Improve the maintenance of high-rise flats

Dr Tan Seng Giaw calls on Housing and Local Government Ministry and the Kuala Lumpur City Hall to improve the efficiency of maintenance of high-rise flats,relieving residents of multiple problems.

The number of high-rise flats increases in the whole country. Hence, the Government promulgates laws such as the Local Government Act to monitor the management of these flats, including the formation of Joint Management Corporation (JMC). There are flats which face difficulties: some residents pay monthly subscriptions. Some refuse. As a result, JMC does not have enough money for maintenance.

Blocks A, B and C, Taman Fadason, Jinjang North, present recurrent difficulties such as leakage at the 18th floor, sanitation, electricity and water supply, parking spaces and crimes. Very soon, water and electricity supply may be cut off.

We have informed the City Hall about the above-said problems. We continue to follow up.

In December last year, Parliament passed a bill to amend the Local Government Act.  This included the steps to improve the effectiveness of JMC. We would like to see if the City Hall is as confident as the Housing Minister in the enforcement of the said amendment.

Independent Police Complaints and Misconduct Coimmission (ICMC)

We have called for the setting up of an Independent Police Complaints and Misconduct Commission(ICMC). Now, there is the alleged police killing of a security guard, C. Sugumaran, on 23 March, 2013. The IPCMC issue resurfaces. The Home Ministry should ensure that the case is throughly investigated. One way of making sure that the police are seen to be fair is to form an effective IPCMC.
