Najib's cautious, methodical preparation seen delaying polls

By Jahabar Sadiq

Najib is anxious for BN to regain the parliamentary supermajority it lost in 2008

ANALYSIS, June 20 — When is the next general election? From last year to now, several dates have been cast as the "definitive" election date for Datuk Seri Najib Razak to get his personal mandate as prime minister, after he replaced Tun Abdullah Ahmad Badawi in April 2009. But as yet, the election date is as hazy as the smoke that blew across the Malay peninsula earlier this week, even as business groups and civil servants say an early election is preferable as it would end uncertainty and allow them to launch their plans at a time when the world economic outlook is gloomy.

An election must be called by next April 28, otherwise Parliament will be automatically dissolved and a general election held within 60 days.

Those familiar with Najib's thinking say he is cautious and meticulous about ensuring that his Barisan Nasional (BN) can win big and reclaim their two-third parliamentary majority that was lost in Election 2008.

Many have blamed Abdullah for the shock loss, especially the influential Tun Dr Mahathir Mohamad, and Najib has been working hard to revive and regain support for the country's only ruling coalition since Merdeka, when it had been called the Alliance.

"Najib has said an election is war and one has to be prepared for war. That [the election is] not being called shows they are not as prepared as he wants them to be," a BN strategist told The Malaysian Insider.

This includes catering to every demographic, especially first-time voters, whose support could help grow the 330,000-vote margin between BN and political foes Pakatan Rakyat in March 2008.
The strategist pointed out that while Najib remains popular with the public, receiving a 65 per cent approval rating in the last Merdeka Center poll, the government is not as popular — securing only a 48 per cent approval in a survey done after the Bersih rally on April 28. The results for Najib's Umno was not revealed but is said to be even lower.

A BN leader recalled that even when Dr Mahathir grew unpopular for sacking Datuk Seri Anwar Ibrahim in 1998, Umno and BN were well-accepted enough to carry the vote and form the federal government with a two-third majority, although the ruling coalition lost Terengganu. "Najib is popular but he alone can't carry the party and its slate of new candidates. So he needs time; Umno needs time," said the BN leader, who declined to be named.
He also pointed out that Abdullah had a 71 per cent approval rating going into Election 2008 but still lost the supermajority and four states.
"It will be a miracle that Najib, at 65 per cent popularity rating, can top Pak Lah and get back the two-thirds," he said, calling Abdullah by his popular moniker.

Several polling dates
The BN leader also said the coalition was ready for polls this month or July, but the violent crackdown during the Bersih 3.0 rally on April 28 had dented BN's strengthening popularity.
"We had our chance but the police action blew it for Najib," he said.

Opposition officials also said they were prepared for a July election after BN rushed through 22 Bills in Parliament in April.

"As you can see, we only have four bills to debate now. Najib had July in mind but the numbers don't seem to be with him," a DAP official told The Malaysian Insider.
Najib can still call a July election by dissolving Parliament this week, but polling would need to be done by July 21, the expected start of the Ramadan fasting month, politicians said.
"It is not likely to happen in July because of Ramadan and also Putrajaya just gave RM1.5 million to each BN MP. We'll need time to spend it, soften the ground and get support," said one BN lawmaker.

He also expects more benefits and good news from the Budget 2013 due to be tabled on September 28 by Najib, who is also the finance minister.
"That appears to rule out September, too, although Dr M would like it then," the MP said.

The FGVH listing, among others, was expedited to avoid fallout from the euro zone crisis.

Economic factor

Civil servants and businessmen privately agree with Dr Mahathir in wanting an early election, citing the world economic outlook that could put pressure on the local economy.
"I am all for an early election. My tenants don't want to sign long leases until they know which government is in power," said a landlord with a number of lots in one of the capital city's shopping malls.
Federation of Malaysian Manufacturers (FMM) president Tan Sri Yong Poh Kon also called for early polls, saying the constant speculation and delays have affected the manufacturing industry.
"I am sure everyone in the business community would want the elections to be done with, and finished. It has created a certain amount of uncertainty.
"Decisions (about the future) would be much easier once elections are done with," said Yong.
Several initial public offerings (IPOs) have also been delayed because of the uncertain polling date, according to merchant bankers.

They noted that government-linked companies such as energy provider Gas Malaysia Bhd, integrated plantation group Felda Global Ventures Holdings Bhd, and medical services provider IHH Bhd have brought forward their public listing before world markets tumble further due to the euro zone crisis.

A merchant banker said others are adopting a wait-and-see attitude.
"The PM must call elections soon as we have already delayed several IPOs for it. The markets are uncertain," he said, pointing to the Formula One and Manchester United listings being delayed in Singapore.

