Tamil Schools Being Shortchanged By Contractors

GEORGE TOWN: Education Ministry-nominated contractors are building Tamil schools below the value of the contract.

DAP Senator S Ramakrishnan alleged that more often the development projects failed to cater to the actual needs of Tamil schools.

He suggested that the solution would be to dedicate and liaise with respective Tamil schools' board of governors to carry out the projects.

He called on the federal government to stop engaging MIC and NGOs because school boards were definitely in a better position to contribute to develop and maintain school infrastructure and facilities.

He said the boards of governors comprised ex-school boys, representatives from the schools' parents and teachers associations' members (PIBG), contributors and trustees.

"They are dedicated and honestly want to contribute to Tamil school development,' he said in a statement here today.

Under the present system, the Education Ministry which manages the funds, will award Suria Cooperative nominated contractors to built, renovate and repair work in Tamil schools
.
But due to the Ali Baba pyramid system, he said Tamil schools ended up short-changed as the contractors' finished work worth was often found far below the original contract value.

For instance, he said the federal government may allot RM50,000 for a particular Tamil school project and the ministry's main contractor may engage a sub-contractor to carry out the project for RM20,000.

He said the sub-contractor in turn would dish out a RM15,000 valued job and pocket RM5,000 as profit.

"An unworthy RM15,000 job was finally done for a RM50,000 contract.

"But BN federal ministers would propagate that RM50,000 had been spent for a Tamil school when the Indian community was actually shortchanged," said Ramakrishnan.

He said there were cases in which government contractors charged more than private ones for similar Tamil school project.

He cited the case of SJK (T) Ladang Semenyih, which wanted a three-storey building with 12 classrooms, one each resource , multimedia, meeting and operation, counseling, prefect, cooperative, treatment and recovery room, one each living skills and art classrooms, and several toilets.

He said private contractors were willing to carry out the project for RM1.7 million.

But, he said the ministry had engaged a contractor to build a two-storey building with six classrooms for RM1.5 million instead.

"Yet again it the government has failed to address a Tamil school's needs.

Rafizi Terus Bongkar Skandal RM40 Juta Umno Sabah

PUTRAJAYA 5 OKT: Walau berdepan dengan kemungkinan disaman,Pengarah Stretegi PKR, Rafizi Ramli bersedia untuk terus membongkar skandal RM40 juta yang didakwa Datuk Seri Nazri Aziz, Datuk Seri Musa Aman dan Michael Chia.

Rafizi berkata, beliau akan terus mencari bukti bagi mengaitkan penglibatan ketiga-tiga individu ini walaupun laporan mengenainya sudah diserahkan kepada Suruhanjaya Pencegahan Rasuah Malaysia(SPRM).

"Saya sedar bahawa SPRM akan menuntut saya supaya berhenti membuat sebarang kenyataan sementara siasatan sedang dilakukan namun jika saya menemui beberapa bukti baru saya akan terus mendedahkannya.

"Saya bersedia berdepan sebarang kemungkinan walaupun laporan sudah dibuat kepada SPRM saya fikir jika kedua-dua pihak bekerjasama adalah lebih baik," katanya.

Beliau berkata demikian ketika ditemui pemberita sebelum menyerahkan laporan mengenai ketiga-tiga individu terbabit di hadapan bangunan SPRM di Putrajaya hari ini.

Dalam pada itu, kandungan laporan itu meminta SPRM supaya membuka fail siasatan di bawah Akta SPRM 2009, Bahagian IV (Kesalahan dan Penalti)Seksyen 16(a) iaitu perlakuan rasuah dikira berlaku walaupun suapan itu diterima oleh orang lain dan manfaatnya dinikmati orang lain.

Terdahulu, Nazri yang juga Menteri di Jabatan Perdana Menteri yang bertanggungjawab terhadap SPRM, Parlimen dan undang-undang membuat kenyataan bahawa tiada sebarang unsur rasuah bagi mengaitkan wang RM40 juta melibatkan jutawan balak Michael Chia kepada Umno Sabah.

Nazri dikaitkan memiliki hubungan rapat dengan Michael Chia kerana anaknya Nedim Nazri menggunakan sebuah kereta mewah jenis Hummer yang didakwa dimiliki oleh jutawan balak itu.

Menurut Rafizi, kenyataan Nazri menimbulkan tanda tanya kerana bersungguh-sungguh mempertahankan Musa Aman yang juga Ketua Menteri Sabah dan membersihkan nama Michael Chia daripada sebarang dakwaan.

Selain itu, Rafizi akan mencari bukti-bukti berkaitan skandal itu dengan menemui beberapa pihak berkaitan di Hongkong termasuk mengadakan perjumpaan bersama Independent Commission Against Corruption Hong Kong (ICAC) pada minggu hadapan.

