BN Must Not Sign And Conclude Any Agreement With Seaport Terminal (Johor) Sdn Bhd Until After The Next General Elections To Let Penangites Decide Whether They Agree With This Privatisation Or Reject This Piratisation Of Penang Port To A BN Crony. BN must give assurances that it will not sign and conclude any agreement with Seaport Terminal (Johor) Sdn Bhd or Seaport until after the next general elections to let Penangites decide whether they agree with this privatisation or reject this piratisation of Penang Port to a BN crony. This follows the expose in the Malaysian Insider today that the BN Federal government is delaying selling the Penang Port to logistics tycoon Tan Sri Syed Mokhtar Al-Bukhary until after the general election due to fears that public opposition to the deal would cost BN votes. The Penang state government opposes the privatisation of Penang Port for 5 principal reasons:- a) No open competitive tender as only those invited were permitted to make a bid. b) No repudiation by the Finance Minister or Transport Minister of Penang Port Commission Chairman Datuk Seri Dr Chua Soi Lek's assertions that Penang Port will be a feeder port that will be secondary to Seaport's two other ports in Port of Tanjung Pelepas (PTP) and Pasir Gudang port; c) No provision for implementing the RM 353 million dredging of the port channel to at least 15-17 meters immediately before the privatisation is completed; d) No public consultation with the stakeholders in the shipping industry, the Penang state government and the people of Penang; e) No disclosure of plans nor of amounts invested by Seaport how this privatisation of a public good(Pennag Port) can benefit Penangites and restore Penang Port into a world class regional commercial port. These 5 NOs will be one of the main issues to be decided by Penangites in the next general elections whether the people support the privatisation or oppose the piratisation of a public good. Another reason the Federal Government must not sign any agreement with Seaport Johore Sdn Bhd, so that when PR takes Federal Government this is not a fait accompli that will embroil a PR government in legal battles to unwind the deal. The BN Federal government must prove that they have the interest of the people of Penang at heart by carrying out dredging works now, where the RM353 million dredging costs must be borne by the Federal Government as promised in the 9th and 10th Malaysia Plan. BN harus memberi jaminan bahawa mereka tidak akan menandatangani atau memuktamadkan apa-apa perjanjian dengan Seaport Terminal (Johor) Sdn Bhd atau Seaport sehingga selepas pilihan raya umum yang akan datang untuk membenarkan rakyat Pulau Pinang menentukan sama ada mereka bersetuju dengan penswastaan ini atau menolak penlanunan Pelabuhan Pulau Pinang kepada kroni BN. Ini berikutan pendedahan The Malaysian Insider hari ini bahawa kerajaan persekutuan BN sedang melambatkan penjualan Pelabuhan Pulau Pinang kepada tauke logistik Tan Sri Syed Mokhtar Al-Bukhary sehingga selepas pilihan raya umum kerana risau bahawa tentangan awam terhadap perjanjian ini akan menjejaskan undi BN. Kerajaan negeri Pulau Pinang menolak penswastaan Pelabuhan Pulau Pinang atas 5 sebab: a) Tiada tender terbuka kerana hanya mereka yang dijemput sahaja dibenarkan untuk membuat bidaan. b) Tiada sangkalan Menteri Kewangan atau Menteri Pengangkutan terhadap dakwaan Pengerusi Penang Port Commission Datuk Seri Dr Chua Soi Lek bahawa Pelabuhan Pulau Pinang akan dijadikan pelabuhan penghantar yang akan memainkan peranan sokongan kepada dua pelabuhan lain iaitu Pelabuhan Tanjung Pelepas (PTP) dan Pelabuhan Pasir Gudang. c) Tiada peruntukan RM353 juta untuk mengorek saluran pelabuhan kepada sekurang-kurangnya 15-17 meter dengan segera sebelum penswastaan dijalankan. d) Tiada rundingan awam dengan pihak-pihak berkepentingan dalam industri perkapalan, kerajaan negeri Pulau Pinang serta rakyat Pulau Pinang. e) Tiada pendedahan rancangan atau jumlah pelaburan Seaport dan bagaimana penswastaan barang awam ini (Pelabuhan Pulau Pinang) boleh memanfaatkan rakyat Pulau Pinang dan mengembalikan status Pelabuhan Pulau Pinang kepada pelabuhan komersial serantau yang bertaraf dunia. Kelima-lima TIADA ini akan menjadi antara isu utama yang akan ditentukan oleh rakyat Pulau Pinang dalam pilihan raya umum sama ada mereka menyokong penswastaan atau menolak penlanunan suatu barang awam. Lagi satu sebab kerajaan