Election campaign
Despite the uncertainty surrounding the timing of the election, all political parties have begun their campaigns by increasing their outreach, holding daily rallies, and putting up flags in various parts of the country.
Najib himself has walked farther than any BN politician, with almost daily activities to meet all and sundry to drum up support ahead of the country's 13th general election.

The 1 Malaysia concept has been used to brand BN's efforts to win popular backing.
His 1 Malaysia concept has been used as an umbrella for various initiatives, including the Bantuan Rakyat 1 Malaysia (BR1M) RM500 cash each for some 5.3 million households earning less than RM3,000 a month, a training scheme for youths called Skim Latihan 1 Malaysia (SL1M), affordable grocery shops named Kedai Rakyat 1 Malaysia (KR1M), 1 Malaysia clinics, and the latest, providing RM520 tyre vouchers for taxis this weekend under a scheme called Teksi Rakyat 1 Malaysia (TR1MA).

The son to second prime minister Tun Abdul Razak Hussein, who did much to develop Malaysia, Najib has also taken to social media, setting up two Facebook accounts to cater to the English- and Mandarin-speaking communities. He also boasts of more than 500,000 followers on microblogging service Twitter.

He was recently at #TwtupKami in Stadium Nasional Bukit Jalil on June 9, a day-long national gathering of music, sports and other events that is said to be organised with help from the ruling coalition.
.
BN lawmakers said Najib praised the event at the pre-council meeting before the current parliamentary sitting, noting that he has encouraged them to embrace social media to find support among the first-time voters.

"Calculations and projections show that the result will depend on new voters, and many of the new voters are young voters. They will be kingmakers," Umno Youth chief Khairy Jamaluddin was quoted as saying after launching the PPP Youth convention here last Saturday.

Some 12 million are eligible to vote if elections are called this year, up from the nine million in 2008. According to Election Commission (EC) statistics, around 40 per cent of these are young voters.
These voters are said to eschew traditional media such as newspapers and television in favour of the Internet, leading to both BN and PR engaging them through social media and websites.

The big win
"Najib wants to win big, go past Pak Lah's 140 seat win and get back the two-thirds majority of at least 148. It won't happen now until the various campaigns take effect, so the elections won't happen as yet," a BN strategist said when summing up the election delay.
BN's internal survey results from March showed the ruling coalition can win 80 federal seats outright, with possible wins in 66 seats. Another report in May indicated that only 118 federal seats were within its grasp, prompting coalition strategists to call for a delay until the numbers get better.
It is understood a series of surveys are being done now for the BN chairman to consider before deciding on the polls.

Najib is personally spearheading efforts to drum up support for BN.
"There are issues to overcome, such as Bersih, some missteps by ministers like the PTPTN issue, the WWW15 number plate issue. They are small issues but they build up," said the BN strategist, referring to a student loan scheme suspended for a day in Selangor and a free premium vehicle registration number given to MCA deputy president and Health Minister Datuk Seri Liow Tiong Lai, who later gave up the number after a public outcry. "BN just asked for RM13.8 billion extra for the Budget. That will help it in the short term but not the long term until the various

projects take off and pay back by 2020," a senior government official told The Malaysian Insider on condition of anonymity.
The official was referring to the various projects under the Economic Transformation Programme (ETP) and feel-good initiatives under the Government Transformation Programme (GTP), which are expected to bear fruit by 2020.
"People need (to) feel good now if BN wants to win big," said the official.
That, the BN strategists said, is what Najib is doing. The man they call the hardest-working politician in Malaysia is going around the country solving problems that snowballed in the past decades, under the programme called "Jelajah Janji Ditepati (Promises Fulfilled Tour)".

The prime minister liked the "Janji Ditepati" tagline sufficiently for it to be made the theme for this year's Merdeka Day and Malaysia Day celebrations.
"He's fulfilling promises and expects that will help BN win the next election. It is a war that he wants to win," said one of the strategists, adding wryly, "but it takes time, so we wait."

Posted: 20 Jun 2012 07:29 PM PDT

Crime Rising in Selangor

Posted: 19 Jun 2012 09:31 PM PDT

There has been increasing concern over the recent months over the crime rates in the country, especially in Klang Valley and urban areas.

