Complaint filed against ‘high parking fee’ at Taman Kereta

A formal complaint has been lodged against a corporation that increased the parking rates by more than 100 per cent at Taman Kereta, Jalan Bukit Mata here.

Delivering the document to the state Domestic Trade, Cooperatives and Consumerism (KPDNKK), state DAP chairman Chong Chieng Jen said the hike was implemented after the opening of the Urban Transformation Centre (UTC).

"The operation cost to maintain the carpark has not increased, so how do they justify the more than 100 per cent increase in parking fees?
"By taking advantage of the demand for carparks due to the opening of the UTC and increasing the parking rates by such a huge margin, this is surely a form of profiteering which contravenes the provisions of Price Control and Anti-Profiteering Act, 2011," he told reporters after handing over the complaint to state KPDNKK assistant director Abd Hafidz A Rahim at the ministry's office here yesterday.

Chong, who is also Bandar Kuching MP and Kota Sentosa assemblyman, said carpark users had to pay RM2 for the first two hours and RM2 for every subsequent hour while neither daily rate nor seasonal rate was offered.

Prior to the new parking rate, he said users paid RM2 for the first two hours, RM1 for the subsequent hour and thereafter 50 sen for every half an hour.

"Not only is there an increase of 100 per cent in parking rate from RM1 per hour to RM2 per hour, it also marks a 260 per cent increase from RM5 to RM18 for those who previously paid the daily rate. And this RM18 is for 10 hours only based on the standard working hours from 8am to 5pm. It may go up to a maximum of RM22 for 24 hours.
"As for those who previously paid season parking rate of RM96.50 per month, taking an average of 20 working days in a month, this entails an increase of 270 per cent increase in parking fee."

He noted the ministry did not hesitate to take action against hawkers or traders who raised the prices of their goods or services by 10 to 20 per cent.

"I am sure this case will be one of the most justifiable cases for investigation and action on profiteering activity. If no action is taken against the corporation, the general public will perceive your department as condoning such an act."

He added "it is the policy and calls of the government to discourage the business sector to increase prices unreasonably".

Following the recent 20 sen hike in RON 95 and diesel, Chong said many people "are already finding the high cost of living unbearable" and hence the corporation should not be allowed to further burden consumers.

Quoting Section 14 of the act, he said: "Any person who, in the course of trade or business, profiteers in selling or offering to sell or supplying or offering to supply any goods or services commits an offence. For the purpose of this act, 'profiteer' means making profit unreasonably high."

When approached by reporters, Hafidz of KPDNKK said it would take a minimum of two weeks for his men to take any action, be it a response to Chong or a solution to the .

"I will need to go through the complaint first and then respond accordingly. Usually, it takes two weeks for us take an action," said Hafidz.

Among those present were Stampin MP Julian Tan, Pending assemblywoman Violet Yong and Batu Kawa assemblywoman Christina Chiew.

DAP urges state govt to nullify ‘lopsided’ deal over land at MJC Batu Kawah

The state DAP has called on the state government to nullify its agreement with a private company for the purported alienation of a 260-acre land opposite MJC Batu Kawa.

Its chairman Chong Chieng Jen said the parcel of land was estimated to be worth around RM500 million at market value but an agreement has been reached that it will be sold to the company at only RM115 million.

He has given State Secretary Tan Sri Datuk Amar Morshidi Abdul Ghani 10 days to clarify the matter but received no response thus far.

"I've personally read through the agreement, which was signed by Morshidi on behalf of the state government and two directors of the company, and there are a lot of uncertainties in it," the Kota Sentosa assemblyman told a press conference at his party's headquarters yesterday.

According to him, the main features of the agreement were that the government would alienate the land for RM115 million the company did not have to pay.

"The company will instead build two orphanage buildings – one in Lawas and one in Mukah – and the lands will be provided and notified by the government.

"In addition to this, it is also agreed that the company will also build a premises for Association of Wives of Ministers and Assistant Ministers of Sarawak (Sabati) at Jalan Bako here," he said, adding that the lands for these three buildings had been alienated.

"The value of these buildings will be estimated by Public Works Department and if the cost surpasses RM115 million, the government would have to pay the company the extra."

