More attention for raising the quality of teachers

According to Tan Sri Muhyiddin Yassin, it is time for the Government to double its efforts to train enough teachers of quality so that they can be sent to the rural areas and the interior.

Malaysia has 410,000 teachers. Some are good and some are not so good. YAB Muhyiddin has admitted that there must be efforts such as special courses to make them better teachers. Naturally, it is complicated. All concerned must pay greater attention. For example, courses in teachers' training institutes must be improved, consistent with the modern world. The Government must review the effectiveness of the special courses for teachers who are in service. We need good teachers in urban and rural areas.

Mengapa Fathul Bari tidak bantah Chua Soi Lek?

Ketika Presiden MCA Datuk Seri Dr Chua Soi Lek mendakwa seramai 1.2 juta rakyat Malaysia akan kehilangan kerja sekiranya hudud dilaksanakan di Malaysia. Ramai tertanya-tanya, di manakah Fathul Bari yang dilihat sunyi sepi tidak membantah kenyataan tersebut.
Persoalan ini timbul apabila Fathul Bari sebelum ini banyak mengeluarkan kenyataan mewakili Ulamak Umno dalam berbicara tentang agama.

Sepatutnya kenyataan Datuk Seri Chua ini menjadi perhatian beliau untuk ditegur tanpa lengah kerana ia berkait rapat dengan kesucian Islam dan sensitiviti umat Islam.

Adakah beliau memilih isu menguntungkan sahaja untuk mengulas?

Isu-isu yang merugikan politik Umno ditinggalkan walaupun ia isu yang besar di sisi Islam.

Datuk Seri Chua yang memetik satu SMS oleh individu tidak dikenali sebenarnya menggunakan cara yang sama yang diajar oleh Umno untuk menakut-nakutkan rakyat Malaysia.

Umno menakut-nakutkan orang ramai dengan pelbagai andaian yang karut sekiranya Pakatan Rakyat memerintah. Negara akan muflis, mundur ke belakang dan lain-lain lagi menjadi bebelan Umno ke mana sahaja mereka pergi.

Nampaknya Datuk Seri Chua belajar daripada Umno untuk menakutkan rakyat dengan menghina hukum Hudud. Beliau begitu berani menghina kerana yakin tidak ada sesiapa pun daripada kalangan pemimpin dan Ulamak Umno termasuk Fathul Bari akan menegur dan mengambil tindakan kepadanya.

Beliau yakin Umno dan Ulamaknya tidak akan berbuat apa-apa kerana ia memberi keuntungan kepada politik Barisan Nasional untuk menarik undi orang Cina.

Kalau PAS yang menegurnya, beliau tidak ambil kisah kerana memang sifat PAS yang suka membangkang.

Ini bukan kali pertama Umno dan ulamanya senyap dalam berdepan dengan kenyataan Datuk Seri Chua menghina hudud.

Ketika Datuk Seri Chua menyatakan bahawa Malaysia akan kehilangan pelabur dan negara akan binasa jika Hudud dilaksanakan selepas merasmikan forum mengenai Hudud di Wisma MCA, Umno dan ulamanya juga senyap tidak membantah.

Malah beliau juga menegaskan bahawa hudud tidak adil kepada semua khasnya kaum wanita di samping menyebut bahawa undang-undang Islam adalah kejam.

Mungkin kerana ugutan keras MCA akan keluar Barisan Nasional jika Umno melaksanakan hudud menyebabkan Umno dan ulamanya termasuk Fathul Bari menikus demi kepentingan survival politik mereka walaupun terpaksa menggadaikan Islam.

Perbahasan Parlimen: Soalan pendidikan yg dikemukakan kepada Tan Sri Muhyiddin

My debate with Minister of Education on October 15, 2012 on why SJKC Bukit Serdang, SJKC Sungai Long and SJKC Kajang Utama are classified as "Sekolah Bantuan Kerajaan" and not "Sekolah Kerajaan":

Tan Sri Dato’ Haji Muhyiddin bin Mohd. Yassin: ...tentang soal sekolah-sekolah bantuan hendak tukar kepada sekolah bantuan penuh. Yang saya sebutkan tadi memang bantuan modal. Saya di peringkat kementerian pun memikirkan sama ada terdapat cara bagaimana kedudukan ini dapat kita perbaiki. Saya belum hendak menyatakan di sini kita bersetuju tetapi kita kena buat kajian kerana yang paling pokok ialah :

(i) persetujuan daripada ibu bapa;
(ii) persetujuan daripada lembaga pengelola sekolah;
(iii) status tanah yang disebutkan tadi.

