Jawatankuasa Siasat IPP Tidak Wakili Suara Rakyat

Datuk Mahfuz Omar (PAS-Pokok Sena) mempersoal tindakan kerajaan menubuhkan jawatankuasa bagi menyiasat isu pengeluar tenaga bebas (IPP) kerana didakwa tidak mewakili suara rakyat.

Mahfuz (gambar) sewaktu mengemukakan soalan tambahan pada sesi soal jawab lisan di Dewan Rakyat hari ini sebaliknya berkata, kerajaan sewajarnya mempertimbangkan cadangan Tengku Razaleigh Hamzah (BN-Gua Musang) agar kerajaan menubuhkan suruhanjaya diraja bagi menyiasat konsesi IPP.

“Apa perlu tubuh jawatatankuasa. Jawatankuasa tidak mewakili suara rakyat. Saya setuju dengan cadangan Gua Musang (Tengku Razaleigh Hamzah) yang minta ditubuhkan suruhanjaya untuk siasat bagaimana perjanjian itu dibuat dengan IPP yang langsung tidak mengambil kira kepentingan negara sendiri,” katanya.

Naib Presiden PAS itu juga menyelar tindakan kerajaan yang sewenang-wenangnya menarik subsidi rakyat sebaliknya meneruskan subsidi kepada IPP.

Tambahnya, sia-sia kerajaan melantik konsultan dari luar negara semata-mata untukmemberi idea yang menguntungkan kerajaan.

“Pengguna yang terpaksa menanggung defisit kerana pendapatan pengguna tidak bertambah tapi perbelanjaan terus meningkat dengan berlaku kenaikan harga barang. Jadi saya nak minta penjelasan kenapa dengan pengguna begitu mudah untuk kurangkan subsidi, naikkan harga tetapi dengan IPP bila kita cadang macam-macam baru nak tubuh jawatankusa untuk nak kaji dan sebagainya.

“Saya pun hairan apa guna kita ada makmal, kita lantik konsultan daripada luar negara hanya bagi cadangan kepada kerajaan jika nak kurangkan defisit negara ialah kurangkan subsidi,tarik subsidi daripada rakyat.

“Yang itu tak payah lantik konsultan dari luar negaralah. Siapa-siapa pun boleh jawab. Kenapa sangat sukar untuk nak mengurangkan subsidi daripada IPP?” soalnya.

Sebelum itu, Datuk Seri Tiong King Sing dalam soalan asalnya meminta Menteri Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan menyatakan pelan jangka masa panjang kerajaan dalam menangani fenomena kenaikan harga minyak global terutamanya pengurangan subsidi minyak oleh kerajaan telah meningkatkan beban hidup rakyat.

Beliau juga ingin tahu persiapan syarikat-syarikat petroleum dalam menyediakan kemudahan stesen-stesen NGV dalam usaha menggalakkan penggunaan NGV sebagai bahan bakar alternatif.

Semalam, Kabinet telah menubuhkan satu jawatankuasa bagi mengkaji pelbagai aspek termasuk isu pengeluar tenaga bebas (IPP) dan bekalan tenaga kepada negara pada masa depan.

Jawatankuasa tersebut melibatkan tiga Menteri iaitu Menteri di Jabatan Perdana Menteri Tan Sri Nor Mohamed Yakcop, Menteri Tenaga, Teknologi Hijau dan Air Datuk Seri Peter Chin Fah Kui dan Menteri Kewangan Kedua, Datuk Seri Ahmad Husni Hanadzlah.

Kos Syabas Berlebihan, Selangor Tak Lulus Peruntukan – Khalid Ibrahim

Kerajaan Negeri Selangor tidak meluluskan peruntukan tambahan epada Syarikat Bekalan Air Selangor (SYABAS) kerana kosnya lebih daripada kebiasaan, kata Ahli Parlimen Bandar Tun Razak, Tan Sri Abdul Khalid Ibrahim

Beliau menjelaskan demikian ketika mencelah apabila Menteri Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin menyatakan bahawa Syabas tidak diberi peruntukan yang mencukupi untuk menjalankan projek non-revenue water (NRW), di Dewan Rakyat hari ini.

