Posted: 19 Jan 2016 09:49 PM PST Adenan Satem is reducing himself to gutter politics by making baseless accusation that the Opposition is scoffing the fight for autonomy. Such accusation by Adenan is merely to try to cover up his failure in getting the Federal BN to agree to more autonomy for Sarawak. To the contrary of the accusation of Adenan, it is the Sarawak DAP who has initiated and set the agenda for the autonomy movement when we launched our "2014 Bintulu Declaration – Towards Equal Partners". Amongst the things that we mentioned in the Bintulu Declaration are State autonomy in Education, Health, Internal security and Taxation. The most important aspect of the autonomy is the autonomy in Taxation where we advocates for 20% oil and gas royalties and 50% of all taxes collected in Sarawak to be returned to the State Government. Despite being the State Government of the day, and having the full support of the Opposition in Dewan Undangan Negeri, the State Government has, thus far, failed to get the Federal Government to agree to the increase of oil and gas royalties from the existing 5% to 20%. Adenan has totally failed to capitalise on the Sarawak BN's "king-maker" position in National BN. At present, there are a total 222 Members of Parliament in Dewan Rakyat, out of which, BN holds 134 seats. Of the 134 BN MPs, Sarawak BN holds 25. Without the 25 Sarawak BN MPs, BN will only have 109 MPs (without taking into consideration the possibility of 22 Sabah BN MPs following suit by withdrawing from National BN). The National BN will become a minority Government if Sarawak BN pulls out from the National BN. Yet, with such king-maker position, Adenan and the Sarawak Government have failed to secure the 20% oil and gas royalties from the Federal Government. The increase of 5% to 20% oil and gas royalties does not involve any change in the Federal Constitution. It only needs a cabinet decision to carry out this increase of royalty. Therefore, Adenan's excuse about needing more time to look into the legal and constitutional aspects of the autonomy sought is totally not applicable in the issue of oil and gas royalties. Negotiation has gone on between the State Government with the Federal Government for more than 18 months, yet such a simple administrative decision cannot be carried out. This exposes the lack of political will determination on the part of the State BN on this issue. Chong: Now good time to ask for more oil, gas royalty Posted: 19 Jan 2016 05:14 PM PST KUCHING: State DAP chairman Chong Chieng Jen claims that Chief Minister Datuk Patinggi Tan Sri Adenan Satem has failed in the bid to request for an increase in oil and gas royalty from five per cent to 20 per cent from the federal government. He said the justification of falling world oil price, which had delayed the so-called negotiations with the federal government, was merely an excuse by Adenan whom he said had failed to carry out the motion passed by the State Legislative Assembly to obtain the 20 per cent oil and gas royalty. He also said as long as the state Barisan Nasional (BN) was part of the federal BN, it (state BN) would continue to be marginalised by the federal side. "How long does Adenan think that Sarawakians can continue to be fooled by the discrimination and marginalisation policies of the BN?" Chong told a press conference at the state DAP headquarters here yesterday. He said the state BN should quit from the federal BN and exert its position as a 'king maker'. Chong said with the huge drop in oil price, this would be the best opportunity to get the 20 per cent royalty. "With the international oil price now at US$28 per barrel, there is no better time for Sarawak to get the 20 per cent gas royalty because from the federal government's point of view, an increase of five to 20 per cent royalty is not a huge reduction to the national coffer if the oil price is US$100 per barrel," he added. The federal government had also received a windfall through the Goods and Services Tax (GST) which he said was more than enough to compensate the 15 per cent reduction in oil and gas royalty. From Sarawak's point of view, the low oil price was an opportunity to request for the royalty increase. "This is because with oil prices having dropped 30 per cent from its highest point, the five per cent royalty collection is barely one third of the amount of royalty collection (recorded) during the heyday of high oil price," he added. -- theborneopost January 20, 2016, Wednesday | ||

