Motion to protect rights of 200 Orang Asal families submitted

The Sarawak Government must stop the policy of giving land away cheaply to its cronies while the people receive nothing in terms of compensation.


KUALA LUMPUR: Bandar Kuching MP Chong Chieng Jen on Tuesday submitted to the Speaker a motion under standing order 18 (1) to ask Parliament to give immediate consideration for the protection of the human rights and welfare of over 200 Orang Asal families in Bintulu "to avoid any serious conflict and fighting".
One hundred and ten families in the Sebatang area, Tg. Kidurong road, Bintulu have been given until Wednesday to vacate the land or their houses will be demolished.
A company, which has been given the land by the Sarawak Government, has been seen going around the affected homes . "The affected folks said that it's not that they do not want to move but they really do not have a place to move to," said Chong.
A High Court Judge has set April 21, 2015 to hear the case of another 91 families in the same area who are defendants. The defendants had been brought up to the Bintulu High court to vacate the land Lot 3113, Kemena Land District where they had been staying for decades.
The second group of affected families are being represented by Padungan MP Wong King Wei.
Kidurong Assemblyman Chiew Chin Sing called on the government to step in and "allocate a place for the over 200 families to move to and resolve the situation amicably before it is too late".
He said that it was ironical that the Sarawak Government should sell the 200-acre property for RM27.8 million in 2012 to a private company while the Orang Asal who had been staying there for decades received nothing and had to leave.
"The premium for the 200 acre land is RM27.8 million or RM139,000 an acre while the value of the land there is easily ten times that," he said. "It is high time the Sarawak Government stop the policy of giving land cheaply to its cronies while the people continue to be neglected by it."

Chong: House prices will definitely rise after GST

Sarawak DAP chief Chong Chieng Jen is certain that the prices of houses will definitely rise with the implementation of goods and services tax (GST) on April 1.

"I can assure you that the prices of houses will rise due to the prices of building materials, such as cement and steel bars, which are subject to the six percent tax," Chong told the media.

He said he found it amusing or even strange that Sarawak Housing Minister Abang Johari Openg and his deputy Abdul Karim Hamzah have been issuing contradictory statements on the impact of the GST on the prices of housing after its implementation in April.

Chong yesterday showed a newspaper clipping dated Oct 13, 2014, to reporters, which quoted Abang Johari (left) as saying: "After the implementation of GST, house prices should fall, unless my maths is very poor.

"Prospective house buyers in Sarawak should not fall for the claims by developers that property prices would increase following the implementation of GST on April 1, saying that buyers would not be burdened by the six percent GST as developers would enjoy an input tax deduction for the building materials they used.

"They have to pay GST for the materials, of course, but at the end of the day the building process chain, developers can claim GST back on what they had purchased.

"The price of houses cannot be higher than what it is now. At the moment you are paying 10 percent government tax, plus six percent sales tax. If it imposed at six percent, then it should be lower. That's the logic," Abang Johari had said.

'Year-to-year prices will appreciate'

Chong who is the MP for Bandar Kuching and Kota Sentosa assemblyperson, then showed another paper clipping dated March 7 this year which quoted Abdul Karim as saying that after the implementation of GST, house prices would increase by three to four percent.

"It (price) might probably be a three to four percent increase, but then it is still subject to market forces. Year-to-year the prices will definitely appreciate," Abdul Karim had said.

Chiding Abang Johari for his 'poor maths', Chong told newsmen that he agreed with Abdul Karim for the fact that a lot of building materials are not subject to sales tax, but when GST is implemented, prices of building materials, such as cement and steel bars, would be subjected to the six percent tax.

Abdul Karim was correct to say that house buyers could expect to pay more for house prices after April 1, citing a terrace house as an example.

He said that a buyer who went for a terrace house which was worth RM350,000 would be expected to pay another RM30,000 for the total cost of GST.

