Section 12 rezoning plan raises eyebrows

PETALING JAYA: Residents of Section 12 here were shocked to find a notice from the Petaling Jaya City Council (MBPJ) in their mailboxes on Sunday informing them of a rezoning proposal.

The notice said five parcels of land in the area would be rezoned from commercial and residential, to fully commercial.

Puzzled by this development, Subang Jaya assemblyman Hannah Yeoh and Residents Association of Section 12 Petaling Jaya president Datuk A. Narayanan have called for an explanation and transparency from the council and mayor Datuk Roslan Sukiman.

Yeoh is looking after Bukit Gasing, which includes Section 12, following the death of assemblyman Edward Lee.

Narayanan said the residents were against the plan to rezone the five parcels of land.

"Our main concern is the traffic congestion will get worse and the security of residents and their properties will be jeopardised because of the increased number of people, he said.

He said the residents had not been informed of the proposal earlier.

"None of them was called up or briefed by the council on the proposal to rezone the five parcels of land," he said.

Even councillor Richard Yeoh, who was present at the press conference, claimed to have no knowledge of it.

"Not only did the council fail to follow proper procedures, it should have treated the residents better instead of placing the notice containing insufficient and confusing information in their mailboxes," he said.

"The information was on a small piece of paper and they call that a proper announcement?"

Hannah clarified that an announcement was published in an English daily on March 29 but it was "too small and lacking in vital information" on the rezoning proposal.

"The announcement was also made without any consultation with the residents or councillors," she said.

"Despite raising the matter with the mayor, the council proceeded to issue them with notices regarding the rezoning plan in their mailboxes.

"The notices did not contain any additional information."

Checks on the council website revealed the rezoning proposal covered an empty lot next to Armada Hotel, which is presently gazetted for a petrol station and parking lot, the Filem Negara land, the controversial Universiti Malaya land and two other parcels of land in Section 12.

Last month, Menteri Besar Tan Sri Abdul Khalid Ibrahim told The Malay Mail the proposed RM1.25 billion Universiti Malaya Health Metropolis in Section 12 would boost Petaling Jaya's credentials as a service-oriented city.

He had said the council should call for a town hall meeting to hear of any objections before the area gets converted into a commercial zone.

On Dec 7, the council's One-Stop Committee (OSC) rejected the proposed development for contravening basic planning laws as the residential area had not been rezoned.

Universiti Malaya vice-chancellor Tan Sri Dr Ghauth Jasmon later submitted an appeal to the Selangor Appeals Board on Jan 12.

The medical hub was proposed to be built in Jalan 12/5, which is now occupied by 30 bungalows and zoned as residential or limited commercial.

Residents opposed the project claiming it would result in heavy traffic and parking woes in the otherwise quiet neighbourhood bordering busy Jalan Universiti.

SUBANG JAYA, APRIL 13 2012: THE agony of breathing in a foul stench in the night and early morning for almost a week by Subang Jaya residents will soon be over.

The source of the 'ammonia-like' stench which lingered in the air especially during the nights and early morning around SS13, SS14, SS18, USJ2, USJ3 and even USJ4 since April 7 has been discovered by the Department of Environment Selangor.

"Our team was mobilised to Subang Jaya on April 10 after receiving complaints from the public and reports from the SS17 Fire & Rescue Department and ADUN Subang Jaya Hannah Yeoh of the mysterious stench that affected many areas in the neighbourhood."

"Investigations from our checks of all the factories in the SS13 industrial zone took us to the IWK oxidation pond in SS13," Selangor Department of Environment enforcement officer Zulaikha Mokhtar said to SJ Echo.

She said many of the aerators in the two oxidation ponds were not function.

"There are supposed to be 5 aerators in each pond running at all times. We found only one aerator functioning in one pond while the other only had 3 aerators running."

"We have requested a full report from IWK on this and have asked them to immediately get their aerators running," she said, adding that IWK had also been asked to service and maintain the facility regularly to avoid such an incident from recurring.

Zulaikha said due to the breakdown of the aerators, there was insufficient oxygen to treat the waste in the oxidation pond, resulting in the stench that left many residents with the agony of having to bear with the inconvenience.

