Operasi Cegah Jenayah Wajib Diperluaskan Ke Seluruh WP Kuala Lumpur Posted: 31 Jul 2012 02:42 AM PDT KENYATAAN MEDIA OPERASI CEGAH JENAYAH WAJIB DIPERLUAS KE SELURUH WP KUALA LUMPUR Pakatan Rakyat Wilayah Persekutuan Kuala Lumpur (PR KL) menyambut baik usaha Polis DiRaja Malaysia (PDRM) untuk mencegah jenayah melalui operasi yang dimulakan di Bangsar sejak hari pertama Ramadhan tahun ini. PR KL turut difahamkan operasi di Lembah Pantai ini melibatkan 90 anggota PDRM dari Bukit Aman dan Pasukan Simpanan Persekutuan (FRU) yang dikerah untuk menjaga keselamatan penduduk, dan akan diluaskan ke Desa Seri Hartamas dan Taman Tun Dr Ismail yang terletak dalam kawasan parlimen Segambut. Walaupun dilaporkan kadar jenayah makin menurun, penduduk Wilayah Persekutuan Kuala Lumpur sudah letih dan jemu mendengar khabar kejadian rompakan, penculikan, dan lain-lain kejadian jenayah yang seakan-akan tidak berkurangan langsung. Oleh itu, PR KL berpendirian PDRM serta Kementerian Dalam Negeri (KDN) wajib memperluas operasi cegah jenayah ini ke seluruh kawasan Wilayah Persekutuan Kuala Lumpur, dan bukannya menumpukan usaha di dua kawasan parlimen ini sahaja. Seperti yang dibangkitkan YB Liew Chin Tong (Ahli Parlimen Bukit Bendera), hingga Januari 2011 kurang dari 14% dari 105,929 orang anggota PDRM ditugaskan untuk siasatan jenayah (8% di Jabatan Siasatan Jenayah, 4% di Jabatan Siasatan Jenayah Narkotik, 1.3% di Jabatan Siasatan Jenayah Komersil). Dari sudut ini, tindakan PDRM mengerah anggota polis dari Bukit Aman dan FRU dalam operasi cegah jenayah ini adalah satu langkah yang positif dan harus diperluas. Maka PR KL turut menggesa PDRM untuk meningkatkan jumlah anggota polis yang ditugaskan untuk siasatan jenayah bukan dengan menambah lagi jumlah anggota polis secara keseluruhannya tetapi dengan melatih semula (retrain) dan memasukkan anggota polis dari jabatan lain ke jabatan siasatan jenayah. PR KL berpendapat gerak kerja PDRM di lapangan sebegini adalah langkah positif yang seharusnya dilaksanakan dpd peringkat awal. Malangnya, kontroversi penurunan statistik telah dijadikan alasan oleh kerajaan BN untuk berlengah-lengah sebelum bertindak. Statement by Pakatan Rakyat on Syria. Posted: 30 Jul 2012 08:50 PM PDT MEDIA STATEMENT Pakatan Rakyat has found it necessary to address the continuing acts of inhumane violence against civilians at the hands of the Assad regime in Syria. In particular, the killing of 90 civilians, 32 of which were under the age of 10 on the 25th of May 2012; reports from Human Rights Watch (HRW) of heavy weapons (i.e. tank and artillery shells) being fired into dense residential districts and other population centres; and the chaotic, seemingly disorganized massacre of civilians in both rural and urban areas have led to the reported 15000 civilians killed and more than a million displaced to date. Claims by the regime to evade blame and attribute atrocities to terrorist organizations are obviously false – the responsible parties, as was reported by the HRW, were too well armed, too coherent, and too uniform in both appearance and conduct, to justify their labels as irregular terrorist forces. The mass violations of human rights in Syria are clearly perpetuated by the Syrian military acting on orders from the Assad regime. As such, the lack of a response by Malaysia’s Ministry of Foreign Affairs other than the recent evacuation of Malaysian students back to Malaysian shores is nothing less than shocking considering the ongoing massacre of civilians in Syria. Pakatan believes that this ongoing silence is entirely untenable in the face of such violations. The Malaysian government cannot practice "selective persecution” – taking an active part in condemning Israeli led and state sponsored atrocities but staying silent in the face of Assad’s brutality. After 15 months of near-constant violence of escalating intensity, Pakatan demands that the following conditions be met in order to vindicate the gross violations of justice, humanity and democracy in Syria: The Syrian military must stand down and halt their acts of violence against the civilian population; a new ceasefire should be established and diplomatic methods to resolve the matter resumed in a continuation of Kofi Annan's peace plan for Syria; the Malaysian Ministry of Foreign Affairs must cease their show of revolting indifference and condemn the massacres of civilians in Syria; and the government should further refer the situation in Syria to the International Criminal Court (ICC) before discharging the Syrian ambassador and cutting all official diplomatic ties with Syria in protest, alongside the international community. Pakatan stands by its position that inaction on the part of Malaysians and the Malaysian government is no longer a viable course of action. Inaction is a gross statement of political apathy and indifference toward the lives lost and the lives in danger to this day in Syria. Malaysia should embrace our Syrian brothers and sisters and support their call for freedom and democracy. Posted: 26 Jul 2012 09:42 PM PDT KENYATAAN AKHBAR MAJLIS SETIAUSAHA PAKATAN RAKYAT PAKATAN RAKYAT MENGAJAK RAKYAT BERSAMA MENCIPTA TEMA SAMBUTAN HARI KEBANGSAAN KE 55 Tema Sambutan Hari Kebangsaan yang dibuat sama dengan tema Kempen Barisan Nasional adalah tindakan yang tidak dapat diterima rakyat. Ini adalah kali pertama sambutan Hari Kebangsaan yang merupakan hari keramat setiap lapisan rakyat dicabuli dengan agenda parti bertujuan mengekalkan kuasa. Ternyata Dato Seri Mohd Najib gagal mengikuti jejak ayahandanya sebagai seorang negarawan tetapi tanpa segan silu menyalahgunakan kuasa dan kedudukan untuk kekal berkuasa. Majlis Setiausaha Pakatan Rakyat dalam kenyataan akhbar kami 24 Julai lepas telah memberikan masa seminggu kepada Kemeterian Penerangan untuk menukar