of both men, they promised that they would eschew personal mudslinging during the campaign, that the loser would accept the outcome, and that the winner would govern in a spirit of "national reconciliation". Mr Anwar excised another clause promising a government of national unity. He says that he feared UMNO would not willingly give up power. Mr Anwar says the agreement was invalidated by government cheating at the polls. As it happens, Mr Najib never physically signed the deal, saying he needed to consult his coalition. But he did at least mention "national reconciliation" in his victory speech.

Reconciliation seems distant. And Mr Najib's problems may be even bigger than the opposition's. Unusually for a victorious incumbent, he argues for a change in "our attitude, strategy, programmes and approach". A radical idea has been floated: turning the Barisan coalition, whose Chinese and Indian bits took a hammering at the election, into a proper, multi-ethnic party. And to show that he means to deal with corruption—the biggest reason for Barisan's waning popularity—Mr Najib has appointed to his cabinet Paul Low, a former head of the Malaysian arm of Transparency International, an anti-corruption watchdog. Mr Low says his job requires "changing the system". The system will resist.

Tomorrow and tomorrow and tomorrow

Mr Najib has his job by dint of his leadership of UMNO. He comes up for re-election at a party congress later this year. His predecessor as prime minister and party leader was ousted by colleagues. By contrast, Mr Najib, more popular than his party, may survive. "I think the party will support him because of a lack of an alternative," is the ringing endorsement from Mahathir Mohamad, who once dominated Malaysian politics. But UMNO hardliners may make reform difficult. Having lost the Chinese vote, for example, they may oppose further erosion of affirmative-action policies favouring ethnic Malays.

The opposition, meanwhile, is confident. Barisan is also losing the votes of growing numbers of city-dwellers and of the young. Pakatan has the momentum. Mr Anwar, however, is 65. With no obvious successor, he seems in a hurry. Lim Guan Eng, the DAP's leader, is upbeat about the opposition's hopes: "The future is not theirs; it's ours." But it is not necessarily Mr Anwar's.

MP Nurul Izzah Anwar was on her way to celebrate Kaamatan with her fellow Malaysians when she was held back by  Sabah Immigration allegedly under Sabah Chief Minister Department’s instruction before being forcibly deported back to Semenanjung Malaysia.

I condemn this act, more so because Izzah was visiting Sabah to  celebrate Pesta Kaamatan in her personal capacity. It makes it all political with no purpose and hurt our state’s reputation as hosts.

Nurul Izzah arrived at Kota Kinabalu Airport around 645pm via Air Asia on 30th May 2013 and was to return back on the evening of 31st May 2013 to Semenanjung Malaysia.

Immigration Department Sabah informed YB Nurul Izzah that the Chief Minister’s department had decided to bar her and many more personalities from Peninsula Malaysia from entering Sabah henceforth.

The right of entry is Sabah Government’s constitutional right but it should not be abused, more so since there are evidence (as revealed in the ongoing Royal Commission of Inquiry) that illegal  immigrants have entered and not confronted by the same level of scrutiny as the re-elected parliamentarian of Lembah Pantai and my party’s (KeADILan) vice-president.

Why is it that Malaysians joining a festive celebration with fellow Malaysians especially the Kadazans from Sabah and in Sabah now a reason for denial of entry? I personally met at the airport while waiting for YB Nurul Izzah the many Malaysians from West Malaysia (who took the same flight with YB Izzah) who had told me that they came to Sabah to join in the Kaamatan festivity at KDCA, Penampang. They were equally concerned that YB Izzah was detained by Sabah Immigration and this has indeed shamed us in Sabah.

Nurul Izzah is an elected MP, a mother of two, a loving wife and poses no threat at all to the security of my state. The Sabah Immigration Department and those instructing it to carry this order should be ashamed of themselves. I challenge the Chief Minister and the State Cabinet to explain to the people of Sabah and Malaysia as a whole why this act had happened.

Did Anwar’s Tweet Change the Course of History?

At the current age of 87, former premier Mahathir is running out of time. He needs to position his son, Mukhriz Mahathir, at least as UMNO deputy president before he kicks the bucket. He deliberately lobbied two of his "budak suruhan" (boy-servants), Ibrahim Ali and Zulkifli Nordin, to be fielded as candidates in the 13th General Election, knowing well in advance that they would be roasted like Kenny Rogers Roasters. Both candidates who made headlines due to their racism can only survive in rural UMNO stronghold, not urban Shah Alam nor PAS's area Pasir Mas. And why would Mahathir send both to the slaughterhouse?

