SPEECH BY PENANG CHIEF MINISTER LIM GUAN ENG AT THE PRIVATE SCREENING OF THE HABITAT DOCUMENTARY FILM – "URBANIZED" ON 19 APRIL 2012, 11AM AT GSC, GURNEY PLAZA, PENANG

I would like to welcome all of you to this screening of the documentary "Urbanized" by Gary Hustwit, brought to you today by Penang Institute in conjunction with Think City.

This new documentary film is currently being screened and discussed in many places around the world. Not only does this film highlight many of the serious challenges that face an increasingly urban world, it also shows how some of these problems are addressed.

Over half the world's population now live in urban areas, and 75% will call a city home by 2050. However, while cities comprise less than 1 percent of the earth’s surface, they generate 75 percent of its greenhouse gas emissions.

In the context of an ever-expanding urban population, issues such as increasing cost of energy and climate change will result in greater competition for our declining resources. Hence, many of the urban challenges we face can only be resolved by changing the way we plan, build and manage our cities and urban areas.

Cities have always been sites of innovation and incubators of creativity. It is the flow of people, goods, energy, information and services that determine whether a city becomes a destination and habitat of choice. Therefore, the current set of challenges can be viewed as an opportunity for cities to forge a path that is more sustainable and driven by innovative ideas, new technologies and the creativity of its people.

This film will show us how other cities around the world are addressing their urban challenges, and through that perhaps it will also provide a lens for us to approach some of the issues that we face here in Penang.

After the film, we have a distinguished panel of professionals made up of planners, politicians, academics and urbanists who will provide their reactions to the film. Discussions on this issue are timely, and even more critical that it involves a broad range of stakeholders like what we have here today, from NGOs to members of local authorities to professional architects, planners and developers. All of you are responsible for the planning and development of our city and state and thus it is important that we are aware of the challenges of the modern world.

It is my hope that the following film will inspire ideas on how we go about planning together, to make Penang not only the most sustainable and liveable city in Malaysia and the region, but also to achieve our collective goal of becoming an international and intelligent city of the future.

There are 3 pressing habitat issues in Penang that requires urban solutions that offers sustainable development. One is traffic congestion. Unfortunately traffic congestion in Penang as a result of policy failure and leadership apathy and neglect over the previous 18 years, can not be overcome overnight.

The state government through the 2 local authorities of Majlis Perbandaran Pulau Pinang(MPPP) and Majlis Perbandaran Seberang Perai(MPSP) had undertaken:-

• short-term measures of forcible clamping and removal of vehicles that block traffic, synchronization of traffic lights and redirection of traffic flows;

• medium-term measures of widening roads and building lay-bys and connecting roads to widen transport accesses;

• long-term measures of at least 4 major infrastructure structures project to provide four lane highways to connect heavily congested areas, including a 3 rd link between Gurney Drive and Butterworth through Malaysia's first underground sea tunnel.

The Penang PR state government has also help to fund the RM3.2 millon Penang Transport Master Plan(PTM). Even though 2 proposals are mooted by the transport consultants, certain irresponsible parties appear to blame the state government for either ignoring the PTM or not developing public transport.

The Penang state government agrees that public transport is the most coherent and effective method to reduce traffic congestion in line with the principle of moving people, not vehicles. Unfortunately the state government has no control over public transport which is a Federal jurisdiction. So powerless is the state government that we have no powers to impose meters on taxis or even ask buses to provide for free bus services paid by the state government.

The PTM consultants realizes the limits of state government's powers and is making two proposals,

1. a RM13 billion balanced public transport option assuming full co-operation and assistance from the Federal government; and

2. a RM12.5 billion highway option as a fall-back position of 7 highways, including the state government's 4 infrastructure projects, in the event federal co-operaton and assistance is not forthcoming. So far, the Federal government has not fulfilled its promised monorail/tram or road by-pass as promised before the 2008 general elections.

In other words, the traffic consultants' 7 proposed highways is more than the 4 proposed by the state governments.

Two, habitat protection requires rigorous enforcement and restrictions on hillslope development. The PR state government is proud of our record of not approving any hillslope development and has asked the local authorities to ensure compliance. I have been informed by the two local authorities that any hillslope developments are either approved are undertaken by the previous state government.

Unfortunately, such approvals given by the previous state government is still in legally in force and the procedures that follow from such approvals usually can not be stopped. As a rules-based government, the present state government has to observe the laws and respect approvals given, even though it is from the previous state government. Again those who try to pin the blame on the state government for any hill-slope development should explain why they gave approvals in the first place.

