Lagi profesional Dayak sertai DAP, status quo BN Sarawak kian tergugat

Posted: 23 Jan 2016 09:52 PM PST

Sarawak DAP says can’t sit back, wait for PKR to push into Dayak seats

Posted: 23 Jan 2016 09:40 PM PST

The Sarawak elections are set to take place by April but Pakatan Harapan here is showing little progress in resolving seat allocations claims with state DAP chairman Chong Chieng Jen admitting the party was in "competition" with PKR.

This was Chong's description of the situation between the DAP's Bornean chapter and the state PKR, when asked to describe the ties between the two Pakatan Harapan parties feuding over seat allocations ahead of the state elections.

"We are cooperating but also competing to perform. We are cooperating by trying to reach a one-to-one (straight fights) in seats," he said.

"But we also cannot just sit back and be contented and complacent when we know not much work has been done to further (the) political struggle in rural areas.

"Are we to wait in our comfort zones for PKR to start really going to the rural areas to bring political awareness? It would be irresponsible for us to wait," Chong told The Malaysian Insider in a recent interview in Kuching.

PKR and DAP in Sarawak have had frosty ties and while moves have been made to begin negotiations for 82 constituencies, little headway appears to have been made as the former accuses the latter of wanting to steal rural seats it has already been cultivating.

DAP had a stellar performance in the last state elections in 2011, winning 12 seats – all in urban areas – out of the 15 allocated to it.

PKR netted a dismal three out of 49 seats contested – the rural seat of Ba'kelalan by its state chairman Baru Bian, the Chinese-majority urban seat of Batu Lintang by its vice-chairman See Chee How and rural Dayak-majority seat of Krian by Ali Biju. DAP is now asking for 35 to 40 seats, including the 12 it already has.

In March last year, he said, the party was eyeing 30 seats. PKR's position for the current seat talks is to begin negotiations with the same number of seats it was allocated in the last elections.

Chong said both sides have exchanged their list of seats "and there will be discussions". He declined to reveal more details, except to say that an agreement must be reached before nomination day.

The polls must be held by June when the current term of the Sarawak assembly expires.

The state legislature now has 82 seats, an increase of 11 following the controversial redelineation of seat boundaries by the Election Commission.

The time frame leaves a narrow window for both parties to resolve disputes over who should field candidates in certain seats, particularly Dayak or indigenous seats, which PKR says it has worked hard to cultivate.

The dispute mirrors the good reception towards DAP's rural infrastructure initiative, Impian Sarawak, its vehicle to expand its influence in the interiors.

Chong shot down PKR's claims of working the ground in rural seats long before DAP came in, saying Impian Sarawak has had a greater reach compared with similar efforts by PKR.

"Our reach is wider in that we have education and medical camps, besides helping to build infrastructure.

"Their initiatives are done under non-governmental organisations like Light Up Borneo and Barefoot Mercy. Ok, you can do that, but where is the political message?

"At the end of the day, the most important thing is the political message for the kampung people, for that is where you bring about political change. When we do a rural project, we highlight that it should have been the Barisan Nasional (BN) government's responsibility and they have failed.

"These are messages that must be sent out consistently over a period of time, and only then will political change slowly come to the rural areas," said Chong, who is also the Kuching parliamentarian and Kota Sentosa assemblyman.

Asked about Impian Sarawak's reach, Chong said they have gone to some 30 to 40 villages, adding that the party's Sarawak chapter, comprising "several thousand members", now has more Dayak than Chinese members.

In October last year, Sarawak PKR's Abun Sui Anyit said the party was "wary of the state DAP as they can't be trusted".

But Chong is not letting go of PKR's poor showing of just three seats in the 2011 elections when it was allocated the bulk of seats.

"My response to that is no area belongs to any party, especially when you have not won the seat," he said.

"Our philosophy is that if you want to contest in an area, you start working in that area and not during election time.

"So we started work (in Dayak areas) right after the 2013 general election when everybody was still depressed over the opposition's failure to capture Putrajaya.

"That's when we started Impian Sarawak." – January 24, 2016.

Adenan factor a year ago but urban folk not falling for it now, says Sarawak DAP

Posted: 22 Jan 2016 09:49 PM PST

Though all indications show that Sarawak Barisan Nasional is set to win big in the next state elections, the state DAP says popular moves by Chief Minister Tan Sri Adenan Satem will not have much effect on voters.

Sarawak DAP chairman Chong Chieng Jen said many of Adenan's policy announcements have been well received, such as his crackdown on illegal logging and recognition of the Chinese schools' certification for civil service recruitment, but they remained just that – statements.