张健仁抨击阿邦佐 消费税言论混淆人民

(本报古晋13日讯)行动党国州议员张健仁抨击砂房屋部长拿督阿玛阿邦佐哈里和砂房屋助理部长拿督阿都卡林在"消费税导致房屋涨价与否"一事,发表不同的言论,令人民感到混淆!
他吁请州内阁部长在发表任何言论之前,都必须清楚了解整体情况。
身兼古晋区国会议员及哥打圣淘沙区州议员的张健仁于今日召开新闻发布会时,发表是项谈话。

他披露,阿邦佐哈里于2014年10月13日发表"消费税实施将促使房价下跌,除非我的数学很差",并说明消费税只有征收6%税务,销售税则是征收10%,因此房价必然会因着消费税而降低。
他继称,但是阿都卡林于2015年3月7日则表示"消费税将导致房屋价格调涨3%至4%。"

他声称,房屋部长和房屋助理部长发表不同的言论,令人民感到混淆,是非常不妥当的做法。
他认为,部长应该了解实际情况之后,才发表言论。
与此同时,他表示,个人认为阿都卡林的言论比较正确,原因是建筑材料目前并没有被征收10%销售税,然而从今年4月开始必须被征收6%消费税,因此房屋建筑成本会提高,房价也会调涨。

行动党动议 “达雅”字眼取代“土著”

(本报古晋13日讯)砂行动党将于来临的砂州立法议会提呈一项动议,要求州政府以"达雅"字眼取代官方表格内种族栏的"土著"(Bumiputera)或"其他"(Lain-lain)。
该党欢迎国阵州议员同样提出类似的动议,或是"骑劫"该党的这项动议。

该党国州议员张健仁于今日召开新闻发布会时,如是披露。
他表示,本身以古晋区国会议员身份日前在国会中提问中央政府在此课题的立场,获得首相署部长拿督约瑟恩都鲁的回答。
他指出,约瑟恩都鲁声称东马少数土著技术委员会已被政府委派进行探讨工作,收集达雅民族的意见,于2015年2月份在诗巫、美里和古晋,跟达雅非政府组织进行对话交流,大部分认同应以"达雅"字眼取代官方表格内种族栏的"其他"(Lain-lain)。
为达雅同胞争取权益
"部长表示,有关委员会已在2015年3月5日提呈相关建议予中央内阁,寻求政府的批准。"
他要求中央政府尽快给予批准,不要耗时良久来处理此课题,毕竟这是达雅族群的意愿。
与此同时,也是哥打圣淘沙区州议员的张健仁披露,该党将于来临的砂州立法议会提呈一项动议,要求州政府统一以"达雅"字眼取代官方表格内种族栏的"土著"(Bumiputera)或"其他"(Lain-lain)。
他呼吁所有朝野州议员都支持这项动议,为达雅同胞争取权益。
他笑称,国阵州议员也可提呈类似的动议,或是"骑劫"该党的这项动议,该党无任欢迎。

KUCHING: Kota Sentosa assemblyman Chong Chieng Jen will table a motion in the next State Legislative Assembly (DUN) sitting, calling for an amendment to the Sarawak Interpretation Ordinance 2005 to classify natives in Sarawak as 'Dayak' on official government forms, rather than the current 'Dan Lain-lain' (DLL).

Chong, who is also Bandar Kuching MP, also urged the federal cabinet to adopt the recommendation of the Minority Bumiputera Technical Committee to classify natives in Sarawak as 'Dayak'.

"We call upon all ADUN (assemblymen and assemblywomen) in Sarawak to support our motion but if they want to put in the motion before us, or they want to put in the amendment to the Interpretation Ordinance before us, they are most welcome to do so," he told a press conference here yesterday.
Chong, also national DAP vice chairman and the party's state chairman, pointed out that the tabling of the motion would be what DAP could do at state-level.

At the national level, he said a written reply he received from the Parliament on Wednesday (March 11) stated that the government had entrusted the technical committee to conduct studies into the subject matter.

Based on the reply, he noted that the committee had met up with Dayak professionals and non-governmental organisations (NGOs) here, as well as in Sibu and Miri last month – with all those concerned unanimously agreeing on classifying the natives in Sarawak as 'Dayak' instead of 'DLL' on all official government forms.

The reply added that a meeting on March 5 had decided on submitting a proposal to the federal cabinet to replace 'DLL' with 'Dayak' on official government forms, he said.

"We call upon the federal cabinet to adopt this recommendation of the technical committee of Sabah and Sarawak," he said, adding such move was to finalise and legalise the term Dayak as a race.

Chong said with the government adopting the recommendation, it represented a small step towards the recognition of the term Dayak to describe the natives of Sarawak.

State DAP to file judicial review against EC

KUCHING: Sarawak DAP will be filing a judicial review against the Election Commission (EC) within the next 14 days for its refusal to grant a public hearing over the re-delineation proposal that affects the Bandar Kuching parliamentary seat.