On May 27, 25 year old internet marketeer Chin Xin-Ci had a meat cleaver pressed against her throat before being shoved into the car in an attempted kidnap and car robbery in The Curve. On June 7, teacher Teoh Soo Kim was found  at the Talam oil palm estate in Kuala Selangor after she had been abducted from Bandar Kinrara, beaten up and her car stolen.  Two days later, Bersih steering committee member Wong Chin Huat was left with a bloody face after being assaulted while jogging in Petaling Jaya in the morning.  There is no doubt that there are many other unreported cases.

However, the Home Minister, Datuk Seri Hishammuddin Hussein had said that the recent cases of violent crime were "isolated".  He said "blowing a few cases out of proportion would create a perception that Malaysia was unsafe country, when official data showed otherwise".

The problem is, when we request for official detailed crime statistics from the Minister, such statistics are not at all forthcoming.  This was not the case before 2009 when detailed statistics were readily made available to Members of Parliament.

I've finally received the official reply from the Home Minister to my written answer question posed in the March 2012 parliamentary session after more than 3 months of waiting.  And yet, the answers are intentionally incomplete so as to give the people an incomplete picture of the real crime situation.  I've posed the same questions to the Minister on several other parliamentary sessions over the past 2 years, and each time, I get the same reply with very little information.

In this latest question, I've asked for a detailed breakdown of crime statistics broken down by districts (Petaling Jaya, Klang, Serdang etc.) and type of crime (Violent crime: murder, rape, armed robbery, unarmed robbery, assault; Property theft: Motor vehicles, snatch theft, burglary etc.) in Selangor for each year since 2006.

The Minister has refused to provide the relevant detailed breakdowns. Instead, he gave only the total number of violent crime and property theft for each of these years.  There was no further breakdown by districts in Selangor or by type of crime.

I've also asked that the same national statistics be given, broken down by states and type of crime.  However, the Minister once again gave only the total number of crime incidence for the entire country since 2006.  He refused to break it down by states, or by the type of crime.

Clearly Najib's administration is trying to provide only positive looking summary data to improve the perception of his government.  PEMANDU does the exact same thing by obfuscating crime data which will give a positive perception to the Government in its National Key Result Area (NKRA) reports.  For example, one will not be able to find any of the above data which I've requested in PEMANDU's Annual Report in 2010 for the Government Transformation Plan (GTP) on the NKRA on Crime.

Despite that, with the little data that is provided in the latest parliamentary reply, we could already tell that crime is once again on the rise, especially in Selangor.  In 2010, the total number of violent crimes in Selangor was 7,853 cases but has increased to 8,141 cases in 2011.  Similarly, the total number of theft cases increased from 31,838 to 36,161 cases over the same period.  In total, the crime index for Selangor has worsened by 11.6% from 39,691 to 44,302!

This is despite the fact that many major cities in the Klang Valley has been turned into "war zones" with barricades, security checkpoints and boom-gates set up in various residential zones at the residents' own expense.  These private security measures have contributed to significantly reducing crime incidence in these areas.

The above data proves that there are many possible areas of weakness in the Government's fight against crime which it is trying to hide from the public.  While the overall crime levels may have dropped from 2009 to 2010 due to the initial flurry of police activities after the NKRA on crime was launched, it appears that crime is definitively on the rise again in 2011, and could have increased further in 2012.

We call on the Government to be completely transparent with its crime data.  In fact, the latest annual report of the Royal Malaysian Police which can be downloaded from their website is the 2008 copy.

There is absolutely no point of the Home Minister and PEMANDU singing praises of the Government with half-truths and blaming the people's real fear of crime on "perception".  Instead, the Government should tackle the serious crime issue head on, by recognizing the increase in crime, especially in Selangor and announce the necessary steps to halt the deteriorating circumstances.

Read more

Syabas Sabotaj Rakyat Selangor

Posted: 20 Jun 2012 01:40 AM PDT

Kenyataan Media
Syabas Sabotaj Rakyat Selangor
20 Jun 2012
Lanjutan kepada laporan The Star, atas tajuk "There is no shortage of water in Selangor, says Luas" bertarikh 19 Jun, 2012.

Datuk Mohamed Khaled Nordin Should Move His Parliamentary Constituency From Pasir Gudang To Indera Mahkota Or Kuantan To Prove His Sincerity In Staying Beside The Lynas Advanced Material Plant (Lamp) Which He Described As “the safest rare earth plant in the world.”(en/cn)

Posted: 19 Jun 2012 11:49 PM PDT

DAP challenges Higher Education Minister Mohamed Khaled Nordin and parliamentary select committee's (PSC) report on Lamp to prove his willingness to live next to the plant as announced in the press yesterday. Datuk Mohamed Khaled Nordin should move his parliamentary constituency from Pasir Gudang to Indera Mahkota or Kuantan(where Lamp is located) to prove his sincerity in staying beside the LAMP.

