女屋主要求网络电视澄清 擅闯“鬼屋”拍灵异片

(本报古晋22日讯)网络电视ONFM擅闯他人住家拍摄灵异影片，谎称该房屋是鬼屋，屋主要求澄清辟谣却不得任何回应，因此行动党国州议员张健仁今日正式致函马来西亚通讯与多媒体委员会，要求展开行动对付ONFM，并建议关闭这种不负责任的网站！

身兼古晋区国会议员及哥打圣淘沙区州议员的张健仁今日陪同屋主的女儿林女士召开发布会，表示林女士今年8月31日得知网络电视ONFM在优管上载一个标题为"01热线之砂咒怪谈·第三章·饿鬼荒舍"的影片，是在诗巫的双溪德古路（Jalan Sungai Teku）某荒废空屋拍摄的灵异纪录片，说明该房屋是鬼屋，影片中的女主持人更一度被鬼上身，然而，有关空屋是属林女士的母亲，并非荒废的房屋，因为林女士的母亲每个月都会定期回去打扫和照顾果树。
他指出，影片中还拍摄到林女士家人照片，因此林女士从中辨认出这是她们在诗巫的老住家，对此感到气愤，认为拍摄队伍除了擅闯私人住家，更虚构灵异故事造谣，影响屋价和地价，要求网络电视ONFM出面澄清辟谣，却没得到任何回应。
"影片是在今年8月26日上载，至今已经有超过3万的点击量。"
张健仁表示，林女士的母亲如今与子女住在诗巫的市区，所以这间在郊区的房屋就空着，结果拍摄队伍没有获得允许就擅闯，已经是一个违法行为。
"林女士已经报警。我也帮助林女士于本月3日致函ONFM，要求出面澄清辟谣，但是没有任何回应。"
他指出，网络电视ONFM上载的灵异影片内容，都是虚构的故事，以达到危言耸听的效果来提高点击率，然而，如今屋主已经感觉被侵犯，作为负责任的公司应该出面澄清，以正视听。
不求赔偿只要删除
他披露，林女士并没有要求任何赔偿，仅是要求澄清灵异事件属于虚构，并删除有关影片。
"但是这种基本要求，ONFM却不愿意做到，所以，我唯有今日致函通讯与多媒体委员会，要求对付ONFM，并建议关闭这种不负责任的网站。"
张健仁也指出，由于这个影片的上载，民生报也于今年8月31日做出相关报导，造成很大的影响。
根据林女士给予的资料，这间房屋的屋龄大约20多年，地段是两英亩。

张健仁：虽属人联票仓 八点地民生受忽略

（本报古晋21日讯）行动党古晋区国会议员张健仁揶揄，八点地与砂人联党主席拿督沈桂贤有很大的渊源，是其先父时代将前诏安路亚答芭的居民迁徙至此。然而，从80年代至今，当地的沟渠和道路似未受到政府和市议会的关注，形同被忽略似的。
张健仁(右2)发现，在第10A巷路底下没有函管，以致每逢下大雨的时候，雨水就淹到路面。右1起为陈国彬、阿都阿兹及杨薇讳。
他今日在朋岭区州议员杨薇讳、实旦宾区国会议员陈国彬及其特别助理阿都阿兹的陪同下，巡视八点地第12巷沟渠排水问题时，向媒体如是表示。
他坦言，在过去3届的州选，八点地是砂人联党得票最高的选区，惟，该区却受到执政党和市议会忽略最多似的。如今沈桂贤担任砂地方政府部长，管辖市议会，应积极处理及提升该区沟渠与道路基建问题。
应提升沟渠道路
他解释，八点地的沟渠和道路过去以来，一直受到当局的忽略，缺乏维修和提升是该区长期以来面对的问题。而该党在3年前就在整个BDC一带，为几十条巷口进行勘察，包括那里的沟渠、道路、过低的电线等，并将这些报告呈上予市议会，惟，没有获得当局的积极行动，加以处理。
关于八点地第12巷沟渠堵塞问题，于8月份巴达旺市议员叶耀星前来巡视时，叶氏声称建材填沟是导致沟塞的祸首，张健仁表示，这是其中一项主因，不过，他认为，最主要的原因市议会在批准建筑发展蓝图的当儿，没有详细考虑周遭的环境及排水问题。
逢下大雨路淹水
他发现，在第10A巷路底下没有函管将水源导出大沟所致，以致每逢下大雨时，雨水在就淹到路面。
他表示，该巷口的根源主要是市议会在批准附近寓所发展蓝图时忽略了周围的环境和排水问题，毕竟任何发展计划及排水是市议会的管辖范围及职责。
因此，他呼吁，有关当局采取行动，将该区的沟塞问题予以尽快的解决。