Its chairman Chong Chieng Jen told a press conference yesterday that the letter dated Feb 18, 2015, to deny a public hearing was only received by the party headquarters here last week.

The letter stated that the re-delineation proposal would not affect the Bandar Kuching parliamentary seat.

However, Chong said he was surprised as to why the EC did not grant them a public hearing even though they had satisfied the EC's condition of getting 100 objections from 100 voters in Bandar Kuching.

"Nevertheless, our lawyers are now compiling the paperwork for a judicial review," Chong said after chairing a state party committee meeting.

He did not say when the judicial review would be filed in court.

Chong, who is also Bandar Kuching MP, said the constituency currently had about 80,000 registered voters, an increase of 28,000 voters since the last re-delineation exercise carried out more than 10 years ago.

Meanwhile, the state DAP will help their federal counterpart in a signature campaign to urge the Ministry of Education to amend the National Education Blueprint (2013 to 2025).

Among the issues raised yesterday was shorter time for Chinese schools to teach Mandarin classes, while more time is allocated to teach Bahasa Malaysia classes.

The campaign is also to get the ministry to give due recognition to Chinese middle schools in the blueprint.

"Currently, around 900,000 signatures have been collected in Peninsular Malaysia. We (the state DAP) will take it to one million signatures," said Chong, who is also Kota Sentosa assemblyman.

(本报古晋8日讯)行动党砂州联委会主席张健仁指出,该党长期来都在要出战的30个选区展开基层工作,以更实际行动为民服务!
针对询及来届选举是否与公正党与伊斯兰党合作,他并未给予正面回应,仅强调目前行动党将继续着重于基层工作,尤其在30个将出战的选区。
他认为,与其一直在报章上讨论要出战哪一个选区,不如长期的基层工作来得更实际。
张健仁今午在砂州联委会会议后召开的新闻发布会上表示,对于该党而言,该党向来的政策是在要出战的选区上长期经营及服务,同时也有信心攻下。
他说,该党是以脚踏实地及务实的态度去看待出战一个选举与否。

拒绝选区划分投诉 火箭要告选委会

(本报古晋8日讯)就砂行动党针对选区划分提出的投诉及建议,已符合了宪法条例,即超过100名当地选民反对,然而,却遭选举委员会驳回,因此,该党决定透过法律途径,将此事告上法庭!
行动党砂州联委会主席张健仁今午在召开砂州联委会会议后,针对砂行动党就选区划分提出的投诉及建议遭受选举委员会反驳一事,对媒体如是透露。
他说,该党在上个星期接获选举委员会拒绝展开听证会的信件,尽管该党已经符合宪法条例,即超过100名当地选民提出反对。
鉴于此,他批评选举委员会违反了宪法条例,并决定采取法律途径,将选举委员会提告至法庭。
他解释说,砂选委会日前拒绝召开选民听证会的理由非常简单,那就是"你的选区没有受到影响"。对此,他认为,有关理由很牵强,让该党无法接受。
理由牵强难接受
张健仁感到奇怪,为何选委会害怕行动党要求进行相关听证会?
他说,行动党早前向选委会所提出的建议包括,将浮罗岸州选区内的两个投票区,即马吉(Market)和老巴刹(Bazaar)转为砂督州议席,即将浮罗岸选区的5000名选民划分至砂督选区。
此外,行动党也建议将部份朋岭和峇都林当州议席的一些投票区划出来,联合成立一个新的州议席,并将其命名为"达闽"州议席。
与此同时,该党还建议将古晋市和实旦宾国会议席的一些地区重新划分,成立一个新的国会议席,并将之取名为盐柴港(Sungai Maong)国会议席。

谢绝加入国阵 张健仁立场坚定

(本报古晋28日讯)民主行动党砂州主席张健仁坚定立场﹐谢绝加入国阵﹗

基于坊间盛传﹐行动党与国阵在某方面得以彼此合作﹐似乎将加入国阵成为当中一员﹖惟﹐张健仁今日强调﹐这是不可能的﹐所谓的"合作"并不代表"加入"。

"要加入﹐早在60﹐70年前就已经加入了﹐因此这是绝对不可能发生的﹗"