Thirdly provide affordable housing. The PR Penang State government will be outlining a complete and holistic framework of providing affordable housing to Penangites involving not just the government but also the private sector. For the past four years, the state government has saved and gathered funds. An initial sum of RM500 million and free land has been provided for this purpose with the first project of 12,000 units in the new satellite town of Batu Kawan. More of such affordable projects will be proposed, including on the island of Penang.

As a first step to protect the interests of local Malaysians, the state government is proposing to increase the minimum limit for foreign purchases of all properties from the existing level of RM 500,000 to RM1 million with a higher limit of RM 2 million for landed properties only in Penang island and retaining the present RM 500,000 limit for Permanent Residents.

In 2010 and 2011 there were 774 and 890 property transactions involving foreigners. These transactions constitute only 2.98% and 2.26% respectively of the total number of transations in Penang. However to protect the interests of locals to ensure that they enjoy priority for less expensive properties, this restriction will help to provide a level playing field since foreigners have the advantage of a higher currency.

The Penang state government stresses that we welcome foreign participation in our economy including our property market. The state government feels that foreign participation can be profitable to both Penangites and foreigners in the higher end market where they can add value by helping Penang to transform itself into an international and intelligent city.

We would like to get feedback and opinions from NGOs, property developers, foreigners and the public on this proposal. The state government hopes to implement this proposal the earliest by 1 June 2012 or the latest by 1 July 2012.

Kerajaan Negeri bercadang untuk meningkatkan had minimum untuk pembelian hartanah untuk pembelian asing daripada tahap yang sedia ada RM500,000 kepada RM1 juta dengan had yang lebih tinggi sebanyak RM2 juta untuk hartanah di Pulau Pinang sahaja dan mengekalkan had RM500, 000 sekarang kepada penduduk tetap.

Terdapat 3 isu penting di Pulau Pinang yang memerlukan penyelesaian urban yang menawarkan pembangunan mampan. Salah satunya ialah kesesakan lalu lintas. Malangnya kesesakan lalu lintas di Pulau Pinang adalah disebabkan kegagalan dasar dan sikap tidak ambil peduli kepimpinan dan pengabaian yang dilakukan sepanjang 18 tahun sebelumnya, dan tidak boleh diatasi dengan sekelip mata.

Kerajaan Negeri melalui 2 pihak berkuasa tempatan Majlis Perbandaran Pulau Pinang (MPPP) dan Majlis Perbandaran Seberang Perai (MPSP) telah melaksanakan :-
• Langkah jangka pendek dengan tindakan "clamping" dan mengurangkan kenderaan yang menghalang lalulintas, penyelarasan lampu isyarat dan peralihan aliran trafik.
• Langkah jangka sederhana dengan meluaskan jalan dan membina ‘lay-bys’ dan menyambung jalan untuk kemudahan mengakses pengangkutan
• Langkah jangka panjang dengan pembinaan sekurang-kurangnya 4 struktur projek infrastruktur utama untuk menyediakan empat lorong lebuh raya menghubungkan kawasan kesesakan teruk termasuk lingkaran ketiga antara Persiaran Gurney dan Butterworth melalui terowong bawah laut yang pertama di Malaysia.

Kerajaan Negeri PR Pulau Pinang juga telah membantu membiayai RM3.2 juta untuk Pelan Induk Pengangkutan Pulau Pinang (PTM). Walaupun 2 cadangan yang dicadangkan oleh perunding pengangkutan, beberapa pihak yang tidak bertanggungjawab muncul untuk menyalahkan Kerajaan Negeri untuk sama ada tidak mengendahkan PTM atau tidak membangunkan pengangkutan awam.

Kerajaan Negeri Pulau Pinang bersetuju bahawa pengangkutan awam adalah kaedah yang paling koheren dan berkesan untuk mengurangkan kesesakan lalu lintas sejajar dengan prinsip pergerakan manusia, bukan kenderaan. Malangnya Kerajaan Negeri tidak dapat mengawal pengangkutan awam yang mana ia merupakan kuasa Kerajaan Persekutuan. Disebabkan tiada kuasa tersebut, Kerajaan Negeri juga tidak mempunyai kuasa untuk mengenakan meter pada teksi atau juga meminta bas untuk menyediakan perkhidmatan bas percuma yang dibayar oleh Kerajaa Negeri.

Perunding PTM sedar had kuasa Kerajaan Negeri yang terhad dan membuat dua cadangan ,

1- RM13 bilion diperlukan untuk mengimbangi pengangkutan awam dengan menganggap mendapat kerjasama penuh dan bantuan daripada Kerajaan Persekutuan
2- RM12.5 bilion diperlukan untuk kos pembinaan 7 lebuhraya termasuk 4 projek infrastruktur Kerajaan Negeri sekiranya peruntukan Kerajaan Persekutuan tidak berhasil. Setakat ini Kerajaan Persekutuan tidak memenuhi janji untuk menyediakan monorel/trem atau jalan by-pass seperti yang telah dijanjikan sebelum pilihan raya umum 2008.