tema Hari Kebangsaan agar dapat diterima dan dihayati oleh semua lapisan masyarakat atas alasan Hari Kebangsaan tidak seharusnya menjadi medan BN mempromosi agenda singkat mereka. Kami juga menghormati hak kerajaan untuk memilih tema tersebut tetapi perlulah bijak memilih tema yang boleh diterima semua lapisan rakyat. Baru-baru ini Ketua Penerangan UMNO telah menjawab bahawa hak memilih Tema Sambutan Hari Kebangsaan adalah hak mutlak kerajaan yang memerintah. Ternyata mereka memilih untuk tidak menghormati pandangan rakyat. Semalam akhbar Sinar Harian Online menyiarkan kajian mereka yang menunjukkan 86% rakyat bersetuju Tema Hari Kebangsaan ditukar. Untuk itu kami mengalu-alukan rakyat Malaysia untuk bersama menyarankan tema alternatif untuk Sambutan Hari Kebangsaan pada tahun ini. Posted: 23 Jul 2012 12:28 AM PDT MEDIA STATEMENT Sustainable Energy Development Authority (SEDA) spent tens of thousands of ringgit to publish a response to our queries over the suspicious awards of Feed-in Approval Holders for solar energy and yet failed to answer the key questions posed. In a statement issued last Friday and advertorials taken in most mainstream newspapers on Sunday, the Sustainable Energy Development Authority (SEDA) said it "regrets the accusations and allegations by Nurul Izzah Anwar and Tony Pua and is of the view that such allegations are clearly unwarranted and unjustified." However, in defending its award of 32.4% of the solar energy quota to 12 companies owned by Suzi Suliana binti Mohd Sidek and her business partners, SEDA has raised further questions, including clear-cut non-compliance with its own application criteria and license requirements. 1. Failure to meet pre- and post-application financial requirements SEDA argued that "companies that apply have no way of knowing whether they would succeed, so it would be unfair to expect them to make huge investments beforehand… Most of the companies that participate in the [Feed-in Tariff] programme formed a special purpose vehicle and some with RM2 paid-up capital because there is no guarantee they will get the quota.” The above statement comes as a complete shock as the application form which I have forwarded to all the press last week, very specifically states that the companies must have secured financing for the project. In fact, the form states that the Applicant's bank account statement must show "a credit balance of at least 20% of the total capital cost of the renewable energy installation". Given that every megawatt of solar energy requires at least RM8 million in investment, Suzi Suliana's companies secured 45.9MW of Feed-In Approvals (FiA) which will require investments of RM367 million. A 20% "credit balance" would require Suzi's companies to show at least RM73 million in the company accounts. We challenge SEDA to state that Suzi's companies have fulfilled the RM73 million cash balance requirements for the application by the 12 successful companies. It was the further clarified by SEDA that "the successful applicant must have a minimum RM200,000 in paid-up capital or two percent of the project cost, whichever higher". Otherwise SEDA said the failure to meet any requirement or milestone would result in a revocation of the FiA. This is where SEDA's explanations shot itself in the foot and raised more questions than answers. If the applicant must have a minimum of RM200,000 paid up capital after successfully receiving the FiA, why is it that the latest information from the Companies Commission (SSM) showed that at least 9 of the 12 successful companies had paid up capital of only RM100 more than 6 months after they were awarded? 2. Failure to meet critical pre-application technical requirements The Renewable Energy Act (2011) – Technical & Operational Requirements Rules which was gazetted in November 2011, specifically stated that "an eligible producer who proposes to construct… and connect the installation to a connection point shall, before making an application to the Authority for a feed-in approval…, submit a written request to the distribution licensee [e.g., Tenaga Nasional]… for such distribution licensee to carry out… a power system study (PSS) in respect of the proposed connection." The SEDA website has clearly stated that such a PSS conducted for a company applying to supply 1MW to 10MW FiA will take 30 days costing RM40,000. The question to ask is whether such a PSS was ever conducted by any of the above 12 successful companies, especially since 8 of them were set up only 21 days before the application deadline of 2 December 2011. How is it even possible that these companies were not eliminated immediately upon application when it cannot be possible that they have fulfilled their PSS as required by law? Did SEDA break the law to award these companies the FiA? Was Suzi Suliana given preferential treatment as a result of being the daughter of Tan Sri Mohd Sidek Hassan who was the then Chief Secretary to the Government, and now newly appointed Chairman of Petronas Bhd? 3. Failure to ensure no monopolisation of FiA SEDA had insisted that the deals were made in a "fair and transparent" manner as the company owned by Suzi and her husband was not the only one that had won more than one of the feed-in tariff (FiT) solar-power contracts. The above represents a clear admission by SEDA in failing to protect "the need for fair competition and transparency in the implementation of the feed-in tariff system" as specified in the Renewable Energy Act. The fact that other companies got away with multiple licenses does not in any way absolve SEDA of its award of 32.4% of the solar energy quota to 12 companies owned by Suzi Suliana and her business partners. SEDA has obviously failed to avoid the "monopolisation of the Renewable Energy (RE) quota" as required