The Auditor-General's Report states that instead of wiping out poverty in Negeri Sembilan, the state is experiencing an increase in poverty.

SEREMBAN: There is something amiss in Negeri Sembilan's poverty eradication programme. Instead of getting better, it is only getting worse and the poverty rate has increased by 178 percent in the last three years.

The Auditor-General's Report stated that out of 10 poverty eradication programmes implemented in the state, seven were rated as not impressive. That means 70 percent of the programme had failed.

Negeri Sembilan PKR chief Mohd Nazree Mohd Yunus said: "I worry that there is possibility of bribery and political interference in these programmes."

He said that this was only one aspect of mismanagement by the state government and PKR has lodged a police report asking the Malaysian Anti Corruption Commission to investigate.

Mohd Nazree said that the AG's report also exposed sand theft activity at the Jijan River.

"Based on all these evidence, we have asked the MACC to start an investigation.

"These are not our allegations but all these are in the audit report," said Mohd Nazree.

Opposition group visits National Feedlot Centre's farm in Gemas.

GEMAS: PKR strategic director Rafizi Ramli claims he has more information than already revealed about Shahrizat Abdul Jalil's involvement in the National Feedlot Centre (NFC) and has threatened to expose them unless she responds to allegations made in recent days.

Rafizi visited the NFC farm here yesterday, a day after he alleged in a press conference that most of the beef produced by the centre is supplied to luxury restaurants owned by the family of Shahrizat, the Minister for Women, Family and Community Development.

Agriculture Minister Noh Omar had earlier confirmed that members of her family manage the luxury restaurants.

"We want to know how much exactly was spent for this farm," Rafizi said after his visit.

"How many head of cattle are bred here and how many are slaughtered per day?"

He posed the questions in front of more than 70 people outside the farm. Most of them were journalists and publicity officials of opposition parties.

"Based on the information I have, they are supposed to breed 60,000 cows per year but I learnt that only 8, 000 cows were produced over a period of three years" he said.

Rafizi was accompanied on his visit by five Negeri Sembilan state assemblymen—Mohd Taufek Abdul Ghani (PAS-Paroi), M Ravi (PKR-Port Dickson), Aminuddin Harun (PKR-Sikamat), P Gunasekaran (DAP-Senawang) and Ng Chin Tsai (DAP-Temiang). Also in his delegation was Fariz Musa, the chief coordinator of Jingga 13, a PKR-linked NGO.

Security guards barred the media group from entering the farm, irking Rafizi and his companions.

He explained to the guards that he had already informed NFC's executive chairman, Dr Mohamad Salleh Ismail, about the visit.

"The NFC was built with the rakyat's money and technically this farm belongs to the rakyat," he told them. "We as the rakyat would like to see for ourselves how our money is spent."

He asked them to allow at least two journalists in. The guards were unmoved. Neither did they budge when Ravi and Gunasekaran appealed in their capacity as state assemblymen.

Mohd Taufek said he would raise the NFC issue in the state assembly, which begins its next sitting on Nov 21.

"Since the state government has some shares in NFC, Menteri Besar Mohamad Hasan has some explaining to do," he said.

Usaha konvoi pemimpin Pakatan Rakyat, termasuk beberapa ADUN Negeri Sembilan untuk melawat projek ladang ternakan lembu Pusat Feedlot Kebangsaan gagal apabila mereka dihalang dan dilarang masuk oleh pengawal keselamatan yang bertugas.

Pengarah strategi PKR Rafizi Ramli minggu lalu berkata beliau akan mengadakan sidang media di ladang itu jika kerajaan tidak memberikan jawapan berhubung beberapa kepincangan yang didakwa membabaitkan projek yang bernilai RM73.64 itu.

Sebaik tiba di tapak ladang berukuran 2,000 ekar itu pada tengahari tadi, kira-kira 50 pemimpin Pakatan dan aktivis terpaksa berpanas selama sejam dalam usaha cuba memujuk pengawal keselamatan bagi membenarkan mereka masuk.




"Bagaimana awak boleh halang kami masuk sedangkan menteri yang bertanggungjawab kata kami boleh lawat projek ini kerana ia sesuatu yang berjaya dan tidak mempunyai sebarang salah laku?" soal Rafizi kepada pengawal keselamatan itu.

Wang rakyat

Hujahnya lagi, adalah menjadi prerogatif bagi wakil rakyat untuk meninjau bagaimana wang kepunyaan rakyat dibelanjakan. Namun semua itu tidak dihiraukan.

Sebaliknya, mereka diarahkan meninggalkan kawasan itu. Konvoi itu terpaksa akur dan bersurai pada jam 1.30 petang selepas mengadakan sidang akhbar di pintu masuk ladang berkenaan.

Pada 1 November lalu, Rafizi mendakwa Pusat Feedlot Kebangsaan bernilai RM73.64 juta itu merupakan projek yang tidak berjaya walau dijelaskan sebaliknya oleh menteri berkenaan, Datuk Seri Noh Omar.



"Kita persoalkan sasaran yang menteri kata telah dipenuhi. Ternak 8,000 ekor lembu dalam masa tiga tahun ini, petani di kampung mana-mana pun boleh buat. Tidak perlu ada RM250 juta," kata Rafizi.

Syarikat Agro Science Industries Sdn Bhd – salah sebuah daripada dua syarikat yang dipilih untuk menjayakan Pusat Feedlot Kebangsaan – telah diberikan sejumlah pinjaman daripada RM250 juta yang diperuntukkan dan juga geran sebanyak RM6 juta melalui kementerian pertanian.

Noh juga minggu lalu mengakui bahawa projek berkenaan telah diberikan kepada anggota keluarga menteri pembangunan wanita, keluarga dan masyarakat, Datuk Seri Shahrizat Abdul Jalil.
