(吉隆坡13日讯)由民主行动党发动主题为"国阵无赖,火箭还在!"的筹款运动进入第5天,已为砂拉越残障农民富鲁斯比(FRUSIS LEBI)筹得逾1万令吉!

民主行动党全国副宣传秘书张念群指出,基于已为富鲁斯比筹足预期中的生活费用,公众人士可以停止捐款。

 "不过,由于我们在3月8日当天,已宣布筹款运动为期7天,因此,为富鲁斯比筹款的银行户头(户头名秤:CAWANGAN DAP KAJANG PRIMA。银行:RHB。户头号码:212022-0012-7570)将继续运作至3月14日。"

也是沙登区国会议员的张念群今天发表文告说,筹款运动期限截止后,她将公布最后的筹款数目,并展示银行结单。

她表示,富鲁斯比因为被指支持在野党,结果遭砂州农业部助理部长(研究与市场)蒙达钢撤销残障人士的生活津贴和福利金,无疑是一件不人道和不能让人接受的事。

她说,社会上的热心人清楚地向国阵丶蒙达钢和其同僚证明了,身为普通的马来西亚人,对于那些穷人和有需要的人,更能发挥同情心和慈爱心。

她指出,这笔捐款可以让富鲁斯和其家庭成员的生活,不会因为砂州政府的"不公平和不公正"的决定而受到损害。

她也对蒙达钢迄今为止,仍不愿意就他歧视一个人的政治倾向,以及无法履行作为一名助理部长以照顾全砂州人民的福利而引咎辞职感到遗憾。

她重申,有关捐款将通过砂州民主行动党移交给富鲁斯勒比;她也感谢和赞赏所有捐款者发挥雪中送炭的精神,证明富有爱心和同情心者大有人在。

Updates on 7-day online fundraising campaign for Frusis Lebi. / 7天的在线筹款运动进展

As at yesterday, we hv collected more than RM10k for the disabled farmer Frusis Lebi.

We believe we have raised sufficient farming subsidies for Frusis, so the general public may stop banking in their donations from now on. However, due to early announcement, the designated acc will still be kept for Frusis until March 14, 2012.

We will publish the statement of accounts between the said periods at the end of campaign and announce the final amount collected.

Thank you to those who have supported this campaign generously!

Will There Be More Charges on NFCorp Directors?

Datuk Seri Mohamad Salleh Ismail, the executive chairman and director of NFCorp was charged under Section 409 of the Penal Code relating to CBT for misappropriating RM9,758,140 from NFCorp's funds to purchase two condominium units at the One Menerung complex in Bangsar for the National Meat and Livestock Corporation (NMLC) on December 1 and December 4, 2009.

Mohamad Salleh was also charged under the same section for transferring RM40 million of NFCorp's funds to the National Meat and Livestock Company (NMLC) between May 6 and November 16, 2009.

He was further charged in both cases for using the said funds without any approval from company's annual general meeting, which is an offence under Section 132 of the Companies Act 1965.

We welcome the step by the Attorney-General to finally place charges against Datuk Seri Mohamad Salleh, after months of exposes on wrongdoings and abuse of power by the directors of NFCorp after receiving a RM250 million soft loan from the Government.

However, the four charges above are far from complete and we expect the Attorney-General to bring to book all directors who were involved in the abuses which have been raised by Pakatan Rakyat parliamentarians.

For example, the purchase of two condominiums at One Menerung amounting to RM9.8 million are certainly not the only properties purchased with the Government's RM250 million soft loan.  There are probably dozens of properties which have been exposed which were purchased with Government funds, but placed under the directors' personal names.  These properties will include land in Gemas and Putrajaya, as well as condominiums in Singapore.  The condominiums in Singapore include the posh Orchard Scotts Residences for RM10 million as well as 2 units at the Marina Bay Suites worth more than RM15 million each.  These purchases have yet to include possibly even more properties which have not surfaced.

On top of property purchases, it has already been made known that these directors also owns in their personal names, other companies such as the NMLC, Real Food Company (RFC) and Meatworks Corporation Sdn Bhd which have failed for submit annual returns with audited accounts since 2007.  The failure to submit annual returns and other relevant documents to the Registrar of Companies is a gross breach of the Companies Act 1965 and can be subjected to 5 years jail and/or RM30,000 fine.

What is even more serious, is the fact that these Directors have transferred shares of companies to their own names after investing in these companies with money from the Government loan.  For example, shares in Meatworks (Singapore) Pte Ltd were distributed to Datuk Seri Mohamad Salleh and his children from RFC in 2010.  These are clear cases of criminal breach of trust.