Dalam erti kata lain, 7 proposal lebuhraya yang dicadangkan oleh perunding trafik adalah lebih baik daripada 4 yang dicadangkan oleh Kerajaan Negeri.

Kedua, perlindungan habitat memerlukan penguatkuasaan yang ketat dan sekatan ke atas pembangunan cerun bukit. Kerajaan Negeri Pakatan Rakyat sangat berbangga dengan rekod tidak pernah meluluskan sebarang pembangunan cerun bukit dan telah meminta pihak berkuasa tempatan memastikan pematuhan ini dipatuhi. Saya telah dimaklumkan oleh kedua-dua pihak berkuasa tempatan bahawa mana- mana pembangunan cerun bukit diluluskan dan dilaksanakan oleh Kerajaan Negeri terdahulu.

Malangnya, kelulusan yang diberikan oleh Kerajaan Negeri terdahulu masih sah di sisi undang-undang berkuasa dan mengikut prosedur kelulusan seperti tersebut biasanya tidak boleh dihentikan. Sebagai kerajaan yang berasaskan undang-undang, Kerajaan Negeri sekarang perlu mematuhi undang-undang dan menghormati kelulusan yang diberikan walaupun ia adalah dari Kerajaan Negeri sebelumnya. Sekali lagi mereka yang cuba untuk menyalahkan Kerajaan Negeri untuk mana-mana pembangunan cerun bukit perlu menjelaskan mengapa mereka memberikan kelulusan di peringkat pertama terlebih dahulu.

Ketiga, menyediakan perumahan mampu milik. Kerajaan Negeri Pakatan Rakyat Pulau Pinang akan menggariskan rangka kerja yang lengkap dan holistik untuk menyediakn perumahan mampu milik kepada rakyat Pulau Pinang, bukan sahaja oleh kerajaan tetapi juga oleh sektor swasta. Sejak 4 tahun yang lalu, Kerajaan Negeri telah berjimat dan mengumpul dana. Sebagai permulaan, sejumlah RM500 juta dan tanah percuma telah disediakan untuk tujuan projek pertama iaitu membina 12,000 unit di bandar satelit baru di Batu Kawan. Lebih banyak projek rumah mampu milik akan dicadangkan termasuk di kawasan pulau di Pulau Pinang.

Sebagai langkah pertama untuk melindungi kepentingan rakyat Malaysia, Kerajaan Negeri bercadang untuk meningkatkan had minimum untuk pembelian hartanah untuk pembelian asing daripada tahap yang sedia ada RM500,000 kepada RM1 juta dengan had yang lebih tinggi sebanyak RM2 juta untuk hartanah di Pulau Pinang sahaja dan mengekalkan had RM500, 000 sekarang kepada penduduk tetap.

Pada tahun 2010 dan 2011, terdapat 774 dan 890 transaksi harta yang melibatkan warga asing. Urus niaga ini hanya 2.98% dan 2.26% masing-masing daripada jumlah bilangan transaksi di Pulau Pinang. Walau bagaimanapun untuk melindungi kepentingan penduduk tempatan untuk memastikan mereka menikmati keutamaan membeli hartanah yang lebih rendah, sekatan ini akan membantu menyediakan persaingan yang adil kerana warga asing mempunyai kelebihan mata wang yang lebih tinggi.

Kerajaan Negeri Pulau Pinang menekankan bahawa kita mengalu-alukan penyertaan warga asing dalam ekonomi kita termasuk pasaran hartanah kami. Kerajaan Negeri merasakan bahawa penyertaan warga asing ini boleh menguntungkan kedua- dua rakyat Pulau Pinang dan warga asing dalam pasaran yang lebih tinggi di mana mereka boleh menambah nilai dengan membantu Pulau Pinang untuk menjadi bandar antarabangsa dan pintar.

Kami ingin mendapatkan maklum balas dan pendapat daripada NGO, pemaju hartanah, warga asing dan orang awam mengenai cadangan ini. Kerajaan Negeri berharap dapat melaksanakan cadangan ini paling seawal 1 Jun 2012 atau 1 Julai 2012 (terkini).