At least one child with asthma problem had to be rushed to a clinic for medical attention on April 7 evening because he encountered breathing difficulties.

"IWK officials were supposed to revert to us by Thursday (April 12) but we have yet to hear from them. Our officiers will be folllowing up with them today (April 13)."

"Once we have concluded our investigations, we will decide on the next course of action to be taken against IWK if they are found to have been negligent," she said.

Zulaikha urged residents in the surrounding areas to stay indoors especially in the evenings for the next few days while repair work was carried out at the oxidation pond.

"It will take a few days for the repairs to be completed and the aerators running as they should. The pond should not be emitting any stench by then," she added.

On April 7 and 8, the SS17 Bomba and police received numerous calls complaining of the stench. Personnel from both agencies went around looking for the source of the problem, right into the wee hours of Sunday morning. They came back empty-handed but managed to narrow down the source of the stench to the SS13 industrial area.

A report was lodged with the Department of Environment.

Illegal structure in USJ 6 park REMOVED

A TEAM of contractors tasked by Tenaga Nasional Bhd (TNB) to connect electricity supply to a structure at the USJ 6/5 park was stopped in their tracks as that concrete base was declared illegal by Subang Jaya Municipal Council (MPSJ).

The contractors came right after Subang Jaya assemblyman Hannah Yeoh had a press conference last Friday to air the grouses of USJ 6 residents and park users who were unhappy about the structure in the middle of the playground.

Residents claimed that earth works of the structure, purportedly for a telecommunications tower, began at the end of last month.

When residents returned to their homes after the Chinese New Year celebrations earlier this month, they were shocked to see a concrete base, measuring less than two metres high, erected at the playground.

Yeoh said checks with the council revealed that no approval had been given for its construction in the field.

The structure was deemed illegal and was sealed by the council. The council had on Thursday posted a warning notice for all activities on the site to cease.

During a brief discussion with residents, Yeoh suggested that instead of demolishing the concrete base, it could be used for the construction of floodlights.

Council engineering department director Ismail Shafie agreed with Yeoh, adding that it could be made into a decorative light pole or something else that could benefit the residents.

However, many of the residents did not like the idea and called for the structure to be demolished. Yeoh, Ismail and zone councillor Rajiv Rishyakaran jointly agreed to their request.

"I would like to advise residents to alert the council if they see construction taking place without display boards giving details of the construction work."

Yeoh said Ismail, who got the name of the company which built the concrete base from the electricity supply contractor, will investigate the matter.

Yeoh called on the Malaysian Communications and Multimedia Commission to educate the public about the hazards of telecommunication towers.

SHAH ALAM, 12 APRIL 2012 : Kerajaan Selangor akan meletakkan seorang jurutera Majlis Bandaraya Shah Alam (MBSA) untuk memantau kerja-kerja membaik pulih kerosakan bumbung dan rumah akibat ribut Februari lalu di Pangsapuri Teratai, Seksyen U16, Taman Bukit Subang, di sini sehingga selesai.

Exco Perumahan, Pengurusan Bangunan dan Setinggan, Iskandar Abdul Samad berkata, keputusan itu dibuat kerajaan negeri selepas mengadakan mesyuarat tempoh hari bersama Penasihat Persatuan Penduduk, Pengerusi Badan Pengurusan Bersama (JMB) Teratai, MBSA, Lembaga Perumahan dan Hasil Negeri (LPHS) serta wakil Ahli Parlimen Shah Alam.

Iskandar berkata, pihak JMB juga diminta untuk memberi kerjasama dengan memaklumkan kepada jurutera bertugas tentang pembaikan yang masih belum dilaksanakan.

"Berdasarkan hasil mesyuarat yang dilakukan pada 5 April lalu, kerajaan negeri mengarahkan pihak kontraktor untuk menyiapkan kerja-kerja di Blok 1 dan 2 serta memantau ke blok-blok lain dan melaksanakan kerja-kerja pembaikan dalam masa dua minggu (19 April)," katanya.