Chong: Improve facilities at BDC Resettlement Scheme

KUCHING: Minister of Local Government Datuk Dr Sim Kui Hian is urged to look into the infrastructure problems at BDC Resettlement Scheme here.
Kuching MP Chong Chieng Jen urged this when he inspected the facilities at the scheme's Lorong 12 yesterday. He was accompanied by Stampin MP Julian Tan, Pending assemblywoman Violet Yong and his (Chong's) special assistant Abdul Aziz. He said for the past three state elections, residents of BDC Resettlement Scheme had given SUPP most of their votes "but they are ignored by the ruling party and the local council".
He said the residents had filed their complaints to the council about the drainage, flood and roads since three years ago but nothing much had been done.
He said the flood problem at Lorong 12 was caused by improper planning. The council did not take into consideration the flood problem when they approved the development plans for the area.
The flood at Lorong 10A during heavy rain was also caused by improper drainage system in the area, he added. He urged the related departments to take action to solve the problems as soon as possible.

替过阵打压在野党 警察勿沦为政治爪牙

大马皇家警察不应沦为国阵的政治爪牙，协助国阵打压在野党。

针对数名高级警察官员于前天到民主行动党埔奕区州议员陈长峰医生的诊所和服务所搜查之事，民主行动党砂州主席张健仁表示，这些警察是在滥用职权，企图替国阵州选埔奕区落选的候选人许庆璋寻找证据。

今年5月砂州选举落幕后，国阵州选埔奕区落选的候选人许庆璋即入禀法庭，寻求法庭宣判该选举成绩无效，理由是许庆璋指责陈长峰持有双国籍，因此无资格作州议员。 虽然许庆璋在该诉讼案中做出如此指责，但他并无提出任何证据证明陈长峰持有双重国籍。

也是古晋市国会议员兼哥打圣淘沙州议员的张健仁表示，该选举诉讼案即将开庭，如许氏无证据支持他的控诉理由，他的选举诉讼案将被法庭撤销。

"也就这么巧合，在这时刻，警察突然搬大队的到陈长峰医生的诊所和服务所搜查，欲找那些许庆璋的选举诉讼案所需的证据。"

张健仁表示，真金不怕烘炉火，警察找了几个小时后，最终也找不到什么证据可以帮到许庆璋的选举诉讼案。

张氏说，陈长峰的案件和他当年2008年的处境非常相似。 当年国选后，国阵也出钱资助一位古晋市的选民，已故许怀标，入禀法庭寻求法庭宣判他的选举成绩无效。 同期间，警察也扣押他的手提电脑。 当时，他成功向法庭申请宣判警察不合法扣押他的电脑，而法庭也喻令警察将张氏的手提电脑归还给他。

"这是警察不务正业，和国阵的政治人物挂钩，滥用职权来打压在野党的议员。"

张健仁指出，在今次的砂州选举，许庆璋具有许多优势，如，无穷无尽的资源、比陈长峰医生在美里扎根更久、所谓的阿德南效应，更有行动党的叛徒房保德在替他分散行动党的票，拉行动党的后腿。

"在这种种的优势条件下，许庆璋还是落败，很明显埔奕选民不要他。 他应该自我反省，也应该接受埔奕选民的决定。他的入禀法庭挑战选举成绩，证明此人心胸狭窄，输不起。 这种人更不应该涉足政坛。"

"至于警察方面，目前砂州还有许多偷窃、打枪、谋杀及犯罪案件，都没有获得破案，警方也没有将嫌犯绳之于法。 就以公正党候选人，Bill Kayong的谋杀案而言，到目前几个月了，凶杀案的主谋，还在逍遥法外。"

张氏提醒大马皇家警察，警察的职责是维持法律和治安，而非干涉政治。 警察应该花多一点时间和精神在打击罪犯，而不是浪费时间和人力来帮助国阵打压行动党。 而且，警察们的薪金是来自人民所还的税收，包括在野党又有还税。 他们的工钱不是许庆璋或国阵政治人物还的。