Instead, had Adenan called for state elections in his first year as chief minister, the "feel-good factor" of having a new leader might have captured more support, the Bandar Kuching MP said.

"Adenan has packaged himself as liberal leader who is open-minded and dares to speak out against Umno. This is how he portrays himself.

"But had he called for elections a year ago within the first year of being chief minister, the Adenan factor would have been stronger to entice urban voters, because of the feel-good factor.

"Now into his second year, he has talked a lot but has not delivered. He's missed his golden window," said Chong, whose opposition party holds 12 state seats, all of them in urban areas with large Chinese populations.

The opposition has 15 seats in the current 71-seat assembly, with three held by PKR.

Among Adenan's policies which impressed at first but have not been followed through, Chong said in an interview, was the state government's acceptance of the Chinese schools' United Examination Certificate (UEC) for civil service recruitment and as admission into state universities.

Sarawak became the first state in Malaysia to do so, in a move seen as Adenan's attempt to win over Chinese voters who favour the opposition. Chinese education lobby groups in the peninsula are still lobbying Putrajaya for the same recognition.

"His UEC announcement was impressive, but what has been done? It was just a statement. Until now, it has not seen any impact or change of state civil service recruitment policies," Chong said, adding that UEC recognition was only in a limited number of agencies and not for direct employment with the state government.

Sarawak is to go to the polls in March or April, before the term of its legislative assembly expires in June, with 82 seats to be contested after 11 were added in a recent redrawing of electoral boundaries.

DAP is expected to keep its 12 seats in the elections, analysts have said, and the state BN under Adenan is expected to sail through with an even bigger win because of his popular policies.

Adenan became chief minister in February 2014, succeeding Tun Abdul Taib Mahmud, whose massive wealth and family business empire have been documented by non-governmental groups, and who is still accused of alleged corruption and erosion of native lands in Sarawak's vast interior.

Adenan has asked Sarawakians to give him only five more years to fulfil his plans for the state and promised not to stay on – a point of contrast with his predecessor who stayed in power for 33 years.

While Adenan has indeed made good on his pledge to crack down on illegal logging, Chong said, Dayak or indigenous voters still lacked basic infrastructure and medical services in their longhouses.

"People on the ground do not feel that anything has changed, especially in rural areas.

"And they know that the state government has a great part to play in policies and licences for state land and forests."

Adenan, 71, has also put the Baram dam on hold but has been challenged by native rights' groups to scrap it completely over the loss of ancestral lands.

Chong said the "Adenan factor" was a neutral effect in rural seats as these were already BN strongholds.

"He does not add any plus points."

Still, Adenan has managed to cover wide ground in capturing the local imagination.

Besides the UEC recognition and crackdown on illegal logging, he has made English the second official language of the state, spoken against extremism and racism and appealed to the hearts of Sarawak nationalists who want the state to have greater autonomy from Putrajaya.

He recently completed the first round of talks with the federal government for greater devolution of powers to the state, and announced that Sarawak now has the power to appoint officers in its federal civil service.

Federal agencies in Sarawak also have the power to decide on projects in the state, without having to refer to ministers in Putrajaya.

In urban seats where DAP has performed best, however, Chong, the Kota Sentosa assemblyman, said voters were more politically mature and understood that "political change" was needed.

Asked about urban sentiments on split voting, where voters might prefer a ruling coalition representative for a local seat but the opposition at federal level, Chong said: "I think the federal government has overdone it this time, with its scandals, with the goods and services tax.

"So I think people will see Sarawak BN as part of federal BN." – January 23, 2016.

Suspension of JPA Scholarship Programs for year 2016

Posted: 21 Jan 2016 10:23 PM PST

I have today written to Adenan to request the State Government to provide the State scholarships to those students who were supposed to get their JPA scholarships had the Federal Government not suspend the scholarship programs for 2016.

Sarawak Government has RM27 billion reserves. What better way to use less than 1% of the said amount, than to invest in our future generation.

Posted: 21 Jan 2016 09:57 PM PST

Adenan powerless to fight for True Autonomy for Sarawak?

Posted: 21 Jan 2016 09:51 PM PST

I call upon Adenan not to confuse and equate the notion of True Autonomy and Administrative Autonomy.  These are two different matter.  So far, the so-called devolution of power spoken by Adenan are mere Administrative Autonomy.

