UN chief encourages dialogue to peacefully resolve situation in Sabah

6 March 2013 – Secretary-General Ban Ki-moon today urged an end to violence and encouraged dialogue among all parties to peacefully resolve the situation in Sabah, Malaysia.

According to media reports, Malaysian troops are searching houses and terrain for armed members of a Filipino clan embroiled in a three-week conflict in Sabah on Borneo island. Related violence has reportedly left eight members of the Malaysian security forces and 19 clan members dead.

"The Secretary-General is closely following the situation in Sabah," said a statement issued by his spokesperson. "He urges an end to the violence and encourages dialogue among all the parties for a peaceful resolution of the situation."

Mr. Ban also expressed concern about the impact this situation may have on the civilian population, including migrants in the region.

"He urges all parties to facilitate delivery of humanitarian assistance and act in full respect of international human rights norms and standards," said the statement.

Kini terdapat 800,000 ribu bangsa Filipino (dari pelbagai  keturunan dan suku kaum seperti Maguindanao, Maranau dan Tausuq atau Suluk)  yang tinggal di Sabah sama ada sebagai pekerja, penduduk tetap atau warganegara. Perairan yang memisahkan kepulauan atau Semenanjung Sulu dengan Sabah hanyalah beberapa jam perjalanan menaiki speedboat. ZAMBOANGA CITY, Philippines—Thousands of Tausug from Basilan, Sulu and Tawi-Tawi have sailed to Sabah to reinforce members of the so-called royal army of the sultanate of Sulu who are fighting it out with Malaysian security forces, a Moro National Liberation Front official said Tuesday. "We can no longer prevent our people. We are hurt and many of our people, even the non-combatants, are going to Sabah to help the sultanate," Habib Hashim Mudjahab, chair of the MNLF's Islamic Council Committee, told the Philippine Daily Inquirer by phone.

But Lt. Gen, Rey Ardo, chief of the military's Western Mindanao Command, said they have not monitored reports of reinforcements trying to enter Sabah. "But we cannot avoid that some residents who have relatives in Malaysia would react to the situation," he said.

Mudjahab said at least 10,000 Tausug from Basilan, Sulu, Tawi-Tawi and Zamboanga on Monday night started to reinforce the followers of Sultan Jamalul Kiram III now holed up in a coastal village in Sabah via the Philippines' so-called "southern backdoor," a route regular traders are familiar with. He said the reinforcements "sailed in small numbers so they can easily penetrate Sabah unnoticed. "The naval blockade is of no use; our military should have known that. We did that before at the height of Marcos regime. 

We can easily go to Sabah and blend with the people there," he added. He was referring to a naval blockade thrown up by the Philippine Navy and Coast Guard to ensure armed sympathizers do not joined the beleaguered men in Sabah as reinforcements.

Days ago, Mudjahab said, he advised several MNLF commanders against going to Sabah to help a group of about 200 men who landed in a coastal village in Lahad Datu on Feb. 9 to assert the sultanate's claim to Sabah. They engaged Malaysian authorities in a standoff that has resulted in a series of skirmishes since last Friday. At least 27 people, including eight Malaysians have been reported killed in the violence. The Malaysian Air Force is reported to have dropped bombs Tuesday on the Filipinos' suspected lair.

"I told them to hold on to their ranks and avoid getting emotionally affected with the situation. But our President Noynoy (President Benigno Aquino III) kept issuing statements favoring the Malaysians, which made our people agitated. The President must realize that for the Tausugs, being pushed to the wall, fighting for a cause, is dying with victory," he said. He said with three old heirs of the Sultanate, "who have no history of rebellion, living quietly on their own, now leading the cause in Sabah, is something great for the Tausugs."

A retired educator in Tawi-Tawi, who asked not to be identified by name, said the sultanate of Sulu represents an extension of their rich heritage. "They are the first Filipinos. The sultanate of Sulu was already there even before Philippines existed," he said. Amirah Lidasan of the nongovernmental group Suara Bangsamoro said the status of the sultanate of Sulu was unfinished business that "keeps on nagging us." "We have a bloody history of Moro people getting killed while defending the homeland. It also speaks of the Philippine government's giving in to the interest of foreigners instead of its citizens," Lidasan said. Meanwhile, Hataman said at least 70 Filipinos arrived in Sibutu, Tawi-Tawi yesterday (Tuesday) to escape being caught in the crossfire in Sabah. "They boarded a commercial vessel and they arrived this morning," Hataman said. Hataman has been meeting for what he called "security and social preparations" with the military and local government officials since Tuesday morning.