Chong said that this was a "totally lopsided agreement" whereby the government and the people in general had been taken for a ride by the company.

"However, the government has the legal right to nullify this agreement because of the uncertainties and unreasonableness and I call upon Chief Minister Datuk Patinggi Tan Sri Adenan Satem to take action by cancelling this agreement," Chong said.

截至昨日，国际油价已跌10%至每桶90美元，但国内油价却起约10%。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁谴责国阵，过去常以国际油价上涨，政府津贴增加，来合理化调高国内油价的政策。但是，现今国际油价已从过去一年平均每桶超过100美元的价格，跌至每桶90美元，政府却在昨晚悄悄调高RON95和柴油价格约10%。可见，之前政府的论调根本就不成立。

张氏指出，马来西亚是石油出口国，国际油价上涨其实有利于增加国油和政府收入。若以提炼石油成本计算，只要国际油价超过每桶50美元，国油就有利可图，有钱赚。

"其实，在全球许多石油出口国当中，马来西亚售卖国内汽油的价格可算是其中最贵的一个国家。有去过汶莱的民众就知道，就算兑换马币计算，汶莱国内卖的汽油价格还是比马来西亚便宜许多。马来西亚人民除了买贵油，买车也比其它国家贵许多。对许多拥车人士，这是双重剥削。"

张氏透露，根据国油的财务报告，国油单单今年第二季（1/4/2014 – 30/6/2014），其净盈利就已高达211亿令吉，而其2014年首半年的净盈利则是398亿令吉。

张健仁表示，政府不断调高国内油价，主要是因为政府不断的浪费、贪污及朋党作业，以人民的财富转入朋党口袋。最近发生的以下3起事件，虽然只是冰山的一角，但就已是很明显的例子：

1. 由砂州部长Fatimah所暴露的，5000令吉可以供水给郊区一个甘榜的工程，但工程部却需35万令吉。

2. 工程部原本估计需2亿令吉建三马拉汉桥的工程，因行动党及时暴露而改由以公开招标方式进行招标，结果最高的标价只是1亿3800万令吉，而最低标价则是9300万令吉。

3. 价值5亿令吉的政府地却以低至1亿1500万令吉的价钱贱卖给朋党公司。

张氏说，马来西亚得天独厚，天然资源丰富，人民本来可享有"低消费、高收入"的生活环境。但是，因为国阵政府的贪污、浪费和朋党官商勾结，导致今日人民生活在"高消费、低收入"的困境。

"不论纳吉和国阵的形象包装顾问如何的粉饰，明眼人都知道，起油价的真正理由是，政府乱花钱导致国库空虚的后果。也唯有换政府才可制止这种不断剥削人民的政策。"

Eighty percent of Sarawak's 2.6 million population are expected to be hit hard by the petrol and diesel pump price increase of 20 sen per litre effectively.

Sarawak DAP chief Chong Chieng Jen said that the hike will have a knock on effect on the mostly rural dwellers, who are mostly subsistence farmers and fishermen.

He said that the hike would significantly impact the transportation costs of goods used daily by the group which the government has identified as the nation's poorest.

"This is the price we pay for the continuous incessant wastages, corruption and cronyism practised by the BN government," Chong (left) said in a press conference.

He said that the continual reduction of petrol subsidy, resulting in higher pump prices, is due to "wastages, corruption, and cronyism".

He said that this is clear as Malaysia is blessed with natural resources, and yet its people are struggling.

"Because of wastages, corruption and cronyism, we are actually living in high cost of living, but with low income. This is our dilemma," he said.

Highest among oil producing nations

He said that Malaysian consumers pay the most for petrol and diesel, compared to other oil producing countries.

"

We are not only pay expensive petrol, but our car prices are a lot more than prices in other countries. For those who have cars, this is double exploitation," he added.

He added that the government can also no longer justify the subsidy cut by citing rising subsidy costs, as crude oil prices have actually gone down by 10 percent.

"And yet the government has increased RON95 and diesel prices by 10 percent," he said

He said that at US$90 (RM292.93) per barrel, Malaysia is still making a profit as a net oil exporter.

Failure to channel the profits to maintain petrol subsidies for local consumers, he says, shows that the coffers are running low due to perpetual wastages.