by the Ministry of Energy, Green Technology and Water. The reason why a cap of 5MW was set for each company was to ensure as many companies as possible have the opportunity to participate in the above programme. However, by allowing Suzi Suliana and her business partners to circumvent the rules by setting up more than a dozen shelf-companies to secure the FiA, SEDA has either proven itself negligent and incompetent, or worse acted in collusion with the applicants to monopolise the quota. This is despite its promise that "no preferential treatment will be given to any FiT application. All FiT applications will be treated fairly and equally through a transparent application process". Conclusion The award has caused a lot of disquiet and unhappiness in the renewable energy industry with many player claiming foul play and favouritism the in award of the quota. Many who are keen on the FiA were not able to secure any license. Based on the above clarifications by SEDA, it is now imperative that the award for the FiA must be rescinded, and the solar energy quota redistributed to companies who truly qualified based on the financial commitment and technical criteria laid down both by the Renewable Energy Act 2011 as well as the existing SEDA guidelines. We call upon Datuk Peter Chin to reprimand Tan Sri Fong Chan Onn, who is the Chairman of SEDA and his board of directors for failing to adhere to the high standards set out in the Act as well as comply with the Authority's very own guidelines. PEMBIDA YANG KALAH MENDAPAT PROJEK SISTEM KAWALAN UDARA DI KLIA2 Posted: 19 Jul 2012 09:06 PM PDT KENYATAAN MEDIA 20 Julai 2012 UNTUK SEBARAN SEGERA PEMBIDA YANG KALAH MENDAPAT PROJEK SISTEM KAWALAN UDARA DI KLIA2 Setelah rakyat Malaysia dikejutkan isu masalah sistem radar yang dibangunkan Selex Sistemi Integrati (SELEX) dan Advanced Air Traffic Systems (M) Sdn Bhd (AAT) di Pusat Kawalan Trafik Udara Nasional (NATCC) di Subang, kini KEADILAN difahamkan salah satu syarikat tersebut telah mendapat projek di KLIA2 walaupun ia pembida yang kalah. KLIA2 sebelum ini pernah menghadapi kontroversi antaranya, pemilihan tapak dengan permukaan tanah yang lembut dan tidak sesuai untuk membangunkan lapangan terbang – maklumat yang tidak diketengahkan Malaysia Airport Holdings Berhad (MAHB) dan Kementerian Pengangkutan (MOT) kepada rakyat. Selain itu, kenaikan kos dari RM1.7 bilion kepada RM 3.6 bilion dan penundaan tarikh siap pembinaan dari September 2011 ke April 2013; menambahkan lagi kontroversi, dan tentunya penggunaan wang rakyat apabila nilai projek KLIA2 melambung tinggi nanti. Terkini, KEADILAN telah mendapat maklumat bahawa AAT merupakan salah satu dari tiga syarikat yang telah memasukkan bidaan untuk membangunkan sistem kawalan udara di KLIA2. Bagi projek KLIA2, syarikat AECOM dilantik menjadi konsultan kepada MAHB dan telah memulakan pengumpulan maklumat, data dan laporan sejak Februari 2010 untuk memberikan pendapat komprehensif; terutamanya di dalam tiga aspek iaitu sistem kawalan udara, prosedur dan peralatan. AECOM juga mendapati ada keraguan dalam keberkesanan sistem kawalan udara SELEX dan mengesyorkan peningkatan sistem kawalan udara supaya ia dinaiktaraf dan kekal relevan supaya dapat menangani kapasiti penerbangan dengan lebih baik dan berkesan apabila KLIA2 dibuka nanti. Meskipun laporan penilaian teknikal AECOM bertarikh 9 Disember 2011 telah mengiktiraf kebolehan syarikat AMP Corporation (M) Sdn Bhd (AMCOP) untuk melaksanakan projek tersebut dengan baik dan telah menyarankan AMPCOP dipilih, namun akhirnya projek ini telah diberikan kepada AAT – sebuah syarikat yang, mengikut laporan penilaian teknikal tersebut, tidak memenuhi spesifikasi teknikal yang diperlukan untuk projek ini. (Lampiran 1) Walaupun nilai bidaan AAT adalah lebih rendah daripada AMCOP, kelulusan hanya boleh diberikan sekiranya AAT menepati kesemua keperluan teknikal yang disenaraikan. Tambahan lagi, Mesyuarat Jawatankuasa Khas Perolehan MAHB juga telah dengan jelas memberikan penilaian dan rekomendasi seperti berikut pada 15 Mac 2012. (Lampiran 2) Pemilihan AAT mengejutkan kerana sebelum ini AAT juga terjerumus di dalam kontroversi yang mengancam keberkesanan keselamatan sistem kawalan udara di Malaysia serta para penumpang pengangkutan udara menerusi makluman dalaman tentang senarai kecacatan dan kestabilan penyenggaraan sistem radar MIP-2 di Lapangan Terbang Subang. Insiden-insiden kecacatan di dalam sistem MIP-2 juga diakui oleh Jabatan Penerbangan Awam, dan emel dalaman pegawai DCA dan ATC yang menggambarkan sistem radar kelolaan SELEX tidak berfungsi secara memuaskan. Diperingatkan bahawa senarai kecacatan di dalam sistem MIP-2 adalah mirip masalah teknikal yang dihadapi oleh sistem LEFCO keluaran SELEX yang dibatalkan di Cyprus. Kalau Parlimen Cyprus berani membatalkan projek, saya desak Kementerian Pengangkutan menjemput ICAO untuk mengadakan audit ke atas sistem MIP-2 dan sekaligus melenyapkan tanda tanya terhadap keberkesanan sistem radar di Malaysia. MAHB dan MOT wajib menjawab dan menjustifikasikan penganugerahan projek sistem kawalan udara KLIA2 kepada AAT kerana kita tidak mahu keselamatan orang awam diperjudikan dengan pemilihan semberono. Kerajaan Main-Main Rugikan Negara Posted: 17 Jul 2012 09:15 PM PDT Seringkali orang tua berpesan kepada anak-anak 'Jangan Main-Main' apabila menyentuh perkara-perkara penting yang memerlukan tumpuan, tanggungjawab dan sikap serius seperti pelajaran, kewangan, kesihatan malah perkahwinan. Menyaksikan pentadbiran yang lebih berminat 'main-main' daripada 'bertekun dan bertanggungjawab' semasa mentadbir negara yang sedang di ambang krisis ekonomi, krisis demokrasi dan krisis perpaduan, sudah tiba masanya kerajaan itu digantkani. Setelah 55 tahun 'main-main', negara harus didewasakan, demokrasi dianjakkan dan