Pengarah Strategi KEADILAN, Rafizi Ramli berkata, sebahagian daripada  RM30 juta dana yang diperuntukkan untuk pendidikan di Selangor akan digunakan sepenuhnya bagi membantu siswa dari segi kewangan dan sebagainya.

Menurut beliau, RM15 juta pertama yang direncanakan adalah untuk menarik balik kontrak konsesi di Universiti Selangor (Unisel) dan Kolej Universiti Islam Selangor (Kuis) kerana dengan penarikan itu akan menurunkan kos pengurusan infrastruktur universiti.

"Kita (Pakatan Rakyat (PR)) akan tebus balik konsesi kroni-kroni Umno yang menyebabkan kos penyelenggaraan universiti di Selangor menjadi terlalu mahal contohnya seperti konsesi Adun (Ahli Dewan Undangan Negeri) Permatang di Kuis selama 30 tahun dan satu kontrak 'potong rumput' di Unisel berjumlah hampir (RM) 1 juta setahun," katanya.

Beliau menjelaskan demikian hasil daripada maklumat rasmi yang dihuraikan oleh pejabat Menteri Besar (MB).

Rafizi berkata, sebahagian dari jumlah itu juga akan dibahagikan kepada beberapa kaedah termasuk menyediakan tabung
mahasiswa supaya bantuan terus boleh disalur kepada pelajar dalam bentuk kewangan.

"Kerajaan negeri akan turut memberi insentif lain kepada Unisel untuk kita betul-betul kurangkan kos, langkah pertama, kita (PR) akan pastikan pelajar menggunakan kemudahan kerajaan negeri seperti tanah, bangunan dan jalan tanpa kita ambil sewa satu sen pun," katanya.

Demikian jaminan beliau ketika berucap di Majlis Pidato Perdana Pakatan Rakyat ke Putrajaya di Ampang Rabu lalu.

Hadir sama, Ahli Parlimen Ampang, Zuraida Kamaruddin; Adun Lembah Jaya, Khasim Abdul Aziz; dan Naib Presiden PAS, Datuk Mahfuz Omar.

Bagi insentif kedua pula, menurut Rafizi, Kerajaan Selangor akan terus memberi peruntukan dari dana sedia ada supaya
Unisel boleh menghantar lebih banyak tenaga pengajar untuk melanjutkan pelajaran ke peringkat lebih tinggi.

"Kalau di universiti lain, kos untuk hantar pensyarah belajar ditanggung oleh universiti, dan itu menyebabkan kos meningkat. Maka kos itulah yang akan dimasukkan ke dalam yuran, sebab itu yuran jadi tinggi," jelas beliau lagi.

"Saya yakin dan percaya, jika pelan ini dijalankan dalam tempoh enam bulan, InsyaAllah masuk semester akhir tahun ini,
kalau tidak percuma pun, Unisel akan menawarkan yuran yang paling murah di Malaysia, hampir kepada percuma," kata
beliau yakin.

"Apabila kita sampai ke Putrajaya, kita akan laksanakan pula pendidikan percuma ini untuk seluruh rakyat Malaysia. Jadi
perancangan enam bulan ini cukup untuk kita memastikan anak-anak kita tidak terbeban dan tidak boleh lagi diugut oleh
kerajaan Umno BN seperti yang berlaku sebelum ini," katanya.

Rafizi berkata, pada peringkat ini, MB sedang dalam proses menstruktur semula aset Unisel dan dijangka dalam tahun ini manfaat tersebut akan dinikmati oleh pelajar.

Katanya, RM15 juta lagi baki daripada peruntukan itu masih dalam peringkat perbincangan di antara Ahli Lembaga Pengarah Unisel bersama MB.

Sebelum ini, MB Selangor, Tan Sri Khalid Ibrahim berkata, Unisel akan menggunakan aset hartanah bernilai
RM30 juta bagi membantu pelajarnya meneruskan pengajian selepas Perbadanan Tabung Pendidikan Tinggi Nasional
(PTPTN) membeku pemberian pinjaman kepada pelajar universiti itu.