Terdahulu, Peter Chin menyatakan bahawa masalah NRW semakin meningkat di Selangor.

Dalam soalan Abdul Khalid, beliau meminta Menteri Tenaga, Teknologi Hijau dan Air itu merujuk laporan Malaysia Water Industry Guide 2010 yang menyatakan nilai purata non-revenue water (NRW) adalah 36.63 peratus melibatkan 1.8 bilion meter padu air serta kerugian RM1.64 bilion.

"Apakah langkah yang telah diambil untuk mengatasi masalah air tidak terhasil (NRW)?" kata Khalid dalam soalan bertulisnya.

Menurut Peter Chin, NRW berbeza antara negeri iaitu antara 19.01 peratus ke 59.90 peratus.

Declassify The Agreements If Not Siding IPP Cronies, Pakatan Tells Najib

Pakatan Rakyat leaders scoffed at Prime Minister Najib Razak for alluding that his government was on the side of the people and not the immensely wealthy independent power producers, saying that “the proof of the pudding is in the eating”.

They also slammed the PM for hypocisy for “sneaking in” two more new deals with tycoon Syed Mokhtar Albukhary’s Malakoff and the Singapore unit of Francis Yeoh’s YTL Power during the past couple of weeks.

Quietly, the deals were slipped despite red-hot public anger at the huge amount of subsidy granted to the IPPs and the Najib administration’s refusal to acknowledge there was any imbalance at all.

“Declassify the power purchase agreements if Najib is sincere. Why wait until Pakatan has exposed everything and his back is to the wall, then only say, BN is negotiating with the IPPs. Tell us, exactly what are you negotiating,” PKR director of strategy Rafizi Ramli told Malaysia Chronicle.

Rafizi confirmed that PKR would proceed to sue the BN government for the agreements, said to be lopsided, to be made public.

So far, Najib has refused to lay bare the agreements, which forces Tenaga to buy power from the IPPs even though Malaysia was running at an excess capacity of more than 50 percent.

Not lopsided

On Sunday, a defensive-sounding Najib told reporters his government was siding with the rakyat (or populace) and not the power barons as the opposition politicians have accused his administration of doing.

Yet, in the same breath, he insisted the IPP contracts are fair.

"The IPPs now, most of their formulas are no longer one-sided," Najib said after the UMNO Ampang division meeting.

"We are negotiating with IPPS but it is not accurate to say we are on IPPs' side. We are fighting for the people. The government will explain further on the IPPs because we are still negotiating."

In a further sign that his administration was feeling the pressure from the Pakatan, Second Finance minister Ahmad Husni announced the Cabinwt would form a Committee to study the IPP issue. Pakatan leaders have mounted a fierce campaign against subsidy cuts without revieweing the IPP contracts first.

“The committee will study various aspects of power supply and not just the IPP problem – among them production costs and requirements for the future because there are IPPs whose concession is due to end in 2014 and 2015,” Husni told reporters.

Anwar reiterates will drop petrol prices within 24 hours

Meanwhile, at the other end of town, his arch rival Opposition Leader Anwar Ibrahim promised to cut fuel prices within 24 hours if the Pakatan won the 13th general election, widely expected to take place within the next few months.

Anwar also slammed Najib for punishing the man on the street for sky-rocketing world oil prices, and chopping off subsidies from a slew of consumer essentials but leaving untouched the RM19 billion-odd gas subsidy to the IPPs.

"When the rich get it, it's incentives. When the poor fishermen get it, it's subsidies," Anwar said at a political lecture in Brickfields.

Umno Fears Losing Power In Fair Polls

Datuk Seri Anwar Ibrahim accused Umno today of being afraid to hold fair and free elections, and pointed to a pro-government media campaign being waged against a planned electoral reforms rally.
The opposition leader also urged a 500-strong crowd in Brickfields here today to attend the rally organised by elections watchdog Bersih 2.0 on July 9.

"Why can't Umno conduct free and fair elections?" said Anwar today.

"If they conduct free and fair elections, the fear is that they will lose," he added.

