Malaysians Have No Faith In Paul Low’s Long-Term Solutions Or Paradigm Shifts To Fight Corruption (en/cn)

Malaysians Have No Faith In Paul Low's Long-Term Solutions Or Paradigm Shifts To Fight Corruption When He Refuses To Fully Commit To Implement Institutional Changes Such As Setting Up The Independent Police Complaints and Misconduct Commission (IPCMC) To Prevent Custodial Deaths, Implement Public Declaration Of Assets By Government Leaders And Open Competitive Tenders.

Paul Low can not blame Malaysians for thinking that all his rhetoric about transparency and accountability are merely "cosmetic changes" when he has changed his tune from his position as Transparency International Malaysia Chairman calling for open competitive tenders and public declaration of assets by government Ministers. As long as Paul Low is willing to commit himself to the institutional changes mentioned, then the people are willing to give him not just 100 days but 100 weeks. Of course Paul Low has to resign if they are not fulfilled.

DAP fails to see what long-term solutions can be found by Paul Low or even whole paradigm shifts that can address the root causes of corruption without the institutional changes of setting up the IPCMC, implementing open competitive tenders and public declaration of assets. Instead Paul Low has turned apologist for BN and even rapidly adapted to BN's culture of lies by justifying that personal safety of Ministers and their families as the reason why there can be no public declaration of assets.

Penang is a very good example of how such public asset declaration and open competitive tenders have not caused problems but brought about benefits since 2008, in terms of yearly state budget surpluses, reduction of the state government debt by 95% and increase in our asset reserves by 50% to RM1.2 billion.

Paul Low's refusal to commit himself and set a time frame for these institutional changes has gravely eroded not just his but also indirectly Transparency International's public credibility. There is no reason why Paul Low cannot press Cabinet to form the IPCMC immediately when even former Inspector-General of Police (IGP) Tan Sri Musa Hasan said that he had not opposed the IPCMC when he was the IGP, provided that the police had a right to appeal to courts against the decisions made by IPCMC.

DAP Will Establish "Ubah Networks" Overseas To Reach Out And Articulate The Concerns Of Overseas Malaysians, Appoint DAP Vice-Chair Teresa Kok As Selangor Government Political Liasion Officer, And The 3 Selangor State Government PR Leadership Council Members for DAP Are Tony Pua, Teng Chang Khim And Gobind Singh Deo.

DAP will establish "Ubah Networks" overseas to reach out and articulate the concerns of overseas Malaysians, appoint DAP Vice-Chair Teresa Kok as Selangor Government Political Liasion Officer, and the 3 Selangor State Government PR Leadership Council Members for DAP Are Tony Pua, Teng Chang Khim and Gobind Singh Deo. This was decided at the DAP Central Executive Committee meeting on 5 June 2013.

The meeting focused on the relentless attacks by the Registrar of Society(ROS) in complicity with the BN-controlled media especially New Straits Times and Utusan Malaysia to demonise the DAP with lies of irregularities and illegalities in DAP's National Congress to set the ground for deregistering the DAP. The DAP CEC unreservedly condemns BN for framing up a lie that no notice was sent to over 700 delegates when all notices were sent.

Even the ROS' letter of enquiry on failure to send notices referred only to 4 branches with less than 15 delegates, NOT over 700 delegates. And 3 out of the 4 branches had sent delegates to the DAP National Congress in December last year. DAP will remain steadfast to vigorously defend the status of the party in and outside courts following BN's attempt to win dirty by deregistering the DAP after suffering a comprehensive defeat in the 2013 general elections. 2 BN state candidates in Penang lost their election deposit to DAP for the first time in general election history.

Not only did BN lose to DAP in the 2013 general elections with DAP winning 38 out of the 51 parliamentary seats and 95 out of the 103 seats contested but PR also defeated BN by winning the popular vote for the first time in history with 51% against BN's 48%. BN is seeking vengeance by trying to illegally deregister the DAP with baseless lies and prosecute PKR, DAP and PAS leaders with frivolous charges in court to disqualify our elected representatives.

The DAP CEC also reaffirms that the 2013 general election results is not a Chinese tsunami but a Malaysian urban tsunami of all races against BN. DAP not only had elected representatives who are Chinese, Indians and Malays but also won in a Malay majority constituencies such as Mentakab with 52% Malays, 40% Chinese , 6% Indian, 2% Others and Raub with 50% Malays, 40% Chinese, 6% Indians, 2% Others.