Finally, there is also the case of asset disposal by Wan Shahinur Izran, son of Datuk Seri Mohamad Salleh and fellow director of NFCorp.  Izran was the sole shareholder and director of Straits Beverages Pte Ltd before it was disposed to a mysterious "Gold Index International Limited", a company based in British Virgin Islands in December 2011.  This is despite the fact that funds derived from the RM250 million loan was used in the setting up and operations of the company.  Such disposal of assets will be a clear breach of the Anti-Money Laundering and Anti-Terrorism Financing Act 2001.

The police and the Attorney-General must take immediate actions to stop such disposals and to charge the directors for the various abuses to ensure not only accountability, but also maximum recoverability of the funds extended by the Government to NFCorp.

The people can be assured that Pakatan Rakyat leaders will continue to expose the abuses by the family of Datuk Seri Shahrizat Jalil until all necessary actions are taken to ensure that they do not get off lightly with just the Shahrizat resigning as a Minister and her husband, Datuk Seri Mohamad Salleh being charged for the above offences.

KUALA LUMPUR, March 12 — Pakatan Rakyat (PR) lawmakers have said they are undaunted by the rise in Datuk Seri Najib Razak's approval ratings, and have argued it does not necessarily mean stronger support for Barisan Nasional (BN) or the ruling Umno.

They attributed the prime minister's increased popularity, which was particularly significant among those in the lower-income bracket, to his administration's RM500 cash handouts to the same group under the Bantuan Rakyat 1 Malaysia (BR1M) scheme rolled out recently.

But this, said Petaling Jaya Utara MP Tony Pua, would eventually lose steam once the scheme's recipients exhaust every single ringgit and if Najib chooses to further delay calling the 13th general election.

Pua noted this finding, adding that PR takes "comfort" in the notion that Najib's rising popularity may not mean the ruling coalition will perform better in the polls.

ADUN CHANGKAT JONG MELAWAT KAWASAN BANJIR DI KG. SUNGAI KERAWAI

TELUK INTAN, 13 Mac - Misi prihatin masalah rakyat diteruskan oleh ADUN Changkat Jong, YB Hj. Mohd. Anuar Sudin ke Kg. Sungai Kerawai yang baru-baru ini teruk dilanda banjir. YB Anuar dan isteri telah mengambil masa hampir tiga jam meluangkan masa menziarahi mangsa banjir di pusat pemindahan banjir di SK Sungai Kerawai.
YB Anuar menerima taklimat ringkas daripada pegawai JPAM.

YB Anuar telah disambut oleh para pegawai Jabatan Pertahanan Awam Malaysia (JPAM) dan Jabatan Kebajikan Masyarakat (JKM) Hilir Perak. Menurut seorang jurucakap JPAM, sebanyak 108 orang mangsa banjir ditempatkan di pusat tersebut meliputi 21 keluarga dari dua kawasan yang teruk dinaiki air iaitu Kg. Sungai Kerawai dan Kg. Selat Manggis. Para penduduk telah ditempatkan di dewan sekolah tersebut. Secara umumnya, keadaan mangsa adalah dalam keadaan yang baik.
Isteri YB, Pn. Hjh Faridah sedang beramah mesra dengan mangsa banjir.

Apa yang menariknya, kegiatan memasak telah diuruskan oleh Muslimat PAS Cawangan. Kebetulan semasa kehadiran YB dan isteri, masakan tengah hari adalah tajaan Ketua PAS Cawangan Sg. Kerawai, Tn. Hj. Jumali Sadeli. Mereka bekerjasama dengan para penduduk serta petugas menyediakan makanan tengah hari.

YB Anuar dan isteri juga berpeluang beramah mesra serta bertanya khabar dengan mangsa-mangsa banjir. Pada kesempatan lawatan tersebut, YB Anuar telah menyampaikan sumbangan kepada  mangsa banjir di pusat pemindahan. Beliau juga dibawa melawat ke rumah-rumah penduduk yang dinaiki air serta menyampaikan sumbangan kepada mereka. Rata-rata penduduk kampung yang ditemui berasa berbesar hati apabila melihat wakil rakyat PAS itu datang menziarahi mereka.

PETALING JAYA: Pelakon dan penyanyi remaja Fiffy Natasya (Fify) menjelaskan dakwaan yang mengatakan dia membuka tudung semata-mata untuk menceburi bidang seni berpunca daripada salah faham segelintir pihak yang tidak mengetahui perkara sebenar.

Fify atau nama sebenarnya Fiffy Natasya Suhaimi, 19, berkata dakwaan itu timbul kerana pada usia lapan tahun, dia pernah bertudung ketika menyertai kumpulan Wardah dan mengeluarkan tiga buah album kerohanian dan doa.

"Hakikatnya, dalam kehidupan sebenar, saya memang tidak bertudung. Cuma kebetulan ketika zaman kanak-kanak saya pernah memakai tudung kerana terlibat dalam projek lagu-lagu kerohanian.

