Stateless Indians: PKR Shows Proof

PETALING JAYA: PKR today provided a document to substantiate its allegation that there were about 300,000 stateless Malaysian Indians in the country.

Speaking at a press conference at the party headquarters today, Subang MP R Sivarasa provided a census report made in the 1970 by then chief statistician of Malaysia, R Chander.

"Chander is a renowned statistician not only in Malaysia but also in the region," Sivarasa said.

Also present were PKR vice-presidents Nurul Izzah Anwar, N Surendran, supreme council member Khalid Jaafar and Kapar MP S Manickavasagam.

Also at their side were several Indian families who were denied citizenship by the National Registration Department (NRD).

Sivarasa explained that Chander's projection for the population increase for 1990 for the Malay and Chinese communities was accurate.

"Chander projected that the Malay population would increase from 8 million to 8.9 million in 1990. In 1991, the census showed the Malay population was about 8.5 million."

Sivarasa added that the Chinese population was about 4.6 million in 1991, which was in the range of Chander's projection of between 4.5 million and 5.4 million.

"Chander projected that Indians would be between 1.4 million and 1.6 million in 1990 but the census showed that there were only about 1.3 million Indians. What happened to the rest?"

He attributed the lower figures to the mechanism used when the census was done in 1991, saying that the government only counted those with blue identification card.

"It's already 2012 and I believe Surendran's 300,000 estimate is a conservative figure. It could be much more now," Sivarasa said.

He said the government should look into the matter as a Malaysian problem, adding that the right to citizenship is guaranteed under the Article 14 and 16 of the Federal Constitution.

MIC hoodwinking Indian community

Meanwhile, Surendran said that the stateless Malaysian Indians were victims of a systematic effort by the authorities to deprive the latter of their basic rights.

"And there are two groups here. One is those carrying red MyKads and the rest who have no birth documents whatsoever," Surendran said.

Criticising the MyDaftar programme, he said the programme was an attempt by the MIC to hoodwink the Indian community.

He produced a letter from the NRD addressed to MIC secretary-general S Murugesan where the former rejected an application of citizenship from one G Vasantha Lakshimi, under Article 19 of the Federal Constitution.

"Why did the MIC apply citizenship for Vasantha under Article 19? That legislation is for foreigners. Vasantha was born in Kuala Lumpur. So, has the government been treating her as a foreigner all this while? asked Surendran.

In a related matter, Nurul said Prime Minister Najib Tun Razak and Home Minister Hishammuddin Hussein must explain the matter with immediate urgency.

"And MIC must stop making this into a racial issue. This is a Malaysian problem and the bureaucracy is a hindrance to resolve this issue," she said.

Last Thursday, Surendran led a protest at the Parliament gates urging the government to solve the stateless Indians issue urgently.

In a related development, Murugesan said that he will send his officer tomorrow to PKR headquarters to collect information from Surendran over the matter.

"This is not about partisan politics. Let's work together to help the Indian community," he said.

Najib’s Illusory Transformation (I): Election Offences (Amendment) Bill 2012 – A Election Fraudster’s Charter

On 19th April 2012, the last day of the Parliamentary session, the Government tabled 8 Bills for debate that day.  It became a marathon session testing the stamina and resolve of the opposition.  The first Bill was the Election Offences (Amendment) Bill 2012 which started at 10:00am and the last Bill was the Printing Presses and Publications (Amendment) Bill 2012 which ended at 3:15am the next morning.  In between, the other Bills debated included Universities and University Colleges (Amendment) Bill 2012, Private Higher Educational Institutions (Amendment) Bill 2012, Educational Institutions (Discipline) (Amendment) Bill 2012, the Jasa Perkasa Persekutuan (Remembrance Allowance) Bill 2012, Pingat Tentera Udara (Remembrance Allowance) Bill 2012 and the Capital Markets and Services (Amendment) Bill 2012.