他表示﹐首长阿迪南于日前曾说过认同在野党的角色,并愿意接纳反对党提出的建议,基本上首长的做法是对反对党伸出友谊之手,与过去人联党及国阵不同。

"与国阵合作"是必然

他强调,在野党绝对不会加入国阵,以获得一官半职或取得权利,而某新党若要加入国阵则是他们的选择,反对党绝不沾这一淌浑水。

因此﹐他清楚阐明该党的立场﹐即"加入国阵"不可能﹐"与国阵合作"则是必然的﹐然而﹐务必基于"清廉施政"及"以民为本"两大基础。

他指出﹐与国阵合作方式有多个层面及方式﹐他举例﹐正如之前在州议会中﹐大家连成一条线﹐一致通过20%石油开采税﹑主动发起全民运动争取降低电费﹐最终首长亦配合﹐这些都是诚意的展现﹐达致彼此合作的效果﹐这些都对人民有好处。

他声称﹐该党在与国阵合作之际﹐扮演着三个重要的角色﹐即"配合﹑监督及施压"﹐一些国阵无法推动或清楚说明的事件﹐将由我们来下手。

张健仁是在今日该党新春团拜后﹐召开的新闻发布会上﹐如是表示。

他续称﹐去年马年﹐对我国来说根本就是灾难年﹐从之前的MH370失踪﹑MH17被击落﹐再到油价大跌﹐导致国家收入减少﹐而民联当中也发生许多问题﹐一开年﹐就损失多名领袖﹐包括卡巴星﹑黄和联等﹐再来就是安华入狱事件。

"希望马年带给民联更好的一年﹐我国更会是迈向更好的一年。"

(本报古晋28日讯)砂首长丹斯里阿迪南沙登拨款400万令吉是好事﹐若将该拨款列入砂州财政预算案当中﹐作为常年拨款﹐会是好上加好﹗

民主行动党砂州主席张健仁今日在该党新春团拜后﹐向媒体如是表示。
他认为﹐该400令吉拨款被列入砂州财政预算案当中﹐常年拨款予独中﹐而非随着首长的喜好来拨款。
同时﹐他也希望随着州政府拨款予独中,也能给予华校硬体发展给予拨款。
对于早前首长承诺承认独中文凭,张健仁希望能在今年内砂州政府在聘请公务员方面能够把统考文凭列入条件之一,因为这才是实质上对独中的认同及承认﹐而非口头上说说而已。

(本报古晋28日讯)我国首相拿督斯里纳吉表示将严厉打击极端份子﹐行动党砂州主席张健仁则建议﹐所谓的清理门户行动﹐务必从"自家"﹐即巫统开始﹗
他表示﹐如今所看到的极端份子﹑种族主义及宗教主义报导﹐几乎都是出自于巫统﹐身为巫统党主席的首相本身﹐应该从"自家"开始进行打击行动﹐而非口头说说。
他欣慰指出﹐砂州向来种族和谐﹐没有极端份子﹐更不欢迎极端主义的出现﹐这也是为什么我们不欢迎巫统东渡前来砂州的原因。
"因此﹐我们希望首相能尽快付诸行动﹐证明其决心。"
张健仁是今日在古晋行动党新春团拜后,如是发表上述谈话。
他续称﹐众所周知的是﹐极端主义无论是对国家抑或人民都不是一件好事,因此希望首相纳吉能发挥其杜绝极端主义的决心,积极付诸行动对付极端主义分子。

'To fight extremism, Najib must start from Umno'

Sarawak DAP welcomed Prime Minister Najib Abdul Razak's statement on fighting against extremism, as it is not good for the country and the people.

"But to fight extremism, I urge him to walk the talk. Don't only pay lip service. He must start from Umno, of which he is the president," said Sarawak DAP chief Chong Chieng Jen (left) when commenting on the matter.

Last night, Najib told some 40,000 people who were attending a Chinese New Year gathering at the compound of Dewan Masyarakat Kuching that the BN government rejected any form of extremism.

He said he was aware that the Chinese in Malaysia wanted peace, stability, good governance and rejected extremism.

"They want, above all, peace and stability. If you don't have peace and stability, you cannot do business or make money, and BN can provide peace and stability in Sarawak.

"When we have peace and stability, we must reject extremism," Najib was quoted as saying.

Speaking at a news conference this morning, Chong - who is also the Bandar Kuching MP and state assemblyperson for Kota Sentosa - stressed that the PM should first tackle Umno, which he claimed was full of extremists.

"Some Umno leaders and cabinet ministers have been issuing racist and religious extremist statements.