槟城提议,把外国人在槟岛购买房产的最低价格,从现有的50万令吉,增加至100万令吉,而有地房产的最低价格则为200万令吉,至于永久居民的房产购买价维持在最低50万令吉。

在槟州有三项居住问题需要可持续发展的都市问题解决方案。第一、交通拥挤。不幸的是,槟城的交通拥挤是过去18年来政策失败及领袖漠视的结果,不是地朝一夕可以解决的。

州政府通过槟岛市政局和威省市政局采取了下列措施:

• 短期措施:强制性锁车轮及移走阻碍交通的交通工具、让交通灯同步、重新规划交通流向。

• 中期措施:加宽道路及建筑物的避车道,把道路与交通连接起来。

• 长期措施: 进行四项基础建设,以提供四条通道的高速公路,连接严重塞车的地方,包括连接关仔角和北海的海底隧道。

槟州民联政府也资助了320万令吉的槟州交通大蓝图。虽然已有交通顾问提呈了两份计划书,一些不负责任的人士却责怪州政府不理会交通大蓝图、或说我们没有发展公共交通。

州政府认同公共交通是最明显、最有效地改善交通阻塞问题的方式,这个原则就是"移动人,而不是移动交通工具"。不幸的是,州政府没有公共交通控制权,那是联邦政府的权限。州政府完全没有权力,我们不能制订德士的计费表、就连州政府自掏腰包要巴士公司提供免费服务的权力也没有。

交通大蓝图顾问意识到州政府的权力有限,他们提出两项建议:

1. 130亿令吉的平衡公共交通,这假定获得联邦政府的全面支持和协助

2. 125亿高速公路做为应对计划,兴建7条高速公路,包括州政府的四项基础建设,这是联邦政府如果不合作、不帮忙的情况下的应对计划。到目前为止,联邦政府还没有兑现他们在2008年大选的承诺,兴建轻快铁或交替公路。

换句话说,交通顾问建议增加7条高速公路,比州政府建议的还多。

第二、人类居住地的保护需要严厉执法及限制山坡发展。民联政府在任期间,从未批准任何山坡发展,并要求地方政府严格遵守。两个地方政府告诉我,现有的山坡发展计划,都是前朝政府批准的。

不幸地,这些前朝政府批准的计划,在法律上依然有效,通常我们不能停止已批准工程的程序。做为一个法治政府,现任政府必须遵守法律、遵重已批准的事项,即使那是前朝政府批准的。因此,那些想到责怪州政府进行山坡发展计划的人士,必须首先解释为何他们当初批准这些计划。

第三、提供可负担房屋。槟州民联政府会继续规划全盘计划来为槟州人民提供可负担房屋,不只是政府,私人界也将涉及。过去四年,州政府一直在筹集资金。我们已经获得一笔5亿令吉的初始基金,并在峇都加湾卫星市分配地段兴建1万2000个单位。我们将建议更多类似的计划,包括槟岛。

做为保护本地人利益的措施,州政府提议,把外国人在槟岛购买房产的最低价格,从现有的50万令吉,增加至100万令吉,而有地房产的最低价格则为200万令吉,至于永久居民的房产购买价维持在最低50万令吉。

TARBIYAH, IMAN DAN AMAL MENGHADAPI PILIHAN RAYA - PESURUHJAYA PAS PERAK

TELUK INTAN, 19 April - Tarbiyah, iman dan amal antara perkara yang perlu diberi keutamaan ketika para petugas menjalankan gerak kerja pilihan raya. Itu adalah antara intipati ucapan yang disampaikan oleh Pesuruhjaya PAS Negeri Perak Ustaz Abu Bakar Hussin semasa merasmikan Mesyuarat Agung Tahunan PAS Kawasan Teluk Intan Kali Ke-38. Mesyuarat telah diadakan di Dewan MPTI, Bandar Baru Teluk Intan.

Menurut Ustaz Abu Bakar, aspek tarbiyah amat penting dalam berhadapan dengan musuh pilihan raya kelak yang menuntut kepada ketahanan mental, iman dan amal. Di samping itu, beliau juga menyarankan kepada semua ahli agar beberapa perkara yang perlu diberi perhatian di dalam keghairahan melakukan gerak kerja pilihan raya. 



Selain tarbiyah, aspek kekeluargaan juga tidak boleh dipinggirkan sehingga melupakan tanggungjawab keluarga seperti anak-anak dan isteri.

"Jangan meminggirkan keluarga seperti isteri dan anak-anak di dalam program-program parti. Biarlah keluarga kita juga turut mendapat ruh jemaah itu. Selain itu, aspek pendidikan anak-anak juga perlu diberi perhatian," .
Sebahagian daripada perwakilan DHPP yang diketuai Sdr. Hacharan Singh.