"Saya tidak perlu hipokrit dan mengakui saya tidak bertudung. Jadi dakwaan yang mengatakan saya membuka tudung semata-mata untuk menceburi bidang seni adalah tidak betul," katanya ketika ditemui mStar Online di Menara Star, di sini, Isnin.

Pelakon yang semakin dikenali selepas membintangi drama popular Vanilla Coklat di TV3 ini berkata, dia tidak mahu merunsingkan fikirannya dengan apa pun pandangan atau kritikan orang ramai kerana dia sentiasa peka terhadap gerak-gerinya.

"Saya tidak kisah apa juga orang hendak cakap tentang saya kerana saya tahu apa yang dilakukan sentiasa berada pada landasan yang betul serta dipantau oleh ibu bapa.

"Tidak bertudung bukan bermakna saya berkelakuan liar atau nakal. Saya jarang keluar bersiar-siar kecuali dengan keluarga jadi rasanya tidak timbul isu yang boleh mengaitkan saya dengan kontroversi atau perkara-perkara negatif," katanya.

Gadis yang dikenali dengan lagu Kawaii sebelum ini berkata selepas hampir 10 tahun menceburi bidang seni, dia masih berusaha untuk mengukuhkan namanya sebagai bakat pelapis dunia hiburan tanah air.

"Kalau diikutkan, saya sudah mula berlakon pada usia 10 tahun lagi dalam filem Cinta Kolestrol dan baru kebelakangan ini nama saya semakin dikenali.

"Tidak dinafikan saya menerima tawaran lakonan yang berterusan tetapi kalau boleh, pada tahun ini saya mahu lebih dikenali dan berjaya," kata pelajar jurusan Farmasi di Kolej Segi ini.

Menteri Pertanian dan Industri Asas Tani Datuk Seri Noh Omar mahu ahli parlimen BN supaya segera mengagihkan peruntukan RM10 juta di bawah Majlis Pembangunan Pertanian Parlimen (MPPP) dan peruntukan skim perumahan bagi nelayan bernilai RM300 juta - di kawasan masing-masing sebelum pilihan raya umum ke-13 diadakan tidak lama lagi. 

"Ini titik sentuh yang kita nak buat cepat. Duit belum turun, tapi saya minta KSU (ketua setiausaha) untuk guna duit kementerian dulu," katanya pada taklimat bagi Majlis Ahli Parlimen Barisan Nasional (BNBBC) di Kuala Lumpur malam tadi.

Aktivis hak wanita yang berada di bangunan Parlimen untuk berkempen bagi menuntut kerajaan yang bersih hari ini terkejut apabila Menteri Pertahanan Datuk Seri Ahmad Zahid Hamidi membuat gurauan berbaur seks.

NONE"Pakai sarung tangan pegang isteri nanti tak terasa" kata Ahmad Zahid apabila aktivis wanita  memberinya sepasang sarung tangan putih melambangkan tuntutan mereka mendesak supaya  kerajaan bebas daripada gejala rasuah.

Seorang aktivis yang terdengar kata-kata Zahid itu kemudian secara serta-merta memuat-naikkannya di laman web rasmi Twitter Wanita Suara Perubahan, gabungan yang menganjurkan kempen berkenaan.

"Seksis!" ulas pengarah eksekutif Biro Bantuan Wanita Ivy Josiah melalui akaun Twitter beliau. Beliau turut berada dalam delegasi ke bangunan Parlimen itu.

NONEDihubungi kemudian, Ivy memberitahuMalaysiakini bahawa rakan sekerja beliau telah terdengar kata-kata Zahid itu dan kemudiannya melaporkannya di laman Twitter.

"Walaupun beliau bergurau, namun innuendo seksual seperti ini tidak boleh diterima ... ini adalah benar-benar kurang ajar. Kami agak terkejut," katanya.

Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 13.3.2012.

The Penang PR state government has chosen to be transparent and accountable by getting public inputs and consultation over its proposed 4 infrastructure projects to mitigate traffic congestion and spur economic development in the state, especially Seberang Perai Utara(SPU). No public consultation was held by the previous BN government when building the 2nd Penang Bridge. And yet the Penang PR state government is being criticized more severely for being transparent and accountable than the previous BN state government, which had never sought public input or consultation over the 2nd Penang Bridge.

The PR Penang state government concedes that it has failed to convince some NGOs such as the Consumers Association of Penang (CAP) of the importance of the proposed 4 infrastructure projects to mitigate traffic congestion and spur economic development in SPU specifically and Penang generally. The projects in question are the construction of a 6.5-km Gurney Drive-Bagan Ajam(near Butterworth) undersea tunnel, 15 km road connecting Tanjung Bungah and Teluk Bahang, the 5 km Gurney Drive-Lebuhraya Tun Dr Lim Chong Eu bypass and the 5 km Lebuhraya Tun Dr Lim Chong Eu-Bandar Baru Air Itam bypass.