 Ada yang kata ini di bawah ladang ataupun dimiliki oleh persendirian. Jadi, hal-hal sebegini perlu ada satu penyelarasan. Jadi, kalau ada cara bagaimana, mungkin kalau dia mematuhi kehendak kita dan juga mematuhi kriteria yang ditetapkan, ada juga kes yang sebelum ini pun, di mana sekolah-sekolah yang dikatakan bantuan modal, ia bila berpindah kita jadikan ia sekolah bantuan penuh. Jadi, hal-hal sebegini perlu kita teliti dan saya tidak jadi masalah boleh melihat perkara ini dari segi jangka panjang.

Datuk Haji Mohamad bin Haji Aziz [Sri Gading]: Macam mana boleh Yang Berhormat Serdang pula masuk ini? 

Puan Teo Nie Ching [Serdang]: ... sekolah sedia ada hendak tukar dari status sekolah bantuan kerajaan ke sekolah kerajaan. Akan tetapi, sekarang saya hendak sentuh tentang status sekolah yang baru punya. Ada tiga buah sekolah baru yang telah dijanjikan oleh Kerajaan Barisan Nasional iaitu SJK(C) Kajang Utama, SJK(C) Sungai Long dan SJK(C) Bukit Serdang. Ketiga-tiga buah sekolah ini, tanahnya adalah dibekalkan oleh kerajaan. Jadi, saya tidak faham kenapa ketiga-tiga buah sekolah ini mereka dikategorikan sebagai sekolah bantuan kerajaan dan bukan sekolah kerajaan? Saya rasa dahulunya kita memang ada sekolah yang ada isu tentang isu pemilik tapak – siapa merupakan pemiliknya? Ada yang tanah itu, tapak itu bukan dimiliki oleh kerajaan. Oleh sebab itu, susah untuk kerajaan untuk mengkategorikan mereka sebagai sekolah kerajaan. Akan tetapi, sekarang kita ada sekolah baru, tanahnya memang dibekal oleh Kerajaan Pusat. Jadi, saya tidak faham kenapa ketiga-tiga buah sekolah baru yang saya sebut tadi menjadi sekolah bantuan dan bukan sekolah kerajaan? Minta penjelasan, terima kasih. 

Tan Sri Dato’ Haji Muhyiddin bin Mohd. Yassin: Terima kasih Tuan Yang di-Pertua. Memang ada di kementerian saya ini, baru pun tiga tahun saya di bawah kementerian, saya pun mengkaji. Terdapat banyak bentuk sekolah, jenis kategori sekolah kerajaan, sekolah bantuan penuh, sekolah bantuan kerajaan, sekolah bantuan modal. Jadi, ia berbagai-bagai kategori yang disebutkan itu.

【当今大马】关丹中华报考SPM各自表述 行动党：纳吉中莱谁说了算？

随着首相纳吉与马华署理总会长廖中莱在关丹中华中学报考大马教育文凭一事上各自表述，民主行动党今日质问，在这个课题上究竟谁说了算？

行动党全国副宣传秘书张念群质询，在关丹中华中学报考大马教育文凭（SPM）考试和独中统考的议题上，究竟应该是遵循首相纳吉，抑或是廖中莱的说词？

她相信，人们也都很想知道，究竟是纳吉愚弄了马华？还是马华愚弄了华社？

NONE她解释，这是因为廖中莱口中的“隆中华模式”， 学生必须同时报考政府考试和统考；廖中莱还声称所谓的批文内， 并没有阐明强制报考大马教育文凭考试。

Auditor-General's Report 2011

English translation of my column article which originally published in China Press:

After 3 weeks of pestering, cajoling and waiting, the Auditor-General's Report 2011 was finally tabled in the Parliament on last Monday morning (October 15, 2012).
 