Di samping itu, ahli-ahli PAS perlu terlibat di dalam aktiviti kemasyarakatan, pembinaan diri yang berintegriti, penampilan diri, sikap positif dan sebagainya kerana kesemuanya itu sentiasa diperhati dan dinilai oleh masyarakat.

Pesuruhjaya PAS Perak itu juga meminta setiap jenter pilihan raya agar menumpukan perhatian kepada gerak kerja pilihan raya seperti persiapan logistik, dana, gerak saraf di samping sentiasa melihat kemampuan musuh agar sebagal gerak kerja tersebut mampu menggerunkan musuh.
Ustaz Abu Bakar menyampaikan sijil kepada wakil cawangan.


Selepas itu, Ustaz Abu Bakar telah menyampaikan anugerah kepada cawangan-cawangan yang berjaya iaitu Anugerah Pengurusan Kewangan Terbaik (Yuran Ahli) yang dimenangi oleh PAS Cawangan Kg. Padang Tembak. Anugerah Pengurusan Kewangan Terbaik (Infak Wajib) dimenangi oleh PAS Cawangan Rumah Awam manakala PAS Cawangan Desa Aman memperoleh Anugerah Unit Peti Undi (UPU) Terbaik bagi kategori Bilik Gerakan.

Sebelum itu, di dalam ucapan aluan, Yang Di Pertua PAS Kawasan, Ustaz Ismail Che Nik telah menggariskan beberapa perkara yang perlu diberi perhatian oleh para perwakilan. Antaranya beliau meminta setiap cawangan memperkasakan program tarbiyah khususnya usrah kerana cawangan yang akan cemerlang apabila aktiviti usrah berjalan baik.

Beliau juga meminta para ahli cawangan tidak mengklasifikasikan pimpinan tertentu. Sepatutnya setiap ahli perlu ada sikap wala dan taat selagi pimpinan tidak terkeluar daripada landasan syariat.Beliau juga meminta setiap unit peti undi (UPU) digerakkan dengan lebih aktif lagi lagi serta memberi sokongan kepada calon parti yang bakal bertanding kelak.

Seorang perwakilan Dewan Muslimat mengambil bahagian perbahasan usul.

Timbalan Ketua DHPP kawasan, Sdr. Sarguna a/l Sengalarian mengambil bahagian dalam ucapan penangguhan.

Tiga usul telah diperbahaskan dan diterima oleh para perwakilan iaitu usul penyegeraan pembinaan sebuah Kompleks PAS Kawasan yang baru, usul pemilihan calon PR yang berintegriti dan amanah serta usul mewujudkan Unit Baitul Muslim peringkat PAS kawasan.
YB Anuar Sudin menyampaikan sumbangan kepada wakil cawangan.


Di dalam majlis tersebut juga, pihak ADUN Changkat Jong telah menyampaikan 30 hamper kepada sepuluh cawangan untuk diagihkan kepada golongan yang memerlukan.

There are enough evidences provided which you posted in your blog that more people are aware and they especially the voters on fences are looking whether Najib has the guts and fulfill his pledges to serve the Rakyat and not prejudice to protect a few when 100,000++ livelihood are at stake.

YB Wee, this is off topic a little but it is one BIG talking point and layered with scandals. The move from Subang to KLIA.

There was a briefing by HR of MAS on the move. It seems that the top management is bulldozing their way through with the move. Everything about cost of move is confidential. The REAL reason behind the move is confidential. They give lame excuses like wanting everyone to be together, save cost – WHAT COST?! They are quiet to even attempt answering the additional cost to staff. All they focus is cost to the company. Staff are sh*t to them.

They say they will look into easing the burden BS! The stupid shuttle which would be from 5 pick-up points i.e. Kelana Jaya, Subang etc. departs only 3 times in the morning at 6am, 6:30am and 7am if I’m not mistaken (someone else can confirm this for me).
Question: We have more than 1K staff affected, and this is going to be a nightmare! Some come from areas like Cheras and are forced to take the KLIA transit monthly pass. Bottom line is, the normal staff have to account for travel from home to pick-up points and another 45mins to 1hour of travel time to KLIA just to work everyday, 2 hours to get to work, 2 hours to get home! What kind of productivitiy is this??? What logic is in our Monkeys’ heads????! (MD and the trio have drivers to pamper them around, petrol is free for them so they don’t give a damn)

To add to the stress, we have financial stress given that staff will need to pay for these shuttles ourselves! WTF! Easily this adds additional RM500 per month per staff minimum if we choose to use the shuttle. If we were to drive, easily RM1K + additional costs.