CAP is not the only organization that has opposed the 4 infrastructure projects. Even BN and Deputy Prime Minister Tan Sri Muhyiddin Yassin has opposed the construction of the undersea tunnel from Gurney Drive to Bagan Ajam on 17 November 2011. However public feedback from Penangites, particularly at Gurney Drive and SPU, shows that an overwhelming majority of Malays, Indians and Chinese support and want these infrastructure projects to proceed.

The Penang state EXCO had decided to undertake these projects by open competitive tender on 19 October 2011 after public consultations were conducted from 29 April 2011. Therefore it is untrue for CAP to claim that the Penang state government had not conducted public consultations.

The Memorandum of Understanding(MOU) signed on 28th April 2011 between Beijing Urban Construction Group(BUCG) and the Penang state government had no legal force as the Penang state government had clearly stated that these projects must be conducted by open competitive tender. That the MOU signing was witnessed by both Malaysia Prime Minister Datuk Seri Najib Tun Razak and China's Prime Minister Wen Jiabao was a positive indication of China's interest in undertaking these projects in Penang.

Following the MOU signing, the Penang state government had asked for public inputs beginning on 29th April 2011. Two consultative sessions were even held by me directly with the NGOs on 16 October 2011 and 19 November 2011. In both sessions, CAP was represented by Rudhrapathy Vijayala (Ravi). I did not remember Mr Ravi expressing strenuous opposition to the four infrastructure projects at the end of the session.

The PR state government is presently conducting a pre-qualification exercise by open competitive tender for the 4 infrastructure projects to short-list qualified companies with the financial strength, technical expertise, experience and track record to complete the infrastructure projects. No money will be paid, as the 4 projects were to be financed by a land swap from reclaimed land by Tanjung Pinang Development Sdn Bhd(TP).

During the consultative session on 19 November 2011 with the NGOs, I had explained the rationale for coming up with the sea tunnel infrastructure projects to compel Tanjung Pinang Development Sdn Bhd(TP) to surrender as much reclaimed land as possible to the state government. By two agreements signed with the previous BN government in 1990 and 1999, TP was given the right to reclaim 980 acres of land.

Over 200 acres have already been reclaimed by TP, which is now the Straits Quay project. TP has the legal right to reclaim the remaining over 700 acres. For the PR state government to prevent TP from reclaiming land would require payment of enormous sums of compensation to TP.

The only recourse available to the PR state government was to require a sea tunnel and road infrastructure projects as compliance to road traffic requirements to compel TP to surrender as much reclaimed land as possible to the state government. CAP must also bear in mind that TP is now owned by a government-linked corporation(GLC), Sime Darby Bhd.

Unfortunately, the state government had no control over public transport as it is a federal jurisdiction. Much as we want to improve public transport, the Penang state government is helpless to act as this is completely up to the Federal government. All bus services, taxis and trams or LRT are within the powers of the Federal government.

Even when the Penang state government wanted to provide free CAT bus services paid by the state government around the heritage enclave of George Town, the federal government initially rejected the initiative. The Penang state government was willing to pay RM720,000 per year to provide the free CAT bus services, which is very popular with local residents and tourists. Only after intense appeals by the state government directly to the Minister in charge for nearly a year, was the approval finally given for a free CAT bus service paid by the state government.

CAP president SM Mohamed Idris had said that public consultation involves engaging the people at the earliest stage of the decision-making process, providing adequate information about the projects and giving due consideration to the representations and views made by individuals and civil society organisations,". I would like to humbly remind the veteran CAP President that the very process he outlined was followed in deciding whether or not to proceed with the 4 infrastructure projects.

Only after due consideration, did the Penang PR state government decide to approve the 4 infrastructure projects to reduce traffic congestion to Batu Ferringhi, from Tun Dr Lim Chong Eu Expressway to Gurney Drive and the densely populated areas of Paya Terubong and Relau. As for the sea tunnel, not only would it facilitate communication between the island at Gurney Drive to the mainland at Bagan Ajam, it would also spur economic growth in SPU. The Penang PR state government wants to bring development growth to SPU to dispel vicious lies that the Malays and BN supporters in SPU which is dominated by BN, are neglected or marginalized.

The PR state government is equally concerned about the environmental effects surrounding the construction of the sea tunnel. These environmental concerns will be dealt during the second round of public consultations when the design and route is chosen by end 2012. Even though NGOs such as the CAP has strongly objected to these infrastructure projects, the state government will still engage them by inviting them to the public consultation after the design and the route is chosen. If the state government is not satisfied then, the state government can still reject and refuse to proceed with the infrastructure projects.