PEDULI APA TIMES HIGHER EDUCATION RANKING

 Sekali lagi kita terduduk apabila keputusan TIMES HIGHER EDUCATION 2013 Kedudukan Reputasi  institusi pendidikan dunia diisytiharkan. Beberapa  bulan yang lalu, kita amat terkejut dengan keputusan TIMSS

yang mendedahkan kelemahan sistem pendidikan sekolah rendah dan menengah di Malaysia. Setakat ini, kita hanya mampu menggigit jari melihat kejayaan jiran kita di selatan , Kotaraya Singapura, mampu mengeluarkan DUA universitinya bertaraf antarabangsa dan menduduki tangga 22 dan 71.

Tulisan ini sekadar melihat ke dalam diri dan bukan bertujuan menuding jari ke arah siapa-siapa. Segala sumber dan keupayaan perlu digembleng dan difokus untuk kejayaan masa depan.

Di Selangor, kerajaan Pakatan Rakyat telah mencuba yang terbaik untuk menonjolkan Universiti Selangor (dulunya UNISEL) sebagai sebuah institusi pendidikan tinggi yang menjadi pilihan lepasan pelajar SPM. Dalam  masa lima tahun, Exco Pendidka,  Pentadbir dan Pensyarah Universiti Selangor telah berusaha sedaya upaya dalam batas-batas dan kekangan yang wujud untuk melahirkan graduan yang serba boleh dan memiliki syahsiah yang tinggi di samping berjaya dalam kerjaya yang dipilih.

Singapore varsities move up in world reputation rankings

SINGAPORE, March 5 — The reputations of local universities have risen among academics again, according to the 2013 Times Higher Education World Reputation Rankings released this morning.

The National University of Singapore (NUS) inched up a spot to 22nd, while Nanyang Technological University (NTU) moved to the 71th-80th band, up from the 81-90th band last year. Among universities in Asia, NUS ranked second behind Japan's University of Tokyo, with NTU coming in 13th.

The rankings are based on 16,639 responses from senior academics around the world. The poll asked academics to nominate no more than 15 of the best institutions in their narrow field of expertise, based on their experience and knowledge.

American universities dominated the rankings this year, taking seven of the top 10 places. Harvard University took the top spot, followed by Massachusetts Institute of Technology and Cambridge University, while Oxford University climbed two places to finish fourth. The University of Tokyo was the top-ranked Asian institution at No. 9, after it slipped one spot in this year's rankings.

According to Times, the top six's membership has remained consistent since the first rankings were conducted in 2011, with the gap between it and the chasing pack widening each year.

The latest rankings, however, showed the two local universities making steady improvements over the past three years. In 2011, NUS was ranked 27th, while NTU was placed in the 91-100th band.

Professor Tan Chorh Chuan, president of NUS, felt the latest ranking was a strong recognition of the university's commitment to delivering "high quality education and research of global impact". With two Singapore universities in the top 100, NTU president Professor Bertil Andersson said it shows that the republic is known for being "a knowledge-based city driven by innovation and technology" despite being a small country.

Phil Baty, editor of the Times Higher Education Rankings, said: "It seems clear that Singapore's academy is increasingly recognised by scholars as a world-leading destination for research and innovation. Both universities are rising in the reputation table and in the overall World University Rankings, which are based on objective performance indicators.

"Now is clearly a very exciting time for Singapore, which is establishing itself at the heart of the boom in East Asian higher education and gaining ground on the traditional Western elite." — Today

Singapore schools still pulling in Malaysians despite spike in fees, bus fares

  

KUALA LUMPUR, March 4 — More Malaysians are making the daily commute across the Causeway to study in Singapore public schools, the republic's Straits Times (ST) reported today despite a burgeoning education hub featuring top-notch foreign institutions in Johor's Iskandar area.

Citing school bus operators ferrying Malaysian students to and from the narrow straits separating the two countries, the daily reported a growing passenger load despite the recent hike in education fees for foreigners at all levels — from primary all way through to pre-university.

A Malaysian student now has to pay between S$350 (RM874) and S$700 (RM 1,748) a month, up from between S$115 (RM287.17) and S$170 (RM424.51) from last year at Singapore's public schools, the paper reported, adding that independent schools there had also upped their fees for foreigners.