Iskandar juga memaklumkan, pihak kontraktor tidak dibenarkan untuk membuat sebarang tuntutan sehingga semua kerja-kerja selesai.

Beliau berkata, sekiranya masih terdapat sebarang permasalahan, penduduk boleh melaporkan terus kepada pegawai LPHS, Mohd Azuan di talian 016-2262484.

"Penduduk-penduduk Blok 1 dan 2 yang mengadakan demonstrasi sebelum ini tidak dimaklumkan bahawa pihak JMB telah menerima arahan berhubung kerja-kerja pembaikan tersebut.

'Kerja-kerja pembaikan juga dianggarkan hanya sekitar RM160,000 sahaja dan bukan RM480,000 seperti yang didakwa," tegasnya.

Pada 5 Februari lalu, Blok 1 dan 2 di Pangsapuri Teratai yang dimiliki swasta mengalami kerosakan teruk di bahagian bumbung dan rumah akibat ribut petir.

Bagaimanapun atas keprihatinan terhadap permasalahan penduduk, kerajaan Selangor menawarkan pembaikan bumbung melalui Skim Ceria dengan mengarahkan MBSA untuk melaksanakan kerja-kerja tersebut - Afeeqa Afeera, Media Selangorku.

I been flying for MAS for nearly 20yrs..and YES..we do cooked and eat Maggie mee while nite-stopping overseas..WHY..?? Its because what we earn last 10-15yrs are more than what we earn now..with living cost sky-up and just imagine after kena main with MASEU..we are only RM8 crew..World Best Cabin Crew 6 yrs in a row ARE PAID JUST RM8 PER HOUR..
Now..u tell me..with RM8..what u can sumbat ur mouth for a descent meal in London or Europe..??its not even £2 or €2..that’s not include breakfast/lunch/dinner .You think its enough..??with that RM8..MAS still squeezed their crew with a lots of ‘volunteer’ unnecessaries duties like collect Can/Bottle/Plastic Cups for recycle (3R)..
With hi living cost in KL and burden with commitment, Crew are prefer to tapau their own home cook meal/maggie to save the cost..AFTERALL..MAS CABIN CREW ARE NOT DESERVED TO BE TREATED LIKE SHITTTTT…

MAS had long established aircraft maintenance and overhaul, whose customers at one time included Qantas, while Airasia never had one and they had to send their planes to Singapore to do that A to D checks. How in the world then Airasia guys who never had their own MRO facilities suddenly come in and helm the leadership? Why this PM is so poor to see even a simple matter as this? How could this guy be allowed to be PM in the future? Let’s all vote this Govt out for a start…

When MAS wanted to make decisions to chop the heads of 10,000 employees, we were one of those who protested against the idea. Although it was a shelved plan, we don’t know what’s coming up in their sleeves.

If the rumor is true that MAS is required to chop off the heads of its10,000 staff, they must prepare the bad news with its people.If ever they do this for the sake of paying the higher ups and also to save MAS from bankrupt, then this is something the PM himself will need to intervene.

I recall the last time we wanted to move the same figure during the crisis years in early 2000, Tun Dr M pull the breaks on the idea.

Without PM Najib’s intervention, not will MAS employees and their families will suffer, the airline itself will jeopardize its record in terms of safety and security which no other airline can offer!

If PM Najib is keeping silent to save guard the PRU13, then this will be the actual motive.

If PM himself wishes to see the fall of MAS, then go ahead with this and he is looking at the downfall of his own Government.

KEADILAN memandang serius kenyataan PM Najib bahawasanya kesemua 112,634 peneroka di 317 tanah rancangan FELDA dan 22,468 pekerja FELDA akan mendapat durian runtuh terbesar yang mereka tidak pernah impikan sehingga mereka akan "tersandar, rebah dalam kejutan" hasil tawaran awam permulaan atau "initial public offering" (IPO) FELDA Global Venture Holdings (FGVH) yang dijangka selesai penyenaraiannya di Bursa Malaysia pada lewat Mei atau awal Jun 2012.

