KUALA LUMPUR: Letupan di Kompleks Mahkamah Jalan Duta Isnin lepas dilakukan golongan profesional dalam pembuatan bahan letupan dan bukan oleh polis, kata Ketua Polis Kuala Lumpur Datuk Mohmad Salleh.
Beliau berkata, siasatan di tempat kejadian mendapati ia dilakukan dengan menggunakan bahan peledak dan kon yang mudah diperoleh.
"Ketebalan tapak kon juga berbeza di mana pada tapak letupan pertama dan kedua, kedua-kedua kon ketebalannya hanya 3 milimeter dan kon ketiga hanya 2 milimeter, manakala tapak kon polis adalah setebal 7 milimeter," katanya pada sidang akhbar selepas Majlis Penyerahan Cek Dari Tabung Amanah Perwira Negara (TAPPN) kepada balu anggota polis yang terkorban ketika bertugas, di sini Khamis.
Mohmad berkata, tapak kon yang ditemui di lokasi kejadian ada yang berbentuk bulat dan segi empat manakala kon polis berbentuk segitiga.
Beliau juga mengesahkan komponen jam penggera, paip PVC serta bateri, bahanletupan yang digunakan adalah daripada jenis 'Jerangkap Rekaan Elektrik' danbukan bom seperti yang diuar-uarkan sebelum ini.
Dalam insiden itu, tiga letupan berlaku pada perhimpunan penyokong Ketua Pembangkang Datuk Seri Anwar Ibrahim selepas Mahkamah Tinggi membebas danmelepaskan beliau daripada pertuduhan meliwat bekas pembantunya Mohd SaifulBukhari Azlan pada 2008.
Mohmad meminta mana-mana pihak yang mengetahui atau menyedari ada individumembeli komponen berkenaan dalam kuantiti lebih daripada tiga, memaklumkannya kepada balai polis terdekat atau menghubungi Pegawai Penyiasat DSP Yahya Abdul Rahman di talian 019-470 8946.
Beliau berkata setakat ini, tidak ada pihak yang dipanggil untuk diambil keterangan dan siasatan masih diteruskan kerana polis hanya mempunyai rakaman selepas letupan itu berlaku.
Katanya, tiga siri letupan itu dipercayai dilakukan sekadar untuk mengucar-ngacirkan keadaan dan bukan untuk membunuh atau mencederakan mana-mana individu.
Mohmad juga kesal dengan spekulasi laporan muka depan sebuah akhbar berbahasa Melayu bahawa peserta perhimpunan itu yang membawa bahan letupan berkenaan. - BERNAMA

THE explosives which injured five people near the Jalan Duta court complex were assembled by experts, said police who have offered a RM10,000 reward for information leading to the arrests of the culprits.

In announcing the reward yesterday, Inspector-General of Police Tan Sri Ismail Omar said the culprits had disrupted what was otherwise a peaceful rally on Monday.
"These people have tarnished the image of the country as we have always been recognised as peace-loving and harmonious.
"I appeal to anyone with information to come forward to facilitate in the investigations," Ismail said.
In Monday's incident, five people, including a lawyer, suffered minor injuries in three separate explosions which also damaged several vehicles.
The blasts, which went off in a space of 30 minutes, occurred not long after the acquittal of Datuk Seri Anwar Ibrahim of a sodomy charge.
The blasts disrupted what had been a peaceful rally by several thousand people who had gathered outside the court complex in support of Anwar.
In the aftermath of the incident, allegations arose blaming the police for the explosions.
"I am very hurt and disappointed that fingers have been pointed at the police force for the explosions.
"It seems that the police will always get the blame no matter what," Ismail said.
"We had been very lenient during the rally despite the supporters not adhering to the 10 conditions imposed prior to the gathering.
"We kept our pledge of allowing public gatherings and yet we are still getting blamed.
"These allegations are baseless and we want to nail those responsible," he told reporters at the senior officers mess in Bukit Aman yesterday.
Ismail was speaking to reporters after signing a memorandum of understanding (MoU) with University Kebangsaan Malaysia on the Masters in Policing Science.
This is the second time the police have signed the MoU.
Meanwhile, in a separate press conference, City Criminal Investigation Department chief Datuk Ku Chin Wah disclosed that the blasts were the work of experts.
He said nobody would be able to assemble an improvised explosive device (IED) without knowledge or experience.
"Even if someone had ben tutored on how to assemble an IED, that person would need experience to succeed.
"It is not something you can just assemble according to instructions," he said.
It is learnt that the explosives comprised simple materials including a PVC pipe, alarm clock, ball bearings, wires and batteries. The cost of one such device is about RM20.
The homemade explosive were hidden inside plastic traffic cones and placed at three different locations in the vicinity of the court complex.
Ku pointed out that the cones used by the culprits were different from the ones used by police.
"The cones used by police have a triangular base while those used in the explosions were square and round," he said, adding there have been no video recordings prior to the explosions.
"There were no closed-circuit television cameras in the area and the only recording we have is the one in the aftermath of the incident," Ku said.

KUALA LUMPUR: Polis mendapati komponen digunakan bagi membuat jerangkap rekaan elektrik (IED) yang mencetuskan tiga letupan ketika perhimpunan di pekarangan Kompleks Mahkamah Jalan Duta, Isnin lalu, diperbuat daripada beberapa barangan berkualiti 'cap ayam' kerana mudah dibeli di mana-mana kedai pada harga murah.
Ketua Polis Kuala Lumpur, Datuk Mohmad Salleh (gambar) berkata, siasatan lanjut mendapati serpihan tiga unit IED itu terdiri daripada paip PVC 50 milimeter (mm) yang lazimnya digunakan untuk kerja saluran air, jam loceng berwarna merah berbentuk empat segi dan bateri berkuasa sembilan volt serta kon plastik yang dipercayai dicuri dari tapak projek pembinaan.
Menurutnya, pelakunya dipercayai membeli barangan berkenaan di kedai perkakasan pada harga kurang daripada RM20, selain serbuk peledak IED itu yang dipercayai hanya menggunakan belerang daripada mercun atau bunga api.
Katanya, binaan IED itu ringkas dan cara membuatnya boleh dipelajari di Internet.
"Walaupun polis sudah mengenal pasti bahan yang digunakan dan bagaimana ia meletus, kami belum mendapat petunjuk bagi menjejak pelakunya sama ada ia dilakukan secara individu atau berkumpulan.