For comparison, the Dewan Rakyat took 3 days to debate the National Kenaf and Tobacco Board Bill 2008.  Although the replacement of tobacco planting with kenaf is important, it cannot be more important than the Bills to ensure free and fair elections, ensuring students are able to exercise their constitutional freedom of assembly and citizens are entitled to the freedom of expression which were to be debated in the Election Offences (Amendment) Bill 2012, Universities and University Colleges (Amendment) Bill 2012, Private Higher Educational Institutions (Amendment) Bill 2012, Educational Institutions (Discipline) (Amendment) Bill 2012 and the Printing Presses and Publications (Amendment) Bill 2012 Bills.

There is no doubt that the Barisan Nasional Government wanted to bulldoze the Bills with the minimum debate to avoid public scrutiny and censure.  This is because the amendments were not designed to provide for greater democracy instead they provided for greater restrictions.  The transformation which is heralded by Najib in tabling the Bills is nothing more than an illusion.  Like David Copperfield's magic tricks, the smoke and mirror effect of the Bills cannot stand scrutiny in daylight.  Hence the Bills were pushed through in the dead of the night.

The Election Offences (Amendment) Bill 2012 has been described by Ambiga Sreenevasan, co-Chairperson of the Steering Committee for the Coalition for Clean and Fair Elections (BERSIH 2.0), as "solely for the purpose of making the voting process less transparent".[1]  The Bill did not implement any of BERSIH's 8 demands for a clean and fair election or any of the 22 recommendations of the Parliamentary Select Committee.

No observer to be allowed, scrutiny reduced
The Bill removed the candidate's right to have his agents monitor the process of voter identification to ensure that voters are at the proper polling center and directed to the correct polling stream.  This is a crucial process because many voters will be denied their rights to vote if they are unable to obtain confirmation that they are at the correct polling center or their name is listed in the electoral roll.  There have been many incidents in previous elections where voters were sent on a wild goose chase to find their voting centers.  Unable to do so, they eventually gave up and were thus deprived of their right to vote.

Pakatan Rakyat and the public have cause for concern that this coming 13th General Elections will be tainted by widespread electoral frauds.

From December 2010 until September 2011, Pakatan Rakyat has found that 106,255 voters have been removed from the Electoral Roll without their knowledge.

The Election Commission has changed the voting centers for 31,294 persons without their knowledge or consent on the pretext of the Election Commission correcting Parliamentary boundaries.  This is illegal because any change in a Parliamentary constituency requires the approval of two-thirds majority in the Dewan Rakyat which has not been obtained.

According to an audit by Mimos Berhad presented to the Parliamentary Select Committee (PSC), there are 200,000 voters whose registration is suspect;
  • There are 820 cases where there are 100 or more voters staying at one address;
  • There are 1,259 cases where there are between 51 to 100 voters at one address;
  • There are 3,254 cases where there are between 21 to 50 voters at one address;
  • There are 6,002 cases where there are between 11 to 20 voters at one address.

There are also 2,425,045 voters whose authenticity cannot be verified because the electoral rolls only specified their locality but not their addresses.

Parti Keadilan Rakyat has detected a trend where seats they are contesting have registered substantially higher number of new voters compared to those held by Barisan Nasional, for example:
  • Subang 27,765;
  • Kapar 21,606;
  • Kuala Langat 17,172;
  • Selayang 16,189;
  • Gombak 15,467;
  • Gelang Patah 17,356;
  • Bukit Katil 16,206;
  • Hulu Selangor 16,481.
The amendments to the Election Offences (Amendment) Bill 2012 by prohibiting the presence of observers will lead to reduced scrutiny and prevent electoral fraud.  The Government has not provided any convincing argument to justify the reduced scrutiny.  Sivarasa Rasiah, the Member of Parliament for Subang, has described the amendments as confirmation of Barisan Nasional's plans to steal the 13th General Election.[2]


The amendment will not improve Malaysia's score for greater political rights and civil liberties.  The Asian Network for Free Elections (ANFREL) recently released a chart assigning a score for political rights and civil liberties to 30 countries in Asia.[3] It demonstrates that Malaysia still has a long way to go in pursuing greater political rights and civil autonomy to keep on par with the democratic development achieved by other countries such as Taiwan, Japan, South Korea, India and even our neighbor Indonesia.

