出卖砂州权利 人联应先向砂人民道歉

在探讨还原MA63(1963年马来西亚合约)之前,人联党和砂国阵应该先向全砂人民道歉,因为在过去53年,砂拉越的权利是在它们执政下被侵蚀和出卖给联邦。
民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁指出,人联党早在1970年加盟马来亚联盟(国阵前身),之后国阵于1973年正式成立至今,人联党在联邦和砂州内阁皆有部长代表。
也是民主行动党砂州主席的张健仁说,之后,《1974石油开采法令》被通过,将砂州的石油和天然气开采权,献给联邦政府。 人联党也有份参与这项变卖砂州权利的决定。
"到了80年代,联邦政府废除砂州的英语学校,把原有的英校,转为国语学校。 这也是经过砂州州政府的同意之下所实行的政策。 人联党也有份参与这决策。"

张氏指出,在2000年代,砂州土地交易的印花税,被砂州政府卖给了联邦政府。 当时,人联党还是掌握砂州财政部长之职。
张氏也指出,在2010年代,联邦政府通过《国安会法令》,授权给首相和几位联邦部长和联邦高官集权,可在任何时候宣布任何指定的地区为"保安区"进而实行戒严法。 这对于砂州主权运动,是一个很大的威胁。 这法令也是因为人联党和砂州的国会议员同意之下所通过和实行的法令。 对于砂州而言,设是另一严重剥削砂州权益的法令。
"除了这些列子之外,砂州每年得到的发展拨款,也严重的不公平和不符砂州的面积,导致砂州的基建发展,越来越落后西马。 这一切,人联党身为联邦和砂州州政府的一份子,是帮凶之一,也难辞其咎。"
张氏说,因为人联党过去的记录清清楚楚的显示,它有份参与侵蚀砂州权利的政策,因此,若人联党今天有诚意要为砂州争取权益,它必须先向砂拉越人民公开道歉,对它之前半个世纪所亏欠砂州的种种劣行和劣政负责。
"更重要的是,人联党有出卖砂州权利的前科,它过去的领袖为了官职和部长职,可以牺牲砂州人民的权利和地位。 今天人联党的领袖讲要还原MA63,他们又如何能够给砂州人民信心和保证,他们不会像他们的前辈一般,为了部长职而今后再出卖砂州人民的权利?"
张氏指出,人联党和砂国阵之前之所以能在人民神不知鬼不觉的情况下,出卖砂州的权利,这是因为在州议会和国会,都没有强大的在野党势力,所以它们的领袖可以为所欲为的变卖砂州。
张氏强调,要长远保障砂州权力和砂拉越普通人民的权利,就必须有一个强大的在野党制衡和监督执政党。 而两线制和政党轮替的政治局面才是人民最佳的保障。

Before even talking about MA63 and Sarawak autonomy, SUPP and BN Sarawak should first apologise to the people of Sarawak for the erosion of the Sarawak's rights over the past 53 years.
SUPP joined the National Alliance (predecessor of Barisan Nasional) in 1970 to be part of the Federal and State Government. Since then till this day, SUPP has representation in both the Federal and State cabinets. Yet it allowed and participated in the erosion of Sarawak's rights for all these years.
In 1974, the Petroleum Development Act was passed, taking away Sarawak's rights over oil and gas. This was done with the consent of the State Government which SUPP is a part.
In the 80s, the English medium school system was abolished and all English medium schools were converted to Bahasa Malaysia medium schools. Again this was done with the consent of the State Government.
In the 2000s, stamp duties payable for the transfer of landed property in Sarawak which was supposed to be paid to the State was paid to the Federal Government. This was done when SUPP has a Sarawak State Finance Minister.
In 2010s, the passing of the National Security Council Act which gives the Prime Minister and a handful high-post Federal Officers the absolute rights to declare any region as Security Area and to impose the likes of martial law in the said Security Area. This poses a threat to the autonomy movement in Sarawak.
All these were just few examples of the major erosion of Sarawak's rights and in addition to these, there were the annual grossly unfair allocation of Development Expenditure for Sarawak which has taken place since the formation of Malaysia till this day.
ALL THESE were done with the Consent of the State Government which SUPP is a part of.
Therefore, to show its sincerity about wanting to fight for Sarawak's rights, SUPP must first apologise to all Sarawakians for the wrong that SUPP has been an accomplice to in the past half century.
More importantly, SUPP has proven to be a party with leaders who in the past were prepared to sacrifice Sarawak's rights for their ministerial posts in Barisan Nasional. What assurance the People of Sarawak can have that their present leaders are not the same breed as their predecessors?
The sell-out of Sarawak's rights by SUPP and Sarawak BN in the past half-century was possible because there was no strong Opposition in Sarawak DUN and Parliament to represent Sarawak and thus the SUPP and BN leaders could do as they like without the People even knowing it.
Therefore, the biggest protection of Sarawak's rights and the ordinary Sarawakian's interest is to have a strong Opposition in the State and Parliament, failing which history will just repeat itself.