According to the schedule for the construction of the projects under the pre-Q exercise, the earliest date for commencement of works on the tunnel is end 2015. This is to allow all the technical, design and environmental studies to be carried out between 2012 and 2015. If the government is not satisfied, the EXCO can refuse to sign the final construction agreement which is the final requirement scheduled for the middle of 2015.

Dan lagi Kerajaan Negeri Pakatan Rakyat Pulau Pinang dikritik lebih teruk kerana telus dan bertanggungjawab daripada Kerajaan Negeri BN sebelumnya, yang tidak pernah membuat input dan rundingan awal ke atas Jambatan Pulau Pinang ke-2.

Kerajaan Negeri PR Pulau Pinang mengakui bahawa ia telah gagal untuk meyakinkan beberapa NGO seperti Persatuan Pengguna Pulau Pinang (CAP) tentang kepentingan 4 projek infrastruktur yang dicadangkan untuk mengurangkan kesesakan lalu lintas dan memacu pembangunan ekonomi di SPU khususnya dan Pulau Pinang secara amnya. Projek yang menjadi persoalan kini adalah pembinaan bawah laut sepanjang 6.5 km dari Persiaran Gurney-Bagan Ajam (berhampiran Butterworth), 15km jalan yang menghubungkan Tanjung Bungah dan Teluk Bahang,jalan pintasan sejauh 5km dari Persiaran Gurney-Lebuhraya Tun Dr Lim Chong Eu dan jalan pintasan sejauh 5 km dari Lebuh Raya Tun Dr Lim Chong Eu ke Bandar Baru Air Itam.

CAP bukanlah satu- satunya organisasi yang menentang 4 projek infrastruktur tersebut. Bahkan BN dan Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin telah menentang pembinaan terowong bawah laut dari Persiaran Gurney ke Bagan Ajam pada 17 November 2011. Walaupunbagaimanapun maklum balas awam daripada rakyat Pulau Pinang terutamanya di Persiaran Gurney dan SPU menunjukkan bahawa majoriti besar orang Melayu, India dan Cina menyokong dan mahu projek infrastruktur ini diteruskan.

EXCO Negeri Pulau Pinang telah memutuskan untuk melaksanakan projek- projek ini melalui tender terbuka secara kompetitif pada 19 Oktober 2011 selepas rundingan awal dijalankan dari 29 April 2011. Oleh itu, adalah tidak benar untuk CAP mendakwa Kerajaan Negeri Pulau Pinang tidak mengadakan rundingan awam.

Memorandum Persefahaman (MOU) yang ditandatangani pada 28 April 2011 antara Beijing Urban Construction Group (BUCG) dan Kerajaan Negeri Pulau Pinang adalah tidak sah dari segi undang- undang kerana Kerajaan Negeri Pulau Pinang telah dengan jelas menyatakan bahawa projek- projek ini mesti dijalankan melalui tender terbuka secara kompetitif. Majlis menandatangani MOU yang disaksikan oleh Perdana Menteri Malaysia Datuk Seri Najib Tun Razak dan Perdana Menteri China Wen Jiabao merupakan penanda aras yang positif tentang minat negara China dalam melaksanakan projek- projek di Pulau Pinang.

Berikutan majlis menandatangani MOU tersebut, Kerajaan Negeri Pulau Pinang telah meminta mengadakan input awam bermula pada 29 April 2011. Dua sesi rundingan telah diadakan oleh saya secara langsung dengan NGO pada 16 Oktober 2011 dan 19 November 2011. Dalam kedua- dua sesi ini, CAP telah diwakili oleh Rudhrapathy Vijaya (Ravi). Saya tidak ingat Mr Ravi ada menyuarakan bantahan berhubung 4 projek infrastruktur pada akhir sesi tersebut.

Kerajaan Negeri PR kini menjalankan latihan pra- kelayakan melalui tender terbuka secara kompetitif untuk 4 projek infrastruktur dengan menyenarai pendek syarikat yang layak dengan kedudukan kewangan yang kukuh, kepakaran teknikal, berpengalaman dan mempunyai rekod prestasi dalam menyiapkan projek- projek infrastruktur. Tiada wang akan dibayar kerana 4 projek tersebut akan dibiayai oleh pertukaran tanah dari tanah yang akan ditambak oleh Tanjung Pinang Development Sdn Bhd (TP).

Semasa sesi rundingan pada 19 November 2011 dengan NGO, saya telah menerangkan rasionalnya untuk melaksanakan projek- projek infrastruktur bawah tanah dengan meminta Tanjung Pinang Development Sdn Bhd (TP) untuk menyerahkan seberapa banyak tanah yang ditambak kepada Kerajaan Negeri. Melalui 2 perjanjian yang ditandatangani dengan Kerajaan BN sebelum ini pada 1990 dan 1999, TP telah memberikan hak untuk menambak 980 ekar tanah.

