Prime Minister Dato’ Sri Najib Tun Razak has revealed that the BN Government is playing games with the people and is clearly not sincere about reforms by saying that he will grant more power to the Malaysian Anti-Corruption Commission (MACC) if BN wins a two-thirds majority in the coming General Election. The Prime Minister should stop playing general election games but prove his sincerity about fighting corruption by publicly declaring the assets of cabinet members and amend the Federal Consitution now to reform the MACC as PR would support BN to secure the necessary 2/3 majority

According to news reports yesterday, Najib said that constitutional amendments are required to form an anti-corruption Service Commission with the power to appoint and sack members of the MACC. Currently, MACC officers are appointed via the public services commission. He then added that BN will only carry out the necessary amendments if they win two-thirds in the next GE.

This statement reveals the Prime Minister’s insincerity. If he were truly serious, he could easily have consulted PR on this matter. PR have no hesitation in giving support. There have been many occassions where PR has cast aside political partisanship for the public interest.

Clearly there is no need for BN to worry itself about not having a two-thirds majority when PR is willing to engage the BN on this matter and will generally support any effort to strengthen our institutions in the fight against corruption. Malaysians deserve an independent MACC that reports to Parliament and not the Prime Minister.

Clearly MCAA is not independent and this has affected its performance badly until Malaysia's ranking under the Transparency International Corruption Perception Index has dropped from 56 in 2010 to 60 last year year. The need to amend the Federal Constitution only highlights that MACC in its present form is neither independent nor effectively performing its duty to fight corruption.

At the moment, there is nothing to convince Malaysians that the MACC is able to do that. For example, no action is forthcoming on the RM250 million cows for condos scandal involving the family of a Cabinet Minister? How are Malaysians supposed to take the MACC seriously when no action is taken against BN leaders with extraordinary wealth?

Lastly, if Najib is truly sincere about reforms and transparency, he must follow in the footsteps of the Penang State Government by commanding all his Ministers and Deputy Ministers to make a public declaration of their assets, just as how the Chief Minister and every EXCO member in Penang has done.

Malaysians are not impressed by BN’s election games as the PM has revealed his insincerity about reforms by promising to amend the constitution only if BN wins two-thirds when he can easily do it now by consulting with PR.

Perdana Menteri Harus Menghentikan Permainan Pilihan Raya Umum Dan Buktikan Keikhlasannya Untuk Membasmi Rasuah Dengan Mengisytiharkan Harta Ahli-Ahli Kabinet Secara Umum Dan Meminda Perlembagaan Persekutuan Sekarang Untuk Mereformasikan Suruhanjaya Pencegah Rasuah Malaysian (SPRM) Kerana PR Akan Menyokong BN Untuk Mencapai Majoriti 2/3 Yang Diperlukan.

Perdana Menteri Dato' Sri Najib Tun Razak telah mendedahkan bahawa Kerajaan BN sedang bermain dengan rakyat dan jelas tidak ikhlas dalam melakukan reformasi dengan kenyataannya bahawa beliau akan memberikan lebih kuasa kepada SPRM sekiranya BN memenangi majoriti dua-pertiga dalam Pilihan Raya Umum yang akan datang. Perdana Menteri harus menghentikan permainan pilihan raya dan membuktikan keikhlasannya untuk membasmi rasuah dengan mengisytiharkan harta ahli-ahli Kabinet secara terbuka dan meminda Perlembagaan Persekutuan sekarang untuk mereformasikan SPRM kerana PR akan menyokong BN untuk mencapai majoriti 2/3 yang diperlukan.

Mengikut laporan berita semalam, Najib berkata bahawa pindaan perlembagaan diperlukan untuk membentuk Suruhanjaya Perkhidmatan anti-rasuah dengan kuasa untuk melantik dan menamatkan jawatan-jawatan dalam SPRM. Kini, pegawai-pegawai SPRM dilantik melalui Suruhanjaya Perkhidmatan Awam. Beliau telah menambah bahawa BN akan melakukan pindaan yang diperlukan jika mereka memenangi majoriti dua-pertiga dalam PRU akan datang.

Kenyataan ini mendedahkan ketidakikhlasan Perdana Menteri. Jika beliau betul-betul serius, beliau boleh sahaja berunding dengan PR mengenai perkara ini. PR tidak akan teragak-agak untuk menyokong. Sudah banyak kali PR telah mengenepikan perbezaan politik untuk kepentingan umum.

Adalah jelas bahawa BN tidak harus bimbang kerana tidak mempunyai majoriti dua-pertiga apabila PR bersedia untuk berunding dengan BN mengenai perkara ini dan secara amnya akan menyokong sebarang usaha untuk mengukuhkan institusi-institusi dalam usaha membasmi rasuah. Rakyat Malaysia patut mempunyai badan SPRM yang bebas dan di bawah naungan Parlimen dan bukan Perdana Menteri.

Sudah jelas bahawa SPRM tidak bebas dan ini telah menjejaskan prestasinya sampai kedudukan Malaysia dalam Indeks Persepsi Rasuah Transparency International telah menurun daripada tangga ke-56 pada tahun 2010 kepada tangga ke-60 tahun lepas. Keperluan untuk meminda Perlembagaan Persekutuan hanya menekankan hakikat bahawa SPRM dalam bentuk sekarang bukan sahaja tidak bebas tetapi tidak berupaya untuk membanteras rasuah dengan efektif.

