UMNO Kota Belud MP Abdul Rahman Dahlan is so desperate to pin a scandal on the PR state government that they are claiming that the state government did not sell the 102.6 acres of land by open tender but by negotiated tender and had sold the land at a low price of RM240 per square foot instead of the market price of RM420 per square foot. Abdul Rahman should show proof that the land was sold by negotiated tender. This was an open competitive tender that was advertised in the newspapers. If the market price of land at Bayan Mutiara is RM420 per square feet, the Penang state government would like to challenge UMNO or its cronies to buy the 102.6 acres of Bayan Mutiara land at RM420 per square feet. In other words instead of presently receiving RM1.07 billion at RM240 per square feet, the state government can receive RM1.873 billion if Abdul Rahman or UMNO's cronies can pay at RM420 per square feet. If UMNO or its cronies dare not take up the challenge and buy the land at RM420 per square feet then they will be exposed as liars. Other UMNO leaders had also lied that Ivory Properties Group Berhad, the developer who won the open tender, was exempted from building low medium cost housing in Penang but allowed to build them in Batu Kawan. Also UMNO claimed that there was no provision for schools or surau/places of worship. This is another lie. The developer was not given any exemption and is required to build low medium cost housing in Penang as well as make provision for schools and places of worship as required by the conditions set out by the Penang Municipal Council(MPPP). The nearly 12,000 units of affordable housing in Batu Kawan is a new initiative from the Penang state government additional to the low medium cost housing that must be built by Ivory. Penang State Government Has Appointed HDB Singapore In Planning And Designing The Best Quality Affordable Housing In Malaysia Not In Building And Constructing Which Will Be Appointed By Open Tender To Local Contractors. The state government has used RM500 million profits from the sale of the land in Bayan Mutiara to build affordable housing on both the island and in Batu Kawan. This is the largest one-off amount allocated by any state government for affordable housing in Malaysia. The Batu Kawan project consists of 12,000 units of affordable housing and promises to be the best quality affordable housing in Malaysia. The Penang state government passionately believes that poor in Penang deserves a home not a "box" for their children to grow up healthily and safely. Instead of imitating the best, the Penang state government has decided to choose the best planner for affordable housing in the world – Housing Development Board(HDB) of Singapore. Penang state government has appointed HDB Singapore only in planning and designing the best quality affordable housing in Malaysia, not in building and constructing which will be appointed by open tender to local contractors. For UMNO to claim that the Penang state government has more faith in Singapore contractors than local contractors in building the affordable is not true as the work has not been tendered out yet. However the Penang state government makes no apologies for appointing the HDB Singapore as the consultant planners they build the best quality affordable housing in the world. Why is it that when Singapore firms come to Iskandar Johor, they are welcomed and praised but when Singapore firms come to Penang, they are attacked and criticised? This double-standards by UMNO is clearly politically motivated to provoke racial sentiments in