politik yang matang untuk membawa negara ke tahap yang lebih tinggi dan lebih dimuliakan. Namun demikian, terdapat beberapa perkara yang masih membelenggu rakyat dan negara. Enam 'permainan' kerajaan terhadap rakyat adalah bermain angka, bermain demokrasi, bermain duit, bermain perasaan, bermain nyawa dan bermain kotor. Bermain angka: badan-badan kerajaan yang beroperasi di atas kepercayaan rakyat menunjukkan prestasi kurang baik dalam menjalankan amanah yang diberikan. Antara contoh adalah unjuran pertumbuhan KDNK sering tersasar dari angka yang diuar-uarkan. Pentadbiran juga gemar berdolak-dalik tentang ketetapan tertentu seperti belanjawan tambahan yang dipinta supaya dapat mengukuhkan kedudukan politikus dan bukan memangkinkan kedudukan rakyat. Perkara-perkara seperti perangkaan jenayah yang dipersoalkan kredibiliti seolah-olah hanya ingin memberikan escapisme kepada rakyat supaya bebas dari realiti yang sebenarnya. Harga di pasaran pengguna yang hampir 30% dikawal dihadapkan dengan kadar inflasi 'sebenar' iaitu 8%. Terkini, hampir 95,000 graduan tanpa pekerjaan berbanding 34,000 pada tahun 2008. Mempermainkan demokrasi: Kebergantungan demokrasi kepada undang-undang terjejas dengan sikap 'flip-flop' pentadbiran kian usang ini. Transformasi dijanjikan adalah kepalsuan semata-mata; sebuah aksi silap mata yang memuaskan tetapi sebenarnya adalah satu kelakuan kerang-keroh yang memperdayakan. Perlaksanaan permintaan rakyat supaya Akta Keselamatan Dalam Negeri (ISA) dimansuhkan iganti pula dengan Akta Kesalahan Keselamatan (Langkah-Langkah Khas, atau SOSMA) yang lebih menekan dan menindas hak rakyat. Bak kata pepatah, keluar dari mulut harimau, masuk pula ke mulut buaya. Akta Mesin Cetak dan Penerbitan (PPPA) juga tidak dimansuhkan sepenuhnya, menghalang hak untuk berkongsi pendapat bersama-sama satu sama lain. Akta Universiti dan Kolej Universiti (AUKU) masih membelenggu serta memangsakan mahasiswa dengan cara menyekat kebebasan intelek dan pembangunan diri. Bermain dengan wang: Skandal-skandal seperti isu salahguna wang National Feedlot Corporation (NFC), amalan kronisme ketika SELEX Sistemi Integrati diberi kontrak naiktaraf sistem kawalan udara, konsesi Lebuhraya KIDEX yang diberi kepada syarikat kroni dan isu Port Klang Free Zone (PKFZ) harus diberi perhatian. Hutang negara di tahap membimbangkan (hampir 55% KDNK) walaupun dikatakan berada pada paras yang boleh diterima, bagaimana dengan liabiliti luar jangka dan ketirisan disebabkan pergerakan dana ke luar negara? Oleh itu, permainan duit oleh pentadbiran ini semakin menggamit kestabilan ekonomi masa hadapan. Usaha menyenaraikan Felda Global Ventures Holdings dan mengongsikan 'durian runtuh' bersama peneroka FELDA merupakan permainan silap mata oleh pihak pentadbiran yang tidak berkongsi bahagian milik peneroka dengan adil. Mainan perasaan: Rakyat dimomokkan hasutan pihak-pihak yang ingin mengekalkan kuasa ke atas rakyat. Tidak cukup dengan fitnah dan benci kesumat, terdapat politik ketakutan, hasutan dan fitnah. Semakin jelas cubaan untuk menanam rasa benci sedangkan pemarginalan antara rakyat adalah perkara yang ingin dielakkan oleh semua. Akta Hasutan yang kononnya dimansuhkan sebenarnya dilabel semula dan ditokok tambah menjadi Akta Harmoni Kebangsaan. Mempermainkan nyawa: Disebabkan amalan terbiasa memenuhi nafsu sesetengah pihak, keselamatan rakyat dan negara dipertaruhkan. Sifat mementingkan nafsu terpantul ketika rahsia negara tergadai di dalam isu kapal selam Scorpene baru-baru ini. Pembida yang sebelumnya tidak layak di pusingan awal pemilihan dihadiahkan Projek LRT Ampang, mempersendakan keselamatan rakyat. Tidak cukup menggadai keselamatan di paras laut, pentadbiran ini juga memperlekehkan keselamatan ruang udara negara melalui penyelengaraan Sistem Radar Kawalan Udara yang diakui secara bersurat oleh pengendali bahawa ia masih mempunyai potensi mengundang gangguan-gangguan teknikal merbahaya. Main kotor: BN semakin sinonim dengan cara mempraktikkan budaya samseng dan mengeksploitasi ISA untuk kepentingan politik sendiri. Pilihan raya belum lagi di tahap adil dan bersih, dan perkara ini semakin jelas dengan adanya jentera kerajaan seperti Utusan Malaysia yang memutarbelitkan fakta dan kebenaran terhadap pembangkang; menjadi prinsip dan amalan wartawan propaganda dan pelapor berita tersebut. Kita mesti bertindak sebelum semua permainan ini merugikan dan menggelapkan masa depan negara dan memastikan tidak dipermainkan masa hadapan kita semua! Janji DiTepati, Prinsip DiMungkiri Posted: 04 Jul 2012 01:48 AM PDT Kontroversi pengumuman Perdana Menteri bahawa tema Hari Kebangsaan tahun ini iaitu 'Janji DiTepati' yang dipinjam terus daripada cogankata kempen BN telah menimbulkan beberapa andaian para penganalisa politik. Pertama, kerajaan bangkrap idea. Nampaknya bukan sahaja hutang negara hampir bangkrapkan kita tetapi khazanah perbendaharan kata 'dua perkataan' itu mencerminkan kerajaan sudah muflis tema yang seharusnya menyatukan dan bukan memecah-belah perayaan kemerdekaan milik kita semua. Kedua, kerajaan keliru status Hari Kebangsaan sebenarnya milik rakyat dan bukan semata-mata hak mutlak BN. Kemungkinan setelah 55 tahun memerintah, keangkuhan dan jerebu minda telah mengabur makna dan erti sebenar sebuah kemerdekaan. Ketiga, kerajaan terdesak menjaja tafsiran 'Janji DiTepati' sebagai umpan psikologi agar rakyat rasa terhutang budi di atas pemberian jalanraya, sekolah, BR1M dan sebagainya – yang memang menjadi tanggungjawab kerajaan serata dunia. Walau bagaimanapun, pada hemat saya Janji apa yang diTepati yang dimaksudkan sepatutnya adalah Janji Kemerdekaan yang masih belum tertunai. Janji yang dimaksudkan kerajaan lebih merupakan tanggungjawab asas yang wajib dilaksanakan oleh sebuah kerajaan, bak bapa yang wajib menyediakan tempat tinggal, pakaian, makanan dan nafkah untuk keluarganya dan tidak perlu dibalut dengan konsep Janji. Tanggungjawab atau dalam fahaman kerajaan iaitu 'Janji' pembangunan seperti membina jalanraya dan sekolah, memberi perkhidmatan kesihatan, keselamatan, pertahanan dan sebagainya adalah perkara asas yang semua kerajaan di dunia wajib tunaikan. Tetapi yang mesti kita persoal adalah mengapa 'Prinsip diMungkiri'. Maksud saya di dalam menunai 'Janji' membina jalanraya, mengapa 'Prinsip Telus dan Berhemah' dimungkiri apabila lebuhraya diswastakan dengan jaminan keuntungan melalui tol atau pampasan tol diserahkan kepada syarikat-syarikat kroni. Konsesi-konsesi tol ada terikat hingga ke tahun 2038 dan hasil kutipan pada tahun 2010 contohnya adalah sebanyak RM2.6 billion. Malang, yang sepatutnya di'Janjikan' kepada rakyat pula di'Janjikan' kepada kroni. 