2. Dengan "gula-gula" pilihanraya semanis ini, kami menjangkakan para peneroka dan pekerja FELDA akan menerima saham FGVH secara percuma di samping sejumlah wang tunai sagu hati insentif penyenaraian tersebut.

3. Malangnya, jangkaan tersebut ternyata meleset kerana menurut sumber yang boleh dipercayai, para peneroka dan pekerja FELDA tidak akan menerima saham percuma atau wang tunai insentif penyenaraian.

4. Sebaliknya, KEADILAN difahamkan bahawa:

4.1 Para peneroka dan pekerja FELDA diwajibkan membuat pinjaman dengan beberapa bank terpilih untuk membeli saham FGVH meskipun segelintir daripada mereka mungkin mempunyai simpanan untuk membiayai permohonan membeli saham IPO tersebut

4.2 Walaupun margin pinjaman adalah 100%, tempoh pinjaman adalah untuk 6 bulan sahaja yakni para peneroka dan pekerja terpaksa membayar balik keseluruhan pinjaman dengan simpanan sendiri semasa menerima borang merah jambu/biru ATAUPUN menggunakan hasil jualan saham FGVH di pasaran terbuka nanti untuk membiayai pembayaran balik pinjaman sebelum atau pada tamat tempoh 6 bulan

4.3 Walaupun "stamping fee" diketepikan, para peneroka dan pekerja FELDA masih perlu membayar kepada bank fi dan caj sebanyak RM200 apabila pinjaman dengan rasminya dikeluarkan atau RM100 sebagai rebat jika pinjaman dilunaskan awal semasa borang merah jambu (bagi pekerja) atau biru (bagi peneroka) diterima

4.4 Kadar faedah "daily rest" pada paras 5% setahun yakni lebih 2.5 kali ganda kadar faedah pinjaman mudah bagi National Feedlot Centre (NFC) pada paras 2%

5. Jelas sekali apa yang disifatkan oleh PM Najib sebagai "lonjakan berganda" ini sebenarnya lebih cenderung ke arah membuka peluang niaga baharu dan memberi kesempatan kepada institusi kewangan terbabit mendapat hasil atas titik-peluh dan keringat peneroka dan pekerja FELDA, terutamanya 5 bank pelaburan yang dilantik menyelenggara kesemua perkara berkaitan penyenaraian, 7 bank yang dipilih untuk memberi pinjaman membiayai pembelian saham, dan beberapa syarikat pembrokeran saham yang dilantik untuk menjalankan urusniaga jual-beli saham di pasaran terbuka. Yang paling ketara adalah bil yuran dan caj tinggi yang perlu ditanggung oleh FGVH atas khidmat nasihat dan pengurusan gerak-kerja penyenaraian oleh 2 bank pelaburan domestik dan 3 asing iaitu Maybank Investment, CIMB Investment, Morgan Stanley, JP Morgan dan Deutsche Bank ke atas FGVH.

6. Malah, pendekatan sebegini juga akan menyebabkan kecairan pada pegangan ekuiti Bumiputera dalam FGVH seusai peneroka dan pekerja FELDA menjual saham mereka di pasaran terbuka untuk melunaskan hutang kepada bank. Walaupun KPF dijangka akan kekal sebagai pemegang saham terbesar di samping Permodalan Nasional Berhad (PNB), Tabung Haji dan Kumpulan Wang Simpanan Pekerja (KWSP) manakala syarikat asing hanya ditawarkan sebahagian kecil saham dalam IPO FGVH, tiada apa yang menghalang mana-mana pelabur (Bumiputera dan bukan Bumiputera) dari membeli saham FGVH di pasaran terbuka.

7. Lebih malang adalah nasib anak peneroka daripada generasi kedua dan ketiga setelah harapan mereka untuk menjadi peneroka baharu dengan mengusahakan tanah ladang kelapa sawit seluas 360,067 hektar tanpa peneroka milik FELDA Plantations Sdn Bhd berkecai kerana telah dicagar kepada FGVH selama 99 tahun bagi tujuan penyenaraian.