(本报古晋19日讯)行动党国州议员张健仁吁请砂首长拿督巴丁宜丹斯里阿迪南沙登向砂人民坦白,他无法兑现把砂州石油开采税增加至20%的承诺,有关权益的争取已失败。 身兼古晋区国会议员及哥打圣淘沙区州议员的张健仁于今日召开新闻发布会时表示,国际油价截至昨天已跌至每桶28美元,然而,在油价大跌的情况下,阿迪南却宣布说为此搁置向联邦政府要求20%石油开采税一事。 他指出,阿迪南的这句话已暴露他争取有关权益已告失败,因为国际油价大跌,无论从联邦政府角度或州政府角度,都是最佳时机要求把砂州石油开采税增加到20%。 砂永远会被边缘化 他声言,从联邦政府的角度来看,国际油价大跌之际,把砂州石油开采税从5%提高至20%,所需要付给砂州的金额并不多,对于联邦政府的财政不会造成大影响,况且我国实施消费税之后,国家拥有额外的庞大收入,足以抵消联邦政府增加15%的砂州石油开采税的支出。 他继称,若从砂州政府的角度,此时此刻更需要争取把砂州石油开采税增加到20%,因为砂州每年的石油开采税大约是15亿令吉,如今国际油价下跌至少70%,等于砂州减少了10亿令吉的州收入。此情况下,州政府更需要把石油开采说从5%增加到20%,以维持原有的收入数额。 "我遗憾阿迪南以国际油价大跌为理由来搁置与联邦政府协商此事。这明显表示阿迪南已在此争取失败,所以找借口实施缓兵之计,希望人民过一阵子忘记这件事。" 他认为,只要砂州是国阵的一份子,砂州永远会被边缘化,无法争取回应有的权益。 "如果砂国阵是真心为民争取利益,应退出全国国阵。阿迪南是否有勇气和政治决心来做此事?或是阿迪南对于自己的下属没有信心,认为州内阁成员和其他国阵成员不会追随他?" JKKK seeks apology over allegations Posted: 19 Jan 2016 05:09 PM PST KUCHING: The Village Safety and Development Committee (JKKK) of Kampung Mentung Merau, Serian is seeking an apology from Augustine Bareng Jengka who has shouted abuse and made unfounded allegations against their committee members during a meeting on Jan 11. The meeting said a JKKK member Patrick Ahon was called by Augustine (a contract officer at the State Security Office) for their role in assisting the DAP's Impian Sarawak Medical Camp in the village on Jan 7. "In the meeting, I and the other coordinators were openly and rudely scolded for allowing the medical camp to be held in the village. Words like 'kurang biradat' (lack of manners) and 'Kai hormat' (no respect) and for bringing unwelcomed visitors to the village and others were labeled on us," said Patrick whose statement was read by DAP Serian branch chairman Edward Luak at the DAP headquarters here yesterday. Besides hurling abuse at the committee members, Augustine also alleged that the camp could be bringing bogus doctors whose treatments might endanger the lives of the people. The medical camp, he said, provided free medical and dental treatment and services to the rural people and was only meant for residents of Kampung Mentung Merau and the surrounding villages. The village headman, Stephen Juwe, was also informed and had in fact given his consent for the camp to be held in the village, which involved three medical doctors and three dentists. "More than 160 individuals sought medical and dental treatments as consultations, treatments and medicines were dispensed free of charge," he added. Meanwhile, DAP state chairman Chong Chieng Jen said he was appalled by Augustine's action, saying it was ridiculous to scold anyone especially those from the rural areas from getting free medical and dental services. Augustine's action also contradicted what Chief Minister Datuk Patinggi Tan Sri Adenan Satem had said, which was to look into the plight of the rural folk. "Developments are not only about money and infrastructure. It is also about education and health," said Chong, who is also Bandar Kuching MP and Kota Sentosa assemblyman. He also gave the assurance that doctors and dentists participating in DAP's Impian Sarawak Medical Camp were qualified doctors, many of whom were specialists in their fields. Posted: 19 Jan 2016 05:06 PM PST 《转载自 诗华日报》 (本报古晋19日讯)行动党砂州联委会主席张健仁抨击,地缘性政治,即砂州本土政党和西马政党的区分,与种族主义政治一样,都是煽动人民情绪来达到政治目的,冀望人民情绪盖过理智。 他表示,这种行为就是让人民只看政党的发源地,而不是看政党的政策与宗旨。 他指出,这是国阵分化人民的典型政策,最佳例子就是让人民存有"华人是奸商,马来人是懒惰"的思维,但是事实上不是所有从商者都是华人,很多马来人都很勤奋努力。 他声言,国阵领袖如今不断鼓吹地缘性的政治,是类似种族主义政治的手段,让人民以情绪来盖过理智。 也是古晋区国会议员兼哥打圣淘沙区州议员的张健仁于今日召开新闻发布会时,回答媒体关于国阵领袖呼吁砂人民拒绝外来政党的提问时,如此表示。 与此同时,他表示,这个政治手段就是让人联党走向灭亡的因素,因为该党内部分门别派,有福州帮、诏安帮、福建帮、广东帮之类,一直让该党分裂。 "这种地缘性政治一直都是砂人联党所鼓吹和实行的。这也造成人联党的分裂。因为不是以理智来分辨,而是以情绪来决定。" 他指出,国阵现在要用这种思维来荼毒砂州人民。 他相信砂人民的政治水平,不会轻易上了国阵的当。 "人联党在六七十年代,一直以地缘性政治的言论来打击行动党,如今已不凑效。阿迪南或许不了解历史,所以还在使用这个宣传方式。" 他继称,这50年来,土地政策和森林政策都是砂国阵政府实施,不是联邦政府的权利,然而,这些政策严重剥削砂州人民的资产,一手来自本地政党主导的政策。 他说,砂国阵领袖同样热情招待巫统领袖来砂拉越,而不是拒绝。 |