The 3rd Parliament sitting for the year 2012 commenced on September 24 with the debate of several bills. After the Prime Minister tabled the 2013 budget on September 28, Members of Parliament were given 2 weeks to debate the budget. During the fortnight, everyone was waiting eagerly for the tabling of Auditor-General's report.
 
On September 24, 2012, Minister in the Prime Minister's Department in charge of parliamentary affairs, Datuk Seri Nazri Aziz said that the tabling of the Auditor-General's Report was held back so that "it won't steal the limelight from (debate on) the Budget".

His statement was confirmed by the Auditor-General Ambrin Buang who revealed that he was asked to delay the report to allow more time for the Budget to be debated in Parliament.

However important the Budget is, the Auditor-General's Report is equally important as we have to make sure that money allocated in the Budget was wisely spent for the said purposes. To me, the Report is akin to a post-mortem of the previous year's Budget. The Budget, no matter how beautifully crafted, if it cannot be delivered as planned, is no different from a stack of rubbish. As such, the Auditor-General's Report plays an incredibly important role to ensure that taxpayers' money is spent wisely according to the original plan.

【星洲日报】慕尤丁：董家教同意及校地属政府‧半津转全津须符要求

（吉隆坡15日讯）副首相兼教育部长丹斯里慕尤丁说，政府不能隨意將半津学校转换成政府学校，因为政府需要考虑到多项因素，包括获得所有家长同意、学校董事部和家教协会的同意、徵用土地程序、校地和选择適合地点以及政府財政能力。
 
他说，因此，教育部需要进一步研究后，才能决定双溪龙华小、沙登岭华小以及加影先锋镇华小属於半津还是全津学校。

慕尤丁指出，要成为一所政府学校，需符合几项要求，包括获得所有家长同意、学校董事部同意，以及校地属於政府。
 
需进一步研究才做决定
 
他表示，由於他担任教育部长3年多，加上有很多种学校，因此他无法马上断定上述3所学校的类別，需要进一步研究后才能做出决定。
 
“我们也考虑是否应该减少学校的类別。一旦完成研究和有了决定，我们会做出宣佈。＂

Prime Minister Datuk Seri Najib Tun Razak must address 3 principal issues in the 2011 Auditor-General's Report to show BN's commitment towards transparency and accountability as well as dispel MCA's openly mocking the reports of mismanagement has having no impact on people's support of BN. Even former MCA president Datuk Seri Ong Tee Keat attacked his successor Datuk Seri Dr Chua Soi Lek today for "mocking" the Auditor-General's Report by Chua claiming that negative reports would not affect Barisan Nasional's (BN) support in the next general election.

Dr Chua even went to the extent of saying that if the Auditor-General's Report had any effect, the BN government would fall every year the report was published. The first issue revealed by the Auditor-General's Report relates to several massive government contracts and projects that were directly negotiated, affecting the level of trust in government.

The most glaring example was the directly-negotiated RM 12.49 billion Ipoh-Padang Besar double-tracking project that was delayed twice and has incurred an additional RM3.6 billion in costs. Other examples include 1,000 brochure racks worth RM1.95 million for Visit Malaysia Year 2007 bought through direct negotiation by the Malaysian Tourism Promotion Board without the Finance Ministry's approval, and the five billboards worth RM3.64 million that it put up in Indonesia via direct negotiation that are being investigated by the Malaysian Anti-Corruption Commission (MACC).

Military family quarters built by the Defence Ministry saw costs nearly double to RM3.2 billion with defects such as collapsed ceilings and leaking sewer pipes. The report found that the majority of the military quarters projects audited were awarded by direct negotiation and that the government waived penalties worth RM 87.12 million for failure to meet contractual obligations.

The latest revelation by the Auditor-General's Report is in Sarawak where a state-owned company, Sarawak Coal Resources Sdn Bhd awarded contracts for the extraction and transportation of coal ore in Mukah for RM923.03 million to four firms through direct negotiations. No wonder Sarawak Coal Resources Sdn Bhd is recording losses. If open competitive tenders were implemented, all the companies would be likely making profits.

Even Transparency-International Malaysia president Datuk Paul Low said the direct negotiation way of awarding contracts could potentially give rise to problems such as corruption and lack of competition.