The annual increment (if we do get it also lah) is peanuts to cover this additional costs. Top management earn big bucks and it is peanuts to them. They live like KINGS and we staff suffer like slaves to MAS. They say they care but their actions speak otherwise – hypocrites!

Staff are already demoralized and this firmed move by September 2012 is even more demoralizing to staff. We really have no motivation to work everyday. Everyday is a struggle. The leaders want us to work as one team and yet they squeeze us to the very bone and laugh up there. Devils!

Every reasoning given by MD is pure BS! Imagine him saying in one of the earlier townhall sessions that the move was because management found it hard to move around the 4 buildings. He said it was to get people together. BUT at what cost?! Moving around the 4 buildings is such a chore for this lazy b*st*rds when I have never heard any such ridiculous and childish complaints from previous management. They are worse than a child and are covering up something REALLY BIG.

I have been hearing more and more about a plan for TF to take up the area to build his Tune hotel and also the private jet service, also a engineering/training school. If this is true and I think it is a high possibility of coming through, why in the world does a rakyat-owned GLC company have to kautau to one single TF?! Who the hell does he think he is?! Khazanah is in cahoots as well???!

Semua tak ada maruah langsung. Devils in disguise. Is this the Malaysia we want our children to grow up in?! This move to KLIA is so secretive that the cost of moving is never revealed. They also talk about giving each staff RM3K once the move is completed. RM3K is bribe money for the move?! I’d rather through this in AJ and Danny and MD N and TF’s face!!!!!!!! They think we are so cheap and stupid?!

I hear that this move to KLIA is also a sneaky way for the top cheapos to get rid of staff. They cannot afford any seperation scheme so they use this move (btw I also heard this is Plane Consults doing) to trim staff the ‘humane’ way. Penalize me or not, top management are a bunch of secretive sh*T heads and therefore we have to rely on many other sources to get news. YOU forced us to do this. Bring it on!

Dear YB, its high time for you to engage all mainstream newspapers to highlight this issue to mass public. Have a press conference together with all those MPs (both pros and oppositions) who support you after Parliament session. See whether they dare to publish your findings as in your blogs. God willing..some newspapers will have sympathy on whats going on here and see what the public reactions will be. MAS is dying…there’s not much time left.

"Even though the developer only completed the project last year, we are glad that the wait is over.

"We will move in as soon  as  possible as we are now living with relatives in Taman Melawati."

Taxi driver Khairrudin Mohamad, 50, however, will have to wait a little longer as  he has to settle   some   payments owed to the developer, Scenic Marina Sdn Bhd.

"We have paid the utility deposit of RM640 but were told that we will not be able to get the  keys until we settle the four months maintenance deposit of RM49 (per month). It is a burden for us as we are already paying a monthly installment of RM260 for the new unit as well as RM500  rent for the place we are staying at."

The project, developed by Triumph City Development Sdn Bhd as landowner and Scenic Marina as developer, has 660 units with carpark facilities on a 2.17ha plot that  was approved in 2001.

The developer started work in June 2003. The Ampang Jaya Municipal Council issued the certificate of fitness to the developer last month.

The units were offered for sale to former squatters in Hulu Kelang district, including Kampung Kemensah, Kampung Fajar, Kampung Bukit Permai, Kampung Seri Lembah Keramat, Kampung Batu 8, Kampung Selamat Tambahan, Lorong Enggang Selatan, Kampung Pinggiran Sungai AU3, Kampung Pakat Setia, Lorong Enggang 23, Lorong Enggang 15 and Kampung Pinggiran Ukay.

Menteri Besar Tan Sri Abdul Khalid Ibrahim informed property buyers of the latest update on the project at the AU2 community hall in Taman Sri Keramat recently.

 He said it was among the delayed projects that were  completed after intervention by the state government.

"In Ampang, three projects were  delayed -- Flat Berembang Indah, Damai Bistari and  Taman Ukay Indah flats.

"We are  in the process of reviving abandoned housing projects in the state and have facilitated the process which saw about 10,000 housing units delivered to buyers since 2008."

Also present were state executive councillor Iskandar Samad, Ampang Jaya Municipal Council president Datuk Mohamad Yacob and secretary Abdul Hamid Hussain - NURADZIMMAH DAIM, NST STREETS.

RESIDENTS GET LEACH BINS.

PANDAN INDAH, 27 MARCH 2012 : RESIDENTS of low-cost flats in Jalan Pandan Indah 3/3 now have 10 new leach bins to dispose of their garbage properly.

The new leach bins, each with the capacity of 1,100 litres, were provided by Ampang Jaya Municipal Council (MPAJ) and Cempaka assemblyman Iskandar Abdul Samad.