In fact, the presence of observers, whether from non-governmental organizations (NGOs) or representing the election candidates is an inseparable aspect of voting process, particularly within a democratic system. In the United States – a country that is widely credited with its relatively complete and healthy democracy, any candidate is allowed to have as many observers to be present during the election and also during the calculation of the ballot paper. The presence of observers shall include every phase of an election, such as in the preparation and mailing of ballots, checking the eligibility of voters, and the opening and calculation of ballot papers and the like. Such amendment to rule out the presence of observers in the booth is conspicuously in conflict with the nature of democracy. What is more, this is overtly in contrast with the political transformation programme, which has been vigorously introduced and promoted by a Prime Minister who portrays himself as the icon of successful transformation while playing down systemic failures and crisis of political legitimacy faced by the BN-UMNO regime.

Conclusion
The amendments removed another one of the check and balances ensuring a clean and fair election.  The Election Commission and the Prime Minister should have no fear of observers if the election is clean and fair. They would only have cause for fear if they intend to commit election fraud. The people must therefore judge why the Barisan Nasional Government did not allow sufficient time for the public to appreciate the significance of the amendments and what they forebode.  The people must question Barisan Nasional for pushing the amendments in the darkest hours of the night, and not in the light of day.  For those who prefer darkness over light, it has been said:

For everyone who does wicked things hates the light and does not come to the light, lest his works should be exposed. But whoever does what is true comes to the light, so that it may be clearly seen that his works have been carried out…"

Barisan Nasional was able to approve the amendments because of their majority in the Dewan Rakyat.  The amendments would similarly be approved by the Barisan Nasional majority in the Dewan Negara.  Therefore the only avenue left for the people to object is by attending BERSIH 3.0.

Naib Presiden PAS, Datuk Mahfuz Omar mengingatkan Suruhanjaya Pilihan Raya (SPR) agar menyokong penubuhan suruhanjaya diraja bagi menangani isu pengundi ragu atau hanya akan digelar sebagai "Sorok Pengundi Ragu".

Menurutnya, jika SPR benar-benar jujur terhadap isu kewujudan lebih 40,000 pengundi ragu, mereka seharusnya turut sama mendesak kerajaan menubuhkan suruhanjaya diraja bagi menyiasat perkara itu.

"SPR sepatutnya merebut kesempatan untuk membuktikan bahawa daftar pemilih yang ada kini dan segala tindak tanduknya adalah bersih dari sebarang penyelewengan dengan menyatakan persetujuan dan kesediaannya menghadapi suruhanjaya diraja itu.

"Jika tidak mahu menerima penubuhan suruhanjaya tersebut, rakyat akan melihat SPR langsung tidak yakin terhadap apa yang didakwanya sebagai fakta sebenar," kata beliau lagi sambil mengingatkan SPR supaya jangan menjadikan dirinya sebagai bahan ejekan rakyat yang mahukan pilihan raya yang adil dan bersih," katanya.

Berhubung buku 'Fakta Sebenar di sebalik dakwaan dan fitnah terhadap SPR' yang diterbitkan SPR, Mahfuz berkata sepatutnya suruhanjaya itu menggunakan saluran suruhanjaya diraja dan bukannya cuba membersih nama dengan menerbitkan buku.

"Tetapi kalau sendiri yang menulis untuk mendakwa diri sendiri mempunyai fakta sebenar, bercakap seorang-seorang tanpa mana-mana badan penilai dan penyiasat untuk mengesahkan kebenarannya, ia akan hanya menyebabkan SPR semakin dilihat benar-benar tidak benar," tegas Mahfuz.

Mahfuz berkata, tuntutan supaya ditubuhkan suruhanjaya tersebut juga turut disuarakan oleh parti komponen Barisan Nasional (BN).

Beliau merujuk kepada kenyataan Naib Presiden Parti Bersatu Sabah (PBS) Datuk Radin Malleh yang berpendapat satu-satunya cara untuk mengatasi kewujudan 22,000 nama meragukan dalam daftar pemilih ialah dengan menubuhkan suruhanjaya siasatan diraja.

Transport Minister Datuk Kong Cho Ha Should Step In If No Apology Is Forthcoming From Both Penang Port Sdn Bhd (PPSB) Chairman Dato Seri Dr. Hilmi Bin Hj. Yahaya And The Penang Port Commission (PPC) Chairman Datuk Seri Chua Soi And The Demolished Muniswarar Shrine Is Not Rebuilt Before The Next General Elections.

