Rules Based Institutions, Celebrating Diversity And Outcome-Based Administration Can Help To Establish National Unity, Integrity And Economic Prosperity For All. 56 years after Merdeka, the promise of our founders' ideals have not matched with the realities of our present generation. Malaysia continue to be beset by an extremist and racist divide, overshadowing and even condoning the entrenchment of cronyism, abuse of power and even corruption. The poor performance of Malaysian Airline System(MAS) despite the huge amounts of public funds invested as compared to Air Asia Bhd is puzzling. Despite not getting a single cent in public funds, Air Asia has consistently outperformed MAS with cheaper fares and is now larger than MAS in market capitalisation, planes and share price. The public has a right to ask the value of money for some RM19 billion spent by the Federal government since 1998 to keep MAS solvent, including guaranteeing RM12.3 billion of MAS' borrowings. Adhering to a system of open, transparent and accountable rules-based institutions will ensure that only those who are clean, diligent and competent will be entrusted with jobs involving public trust. Celebrating diversity openly would help to restore our schools as centres fostering national unity instead of centres causing controversy and racial division. An outcome-based system would ensure delivery to the public and good performances would definitely lead to economic growth and prosperity for all. The revision of Malaysia credit outlook from "stable" to "negative" by Fitch Ratings indicates the seriousness of the Malaysian government's budget deficit of 4% of GDP and debt position which nears 70% if contingent liabilities are included. Worse is the household debt to GDP Ratio which is 83.5%, and where half of the household income of the poor are used for debt repayments. If the Federal government wants to reduce household debt, it must lead the way by taking steps to fight corruption so as to reduce Federal government debt and the budget deficit. Malaysians need to return to the ideals of democracy freedom and fairplay that inspired our founders if our aspirations to achieve that which is true, just and good are to be realised. Rules-based institution, celebrating diversity and outcome-based administration can help to establish national unity, integrity and economic prosperity for all. Let us show that Malaysians can be the best they can be and not the worst that some politicians tells us that we actually are. | Posted: 29 Aug 2013 09:19 PM PDT Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 30.8.2013 In upholding freedom of expression and strongly condemning racial hatred, the Penang state government reiterates that no action will be taken against anyone who ignores our advisory that "Tanda Putera" is full of lies, demonises minority groups and the thousands of innocent Malaysians killed during the 1969 May 13 riots. As a matter of historical record, the Penang state government has a moral duty to adopt a clear and unambiguous stand to oppose any attempt to rewrite history that is grossly inconsistent with actual events and facts. In contrast, those aligned to the BN Federal government has taken an opposite approach by threatening to close down cinema operators and other forms of legal action if Tanda Putera is not screened. The police have even been used to remove artworks in Kuala Lumpur. This is the difference between Kuala Lumpur and Penang where even those in Penang that differ with the Penang state government can still display their presentations undisturbed. It is for this reason that Penang is slowly becoming the art capital of Malaysia because artists enjoy freedom of expression. However freedom of expression does not gives one the freedom to lie. The Penang state government has taken this step to issue an advisory on Tanda Putera because the film has crossed a red line in using public funds to propagate lies that promotes hatred instead of harmony between the various races in Malaysia. Following threats from the Federal government, we have been informed that all cinema operators will be screening the movie soon in Penang. The Penang state government gives assurances that no action will be taken when this is done, but it is hoped that all parties, including both cinema goers and movie operators can see through the lies and racist hatred embedded in the film. The sponsorship of the film's production cost of RM4.8 million by the Federal government can only be seen as a full official endorsement, including fictitious scenes which the director admits are untrue but is explained as "creative license". Creative license does not give anyone the license to spread lies that may cause racial disharmony and conflicts. Clearly BN is stooping low to brainwash Malaysians into accepting lies and rejecting the truth. This raises questions whether by promoting racial hatred against minorities and blaming minorities as the source of all problems is part of the justification and excuse for abuses of power and corruption. BN may yet succeed in brainwashing future generations. Therein lies our responsibility to hold on firmly to the truth and that there were still Malaysians who stood up against the demonization of minority groups in Malaysia. Sebaliknya, mereka yang cenderung kepada Kerajaan Persekutuan BN telah mengambil pendekatan yang bertentangan dengan mengancam untuk menutup pengendali pawagam dan lain-lain bentuk tindakan undang-undang jika Tanda Putera tidak ditayangkan. Pihak polis telah pun digunakan untuk membuang karya seni di Kuala Lumpur. Ini adalah perbezaan di antara Kuala Lumpur dan Pulau Pinang, di mana, di negeri ini, mereka yang tidak sehaluan dengan kerajaan negeri Pulau Pinang masih boleh memaparkan persembahan mereka tanpa gangguan. Inilah yang perlahan-lahan menjadikan Pulau Pinang kota seni Malaysia kerana artis menikmati kebebasan bersuara. Walau bagaimanapun kebebasan bersuara tidak bererti kebebasan untuk berdusta. Kerajaan Negeri Pulau Pinang telah mengambil langkah ini untuk mengeluarkan nasihat mengenai Tanda Putera kerana filem itu telah melintasi garis sempadan dengan menggunakan dana awam untuk menyebarkan pembohongan yang menggalakkan kebencian dan bukan keharmonian antara pelbagai kaum di Malaysia. Berikutan ancaman daripada kerajaan Persekutuan, kami telah dimaklumkan bahawa semua pengusaha pawagam akan menayangkan filem ini tidak lama lagi di Pulau Pinang. Kerajaan Negeri Pulau Pinang memberi jaminan bahawa tiada tindakan akan diambil terhadap mana-mana pihak, tetapi kami berharap semua pihak, termasuk penonton dan pengusaha filem boleh melihat disebalik pembohongan dan kebencian perkauman tertanam dalam filem itu. Tajaan kos pengeluaran filem itu sebanyak RM4.8 juta oleh kerajaan Persekutuan hanya boleh dilihat sebagai satu sokongan rasmi sepenuhnya, termasuk terhadap adegan rekaan yang diakui sendiri oleh pengarahnya sebagai tidak benar tetapi dijelaskan sebagai “lesen kreatif”. Lesen Kreatif tidak memberi sesiapa hak untuk menyebarkan pembohongan yang boleh menjejaskan keharmonian kaum dan konflik. Jelas BN sanggup ke tahap ini untuk memaksakan pembohongan dan menafikan kebenaran. Ini menimbulkan persoalan sama ada dengan menggalakkan kebencian kaum terhadap minoriti dan menyalahkan minoriti sebagai punca semua masalah adalah sebahagian daripada justifikasi dan alasan untuk penyalahgunaan kuasa dan rasuah. BN mungkin tidak akan berjaya mengaburi fikiran generasi akan datang. Di sinilah letaknya tanggungjawab kita untuk berpegang teguh kepada kebenaran dan yakin masih terdapat rakyat Malaysia yang akan berjuang melawan penindasan terhadap kumpulan minoriti di Malaysia.