"The parents want their children to have more job options in the future and having English is one way to make sure they are on the right track," Janet Lee, 43, was quoted saying.

Lee's family owns the biggest Singapore-Malaysia school bus operator, Century Bus, which the daily reported had seen a five per cent increase in the number of students it ferries since last year.

Century Bus estimates that there are at least 2,000 students, half of whom are Malaysians ferried to school by the company's buses, the paper reported.

Another private school bus operator, Lee Chee Chen, 60, told the paper his Malaysian passengers have nearly doubled from the 18 students he had last year.

Malaysian parents interviewed by the paper admitted the increase in the fees was a strain on their wallets, but said they were willing to put up with it for the benefits of an English-medium.

"The lack of an English-speaking environment means fewer job opportunities for my daughter," said Yap Nyet Ling, 48, who had put her college-age daughter through 12 years of education in Singapore.

"Malaysian Chinese schools focus on Chinese rather than English, and Malaysian international schools are more expensive than Singapore schools," said Johor tutor Cindy Seah, 33, who sends her two primary-age daughters to school in Singapore.

Malaysian parents, especially those in Johor, have been sending their children to study in Singapore schools for years.

EduCity, a 242.81-hectare education hub developed by Iskandar Investment Berhad, has managed to pull several international schools to set up branches in Johor.

However, the schools have complained of bureaucratic hurdles when setting up shop in the southern state's economic corridor.-Malaysian Insider

OPS DAULAT-ANGKATAN TAKBEER PAS?

Salam 2 all.

Teman menghargai kenyataan Ketua Dewan Pemuda PAS Nasharuddin Hasan At-Tantawi yang menyatakan kesediaan beliau menghantar ahli-ahli PAS ke medan tempur di Lahad Datu dan lain-lain demi mempertahankan negara daripada pencerobohan pengganas dan anasir subversif asing daripada Filipina.

Cuma teman agak musykil dengan kenyataan Nasharudin ini dengan satu persoalan: pasukan asykar mana yang dia bercadang nak hantar tu? Dewan Pemuda PAS? Unit Amal PAS?

Kalau takat nak hantar Dewan Pemuda atau Unit Amal, teman rasa lebih baik dok jaga markas PAS aje lah. Takat kepakaran kutip derma masa ceramah, atau tukang takbeer masa penceramah dok maki hamun orang lain (termasuk bertakbeer bila penceramah harbi DAP maki orang Melayu), atau takat kepakaran buat demo haram ikut Ambiga tu, elok dok rumah ajelah. Kang tak pasal polis dan tentera kita yang sedang sibuk berperang terpaksa jaga keselamatan dema pulak dah!

Pada teman, kenyataan Nasharudin Tantawi ni menepati pepatah Melayu, "cerdik tak boleh diajar, bodoh tak boleh diikut".

Tugas menjaga keselamatan negara, termasuk berdepan dengan musuh luar adalah tanggungjawab khusus pasukan Polis DiRaja Malaysia dan Angkatan Tentera Malaysia. Mereka ada pasukan yang terlatih dalam bidang masing-masing dan mempunyai kepakaran tersendiri.

PDRM ada Pasukan Gerakan Am, Pasukan Gerak Khas, Komando Vat 69, Unit Tindakan Khas, Unit Cawangan Khas, Pasukan Khas Senoi Praq, Pasukan Simpanan Persekutuan dan banyak lagi unit-unit yang cukup terlatih dan mempunyai kepakaran tersendiri.

Disebelah ATM jangan cakap lagilah, selain pasukan regular saperti Rejimen Askar Melayu DiRaja (yang kawan Nasharudin Tantawi cauvinis biaDAP berangan sangat nak bubar dan hapuskan), ada pasukan Renjer, Rejimen Gerak Khas, Rejimen Askar Wataniah, Rejimen Kor Jurutera, dan macam-macam lagi. Kita ada TLDM dengan pelbagai pasukan termasuk Pasukan elit PASKAL, pasukan kapal selam KD Tun Razak (yang kekawan Nasharuddin fitnah tidak boleh menyelam), TUDM dengan Skyhawk dan F-16, dan banyak lagi yang masih belum digunakan dalam gerakan Ops-Daulat!