The second issue relates to the massive write-off of government loans given to Perwaja Terengganu Sdn Bhd that were unpaid over the last 14-17 years amounting RM 1,626 million. The 2011 Auditor-General's Report had highlighted that 42 loans given out by the Federal government to companies had loan arrears between 1 to 17 years amounting to a huge sum of RM 3,328 million, an increase of 18.7% compared to RM 2,805 million in 2010.

No action was taken by the Federal government to recover these loan arrears apart from writing off Perwaja's RM 1,626 million loans over a period of 16 years from 2011 to 2027. Najib must explain the rationale for such a huge write-off when Perwaja is now listed on Bursa Malaysia and is making profits. Writing off huge loans for one company like Perwaja gives a negative impression that cronies get special treatment at the expense of 28 million Malaysians. Again why should cronies have their loans written off but not ordinary Malaysians?

The third issue the Prime Minister must address relates to the exemption of fees for license to contravene given to Indah Water Konsortium Sdn Bhd(IWK) amounting to RM 1,371 million. IWK had applied to the Department of Environment for 3,290 licenses to contravene from 2008-2011 to violate environmental standards in disposal of toxic wastes. Upon approval the license fees required to be paid by IWK amounted to RM1,554 million as at end 2011. However Cabinet gave an exemption of RM 1,371 millon on 21.5.2010, resulting in IWK only needing to pay the remainder RM183 million. Why did Cabinet give IWK this huge exemption at the expense of the environment and without any benefit to Malaysians.

Unless these 3 issues are addressed, BN has clearly adopted Chua Soi Lek's attitude of ignoring the negative reports in the 2011 Auditor-General's Report in the belief that there will be no impact on the people's support. If BN refuses to justify the improprieties and malpractices highlighted in the Auditor-General's Report, then the people has act to ensure that it is respected instead of being mocked at. Only a change of government can uphold integrity, accountability and transparency in governance and the Auditor-General's Report.

首相必须交代2011年总稽查报告 的三大主要课题，以展现国阵立志打造透明化及具公信力的施政，并驳斥马华公开轻蔑说有关管理失当的问题，并不会影响人民对国阵的支持。

首相必须交代2011年总稽查报告 的三大主要课题，以展现国阵立志打造透明化及具公信力的施政，并驳斥马华公开轻蔑说有关管理失当的问题，并不会影响人民对国阵的支持。就连前马华总会长拿督斯里翁诗杰也批评现任马华总会长拿督斯里蔡细历，指他不该蔑视稽查报告，后者说有关负面的报告并不会影响人民在来届大选对国阵的支持率。

蔡细历也说，如果总稽查报告能够发挥作用，国阵政府每年在报告出炉时都会倒台。总稽查报告揭发的第一项课题 是，数项大型合约、计划都是政府直接洽谈，影响了人民对政府的信任。

最明显的例子就是怡保－巴当巴西尔124亿9000万令吉双轨计划，政府在直接洽商后颁发合约，结果延期两次、造成损失36亿令吉。其它例子包括：配合2007年大马旅游年，以195万令吉购买1000个放置小册子的架子，这是由马来西亚旅游促进局在没有财政部批准下直接购买的，该局也通过直接洽谈，花费364万令吉在印尼放置5个宣传板，目前正被马来西亚反贪委会调查。

由国防部兴建的军人家庭宿舍成本近32亿令吉，却发生天花板坍塌及排污管溢漏的缺陷。报告也指出，大部分稽查司到过的军人宿舍都是在直接洽谈的情况下颁发工程，而政府也不追讨承包商无法履行合约义务的罚款8712万令吉。

总稽查司最近揭发的事是，砂拉越一家政府拥有的公司砂州煤炭资源有限公司，通过直接洽谈，直接发出价值9亿2303万令吉的标书给四家公司，开采并运送Mukah的煤矿。难道砂州煤炭资源有限公司面临亏损。如果他们推行公开招标，看来全部公司都能赚钱。