Pada masa ini, rakyat Malaysia tidak yakin bahawa SPRM berupaya untuk melakukan begitu. Sebagai contoh, tidak ada tindakan dalam skandal RM250 juta "lembu dan kondo" yang membabitkan keluarga Menteri Kabinet. Bagaimanakah rakyat Malaysia akan mengambil SPRM secara serius apabila tidak ada tindakan diambil ke atas pemimpin-pemimpin BN yang mempunyai kekayaan luarbiasa?

Akhirnya, jika Najib betul-betul ikhlas tentang reformasi dan ketelusan, beliau harus mengikuti jejak langkah Kerajaan Negeri Pulau Pinang dengan mengarahkan semua Menteri-menteri dan Timbalan-timbalan Menterinya untuk mengisytiharkan harta mereka secara terbuka, sepertimana yang dilakukan Ketua Menteri dan semua ahli Exco Pulau Pinang.

Rakyat Malaysia tidak kagum dengan permainan pilihanraya BN kerana PM sudah pun mendedahkan ketidakikhlasannya untuk melakukan reformasi dengan menjanjikan pindaan perlembagaan hanya jika BN memenangi majoriti dua-pertiga apabila beliau boleh melakukannya sekarang dengan berunding dengan PR.

民主行动党秘书长兼峇眼区国会议员林冠英于2012年2月28日在吉隆坡发表声明:

首相应该要停止玩弄大选牌,展现他肃贪的诚意,公布内阁成员的财产,马上修改联邦宪法、改革马来西亚反贪污委员会,到时,民联也会支持国阵保住国会三分二议席。

首相拿督斯里纳吉已经透露,国阵政府只是在玩弄人民,并不是诚心要改革,他说若国阵在来届大选中赢取三分之二的多数议席,将赋予反贪委员会更多的权利。首相应该停止玩弄大选牌,展现他肃贪的诚意,公布内阁成员的财产,马上修改联邦宪法、改革马来西亚反贪污委员会,到时,民联也会支持国阵保住国会三分二议席。

根据昨日的新闻,纳吉说修改宪法是根据要求,成立一个有权力聘用和开出官员的反贪服务委员会。目前,反贪委员会官员是通过公共服务委员会委任。纳吉还补充国阵只进行必要的修订,如果他们赢取三分之二的优势。

这声明揭露首相毫无诚意,如果他是认真的,他大可谘询民联的意见,民联将毫不犹豫给予支持。许多场合上,民众都为了公众利益将政治歧见放在一旁。

国阵不需要担心若没赢得三分之二的优势,因为民联愿意配合国阵在支持反贪行动上的宪法修改,马来西亚人应该得到一个独立自主反贪委员会,反贪会应该向国会报提呈告,而不是对首相报告。

反贪会明显是不独立的,并严重影响其声誉,以致马来西亚在透明国际清廉指数的排名从2010年第56名下降到去年第60名。修改联邦宪法是有必要的,因为现在的反贪会既不独立,也无法有效的执行反贪任务。

目前没什么能说服马来西亚人民,反贪会是可以做到这点的。举个例子,没有行动对付涉及2亿5000万令吉养牛丑闻的内阁部长家人。国人要如何看待反贪会,当国阵领袖拥有非凡财富却不被采取行动。

最后,若纳吉是真心进行改革和透明,他必须追随槟州民联政府的脚步,下令他所有的部长和副部长公布财产,就如槟州首长和其他行政议员所做的。

国民不会钦佩国阵的大选游戏,首相已经透露他毫无诚意的修改联邦宪法承诺,就是国阵必须赢取三分之二的优势,而这可轻易的谘询民联意见。

Following Violent Threats By Their Members, UMNO and Perkasa Personally Responsible If Anything Happens To Me.

Nearly two years ago, the Penang PR state government had set up a Speakers' Square in Padang Kota Lama to permit not only freedom of speech but also freedom after speech. The Speakers' Square upholds the spirit of, "I may disagree with what you say but I will defend to the death your right to say it". The Speakers’ Square is for the public to use to allow them to express themselves freely without threats or fear. For this reason the state government has rarely organised any events in Speakers' corner.

On 26 February 2012, I arrived at 6.30 pm in Padang Kota Lama to attend a Himpunan Hijau 2.0 event organised by a Penang NGO Suaram to object to the Lynas rare earth processing plant in Kuantan. Before my arrival, Penang Senior EXCO member YB Chow Kon Yeow who was there at 6 pm, had informed me by phone of disruption of the peaceful rally by UMNO and Perkasa members.

YB Chow said that there were 1,000 people against Lynas as compared to 100 UMNO and Perkasa members supporting Lynas. He told me the UMNO and Perkasa members were behaving violently. The UMNO and Perkasa members were violently pushing the anti-Lynas people, forcibly trying to disperse them and force them to leave the field. Fortunately the anti-Lynas people did not retaliate to the UMNO and Perkasa members' violent behaviour. They just sat down on the field, refusing to leave as ordered by UMNO and Perkasa.

I decided to proceed to the Himpunan Hijau 2.0 event and arrived at 6.30pm in my official car PG1. On arrival I became the target of the UMNO and Perkasa members' violent behaviour. They used foul language, curse words and racial epithets such as "Cina Babi, Penang Cina bodoh, babi sokong Lim Guan Eng Ketua Menteri".

The UMNO and Perkasa members surged forward, pointing their fists at me, again using racist language and threatening words like "you jaga". If not for the members of public ringing me in protection, I believe they would have attacked me.