'Janji' menyediakan bekalan elektrik pula melanggar prinsip 'Rakyat Didahulukan' apabila perjanjian IPP yang berat sebelah sehingga Petronas dianggarkan menanggung kerugian sebanyak RM21 billion setiap tahun dan rakyat terpaksa menanggung kos dari caj kadar elektrik sedangkan Syarikat Pengeluar Elektrik Bebas terlepas dari menanggung kenaikan harga bahan api seperti gas dan arang batu. Jalan yang diambil adalah dengan menghukum rakyat, apabila tarif elektrik dinaikkan supaya kenaikan harga bahan api ditanggung rakyat. Pihak kerajaan tidak dapat berselindung dan cuba menenangkan rakyat dengan mengambil langkah kononnya memotong subsidi korporat. 'Janji' transformasi ekonomi menjadi temberang apabila unjuran pertumbuhan KDNK tersasar jauh. Kaedah permainan nombor dengan memanipulasi jumlah hutang negara yang tidak termasuk 'Contigent Liability' iaitu liabiliti luar jangka yang akan meninggalkan kesan terhadap angka-angka sebenar. Perubahan tahun dasar atau base year baru-baru ini untuk statistik ekonomi negara daripada tahun 1980 kepada 2005 yang menampakan 'kenaikan' pencapaian pertumbuhan GNI daripada RM498.5b (2005) kepada RM661.8b (2009) adalah silap mata dengan menyembunyi perkara sebenar. Kadar defisit fiskal yang dihadapi negara pada 2011 berdasarkan KDNK dianggar sebanyak 4.8% dan defisit belanjawan telah berlaku selama 15 tahun sejak tahun 1997 di mana hutang kerajaan meningkat dari RM89b kepada RM470b hingga Mac 2012. Kerajaan pusat pula meminta belanjawan tambahan sebanyak RM13.8b tahun ini, dan jumlah itu bakal membuat kedudukan ekonomi negara semakin tenat. 'Janji' transformasi perkhidmatan awam yang pada awalnya diberi nama SBPA terkandas apabila kenaikan gaji yang hanya dijanjikan kepada golongan atasan dikecam hebat oleh golongan terbanyak yang dipinggirkan merupakan satu ketentuan bahawa apa yang pasti adalah janji flip-flop. 'Janji' reformasi demokrasi yang dibuat pada Hari Malaysia 2011 untuk memansuhkan ISA, Akta Buang Negeri 1959, Akta Kediaman Terhad 1933, serta mengkaji semula Akta Mesin Cetak dan Penerbitan 1984 dan juga Seksyen 27 Akta Polis 1967, hanya separuh yang direformasikan di mana ciri-ciri dasar anti-demokratik undang-undang lapuk masih dikekalkan seperti ISA yang di-SOSMA-kan melalui penindasan yang lebih teruk akan dihadapkan kepada rakyat dan bakal merampas hak rakyat untuk bebas bersuara dan berkumpul berdasarkan perlembagaan. 'Janji' reformasi pilihanraya telah diputarbelit hingga membuat perut rakyat sembelit dek kegagalan memastikan pilihanraya adil dan bebas. Tindakan kerajaan membantah secara rasmi diplomat negara jiran menjadi pemerhati Bersih 3.0 yang adalah tugas biasa para diplomat, membayangkan hasrat kerajaan untuk menghalang pemerhati antarabangsa untuk PRU13 kelak. Rakyat dimomok kononnya ia adalah gangguan asing terhadap urusan negara. Hujah yang sama diguna oleh kerajaan Israel yang menghalang diplomat asing memerhati 'jenayah' sebuah rejim kejam di bumi Palestin. Nampaknya rejim BN yang sering mendabik dada kerana Malaysia adalah "Negara Demokratik Terbaik Dunia" hanyalah satu slogan dari seorang Demokrat Palsu yang makin dikenali dunia. Oleh itu, kita berhak menuntut kerajaan menunaikan Janji Merdeka dan tidak berkiblatkan ideologi politik serta propaganda yang bermegah diri, sombong dan dibutakan keinginan untuk terus berkuasa. Akhir sekali, janji hanya tinggal janji menjadikan tema 'Janji DiTepati' sebagai janji kosong yang memungkiri pelbagai prinsip demokrasi. Posted: 02 Jul 2012 07:16 PM PDT This article was written by me in 2001. Mechanics of My Hope Regrets, they say, are a part of life. A life led without regrets is a life not well lived. I've had regrets, as I'm sure most of us have. I am not regretful of how my life turned out (yes, I am aware that this is only my 21styear on Earth) but instead, regretful of how slow I am in reaching the realm of idealism. Life for me began with a certain sense of normalcy, and definitely devoid of any feeling of youthful exuberance mingled with any leaning towards a meaningful idealism. This was certainly the existing scenario, up until the September of 1998. The month before of the same year, saw me as a young teenager without a strong sense of conviction or idealism -they say ignorance is bliss. Perhaps that categorically explains much of the feeling at that particular time. A time of busy studying, hanging out with friends and unconscious of worldly cares. Then one fine month in 1998, I wrote a letter to my dearest father. It was his birthday letter, since there was very little choice of presents in the dusty town of Tronoh, while you were experiencing your early days of student life. I wrote him of my soul-searching endeavour to find the deeper meaning in this life of ours, on how I often wondered of his younger days, filled with excitement and rebellion. But most of all, I wrote to him to inquire on how it felt like to lead a life filled with meaning and filled with idealism; the core