Clearly for BN leaders to racialise the election results is not only irresponsible and dangerous but shows their true ugly face of extremist racist ideology promoted by Nazi leader Aldolf Hilter and South African apartheid regime.

Ubah Networks

The DAP CEC will also establish Ubah Networks to reach out to the 500,000 Malaysians overseas, especially Singapore, Europe, America, Australia and Asia-Pacific. This Ubah Network will be headed by DAP International Secretary and MP for Batu Gajah V. Sivakumar and the office-bearers will be announced later. The importance of Malaysian overseas has gained importance following the concession by the Election Commission to allow overseas voting at the Malaysian Embassies and High Commission during this general elections.

Unfortunately, the voter turnout was not encouraging. In Great Britain with nearly 80,000 Malaysians, only 1,200 Malaysians voted at the Malaysian High Commission in London. There is much more room to gain support from the 500,000 Malaysians overseas who are eligible to vote but did not vote .

The DAP CEC proposes that DAP National Vice-Chair Teresa Kok will hold the same position of Political Liasion Officer to the Selangor state government similar in status and terms to the appointment of PKR Secretary-General Saifudin Nasution. Teresa's proposed appointment is to ensure parity and that DAP is an equal partner in the PR state government. In that respect, PAS should also have one Political Liasion Officer.

As for the three DAP Selangor state representatives to the Selangor State Government PR Leadership Council to resolve all people-centric issues in the state government, the DAP CEC has appointed Sdr Tony Pua, Sdr Teng Chang Khim and Sdr Gobind Singh to the 10-man council chaired by Selangor Menteri Besar Tan Sri Khalid Ibrahim.

DAP akan membangunkan Rangkaian Ubah Luar Negara untuk mendekati dan menyuarakan kebimbangan rakyat Malaysia di luar negara; serta melantik Naib Pengerusi DAP Teresa Kok sebagai Pegawai Perhubungan Politik Kerajaan Negeri Selangor dan tiga ahli majlis pimpinan Pakatan Rakyat bagi Kerajaan Negeri Selangor mewakili DAP iaitu Tony Pua, Teng Chang Khim dan Gobind Singh Deo. Ini telah diputuskan dalam mesyuarat Jawatankuasa Eksekutif Pusat (CEC) DAP pada 5 Jun 2013.

Mesyuarat tersebut memberi fokus kepada serangan tanpa henti oleh Pendaftar Pertubuhan (ROS) dengan penglibatan media kawalan BN terutamanya akhbar New Straits Times dan Utusan Malaysia untuk mengutuk DAP dengan pelbagai penipuan tentang kejanggalan dan pelanggaran undang-undang dalam Kongres Kebangsaan DAP demi membina alasan bagi mengharamkan parti DAP. CEC DAP secara terang mencela perbuatan jahat BN yang cuba mewujudkan penipuan kononnya tidak ada notis diberikan kepada lebih 700 perwakilan sedangkan sebenarnya notis telah dihantar.

Malah surat siasatan ROS tentang kegagalan menghantar notis pun merujuk hanya 4 cawangan dengan kurang daripada 15 perwakilan, BUKAN lebih 700 perwakilan. Dan 3 daripada 4 cawangan yang dimaksudkan telah pun menghantar perwakilan ke Kongres Kebangsaan DAP pada bulan Disember tahun lalu. DAP akan terus tabah dan mempertahankan status parti di luar dan dalam mahkamah berikutan usaha BN untuk menang dengan taktik kotor dengan mengharamkan DAP selepas mereka kalah teruk dalam pilihan raya umum tahun 2013. Dua calon DUN BN hilang wang deposit apabila kalah kepada DAP, pertama kali ini berlaku dalam sejarah pilihanraya.

Bukan sahaja BN kalah kepada DAP dalam PRU ke 13 dengan DAP memenangi 38 daripada 51 kerusi Perlimen yang ditandingi dan 95 daripada 103 kerusi DUN, malah BN juga kalah kepada Pakatan Rakyat apabila ia menang undi popular sebanyak 51% untuk pertama kali dalam sejarah berbanding 48% undi popular BN. BN sedang cuba balas dendam dengan berusaha untuk membatalkan pendaftaran DAP secara tidak sah berdasarkan penipuan tidak berasas dan mendakwa pemimpin PKR, PAS dan DAP dengan dakwaan remeh di mahkamah untuk membatalkan kelayakan wakil rakyat yang sudah dilantik.