Pendek cerita, walaupun kita menghargai kesediaan Nasharudin Tantawi beriya nak berjihad dan nak mati syahid di Lahad Datu, kita sudah punya pasukan yang lebih daripada mencukupi untuk menangani masalah pencerobohan pengganas Sulu ini.

Apa yang penting, Nahsarudin Tantawi dan yang sewaktu dengannya perlu faham, pencerobohan oleh anasir pengganas dan subversif Sulu ini bukan satu peperangan, tetapi perlakuan jenayah. Ianya adalah jenayah untuk menceroboh negara kita yang berdaulat dan merdeka, ianya adalah satu jenayah untuk membunuh pasukan polis yang menjaga keselamatan negara. Kita sedang berhadapan dengan penjenayah, bukan pasukan tentera sebuah negara.

Sebab itu pihak Polis yang mengendalikan kes ini bukan pasukan tentera (walaupun ATM sedang membantu polis berdasarkan kerjasama strategik Blue-Ocean Strategy). Sama saperti kes pencerobohan Al-Maunah (kebetulan ahli parti Nasharudin yang banyak terlibat), kes pencerobohan Sulu adalah kes jenayah, dan saperti kes jenayah lain, ianya harus dikendalikan oleh pasukan PDRM.

Selanjutnya pada teman, daripada Nasharudin Tantawi sibuk konon nak perang jihad di Lahad Datu, eloklah Nasharudin Tantawi dan yang sewaktu dengannya pergi berperang jihad dengan Tian Chua, rakan sekongkol Nahsarudin Tantawi daripada parti manusia rosak akhlak Anwar Ibrahim!

Nasharudin Tantawi tentu sudah tahu bagaimana rakan sekatil sebantal beliau menghina pihak polis dengan mendakwa pencerobohan anasir pengganas dan subversif Sulu adalah konspirasi UMNO. Sehinggakan ada anggota dan pegawai polis yang terkorban pun nak dipolitikkan oleh rakan sebantal Nasharuddin Tantawi. Inilah politik paling sial yang pernah teman tengok dimainkan oleh haiwan politikus negara ini.

Jadi kalau Nasharuddin Tantawi berasa nak berperang jihad sangat, teman nasihatkan Nasharuddin Tantawi eloklah pergi berperang dengan rakan sebantalnya itu. Pada teman, pihak keselamatan, terutama ahli keluarga anggota polis yang terkorban akan sangat menghargai jasa Nasharudin Tantawi jika dia mengangkat pedang jihad dan bertakbeer menentang Tianchua, dan kalau jumpa dia elok Nasharuddin melempang Tianchua dua tiga kali sambil bertakebeer sakan!

Jangan Nasharudin jadi macam Nik Aziz, ketua Majlis Syura PAS yang pergi kerumah Karpal Singh membawa pisau; yang teman ingatkan nak pergi lempang Karpal Singh kerana mempertikaikan keputusan Syura PAS melarang penggunaan kalimah ALLAH oleh kristian dimana Nik Aziz pengerusinya; rupa-rupanya Nik Aziz pergi rumah Karpal bawak pisau untuk potong kek sambut birthday dihari Taipusam!

Atau elok juga Nasharuddin Tantawi mengajak Angkatan Takbeer PAS berperang dengan Anwar Ibrahim, Lim Guan Eng, Lim Kit Siang dan Karpal Singh yang bertegas mahu kristian dibenarkan menggunakan kalimah ALLAH sapertimana perisytiharan yang turut ditandatangani (malah disediakan) oleh ketua Nasharudin Tantawi sendiri Hadi Awang pada 08 Januari 2013!

Sedangkan Nasharuddin Tantawi tahu keputusan itu bukan sahaja bertentangan dengan syara', malah bercanggah dengan pendirian Majlis Syura parti Nasharuddin Tantawi sendiri! Malah kata Timbalan Mursyidul Am Dr Haron Din, adalah syirik dan kufur untuk membenarkan kristian menggunakan kalimah ALLAH kerana ini soal aqidah. Sampai Dr. Haron Din kata akan pertahankan kalimah ALLAH sehingga habis nyawa!

Jadi nasihat teman kepada Nasharuddin Tantawi, daripada mike sibuk nak hantar Angkatan Takbeer PAS ke Lahad Datu, eloklah mike hantar Angkatan Takbeer PAS berjihad menentang Anwar Ibrahim, Guaneng, Kitsiang, Karpal Singh, dan mungkin juga Hadi Awang (kerana sampai hari ini tak tarik balik kenyataan bersetuju dengan Anwar & Kitsiang kristian boleh pakai kalimah ALLAH, malah Anwar sampai kata baru ni Hadi Awang yang sediakan text persetujuan tersebut)!

