11 Jul 2013: Jawapan Bertulis Soalan Parlimen [MENTERI WILAYAH PERSEKUTUAN] Posted: 11 Jul 2013 02:22 AM PDT PEMBERITAHUAN PERTANYAAN [ Lembah Pantai ] TARIKH : 11 Jul 2013 (Rabu) (a) langkah-langkah terperinci yang akan diambil oleh Dewan Bandaraya Kuala Lumpur (DBKL) untuk mengatasi masalah banjir, banjir lumpur dan tanah runtuh seperti di Bukit Gasing; (b) kesediaan DBKL mewujudkan tabung ganti rugi banjir bagi meringankan beban rakyat khususnya golongan berpendapatan rendah. JAWAPAN Tuan Yang di-Pertua, Untuk makluman Ahli Yang Berhormat Lembah Pantai, pihak Dewan Bandaraya Kuala Lumpur (DBKL) akan mengeluarkan Kelulusan Kerja Tanah kepada pihak pemaju atau konsultan yang berkelayakan dengan syarat-syarat menjalankan kerja tanah yang ketat tertakluk kepada UNDANG-UNDANG KECIL KERJA TANAH (WILAYAH PERSEKUTUAN, KUALA LUMPUR) 1988 dan AKTA JALAN, PARIT DAN BANGUNAN 1974 (AKTA 133). Tindakan keras akan diambil jika pemaju atau konsultan pada bila-bila masa gagal untuk mematuhi syarat-syarat yang dikenakan termasuk memberhentikan kerja dan tindakan undang-undang boleh diambil terhadap pesalah-pesalah berkenaan. Untuk makluman Ahli Yang Berhormat juga, Tabung Bencana Alam Kuala Lumpur secara rasmi ditubuhkan pada 17 Januari 1986. Tabung ini bertujuan untuk memberi bantuan kewangan ihsan kepada mereka yang ditimpa bencana alam yang berlaku di Kuala Lumpur. Wang ihsan yang disalurkan kepada mangsa-mangsa bencana alam adalah sebanyak RM300 bagi setiap keluarga yang terlibat daripada pihak Dewan Bandaraya Kuala Lumpur (DBKL). Pihak Jabatan Penguatkuasaan, DBKL akan membuat bancian dan mengesahkan maklumat mangsa bencana sebelum bantuan disalurkan. Ini bertujuan bagi mengelakkan penipuan berlaku. |
Nurul Izzah bidas jawapan kelewatan KLIA2 tak jejas keuntungan MAHB Posted: 10 Jul 2013 08:59 PM PDT OLEH MD IZWAN Ahli Parlimen Lembah Pantai, Nurul Izzah Anwar hari ini membidas Kementerian Pengangkutan berikutan kelewatan proses menyiapkan Lapangan Terbang Antarabangsa Kuala Lumpur 2 (KLIA2). Beliau juga menyifatkan jawapan kementerian itu yang mendakwa ia tidak menjejas perniagaan Malaysia Airports Holding Berhad (MAHB) sebagai tidak munasabah. Sebaliknya, Naib Presiden PKR itu mendakwa laporan penganalisis kewangan menunjukkan kelewatan berkenaan mengakibatkan perbelanjaan tambahan RM500 juta, selain penurunan nilai saham MAHB. “Penganalisis RHB Research, Ahmad Maghfur Osman menganggar, MAHB akan membelanjakan RM500 juta perbelanjaan tambahan untuk projek KLIA2. Justeru, RHB menurunkan nilaian terhadap saham MAHB iaitu RM6.86 daripada RM7.23,” katanya pada sidang media di lobi Parlimen hari ini. Bagi mengukuhkan lagi dakwaannya, Nurul Izzah merujuk laporan MIDF Amanah Investment Bank Bhd (MIDF Research) yang menyatakan MAHB mungkin terpaksa menanggung kos tambahan bernilai RM250 juta. Ia, katanya, ekoran tuntutan kontraktor atas sebab perubahan permintaan skop kerja-kerja (Variation Order) KLIA2. “Perubahan termasuklah pemanjangan Landasan Kapal Terbang 3, perubahan aras tanah (earthworks) dan peningkatan am infrastruktur awam. “Ia tambahan kepada permintaan untuk pembesaran tingkat bawah terminal utama dan bangunan satelit untuk memenuhi permintaan pelbagai agensi kerajaan,” katanya. Dalam jawapan bertulis kepada soalan Nurul Izzah mengenai kelewatan itu, kementerian menyatakan ia tidak memberi kesan kepada urusan perniagaan syarikat MAHB. Kementerian juga memberi tarikh pembukaan KLIA2 yang baru iaitu Mei tahun depan dan mendedahkan