张氏强烈谴责警察今次搜查陈长峰医生的诊所和服务所。 他也呼吁大马皇家警察应保持独立和中立的政治立场，而不是做国阵的政治打手。

Stop Meddling in politics by helping the BN oppress the opposittion

I call upon the Sarawak BN to accept the verdict of the voters in Pujut graciously and stop harassing the DAP Pujut elected ADUN, Dr. Ting Tiong Choon. I also call upon the Police (PDRM) to stop meddling in politics and helping the BN to oppress the Opposition.
Shortly after the State Elections, the BN Pujut candidate, Hii King Chiong filed an Election Petition challenging the election of Dr Ting as the rightful Assemblymen for Pujut.
Although the ground of the Election Petition is on the allegation that Dr Ting holds dual citizenship, there is no such evidence adduced in support of Hii's Petition.
Then came the Police's raid on Dr. Ting's office and clinic on 14-9-2016, attempting to find some evidence to support Hii's Petition.
This is similar to the previous Election Petition filed by the late Kho Whai Phiaw against my election of the Bandar Kuching Member of Parliament in 2008. It was subsequently disclosed that the Election Petition was sponsored by BN.
During that time, the police also conducted a raid of my office and even seized my laptop. Thereafter, I filed an application in court to challenge the seizure and the High Court in Kuching declared that the Police's seizure of my laptop is unlawful.
Hii King Chiong had all the advantage against Dr. Ting in the May Sarawak State Elections. He had unlimited resources at his disposal, he was in Miri much longer than Dr. Ting, he had the so-called "Adenan Fever" on his side and he had the DAP traitor Fong Pau Teck helping to split DAP's vote. Yet he lost the election.
With all these advantages and yet he lost the election. Hii should accept the Pujut voters' decision. His filing of the Election Petition only shows that he is a bad loser who can't take defeat. If that is the case, then he should not get involved in politics.
As for the Police, there are hundreds of theft, robbery, murder and criminal cases that remains unresolved and the criminals are at large. Take for example, the primary murder suspect of the late Bill Kayong is still at large, yet the Police is not doing enough to bring the culprit to book.
It is the Police's duty to maintain law and order. The Police has no business in politics and should not waste its manpower helping the BN politician to fight the Opposition.
The Police must always bear in mind, that it is the taxes from the People (including the Opposition) that pays the Police's salaries, not Hii King Chiong or the BN politicians who pays their salaries. Therefore, the Police should not be reduced to the tools of BN to oppress the Opposition.
As such, I strongly condemn the police raids of Dr. Ting's clinic and office and called upon the Police to be politically neutral.

Perlombongan emas di Kelantan.

Manakala perlombongan emas sekarang dijalankan di dua tempat di Kelantan iaitu Mukim Sokor di Tanah Merah dan Kampung Pulai di Gua Musang. Di Sokor perlombongan emas diusahakan sebuah syarikat dari China iaitu China Nonferrous Metal Mining (Group) Co. Ltd (CNMC). CNMC sebuah konglomerat dari China yang terlibat dengan perlombongan sumber galian bukan ferus di seluruh dunia. 

Syarikat terbabit ditubuhkan pada 1983 dan ia diuruskan oleh Suruhanjaya Penyeliaan dan Pentadbiran Majlis Negeri Aset Negeri. CNMC mempunyai lombong di Zambia, Mongolia, Thailand, Malaysia dan Laos. Syarikat berkenaan juga melabur dalam perlombongan tembaga, aluminium, nikel, zink, tantalum, niobium dan berilium. 

Di Malaysia operasi CNMC di Mukim Sokor, Tanah Merah, Kelantan yang mulai melakukan eksplorasi sejak 2006. Dan pada 2010 syarikat berkenaan yang menjalankan usahasama dengan Kelstone Sdn Bhd mulai mengeluarkan jongkong emas. "Kerajaan negeri meluluskan kawasan seluas 1,950 ekar bagi aktiviti perlombongan emas. Kawasan tersebut sebenarnya telah diusahakan sejak zaman penjajah lagi di mana terdapat kesan-kesan terowong sepanjang kirakira 30 meter. 

"Kerja-kerja yang dilakukan sekarang masih secara hard rock dengan cara menggali batuan keras untuk mendapatkan emas," kata Mohd Shah. Hard rock merupakan teknik perlombongan batu keras di bawah tanah iaitu menggali mineral keras yang mengandungi bijih emas, perak, besi, tembaga, zink, nikel, bijih timah dan plumbum. Kaedah serupa juga digunakan untuk mengorek bijih daripada permata seperti berlian. Bagaimanapun kata Mohd Shah perlombongan yang dijalankan CNMC masih lagi dalam tempoh percubaan dan belum lagi mencapai tahap kapasiti penuh (full stream).