Mahathir believed BN would win hands down. Opposition would need the help of all the Gods combined in the universe to win the just concluded 13th general election. Based on the strong assumption that more Malays, Indians and Chinese would vote for BN as compared to 2008 tsunami, the hope of regaining two-thirds majority was very real. Hence Mahathir's dilemma – if Najib could regain the lost two-thirds majority, the latter would be invincible and this will definitely strengthen the then caretaker prime minister's grip on the throne. He needs to somehow weaken Najib by sending the much tainted Ibrahim Ali and Zulkifli Nordin. Najib can win but cannot do so with a landslide victory.

Meanwhile, Najib thought he would do better than his predecessor sleepy head Abdullah Badawi. Even if he couldn't regain two-thirds majority, he should have no problem getting more than 140 parliamentary seats achieved by Badawi. He was ill-advised by his team of advisors – that he couldn't possibly do any worse than Badawi considering the free flow of money, food, beers, sexy ladies, lucky draws and whatnot to the Chinese voters especially in Penang. For the first time in their lifetime, the Chinese were treated like a King and Penang island was transformed into heaven.

Najib also put on Chinese costume and played drum like a clown during Chinese New Year to amuse the Chinese. He believed he was freaking popular with the Chinese and he particularly proud of his "Ah Jib Gor" Chinese name. He promised new Chinese schools wherever he went. Underground betting was also doing brisk business with RM100 win for RM1 bet in favour of Lim Guan Eng's defeat. According to rumour mill, the stake was so high that you can sell your vote for as much as RM6,000 a piece in Penang. Then came the mega crowd to almost every single opposition's ceramah.

But these opposition ceramahs attracted mainly the Chinese especially towards the end of the campaign period. With every new ceramah, the Chinese participants increased greatly. While Najib rubbished such pattern as a new threat, Mahathir was quite worried about the Chinese swing. That was why he put on "TSI" (Turbocharged Stratified Injection) mode and screamed every day till foam at mouth about Malay losing power. If Mahathir did nothing, the rural Malays could have given landslide victory to opposition. Najib would be biting his index finger in disbelief till today. Still, Mahathir miscalculated the quantum of the Chinese swing.

 

The swing of Chinese votes easily breached 90% in most of the constituencies, something which is as rare as finding dinosaur fossils in Malaysia. So whileMahathir lied about not expecting Najib to do worse than Abdullah Badawi, he was honest about didn't expect the Chinese to dump BN in such a scale. That was why he was emotional and upset about the Chinese, so much so that he didn't hold back in accusing the Chinese "rejected the hand of friendship" extended by (UMNO) Malays, never mind it was not true in the first place. He was seen openly and deliberately provoking Malays against the Chinese. Obviously it would be to BN's advantage if Malays start to distrust the Chinese.

Najib needs to survive his next test – UMNO election – hence his parroting about ungrateful Chinese was expected. Actually, Najib is still in a daze, not knowing the root cause of the Chinese' rejection despite all the goodies and entertainment given to them (*grin*). You don't need to be a genius to predict that Chinese will once again become UMNO's punching bag in its coming general assembly. In fact, Mahathir thought it would be a waste of time to recapture Chinese votes by way of sweet-talk them. If the only way to divide the Malays and Chinese is to play racist card again, so be it. The Chinese needs to be intimidated in order for them to go back in droves to BN's arm like herd of sheep.

 

Anwar Ibrahim realizes that Mahathir's latest extreme racial game will have a huge impact on his coalition and he needs to diffuse it fast. If the Chinese do not get the backing from their Malay comrades, they would be too scare to throw their support for PR again in the future. Pakatan Rakyat would be history come next 14th general election. That was why Anwar called for a mega rally, the first after election, to rubbish the "Chinese Tsunami" scare tactictrumpeted by both Mahathir and Najib. Some speculated the reason why police flip-flop about permit requirement for yesterday's rally, held in Kelana Jaya stadium, was to embarrass Anwar Ibrahim as the spooked Chinese and partners, DAP and PAS, would most probably not present.