When will Penang Port Sdn Bhd (PPSB) Chairman Dato Seri Dr. Hilmi Bin Hj. Yahaya and the Penang Port Commission (PPC) Chairman Datuk Seri Chua Soi Lek fully apologise to the Hindu community for the demoliton of the 50 year old Hindu shrine and fulfill their promise to rebuild it? Why no follow up as just how long does it take to rebuild a Hindu shrine on a small 6.1m X 6.1 m site.

Even though PPSB Chairman Datuk Seri Dr Hilmi Yahaya has announced that PPSB will bear the cost of rebuilding the demolished 50-year-old Muniswarar Hindu shrine on an area of 6.1m x 6.1m near the Prai Bulk Cargo Terminal (BCT) in the Prai Industrial Area, this has been denied by the BCT general manager Abdul Halim Abdul Kader. When I visited the area on 23.4.2012, Abdul Halim stressed that he had checked with Datuk Sri Dr Hilmi's office who affirmed that it would not be rebuilt in the same area.

If that is so, where then will the temple be rebuilt? Further when will the temple be rebuilt or is this just another of BN's empty promises to be discarded after the next general elections. To demonstrate their remorse for demolishing the Hindu shrine, both Hilmy and Chua must fully apologise on behalf of PPC and PPSB to the Hindu community for this religious sacrilege and trampling on their religious sensitivities.

The failure of both PPC Chair Datuk Seri Chua Soi Lek and PPSB Chairman Dato Seri Dr. Hilmi Bin Hj. Yahaya to immediately meet and explain to the port workers and the Hindu community why they permitted this barbaric demolition to occur is regrettable, irresponsible and disrespectful. Worse, no notice was pasted on the shrine to give prior notification of of the impending demolition.

All peace-loving Penangites who respect freedom of religion condemn this demolition. Transport Minister Datuk Seri Kong Cho Ha should step in if no apology is forthcoming from both Hilmy and Chua as well as the Hindu shrine can not be rebuilt before the next general elections.

既然港务局承诺将会重建在该局地皮被拆的兴都庙,那槟州港务局主席蔡细历和槟州港口委员会主席拿督希尔米几时才打算履行他们的承诺,并就此事作出道歉呢?为何截至目前为止,尚无任何跟进行动说明何时会重建仅仅6.1公尺 X 6.1公尺的兴都庙?

即使槟州港口委员会主席拿督希尔米已经公布,称槟州港口有限公司将会在北赖工业区散装货运码头(BCT)附近面积 6.1公尺 x 6.1公尺的地皮上,重建这间50年历史兴都神龛并承担一切费用,但却被散装货运码头总经理阿都哈林所否认。我在2012年4月23日到访该地时,阿都哈林强调,他已经与拿督希尔米办公室确认,并肯定有关的兴都神龛不会在同样的地皮上重建。

如果是这样的话,那兴都神龛将会重建在哪里呢?再说,重建工作几时才开始?还是这仅仅是国阵的另一个空头承诺,一个在大选过后就抛诸脑袋后的承诺?为表示他们对拆兴都神龛的悔意,希尔米及蔡细历两人皆必需代表槟州港口委员会及槟州港务局,对他们贱踏宗教敏感,以及亵渎宗教一事,慎重地向当地的兴都社群作出道歉。

港务局主主席蔡细历及港口委员会主席希尔米无法即刻会见港口公司员工以及有关的兴都社群,讲解是次的野蛮拆庙行动,确是令人遗憾、不负责任及不尊重他人的。

所有热爱和平的槟城人都强烈谴责这次的拆庙行为。若槟州港务局主席蔡细历和槟州港口委员会主席拿督希尔米还不针对兴都庙被拆事件道歉,以及有关兴都庙无法在大选前重建的话,那交通部长拿督江作汉应该介入此事。

Press Statement of the Announcement of Penang Learning Centre and Penang Badminton Academy at Kampung Buah Pala by YAB Tuan Lim Guan Eng, Chief Minister of Penang at Komtar on 24th April 2012

The 2.9 acres of state owned land is located near Kampung Buah Pala in Sri Delima and Bukit Glugor. The built up area of the Penang Learning Centre and Penang Badminton Academy will occupy 1 acre. Upon completion, the 2 buildings will be handed back to the state government, who will then manage the 2 buildings.