Pada teman, kalau ditakdirkan Nasharudin Tantawi dan Angkatan Takbeer PAS terkorban semasa perang menentang Anwar, Guan Eng, Kitsiang dan Karpal Singh demi mempertahankan kalimah ALLAH yang disyirikkan, insyallah Nasharuddin Tantawi boleh digolongkan sebagai mati syahid!

Dan Nasharuddin Tantawi akan berjasa besar kepada negara dan rakyat Malaysia kalau dia boleh mengetuai Angkatan Takbeer PAS ke Filipina untuk mendesak dan mencari kebenaran lapuran media Filipina yang mendedahkan siasatan Bahagian Risik Filipina yang membongkar dalang sebenar disebalik serangan anasir pangganas subversif Sulu menceroboh Malaysia.

Lapuran tersebut secara jelas mendedahkan penglibatan kalipah yang disanjung oleh parti Nasharuddin Tantawi sebagai dalang dan barua kepada insiden ini. Negara dan rakyat Malaysia pasti akan berbangga dan bersyukor jika Nasharuddin Tantawi dan Angkatan Takbeer PAS membongkar rahsia yang didedahkan oleh media Filipina tersebut! Dan jika lapuran media Filipina itu didapati benar, negara akan sangat berbangga jika Nasharuddin Tantawi dan Angkatan Takbeer PAS mengisytiharkan perang jihad dan sanggup mati syahid menentang pengkhianat dan petualang negara ini!

Oh ya sebelum lupa, mungkin Nasharuddin Tantawi boleh menasihatkan beberapa orang rakan taulan dia dalam PAS yang begitu ghairah dan seronok menggunakan gelaran Datu (yang ditukar sendiri oleh dema lepas itu menjadi Datuk) yang konon ceritanya dianugerahkan oleh mereka yang mengaku Sultan Sulu. Teman dengar cerita dalam kepimpinan PAS pun ada yang yang pakai gelaran palsu yang tak diiktiraf ini!

Jadi Nasharuddin Tantawi, mike sebenarnya ada banyak kerja lagi nak buat. Jadi eloklah mike fikir semula niat dan cadangan nak hantar rejimen Angkatan Takbeer PAS berjihad ke Lahad Datu. Mike pun takde asykar nak hantar, yang ada pun pasukan takbeer dan pasukan demo haram.

Biarlah pasukan PDRM & ATM kita menyelesaikan masalah pertahanan negara ini.  Mike selesaikanlah masalah parti mike sendiri. Berjihad menentang pemimpin dan rakan sekongkol mike yang zalim, mungkar dan maksiat ini lebih baik daripada mike berangan nak berjihat di Lahad Datu itu.

Yang baik datangnya daripada ALLAH, yang tidak kelemahan teman sendiri. Moga ALLAH meneguhkan aqidah dan iman kita, dan menjauhkan kita daripada syirik dan kekufuran.

马来家庭遭撞屋获赔无门,倪可汉自掏腰包2千令吉协助马来家庭修屋

警匪追逐导致住家飞来横祸,马来高脚屋底层被撞毁却无人负责赔偿,木威区国会议员拿督倪可汉捐助2000令吉协助重修。

该住家位于班台前往双溪峇都新村方向大路的拐弯处,在日前由于警察追逐偷车匪,匪徒于该转弯处失控而直接撞向住家。幸亏当时在楼下休息的老人家没有被撞入屋内的车子砸伤。

屋主莫哈默再尼(40岁)的太太诺西亚(33岁)表示,当时她与先生都在楼上休息,其母亲人在楼下,结果突然传来一声巨响和震动,跑到楼下才知道屋子给车子撞毁,肇祸车子就停在母亲所在的沙发前。

房子被车子撞毁后,威胁住户安全

"后来就有不少人来探视,包括不同的政党,拍了照片拿了资料等等之后,却没有任何赔偿下文。我本身也前往县属申请意外援助金以重修房子,结果被告知这起意外并不是天灾所造成,所以该援助金申请无法被批准。"