However, despite last minute notice, the stadium was packed to the brim.Social media research group Politweet.org estimated the crowd size in and around the stadium at between 64,000 and 69,000, given that the stadium capacity is about 25,000. Some claimed there were easily 100,000 people who answered the call last night, with thousands more stuck in traffic and couldn't make it to the stadium. If Anwar and Najib administration's objective was to test the waters as to the relevance of Pakatan Rakyat post 13th general election, the people particularly the young chaps have overwhelmingly given their endorsement to the leadership of Anwar to continue the struggle, judging from Wednesday's mind-boggling success.

Psychologically, Anwar Ibrahim knew Najib administration would be very careful not to add fuel into the already furious opposition supporters. It would be suicidal to deploy police or FRU and start arresting the public, or to spray them with water cannon, and in the process agitates the situation. It's always better to let these frustrated people scream till their lungs burst in the stadium. They need to release their steam. Anwar was actually praying for a police crackdown, the more brutal the better, because then he can easily put the blame on Najib's administration and attracts more sympathizers. Too bad Najib didn't give Anwar the bullet.

Anwar can now replicate the same rally to other towns throughout the country in order to push the momentum going. Armed with 51.4% of popular votes against BN's 48.6%, Anwar is set to spread the message of PR's victory being stolen. Anwar knows that the "flames of desire" amongst the youngsters is his only hope if he still wish to become the country's 7th prime minister. If there's one person who knows how to rally people by taking advantage of their sentiments, that person has to be Anwar Ibrahim. Pakatan Rakyat can also take comfort from White House's congratulatory announcement that comes with a note about irregularities.

As much as Mahathir hates to admit it, this war is far from over. Unless PAS or DAP defects from the current coalition, the future doesn't look good for BN, if they still intends to recapture Selangor or Penang state. Just like the excessive parties thrown in by BN during the campaign, playing too much racism toys could backfire badly. Mahathir made his biggest mistake by picking Anwar Ibrahim from Abim movement (Angkatan Belia Islam Malaysia) to be nurtured as future prime minister. Will he make another fatal mistake by playing racial card only to unite all the multiracial technology-aware voters instead?

Do you know why Anwar tweeted that his coalition PR has won the election just after two hours into the counting process? On its own, PR couldn't posibly win the election. At best, it could force BN into chaos with a single digit majority win. What gave Anwar the confidence of tweeting such message was his pact with Sarawak and Sabah greedy politicians in the BN coalition. Anwar had been having tons of meetings with these politicians especially the corrupted Sarawak Chief Minister. With double digits frogs ready to jump, depending on the "rewards", Anwar was damn sure he would be the country's 7th prime minister.

Again, Anwar couldn't keep his cool and his early tweet raised red flags. BN's war room's director Mahathir was notified of this troubling tweet message and the old fox decided to triple BN's insurance coverage. Massive frauds or not, BN just couldn't take lightly of Anwar's tweet hence the extraordinary delay in releasing the results. That was why you saw only the BN's parliamentary scoreboards kept churning new score while the opposition PR's own scorecard practically didn't move at all. In certain seats, requests for recount was ignored totally. The priority was to ensure Election Commission announce officially that BN has win the election with comfortable majority seats. Thereafter PR can have the remaining leftovers (*hats off to genius BN*).

 

Nevertheless, Mahathir was right when he questioned Najib's strategists, whose ideas may have contributed to BN's poor performance. If only Najib has strategists such as DAP's Liew Chin Tong – one of the brilliant architects who proposed and justified that the war should be brought to BN's stronghold, Johor. But considering how Najib was obsessed with becoming popular as if he was running for the President of the United Malaysia, it wasn't hard to guess what type of strategists that fit his bill. Najib's advertising and marketing method was "overkill" to the extent people got sick and tired with its propaganda.

Najib and Mahathir should realize that by cursing and victimizing the Chinese is not a long-term solution, unless of course they've given up on their future votes in totality. Still, what do they plan to do next? Close all the Chinese schools, force all of them into unemployment and stop providing them electricity, gas and water as punishment for being naughty? And in return the Chinese stop paying taxes? Gimme a break. It's better to hedge on more funds – Malays, Chinese and others – rather than to burn the bridge with the Chinese and rely on one less fund in its next general election.

 

Najib administration has to remember that urban Malays were also in the same boat as the Chinese in rejecting his coalition. It's time for BN to really ponder on its next course of direction. Will there be more Bersih 4.0 till version 8.0 rallies, assuming it would be an annual event? Surely Ambiga knows Election Commission would not give a hood even if they organize rallies on weekly basis. Perhaps overwhelming internationally political pressure could move the stubborn Election Commission.