This violent conduct does not represent Malay culture or Malaysian spirit. I do not understand why they are so worked up in supporting Lynas which is an Australian company. They have a right to support Lynas but these UMNO and Perkasa members cannot prevent others from opposing Lynas.

I then went up to the stage to deliver my speech with YB Chow by my side. My speech against Lynas was repeatedly disrupted by the UMNO and Perkasa members who stood less than a meter from me.

In my speech I had stressed that the opposition to the Lynas plant is not a racial but an environmental issue affecting all regardless of race or religion. The processing of rare earth has radioactive negative effects. How serious these effects are can be seen by the fact that Lynas cannot even get approval from its own Australian government to build the plant in Australia. If Lynas plant explodes, then everyone will suffer – the Chinese will suffer, the Malays will suffer, the Indians will suffer, the Kadazans will suffer, the Ibans will suffer. We must not choose money over our health.

After my speech I went down the stage to greet the anti-Lynas people. There was a lot of pushing and shoving, the same abusive language and racial slurs as well as violent threats against me with fists pointed at me by the Perkasa and UMNO members. I did not witness the violent attacks by UMNO and Perkasa members on the two Kwong Wah Jit Poh journalists, Chew Seng Tung and Lee Hong Chun.

However I am grateful to Chew who was violently attacked by the UMNO and Perkasa members for preventing the UMNO members from attacking me. Chew had 8 stitches on his injured finger whilst Lee had a bruise on his head. I believe that there are more who were hit by the UMNO and Perkasa members.

This is not the first time that reporters have been injured by violent UMNO and Perkasa members. In an illegal demonstration in July last year, two reporters were injured in a demonstration attended by UMNO Senator Ezam Mohd Nor. To date no action has been taken by the police against those who assaulted the two reporters.

The UMNO and Perkasa members continued their violent behaviour towards me coming as close as 1 meter when I went to my car. Even after getting into my official car, they continued to hit my car, spit on it and refused to let my car leave. The anti-Lynas crowd showed restraint and did not retaliate against the UMNO and Perkasa violent behaviour.

Seeing their violent behaviour, I feel threatened by UMNO and Perkasa members nearly 2 days after the event. I am shocked that BN, especially Penang UMNO and Gerakan (Dato Musa Sheikh Fadzir and Dato Seri Teng Hock Nan) continues to support the violent behaviour of UMNO and Perkasa members towards the Kwong Jit Poh reporters and the anti-Lynas public. Instead of a public apology by BN for their UMNO and Perkasa's violent behaviour, both of them try to blame me.

Clearly the injuries suffered by the reporters are not enough for UMNO and Gerakan to differentiate who are the criminals and who are the victims. I believe that these irresponsible comments by UMNO and Gerakan leaders are intended to justify the inexcusable violent behaviour of UMNO and Perkasa members.

When UMNO and Gerakan do not even condemn violent attacks by UMNO and Perkasa members on reporters covering the event, my personal safety is not guaranteed. Just like the two reporters, if I am violently attacked by UMNO and Perkasa members, I will always be wrong and instead the UMNO and Perkasa attackers will be the victims.

For my personal safety, I hereby lodge a police report against violent threats by UMNO and Perkasa members. Should anything happen to me, UMNO and Perkasa have to bear full responsibility. It is up to the police to show that they can perform their duties without fear of favour by acting not only against the UMNO and Perkasa members who assaulted the two reporters but also those who threatened me.

Ekoran Ancaman Ganas Oleh Ahli-Ahlinya, UMNO Dan Perkasa Harus Bertanggungjawab Atas Apa-Apa Yang Berlaku Pada Saya.

Hampir dua tahun lalu, Kerajaan Negeri PR Pulau Pinang telah menubuhkan Sudut Pidato di Padang Kota Lama bukan sahaja untuk membenarkan kebebasan bersuara tetapi juga kebebasan selepas bersuara. Sudut Pidato mendukung semangat "Pendapat anda mungkin berbeza dengan saya, tetapi saya akan mempertahankan hak anda untuk menyuarakannya." Sudut Pidato adalah untuk kegunaan umum untuk menyuarakan pendapat tanpa ancaman atau ketakutan. Untuk sebab ini, Kerajaan Negeri jarang menganjurkan acara di Sudut Pidato.

Pada 26 Februari 2012, saya telah sampai pada pukul 6.30pm di Padang Kota Lama untuk menghadiri Himpunan Hijau 2.0, acara yang dianjurkan NGO Pulau Pinang Suaram untuk membantah pembinaan loji nadir bumi di Kuantan. Sebelum ketibaan saya, Ahli Exco kanan Pulau Pinang YB Chow Kon Yeow yang sudah sampai pada pukul 6pm telah memberitahu saya bahawa perhimpunan aman tersebut telah diganggu oleh ahli-ahli UMNO dan Perkasa.

YB Chow berkata bahawa seramai 1,000 orang hadir untuk membantah Lynas berbanding dengan 100 orang ahli-ahli UMNO dan Perkasa yang menyokong Lynas. Beliau memberitahu saya bahawa ahli-ahli UMNO dan Perkasa sedang bertindak ganas. Ahli-ahli UMNO dan Perkasa telah menggunakan taktik keras seperti menolak dan mengasak untuk memaksa golongan anti-Lynas untuk beredar meninggalkan padang. Mujur, golongan anti-Lynas tidak bertindak balas terhadap keganasan ahli-ahli UMNO dan Perkasa. Mereka hanya duduk atas padang dan enggan beredar seperti yang diarahkan oleh UMNO dan Perkasa.

