议会提呈10道问题

（古晋6日讯）民主行动党古晋市国会议员兼哥打圣淘沙州议员于今届砂州议会的第一次开会，提呈了以下10道问题：

1.    询问首席部长，请列出所有州政府和联邦政府在第11届砂州选举期间所公布的工程，各别工程的预算开支和完成期限。

2.    询问现代化农业部长，有关政府在2013年所公布坐落在斯里阿曼Batang Lupar的米倉计划的进展如何，多少农民参与这项计划、计划的总开支以及这些农民的收成是多少。

3.    询问首席部长，有关砂州政府于2015年所批准的9亿590万令吉的小型乡村发展金的款项是如何被分发出去的。 请列出全部在这项发展金所实施的个别工程、地点和涉和款项以及实施这些计划的工程承包商和收款人。

4.    询问首席部长，请列出砂州全部的电力发电厂，并道出砂拉越能源公司于2012年，2013年，2014年，2015年和2016年的最高电力生产能量和砂州各别年份的电力需求。

5.    询问砂州首席部长，是否目前巴贡水坝所生产的电力是其预期的最高电力生产能量的2400兆瓦。若巴贡水坝目前仍非生产其最高电力生产能量，原因何在？Murum水坝在这方面的情形又是如何？

6.    询问首席部长，请列出有关"政府供款所批准代理机构"名义下在2013年、2014年、2015年和2016年所拨出款项的详细资料，包括接收这些款项的收款人和款项的用途。

7.    询问首席部长，请列出所有州政府部门、法定机构和关联公司职员的种族比例的详情（包括部门最高级到最低级职员的种族比例）。

8.    询问首席部长，有关政府将SACOFA有限公司的股权卖给CMS集团的交易的进展报告和详细资料，并列出这项私营计划所带给砂州人民的什么利益，尤其是在城市和乡区的电讯和网络覆盖和收费方面的利弊。

9.    询问首席部长，有关沐胶机场工程的详细资料，包括，该工程是否有经过公开招标的程序，承包商是谁，预算工程数额和完成的时限。

10.   询问首席部长，目前有多少砂州子女已持有医学、牙医学和药剂学的文凭但却无法开始他们的事业因为政府医院没有空缺？ 砂州政府将采取什么措施以协助解决这问题？

张健仁表示，他的这10道问题，都指定要书面回答。 原因是因为，要求口头回答的问题若没有在开会口头问答环节（每天开会的第一个小时）之内被安排到部长回答，部长就不需回答有关问题。 议员们若要答案，只好在下一次的开会前再提呈有关同样的问题。

"根据过去的经验，我所指定要口头回答的问题都被编排在口头回答环节时间以外。 问答环节时间一完，议长就终结口头问答环节，而部长就无需给予任何答案了。 这根本就是在剥夺议员们在州议会问政的机会。"


"至少，对于要求书面回答的问题，部长必须在下次开会之前给予书面答案。"

10 Questions Submitted by Chong Chieng Jen for the coming DUN Sitting

The following are the 10 questions that I have submitted for the coming Dewan Undangan Sarawak sitting which will start tomorrow:

1.         To ask the Honourable Chief Minister to state all the projects announced by the State Government and the Federal Government in Sarawak during the campaign period of the 11th Sarawak State Elections, the respective estimated costs of such projects and the expected time for completion thereof.

2.         To ask the Honourable Minister of Modernization of Agriculture to state the status of the Project Jelapang Padi in Kawasan Batang Lupar, Sri Aman which was announced in year 2013.  How many farmers participated in the project, the total costs incurred and their respective padi yield.

3.         To ask the Honourable Chief Minister to state how the total sum of RM905,900,000 approved under Public Finance for Minor Rural Projects for year 2015 was spent and to list all the projects undertaken, their respective descriptions, locations and costs and the respective names of the contractors and recipients concerned.

4.         To ask the Honourable Chief Minister to list all the power generation plants in Sarawak and to state the maximum electricity generating capacity of Sarawak Energy Berhad and the demand from its organic and non-organic customers for the years 2012, 2013, 2014, 2015 & 2016.

5.         To ask the Honourable Chief Minister to state whether Bakun HEP is generating electricity at its full capacity of 2,400 MW and if otherwise, the reason for not generating electricity at its full capacity.  How is the situation of Murum Dam in this respect?

6.         To ask the Honourable Chief Minister to state the detailed particulars of payments made under the item of "Government Contribution Towards Approved Agencies" in the Development Fund for the years 2013 till 2016, the names of the recipients of such allocation and the purposes therefor.

7.         To ask the Honourable Chief Minister to state the detailed racial breakdown of the government officers of different scales (from heads of departments till the lowest scales) in the State civil services, statutory bodies and government-linked companies.

8.         To ask the Honourable Chief Minister to state the status and details of the sale of SACOFA Sdn Bhd shares to CMS group of companies and the ultimate benefits such privatization will bring to Sarawakians in terms of tele-communication and internet coverage and their respective costs, both in the rural and urban areas.

9.         To ask the Honourable Chief Minister to state the details in respect of the proposed construction and completion of the Mukah Airport, including the tender process (whether it is by way of open tender or otherwise), name of the contractor awarded the project and the estimated amount and time of completion thereof.

10.        To ask the Honourable Chief Minister to state the number of Sarawakian medical, dentistry and pharmacy degree holders who are currently unable to start their respective careers due to the lack of vacancies in government hospitals.  What action is the State Government taking to resolve this problem?