"Saya tidak mahu hanya membuat laporan kepada SPRM dan berharap kita dapat menemui beberapa fakta berkaitan apabila perbincangan lanjut diadakan kelak," katanya lagi.

Pada 2008, Michael Chia pernah ditahan di Lapangan Antarabangsa Hongkong oleh ICAC kerana membawa wang tunai berjumlah RM40 juta yang didakwa hendak diberikan kepada Musa Aman.

Rakyat Terpaksa Berdepan Dua Saman Polis, JPJ

KUALA LUMPUR, 5 NOV : Ahli Parlimen Jerai, Firdaus Jaafar melahirkan kekecewaan ekoran rakyat terpaksa berhadapan dua bentuk saman.

Pertama saman yang dikeluarkan daripada Polis Diraja Malaysia (PDRM) dan kedua saman Jabatan Pengangkutan Jalan (JPJ).

Reaksi ini sebagai mengulas jawapan Sesi Soal Jawab Dewan Rakyat, Kementerian Dalam Negeri (KDN) yang tidak akan memansuhkan saman postal (Notis Pol 170A) walaupun Sistem Penguatkuasaan Automatik (AES) dilaksanakan.

"Dua kementerian menjadikan aktiviti menyaman pengguna kenderaan sebagai agenda bersama. Sepatutnya PDRM kena tumpu kes jenayah.

"Daripada jumlah saman yang dikeluarkan, hampir separuh yang bayar saman ternyata tak faham, tapi terus bayar sahaja sebab takut kena naik turun mahkamah. Kerajaan kena jelaskan bagaima ia beroperasi, bukan terus saman," katanya

Timbalan Menteri, Datuk Wira Abu Seman Yusop berkata, saman postal itu bertujuan memberi kesedaran kepada pemandu jalan raya agar memandu secara berhemah dan mengurangkan kadar kemalangan jalan raya.

Saman postal ialah notis yang dikeluarkan PDRM kpada pemilik kenderaan yang berdaftar.

Bagi pemilik kenderaan yang gagal memberikan maklumat terhadap notis dalam tempoh yang ditetapkan, pemilik dikenakan saman kerana melakukan kesalahan.

Abu Seman dalam jawapannya memberitahu, sebanyak 180,062 saman postal dikeluarkan sepanjang tempoh Ops Selamat sempena cuti Hari Raya Aidilfitri bermula 12 hingga 26 Ogos lalu.

Daripada jumlah itu, sebanyak 52,362 saman dapat diselesaikan.

Beta Tegap Sdn Bhd, one of the 2 private companies that has been awarded an Automated Enforcement System (AES) contract by the Ministry of Transport, had earlier thanked MCA president Datuk Seri Chua Soi Lek for his statement that denied the company has any link with the MCA.

However, MCA has failed to clear the doubt raised by YB William Leong (Selayang MP) on why the second largest shareholder of Beta Tegap Sdn Bhd, Dr. Andreas Teoh, was also given a huge contract in 2005 by the Ministry of Health through another company of his, Mediharta Sdn Bhd? Coincidentally, both Ministry of Transport and Ministry of Health are helmed by MCA ministers. Is there any secret relationship between MCA and Andreas Teoh that has secured him these sweetheart deals? MCA has a case to answer.

While the mist of the company's MCA link is not cleared, another shocking fact was found after a thorough search. The largest shareholder of Beta Tegap Sdn Bhd, To' Puan Rozana Binti Haji Redzuan, has very substantial connection with the Johor UMNO.

To' Puan Rozana Binti Haji Redzuan is the eldest daughter of the late Tan Sri Dato' Haji Redzuan Bin Haji Salim and Puan Sri Datin Hajjah Atkah Abdullah. Both Tan Sri Dato' Redzuan and Puan Sri Datin Atkah are renowned UMNO political figures in Johor.

Tan Sri Dato' Haji Redzuan was Parit Sulong UMNO division chief and state assemblyman for Peserai. Puan Sri Datin Hajjah Atkah was 2 term state assemblywoman for Sri Medan, deputy Wanita chief of Johor UMNO and exco Wanita Pusat UMNO. Besides active involvement of her parents in UMNO, Rozana is also the cousin of current UMNO state assemblyman of Machap, YB Dato Hj Abd Hamid bin Hj Abd Rahman.

With the extraordinary connection between the largest shareholder of Beta Tegap Sdn Bhd and UMNO, another instance of sheer cronyism is evident! If this is not cronyism, what on earth does the government deem a dormant company without expertise in related field is worth rewarding a lucrative AES contract?

Therefore, I challenge the Minister of Transportation, Datuk Seri Kong Cho Ha to deny these political linkages of Beta Tegap Sdn Bhd. Failing which, he should resign immediately, in order to uphold the decency of the ministry. I would also like to urge the government to immediately revoke the AES that enrich BN's cronies at the expense of the Rakyat.