syarikat yang mengakibatkan kelewatan berkenaan, UEMC-Bina Puri JV (UBPJV). Tarikh KLIA2 disipakan ditunda beberapa kali berikutan perubahan dari pelan asal termasuk membina terminal lebih besar dan pemasangan sistem pengendalian bagasi automatik. Tarikh baru itu adalah kelima kerana ia sepatutnya siap pada April 2010 tetapi ditunda kepada Oktober 2012, April 2013 dan kemudian 28 Jun, 2013. Lapangan terbang itu dijangka mengendalikan 45 juta penumpang setahun, antara lain akan memiliki 60 pintu, 80 jambatan aero dan 32,000 meter persegi ruang runcit dengan 225 kedai. Trans Pacific Partnership Agreement will see medicine price hike, MP warns Posted: 10 Jul 2013 08:55 PM PDT BY JENNIFER GOMEZ AND YISWAREE PALANSAMY Signing the Trans-Pacific Partnership Agreement (TPPA) will see an increase in the cost of medicines, an MP said today. This is because the TPPA would limit access to generic medications when intellectual property rights come into play, said Klang MP Charles Santiago. “Currently, it costs RM136,000 for 18 cycles of medicines for a breast cancer patient. This will go up further if TPPA comes into play,” he said. Santiago said the average Malaysian will not be able to afford medication and if they are poor and sick, they will be in serious trouble. He cited the example of a similar trade agreement signed between the US and Jordan which saw the cost of medicine increase by 20 to 30 per cent. Other than higher cost of medicines, there is also concern that the government’s policy making powers will be curtailed if Malaysia goes ahead with the TPPA. “We in Parliament make the law, but that law can be overturned by a two or three member tribunal outside Malaysia and that cannot be brought again before our court of law, so it raises the issue of sovereignty,” Santiago said. He added that the Malaysian government was not engaging the stakeholders but instead ongoing negotiations with member countries are kept under wraps. “The level of consultation on a scale of one to 10 is zero. This is the key problem we are facing and also secrecy seems to be the Malaysian government’s number one priority. “In more mature economies which are part of the TPPA negotiations, the element of secrecy does not arise,” he said. He added that there is a chapter on labour in the TPPA but in Malaysia, the government did not even consult the Malaysian Trades Union Congress (MTUC), the largest labour body, for their input. Santiago was speaking to reporters after a roundtable discussion with non-governmental organisations and representatives with TPPA member countries, namely Australia, Canada, US, Chile and New Zealand today. He also said that a United Nations Development Programme (UNDP) report revealed that Malaysia would not benefit from trade with the US. Kelana Jaya MP Wong Chen said there was a need to look at the cost benefit analysis and the fiscal impact for the country, if it signs the TPPA. He said US officials had said that Malaysia’s exports would total US$40 billion (about RM120 billion) under the TPPA. He said based on the assumption that Malaysian companies would make a 10 per cent net profit on this, it would translate to a gain of RM3 billion yearly to the Malaysian budget, based on a 25 per cent tax rate. “So we need to analyse this RM3 billion gain against the losses in terms of higher pharmaceutical costs, loss of sovereign rights, and our economic model. We want the government to engage us on this most basic level,” Wong added.