Saya telah berputus untuk meneruskan perjalanan ke acara Himpunan Hijau 2.0 dan telah sampai pada pukul 6.30pm dalam kereta rasmi PG1. Setibanya saya di situ, saya telah menjadi sasaran tingkah laku ganas ahli-ahli UMNO dan Perkasa. Mereka telah menggunakan bahasa kasar, makian dan carutan perkauman seperti "Cina Babi, Cina Pulau Pinang Bodoh, Babi Sokong Lim Guan Eng Ketua Menteri".

Ahli-ahli UMNO dan Perkasa telah melonjak ke hadapan dengan menunjukkan penumbuk terhadap saya, menggunakan carutan perkauman dan kata-kata ancaman seperti "you jaga". Jika tidak kerana rakyat umum yang melindungi saya, saya percaya saya akan diserang.

Tingkah laku yang ganas ini tidak menggambarkan budaya Melayu atau semangat Malaysia. Saya tidak faham kenapa mereka taksub sangat untuk menyokong Lynas yang merupakan syarikat Australia. Mereka mempunyai hak untuk menyokong Lynas tetapi ahli-ahli UMNO dan Perkasa tidak boleh menafikan hak orang lain untuk membantah Lynas.

Kemudian, saya telah menaiki pentas untuk memberi ucapan bersama YB Chow. Ucapan saya yang membantah Lynas telah diganggu berulang kali oleh ahli-ahli UMNO dan Perkasa yang berada kurang satu meter daripada saya.

Dalam ucapan saya, saya telah menekankan bahawa pembantahan terhadap loji Lynas bukan bersifat perkauman tetapi merupakan isu persekitaraan yang menjejaskan semua orang tidak kira agama atau bangsa. Pemprosesan nadir bumi mempunyai kesan radioaktif. Keseriusan kesan-kesan ini terserlah apabila Lynas sendiri tidak boleh mendapat kelulusan daripada Kerajaan Australia untuk membina loji itu di Australia. Jika loji Lynas meletup, semua orang akan menderita – orang Cina akan menderita, orang Melayu akan menderita, orang India akan menderita, orang Kadazan akan menderita, orang Iban akan menderita. Kita tidak boleh mementingkan keuntungan daripada kesihatan. Selepas ucapan saya, saya telah turun dari pentas untuk berjumpa golongan anti-Lynas. Terdapat banyak asakan dan tolak menolak yang berlaku, dengan bahasa kasar dan carutan perkauman serta ancaman ganas terhadap saya dan aksi menunjukkan penumbuk oleh ahli-ahli UMNO dan Perkasa. Saya tidak menyaksikan serangan ganas oleh ahli-ahli UMNO dan Perkasa ke atas dua orang wartawan Kwong Wah Jit Poh, Chew Seng Tun dan Lee Hong Chun.

Namun demikian, saya terhutang budi kepada Chew yang diserang ganas oleh ahli-ahli UMNO dan Perkasa kerana beliau telah menghalang mereka daripada menyerang saya. Lee terpaksa menerima 8 jahitan atas jarinya serta lebam di kepalanya. Saya percaya lebih ramai telah dipukul oleh ahli-ahli UMNO dan Perkasa.

Ini bukan kali pertama wartawan dicederakan oleh ahli-ahli UMNO dan Perkasa yang ganas. Dalam sebuah demonstrasi haram pada bulan Julai tahun lepas, dua orang wartawan telah dicederakan dalam demonstrasi yang dihadiri Senator UMNO Ezam Mohd Nor. Sampai sekarang, tiada tindakan telah diambil oleh pihak polis terhadap mereka yang telah menyerang dua orang wartawan itu.

Ahli-ahli UMNO dan Perkasa telah meneruskan tindakan ganas terhadap saya dan telah mendekati hampir 1 meter daripada saya semasa saya memasuki kereta. Selepas saya memasuki kereta rasmi, mereka terus memukul kereta saya, meludah ke atasnya dan tidak membenarkan kereta saya untuk berlepas. Sungguhpun begitu, orang ramai daripada golongan anti-Lynas tidak bertindak balas terhadap tindakan ganas oleh ahli-ahli UMNO dan Perkasa.

Melihat tindakan ganas mereka, saya masih berasa terancam oleh ahli-ahli UMNO dan Perkasa walaupun sudah 2 hari selepas kejadian tersebut. Saya terkejut bahawa BN, khususnya UMNO Pulau Pinang dan Gerakan (Dato' Musa Sheikh Fadzir dan Dato' Seri Teng Hock Nan) masih lagi menyokong tindakan ganas ahli-ahli UMNO dan Perkasa terhadap wartawan-wartawan Kwong Wah Jit Poh dan golongan anti-Lynas. Daripada meminta maaf atas tindakan ganas ahli-ahli UMNO dan Perkasa, BN pula ingin menyalahkan saya.

Adalah jelas bahawa kecederaan wartawan-wartawan tersebut tidak mencukupi untuk UMNO dan Gerakan untuk membezakan siapa penjahat dan siapa mangsa. Saya percaya bahawa komen-komen yang tidak bertanggungjawab oleh pemimpin-pemimpin UMNO dan Geraekan adalah bertujuan untuk mewajarkan tindakan ganas ahli-ahli UMNO dan Perkasa yang tidak boleh dimaafkan.

Apabila UMNO dan Gerakan tidak mahu mengutuk tindakan ganas ahli-ahli UMNO dan Perkasa terhadap wartawan-wartawan yang meliputi acara tersebut, keselamatan peribadi saya tidak dijamin. Seperti dua orang wartawan tersebut, jika saya diserang secara ganas oleh ahli-ahli UMNO dan Perkasa, memang sayalah yang akan disalahkan sementara penyerang daripada UMNO dan Perkasa akan menjadi mangsa.