Menurutnya perlombongan secara hard rock sehingga sekarang menghasilkan muatan batuan yang dilombong kira-kira 1,000 lori dalam tempoh seminggu. "Batuan yang mengandungi emas diangkut menggunakan lori untuk diproses di tempat khas bagi memisahkan kandungan emas mentah. 

"Kemudian emas mentah diproses menggunakan mesin khas untuk menghasilkan jongkong. Emas yang dihasilkan di situ mencapai standard piawaian emas 95 peratus. Harga pasaran kira-kira RM160,000 bagi 1 kg," ujarnya. Manakala perlombongan emas di Kampung Pulai, Gua Musang dijalankan sebuah syarikat dari Australia. 

Perlombongan emas di Gua Musang menggunakan kaedah palung dan hard rock. Perlombongan emas aluvial di Kampung Pulai Daerah Galas bermula pada September 2011 membabitkan kawasan yang diluluskan kerajaan negeri seluas 257 hektar secara pajakan dalam tempoh 10 tahun. 

Kaedah perlombongan sekarang lebih tertumpu kepada menggunakan sistem palung. Dijangka syarikat terbabit akan melakukan perlombongan secara hard rock dua tahun lagi. Jumlah pengeluaran emas di lombong tersebut pada 2011 sebanyak 29,402.54 gram. sehingga sekarang pengeluaran emas di kawasan tersebut sekitar 12 kg sebulan dengan purata hasil sekitar RM2 juta. Mohd Shah berkata, peningkatan pengeluaran emas boleh menambahkan lagi sumber hasil kerajaan negeri. 

Kadar royalti 5 peratus dikenakan bagi setiap hasil lombong. "Kedua-dua kawasan perlombongan emas tersebut berpotensi menyumbang hasil baru yang lebih tinggi kepada kerajaan negeri pada masa akan datang. "Sebab itulah Kelstone sekarang sedang memperkasakan lagi aktiviti perlombongan dengan mengenal pasti kawasan-kawasan yang berpotensi untuk dibangunkan secara terancang," ujarnya.

Masjid Xiaodongying yang dibina pada zaman Dinasti Ming mempunyai sejarah selama kira-kira 500 tahun. Masjid ini telah memberi sumbangan yang besar kepada usaha pendidikan di Guangzhou sama ada pada masa silam atau zaman moden ini.
Menurut catatan pada tahun 1948, Imam Besar Masjid Xiaodongying, Ma Jixian telah menubuhkan sebuah sekolah. Jumlah penuntut sekolah ini ketika itu kira-kira 20 orang. Sekarang ini, sekolah tersebut sudah menjadi Sekolah Rendah Jalan Yuehua yang terletak berhampiran dengan Masjid Xiaodongying dan merupakan salah pengkalan pendidikan yang penting di Daerah Yuexiu, bandar raya Guangzhou.

张健仁：连部长都搞不清 “831是国庆或独立日？”

（本报古晋3日讯）砂行动党国州议员张健仁指出，国庆日是庆祝国家诞生的日子，应该依循正确的历史记录和历史事件的发生来决定和庆祝国庆的日子。在马来西亚而言，916才是马来西亚真正诞生的日子，因此今年是53岁不是59岁，必须要按照正确的历史来记录，而不是按照巫统的联邦指示来庆祝国庆。

他是于今日在新闻发布会上回应日前砂房屋助理部长拿督阿都卡林对他发表谴责的言论，如是回应。
他指出，一个国家的国庆日从来不是一件小事，是非常重要的日子，因为是官方承认且举国人民庆祝的节日，如何能被视为只是见小事。
庆国庆日是小事？
他认为，阿都卡林应该纠正错误的思维，若庆祝国庆日只是件小事，为何政府还要大费周章举行庆典。
他也不敢苟同阿都卡林指太多的独立日将会分裂国民的说法。他说道，若太多的国庆日会导致过敏分裂，为何砂拉越政府今年庆祝722砂拉越独立日，更宣布722为全砂公假？
他也说道，阿都卡林也不应该把马来西亚国庆历史与美国的国庆两者混为一谈，美国是在7月4日诞生后，其他州属陆续加入，因此都能认同7月4日就是美国的国庆日。
"这与马来西亚是两回事，马来西亚是在9月16日诞生，而且砂拉越是参组成立马来西亚，并不是加入是很重要的区别，在916之前根本没有马来西亚的存在，不过在夏威夷和加利福尼亚加入美国前，已经有美国的存在。"
不同于与美国庆
同时，张健仁也指出，现在我国不止庆祝722、831和916，不只是年轻人会受混淆，就连州内阁部长也感到混淆，副首长丹斯里占玛欣把831成为独立日，而首长阿迪南却用国庆日，到底是国庆日还是独立日，州内阁部长都无法取得一致的看法。
因此，他认为，只要按照正确的历史事件记录来庆祝，即砂拉越有砂拉越的独立日，马来亚有马来亚的独立日，而东西马在一起庆祝916国庆日，就不会出现混淆.
同时，张健仁也挑战人联党过去口口声声说要还原历史，如今砂拉越的历史摆明被扭曲，尤其是831是国庆日还是马来亚独立日简单的历史事实，都不敢站出来发表立场。
他质疑该党是否是要等到首长阿迪南发表后才开口附和，保持一贯的做法，永远不敢有党的立场。