ingredients in the struggle for justice and truth. It was in the month of August, written while I was obligingly ignoring my lectures and missing my family, especia my father. I don't know why I wrote it, but I remembered how curious I was, filled with eagerness and glee, awaiting impatiently for a reply. I knew very little of his heydays back in campus, except for the things that my uncles and aunts would tell me. He would often joke about his cabinet experiences, or rather, mishaps. But about Baling, UM, the famous demonstrations, we kids know so little of. His earlier incarceration in the year 1974 was never discussed thoroughly with the rest of us. I wondered how he overcame that particular challenge. In having a sense of pride, I did wish I had a first hand insight as to how it all went. Dissatisfaction overcame my whole being. How could I then, ever be satisfied with the life I was leading, lacking in excitement and meaning, and all things spicy –only to be boring down educational books, on atoms and force and Einstein's theory of Relativity? I must know everything there is to know about this father of mine to satisfy my hunger for knowledge and cure my soul of this longing and emptiness! I've waited until now for my queries to be answered. But, as God had planned it, September 1998 arrived the next month and before I knew it, ironically, my wishes were granted. That is not to say it did not come with a heavy price. Everything happened all at once. The world, filled with such innocence and lighthearted candor before, slowly became blurred with the picture of uncertainty and apprehension. And then it slowly came to me. In reliving these tragic moments, I had found my answers. You go through life experiences and relive moment to moment. Every moment has meaning that is not to be missed. Events on the month of September 1998 have been discussed at length by various personalities. We could, venture further -in reliving the tragedy, supposedly seen from my eyes. But I will not go there. I will, instead discuss on how it had shaped me into who I am now, although not very different from the young, impressionable teenage girl I was before but yet, some things are altered. And everything, from how you greet each coming day to how meaningful a fatherly hug can be has changed forever. How you view suffering -especially seen happening to others and how you value ideals and principles, as the very meaning of life itself has changed tremendously for me. I could no longer shut my eyes from the truth. I could no longer hide in my cocoon of safety and not knowing. I must embrace this challenge and accept it as the will of God. For we will never be burdened with a burden greater than our strength and there exists hikmah in every single experience that graces our life. "On no soul does Allah place a burden greater than he can bear" - Al-Baqarah, verse 286 One of the things I remembered most is the ISA period. The period of pure darkness and fright. Where your only solace comes from your belief in God and the phrase that was constantly repeated was that whatever happens, whatever anyone did to us, God will somehow save us. Then a small flicker of hope appeared about a week after my father's detention under the Internal Security Act. Destiny had it that I should travel abroad –to further the cause for reform, to advance the call for justice and to reach out to the outside world. It proved to be one of the most difficult and formidable tasks that I had to perform. Challenges and choices present themselves in a most peculiar way. I was torn between what I deemed as right and at the same time, what others thought as unwise. It was a time of reckoning and coming to terms with maturity. With a single act, I felt and was made to feel as though I could free my father and secure success for the movement or fail everyone and face the impending doom. All of this depended on the choice of whether I would or would not meet with the Presidents of Indonesia and the Philippines respectively. Being 18 years of age, and clueless of world politics were both extremely discouraging and far from being helpful. You hear advices, taunts, threats and praises being thrown to you while the people who are dear to you try their very best to secure success. It is not that the things they spoke of were exaggerated. It is just that at times, one must always keep focus of things and never blow them out of proportion. Politics takes time to digest, I suppose. Naivete alone helped the girl of eighteen to believe that she could help free her father and triumph the movement during her short trip overseas. But there is beauty in being naïve. Because you never lose sight of hope. Hope for a better tomorrow, in the Asian context; a more constructive diplomacy. That took place as I shook hands with President Habibie and President Estrada. I remembered the risk taken and the kindness granted to a daughter of a prisoner, who was wrongfully accused. Yes, maybe it was easier for me to champion his cause for I am his daughter, but for them and the hundreds of thousands of people who have thrown caution to the wind? It is they who should be applauded for within them lies the true meaning of idealism, of holding to what is true and principles that are outlined in our religious and moral values. But all this proved to be only the starting point, of something far more arduous than any one of us could have imagined. Time is to be of essence. Time helps us understand and helps us gather strength in the days to come. And at times, it can make one grow increasingly impatient. As the frequency of the trips made abroad increased, so did my hopes decrease. I have wondered from time to time, when will the struggle eventually lead to success. I have searched deep within my soul, spent