木威区国会议员拿督倪可汉稍后连同回教党领袖纳西尔、政治秘书黄渼沄、政治秘书黄琳惠、班台支部主席林宗荣及秘书姚顺吉前往视察有关情况。

拿督倪可汉在视察该住家后表示,即使不是天灾造成的损坏,应该也可以获得基本的援助,因为这起意外并不是屋主自己造成。

"政府应该要真正照顾有需要的人,并及时提供各类援助来协助人民渡过难关。"

倪可汉也在当天自掏腰包捐助2000令吉协助屋主重修房子,获得屋主万分的感谢。该住家目前已经修复完毕,不再威胁住户的居住安全。

David Lim has no reason to owe TNB and Syabas so much money unless there was a mismanagement of the maintenance fees and Sinking Fund. We the residents did not know about this previously. You are exposed. Put right the accounts and let us know the balance of the Sinking Fund. No point keeping quiet, David Lim will have to face it sooner or later. He is fond of running to his political master (Datuk Yew) for help. Now it is the time to go to him to get help to pay up this RM674,000 debts.

Yew TL….how can you be a winnerable candidate when you have brought the Uptown Bazaar to Danau Kota and causes so much of trouble and inconvenince to the residences here.

Yew TL….you not only created unhealthy living for the residents around the area but also encouraging “Budaya Lepak” among the youngsters. Take a look if you don’t believe us…..youngsters who should be at home are found to be lotering at the Night Bazaar and also at the A-Malik mamak restaurant at 3.00am.

There are so much of littering and people are also found to park their vehicles hazardly at places which are not meant for parking and causes lot of traffic congestion in Taman Setapak Indah and people going to the Night Bazaar are also found throwing litter at our front gate.

Ex-Army Chief Rues Lack of Clear Chain of Command

There is no clear chain of command with regard to what is happening in Lahad Datu, says former army chief Gen (Rtd) Md Hashim Hussein.

When you have such a situation, Md Hashim said, there must be a clear command structure.

"This is needed to coordinate the operations. Right now, I think it is not there," he said.

However, Md Hashim (right), who retired in 2002, admitted that a clear assessment of the ground situation was needed.

In contrast, he said, the Sauk incident in Perak was resolved in four days, with the right personnel.

"We managed to resolve it due to a clear command structure, clear orders, clear control, plus we had the right troops for the task," he said.

The retired general also warned the government against using information war to blackout incidents such as what was going on in Lahad Datu.

“As for the information warfare that they use… What a tangled web we weave if we begin to deceive”.

Md Hashim also announced that he has officially joined PKR today and voiced his support for Pakatan Rakyat.

Formerly Malaysia's ambassador to Pakistan, Md Hashim said he is attracted to the leadership of Anwar Ibrahim, who was his schoolmate in the Malay College Kuala Kangsar (MCKK).

"He has managed to harmonise Pakatan, all ethnic communities and Malaysia, and this is due to Anwar’s leadership quality," he said.

"I find the Pakatan leaders have the right leadership qualities and can lead the country. I also verify the claims made by my former number two, Lt-Gen Abdul Ghafir Abdul Hamid, on the wastage and leakages in army spending," he said.

‘Barracks and facilities in bad shape’

Md Hashim, who was first commander to the Malaysian batallion in Bosnia-Herzogovina, said he had gone to some of the army camps up north to verify the claims made by Abdul Ghafir.

He said he had seen that army conditions are indeed in a bad shape, including their homes, barracks, washroom and also armaments.

"There was a former senior airforce officer that reminded that there were no proper spare parts for aircrafts, however, this person had been admonished by the (BN) politician," he claimed.

Md Hashim said he expected to receive brickbats for voicing his support for Pakatan, but assured that he had carefully thought about the matter after discussing with some of his former officers.

The former top army personnel said that the Pakatan leadership had been coercing him to make an appearance, and he thinks that there was a need to strategise his entrance into the party to bring the desired impact.

Over the past few weeks, several former armed forces top guns had voiced their support towards Pakatan.

Abdul Ghafir had even pledged, during a Pakatan convention, that the army will ensure a smooth transition should the opposition come into power after the general election.

Pada minggu lepas, Joshua Trevino, bekas penulis ucapan presiden Amerika Syarikat George W. Bush memfailkan rekod kepada kerajaan AS yang mengesahkan beliau dibayar oleh kerajaan Malaysia menerusi APCO Worldwide di dalam kempen mempromosi pentadbiran Datuk Seri Najib Razak dan menyerang Datuk Seri Anwar Ibrahim.