It was the third time the bins had been given to them.

Ampang Jaya Municipal Council deputy president Abd Hamid Hussain said the previous leach bins had been badly damaged. There were either burnt or destroyed by vandals.  

"It is the flats management's responsibility to provide new bins but they do not have any.

"We hope that this time round, the residents will take good care of the bins as the bins are not cheap," said Hamid at the event to hand the bins over to the residents recently.

He also said the residents should get rid of their trash responsibly by putting them in plastic bags, properly tied up, before throwing them away.

"By dumping the garbage into the bins, waste collection will become an easier task.

"Plastic bags should be thrown into the bins and not scattered about as this will attract strays to the garbage to scavenge for food," said Hamid, adding that it is the residents duty to keep the surroundings clean.

Iskandar, who is also Selangor Housing, Building Management and Squatter committee chairman, was also present at the event.

Iskandar  said any low and medium-cost flats in the state can apply for the Caring Government for Residents' Improvement Aid (Ceria).

"It is open to low and medium-cost flats in Selangor, but the application must be made by the flats' joint management bodies," said Iskandar.

The aim of the scheme is to give the flats a new coat of paint; repair facilities such as lifts  as well as  replace old roofs and attend to  sewage problems.  

A total of RM9.7 million had been allocated to the scheme, which  will stretch till  next year. One hundred  low- and medium-cost flats will  benefit from the scheme.

Commenting on the issue of parking problems at low and medium-cost flats, Iskandar said the state government is still looking for a solution.

"Previous guidelines stated that for every two houses, there should be one parking space. But now, even by giving each house a parking space, the problem is still unsolved as each household has at least two cars," he said

Iskandar added there are suggestions of taking over a vacant space nearby the flats and turning it into an open parking space and charging the residents for additional parking space - NOR AIN MOHAMMED RADHI, NST STREETS.

Residents in Pandan Jaya want broken drains to be fixed.

PANDAN JAYA, 14 APRIL 2012 : RESIDENTS in Block M15 in Pandan Jaya, Ampang have highlighted several problems that the construction work of the Besraya Highway has brought to their neighbourhood.

Among their complaints include broken drains, pools of stagnant water and chopped trees.

To address these issues, State Housing, Building Management and Squatters committee chairman Iskandar A. Samad visited the site with Besraya representatives recently.

Eyesore: The collapsed drain filled with mud and stagnant water.

Iskandar said Ampang Jaya Municipal Council (MPAJ) and Besraya Sdn Bhd should look into the drains as it affects livelihood of the people.

"Some of the other concerns include road markings, which have created confusion for motorists.

"As for the felled trees, I hope Besraya can do something about it.

"The residents also complained about unfinished pipeworks," he said.

Iskandar said Besraya would start erecting columns for its elevated sections.

Greening the area: Residents want trees that were felled to be replanted along Jalan Pandan 1.

"We hope there will not be works carried out after 7pm and only minimal disruption takes place as the surrounding areas are residential," he said.

He added that MPAJ and Besraya must be on top of things to monitor work carried out throughout the construction period.

"Perhaps Besraya can come up with some kind of corporate social responsibility programme for residents having to cope with problems stemmed from construction work," he said.

Besraya general manager Wan Salwani Wan Yusoff said they had taken note of the complaints.

"We will ensure security and safety are top in out list while minimising the effects of roadworks on the residents.

"As for the unfinished pipeworks, the pipes belonging to Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) will have to be relocated.

"It will take two to three months for pipeworks to be completed," she said.

Wan Salwani added that the link to Pandan Jaya MRR2 is expected to be completed January 2014.

The Besraya Eastern Expansion (BEE) project provides an alternative route for traffic from east Kuala Lumpur heading south along the Sungai Besi Highway, bypassing the congested MRR2.

BEE will also have a 20-lane toll plaza, the rates will be decided upon later.

The project is expected to be completed by 2014 - FAZLEENA AZIZ, STAR METRO.

School proposes one-way traffic flow

A ONE-way traffic system has been proposed for Jalan Ibbetson in Air Itam, Penang, during peak school hours.

The proposal was made by SJK (C) Chung Hwa Confucian A & B due to traffic woes faced by the two schools which share the same premises along the road and have a combined enrolment of 1,350.

Air Itam assemblyman Wong Hon Wai said the school authorities requested that the 200m-long road be made one way from 7am to 8am and 1pm to 2.30pm.

"These two periods are the busiest times when parents send and pick up their children. We will hold discussions with the Penang Municipal Council to see if the proposal can be implemented.

"In addition, we are also getting feedback from the school opposite, SJK (C) Shang Wu on their traffic condition," Wong said, adding the authorities would also get the opinions of other stakeholders including some 55 families there.