8. KEADILAN menggesa agar PM Najib menghentikan "umpan undi" atau "rasuah politik" seumpama ini dengan serta-merta, dan menerangkan kepada umum perangkap yang tersirat di sebalik ‘durian runtuh’ ini. PM wajib menjawab kepada setiap satu mekanisme di atas bagi meleraikan kebimbangan ramai, lantas benar-benar memberi fokus yang sewajarnya atas hak dan kepentingan mereka yang kurang bernasib baik!

4.2 Walaupun margin pinjaman adalah 100%, tempoh pinjaman adalah untuk 6 bulan sahaja yakni para peneroka dan pekerja terpaksa membayar balik keseluruhan pinjaman dengan simpanan sendiri semasa menerima borang merah jambu/biru ATAUPUN menggunakan hasil jualan saham FGVH di pasaran terbuka nanti untuk membiayai pembayaran balik pinjaman sebelum atau pada tamat tempoh 6 bulan

4.3 Walaupun "stamping fee" diketepikan, para peneroka dan pekerja FELDA masih perlu membayar kepada bank fi dan caj sebanyak RM200 apabila pinjaman dengan rasminya dikeluarkan atau RM100 sebagai rebat jika pinjaman dilunaskan awal semasa borang merah jambu (bagi pekerja) atau biru (bagi peneroka) diterima

4.4 Kadar faedah "daily rest" pada paras 5% setahun yakni lebih 2.5 kali ganda kadar faedah pinjaman mudah bagi National Feedlot Centre (NFC) pada paras 2%

5. Jelas sekali apa yang disifatkan oleh PM Najib sebagai "lonjakan berganda" ini sebenarnya lebih cenderung ke arah membuka peluang niaga baharu dan memberi kesempatan kepada institusi kewangan terbabit mendapat hasil atas titik-peluh dan keringat peneroka dan pekerja FELDA, terutamanya 5 bank pelaburan yang dilantik menyelenggara kesemua perkara berkaitan penyenaraian, 7 bank yang dipilih untuk memberi pinjaman membiayai pembelian saham, dan beberapa syarikat pembrokeran saham yang dilantik untuk menjalankan urusniaga jual-beli saham di pasaran terbuka. Yang paling ketara adalah bil yuran dan caj tinggi yang perlu ditanggung oleh FGVH atas khidmat nasihat dan pengurusan gerak-kerja penyenaraian oleh 2 bank pelaburan domestik dan 3 asing iaitu Maybank Investment, CIMB Investment, Morgan Stanley, JP Morgan dan Deutsche Bank ke atas FGVH.

6. Malah, pendekatan sebegini juga akan menyebabkan kecairan pada pegangan ekuiti Bumiputera dalam FGVH seusai peneroka dan pekerja FELDA menjual saham mereka di pasaran terbuka untuk melunaskan hutang kepada bank. Walaupun KPF dijangka akan kekal sebagai pemegang saham terbesar di samping Permodalan Nasional Berhad (PNB), Tabung Haji dan Kumpulan Wang Simpanan Pekerja (KWSP) manakala syarikat asing hanya ditawarkan sebahagian kecil saham dalam IPO FGVH, tiada apa yang menghalang mana-mana pelabur (Bumiputera dan bukan Bumiputera) dari membeli saham FGVH di pasaran terbuka.

7. Lebih malang adalah nasib anak peneroka daripada generasi kedua dan ketiga setelah harapan mereka untuk menjadi peneroka baharu dengan mengusahakan tanah ladang kelapa sawit seluas 360,067 hektar tanpa peneroka milik FELDA Plantations Sdn Bhd berkecai kerana telah dicagar kepada FGVH selama 99 tahun bagi tujuan penyenaraian.

8. KEADILAN menggesa agar PM Najib menghentikan "umpan undi" atau "rasuah politik" seumpama ini dengan serta-merta, dan menerangkan kepada umum perangkap yang tersirat di sebalik ‘durian runtuh’ ini. PM wajib menjawab kepada setiap satu mekanisme di atas bagi meleraikan kebimbangan ramai, lantas benar-benar memberi fokus yang sewajarnya atas hak dan kepentingan mereka yang kurang bernasib baik!