Lebih 200 ekar telah pun ditebus guna oleh TP di mana projek Straits Quay dilaksanakan sekarang. TP mempunyai hak untuk menebus baki 700 ekar tersebut. Untuk Kerajaan Negeri Pakatan Rakyat Pulau menghalang TP daripada menebusguna tanah memerlukan sejumlah bayaran wang pampasan yang besar kepada TP.

Satu- satunya jalan untuk Kerajaan Negeri PR adalah memohon projek- projek infrastruktur bawah tanah dan jalan raya sebagai pematuhan kepada kemahuan TP untuk menyerahkan seberapa tanah yang mungkin untuk ditebus guna kepada Kerajaan Negeri. CAP juga perlu ingat bahawa TP kini dimiliki oleh Syarikat Berkaitan Kerajaan (GLC), Sime Darby Bhd.

Malangnya Kerajaan Negeri tidak mempunyai kuasa untuk mengawal pengangkutan awam kerana ia merupakan di bawah bidang kuasa Kerajaan Persekutuan. Banyak yang kita mahu lakukan pembaharuan untuk pengangkutan awam , tetapi Kerajaan Negeri Pulau Pinang tidak dapat membuat apa- apa tindakan kerana ia terletak sepenuhnya di bahawa Kerajaan Persekutuan. Semua perkhidmatan bas, teksi dan tram atau TLRT adalah di bawah bidang kuasa Kerajaan Persekutuan.

Malah apabila Kerajaan Negeri Pulau Pinang mahu menyediakan perkhidmatan bas CAT yang akan melalui seluruh kawasan warisan George Town secara percuma yang akan dibayar oleh Kerajaan Negeri, Kerajaan Persekutuan menolak inisiatif ini pada mulanya. Kerajaan Negeri Pulau Pinang bersedia untuk membayar RM720,000 setahun untuk menyediakan perkhidmatan bas CAT secara percuma di mana sangat popular di kalangan penduduk tempatan dan pelancong. Hanya selepas rayuan oleh Kerajaan Negeri secara langsung kepada Menteri yang bertanggungjawab selama hampir setahun, barulah kelulusan untuk perkhidmatan bas CAT percuma yang akan dibayar oleh Kerajaan Negeri diberikan.

Presiden CAP, SM Mohamed Idris telah berkata bahawa rundingan awam melibatkan penyertaan rakyat di peringkat awal proses membuat keputusan, menyediakan maklumat yang secukupnya mengenai projek- projek dan memberi pertimbangan yang sewajarnya kepada perwakilan dan pandangan yang dibuat oleh individu dan organisasi- organisasi masyarakat sivil. Saya dengan rasa rendah diri ingin mengingatkan veteran Presiden CAP bahawa proses yang beliau telah gariskan telah diikut ketika memutuskan sama ada 4 projek infrastruktur ini diteruskan atau tidak.

Hanya selepas pertimbangan yang sewajarnya, barulah Kerajaan Negeri PR Pulau Pinang membuat keputusan meluluskan 4 projek infrastruktur untuk mengurangkan kesesakan lalu lintas di Batu Feringgi, dari Lebuhraya Tun Dr Lim Chong Eu ke Persiaran Gurney dan kawasan- kawasan padat penduduk iaitu di Paya Terubong dan Relau. Untuk terowong bawah laut, bukan sahaja ia memudahkan perhubungan antara pulau di Persiaran Gurney ke tanah besar di Bagan Ajam, ia juga akan merangsang pertumbuhan ekonomi di SPU. Kerajaan Negeri PR Pulau Pinang mahu membawa pertumbuhan pembangunan di SPU bagi menghapuskan pembohongan liar bahawa orang Melayu dan penyokong BN di SPU yang dikuasai oleh BN diabaikan atau dipinggirkan.

Kerajaan Negeri PR sangat prihatin terhadap kesan alam sekitar di kawasan pembinaan terowong bawah laut. Kebimbangan alam sekitar ini akan dirunding semasa pusingan kedua rundingan awam apabila reka bentuk dan laluan dipilih pada akhir 2012. Walaupun NGO seperti CAP amat membantah projek- projek infrastruktur ini, Kerajaan Negeri masih akan menjemput mereka untuk melibatkan diri dalam rundingan awam selepas reka bentuk dan laluan dipilih. Sekiranya Kerajaan Negeri tidak berpuas hati, Kerajaan Negeri masih boleh menolak dan enggan meneruskan projek- projek infrastruktur tersebut.