Penang. The Penang state government will not bow to such racial attacks but will remain steadfast in our objective of providing all Penangites, regardless of race or religion, the best quality affordable housing in Malaysia by choosing the best in the world to help us complete the job. All Penangites deserves to own their dream home where their children can live, learn, work, play safely and healthily. We want all Penangites, whether rich or poor, to share in this dream home. Lim Guan Eng —- Mandarin Version– 槟州首席部长林冠英于2012年2月14日在乔治市发表声明： 挑战巫统或其朋党以他们所说的真正市价，即每平方公尺420令吉购买峇央珍珠102.6英亩的地段。 巫统还是没有学会林肯所说的"林肯曾经说过："你可以一时欺骗所有人，也可以永远欺骗某些人，但不可能永远欺骗所有人。"巫统哥打毛律区国会议员拉曼达兰是如此迫切地要找出民联州政府的丑闻，他们谎称州政府没有通过公开招标、而是直接洽谈脱售102.6英亩，而且把市价每平方公尺420令吉的地段以每平方公尺240令吉的价格脱售。 阿都拉曼已经拿出证据，证明上述地段是直接洽谈。事实上，我们已经在报章上刊登公开招标的启示。如果峇央珍珠的市价真的是每平方公尺420令吉，我挑战巫统或其朋党以他们所说的真正市价购买峇央珍珠102.6英亩的地段。 换句话说，如果阿都拉曼或巫统朋党能以每平方公尺420令吉的价格买地，州政府不只可以目前的售价每平方公尺240令吉收取10亿7000万令吉，而是18亿7300万令吉。如果巫统或它的朋党不敢接受挑战，以每平方公尺420令吉来买地，只能证明他们是骗子。 其他的巫统领袖也撒谎说玮力集团，也就是赢得竞标的发展商，豁免在槟岛兴建中廉价屋，而是在峇都加湾兴建。巫统也说有关发展商不必建学校、祈祷堂或宗教场所。 这也是另一个谎言。政府并没有免除发展商的义务，他们必须依据槟岛市政局的条例在槟岛兴建中廉价屋、学校、祈祷堂。除了玮力集团必须承建的中廉价屋，峇都加湾1万2000个可负担房屋的兴建计划是槟州政府的另一项新计划。 槟州政府是委托新加坡房屋发展署负责可负担平民屋的规划及设计，而不是负责建筑及建设工程，建筑及建设工程将透过公开招标选出本土的承包商。 州政府已经透过出售珍珠湾土地所获得的5亿令吉作为在槟岛及巴都交湾建造可负担平民屋的基金。这是目前全马各个州政府中，最大耗资的可负担平民屋计划。 巴都交湾计划将建有1万2000单位的平民屋，并且承诺将会是全马品质最棒的平民屋。槟州政府相信槟城的穷苦大众应该享有一个真正的家园，而不是让他们的子女在"鸟笼"般的环境长大。与其抄袭最好的房屋计划，槟州政府干脆直接选择世界最棒的可负担平民屋规划者，也就是著名的新加坡房屋发展署(HDB)。 槟州政府是委托新加坡房屋发展署负责可负担平民屋的规划及设计，而不是负责建筑及建设工程，建筑及建设工程将透过公开招标选出本土的承包商。因此巫统指责槟州政府宁愿把工程发包给新加坡承包商，而不愿给本地承包商是不实的 无论如何，槟州政府是不会针对委托新加坡房屋发展署作为规划顾问而道歉，他们可是全世界建造品质最好平民屋的机构。为什么当新加坡公司到柔佛进驻伊斯干达特区的时候，他们"巫统"无任欢迎及高度赞扬，但是当新加坡公司进驻槟城的时候，他们却攻击与批评？ 巫统的双重标准，很明显的是有政治动机，以在槟城煽动种族情绪。槟州政府将不会因为这类的种族主义攻击而屈服，反而会站稳我们的立场与目标，无论种族或种教，选择世界最好的机构，协助我们完成提供槟城人全马最好的平民屋计划。 全槟城人有权力享有他们的梦想家园，让他们的子女可以在更安全及健康的环境生活、学习及玩乐。我们要全体槟城人，无论贫富，都能分享这个梦想家园。 林冠英 |
| Posted: 13 Feb 2012 08:03 PM PST Does Prime Minister Datuk Seri Najib Tun Razak agrees with his 2 Cabinet Ministers that Datuk Seri Sharizat Abdul Jalil repay the RM 250 million National Feedlot(NFC) or cows for condos scandal as well as that the RM100 for school children and RM500 Bantuan Rakyat 1Malaysia (BR1M) Financial Assistance can be given out yearly? First Rural and Regional Development Minister Datuk Seri Shafie Apdal had responded 2 days ago to my suggestion that the financial aid of RM100 be given out yearly to school children and RM500 for the poor. I had expressed disappointment that the BN government had only undertaken this initiative during the general election year but not every year. By giving this financial assistance, the BN is copying from the PR Penang's cash aid social initiatives such as the annual RM 100 Senior Citizens Program. However unlike PR, the BN government had refused to state that this program would be given yearly. Datuk Shafie had said that this can be continued only if the economy continues to grow rapidly. This is an insincere conditional promise by Datuk Shafie, as any responsible government is duty bound to give financial assistance yearly to the poor. Datuk Shafie must be reminded that it is the government responsibility to ensure economic growth and progress. Why should the poor be punished for the government's poor financial performance? A government's basic duty to the poor is so essential that it should not be subjected to BN's poor economic management and performance. If Penang PR state government can guarantee yearly financial assistance to the needy, even though Penang's state budget is 200 times smaller than the BN Federal government's budget, there is no reason why BN