CEC DAP juga menekankan bahawa keputusan PRU ke 13 bukanlah Tsunami CIna tetapi tsunami rakyat bandar Malaysia dari semua kaum terhadap BN. DAP bukan sahaja mempunyai wakil rakyat Cina, India dan Melayu tetapi turut menang di kawasan majoriti Melayu seperti di DUN Mentakab dengan komposisi kaum 52% Melayu, 40% Cina, 6% India dan 2% lain-lain; dan juga Parlimen Raub dengan 50% Melayu, 40% Cina, 6% India dan 4% lain-lain.

Jelas sekali, tindakan BN menjadikan keputusan pilihanraya sebagai isu perkauman bukan sahaja tidak bertanggungjawab dan merbahaya malah memperlihatkan wajah sebenar mereka yang sangat cela dengan ideologi perkauman, seperti yang diamalkan oleh pemimpin Nazi Adolf Hitler dan rejim apartheid Afrika Selatan.

Rangkaian Ubah (Ubah Networks)

CEC DAP akan membangunkan Rangkain Ubah untuk mendekati 500,000 rakyat Malaysia di luar negara terutamanya di Singapura, Eropah, Amerika, Australia dan Asia-Pasifik. Rangkaian Ubah ini akan dipimpin oleh Setiausaha Antarabangsa DAP yang juga Ahli Parlimen Batu Gajah, Sdr Sivakumar Varatharaju Naidu. Jawatankuasa Rangkaian Ubah ini akan diumumkan kemudian. Kepentingan warga Malaysia yang menetap di luar negara semakin meninggi berikutan perakuan pihak Suruhanjaya Pilihan Raya (SPR) untuk membenarkan pengundian luar negara di Kedutaan Malaysia sewaktu pilihan raya ini.

Malangnya, jumlah yang keluar mengundi sangat tidak memuaskan. Di Great Britain, dengan hampir 80,000 warga Malaysia, hanya 1,200 yang mengundi di Kedutaan Malaysia di London. Ada lebih banyak ruang dan peluang untuk mendapatkan sokongan daripada 500,000 rakyat Malaysia luar negara yang layak mengundi tetapi tidak berbuat demikian.


CEC DAP mencadangkan supaya Naib Pengerusi Kebangsaan DAP, Teresa Kok memegang jawatan Pegawai Perhubungan Politik kepada Kerajaan Negeri Selangor dengan status dan syarat lantikan yang serupa dengan Setiausaha Agung PKR Saifuddin Nasution. Cadangan lantikan Teresa ini adalah bertujuan untuk memastikan keseimbangan dan bahawa DAP adalah rakan kongsi sekata dalam Kerajaan Negeri Pakatan Rakyat. Dalam hal ini, PAS juga patut mempunyai seorang Pegawai Perhubungan Politik.

Dalam hal tiga wakil rakyat DAP Selangor dalam majlis pimpinan Pakatan Rakyat Kerajaan Negeri Selangor bagi menyelesaikan isu rakyat dalam kerajaan negeri, CEC DAP melantik Sdr Tony Pua, Sdr Teng Chang Khim dan Sdr Gobind Singh untuk menganggotai majlis sepuluh orang tersebut yang dipengerusikan Menteri Besar Selangor, Tan Sri Khalid Ibrahim.

国阵不只在2013年输给行动党,行动党竞选51个国会议席及103个州议席,赢得38个国会议席及95个州议席,国阵也在得票率方面输给民联,国阵第一次输掉多数票,得票率只有48%, 而民联获得51%。国阵正在寻求报复,企图利用谎言非法撤销行动党的注册,还用各种理由打压公正党、行动党及伊斯兰党领袖,将他们控上庭,好让他们失去议员的资格。







行动党中委会建议,由行动党全国副主席郭素沁出任雪州政府政治协调官, 也即是与公正党总秘书赛夫丁的委任地位及条款相似。敦素沁的委任建议, 是为了确保行动党在民联政府的平等伙伴地位及均势。在这方面,伊斯兰党也应该有一名政治协调官。