"For a minister to make a racist statement like accusing the Chinese of exploiting the price of goods and urging the Malays to boycott Chinese traders, it shows that this minister is not fit to be in the cabinet," said Chong, referring to Agriculture and Agro-based Industries Minister Ismail Sabri Yaakob's infamous Facebookposting.

Najib has to take a series of actions against the many extremists in Umno and to tackle them one by one, only then will he have showed that he walked the talk, added Chong.

"As far as Sarawak as concerned, we do not have any extremism, and we don't welcome extremism from the peninsula.

"That is why we don't welcome Umno," he said.

Najib and his wife Rosmah Mansor returned to Kuala Lumpur this morning after a three-day visit to Sarawak.

自从20/1/15高庭法官献议双方庭外和解,改革派宣布放弃要召集违法的18中委特别会议。许多关心华教体系的团体或个别人士,纷纷表示欣慰,期待董总风波早日落幕,更建议双方通过中立社团,主办圆座会议,以民主公开方式,辩论议题,推行中庸之道。当权派叶邹表示,愿意和解只要不伤害各方,不预定条件,按会章,不触犯教育法令和社团注册法规,以免陷董总未来与不利之境。希望在3月5日之前各方自我克制,不发表任何干 扰 司法的言论。
令人遗憾的是,挑战派,漠视民意,怂恿其文化打手,继续狂攻,抹黑,重复无中生有的旧事,增添莫须有的罪名,尽情羞辱诋毁董总领导人, 例如 说叶邹与时任新院理事长王今钟成立一家新纪元私人有限公司,是意图将董教总名下的新院和产业及资金,转到这家注册在叶邹和王今钟名下的新纪元私人有限公司。要成为新院这家大学的老板 ,把三位为新院格升大学义不容辞的承担 ,诋毁为贪腐,嚣张,想鲸吞公产的卑鄙之徒。这是极度的毁谤。
其实,2014 年3月17日成立新纪元私人有限公司的成立,获董教总教育中心董事一致同意 ,一星期后, 24/3/2014就将所有股份转移到董教总教育中心 。 如今被指私人有限公司是要私有化新院或吞拚新院。
劳动新院理事长出面证实,新纪元私人有限公司是100% 由董教总中心非营利有限公司拥有的子公司。组织新纪元私人有限公司是应当权者的条件,是新院格升为大学学院的必要程序。
令人惊叹的是,董教总教育中心,不乏挑战派的人选,明知就里,却不愿澄清真相,只为抹黑对方,宁让支持者胡乱叫骂,惹上毁谤官非自食恶果,真缺德。试问他们给叶邹所冠上的种种罪名还可相信吗?
农历新年来临,去年抄董总多次召集中常委会议,团拜事宜都例入讨论议程,问题是傅振荃等,执意要先解决倒邹(违章的动议)不果,便不顾正常会务,制造流会。原先因内部矛盾无法近期解决,董总 宣布今年不筹办新春团拜,但一班支持者咸认新春团拜是华人文化精髓,对来年的进展有正面的影响,举办新春团拜可促进政府,党团,群众交流,互相激励,作用大,希望所有董联会成员支持今年的团拜,不因人废事,把董总推向分裂的深渊,新春团拜是破镜团圆最适当的平台。董总在一批董联会的支持下,决定在不花费董总财政一分一毛的情形下,新春团拜照跑。