restless nights thinking and worrying. It did seem so easy and short when we first started but now… Then, stopping myself, I started to remember those who have spent each restless night in an empty, dark and lonely cell. How on earth are they to cope with the bleakness of reality? Time goes by very slowly, and more so when you're imprisoned. These people have suffered greatly, but their souls remain strong, their convictions harder than steel. They have persevered because they hold firmly to their beliefs, the belief that truth, justice will prevail, the iron bars but a short journey in the life long struggle of upholding all that is good. It has been three years since the tragic events took place. The movement has taken a quieter tone, with repression of speech, the total government control of mainstream media, the jailing of opposition leaders and the September 11th attacks have further lend credence to increase the crackdown on opposition. But all this should not be a seen as a despondent time in the struggle. All movements have its high and low junctures, but we must always remember that to achieve success, one must always observe a certain degree of patience and perseverance. This in turn, will help in generating success, however small. My heart quenched in fear every time my father made any reference to the laboriously long struggle of Nelson Mandela, who spent 27 years in jail, before apartheid was successfully abolished. But yet, it did provide a sense of solace and a glimmer of hope of the impending future. Nelson Mandela remained unscathed in the efforts of his captors to leave him embittered. He maintained his dignity and showered others with his magnanimity. He held no grudges against his oppressors and treated them with civility. We can only strive to reach that level of human spirit. 3 years is not a long time, by normal standards of a struggle, and we will certainly pass through many trials and tribulations before we succeed. As people of the book, success is not measured in worldly accomplishments only, but of a further attainment, that with sincerity and pureness of heart, shall be rewarded in the hereafter. "And fight them on, until there is no more tumult or oppression, and there prevail justice and faith "And do thou be patient for thy patience is but from Allah; nor grieve over them, and distress not thyself because of their plots. For Allah is with those who restraint themselves and those who We will encounter questions in this life – questions, from the simple and mundane ones to the philosophical meaning of our existence. The important thing is to remember to reach out to the answers and try with all your might, to fulfill our mission in reliving humanity. Never take happiness, love, justice and all things virtuous for granted. Hold them dearly within your heart, for in all these virtues, lie the essence of God. And to all this, and so much more, I have one main person to thank and to cherish for the rest of my life – my beloved father, Anwar Ibrahim.

NCO ATM yang dibangun Sapura: Gagal tepati spesifikasi dan masa? Posted: 28 Jun 2012 03:15 AM PDT KENYATAAN MEDIA PROJEK PEMBANGUNAN NETWORK CENTRIC OPERATIONS (NCO) ANGKATAN TENTERA MALAYSIA FASA 1A – NILAI RM 140 JUTA MELALUI TENDER TERUS KEPADA SAPURA – GAGAL TEPATI SPESIFIKASI DAN MASA? Pada 13 Oktober 2011, saya telah membangkitkan isu projek pembangunan Network Centric Operations (NCO) yang telah dianugerahkan secara tender terus kepada Sapura Secured Technologies Sdn Bhd (SAPURA) untuk pembangunan secara berfasa dari RMK-10 hingga RMK-13 iaitu dalam tempoh 20 tahun. Timbalan Menteri Pertahanan pada 23 November 2011 telah menjelaskan: "Sistem NCO merangkaikan bukan sahaja markas, pasukan ATM, malahan aset-aset yang bergerak – sistem NCO membantu 'fully shared information.'" Pun begitu, Menteri menjawab secara bertulis bahawa kos bagi Program Pembangunan NCO ATM Fasa 1A bagi tempoh 2 (DUA) tahun sahaja adalah sebanyak RM 140 juta; dan bagi pembangunan fasa-fasa seterusnya adalah bergantung kepada prestasi dan kejayaan di dalam pembangunan Fasa 1A ini. Disebut juga pemilihan SAPURA sebagai Peneraju Utama Program Pembangunan NCO ATM adalah berdasarkan kepada beberapa faktor sebagai kepakaran dan pengalaman yang luas dalam bidang pertahanan, keselamatan dan teknologi maklumat. Daripada maklumat terkini yang saya dapati, SAPURA telah lewat dalam menyiapkan kerja-kerja berkait dengan program NCO ATM Fasa 1A, khususnya: · Timeline Detail User Requirements (DUR) yang sepatutnya bermula pada 22 Oktober hingga 21 Mac 2012, tertunda kerana SAPURA menggunakan alasan hanya boleh dilaksanakan selepas mereka mendapat bayaran advance payment, dan pada masa yang sama SAPURA lebih banyak meluang masa dalam persiapan LIMA '11, hingga menyebabkan aktiviti DUR kurang diberi perhatian. Oleh itu, pertanyaan saya kepada kerajaan adalah seperti berikut: 1. Adakah kerajaan akan menghormati saranan dan kritikan pihak Angkatan Tentera Malaysia seperti di atas? 2. Adakah kerajaan akan menamatkan kontrak dengan SAPURA kerana gagal menyiapkan kerja-kerja seperti yang dipersetujui dalam fasa 1A, dan membuat bidaan baru melalui tender terbuka untuk program NCO ini? 3. Adakah pemilihan dan pembelian aset pertahanan selari dengan Dasar Pertahanan Nasional agar aset yang dibeli dengan wang rakyat tidak menjadi ‘gajah putih’ seperti satu ketika dahulu apabila kereta kebal ringan dipasang sistem meriam yang tidak sesuai, kesediaan peperangan (combat readiness) pesawat pejuang yang pincang sistem senjata dan yang terbaru ini dengan sistem NCO yang tidak disiapkan mengikut jadual dengan peralatan enjin aplikasi yang tiada dalam pegangan kontraktor? 4. Adakah kerajaan bersedia membuat satu Audit Pertahanan dengan melibatkan pihak pembangkang sebagai wakil rakyat di mana maklumat audit boleh dirahsiakan? 