dare not make such an annual commitment. Failure by BN to make this annual commitment only lends credibility that this is politically motivated and a naked attempt to buy votes for this year's general elections. Can Datuk Seri Najib make a firm commitment like PR state governments that these financial aid costing RM1.8 billion for 3.4 million households of RM500 each and RM550 million for 5.5 million students of RM100, can be "institutionalised" by being given out yearly? Does Datuk Seri Najib also agree with Minister in the Prime Minister's Department Datuk Seri Mohamed Nazri Aziz's suggestion that UMNO Wanita chief Datuk Seri Shahrizat Abdul Jalil save her Cabinet post by repaying the RM250 million government loan obtained for the scandal-ridden National Feedlot Centre (NFC) project? This is a first ever admission by a Cabinet Minister that not only Sharizat is tied to the cows and condos scandal but that there is wrongdoing. Nazri added, "She does not have to resign. The main thing is, return the money to the government. But after this, it is better to use open tender to avoid such unwanted incidents." Why should the money be returned if there is no wrongdoing? Even, returning the money is inadequate. Action must be taken against those responsible and Sharizat should also resign. Also why was there no open tender conducted in the first place? BN must remember that public funds from the RM 250 million loan are used to pay for Shahrizat and her family's personal expenses, purchase of two luxury condominium units in Bangsar, Kuala Lumpur. In response to claims that NFCorp had purchased two luxury condominiums worth RM34 million in Singapore's posh Marina Bay Suites, Shahrizat's son Wan Shahinur Izmir had explained recently that the company had decided that it would make better use of the money by investing in property during a break in business operations. That not just unacceptable but an serious affront to the standards of financial propriety, trust and accountability. Malaysians demand action now. Failure to act shows the failure of the government's National Key Results Area under the Government Transformation Programme(GTP) to fight corruption. Adakah Perdana Menteri Dato' Sri Najib Tun Razak bersetuju dengan dua Ahli Kabinetnya bahawa Datuk Seri Shahrizat Abdul Jalil patut mengembalikan RM250 juta dalam skandal lembu dan kondo NFC dan juga menjadikan bantuan kewangan RM100 kepada pelajar sekolah dan RM500 Bantuan Rakyat 1Malaysia (BR1M) sebagai program tahunan? Pertamanya, Menteri Kemajuan Luar Bandar dan Wilayah Datuk Seri Shafie Apdal kelmarin telah membalas cadangan saya bahawa bantuan kewangan RM100 kepada pelajar sekolah dan RM500 untuk keluarga miskin harus diberi setiap tahun. Saya telah menzahirkan kekecewaan kerana Kerajaan BN hanya melaksanakan inisiatif ini menjelang Pilihan Raya Umum dan bukan setiap tahun. Bantuan kewangan yang diberi ini adalah tiruan daripada inisiatif bantuan kewangan sosial PR Pulau Pinang seperti RM100 setiap tahun dalam Program Penghargaan Warga Emas. Tetapi, tidak seperti PR, Kerajaan BN tidak enggan menyatakan sama ada program ini akan dibuat secara tahunan. Datuk Shafie telah berkata bahawa program ini hanya boleh diteruskan jika ekonomi terus berkembang. Ini merupakan janji bersyarat yang tidak ikhlas oleh Datuk Shafie, kerana sebuah kerajaan yang bertanggungjawab harus memberi bantuan kewangan tahunan kepada golongan miskin. Datuk Shafie harus diingati bahawa adalah tanggungjawab kerajaan untuk memastikan pertumbuhan dan kemajuan ekonomi. Kenapakah harus golongan miskin dihukum kerana