为破坏董总活动,腰斩董总行政活力,挑战派推出5华团公然表示杯葛团拜,说搞团拜是在分裂华社,喊出如此匪夷所思的论调。新春团拜,彼此祝福,以宏观宽恕之心取代狭隘怨怼之意,伸出友谊之手,传达亲善和谐中庸之道,何以会增加分裂?这5个团体出师无名,谁在破坏华社团结,谁不愿和解,已一目了然。
华人新年佳节原属一片祥和互相祝福喜气洋洋的日子,然而在董总内斗的战场上,挑战派仍然释放浓烈硝烟,为了摧毁董总主办的新春团拜,加强炮火,马不停蹄,轰炸到农历除夕日,接连发表了万言毫无新意的沉长文告。重复挑战派1年多对叶邹的指责,意犹未尽,最后咒骂叶邹气数已尽,准备迎接後叶邹时代的到来。新年佳节,恶言恶语,实在令人反感。
为了进一步打击董总举办的团拜,挑战派串联别州同路人,此起彼落,数落董总过去4年团拜花费了55万令吉。不该如此浪费。然而这笔龐大的开支都是经过董总各级会议通过和认可,是集体的决定,包括如今挑战派中的常委和中委的认同,再由傅振全秘书处核查,请问当时为何不纠正?为何不建议删掉华而不实的节目?如果以傅振全荃为首的挑战派指如此开销,有犯上报大数和滥用公款之罪,是否知道自己身为时任处事中委,如按法理来办,自己也逃不过同谋共犯之罪,如今闹分裂,就想把责任推到叶邹二老身上,委实法理难容,言者是在自揭疮疤,不知丑。请问华社,这样素质的人选,可以当担民族文化大业的旗手吗?
叶邹把挑战派违章违法行为带上法庭,是坚持董总的运作须依章依法行事,是在挽救董总,这座华教堡垒,免遭社团注册局取缔,动摇其法定地位,何过之有?
正当华教面对(2013-2025教育大蓝图)内不利母语教育发展的政策的存亡威胁之际,董总发动波澜壮阔的百万签名运动,获1100团体签名支持齐心反对蓝图中不利母语教育的条文。
挑战派此刻,坚持挑起人事课题,如此凌厉打压叶邹,如此猴急要拉叶邹下台, 令人怀疑他们背后的隐议程。是否在转移人民对华教路线斗争的中心点,挑战派要逼迫董总认同关丹中华中学是华文独中,指鹿为马;要董总接受关中学生参与独中的统考,以身试法。事实证明,关中按批文是一间马来文私立中学,董总不能接受关中学生参与独中的统考,除非得到官方考试总监书面的批准。挑战派无法自圆其说,只能选择逃避,另挑话题转移关心华教人士的视线。让人事纷争蒙蔽华教危机的真相。这将 迎合当权者执行单元文化的新政策,顺利推行教育大蓝图的政令。华社绝不能等闲视之。
挑战派催动各路人马,媒体,"知名"人士为叶邹冠上种种5花8门的罪名。叶邹二老为自身的清白举办听证会加以腾清,何错?真理越辩越清,何惧?举办听证会不是在阔大矛盾,而是在扩大华教支持者的知情权,以免党团被一些别有居心领袖所误导。
诚心希望挑战派认清敌我,不要再刁难,让董总能集中精力对付单元文化政策对母语教育的侵蚀。职权届满,业绩不彰,依法依章轮替,保存董总完整,皆大欢喜,何乐而不为。
挑战派要改朝换代不是不可以,但要改之有道,挑战派领军人物也要有自己的业绩,同时彰显取代队伍的素质,方能令人信服。怎能一味对现任的领袖乱套罪名,一举抹杀叶邹数十年来呕心沥血, 尽心尽力,义务为华教抗拒单元文化政策不断侵蚀华教的恶作剧的所有付出。挑战派的激烈无情夺权手段,将使有志献身华教者心寒,望而却步。叶邹诚如挑战派所指的大奸大恶,傅振荃诸公与叶邹二老十多年来共事,认同所推行的议案,按理也难逃助暴为掠之嫌。何况仅在1年前,叶邹是在众望所归,没有挑战的情况下蝉联旧职,这一切真令人费解!
任何危及董总的注册地位或任何违章违法的举动是绝对不能支持。削弱董总的力量就是助长单元文化的力量。支持董总不等于支持叶邹永远座镇董总领导高职。而是支持他们坚贞不渝维护华教的立场。
新年伊始, 万象更新,希望董总裂痕愈合,同心协力迎接未来的挑战。希望董总百万人签名运动的壮举成功说服当权者,修改教育大蓝图中不利母语的条文。祝华社董总全体同仁,万事顺心如意。