The RM4 million Penang Learning Centre (PLC) and Penang Badminton Academy (PBA) will take 18 months to complete. A library, 7 classrooms for tuition and language classes, 6 – 8 badminton courts and a canteen will be provided. Amongst the languages focused on will be foreign languages apart from Bahasa Malaysia, English, Mandarin and Tamil. Users will be able to have their meals and refreshments within the buildings.

The Penang state government believes that the PLC and PBA will serve the community in terms of providing a unique location where underprivileged students will have an affordable place to seek tuition and learn new languages as well as excelling in badminton. This is the first library built by the PR state government and also the first Penang Badminton Academy in Penang.

Recently, ECA International reaffirmed George Town is the most livable city in Malaysia, ranking 8th in Asia and 73rd globally. George Town outranked Kuala Lumpur for the first time in 2011 when George Town retained its position as 8th most livable city in Asia whilst Kuala Lumpur slipped to No.9. George Town proved that this achievement was no fluke but a fact when George Town retained its 8th most livable city in Asia in 2012 whilst Kuala Lumpur again slipped down to 10th. For George Town and Penang to maintain our hard won status as the most livable city in Malaysia, more recreational and learning facilities are needed. For this reason, Penang warmly welcomes this social initiative by ECM Libra and its 3 partners.

The state government wishes to thank ECM Libra Foundation for its generous contribution towards promoting education and mastery of languages especially amongst the young. Tanah seluas 2.9 ekar milik Kerajaan Negeri ini terletak berhampiran Kampung Buah Pala di Sri Delima dan Bukit Gelugor. Pembinaan Pusat Pembelajaran Pulau Pinang dan Akademi Badminton Pulau Pinang akan memenuhi keluasan sebanyak 1 ekar. Apabila siap, 2 buah bangunan tersebut akan diserahkan kembali kepada Kerajaan Negeri yang juga akan menguruskan 2 bangunan tersebut.

Pusat Pembelajaran Pulau Pinang (PLC) dan Akademi Badminton Pulau Pinang (PBA) yang menelan belanja RM4 juta ini akan mengambil masa selama 18 bulan untuk siap. Sebuah perpustakaan, 7 buah kelas bahasa dan tuisyen, 6-8 gelanggang badminton dan kantin akan disediakan. Antara bahasa yang akan diberi tumpuan ialah bahasa asing selain daripada Bahasa Malaysia, Bahasa Inggeris, Mandarin dan Tamil. Pengguna juga boleh mendapatkan makanan dan minuman di dalam bangunan tersebut.

Kerajaan Negeri Pulau Pinang percaya bahawa PLC dan PBA akan memberikan khidmat kepada masyarakat dari segi menyediakan lokasi yang unik di mana pelajar yang kurang bernasib baik akan mempunyai tempat yang sesuai untuk mengikuti kelas tuisyen dan mempelajari bahasa baru serta cemerlang dalam badminton. Ini merupakan perpustakaan pertama yang dibina oleh Kerajaan Negeri PR dan juga merupakan Akademi Badminton Pulau Pinang yang pertama di Pulau Pinang.

槟州政府欢迎ECM Libra基金及其3位伙伴Lim Kian Onn,拿督斯里卡利穆拉哈山及拿督David Chua Ming Huat的贡献,兴建槟州学习中心及槟州羽球学院。ECM将会在财援上全额资助耗资400万令吉,兴建学习中心与羽球学院。

占地2.9依格的土地就坐落于斯里德里玛及武吉牛汝莪交界的豆蔻村附近。槟州学习中心及槟州羽球学院的占地面积将占地1依格,一旦落成该两栋建筑将交还给州政府管理。

耗资400万令吉的槟州学习中心及槟州羽球学院将费时18个月完成。该计划当中会有一间图书馆、7间用以补习及语文课的课室、6至8个羽球场及一间食堂。在语言中心所提供的语言课除了大家熟悉的国语、英文、华文及淡米尔文外,主要是专注在学习外语。同时,提供食堂也让使用者也可以在该中心享用餐饮。