Former owners question change of use for land

KUCHING: The former co-proprietors of Lot 473 Block 6 Matang Land District are questioning why the land, which was acquired by the state government via Section 48 of the Land Code in 2005, will not be used for a wastewater treatment plant as originally proposed.
The former co-proprietors apparently recently discovered that a massive land resumption exercise is being carried out at the Kampung Gita area covering approximately 148.24 acres for urban development, which includes the building of shophouses and commercial centres.
"This resumed land is just adjoining the said Lot 473. It seems that the said lot is no longer going to be used for the wastewater treatment plant project, which was the original purpose for which the land was resumed," Democratic Action Party (DAP) state chairman Chong Chieng Jen told a press conference yesterday.
According to him, 11 years ago the landowners had agreed for the state government to acquire the land as the construction of a wastewater treatment plant would have been for the public good.
He said the former landowners had not objected to the resumption even though the compensation received was lower than market price.
"If the government or some ministers or high ranking government officers intend to alienate the said Lot 473 to a private individual for development, then it defeats the original purpose for which the said Lot 473 was resumed. It is most unfair on the part of the government to resume private land and later alienate it to friends of ministers for private development and private profits," Chong claimed.
Meanwhile, one of the former co-proprietors said they were shocked to see the land has already been cleared.
"I am not living in Kuching so I was shocked that the land has already been cleared. Bear in mind that most of the former co-proprietors are elderly, who have put most of our life savings to purchase that land," she added.
According to her, one acre of the land in 2005 was valued at RM81,801.

土地被征用10年无发展

前地主不满州政府在征收私人地后，长达10年未如期在相关地段落实兴建污水处理厂的工程。
砂行动党国州议员张健仁今日陪同两位前地主陈木生及詹顺英召开新闻发布会，指责州政府不应以征收私人土地用做公共用途，征地多年后疑似变相把土地转批给私人发展公司进行商业发展从中谋利。
他指出，有关私人土地坐落在甘榜吉达，早在2005年被州政府以兴建污水处理厂的理由被征用，虽然州政府当时有给予涉及地主征地赔偿，赔偿数额也不高，但是有关地主认为土地是用于公共用途，所以没有大力反对。
"如今10年过去，地主再次前去被政府征用的土地，却没有看到有任何污水处理厂被建起，反而在最近听闻州政府在甘榜吉达再征收了100多英亩的土地，据说是用于城市发展计划包括兴建商店和商业中心。"
他表示﹐看起来，他们被政府征收原本用做兴建公共用途的计划并没有被落实，反而是被用在城市发展计划上，与当初征地用做公共用途的说法是背道而驰，也是不公平的土地政策。
他指出，他已针对此事件向首长致函，并希望首长阿迪南在执行土地政策方面，能够遵循公平合理的原则。同时他也将代表相关地主向州政府重新申请被征收土地的拥有权，而地主们也愿意退回当初政府给予的征地赔偿金，再加上利息，确保能重新拿回他们被征收的土地。
同时张健仁也公开呼吁土地被政府征收却多年未被用于公共建设发展，地主也有权利向政府讨回被征用的土地。

831 has no significance to sarawak,let's just celebrate 722 & 916 in sarawak. Stop wasting millions of tax-payers' money every year

While we salute and rejoice for our West Malaysian brothers and sisters on this 31st August Independence Day of the Federation of Malaya, the Sarawak State Government should stop spending tax-payers' money to continue celebrating 31st August in Sarawak which has no historical significance to Sarawak.