Sarawakian wants True Autonomy and not mere Administrative Autonomy.  The True Autonomy that we want is stated clearly in our DAP Sarawak's 2014 Bintulu Declaration, ie. autonomy in Education, Health care, Internal security and Taxation.

What Adenan is negotiating with the Federal Government is only Administrative Autonomy, not True Autonomy.

Let me give an example of the difference between True Autonomy and Administrative Autonomy:

True Autonomy in education means, we have the power to decide whether to revive English medium schools, to write our own school syllabus and to decide how much allocation it is for education every year.

On the other hand, Administrative Autonomy is only the power to decide where to build the schools and who will be the contractors to build those schools, with the fund decided and allocated by the Federal Government.

Basically, True Autonomy is the power to make policy, whereas Administrative Autonomy is only the power to decide how to carry out the policy that has already been made.  The difference is like the roles of cabinet ministers making the policy and that of the departmental heads executing the policies.

What Adenan is talking about is merely that of the departmental heads' power to carry out the policies made by the power that be in the Federal Government.  This is a far cry from the notion of True Autonomy that we Sarawakian and DAP Sarawak talk about.

Under the Administrative Autonomy that Adenan is asking for from the Federal Government, the State Government does not even have the power to decide the annual allocated for education in Sarawak.  It has to abide by whatever decision or allocation decided by the Federal Government.

Therefore, the only major change that Administrative Autonomy will bring about is a change of the cronies who will benefit from the government contracts.  Previously, the main benefactors are the cronies of the Federal Ministers, with Administrative Autonomy to the State, they will be the cronies of the State Ministers.

For the people of Sarawak, we will still be subject to the policies of the Federal Government, eg. no English medium schools.

Without the source of revenue at our disposal, there cannot be True Autonomy for the State.  That is why DAP Sarawak advocates for autonomy in Taxation, ie. 20% of oil and gas royalties and 50% of all tax revenue collected from Sarawak to be given to the State Government.  It is only with sufficient revenue that the State will have True Autonomy.

Another example of the difference between True Autonomy and Administrative Autonomy can be illustrated in today's expose in papers about the cancellation of JPA Scholarships for this year.  This is a decision of the cabinet.  Even if we have the so-called Administrative Autonomy that Adenan is talking about, we will still be subject to that decision on the cancellation of the JPA Scholarship.  If we have True Autonomy, we will then have the discretion to decide whether to cancel the JPA scholarship for Sarawak students or otherwise.

As a veteran politician, it is impossible that Adenan does not know the difference between True Autonomy and Administrative Autonomy.  He is lumping the two together hoping that the people will be fooled into believing that he is fighting for True Autonomy for the State while in actual fact, he is only fighting for Administrative Autonomy.  Is Adenan putting up this show with Najib merely for the coming State Elections? Is he powerless to fight for True Autonomy for Sarawak?

Chong sangkal dakwaan pembangkang perlekeh usaha dapat kuasa autonomi

Posted: 20 Jan 2016 05:07 PM PST

Posted: 20 Jan 2016 05:02 PM PST

Adenan Satem is reducing himself to gutter politics by making baseless accusation that the Opposition is scoffing the fight for autonomy.  Such accusation by Adenan is merely to try to cover up his failure in getting the Federal BN to agree to more autonomy for Sarawak.

To the contrary of the accusation of Adenan, it is the Sarawak DAP who has initiated and set the agenda for the autonomy movement when we launched our "2014 Bintulu Declaration – Towards Equal Partners".
Amongst the things that we mentioned in the Bintulu Declaration are State autonomy in Education, Health, Internal security and Taxation.

The most important aspect of the autonomy is the autonomy in Taxation where we advocates for 20% oil and gas royalties and 50% of all taxes collected in Sarawak to be returned to the State Government.

Despite being the State Government of the day, and having the full support of the Opposition in Dewan Undangan Negeri, the State Government has, thus far, failed to get the Federal Government to agree to the increase of oil and gas royalties from the existing 5% to 20%.

Adenan has totally failed to capitalise on the Sarawak BN's "king-maker" position in National BN.  At present, there are a total 222 Members of Parliament in Dewan Rakyat, out of which, BN holds 134 seats.  Of the 134 BN MPs, Sarawak BN holds 25.

Without the 25 Sarawak BN MPs, BN will only have 109 MPs (without taking into consideration the possibility of 22 Sabah BN MPs following suit by withdrawing from National BN).  The National BN will become a minority Government if Sarawak BN pulls out from the National BN.

Yet, with such king-maker position, Adenan and the Sarawak Government have failed to secure the 20% oil and gas royalties from the Federal Government.