州政府相信槟州学习中心及槟州羽球学院将会让该地区一般家庭的学子提供地点适中的地方补习、学习新语言及精进羽球技术。这是槟州民联政府兴建的第一间图书馆,还有第一间槟州羽球学院。

最近,ECA国际调查组织的最新调查显示乔治市是马来西亚最宜居住的城市,在亚洲最宜居城市中位列第8名,全球第73名。乔治市在2011年首次超越吉隆坡在排行榜中维持第8名,而当时吉隆坡则排名下滑至第9名。乔治市在2012年继续位居第8名但吉隆坡却下滑至第10名。为了让乔治市及槟城继续享有全马最宜居城市的美名,有必要设立更多的休闲及学习设施。因此,槟州政府热烈欢迎ECA Libra基金及其3位伙伴的社会贡献。

州政府要感谢ECA Libra基金极力提倡教育及推动年轻人的语文掌握与学习。这项措举将有助于槟城欲成为集清洁、绿化、安全及健康于一身的国际智能城市目标。同时,州政府也希望羽球学院的设立,能在将来为槟城培养出更多的世界羽球冠军。

UCAPAN YB ISKANDAR A. SAMAD, YANG DIPERTUA PAS KAWASAN PANDAN DI MESYUARAT AGUNG PAS KAWASAN PANDAN PADA 21 APRIL 2012.

Pertamanya marilah kita sama-sama mengucapkan syukur ke hadrat Allah SWT yang telah mengizinkan kita  berkumpul di Pusat Tarbiyyah Pandan pagi ini.

Bagi pihak PAS Kawasan Pandan saya ingin mengucapkan selamat datang kepada tetamu khas kita pagi ini, Yang Berusaha Dr. Ahmad Suhaimi Mokhtar, Setiausaha Politik kepada Presiden PAS. Saya yakin kehadiran beliau akan dapat menyemarakkan semangat para pejuang PAS di kawasan Pandan bekerja dengan lebih gigih lagi.

Selamat datang juga kepada para jawatankuasa, para perwakilan, para permerhati dan para tetamu dari wakil parti-parti Pakatan Rakyat, masjid-masjid, surau-surau, sekolah-sekolah, JMB-JMB, MC-MC, KRT-KRT dan pertubuhan-pertubuhan bukan kerajaan yang telah sama-sama hadir untuk menyerikan dan menjayakan program kita hari ini.

Saya juga mengucapkan tahniah kepada mereka yang telah memberi sumbangan sehingga impian kita untuk memiliki sebuah bangunan menjadi realiti. Bangunan ini adalah milik kita bersama. Ia bukan milik mana-mana jawatankuasa tetapi milik setiap ahli PAS di Pandan.

Walau bagaimanapun sumbangan-sumbangan masih diperlukan dari tuan-tuan dan puan-puan sekelian. Bangunan ini bernilai lebih RM 3/4 juta. Walau bagaimanapun kita masih memerlukan hampir RM 1/2 juta lagi untuk membayar balik pinjaman bank dan kerja-kerja akhir pembinaannya.

Tuan-tuan dan puan-puan yang dirahmati Allah SWT

Saya mengucapkan tahniah kepada semua Dewan-Dewan dan Cawangan-Cawangan yang telah berjaya menganjurkan mesyuarat agung tahun ini. 
 
Mesyuarat agung bukan sekadar agenda tahunan yang diwajibkan oleh Pendaftar Pertubuhan. Tetapi ia merupakan kayu pengukur kejayaan atau kegagalan kita untuk menggembeling tenaga-tenaga di peringkat akar umbi.

Mesyuarat agung adalah juga satu proses tarbiyyah. Untuk menganjurkan mesyuarat agung memerlukan persiapan yang terperinci dan melatih kita untuk bekerja bersungguh-sungguh. Untuk menghadiri mesyuarat agung dan duduk berjam-jam mendengar atau berhujjah dengan tertib melatih kita untuk memiliki sikap sabar dan bertolak ansur. Komitmen kita untuk mematuhi dan melaksanakan segala keputusan mesyuarat melatih kita untuk mematuhi keputusan jemaah.