The undeniable historical facts are as follows:
1. Federation of Malaya obtained its Independence on 31-8-1957;
2. Sarawak obtained its self-governance on 22-7-1963
3. Sarawak, together with the Federation of Malaya, Sabah and Singapore, formed Malaysia on 16-9-1963
Since 2015, Sarawak State Government has started celebrating 22nd July as the "Sarawak Day" which was also declared a public holiday for Sarawak this year.
As such, there is no justification and reason for Sarawak Government to waste public fund to continue celebrating 31st August which was the day the Federation of Malaya gained independence.
Stemming from these historical facts, it is clear that Sarawak State Government should just hold official celebrations for 22nd July and 16th September.
However, at present, the State Government is still directed by the Federal Government and it is still compulsory for the State Government to spend millions of Ringgit every year to hold an official celebration on every 31st August.
So much has been said by Adenan about Sarawak's autonomy, why is the State Government still allowing itself to be compelled by the Federal Government to spend millions of Ringgit every year to celebrate 31st August? This money can be better spent for the poor in the rural area of Sarawak.
If the Sarawak State Government cannot even have its autonomy to decide on its official government celebration calendar, what autonomy can the State Government fight for the State? It also shows the subordination of the Sarawak State Government to the Federal Government.
Furthermore, the continued 31st August celebration by the Sarawak State Government in Sarawak will only further confuse our younger generation about the true history of Sarawak and Malaysia.
As such, I urge Adenan to stand up against his UMNO counterparts in PUTRAJAYA and to stop the 31st August celebration in Sarawak. Let us confine our official State celebrations to 22nd July and 16th September.
At the same time, DAP Sarawak wishes our West Malaysian brothers and sisters Happy Independence Day.

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁呼吁，砂州政府停止浪费纳税人的钱，继续在砂拉越庆祝8月31日这个马来亚联邦独立日，因为这个日子，对砂州而言，并无任何历史的意义。
也是砂州民主行动党主席的张健仁指出：
1. 马来亚联邦独立于1957年8月31日；
2. 砂拉越于1963年7月22日获得自治权；
3. 砂拉越与马来亚联邦、沙巴和新加坡于1963年9月16日联合成立马来西亚。
张氏说，自2015年，砂州政府已开始庆祝7月22日的 "砂拉越日"，而今年砂州政府更公布该日为砂州的公共假期。
"既然如此，砂州政府没有任何理由再继续使用公款在砂州庆祝831马来亚独立日。砂州政府的官方庆典，应只限于722 和916这两天对砂州有历史意义的日子。"
张氏表示遗憾，目前，在831的庆典上，砂州政府还是跟随联邦政府的指示，而且这是强制性的每年的831，砂州政府仍必须花费几百万令吉来庆祝831这个日子。
他说，既然阿德南不断的在提砂州自主权，那为何阿德南还允许联邦政府强制砂州必须继续每年浪费几百万令吉来庆祝831独立日？ 这些钱如果用在协助乡村贫穷家庭，将会更有意义。
"如果砂州政府连自己要指定什么日子为官方庆典都没有所谓的自主权，而必须受到联邦政府的钳制和控制，那砂州国阵政府又如何谈什么'为砂州人民争取自主权'？"
张氏也说，若砂州政府还是继续将831作为砂州政府的官方庆典，它将继续混淆我们的下一代有关砂拉越和马来西亚真正的历史。
张氏希望阿德南，面对其布城的巫统同僚，应勇敢的站出来并停止继续在砂州庆祝831。

MP DAP: Henti raikan 31 Ogos di Sarawak

DAP mahu kerajaan negeri tidak lagi meraikan hari kebangsaan pada 31 Ogos kerana tarikh berkenaan tidak mempunyai kepentingan sejarah untuk Sarawak.
Ahli Parlimen Bandar Kuching Chong Chieng Jen berkata ini adalah kerana Sarawak memperoleh kemerdekaan daripada British pada 22 Julai 1963.
"Tidak ada justifikasi dan alasan bagi kerajaan Sarawak membazirkan dana awam untuk terus meraikan 31 Ogos, hari Persekutuan Tanah Melayu mencapai kemerdekaan," katanya dalam satu kenyataan.
"Saya menyeru (Ketua Menteri) Tan Sri Adenan Satem untuk menghentikan sambutan 31 Ogos di Sarawak. Marilah kita raikan sambutan rasmi negeri pada 22 Julai dan 16 September.
"Pada masa sama, DAP Sarawak mengucapkan saudara-saudari kami di Malaysia Barat Selamat Menyambut Hari Kemerdekaan," katanya dalam satu kenyataan.
Chong berkata, Sarawak terpaksa menghabiskan "jutaan ringgit" untuk meraikan 31 Ogos setiap tahun selaras dengan arahan persekutuan, sedangkan wang berkenaan boleh digunakan untuk pembangunan luar bandar sebaliknya.
Katanya, ini akan menjadi ujian bagi Adenan sama ada beliau bertegas memperjuangkan autonomi untuk Sarawak, selaras dengan Perjanjian Malaysia.
"Jika kerajaan negeri tidak mampu dapat autonomi untuk membuat keputusan mengenai kalendar sambutan rasminya, apa autonomi yang boleh diperjuangan kerajaan negeri untuk Sarawak?
"Ia juga menunjukkan penjajahan kerajaan persekutuan ke atas kerajaan negeri Sarawak," katanya.
Menurut Cong, meraikan ketiga-tiga tarikh berkenaan akan mengelirukan golongan muda Sarawak berhubung sejarah negeri itu.
22 Julai adalah cuti umum di Sarawak, dan disambut secara besar-besaran oleh kerajaan negeri.
Sarawak, Sabah, Singapura dan Tanah Melayu untuk membentuk Malaysia pada 16 September 1963.
Sabah, ketika itu dikenali sebagai Borneo Utara, mencapai kemerdekaan pada 31 Ogos 1963.