Kerajaan Negeri Putuskan Tanah Berdekatan Kelab UKRC Tetap Milik Rakyat Selangor

Dalam membuat membuat pertimbangan permohonan pihak Ulu Klang Recreation Club (UKRC) yang memohon hakmilik tanah seluas 5.27ekar di mukim Hulu Kelang, Kerajaan Negeri telah menubuhkan satu jawatankuasa siasatan.

Jawatankuasa ini dianggotai oleh Orang Besar Daerah Gombak, Yang Amat Dihormati Dato’ Paduka Raja Wan Mahmood Pawan Teh; seorang peguam, Leong Khai Yan; bekas Pegawai Daerah Gombak, Abdul Rahim Salleh dan Dr Jagjit Singh dari Persatuan Bulan Sabit Merah Malaysia.

Jawatankuasa ini bertindak membuat kajian awal dengan mengadakan pendengaran awam dan mengemukakan penemuan serta syor kepada pentadbiran negeri untuk tindakan selanjutnya.  Antara yang dipanggil memberi keterangan termasuklah ahli UKRC, pegawai kerajaan khususnya dari MPAJ dan orang awam.

Dalam satu laporan yang telah diserahkan kepada Kerajaan Negeri pada 15 Mac 2012, jawatankuasa telah mendapati antara lain bahawa walaupun UKRC ada membuat permohonan untuk mendapat hakmilik terhadap tanah lapang tersebut kepada pemungut Hasil Tanah Kuala Lumpur pada 14 Februari 1958 tetapi tanah itu hanya diluluskan sebagai tanah lapang untuk Dewan Kelab Masyarakat (Club Community Hall) pada 12 Julai 1958.
 
Jawatankuasa juga telah diberitahu bahawa nama asal UKRC ini ialah Dewan Masyarakat dan Kelab Rekreasi Kuala Ampang sebelum menukar nama kepada UKRC untuk diwartakan pada 6 November 2001 dan menggugurkan nama Dewan Masyarakat.
 
Sejak itu, UKRC  mengenakan bayaran masuk dan yuran keahlian. UKRC juga tidak lagi membenarkan orang awam menggunakan premis tersebut tanpa kebenaran khas daripada pihak pengurusannya.
 
Jawatankuasa Siasatan juga berpendapat  bahawa tanah tersebut diwartakan sebagai tanah lapang pada 19 Oktober 2004 dan ini menjadi bukti tambahan bahawa tanah tersebut tidak pernah dikeluarkan hakmilik kepada UKRC atau mana-mana pihak.
 
Namun begitu, jawatankuasa juga mengesyorkan UKRC diberi hakmilik kepada tapak bangunan kerana ia memberi faedah kepada ahli UKRC dan  dibina menggunakan dana orang awam dan ahli-ahlinya.
 
Ia juga telah mengesyorkan UKRC membayar premium mengikut kadar semasa termasuk tanah dan bangunan. Tambahan pula, UKRC telah menggunakan premis ini tanpa membayar sewa atau cukai pintu kepada Kerajaan Negeri sejak tahun 1950-an.
 
Kerajaan Negeri juga telah dinasihati untuk mengutamakan kepentingan orang ramai dan membina membina dewan baharu menggunakan premium yang dibayar UKRC untuk kegunaan penduduk setempat yang bukan ahli UKRC.

Setelah berbincang dengan ahli Majlis Kerajaan Negeri dalam mesyuarat minggu lepas, Kerajaan Negeri telah berpuashati dan membuat keputusan untuk menerima semua syor-syor yang telah dibuat oleh jawatankuasa tersebut.

Kerajaan Negeri berharap penduduk setempat menerima keputusan ini dengan terbuka kerana siasatan telah dilakukan dengan telus dan adil serta pertimbangan ini dibuat berdasarkan peraturan dan bukti-bukti yang dikemukakan kepada Jawatankuasa Siasatan.
 
Kerajaan Negeri juga mengucapkan terima kasih kepada semua ahli jawatankuasa siasatan ini atas khidmat mereka serta semua penduduk setempat yang telah memberi kerjasama bagi menjayakan siasatan awam ini,