The increase of 5% to 20% oil and gas royalties does not involve any change in the Federal Constitution.  It only needs a cabinet decision to carry out this increase of royalty.  Therefore, Adenan's excuse about needing more time to look into the legal and constitutional aspects of the autonomy sought is totally not applicable in the issue of oil and gas royalties.

Negotiation has gone on between the State Government with the Federal Government for more than 18 months, yet such a simple administrative decision cannot be carried out.

This exposes the lack of political will determination on the part of the State BN on this issue.  And Adenan cannot do anything about it except to baselessly put the blame on the Opposition to distract the issue.

Chong: Now good time to ask for more oil, gas royalty

KUCHING: State DAP chairman Chong Chieng Jen claims that Chief Minister Datuk Patinggi Tan Sri Adenan Satem
has failed in the bid to request for an increase in oil and gas royalty from five per cent to 20 per cent from the federal
government.
He said the justification of falling world oil price, which had delayed the so-called negotiations with the federal
government, was merely an excuse by Adenan whom he said had failed to carry out the motion passed by the State
Legislative Assembly to obtain the 20 per cent oil and gas royalty.
He also said as long as the state Barisan Nasional (BN) was part of the federal BN, it (state BN) would continue to be marginalised by the federal side.
"How long does Adenan think that Sarawakians can continue to be fooled by the discrimination and marginalisation policies of the BN?" Chong told a press conference at the state DAP headquarters here yesterday.
He said the state BN should quit from the federal BN and exert its position as a 'king maker'.
Chong said with the huge drop in oil price, this would be the best opportunity to get the 20 per cent royalty.
"With the international oil price now at US$28 per barrel, there is no better time for Sarawak to get the 20 per cent gas royalty because from the federal government's point of view, an increase of five to 20 per cent royalty is not a huge reduction to the national coffer if the oil price is US$100 per barrel," he added.
The federal government had also received a windfall through the Goods and Services Tax (GST) which he said was more than enough to compensate the 15 per cent reduction in oil and gas royalty.
From Sarawak's point of view, the low oil price was an opportunity to request for the royalty increase.
"This is because with oil prices having dropped 30 per cent from its highest point, the five per cent royalty collection is barely one third of the amount of royalty collection (recorded) during the heyday of high oil price," he added.

JKKK seeks apology over allegations

KUCHING: The Village Safety and Development Committee (JKKK) of Kampung Mentung Merau, Serian is seeking an apology from Augustine Bareng Jengka who has shouted abuse and made unfounded allegations against their committee members during a meeting on Jan 11.
The meeting said a JKKK member Patrick Ahon was called by Augustine (a contract officer at the State Security Office) for their role in assisting the DAP's Impian Sarawak Medical Camp in the village on Jan 7.
"In the meeting, I and the other coordinators were openly and rudely scolded for allowing the medical camp to be held in the village. Words like 'kurang biradat' (lack of manners) and 'Kai hormat' (no respect) and for bringing unwelcomed visitors to the village and others were labeled on us," said Patrick whose statement was read by DAP Serian branch chairman Edward Luak at the DAP headquarters here yesterday.
Besides hurling abuse at the committee members, Augustine also alleged that the camp could be bringing bogus doctors whose treatments might endanger the lives of the people.
The medical camp, he said, provided free medical and dental treatment and services to the rural people and was only meant for residents of Kampung Mentung Merau and the surrounding villages.
The village headman, Stephen Juwe, was also informed and had in fact given his consent for the camp to be held in the village, which involved three medical doctors and three dentists.
"More than 160 individuals sought medical and dental treatments as consultations, treatments and medicines were dispensed free of charge," he added.
Meanwhile, DAP state chairman Chong Chieng Jen said he was appalled by Augustine's action, saying it was ridiculous to scold anyone especially those from the rural areas from getting free medical and dental services.
Augustine's action also contradicted what Chief Minister Datuk Patinggi Tan Sri Adenan Satem had said, which was to look into the plight of the rural folk.
"Developments are not only about money and infrastructure. It is also about education and health," said Chong, who is also Bandar Kuching MP and Kota Sentosa assemblyman.
He also gave the assurance that doctors and dentists participating in DAP's Impian Sarawak Medical Camp were qualified doctors, many of whom were specialists in their fields.
Dental service was essential to the rural folk as most of them would find it a burden to travel all the way to the nearest town to seek treatment.

Posted: 19 Jan 2016 05:06 PM PST