MJC夜市照旧 小贩团结战胜朋党主义操控

巴市会接管石角夜市后收费营业时间地点照旧的决定，是该夜市小贩们团结对抗战胜朋党主义操控的胜利成果。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁如是指出。
张健仁列出以下有关石角MJC夜市管理权纠纷一系列事件的时间表：
1. 2008年该夜市开始，一开始就是由Triple-S这件公司和FAMA各别管理一半，向小贩们徵收的收费则是每天5令吉，一个星期营业2天。
2. 2015年3月，巴达旺市议会（巴市会）发函欲终止Triple-S和FAMA的管理权，并交由另一家私人公司接管。 该私人公司则立刻向小贩们徵收一天19令吉的执照费，并强制全部小贩每个星期必须营业5天。
3. 小贩们群起抗议，并由Triple-S公司的负责人带头反对这个新条例。 结果，巴市会收回管理权的终止信，并继续由Triple-S继续管理。 FAMA那一带的小贩们则因为FAMA接受有关终止信，巴市会则任由他们自己管理。
4. 2016年6月，砂州州选过后，巴市会再次出信终止Triple-S的管理权。 今次，巴市会没立刻宣布委任那间私人公司处理。 不过，该夜市则同时出现另一第三者开始在该夜市进行清理垃圾和重画小贩摊位的黄格。
5. 2016年8月16日，该夜市小贩与张健仁和Triple-S负责人一起上报，公开反对巴市会终止Triple-S的管理权而同时又把夜市的管理权给另一家新公司管理。 他们担心去年的新收费和新条件会再重演。
6. 2016年8月20日，Triple-S收集小贩们的签名，获得超过95%他所管理的小贩们的签名，支持他继续管理该夜市，并反对巴市会调高他们营业的收费率。 这签名证据也由张健仁和Triple-S负责人在报章上公布。 同时，该Triple-S负责人也公开表示，如果巴市会答应徵收原有或更低的收费及维持同样的营业时间条件，为了小贩们的利益，他将接受巴市会的终止信，不继续对抗。
7. 2016年8月26日，巴市会开会决定收费率照旧，而夜市也不需迁去新地点。
张健仁指出，从这一系列事件的发生和时间表，明显可见的是，在今年6月当巴市会终止Triple-S的管理权的当儿，巴市会根本就没有意愿要维持原有的收费率。 不然的话，为何要等到终止Triple-S管理权超过两个月后，才开会决定是否保持原有的收费率。
"一个市议会，在终止夜市管理权之前，不可能没有事先决定是否维持或调整夜市小贩们的执照费。 巴市会迟迟不公布新的执照收费率，可见其原来的意愿是要增加他们的执照收费，因此不敢事先公布，怕惹公愤。
"另外，如果巴市会没有给予默许或口头同意，那新的第三者又如何会突然在巴市会终止Triple-S管理权后，出现在该夜市清理垃圾和画黄格？ 巴市会主席罗克强和该第三者，是否事先已有一些协议，一切都不言而喻。"
张氏表示欣慰，因为小贩们的团结和勇敢抗议，最终巴市会在两个月后才决定维持原来的执照费。
张氏希望巴市会昨日的公布非只是权宜之计，等事情告一段落，再调整该夜市小贩的执照费。
他说，毕竟Triple-S这家公司可以在过去8年，都以同样的5令吉一天的收费维持和清理该夜市。 巴市会没有理由不能以同样的收费率，继续维持和清理该夜市多几年。
因此，张健仁希望巴市会言而有信，在今后的几年不调整这些小贩们的执照费以及不另外委新的私人公司接管该夜市。
"小贩们虽然不是什么有权有势的人，但是他们同样是马来西亚公民，是砂拉越人，他们有权捍卫他们谋生的权利。 市议会的责任是提供他们便利谋生，非企图从他们身上赚取市议会额外的收入和利润。"