5. Adakah kerajaan bersedia melaksanakan reformasi parlimen dengan memperkenalkan sebuah Jawatankuasa Tetap Parlimen untuk perolehan pertahanan Negara supaya segala kepincangan dan pemberian kontrak kepada syarikat yang sub-standard dielakkan? 6. Akhir sekali semua pihak berkepentingan (stakeholders) termasuk pembangkang dan rakyat secara amnya mahukan kerajaan mengambil serius dan melaksanakan tangungjawab secara telus di dalam perkara yang melibatkan keselamatan negara di mana segala pertanyaan dan maklumbalas mesti di ambil kira sebagai usaha bersama demi mempertahankan kedaulatan negara. Kita semua tidak mahu sebarang program yang bakal menelan lebih RM1 bilion tersadai dan menanggung perbelanjaan berlebihan akibat ketidakcekapan dan kerja-kerja sub-standard. Response to the Minister of Defence’s Parliament Reply on Leaked Scorpene Secrets Posted: 27 Jun 2012 01:47 AM PDT KENYATAAN MEDIA 27 Jun 2012 UNTUK SEBARAN SEGERA Respon kepada Jawapan Menteri Pertahanan di Parlimen mengenai isu Jualan Rahsia Scorpene Pada 26hb Jun 2012, Datuk Seri Zahid Hamidi, Menteri Pertahanan telah memberi jawapan kepada isu-isu yang saya bangkitkan dalam ucapan penangguhan saya di Parlimen mengenai kehilangan atau penjualan dokumen rahsia pertahanan berkaitan pembelian kapal selam Scorpene seperti didakwa SUARAM di Bangkok baru-baru ini, yang juga berkait dengan inkuiri kehakiman (judicial inquiry) di Perancis. Beliau menyatakan bahawa pihak kerajaan tiada maklumat mengenai apa-apa dokumen rahsia pertahanan yang dikeluarkan dari negara, dan kerajaan tidak berminat untuk menghantar wakil pemerhati sekiranya inkuiri kehakiman tersebut menjadi kes penuh di mahkamah Perancis. Namun jawapan beliau menimbulkan seribu satu pertanyaan, yang perlu beliau jawab terutamanya berkaitan isu-isu berikut: 1) Menteri mengakui bahawa satu ‘siasatan’ ke atas isu dakwaan dokumen rahsia pertahanan negara dikeluarkan dari Malaysia. Persoalannya adalah: apakah ruang lingkup siasatan tersebut? Adakah pihak Polis Di-Raja Malaysia dan Jabatan Peguam Negara terlibat untuk mengelak konflik kepentingan tatkala dakwaan tersebut melibatkan Kementerian Pertahanan? 2) Adakah Menteri mengakui bahawa dokumen-dokumen ‘rasmi’ yang dimaksudkan yang kini di tangan Mahkamah Perancis bukan ‘Rahsia Kerajaan’, dan oleh itu adalah dokumen-dokumen palsu? Sekiranya hal ini benar, adakah pihak kerajaan akan menghantar nota diplomatik untuk membantah penggunaan dokumen-dokumen palsu tersebut? 3) Adakah Menteri akan menjelaskan sama ada pembelian kapal selam Scorpene ini suatu usaha antara kerajaan (Government-to-Government)? Jika benar, apakah rasional menggunakan sebuah syarikat peribadi seperti Perimekar Sdn Bhd untuk ‘perkhidmatan sokongan dan koordinasi’ dan bukannya sebuah badan kerajaan yang memastikan rahsia-rahsia pertahanan negara akan terjamin? Menteri turut wajib menyenarai apakah sebenarnya perkhidmatan-perkhidmatan yang dimaksudkan itu. 4) Adakah Menteri akan mengesahkan bahawa kapal selam Scorpene yang dimiliki Kerajaan Malaysia sudah melaksanakan ujian tembakan peluru hidup serta torpedo bagi mengesahkan tahap persediaan sistem persenjataan? Menteri tidak seharusnya berlindung di sebalik Akta Rahsia Rasmi, kerana latihan-latihan sedemikian, seperti latihan pelancaran misil exocet tentera laut, diketahui umum sebagai bukti keupayaan sistem tersebut (proof of capability) yang juga menampakkan kebolehan pertahanan negara. Mengapa perlu dirahsiakan, walhal berbilion ringgit telah dibelanjakan untuk membeli kapal selam Scorpene ini? Nurul Izzah Anwar Ahli Parlimen Lembah Pantai ———————————– MEDIA STATEMENT Response to the Minister of Defence's Parliament Reply on Leaked Scorpene Secrets On 26th of June 2012, Zahid Hamidi, Minister of Defence replied to my adjournment speech in Parliament regarding the leaking or sale of secret documents relating to the Scorpene submarines as stated by SUARAM in Bangkok, pertaining to the ongoing French judicial inquiry. He stated that the government has no information about any documents being leaked, nor is the government interested to send representatives as observers should the judicial inquiry become a full court case in France. However, his reply raises more questions than answers, and this demands immediate responses particularly with regards the following: 1) The Minister admitted that there was an 'investigation' on the matter of alleged secret defence documents leakage. So what was the investigation's scope? Was the Police and AG's Chambers involved to avoid conflict of interest when the Ministry of Defence is subject to the allegations? 2) Will the Minister also admit that the alleged 'official' documents in the French Court possession are not 'State Secrets', and are hence false documents? If this is indeed the case, when will the government issue a diplomatic note to protest the use of these false documents? 3) Will the Minister clarify if the Scorpene purchase is a Government-to-Government initiative or not? If so, why the need to use a private company such as Perimekar Sdn Bhd for 'support and coordinating services' instead of a government body where defence secrets will be protected? The Minister must also list what those services actually are. 4) Will the Minister also confirm that the Scorpene submarines have successfully conducted live fire and torpedo exercises to test the weapons system? And before Minister attempts to hide behind OSA for such confirmation, take note that 'live fire' exercises such as the exocet missiles from our naval ships and 'missile test' launches are public knowledge as part of proof of capability and military posturing? Why keep such a secret when billions are spent on Scorpene to demonstrate our defence capabilities for the whole world to know? Nurul Izzah Anwar |