Speculation on early election as PM visits S’wak

Prime Minister Najib Abdul Razak's three-day visit to Sarawak, starting this evening, has sparked off speculation for an early state election as elaborate programmes have been laid down for him and his wife Rosmah Mansor.

During the visit, he is expected to meet with the state BN leaders to discuss the state's preparations for the coming state election although there is no mention of him meeting them in the programme.

Political observers said that all programmes arranged for Najib and statements made by BN leaders seemed to point to an early election.

Many had expected it to be held in September this year.

The term for the current state assembly should end in June next year.

Yesterday, Sarawak DAP chief Chong Chieng Jen (left) told newsmen that the visit by the  PM indicated an early election for Sarawak and during the visit he would bring a lot of 'election goodies' and make many election promises.

"He will act as 'Santa Claus' distributing election goodies especially to the rural people," said Chong who is the Kota Sentosa State assemblyperson.

"But don't underestimate the intelligence of the rural people now - they know what is good and what is bad.

"We have gone through a number of elections, and we know the voters will not be swayed easily by such goodies and promises," he said.

As for the DAP, they would not be intimidated by the 'election goodies'.

Programmes for PM

Meanwhile, this evening the prime minister will open Sarawak Urban Transformation Centre and the following day he will fly to Sri Aman where he will lay the foundation of the much-talked-about Sri Aman Hospital.

After the function, he will proceed to Beladin to perform a ground-breaking ceremony for the Beladin Community Hall.

In the afternoon, Najib will fly to Serian where he will open the Selabi water treatment plant. He is also expected to announce the upgrading of Serian district into a division.

Tomorrow night, the prime minister and his wife will attend a Chinese New Year celebration with other BN leaders.

Some 40,000 people are expected to attend at the Dewan Masyarakat Kuching.

Before returning to Kuala Lumpur on Saturday, he will visit Satok Food Centre, where he will hand over aid to victims of the recent floods.

Sarawak DAP to file motion to make 'Dayak' a race

Sarawak DAP will move a motion in the coming state legislative assembly sitting to seek the term 'Dayak' to define all indigenous races in Sarawak, other than Malays.

To do so, there needs to be an amendment to the term 'natives' in the Sarawak Interpretation Ordinance (SIO), state DAP chief Chong Chieng Jen told a press conference in Kuching today.

As it is, Sarawak natives already recognise themselves as Dayak, the Kota Sentosa assemblyperson said.

"It is with this strong sentiment that there is now the call for the term 'Dayak' to replace the term 'dan lain-lain' or the suggested 'bumiputera' in the race column of all government forms."

Chong (left) said the party wants Sarawak natives to be classified as two races – Dayak and Malay.

"All the previously referred to races, like the Iban, Bidayuh, etc, will be regarded as sub-ethnic groups under the unifying term for the race called 'Dayak'," he said.

"At the moment, the shocking truth is that there is no 'Dayak' race in the SIO."

DAP's proposal will also see sub-ethnic groups Berawan, Lakiput and Tering, now omitted from the definition of 'natives', to be recognised as 'Dayak'.

Under the SIO, the term 'natives' means Bidayuh or Land Dayak, Bukitan, Berawan, Bisayah, Dusun, Iban or Sea Dayak, Kadayan, Kelabit, Kayan, Kenyah (including Sabup and Sipeng), Kajang (including Sekapan, Kejaman, Lahanan, Punan, Tanjong and Kanowit), Lakiput, Lugat, Lisum, Melanau, Murut or Lun Bawang, Penan, Sian, Tagal, Tabun, Tering, Ukit and any admixture of these races with each other.

No more divisions

The proposal will not be the final draft, Chong said, and welcomes suggestions from Dayak NGOs, academicians and community members.

Sarawak DAP vice-chairperson Leon Jimat Donald (below, right) has been tasked to receive feedback on the proposal, which the party wants to finalise before the deadline for submissions to the secretary of the state legislative assembly.

Submissions must be made two weeks before assembly sitting. The date for the next sitting has yet to be announced but the Sarawak assembly traditionally sits in May and in November.

"Under the BN regime, the Dayak have been divided into small groups and marginalised, sometimes even totally forgotten in the federal government's policy-making process.

"It is time that the Dayak stand united so that their voices be heard and their plights be addressed properly by the ruling government.

"Hopefully, this amendment will be the first small step towards the unification of Dayak into a stronger political force, so that their interests may be better protected," Chong said.