Mengikut jadual untuk pembinaan projek- projek di bawah pelaksanaan pra- Q, tarikh terawal untuk memulakan kerja ke atas terowong akan dilakukan pada akhir 2015. Ini adalah untuk membenarkan semua kajian teknikal, reka bentuk dan alam sekitar dijalankan antara 2012 dan 2015. Jika kerajaan tidak berpuas hati, EXCO akan menolak untuk menandatangani perjanjian pembinaan yang muktamad di mana ia merupakan keperluan akhir yang dijadualkan pada pertengahan 2015.

槟州民联政府选择透明及问责的方式,针对州内四项纾缓交通、刺激威北经济发展的基建工程,收集公众建议及咨询。国阵在兴建槟城第二大桥时,并没有咨询公众意见。而槟州民联政府却因为比国阵更加透明及问责,而备受更多严重的批评。

槟州民联政府承认,我们无法说服一些非政府组织如:槟州消费人协会有关四项纾缓交通、刺激威北甚至整个槟州经济发展的基建工程的重要性。有关四项工程包括6.5公里长的新关仔角-峇眼亚占海底隧道、15公里长的丹绒武雅- 直落巴巷通道、衔接新关仔角- 敦林苍佑大道5公里长通道及衔接敦林苍佑大道亚依淡新镇5公里长通道。

槟州消费人协会不是唯一一个反对上述四项基建工程的组织。就连国阵及副首相丹斯里慕尤丁也在2011年11月17日对新关仔角-峇眼亚占海底隧道的工程表示反对。不过,根据槟城人民,特别是关仔角及威北人民的反馈,大多数马来人、印度人、华人都支持我们的建议,他们也希望上述工程成行。

在2011年4月29日的公众咨询过后,槟州行政议员于2011年10月19日决定通过公开招标,开展上述基建工程,因此,槟城消费人协会声称槟州政府没有进行公众咨询是不正确的。

槟州政府与北京城建集团于2011年4月28日签署的备忘录并没有法律效应,因为槟州政府已经说得很清楚,这些工程必须通过公开招标颁布。上述备忘录的签署是在马来西亚首相拿督斯里纳吉及中国总理温家宝的见证下签署的,这是一个正面的讯息,意味着中国有兴趣在槟城承建有关工程。

随着备忘录的签署,槟州政府在2011年4月29日开始征询公众反馈。其中两项分别在2011年10月16日及2011年11月19日举行的非政府组织咨询会议甚至是由我直接主持的。在上述两次会面,槟城消费人协会的代表是鲁拉巴迪(拉威)。我不记得拉威曾在会上表达过他们对上述四项基建工程的强烈反对。

槟州民联政府最近正进行四项工程的公开投标者资格预审,以选出符合资格的公司,确保它们拥有强稳的资金、技术专才、经验、良好记录来完成上述基建工程。我们不会支付金钱,上述四项工程将通过交换由丹绒槟榔发展有限公司填海的地段来融资。

在2011年11月19日进行的与非政府组织的咨询会议上,我已经解释兴建海底隧道的合理必要,以迫使丹绒槟榔发展有限公司尽量交出填海地段给州政府。根据他们分别在1990年及1999年与前朝国阵政府签定的合约,他们有权填海获取980英亩的土地。

他们填海所得的200英亩土地已经成为现在的海峡港口(Straits Quay)。有关公司还有合法权利,填取另外700英亩的土地。如果民联政府阻止有关公司填海,我们必须支付巨额赔款给他们。

现在我们唯一可行的做法就是依据交通需求,兴建海底隧道及道路,以迫使上述公司尽可能交出填海地段归还给州政府。槟城消费人协会必须记得,有关公司是官联公司森那美(Sime Darby)所拥有的。

不幸的是,州政府针对公共交通没有控制权,它属于联邦政府管辖范畴。无论我们多么希望改善公共交通,但是槟州政府还是无能为力,因为这完全须由联邦政府决定。所有的巴士服务、德士、电车或轻快铁的建设,都是联邦政府的权限。

就连槟州政府要提供穿行乔治市古迹区的免费CAT巴士服务,刚开始联邦政府也反对。槟州政府愿意每年支付72万万令吉来提供这项已获得居民及游客支持的服务。但是,州政府也必须经历多次恳求、与相关部长直接交涉近一年,最终才获得批准,由州政府支付,提供免费CAT巴士服务。

槟城消费人协会主席莫哈末依德里斯说过,公众咨询应该在做出决定前进行,提供有关工程的资料,并将个人及公民社会团体的意见考虑进去。我谦卑地提醒槟城消费人协会的老前辈,在决定是否进行上述四项基建之前,我们已经遵循了他所指的程序。

经过仔细考虑,槟州政府决定批准上述四项工程,以减缓从敦林苍佑大道开始,一路前往新关仔角、峇都丁宜及人口密集的垄尾、湖内的交通阻塞问题。至于海底隧道,它不只将打通新关仔角及威省峇眼亚占的联系,它也将刺激威北一带的经济发展。槟州政府希望能够促进威北地区的经济发展,证明我们没有忽略或边缘化威北的马来人及国阵支持者,消除恶意的谎言。