If Dato Seri Khaled can describe Lamp as "the safest rare earth plant in the world.", then when is he moving his family next door to the RM700 million rare earths processing plant in Gebeng, Kuantan. His comments on the safest rare earth plant in the world, made even before the PSC report on Lamp was tabled to Parliament clearly confirms suspicions that the PSC is designed to "whitewash" the issue and legitimatise the operation of Lamp.

I wonder whether Dato Seri Khaled's wife and children would move up with him to Gebeng next to the Lamp when the Australian government has refused to offer any guarantees that they will take back any waste residue produced. The decision by BN to adopt the PSC report in Parliament yesterday exposes the deception of the people and hypocrisy of MCA leaders, including its President Datuk Seri Dr Chua Soi Lik, who had pretended to oppose the Lamp.

The principal issue is why Lynas has to travel thousands of miles away to transport rare earth ore that is mined in Western Australia to Kuantan, when it is cheaper to build one in Australia? Clearly Australian government places the welfare, health and environment of their citizens as more important than profits.

On the other hand, Prime Minister Dato Seri Najib Tun Razak is committed to allowing Lamp to operate as BN values profits more than people's health. By failing to listen to the concerns of the people, BN highlights the contrasting environmental approaches between PR that wants the Lamp closed down.

Hello YB, good work on the exposes! Send those cronies packing!

I humbly suggest however that you will earn more fans if you can propose solutions to this long-running MAS problem. Fact is, MAS is operatig in a very difficult environment (even SQ making losses!), MAS cost structure bloated (by a 22k manpower?)’, cash bleeding, old aircraft, morale at all time low…

If everybody criticizes without offering realistic solutions (and high level rhetoric please, thats also unhelpful) our beloved MAS will continue spiraling towards doom. So without giving solutions, all your eefort in last 8-9 months would have only made MAS worse!

Best of luck YB and keep up the good work!

YB WCK,

This ongoing saga seems to link Bina Tak Fikir to Khazanah to MAS to AA to LSG Sky Chef to Brahim to Dolah Badawi to Scomi to CIMB to EY to Fourth Floor boys and back to Azman Mokhtar is making all thinking Malaysians very very upset.

The anger is mounting daily as the PM seems to dilly dally over what needed to be done. It is made worse as the people clearly know what is required to be done but the Government seems to be clueless at best, or unwilling to take action, at worst.

I only hope they would not punish the BN government at the coming poll.

YB WCK – thank you for your very good work in getting us to be better informed. Please continue with this noble endeavour. Thank you very much.

YB please check many tasks in MAS have been out sourced to several outfits in Symphony House. Symphony Share Registrar Sdn Bhd is just one of them.

Azman Yahya is another great guy in the corporate world. Another Oxbridge graduate like Rashdan, Omar and Azman Mokhtar.

Heard they were part of the Tingkat Empat? ka ka ka!

Wakil Pakatan Rakyat: Tahniah kepada Dr Muhammad Morsi dan rakyat Mesir

Posted: 19 Jun 2012 07:44 PM PDT

KENYATAAN MEDIA WAKIL PAKATAN RAKYAT
20 Jun 2012

MEDIA STATEMENT FROM PAKATAN RAKYAT REPRESENTATIVES
20 June 2012
FOR IMMEDIATE RELEASE

Pakatan Rakyat wishes to congratulate Dr. Muhammad Morsi, the candidate representing the Freedom and Justice Party during Egypt's Presidential Elections by garnering more than 50 percent votes in the concluding round of an election that saw unified support both from the conservative as well as the secular groups in Egypt.

The results were obtained despite the tense situation that saw the Military appointed Justice Minister declare martial law, transferring Parliament's legislative powers to the military – which effectively holds the power to enforce law and order.

Such announcements by the Military are considered unnecessary intervention in assisting Egypt's successful democratic transition.

As such, we hope that the results of the recently concluded Presidential election would be fully supported not only by the Supreme Council of the Armed Forces, but also the Malaysian government and the world community at large. Plans by the political parties to convene parliament must be supported, as do their commitment towards the creation of a civil, democratic and constitutional state.

Kenyataan Media P Siri Pengkhianatan Melayu Terbesar (Kenyataan Media Presiden PAS)

Posted: 19 Jun 2012 07:30 PM PDT

Posted: 19 Jun 2012 09:31 AM PDT

Surat Sore Untuk Mat Isa Samad
Berundurlah Secara Terhormat

[wm.kl.6:52 pm 19/06/12]