Oleh itu janganlah kita memandang ringan kepada mesyuarat agung. Janganlah juga kita menyempitkan proses-proses tarbiyyah. Ia bukan sekadar tarbiyyah haraki, kuliyyah, usrah, qiyamulail dan tamrin. Tetapi segala perkara yang kita lalui di dalam jemaah ini adalah proses tarbiyyah. Ramai yang tercicir atau gagal terus dalam perjuangan kerana tidak melalui keseluruhan proses tarbiyyah. Mereka hanya melalui program-program tarbiyyah khusus atau yang tradisional sahaja.

Di Pandan teras program tarbiyyah kita adalah program Tarbiyyah Haraki atau Usrah yang dijalankan setiap hari Khamis. Ia mempunyai naqib yang tetap dan menggunakan kitab yang khusus. Bagi setiap bulan, 3 kali di Pusat Khidmat PAS Pandan Indah dan 1 kali di Cawangan-Cawangan menurut giliran.

Selain dari itu, turut dijalankan Usrah di peringkat zon, majlis berbuka puasa iftar bulanan dan tamrin.

Pada sessi lepas tamrin telah dilaksanakan sebanyak 2 kali.

Tuan-tuan dan puan-puan yang dirahmati Allah SWT,

Kemungkinan besar pilihanraya umum akan diadakan tidak lama lagi. Ada yang mengatakan pada bulan Jun dan yang mengatakan pada bulan September. Walau bila sekalipun pilihanraya diadakan, pilihanraya kali ini amat berbeza dari pilihanraya yang lepas.

Barisan Nasional telah menyatakan bahawa mereka akan melakukan apa sahaja untuk menawan negeri Selangor. Kita dapat lihat hari ini betapa bersungguh-sungguhnya Barisan Nasional apabila bertubi-tubi serangan ditujukan ke arah Pakatan Rakyat terutamanya Kerajaan Pakatan Rakyat Negeri Selangor.

Sesungguhnya kempen untuk pilihanraya umum ke 13  telah lama bermula. Kita telah lama memasuki gear lima. Mereka yang berhasrat hanya akan turun bekerja setelah Parlimen dibubarkan perlu dikejutkan dari tidur. Gerakerja selepas Parlimen dibubarkan adalah hanya 10 peratus dari seluruh gerakerja. 90 peratus dari gerakerja berlaku sebelum itu.

Tambahan pula kempen untuk pilihanraya umum kali ini adalah jauh berbeza. Setiap pilihanraya adalah berbeza. Tidak terkecuali pilihanraya umum ke 13.

Pada pilihanraya umum yang lepas, Barisan Nasional gagal memanfaatkan media baru seperti internet. Salah satu sebab kejayaan Pakatan Rakyat ketika itu adalah penyebaran maklumat dengan pantas melalui internet. Ia dapat menyaingi malah meninggalkan jauh di belakang media arus perdana yang dimiliki oleh Barisan Nasional.

Kali ini Barisan Nasional telah turut menggunakan media baru. Oleh itu strategi-strategi baru perlu dicari dan dilaksanakan. Kita perlu lebih kreatif dan innovatif jika mahu mengekalkan kemenangan di Selangor dan menawan Putrajaya. 

Pilihanraya bukan sekadar bendera, poster dan kain rentang. Malah bendera, poster dan kain rentang bukan lagi peluru-peluru utama dalam kempen pilihanraya. Kita berada di dalam zaman Facebook, Twitter, Blog dan SMS.

Potfolio geraksaraf telah menjadi potfolio paling utama di dalam kempen kita. Kita tidak boleh lagi bekerja membuta tuli. Kita mesti bekerja berperancangan. Setiap gerakerja yang kita lancarkan mestilah yang telah dipertimbangkan dengan teliti. Dikaji dari setiap sudut tanpa meninggalkan sebarang kebarangkalian. Setiap perkataan yang diucapkan oleh penceramah kita mestilah yang telah difikirkan masak-masak. Diolah untuk menarik masyarakat bukan menyakitkan hati masyarakat.