Bersih's first rally in 2007, where up to 50,000 were reported to have gathered in the city here, was said to have played a major role in bringing record gains for the opposition electoral pact in Election 2008, where it swept five state governments and won 82 parliamentary seats.

Umno daily Utusan Malaysia today urged Malaysians to boycott the protest and quoted Home Minister Datuk Seri Hishamuddin Hussein's warning that "it will be chaotic when those for and against the street demonstration clash".

Protesters during the first Bersih rally in 2007 were dispersed by water cannons and tear gas launched by the police.

Anwar accused government-controlled media of representing "the unjust and the corrupt".

He said the people merely wanted to reclaim their constitutional rights to fair and free elections.

"Elections now are not fair and free," said the PKR de facto leader.

"We're not asking for extra votes for Indians, extra privileges for the Malays. We're just demanding what the country promised," he said.

Anwar further slammed Barisan Nasional (BN) for barring Bersih 2.0 chairman Datuk Ambiga Sreenevasan from entering Sarawak just before the recent state elections there.

He said Turkish Prime Minister Recep Tayyip Erdogan had invited him to observe the country's elections today.

"He's confident he has fair and free elections. Here, we're not even outsiders (and the) Bersih chief was not even allowed to monitor elections. It means you have something to hide," said Anwar.

PAS has promised to bring hundreds of thousands of supporters to the rally in the city, ahead of speculation that a general election will be called within a year.

Anwar Ups The Ante On Bersih 2.0

Opposition Leader Anwar Ibrahim, whose travel and speaking engagements these days remind observers of the self-punishing regimen of marathon runners, will take part in the Bersih 2.0 rally scheduled for July 9.

Speaking to about 1,200 people who had gathered at the Girl Guides’ Hall in Brickfields to hear a briefing on the Bersih march by its chairperson, Ambiga Seenivasan, Anwar, who was the final speaker at the gathering, disclosed that he would be present at the rally, called to push the cause of electoral reform.

NONEThe crowd cheered and although Anwar had taken part in the first Bersih rally in November 2007, these days his crisscrossing the country and frequent court appearances in connection with Sodomy II seem to preclude a repeat participation in Bersih’s second edition.

The first Bersih rally, which drew a crowd that was estimated at 40,000, was held on Nov 10, 2007. It was a gathering whose size foreshadowed the sizeable turnout for the Hindraf rally held 15 days later.

Together, the rallies in late 2007 heralded the electoral swing that saw the opposition coalition of PKR, DAP and PAS deny BN a two-thirds majority in the general election of March 2008.

The way the government-controlled mainstream media is fulminating against Bersih 2.0 betrays anxiety that it would turn out to be as ominous for BN’s electoral fortunes as its predecessor was.

Thus Anwar’s intended participation will be interpreted by the opposition Pakatan Rakyat’s supporters as an encouragement to turn out in numbers for event.

If Turkey can do it, why not us?

Anwar let drop the news of his participation after giving the crowd an inkling of his punishing schedule these days.

"Four days ago, I was in Kuwait just for a day to deliver a speech at a seminar on finance," he said in his speech.

"In the course of the day, I was contacted by the representative of the prime minister of Turkey who extended an invitation for PKR officials to observe the elections in that country scheduled for today," continued Anwar.

"PKR sent a few of its MPs, including Nurul Izzah, who was invited to monitor the elections in a part of the country where the contest would be intense," Anwar elaborated. Nurul is MP for Lembah Pantai which counts Brickfields as one of its wards. 

"If Turkey can invite representatives from something like 16 countries, I don’t see why the authorities here cannot allow the Bersih rally to take place peacefully because it a demonstration of the right of our people to clean and fair elections," Anwar asserted.

Anwar claimed Umno-BN these days were motivated by "the fear of losing" besides displaying sundry symptoms of "the arrogance of power" towards the opposition.

Earlier, Anwar, as explanation of his seeming indefatigability in the teeth of a punishing schedule of travel and speaking engagements, said he took heart from the rousing crowds that regularly turn up at his functions.

"I have a wonderful wife, good children and a circle of loyal friends who give me the strength to carry on," he said to cheers from the crowd, which besieged him when he ended his speech and made his way to his car.