Demi keselamatan peribadi, saya dengan ini membuat laporan polis terhadap ancaman-ancaman ganas oleh ahli-ahli UMNO dan Perkasa. Sekiranya apa-apa berlaku kepada saya, UMNO dan Perkasa harus bertanggungjawab penuh. Adalah terpulang kepada pihak polis untuk menunjukkan bahawa mereka boleh menjalankan tugas mereka tanpa rasa takut atau pilih kasih dengan bertindak bukan sahaja ke atas ahli-ahli UMNO dan Perkasa yang telah menyerang dua orang wartawan tersebut, tetapi juga ke atas mereka yang telah mengancam saya.

槟州首席部长林冠英于2012年2月28日在乔治市呈交的警方报告:

由于巫统和土著权威组织的成员用暴力威胁我,如果我有什么不测,巫统和土权必须负起全责。

两年前,槟州民联政府在旧关仔角成立了演说者角落,不只允许言论自由,也允许言论后的自由。演说者广场捍卫言论自由的精神"我可以不赞同你说的话,但是我将誓死捍卫你说话的权利。"演说者广场是让公众无畏无惧、自由地表达言论的地方。因此,州政府很少在演说者广场主办任何活动。

2012年2月26日,我于6时30分抵达旧关仔角,出席由非政府组织槟城大马人权之声(SUARAM)主办的绿色集会2.0,反对在关丹设立的莱纳斯稀土提炼厂。在我抵达之前,已于6点钟抵步的槟州行政议员曹观友,已经通过电话通知我,和平集会遭到巫统和土权成员的破坏。

曹观友告诉我,现场有1000多人反对莱纳斯,有100名来自巫统及土权的人支持莱纳斯。他告诉我巫统和土权成员行为非常粗暴,他们粗暴地推挤反对莱纳斯的集会人群,强行驱散分阶集会人士、逼他们离开关仔角。幸好反莱纳斯的集会者没有对巫统和土权成员的暴力行为报复。他们只是坐在草场,拒绝听从巫统和土权的"命令"。

我决定前往参与绿色集会2.0,并于6时30分乘坐我的官车PG1抵达会场。到了会场,我成了巫统和土权成员的暴力对象。他们讲脏话、诅咒、种族谩骂如"华人是猪、槟州华人愚蠢、猪才支持林冠英首长"这些字眼。

巫统和土权成员还进一步推挤到我面前,用他们的拳头指着我,用种族性和威胁性字眼"你小心一点(you jaga)"。要不是公众围起人墙保护我,我相信他们已经攻击我。

这种粗暴的行为绝不代表马来文化或马来西亚人的精神。我不明白,他们为何那么激动地要支持莱纳斯这家澳洲公司?他们有权支持莱纳斯,但是这些巫统和土权成员不能阻止别人反对莱纳斯。

于是我上台演讲,曹观友站在我的身旁。我针对莱纳斯的演讲一再被巫统和土权成员打断,他们站在离我少过一公尺的位置。

在我的演讲中,我一再强调,我们反对莱纳斯,不是因为种族课题,它是环境课题,影响各种族、各宗教的人士。稀土提炼将导致负面的辐射性废料问题。这个问题有少严重?我们从莱纳斯无法在澳洲获得兴建稀土提炼厂的批准就可以看出。如果莱纳斯爆炸,每个人都会受苦,华人会受苦、马来人会受苦、印度人会受苦、卡达山人会受苦、伊班人也会受苦。我们不能为了钱,而牺牲我们的健康。

在我发表了演讲后,我走下台与反莱纳斯的集会人士打招呼。土权和巫统成员就在现场不断地推挤、采用攻击性及种族性字眼,再用拳头粗暴地威胁我。我并没有看到巫统和土权攻击两名《光华日报》新闻从业员周圣栋和李宏俊。

无论如何,我要感谢周圣栋,他为了阻止巫统成员袭击我,而遭巫统、土权成员暴力攻击。周圣栋的手指缝了八针,而李宏俊则是头部中伤。我相信还有更多人遭巫统和土权人士殴打。

这不是第一次记者遭巫统和土权成员粗暴对待。在去年7月的一场非法集会中,两名记者也在一场由巫统上议员依占莫哈末出席的集会中受伤。至今为止,警方没有对袭击记者的人士采取任何行动。

巫统和土权成员继续粗暴地对待我,在我走向官车的时候,他们走到离我仅仅一公尺的范围内。我上了车后,他们还继续拍打我的车、向车子吐痰、不让我的车离开。反对莱纳斯的人群非常克己自律,他们没有对巫统和土权的粗暴行为报复。

看到他们的暴力行为,我在活动两天后,还是感到安全受到巫统和土权的威胁。我很惊讶,因为槟州巫统和民政党(拿督慕沙昔克及拿督斯里丁福南)继续支持巫统和土权待《光华日报》记者和反对莱纳斯集会者的暴力行为。国阵不但没有为巫统、土权的暴力行为公开道歉,反而还责怪我。

很明显地,记者受伤的事件,还不足以让巫统和民政党分辩谁是罪犯、谁是受害者。我相信,巫统和民政党不负责任的评论,只是为了合理化巫统和土权暴力行为的藉口。

当巫统和民政党不谴责巫统和土权成员袭击记者的事件,我的人身安全就没有保障。正如两名记者,如果我遭巫统和土权成员暴力攻击,我将永远是错的,而巫统及土权的袭击者都是受害者。

为了我的人身安全,我决定针对巫统和土权的暴力威胁报警。如果我有什么不测,巫统和土权必须负责。至于警方是否要无畏无惧、不偏不倚地对付那些袭击两名记者、威胁我的巫统和土权成员,这由他们自己决定。

DAP Regrets The Burning Of The Holy Quran By US Troops In Afghanistan As It Is An Unacceptable Act Of Desecration And Dishonour.(en/bm)

The careless incident in Afghanistan in which copies of the Holy Quran had been inadvertently sent to a garbage burn pit at a US Army camp and subsequently incinerated is an unacceptable act of desecration and dishonour towards the religion of Islam.