persekutuan tidak patut menandatangani apa-apa perjanjian dengan Seaport, adalah supaya kerajaan persekutuan PR yang baru tidak akan dibelenggui kesulitan undang-undang dalam usaha untuk membatalkan perjanjian tersebut. Kerajaan persekutuan BN harus buktikan bahawa mereka mengutamakan kepentingan rakyat Pulau Pinang dengan membuat kerja korek sekarang, di mana RM353 juta kos untuk mengorek harus dibiayai oleh kerajaan persekutuan seperti yang dijanjikan dalam Rancangan Malaysia Ke-9 dan 10. Dalam semangat demokrasi, biarlah rakyat Pulau Pinang menentukan dalam pilihan raya umum yang akan datang sama ada mereka menyokong atau menolak penswastaan Pelabuhan Pulau Pinang kepada Seaport seperti yang dicadangkan BN. Penang’s Heritage Square – Reclaiming Public Space For Penangites(en/cn) Posted: 30 Jul 2012 10:31 PM PDT SPEECH BY RT. HON. TUAN LIM GUAN ENG CHIEF MINISTER OF PENANG AT THE PRESS CONFERENCE ON PENANG HERITAGE SQUARE, KOMTAR PHASE 5, 31st JULY 2012 The Penang State Government and Penang Development Corporation (PDC) are planning to develop Komtar Phase 5, comprising 4.5 acres, into Penang's new heritage enclave, named Heritage Square. This is in line with George Town's World Heritage Listing as well as to complement PDC's revitalisation efforts for Komtar as the socio-civic centre and business hub of the State. This prime 4.5 acres of land in the heart of George Town will predominantly be public space, as part of giving back to city dwellers. The Heritage Square and Centre will dedicate, consecrate and restore the cultural vibrancy of George Town by promoting the living heritage and street life in the inner city, as well as greening the city, thus ensuring a balanced development for the area. The project which is at the planning stage, is also aimed at revitalising the Komtar Phase 5 area, and to enhance the heritage value and significance of the site by creating urban spaces and landscapes for healthy urban living. The components of Penang's Heritage Square comprise the following: The restoration and revitalisation of the "Sia Boey" is significant to Georgetown, as it marked the core zone boundary of the Georgetown UNESCO Heritage Site; ii) As George Town requires more public space for recreation, public congregation, celebrations and cultural performances, the urban public space which include same green areas will be to promote the first of its kind in Penang healthy living. The heritage celebration square will also provide a venue for the establishment of culture, arts and traditions in George Town, thus promoting cultural vibrancy and the concept of melting pot of cultures in the inner city; iii) To refurbish and reinstate the urban setting of the area whereby existing traditional shophouses along Maxwell Road will undergo adaptive reuse into cafes, kopitiams, tea houses, crafts and handicraft centres, mini-museums, boutiques and B&B hotels which are in line with the heritage ambience and theme of the area. To also reinstate urban setting of the area whereby Maxwell Road will now be for limited vehicles usage with emphasis on pedestrianisation; iv) A 5-storey GHC will be created which will further add to the vibrancy of the Heritage Square. This iconic building will serve as a venue for arts, cultural, heritage, community, youth and performing activities. The GHC will be raised above street level to provide street plazas for the public; and v) To restore the Prangin Canal with plans for hawkers street food zone and street furniture amidst well-landscaped areas. The Heritage Square Project will complement the adjacent Komtar building which is presently undergoing a revitalization process initiated by the Penang State Government and PDC which is aimed at bringing back the glory of Komtar, as the nerve centre of Penang. The Heritage Square is a project not just for the urban community of Penang, but for Penangites and visitors to experience the old-world charm of George Town and its cultural melting pot, is all poised for success. The Penang State Government and PDC which has been the prime mover of urban redevelopment will undertake to work closely with stakeholders and heritage organisations like George Town World Heritage and other NGOs. In achieving maximum public participation, I have requested that an exhibition be set up in Komtar next week to allow the public to give their views on the proposed Heritage Square so that we can have public input.