就连大马国际透明组织主席刘胜权曾说过，直接洽商颁发合约，将令贪污、无竞争力的问题更加严重。

第二个问题是政府将柏华惹登嘉楼有限公司的贷款一笔注销，这笔贷款欠了14－17年，高达16亿2600万令吉。2011年总稽查报告突显42项由联邦发放的贷款，这些未偿贷款拖欠达1－17年 ，高达33亿2800万令吉，比2010年28亿500万令吉高出18.7％。

除了注销柏华惹16年（2011－2027）的贷款，联邦政府还未采取行动追讨这些未还的贷款。 纳吉必须解释，为何政府注销有关巨额贷款？柏花惹目前已经上市、正在赚钱。注销像柏华惹如此公司的巨额贷款，制造了负面印象，让人们认为人民利益可以被牺牲，而朋党可以获得特别优惠。为什么朋党的贷款可以注销，而普通马来西亚人却不能。

第三个课题是，首相必须解释英达丽水私人有限公司为何可以豁免缴付高达13亿7100令吉的"违例执照"（license to contravene）费？英达丽水从2008年至2011年因违法丢弃有毒废料，而向环境局申请豁免缴付3290张"违例执照"费。截至2011年底，英达丽水需缴付的违例执照费达15亿5400令吉。但是，内阁于2010年5月21日 豁免了13亿7100万令吉，以致英达丽水只需付1亿8300万令吉。为什么内阁让英达丽水享有这样的豁免优惠？牺牲我们的环境、对人民也没有好处。

除非当局清楚交代上述问题 ，否则证明国阵已经采取了蔡细历的态度，就是选择回避2011年总稽查报告点出的负面问题，并相信这不会影响人民对国阵的支持。如果国阵不愿意说明白总稽查报告中不正确、不正当的缺点，那么，人民必须行动起来，让这份报告 获得正视，而不是遭轻蔑。唯有改朝换代，才能捍卫总稽查报告及施政的廉正、公信及透明度。

为什么拿督斯里赞比里几乎把整个红土坎地区的土地开发权，以不公开招标的方式颁布给Kinta Berkat有限公司？国阵政府又以什么附带条件来批准这项计划？首相拿督斯里纳吉应确保赞比里透明化来处理这件事。


在2012年10月5日，我已揭发赞比里以不公开招标的方式，并且以对方有利的条件，把实兆远市中心6英亩黄金地段批准给Kinta Berkat有限公司。直到今天，赞比里还是拒绝回答我对这课题所抛出的问题。


赞比里拒绝回答的问题包括：
1.为何这项计划没有进行公开招标？
2.该片6英亩黄金地段地价为马币472万9587令吉，为什么州政府只向Kinta Berkat收取马币5万2000令吉的地价？
3.人民的钱是否被应用在安置或重建已被拆除的44个政府宿舍单位和车站的费用？

配合首相拿督斯里纳吉官访曼绒县，我要揭发赞比里另一项没有公开招标的计划。赞比里把147.84英亩，相等于红土坎整个面积大小的土地的计划再次批准给Kinta Berkat有限公司。这家公司与我之前揭发没有经过公开招标及便宜的地价获得实兆远市中心6英亩黄金地段开发权的公司是同一家公司。
人民有权知道为何这么庞大的计划不需要公开招标就直接颁布给Kinta Berkat有限公司？包括发展合约条款的内容也理应公开让人民知道。
人民有权要求赞比里交代为何以不透明的方式来处理上述计划。如果赞比里要继续担任公职，他有责任回答人民的疑问，否则他必须辞职。
首相决定赞比里为霹雳州州务大臣，他应该指示赞比里回答上述计划所有的疑问。要不然，首相所推行的所有转型计划就只是华丽却空洞的修辞。

Why  Dato' Seri Zambry Bin Abdul Kadir approved almost whole of Lumut Town to be developed by Kinta Berkat Sdn Bhd without open tender? What are the terms for the approval? Dato' Seri Najib Bin Tun Razak must insist that Dato' Seri Zambry Bin Abdul Kadir be transparent.

On 5th October 2012, I have exposed that Dato' Seri Zambry Bin Abdul Kadir had approved a 6 acres piece of prime land in the Sitiawan Town Centre to Kinta Berkat Sdn Bhd without open tender with very favourable terms. I have asked numerous questions which Dato' Seri Zambry Bin Abdul Kadir has refused to answer until today.