DAP deeply regrets such an insensitive action that should never have occurred in the first place.

The United States President Barack Obama has since issued an immediate apology in which he promised to take steps to avoid a reoccurrence and to hold accountable those responsible. This is a positive reaction by the Americans, and we sincerely hope that there will be follow-through action in order that such an incident is never repeated ever again.

At the same time, DAP also abhors violence of any kind, and regrets that retaliatory action has resulted in the death of at least five Afghan protesters and two American soldiers. We call for calm and hope that all parties will remain collected and not act hastily while investigations are ongoing.

As a party that upholds the principles of peace and justice, DAP stresses the need for greater understanding and brotherhood amongst all people in this multi-cultural and multi-religious world.

DAP Menyesal Kejadian Pembakaran Kitab Suci Al-Quran Oleh Askar AS Di Afghanistan Yang Merupakan Tindakan Penodaan Dan Penghinaan.

Kejadian yang cuai di Afghanistan di mana beberapa naskhah Kitab Suci Al-Quran telah dihantar ke tempat pembuangan sampah di sebuah Kem Askar AS dan kemudiannya dibakar merupakan tindakan penodaan dan penghinaan terhadap Agama Islam yang tidak boleh diterima.

DAP menyesal tindakan kurang sensitif ini yang tidak sepatutnya berlaku.

Presiden Amerika Syarikat Barack Obama sudah pun meminta maaf dengan segera dan berjanji untuk mengambil langkah untuk mengelakkan pengulangan kejadian ini dan juga untuk mengambil tindakan ke atas mereka yang bertanggungjawab. Ini merupakan reaksi yang positif daripada pihak Amerika, dan kami berharap bahawa tindakan susulan akan diambil supaya insiden seperti ini tidak akan berulang.

Pada masa yang sama, DAP menolak keras penggunaan kekerasan, dan menyesal bahawa tindakan balas telah mengakibatkan kematian sekurang-kurangnya lima pembantah Afghan dan dua askar Amerika. Kami menyeru agar semua pihak akan bertenang dan tidak bertindak secara terburu-buru sementara penyiasatan sedang dijalankan.

Chua Soi Lek’s Refusal To Release His Own Debate Transcript In Bahasa Malaysia And English Will Only Expose Himself To Non-Chinese Speaking Malaysians That He Focused On Making Personal Attacks,Lies And Adopted Divisive Tactics During The Historic Mandarin Debate On “Is The 2-party system becoming a 2-race system”?

Selangor MCA’s police report against me yesterday only highlights MCA’s desperation to cover up MCA President Chua Soi Lek’s performance of making personal attacks, lies and divisive tactics during the
historic Mandarin debate on 18.2.2012 “Is The 2-party system becoming a 2-race system”? Making another 10 or 100 police reports against me by Selangor MCA can not hide the fact that Chua has so far refused to
release his own debate transcripts in Bahasa Malaysia and English.

Chua Soi Lek’s refusal to release his own debate transcript in Bahasa Malaysia and English will only prove to non-Chinese speaking Malaysians that he focused on making personal attacks, lies and adopted divisive tactics during the historic Mandarin. Not only did Chua made personal attacks against me during the historic debate on 18.2.2012, even his predecessor Datuk Seri Ong Tee Keat was also not spared.

I had refused to trade personal insults or indulged in personal attacks with Chua during the debate as I believed that a debate should be a contest of ideas, ideals and principles. Chua knows releasing his own debate transcripts will only expose himself as indulging in baseless personal attacks against me as well as Ong Tee Keat. Worse Chua will also be exposed for his divisive tactics and lies against the record of PR.

MCA and Chua are using their control over the BN mass media to whitewash Chua’s personal attacks and twist the outcome of the debate into lies. Even the Star was compelled to apologise to me in their enthusiasm to whitewash Chua’s performance. Facts and figures do not lie. Let the debate transcripts speak for themselves.

In the interests of historical veracity, Chua should emulate what I have done by releasing the debate transcripts in Bahasa Malaysia and English for the benefit of non-Chinese speaking Malaysians. Yesterday
I have released my debate transcripts in Bahasa Malaysia. Today I release my debate transcripts in English which clearly showed that unlike Chua I did not launch any personal attacks against Chua’s past
or record.

Introduction, Lim Guan Eng:

First of all, I would like to thank the organisers for this live televised debate. Televised debates mark a new chapter in Malaysian political democracy because it is an important element in the democratisation process. I hope that from today onwards, televised debates will be a common phenomenon in the Malaysian democratic system just like in Europe and the United States.