行动党来届州议会 动议修改《砂拉越诠释法》

(本报古晋25日讯)民主行动党将于来届州议会提呈动议修改《砂拉越诠释法》,把砂拉越的土著归纳为两大民族,即达雅族和马来族。
民主行动党今早在其砂拉越总部,由其砂州主席张健仁和砂州副主席里昂吉玛做出如是的联合宣布。
他们指出,近期有许多达雅族的非政府组织已在许多场合做出公布,大部分的砂拉越(非马来人)土著,都认为他们属于"达雅族"。他们认为"达雅族"包括伊班、比达友、比砂雅、肯亚等。因此,这些非政府组织也已做出强烈的呼吁,要求所有政府部门的表格,在种族归类方面,对于砂州(非马来人)原住民的归类,应该取消之前的"其他(dan lain -lain)"或阿迪南所建议的"土著(Bumiputra)",而由"达雅族"来取代。
张氏说,为了迎合这个泛婆罗洲的趋势,也符合国际和历史对于砂拉越土著的定义,行动党将于来届砂州议会,提呈动议修改目前的《砂拉越诠释法》有关砂州原住民的定义。
没有"达雅"这个民族
他指出,在《砂拉越诠释法》之下,砂拉越的原住民(Native)被主观和任意的分为伊班族、比达友族、比砂雅族、等20个民族。让人感到惊讶的是,在目前的《砂拉越诠释法》,根本就没有"达雅"这个民族。
"早在英殖民时代,除了马来人之外,砂州原住民都被统称为'达雅'族,但是,让人感到纳闷的是,我们的法令却没有给予'达雅'族这个砂州最大的民族一个法律的定位。 这是否又是国阵的分而治之的权谋?"
张健仁和里昂的联合文稿中指出,《砂拉越诠释法》对砂州原住民的定义,是非常重要的,因为我国联邦宪法和砂拉越宪法对于砂州原住民的定义,也是根据和援引《砂拉越诠释法》所阐明的定义。
"如果在法律上都没有'达雅族'这个民族,那又如何能够在官方文件上填写'达雅族'这种族? 因此,若'达雅'这个词要有法律的定位,受到法律上的承认为一个民族,首要条件就是必须修改《砂拉越诠释法》对砂拉越原住民的定义。"
行动党所将提呈的动议,原则上如下:
1. 砂拉越原住民包括两个民族,即,达雅族和马来人。
2. 达雅族包括以下的所有籍贯(sub-ethnic group),即,Bidayuhs or Land Dayaks,Bukitans,Berawans,Bisayahs,Dusuns,Ibans or Sea Dayaks,Kadayans,Kelabits,Kayans,Kenyahs (including Sabups and Sipengs) ,Kajangs (including Sekapans,Kejamans,Lahanans,Punans,Tanjongs and Kanowits),Lakiputs,Lugats,Lisums,Melanaus,Muruts or Lun Bawangs,Penans,Sians,Tagals,Tabuns,Terings,Ukits

里昂吉玛表示,这是民主行动党所草拟的动议的初稿。行动党欢迎所有的达雅非政府组织、学者、各别团体或个人,能针对这个动议提出意见或反建议,以便该党能够加以改善。

他也表示,过去几十年的国阵统治下,达雅族已被分化为许多小族群并被边缘化。更甚的是,往往,在联邦政府制定政策时,达雅族群的权益完全被遗忘掉,只有在接近选举要他们的选票时,才会记得达雅人。
"因此,是时候达雅族团结一致,加强达雅族整体的声音以便政府会正视他们的诉求和问题。 我们行动党希望,这次行动党所建议的《砂拉越诠释法》的修改,可以成为团结达雅族的第一个小步。"

张健仁:料将出现重叠 火箭放眼攻30州议席

(本报古晋25日讯)民主行动党砂州委员会主席张健仁披露,该党将于来届州选举放眼攻打30个州议席,其中大部分上阵的将是非华候选人。
言下之意,行动党是否将于来届州选举攻打更多非华裔选民为主的选区?而同属民联阵营的伊斯兰党及公正党会否因此而影响州议席分配,更是引起关注!
"在政治上,没有永久不变的局势,有可能多过30个州议席,也可能少过30席。唯一肯定的是,目前我们放眼攻打30个州议席。"
对于选区预料将出现重叠的情况,他并不以为然,称西马也出现重叠情况。
"行动党砂州委员会在民联课题上依旧坚持立场,至于民联三党是否能够重修旧好,择日再谈。"
对于此举是否代表行动党将孤军作战,他不置可否。
他补充,在州选举的准备工作上,该党持续处于备战状态。
他今早于行动党总部召开记者招待会上,接受媒体访问时如是指出。
首相来送大礼了
另一边厢,张健仁也表示,朋岭区州议员杨薇讳在上届州立法议会发表砂第二资源与环境部长拿督阿玛阿旺登雅无视伐木课题,而被部长动议提呈至砂州议会特权委员会辩论,预计将于一至两个月后召开听证会。
他称,随后特权委员会将整理报告并提呈至州立法议会以进行动议辩论,决定杨薇讳的命运。
对于首相拿督斯里纳吉将于明日抵达砂州进行为期3天的访问,他笑称圣诞老人(首相)来送大礼了,希望可为人民捎来好消息。