I have asked why no open tender was called. I have also asked why premium was reduced from RM4,729,587-00 to only RM52,000-00. Will public funds be use to construct the 44 units of government quarters and the local government depot that were demolished to give way for the project? My 5th October 2012 media statement is attached herewith.

In conjunction with the Prime Minister, Dato' Seri Najib Bin Tun Razak's visit to Manjung District today, I would like to expose that Dato' Seri Zambry Bin Abdul Kadir has approved 147.84 acres of land, almost the whole of the Lumut town land belonging to the State to be developed by Kinta Berkat Sdn Bhd, the same company that was approved to develop the above said 6 acres land in the Sitiawan Town Centre.

The people have the right to know why such a huge development was approved to Kinta Berkat Sdn Bhd without a open tender. What are the terms for the above said development?

The people demand that Dato' Seri Zambry Bin Abdul Kadir be transparent with regard to the above said projects. If Dato' Seri Zambry wants to hold public office, he has a duty to answer the people, failing which he must resign.

The Prime Minister who was instrumental in installing Dato' Seri Zambry Bin Abdul Kadir as the Menteri Besar of Perak must insists that Dato' Seri Zambry Bin Abdul Kadir discloses fully the terms of the above said projects otherwise, his purported transformation programs are mere rhetorics!

Penduduk Flat Taman Medan ‘Diperalat’ Fitnah Kerajaan Negeri

PETALING JAYA, 19 OKT: Penduduk Flat Taman Medan Cahaya kesal sikap dengan pihak tidak bertanggungjawab yang didakwa didalangi Umno menggunakan pangsapuri mereka untuk memfitnah Kerajaan Negeri kononnya gagal memberikan air percuma kepada penduduk taman terbabit.

Sedangkan menurut penduduk yang ditemui, mereka mula menikmati 20 meter padu air percuma sejak tahun 2011 lagi seperti yang dibuktikan dalam bil air yang ditunjukkan kepada Selangor Kini.

Menurut A Ramlee Yahaya,48, yang mendiami Blok H memberitahu majoriti peserta demontrasi tersebut merupakan ahli-ahli Umno dan orang-orang luar yang tidak beliau kenal.

"Saya tahu sebab banyak muka yang saya tak pernah tengok pun dan ada juga yang saya dapat cam orang luar seperti bekas calon PRU-12 dari Umno, Munaliza Hamzah(bekas calon Umno Taman Medan) bukan penduduk kami.

"Selain itu orang-orang Umno seperti Ruslan Baba memang main peranan penting dalam demontrasi itu, tetapi orang sini sendiri memang tak ramai yang sertai," ujar Ramlee.

Menurut Ramlee lagi, beberapa jawatan penting dalam Persatuan Penduduk Blok H juga dimonopoli beberapa pemimpin Umno peringkat akar umbi sekaligus menyebabkan kepentingan politik dibawa ke dalam persatuan itu.

Ramlee yang berada di lokasi ketika demontrasi itu diadakan, menganggarkan seramai kira-kira 150 orang yang menyertai demontrasi tersebut, bukannya sehingga 3,000 yang disebut oleh media perdana.

Sementara itu, Pengerusi Persatuan Penduduk Blok B, Mohamad Fuad Jam Jam memberitahu sebelum demontrasi 'menuntut air percuma' itu diadakan, persatuannya dimaklumkan tujuan utama demontrasi diadakan adalah untuk memprotes filem yang menghina Nabi Muhammad SAW.

"Bila demo berlangsung, filem hina Nabi tak disentuh langsung, tetapi tuntutan air percuma pula yang dilaungkan, sedangkan kami dah terima air percuma," kata Fuad yang kesal tindakan Umno menipu penduduk dengan menggunakan isu filem hina Nabi.

Terdahulu, media arus perdana menyiarkan laporan penduduk Taman Flat Medan Cahaya mengadakan demontrasi menuntut bekalan air percuma dari Kerajaan Negeri.

Bagaimanapun menurut Adun Taman Medan, Haniza Talha, penduduk di situ mula menikmati air percuma apabila Syarikat Perumahan Negara Berhad (SPNB) mengemukakan permohonan daripada Syarikat Bekalan Air Selangor (Syabas) untuk membolehkan pemberian tersebut disalurkan kepada unit-unit kediaman di situ.