Thus, I believe what Malaysians really want to see is a debate between Prime Minister Datuk Seri Najib Tun Razak and Opposition Leader Datuk Seri Anwar Ibrahim, to see who really deserves to be Prime Minister. Whoever isn’t brave enough to debate, don’t hope to think of becoming Prime Minister.
Chua suggested that DAP is being used by PAS. If we observe UMNO amongst the Malays, UMNO claims that PAS is being used by DAP. Therefore, I believe this self-contradictory statement is a dirty tactic employed by BN. I wish to stress here that Pakatan Rakyat component parties, be it PAS, PKR or DAP, we never use each other. We are only prepared to be “used” by the people! At the same time, we are also not anti-Malay or even anti-non-Malay; we are merely against a government that is riddled with corruption!

I feel that today’s theme, “Is A Two-Party System Becoming a Two-Race System?”, is quite strange. Because, there already exists a two-race system at the present moment, and we want to change it into a
two-party system. This two-race system, which is BN’s long-held ideology since Independence until now, has BN dividing the people into Malays and non-Malays, this is a ‘divide-and-rule’ strategy. The Deputy Prime Minister Tan Sri Muhyiddin Yassin had had said, “I am a Malay first, then only a Malaysian.” Is this 1Malaysia or is this Bluff(Tipu) Malaysia? This is indeed a two-race system.

On the other hand, a two-party system is premised on ideology, ideals and principles, without racial discrimination because we are all Malaysians.

In BN, UMNO only takes care of the Malays, MCA only takes care of the Chinese, MIC only takes care of the Indians, Gerakan… I don’t know takes care of who???…. That’s BN with their “you take care of your
race, I take care of my race”. That is a two-race system! Conversely, in a two-party system, we are all brothers and sisters, we take care of each other; every Malaysian is part of one big family!

UMNO always proclaims “Malay Supremacy”. Does the MCA not see this, hear this or feel this, and thus are not brave enough to stand up to them? Hence, we still hear that the Chinese are immigrants(pendatang)
and do not deserve equal rights.

PR is different from BN. We don’t want “Malay Supremacy”, what we want is “Rakyat(People) Supremacy”! Anwar not only speaks about “Rakyat Supremacy” in front of non-Malays, but he also says the same thing to
the Malays. Will UMNO leaders dare to stop proclaiming “Malay Supremacy” and instead support “Rakyat Supremacy”.

When the people or PR leaders expose abuse of power or corruption and question the Police or the Malaysian Anti-Corruption Commission, we are accused of challenging the Malay institutions – this is a two-race system, because corruption does not discriminate against the colour of one’s skin. The late Ahmad Sarbaini, the customs officer who lost his life, is he not a human being?

Pakatan Rakyat wants to abolish corruption, BN wants corruption. PR wants to ensure leaders who are honest and a government that is clean, including public declaration of assets of government leaders, open
tenders, now this is a two-party system! Most importantly, the real corrupt officers must be caught, and not slandering the poor innocent Teoh Beng Hock.

My opponent always says: “Other races become government, Chinese become opposition”. This is totally wrong. In truth, “BN MCA becomes opposition, PR DAP becomes government” is what worries MCA. Not only does the Chinese support PR to bring change, the Malays do so as well, if not PR would not have been able to gain 40% Malay support and the political tsunami would not have happened. Without the political
tsunami I believe I would not have the opportunity to stand here as the Chief Minister of Penang and Chua would not have the chance to become the President of the MCA.

In a democratic system, a two-party system requires alternating governments. Let the BN fall and become the opposition, let PR rise to become the government. If PR does not rule well, then the people have
the right to change again after five years. This is a two-party system, with alternating parties ruling, only then will the people have a better life.

Question from the moderator:

The Chinese community have welcomed a two-party system since 1980. If we refer to the 2008 results, the amount of votes given to BN and PR are about the same. This shows that half the people are happy with BN
while the other half harbour hopes for PR. Does this mean that both parties have achieved a two-party system? How would your party seek to win the other half?

Answer from LGE:

If PR is given the chance to rule, our policy will bring benefits to the people. Today, inflation is rising, our income is not enough to make ends meet. We want to reduce the people’s burden. If we become
gvernment, we will abolish the North-South Expressway and the Penang Bridge tolls. We will also increase oil royalties from 5% to 20% for Sabah and Sarawak.

I know, since Penang gave RM100 to senior citizens every year, BN has copied. Not only BN has copied, MCA too has copied. So, besides thanking Chua, they(MCA members) should also thank the Penang State
Government. If we take power at the federal level, we wish to inform all 2.1 million senior citizens in the country that we promise to give RM1,000 every year. These are the benefits of alternating governments.

They are judged on their policies. We want to become a policy state not a police state.

Answers for the Q&A session:

LGE: Was that Perak Exco Ma Han Soon? I think we all know that when PR was the government in Perak, it was PR which started the initiative to grant land to schools and permanent land titles to new village
residents and the poor. However, since BN became government, this has been abolished. Because of that, I feel that you have no right to question anyone.

On the question of the Penang State Government making empty promises, I wish to stress that we have fulfilled all our election promises. On why the Sungai Nyior toll has not been abolished, we must remember that this is under the power of the Federal Government. We have not taken over the Federal Government, so be patient…. When we have taken over the Federal Government, of course we will abolish it, as well as the North-South Expressway and the Penang Bridge tolls. However, even though we have not abolished the Sungai Nyior toll, we have built a road to bypass the toll plaza, so it is the same, no need to pay toll.