Katanya, aset hartanah seluas 500 ekar yang akan digunakan bagi tujuan berkenaan diperolehi hasil daripada penyusunan semula hutang Talam Corporation.

Beliau berkata, kerajaan negeri akan membantu Unisel mengapungkan hartanah tersebut di pasaran untuk mendapatkan
wang tunai.

"Dianggarkan sejumlah RM30 juta boleh diperolehi hasil dari usaha ini.

"Sebahagian wang ini akan digunakan untuk membantu pelajar-pelajar yang teraniayai," katanya dalam satu kenyataan.

PTPTN membekukan pinjaman membabitkan pelajar baru Unisel bertujuan memberi peluang kepada Pembangkang
membuktikan mereka mampu memberi pendidikan percuma di negeri itu.

Pembekuan tersebut hanya membabitkan permohonan baru kemasukan April lalu.

Keputusan itu dibuat selepas mengambil kira desakan Pembangkang supaya pinjaman tersebut dimansuhkan dan
pendidikan percuma diperkenalkan di Institusi Pengajian Tinggi (IPT) di negara

Baginda’s Right-Hand Man Agrees To Co-Operate in Scorpene Trial

Prime Minister Najib Razak may be able to hide his nervousness over news that Malaysian NGO SUARAM had managed to collect more than RM200,000 from a fundraising dinner held on Friday.

But news that the right-hand man of his close friend Razak Baginda has been summoned by the French court to testify in Malaysia’s RM7.3 billion Scorpene submarines acquisition, and has promised to co-operate fully with the Parisian probe is bound to send a shiver down the PM’s spine.

“He has confirmed his cooperation with us,” SUARAM coordinator Cynthia Gabriel told the dinner guests.

She was referring to Jalbir Singh Chahl, who was Baginda’s trusted lieutenant in Perimekar, the firm through which at least 114 million euros or RM570 million in illicit commission is suspected to have been channeled.

Moving concretely

Jalibir is the first witness to be summoned by the French investigative judge since open-court trial began in early April. It is illegal in France for anyone to offer commissions to entice and seal a deal. The 2 Scorpene submarines were ordered by Najib in 2002, when he was the defense minister, and hammered through by his ruling Umno party despite public outcry.

Although Najib has denied any improper conduct, the Umno-BN government and state agencies including the police and Malaysian Anti Corruption Commission have stubbornly refused to initiate any probe.

This forced SUARAM to file a complaint in Paris in 2010 against DCNS, which if found guilty may have to compensate the Malaysian people for the inflated pricing caused by the bribes. It would also force the Malaysian government to finally respond to calls for a full-scale public inquiry into the deal.

“As we sit at the dinner tables right this moment, a subpoena is on the way to Mr Jalbir Singh Chahl’s house. The case is moving forward more concretely,” said Cynthia, drawing loud cheers.

Public unhappiness with the corruption not to be taken lightly

SUARAM also managed to collect more than RM200,000 from the dinner attended by more than 1,000 people. The numbers are telling. That such a large group responded and donated generously to help pay the French legal fees is proof of how strongly Malaysians feel about Najib’s controversial deal.

Not only have the submarines been found to be not suitable for local waters but the size of the huge bribes DCNS allegedly paid Malaysian officials including Najib and Baginda, who brokered the deal for the Malaysian government, have astonished the people.

Intertwined into the corruption scandal is the murder of a Mongolian national Altantuya Shaariibuu, who was killed while trying to blackmail Baginda for her share of commission, and this may well be the final straw.

Two of Najib’s former bodyguards have been sentenced to hang for the brutal killing but most Malaysian believe they were just the ‘hired help’ and the real puppet-masters still to be caught.

Documents seized by the French police have thrown up information that could link Altantuya to the submarines deal, and this could shed further light on why she was murdered.

Who NEXT after Jalbir?

Despite the success of Friday’s dinner, SUARAM officials warned that the French trial was at the beginning stage and more funds would be needed to see the case to the end.

After Jalbir, all eyes are on when the French court will summon Baginda, Najib and current defense minister Zahid Hamidi to testify and whether they would agree to co-operate and clear their names – especially Baginda and Najib.

“We are open to any support in the fight against corruption,” said SUARAM executive director E Nalini.