Loji Pembersihan Air Sungai Sireh Kini Beroperasi 100 Peratus

SHAH ALAM, 19 OKT : Loji Pembersihan Air (LPA) Sungai Sireh di Tanjong Karang kini beroperasi 100 peratus untuk memproses air bagi bekalan air bersih kepada kira-kira 30,000 penduduk di sekitar Tanjong Karang dan Sekinchan.

Pengarah Lembaga Urus Air Selangor (LUAS), Md Khairi Selamat berkata, LPA Sungai Sireh kini mampu memproses air bersih sebanyak 21 juta liter sehari (JLH).

"Paras air di muka sauk LPA Sungai Sireh pada 18 Oktober 2012 adalah pada bacaan 1.1 meter berbanding paras kritikal 0.20 meter.

"Rekod aliran air Sungai Bernam melalui pemantauan aliran air di Jambatan Sungai Bernam SKC adalah tinggi iaitu pada jumlah 141.95 meter padu sesaat," kata Khairi dalam kenyataan medianya.

Jelas beliau lagi, bacaan paras air di Ibu Ampangan Sungai Bernam (BRH) juga tinggi pada paras 10.20 meter dengan kesemua Kawasan Pengairan Berperingkat (ISA) penanaman padi menerima bekalan penuh.

Katanya, ban sungai yang pecah yang dipercayai menyebabkan aliran Sungai Bernam tidak sepenuhnya melalui Bernam River Headworks (BRH) sedang dalam pembaikan.

"Pihak IADA Barat Laut memaklumkan kerja-kerja pembaikan ban sungai tersebut sedang dijalankan dan akan dipercepatkan," katanya.

Sebelum ini, lebih 30,000 pengguna air terutamanya pesawah di Tanjong Karang dan Sekinchan dikhuatiri terjejas kerana LPA Sungai Sireh di sini berdepan penyusutan lebih 50 peratus di terusan utama Sungai Sireh sejak beberapa minggu lalu.

Penurunan paras air di Ibu Ampangan Sungai Bernam (BRH) yang menempatkan loji pembersihan Sungai Sireh itu disebabkan oleh ban sungai yang pecah berhampiran Jambatan Sungai Bernam SKC.

Ia menjadi antara punca penurunan paras air untuk loji pembersihan Sungai Sireh yang membekalkan air bersih dan kegunaan sawah padi di sekitar Tanjong Karang dan Sekinchan

Kerajaan Negeri mengarahkan pihak Projek Pembangunan Pertanian Bersepadu (IADA) Barat Laut Selangor untuk menyegerakan pembaikan ban Sungai Bernam SKC yang pecah itu bagi memastikan aliran air ke sawah-sawah dan Loji Pembersihan Air Sungai Sireh tidak terjejas.

During the time when Tun Ling was MOT, he wanted to abolish the samam ekor. There were over 200,000 summonses. The then IGP, Rahim Noor replied rather immediately (strangely) .. Tak Boleh. Kena tanya Treasury dulu.

What has the Treasury got to do with traffic summonses. We all asked. No answer.

We can only put 2 and 2 together.

The police always maintained traffic summonses are issued to discipline motorists, — to slow down and as a result .. we reduce traffic accidents.

But the police allowed all of us to speed gila gila. The even hide behind pillars along the PLUS highways, lest you see then you would slow down.

So we put 2 and 2 together. Police don’t care if you speed gila gila on the roads. They want you to so they can issue summonses. If they have to consult the treasury when the MInister of Transport suggested they cancelled the saman ekor — it can only mean one thing. The summonses are their revenue source.

NOW — wow. The MOT (or ex-MOT) in in the game too. Appoint a few companies and let us split the revenue. Ini sikit atas lah!!

Another thing about traffic accidents is this. 80% of total accidents happened on regular roads.

Just look back at the traffic accident statistics the police proudly present to us during ops Hari Raya, and ops Chinese New Year. Traffic accidents on PLUS and the other highways did not even exceed 15%. Does any one know why the announced that they will not publish the 2012 raya accidents traffic??