"We hope to come up with the best solution for all," he added.

Municipal councillor L. Prem Anand said the newly-formed MPPP Traffic Sub-Committee for Schools would look into the matter and come up with a decision soon.

Penipuan Daftar Pemilih Demi Melayu?

Semasa isu penipuan daftar pemilih dibawa ke kampung-kampung, kedengaran adanya usaha pihak UMNO mempertahankan amalan ini atas hujjah ianya dilakukan kononnya untuk menjamin kelangsungan pemerintahan dan kuasa politik Melayu. Hujjah ini jelas satu pembohongan dan merupakan usaha terdesak UMNO untuk kekal berkuasa! Sebenarnya yang ingin dipertahankan adalah penerusan kekuasaan UMNO dan demi itu mereka sanggup menipu rakyat dengan menggadaikan kedaulatan Negara. Tindakan penipuan ini, termasuk persoalan menjual kerakyatan demi undi, adalah merupakan satu tindakan khianat yang wajib dikutuk semua pihak.

Sepertimana yang diketahui umum, semua calon-calon UMNO bertanding melawan calon Melayu juga, samada dari PAS atau PKR. Oleh itu, jumlah kerusi yang akan dipegang oleh wakil rakyat Melayu tidak akan berkurangan. Ianya akan tetap sama. Yang bezanya ialah yang pernah dipegang oleh Melayu UMNO akan dipegang pula oleh Melayu PAS atau PKR. Oleh itu persoalan kelangsungan pemerintahan dan kuasa politik Melayu tidak timbul. Soal demi Melayu adalah hanya satu pembohongan sepertimana juga persoalan rasuah diambil demi Melayu! Kalau Melayu tidak ambil rasuah, nanti orang lain ambil!

Persoalannya sekarang ialah jenis pemimpin Melayu yang bagaimana yang ingin disokong oleh masyarakat Melayu di Negara kita ini? Melayu rasuah, perkauman, fitnah dan tidak amanah atau yang sebaliknya? Sekiranya yang rasuah, perkauman, fitnah dan tidak amanah adalah pilihan hati sekalipun, ianya tidak merupakan hujjah untuk menyokong tindakan penipuan dan pengkhianatan yang sedang dilakukan UMNO dewasa ini berhubung daftar pemilih.

Ada juga yang terus diajar UMNO bahawa penipuan, rasuah, fitanh dan sebagainya adalah kebiasaan dalam alam politik. Politik sememangnya kotor, kata mereka lagi; dan siapa sahaja yang memimpin, mereka akan buat juga sepertimana UMNO sedang lakukan sekarang. Dalam erti-kata lain, 2x5, 5x2 dan oleh itu tidak perlu membawa perubahan.

Golongan sebegini, yang bercakap kononnya untuk membela nasib orang Melayu dan adalah pejuang Melayu sebenarnya menghina bangsa Melayu dan ingin bangsa sendiri hancur atas sebab akhlak buruk yang dikekalkan. Mereka beranggapan bahawa bangsa Melayu ini sebagai bangsa yang paling tidak bertamaddun di dunia sehingga tidak mampu membebaskan diri dari amalan-amalan terkutuk seperti rasuah, fitnah, perkauman, salah guna kuasa dan sebagainya.

Masyarakat Melayu perlu melepaskan diri mereka dari fahaman sebegini dan yakin akan kemampuan bangsa untuk menghasilkan pemimpin-pemimpin yang bersih dari sifat-sifat terkutuk seperti di atas. Memang benar bahawa tiada yang maksum, tetapi itu bukan alasan untuk terus menyokong pemimpin yang mengkhianati amanah yang diserahkan kepada mereka oleh rakyat. Kelemahan pasti ada dan setiap kelemahan perlu ditegur dan diperbetulkan, bukan 'diharuskan' atas alasan tiada yang maksum!

PAS bersama PR memberikan harapan baru kepada masyarakat Melayu. Bersama kita menawarkan saff pimpinan Melayu yang bersih dari rasuah dan sifat-sifat terkutuk seperti yang disebutkan. Pada masa yang sama sesiapa yang terbukti bersalah melakukan rasuah dan penyelewengan akan dikenakan tindakan dan ditolak.

Hanya yang tidak yakin akan kemampuan bangsa untuk menghasilkan kepimpinan bersih dan berakhlak akan menolak tawaran PAS dan PR. Sambil yang yakin dengan kemampuan bangsa, berdasarkan ajaran Islam, akan menyokong dan menerima PAS dan PR. Pilihan ditangan anda.