Tuan-tuan dan puan-puan yang dirahmati Allah SWT

Di dalam apa sahaja yang kita lakukan, kita perlu menjadi lebih innovatif dan kreatif. Ianya tidak terhad kepada gerakerja-gerakerja pilihanraya sahaja.

Kita berada di dalam dunia yang sentiasa berubah. Politik seperti teknologi berubah dengan begitu pantas. Telefon bimbit yang dibeli 6 bulan yang lalu sudah ketinggalan zaman hari ini. Tetapi politik berubah dalam kadar yang lebih pantas dari itu. 

Kita perlu sentiasa berada selangkah di hadapan. Jika tidak, kita akan ditinggalkan.

Kita mesti sentiasa terbuka kepada perubahan dan pembaharuan. Berani untuk belajar dari orang lain. Mengakui bahawa kita tidak ada monopoli ke atas kebijaksanaan. Kita tidak boleh menjadi katak yang duduk di dalan telaga yang dalam.

Kita juga perlu "work smart" selain dari "work hard". "Work hard" adalah asas tetapi "work smart" sebagai nilai tambah untuk meningkatkan peluang kejayaan kita.    

Jika kita tidak dapat memahami innovasi dan kreativiti maka janganlah pula kita menjadi penghalang kepada innovasi dan kreativiti.

Tuan-tuan dan puan-puan yang dirahmati Allah SWT

Di dalam kita melaksanakan tugas-tugas jemaah, saya berharap kita dapat memberi tumpuan yang sepenuhnya kepada matlamat yang perlu dicapai.

Sebarang isu-isu peribadi tidak seharusnya menghalang kita dari bertungkus-lumus untuk kemenangan Islam. Kita tidak sepatutnya kehilangan tumpuan atau "loose focus".

Sekiranya terdapat sebarang perselisihan faham di antara kita maka seharusnya kita berlapang dada dan tidak membiarkan ia menjadi penyebab kepada Allah untuk menghukum kita semua.

Tuan-tuan dan puan-puan yang dirahmati Allah SWT

Setelah 4 tahun menjadi kerajaan saya berharap kita telah berupaya untuk memimpin seluruh rakyat. Kita mahu pemimpin PAS yang dapat memimpin bukan sahaja ahli-ahli PAS tetapi masyarakat berbilang kaum di Pandan yang terdiri dari pelbagai kaum dan pelbagai bangsa.

Sudah tentu kita tidak mahu menjadi "jaguh kampung" yang hanya berani berkokok di dalam rebannya sahaja.

Kita juga mahu ahli-ahli yang selesa bersama masyarakat sepertimana mereka selesa bersama ahli-ahli. Memenangi hati mereka. "Winning their hearts and minds".

Jika kita gagal. Orang lain akan melakukannya. Rakyat mempunyai banyak pilihan. Mereka akan memiilih yang terbaik.

Oleh itu kita tidak mahu mendengar lagi ungkapan, "Aku nak PAS tapi aku tak boleh bergaul dengan ahli-ahli PAS".

Tuan-tuan dan puan-puan yang dirahmati Allah SWT

Pendekata kita mempunyai banyak tugas-tugas di hadapan kita. Betapa besarnya tanggung jawab kita.

Dengan itu saya ingin menyeru kepada kita semua agar membetulkan niat kita terlebih dahulu. Segala-gala kita lakukan kerana Allah SWT. 

Kita hendak memenangi pilihanraya dan mengekalkan kemenangan kita bukan agar kita mendapat kontrak-kontrak kerajaan. Bukan agar kita dapat menggunakan peruntukan-peruntukan kerajaan. Tetapi kerana cita-cita kita agar Islam itu benar-benar didaulatkan. 

Sepertimana kita menyertai PAS bukan untuk mendapatkan ganjaran-ganjaran dunia. Jemaah bukan tempat untuk mencari makan. Tetap matlamat kita adalah agar Islam dihormati, memerintah dan bukan lagi diperintah. Ingatlah ikrar kita setiap kali solat,

"Sesungguhnya solatku, ibadatku, hidupku, matiku hanya semata-mata bagi Allah Tuhan semesta alam"