取消徵收河道维修费 非延迟

砂州政府应取消徵收"河道维修费"的决策，而非只是单单的延迟该收费计划至2017年6月1日。
民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁指出，古晋海港局于今年6月公布将于今年6月1日开始，徵收一项"河道维修费"的新收费，而收费率是：
1. 每20尺货柜RM36.25，40尺货柜则收费RM72.50；
2. 普通货物则收费每一顿RM1.00。
张氏表示，这新收费是相等于古晋海港局过去的收费增加了20%。 而保守估计，这所谓的"河道维修费"，一年将为古晋海港局多收1100万令吉，换言之，砂州人民一年将多还1100万令吉给古晋海港局。
"当古晋海港局之前公布这新收费时，只有行动党大力的反对，并于6月29日在各大报章上大力抨击砂州政府的这项决策。 遗憾的是，人联党对此政策，噤若寒蝉，不敢出声。"
张氏表示欣慰看到他的抗议得到一些成果，至少，目前古晋海港局押后一年才落实这项收费。 换句话说，行动党的抗议，为了砂州人民节省了1100万令吉。 这又是一个强有力的佐证，在野党的重要和效应。
"但是，对于海港局的押后一年收费的宣布，我感到的欣慰，只是'半高兴'而已。 因为政府本来就不应该有这种莫名其妙的'河道维修费'的收费。 这根本就是胡乱找个藉口向人民开刀。"
张氏说，古晋海港局不应有这种"河道维修费"的收费，其原因有3，即：
1. 河道是公共基建设施，就如道路和沟渠，政府有责任维修。 这些船务公司已有还海港局费用和政府税务。 因此政府不应该另外再加收多20%的收费，美其名为河道维修费。
2. 古晋海港局的河道加深工程安装政府的预算，最早将于2019年竣工。 新的河道工程还未完成，何来维修工作？
3. 砂州的货物运输费远较西马的货物运输费高。 这较贵的运输费，不只是对砂州人民是一种经济负担，而且，对砂州的企业，也是额外的成本，有损砂州中小型企业的竞争力。 砂州政府应尽量减低运输费的开支，而非反其道的加重运输费的开支。
"因此，我呼吁砂州政府取消这'河道维修费'的额外收费，而非单只押后收费一年时限。 同时，古晋海港局也应退还之前船务公司所缴付的'河道维修费'。"

Call upon the State Government cancel Channel Maintenance Recovery Charges

I welcome the Kuching Port Authority's announcement to defer the collection of "Channel Maintenance Recovery Charges" after I brought up the objection in the media on 29-6-2016 against the collection of the said Charges.
As always, it was only the DAP objecting to the said Charges on behalf of the people. SUPP just kept quiet about it, afraid to object to any of the State Government's policy until green light is given by Adenan.
This is again another proof of an effective opposition which saves Sarawakians an estimated sum of RM11 million for the one-year period starting from 1-6-2016.
The initial announcement for the collection of the said Charges was made in June, 2016 to take effect on 1-6-2016 and the rates charged were
RM36.25 per TEU (RM35.25 per 20' container & RM72.50 per 40' container)
RM1.00 per ton or loose cargo
This additional charge constitute approximately an extra 20% increment in port charges on cargo shipment.
While it is good that shippers are now spared the said Charges, there is still no justification for the Kuching Port Authority to start collecting the Charge starting 1-6-2017.
Firstly, channel is public infrastructure. The Government has a duty to maintain it, just like roads and drains. The shippers has already paid port charges and taxes to the Government. As such, there should not be another extra 20% charges for the maintenance of the channel.
Secondly, the channel deepening project is only slated to be completed by 2019. Therefore, KPA should not start its collection of the said Charges before the project was completed.
Thirdly, transportation costs on goods to and from Sarawak is a lot higher than the transportation costs on goods to and from West Malaysia. Such high transportation costs are not hurting the general Sarawak consumers but also hurting our Small medium industry. The State Government should not add further costs on the already high transportation costs of Sarawak.
I therefore call upon the State Government to cancel this Channel Maintenance Recovery Charges in toto, not just deferring it to 1-6-2017. The KPA should also refund those "Channel Maintenance Recovery Charges" collected from the forwarding and shipping companies.
