陪古蹟前進工作營 知識與經驗分享 雙管齊下維護檳古蹟


(檳城28日訊)為全面提升檳民古蹟醒覺意識、各階層共同維謢古蹟,檳世遺辦公室舉辦為期3天的"陪古蹟前進"講座與工作營,以書面知識分享與實際個案雙管齊下,進行古蹟區保護醒覺探討。

檳藝術委員會主席黃漢偉表示,喬治市入遺後古蹟建築在檳城的未來扮演重要角色。檳城有必要全城動起來,從州政府到民間,各自扮演各人角色,從學習古蹟區管理到全民保護,共同進行古蹟維護工作。

他週六在喬治市海灣酒店為"陪古蹟前進"講座與工作營主持開幕時指出,古蹟保護有必要系統化進行,州政府為良好管理古蹟區,已於月前通過"2011年檳州遺產法案"委任檳州遺產專員和成立檳州保護古蹟委員會,立法保護古蹟區。

黃漢偉盼全城動起來

他說,檳保護古蹟委員會概念源自房屋委員會。州政府原擬成立檳古蹟委員會(Lembaga warisan),但礙於檳古蹟委員會一旦以完全政府機構形態成立,將在處事程序上令保護工作備受官僚系統阻礙,無法更靈活迅速處理,所以委任專員更為適宜。

"另外,屋租統制法令廢除後,市區人口外移到新興衛星市如峇央峇魯等。許多年輕一代均在市區外成長,遠離市區不了解古蹟和文化的重要性與價值。"

他強調,學校正規歷史教育,時常有意無意忽略或刪除本土歷史。本地非政府組織、民間學者或歷史學家應加入研究,以填補這塊空洞,也帶領年輕一代重新認識老祖宗集體創造的民間文化與智慧,成為真正的集體回憶。

"除了保護古蹟,州政府也銳意發展博物館,讓它在文化傳承上扮演更重要角色。其實,更多學校應定期讓學生到博物館參觀,掌握本土文化精髓。"

為期3天的講座與工作營請來3名澳洲古蹟工作者演講。工作營以老屋業主、繪測師、律師、旅遊業者和其他檳民為目標群眾,除聆聽講座外也針對個別保護個案進行腦力激蕩和討論,分享國內外古蹟保護知識。

工作營可將帶領營員到古蹟區,進行如仁愛堂的流失等真實個案探討。

HERITAGE now plays an important role in developing Penang's economy, culture and arts following the state's listing as a World Heritage Site by Unesco.

It is now timely for Penang to accelerate its learning curve in the field of heritage management and to equip people with the awareness about conservation and sustainable development of its heritage resources, said the George Town World Heritage Incorporated (GTWHI) research officer Muhammad Hijas Sahari.

In a statement, Hijas said GTWHI would be organising their fourth public forum and workshop entitled 'Progressing With Heritage 2011' at the Bayview Hotel from tomorrow until Monday.

Held in cooperation with AusHeritage and Penang Heritage Trust, the event will feature lectures by eight heritage experts from Australia who will be brought in as resource persons for the forums and the workshops.

Some of the speakers are Barrie Cooper who initially set up a company which carried out restoration plaster-work on heritage buildings in Australia, Dr. Donald Ellsmore who is currently involved in heritage conservation project in New South Wales, Victoria and Tasmania and AusHeritage Ltd deputy chair Ian Cook.

The forum and the workshop aim to raise the level of interest and awareness in conservation and at the same time develop realistic frameworks and the way forward for the George Town World Heritage Site.