The success of Penang, I believe has been proven. After March 2008, everyone can see, touch and feel the changes that have happened. In Peninsular Malaysia, the first dual lingual road signs in Chinese were
erected in Penang. The first Tamil road signs in Malaysia are also in Penang. For the first time in Penang, we also have road signs in Arabic, all due to the success of the PR Government. Penang’s success
in combating corruption is also notable, resulting in praise from Transparency International. If there are people who are guilty, we will not let them get off scot-free, and the fact the Penang has zero
corruption has been recognised by an international organisation. When we say we don’t take money, we don’t take money. Thank you.

Questions to each other:

CSL: We hear populist policies, giving RM100, abolish this, abolish that… Can you, on this stage, tell us what is the community development and economic model of Pakatan Rakyat so that Malaysia can escape the low-income trap and achieve high income status, including implementing the promises in the Buku Jingga?

LGE: I believe this is the difference between myself and Chua. He is not anxiously concerned about corruption, while I am very anxiously concerned about corruption. We need to have a framework for
administrating the country’s affairs. What is the plan to bring economic development? I wish to use the Penang model as an example.

This is the result of the Penang Pakatan Rakyat State Government’s practice of “money makes money”. This system stresses four key aspects. First, “money raise money” through cooperation between the
private and public sectors (Public Private Partnerships) in executing development projects. Secondly is “money earns money” through an open tender system, the State Government can cut costs. Third is “money
creates money” through innovation and creativity. Finally, “money saves money”. If we don’t take money, for sure there will always be money to be saved.

Therefore, the Penang State Government has enjoyed a budget surplus every year for four years, and is able to give back to the people through our Senior Citizens Programme with RM 100 every year, and
RM1,000 one-off to beneficiaries of senior citizens who pass away. Even newborn babies get RM200 under our Golden Child Programme. When Barisan Nasional was ruling Penang, not a single sen was given, but
with the principle of “money makes money”, we have given benefits to the people of Penang, and this is actually an anti-corruption dividend!

In addition to that, in Malaysia, I believe that if we abolish corruption, we will be able to save a lot of money and give back to the people. This is our promise, Penang is the best proof! If we dare
to fight corruption, we will definitely have money. Thank you.

Answers to the Q&A and Conclusion, LGE:

First of all, I would like to rebut certain accusations that the Penang State Government has not given land to Chinese schools. I feel this is not only lying to yourself but also lying to others. This is
because we have proof, even the schools can verify that the Pakatan Rakyat Government has given land. Don’t forget, the Pakatan Rakyat State Government has now institutionalised allocations to all school
streams, not just Chinese schools, also Tamil schools, Sekolah Agama Rakyat or religious schools and private Chinese schools. Before, there was nothing, and now they receive yearly allocations.

Here, I would like to make a plea to all Malaysians. Be brave enough to change, we must not surrender our destiny to fate. We deserve equal opportunities. No longer must we kneel down and beg. We must boldly
rise up with dignity to seek change! We do not want to be lied to anymore, change now! Look, the MCA President too has changed, for the first time he is debating with the Rocket. But this debate is not as
important as whether MCA dares to say “No” to UMNO?

Why say “No” to UMNO? Because UMNO uses racial and religious sentiments, including supporting PERKASA to inflame and divide the people! Secondly, UMNO abuses laws that impinge upon human rights. UMNO condones corruption, Shahrizat’s case with the cows is only the tip of the iceberg. Even more serious, in the last 10 years, RM1 trillion of illicit funds (corruption money) has been illegally taken out of the country. How do we account for this? This is why we want a two-party system.

As what the former MCA President Ong Tee Keat described MCA’s cooperation with UMNO. He said, “Before at least MCA could eat the leftovers dishes on the table, but now the best they can hope for are the breadcrumbs.”

Many Malays have not enjoyed the fruits of development of this country. They don’t get RM250 million to raise cows, because most of the “good fruits” have been eaten by BN cronies leaving to the people only the “dead” fruits.

The problems faced by the Chinese community, I believe everyone knows there are many problems. Besides the problem of the private school certificates (UEC) not being recognised, Chinese schools do not get
enough allocation funds, teachers who are not proficient in Chinese are sent to Chinese schools, there are also problems with temporary teachers that have not been resolved. But issues of unequal access to
the economy and jobs, I believe are not only faced by the Chinese, but also by other races. That is why we have to take this chance to work together with the other races to bring about change.

What we stress now is about the future of our children. The future of my generation has already been robbed by BN for 50 years, don’t let our children’s future be robbed as well. Therefore, we are awaiting
the chance to change.

This morning before I came, I told my daughter that if given the chance, I would like to be the voice of her generation. I hope to provide policies that will enable you to live here and not to migrate.

We must give importance to talent. Remember, only by appreciating, emphasising and choosing talent can the future of Malaysia be bright and prosperous.

Look at South Korea, in 1970, their average per capita income was only USD260 in 1970 Malaysia was better, we had USD380 then. However, South Korea has now surpassed Malaysia. Now, our average income is USD7,760 while South Korea has reached USD20,000! Why has South Korea become a high income nation while Malaysia has failed? The main factor is that South Korea is a democratic country, practices a two-party system, has an alternating change of government. Therefore, if we want to change, if we want Malaysia to become a high income nation, we must be brave to rise up for change, we must be brave to realise a two party system.This path is not easy, but I wish to remind everyone, our cooperation with PAS, PKR is based on a written manifesto. It has been announced in public, PAS has their ideology, DAP has our ideology, but don’t forget, PAS has never caused the death of a single Chinese. Let us be strong, will ourselves to change. Even though the path may be difficult, but for the sake of our younger generation, we must complete this journey of change!