槟州民联政府也一样关注兴建海底隧道对周遭环境造成的影响。我们将在确定设计及路线之后,于2012年底针对环境问题进行第二轮的公众咨询。虽然非政府组织如槟城消费人协会强烈反对上述基建工程,州政府还是会邀请他们前来参与。如果州政府还不满意,州政府还是可以拒绝继续有关基建工程。

根据有关工程在投标者资格预审阶段的兴建时间表,海底隧道最早的动工时间是2015年底。这让我们可以在2012年至2015年期间进行所有关于技术、设计及环境问题的研究。这意味着如果政府不满意有关结果,州行政议会依然可以在2015年中,拒绝依据时间表签署最终的承建合约。

You raise some good points and indeed, if the so called share swap is reversed, who is going to pay for all the unraveling that needs to be done? Do you think that Firefly will return with Jet aircraft? I doubt it. Will someone grow exceedingly large testicles and say how it is and actually deal with it, for example,chronic over-staffing. People have to realize that by having family everywhere, its harder to discipline the lazy ones! At the end of the day, everyone agrees that MAS is in a hole, with or without Tony and his friends, the main reason everyone is shouting ‘Blue Murder” is because both sides have not been transparent to the workers or the public. Legacy airlines are from the old school and it shows in MAS

YB please expose the TRIO further. They had to be posed until PM can see through their masks. The pariah is doing everything to screw up MAS. The TRIO is doing whatever is instructed by the pariah. Hence the important posts are held by AIrAsia or people who are indirectly related to it.

We are also watching them. They can block all information from getting out but we will ensure that Yb will get them. Please kasih the TRIO especially Rashdan and Azman Mokhtar, the main culprit for the share swap and CCF.

Untuk maklumat Sdr Persiaran Rejang Setapak Jaya bukan di dalam parlimen Wangsa Maju, Jadinya agak sukar untuk kami membantu sepenuhnya memandangkan kawasan tersebut terletak di bawah pengawasan DBKL Setiawangsa.

I was stating that even Im a Malay, I feel proud of the efforts that have been put by YB Wee to unravel every detail in the share swap. Stating my race, of course, has nothing to do with the problem. It;s just that I was declaring that, I will support anyone who work for the intersets of rakyat with honesty, rather than supporting blindly. In simple words, Im stating that on my side, I feel proud of the efforts done by YB Wee.

I think you think too much. To be honest, enough with the Malay shits, see what happens to every GLC out there. I will reject the ideas of every GLCs’ top managements must be Malays, despite Im a Malay myself. This is not about putting Malay aside. You want a company to succeed, let it be lead by those who are competent in a particular field, be it Malays, Chinese, Indians or other races in Malaysia. You gotta accept the fact that, there’s no point of having so many Malays in the top management while the company itself is going down the drain. Those employees are trying to earn some money for family while some are chasing the wealth for themselves, hence comes the bribery, cronies-related shits etc. I rather support somebody who works for the rakyat rather than listening them talking bullshits at ceramah, be it from both sides. Who has been doing that all these times? Other than the Malay politicians who themselves, are to be blamed for the ‘assabiyah’ (separation) of us Malays?

MAS themselves had never been that ‘transparent’ in selecting their employees. All must be connected, all must have somebody big inside, oh how irony that this ‘crony’ shits are now happening in MAS. This problem is a Godsend, a bloody wake up call to all of us. How many of deserving candidates have they rejected in the past, and prioritising their own ‘relatives’? Dont deny all of these wrongdoings. Not just in MAS alone, but in every other company as well. Now eat this and change! It’s never too late to change your mentality. All people, regardless of race, need to have true conducts of themselves, honesty in life itself. Then we all can be united, under the 1Malaysia or Malaysians United or whatever crap you want it to be called. If not, this problem will be in cycle like a woman’s period cycle. PMS to all Malays everytime shit happens. Every year, no worries, it’s be the same if you yourself dont change. Well, Im writing this in general, not to point at you alone.

Dear PM,

Stopping the share SUAP and CCF is good but someone must be responsible hatching this idea in the first place. Azman Mokhtar and his crony Rashdan must take full responsibility for all the nonsense. Azman must be sacked from khazanah and Rashdan must also be removed. Rozman, Azhari and Shane Connoly of PlaneCon sult, the acting Commercial Director, must also be removed immediately.

This will give some hope to MAS for a start. Remove, Remove and Remove them immediately then there is some hope for MAS.

What they have been doing so far were too glaring and not in the best interest of MAS. Full of conflict with AirAsia.