How come more than 80% of the summonses (over speeding) were issued for motorists using the highway.

To really reduce the traffic accidents — focus on the regular roads NOT on the highways. Yes here will be accidents on the highways too. But even if we reduce the accidents in highways to ZERO, it will not bring down down the total number of accidents very much.

In any other city, they will erect at least at least 5 to 10 signboards to warn motorists to slow down

But why the pre-occupation with the PLLUS and other highways. Is it not strange the police used the term SPEED TRAP or PERANGKAP had laju. IN psychology tis is called games people play. The game is given a name NIGYYSOB (now I got you, you son of a bitch). The perangkap is nothing but a game. How can we play games with traffic accidents which caused harm to life, limbs and properties. Ge serious, please!

Now with the AES, we have just added another game to NIGGYSOB. THis game is called – who will laugh all the way to the bank?

Let us stop with these games.

The GE is coming. If the game is not stopped, the PM and his ministers must know — there is another game in town we would like to play.

The AES contracts for the two companies cannot be allowed to go on because it was most improper under the present circumstances. I agree with YB that data presented 6 years ago will not represent the current status of the AES. First it is due to the advancement of technology and secondly the present circumstances of the status of the two companies may have been difference in 2012.

PM must look into this AES contracts with the view to call for new tender. Enough of the Slumber jack and his 4th Floor set up. They have given the country enough problems.

It would appear to be profit first and safety second. The government must re-examine how the contract was awarded to these two super companies. It was not transparent at all. contract awarded with no law to implement it in 2005/2006. Thank you for providing the details.

go, go go ahead and implement the system. it is good to catch speeding cars or those who breaks the law and is a nuisance to others. I like speeding so i pay the fine , no questions about , you speed you pay.
But th ei issue is the way th eproject were awarded is something everybody should look at. So in the future before any new projects are proposed please ensure that all angels are covered.

KUALA LUMPUR, 18 Okt — Badan NGO yang memperjuangkan tanah penduduk Pengerang (Mantap) hari ini menuntut penjelasan kerajaan sama ada syarikat kontroversi dari Taiwan, CPC Corporation diberi kebenaran melabur dalam projek mega pembangunan Hab Penapisan Minyak dan Petrokimia (RAPID) di Pengerang.
Pengerusi Mantap, Salahuddin Ayub menegaskan, dengan reputasi buruk syarikat itu di negaranya sendiri, mengapa Malaysia memberikan kebenaran kepada syarikat tersebut.
"Walaupun pelaburan mereka besar di Pengerang, berjumlah RM35 bilion, tapi kami membantah syarikat itu melbaur bukan sahaja di Pengerang, tapi di mana-mana tempat di negara ini.
"Kita tidak berkompromi kerana Taiwan sendiri tidak terima (CPC Corp) kerana mereka benar-benar mengakibatkan kesan alam sekitar kepada rakyat Taiwan," kata Naib Presdien PAS itu.
Jelas Salahuddin, walaupun pembangkang dari Pakatan Rakyat (PR) telah sepakat untuk menerima pembangunan, kehadiran syarikat itu bakal memberikan kesan serius terhadap alam sekitar.
"Kita bersetuju tidak tolak pembangunan, tapi jika isu alam sekitar ini tidak diberi keutamaan, kami tidak akan berkompromi," kata Ahli Parlimen Kubang Kerian itu lagi.
Jelas Salahuddin, tiga faktor yang dipandang serius Mantap dalam isu di Pengerang adalah; tidak menghalau tujuh kampung tradisi; memindahkan perkuburan Melayu dan Cina; dan tidak melanggari aspek alam sekitar dalan menentukan keselamatan penduduk.
"Jika ketiga-tiga faktor ini diambil perhatian, kami terima pembangunan projek (RAPID," ujarnya lagi.
Projek CPC Corp sebelum ini dilaporkan telah ditolak oleh Presiden Taiwan Ma Ying-Jeou pada April lalu, selepas penduduk tempatan dan pasukan penilai alam sekitar menyatakan kebimbangan bahawa kompleks tersebut akan menggunakan terlalu banyak air dan menghasilkan pencemaran yang tinggi.