prestasi kewangan kerajaan yang lemah? Tanggungjawab asas kerajaan kepada golongan miskin adalah penting dan tidak patut tertakluk kepada pengurusan dan prestasi ekonomi yang lemah oleh BN. Jika Kerajaan Negeri PR Pulau Pinang boleh memberi jaminan bantuan kewangan tahunan kepada golongan yang memerlukannya walaupun bajet Pulau Pinang adalah 200 kali lebih kecil daripada bajet Kerajaan Persekutuan BN, tidak ada sebab kenapa BN tidak berani membuat komitmen tahunan yang serupa. Kegagalan BN untuk membuat komitmen tahunan ini hanya memperkukuhkan hakikat bahawa inisiatif ini bermotif politik dan merupakan cubaan untuk membeli undi menjelang Pilihan Raya Umum tahun ini. Bolehkah Datuk Seri Najib membuat komitmen yang teguh seperti Kerajaan-kerajaan Negeri PR bahawa bantuan kewangan yang menelan belanja RM1.8 bilion atau RM500 seisi rumah untuk 3.4 juta isi rumah dan RM550 juta atau RM100 seorang pelajar untuk 5.5 juta pelajar boleh "diinstitusikan" sebagai program tahunan? Adakah Datuk Seri Najib juga bersetuju dengan Menteri dalam Jabatan Perdana Menteri Datuk Seri Mohamed Nazri Aziz bahawa Ketua Wanita UMNO Datuk Seri Shahrizat Abdul Jalil boleh menyelamatkan jawatan Kabinetnya dengan membayar balik pinjaman RM250 juta yang telah diberi untuk projek Pusat Fidlot Nasional (NFC) yang kian menjadi skandal? Ini adalah pengakuan kali pertama oleh seorang Menteri Kabinet bahawa Shahrizat bukan sahaja terlibat kepada skandal lembu dan kondo tetapi juga bahawa kesalahan telah berlaku. Nazri bertambah, "Beliau tidak harus letak jawatan. Yang paling penting, kembalikan duit itu kepada kerajaan. "Tetapi selepas ini, adalah lebih baik dijalankan secara tender terbuka bagi mengelak masalah hal yang tidak diingini." Kenapakah duit harus dikembalikan jika tidak ada kesalahan? Pun begitu, pengembalian duit tidak mencukupi. Tindakan harus diambil ke atas mereka yang bertanggungjawab dan Shahrizat juga harus letak jawatan. Dan satu lagi, kenapakah tender terbuka tidak dilaksanakan dari permulaan? Ini bukan sahaja tidak boleh diterima tetapi merupakan penghinaan kepada standard kebiasaan kewangan, amanah dan kebertanggungjawaban. Rakyat Malaysia menuntut supaya tindakan diambil serta merta. Kegagalan untuk bertindak menunjukkan kegagalan Bidang Keberhasilan Utama Negara (NKRA) membasmi rasuah di bawah Program Transformasi Kerajaan. Lim Guan Eng —-Mandarin Version– 民主行动党秘书长兼峇眼区国会议员林冠英于2012年2月14日在吉隆坡发表声明： 首相是否同意他的两名内阁部长所建议的，叫拿督斯里莎丽扎交还国家养牛中心或养牛公寓丑闻的2亿5000万令吉，并且每年发出100令吉给学生及500令吉作为一个马来西亚人民援助金？ 首相是否同意他的两名内阁部长所建议的，叫拿督斯里莎丽扎交回国家养牛中心或养牛公寓丑闻的2亿5000万令吉，并且每年发出100令吉给学生及500令吉作为一个马来西亚人民援助金？ 首先，乡村及区域发展部长拿督斯里沙菲阿达两天前，回应了我关于每年发出100令吉给学生及500令吉的贫穷人民援助金。我对于国阵只在选举年采取这项措施，而不是把它列为常年计划感到失望。 国阵其实是模仿槟州民联的社会福利计划如：乐龄人士100令吉回馈金，而发出这笔援助金。但是，国阵却不愿意像民联那样，每年都进行这项计划。拿督沙菲说，如果国家经济持续发展，政府才可以延续这项援助金计划。 拿督沙菲的承诺是不真诚、有条件的，任何一个负责任的政府都有权利提供常年援助给穷人。我要提醒拿督沙菲，政府有责任确保经济成长及进步。为什么政府财务表现不良的话，穷人就必须被惩罚？ 照顾穷人是政府最基本的职责，这不应该受到国阵差劲的经济管理及表现影响。槟州民联政府的预算少过国阵联邦政府的预算200倍，如果槟州民联政府都可以发出常年援助金给穷人，国阵没有理由做不到。 国阵不把这项措施列为常年计划，只会让人更加相信，这是为了赢得今年选举的政治手段及买票行为。拿督斯里纳吉是否可以像民联州政府那样，下定决心，将这笔总数18亿令吉、让340万户家庭的500令吉援助金及总数5亿5000万令吉，让550万名学生受惠的100令吉补贴，制度化列为常年拨款？ 首相拿督斯里纳吉是否同意首相署部长拿督斯里莫哈末纳兹里的建议，让巫统妇女组主席拿督斯里莎丽扎， 交还国家养牛中心丑闻2亿5000万令吉的政府贷款，就可以保住内阁职？这是第一次内阁部长承认，不只莎丽扎与养牛公寓丑闻有牵连，当中也是犯罪之处。 纳兹里说："她不需要辞职。最重要是，把钱还给政府。从此以后，最好采纳公开招标，来避免这样的事情再发生。"如果没有做错事，为什么要把钱还回给政府？即使是还钱也是不恰当的。当局必须对有关人士采取行动，而莎丽扎必须辞职。还要，一开始为什么不进行公开招标？ 国阵必须记得，上述2亿5000万令吉的公款是用来支付莎丽扎和其家人的私人开销、购买吉隆坡孟沙区两幢豪华公寓的费用。在回应关于国家养牛中心以3400万令吉在新加坡Marina Bay购买两幢豪华公寓时，莎丽扎的儿子万沙希努解释说，国家养牛公司在生意操作上，决定把上述款项用来投资房地产。 这是不能被接受的，也是严重侮辱财政守则、诚信及公信水平的做法。马来西亚人要求当局马上采取行动。如果又是不了了之，证明政府国家转型计划中"贪污"关键成效领域的成绩已经付诸东流。 林冠英 |