Rekod tersebut mendedahkan Trevino dibayar AS$389,724.70 oleh kerajaan Malaysia, parti pemerintah UMNO-BN ataupun kepentingan yang berkaitan. Pada Ogos tahun lepas, Trevino dipaksa meletak jawatan sebagai kolumnis di akhbar UK, the Guardian. Ini berikutan beliau tidak mengumumkan peranannya sebagai konsultan kepada FBC Media, di mana beliau menulis memuji tentang ciri-ciri 'kesederhanaan' Najib.

Pada 2011, Najib mengakui bahawa kerajaan membayar RM94 juta kepada FBC Media antara 2007 hingga 2010. FBC turut membayar AS$70,000 kepada APCO Worldwide untuk melobi kerajaan AS mewakili pentadbiran Najib. Apabila skandal pembayaran dan pengaturan berita ini didedahkan, BBC dan CNBC menamatkan kontrak FBC kerana melanggar etika kewartawanan.

Ironisnya, ketika UMNO-BN terus-menerus menyerang Anwar sebagai pro-Israel di dalam propaganda dalam negara, Trevino dan konsultan-konsultan lain bekerja keras untuk menggambarkan Anwar sebagai anti-Israel di luar negara.

Najib perlu menjawab persoalan-persoalan berikut yang timbul daripada skandal ini:

a) Berapa banyakkah wang rakyat yang dibayar kerajaan kepada konsultan perhubungan awam, khususnya luar negara untuk menulis bahan-bahan anti-Pakatan Rakyat dan Anwar Ibrahim?

b) Selain daripada APCO di AS dan FBC di UK, di manakah lagi BN melantik konsultan untuk menyerang pembangkang?

c) Siapakah yang terlibat di dalam perlantikan dan koordinasi konsultan-konsultan ini?

Apakah arahan yang diberikan kepada konsultan-konsultan ini mengenai bahan-bahan berkaitan Anwar Ibrahim memandangkan kebanyakan kerja yang dibuat adalah menyerang Anwar semata-mata?

e) Adakah kerajaan sedar bahawa ramai konsultan yang dilantik terkenal dengan pandangan ekstrem dan anti-Islam mereka, yang menghina Islam, Ikhwanul Muslimin dan umat Islam di Amerika?

f) Adakah kerajaan sedar bahawa konsultan-konsultan yang dilantik adalah penyokong tegar Israel yang menentang hak rakyat Palestin?

Najib mestilah menjawab perkara ini dengan pilihan raya yang bakal tiba. Meskipun Najib terus membelanjakan jutaan ringgit wang rakyat bagi tujuan propaganda dan fitnah, beliau terus menolak gesaan Anwar untuk perbahasan polisi bagi kepentingan rakyat Malaysia.

Malaysia’s 13th General Elections

Closing address by Anwar Ibrahim, Leader of Opposition, Parliament of Malaysia, at the International Conference on Malaysia, 13th General Elections, 4th – 5th March, 2013 at Lake Club, Kuala Lumpur

We are very heartened and encouraged by Dato' Nazri's categorical assurance yesterday that should BN lose the mandate of the people the coalition would step down and peacefully hand over power. However, my only worry is whether Dato' Nazri has the mandate to give us that assurance!

I mean we appreciate it very much and spoken like a true gentleman. But this kind of thing must come directly from the horse's mouth and I think it's the responsible thing to do.

But in all seriousness, as you know, the former top brass of the defence forces who are now retired from service having served all their lives for the protection and security of the nation; they have joined us to continue serving the people, and they have told us that insyaallah, Godwilling, when Pakatan gets that mandate come the 13th General Elections, there will indeed be a peaceful transition to power.

But let us not jump the gun. This conference has come at a most crucial time to attempt to set the ground work for a consensus on what is needed to ensure electoral democracy in Malaysia. Indeed, the challenges are formidable because for more than five decades since Independence there has been no change in Federal rule and the reins of power have remained in the hands of the same coalition party.

While in established democracies, the culture is ingrained that with every election there is not just the possibility but a real likelihood of a change of government, the current leadership has not been able to demonstrate that open mindedness. Hence, the best practices of caretaker conventions at the Federal level is a subject which doesn't seem to be of much concern because of the belief that power will not change hands. This of course is unwarranted because whether or not power changes hands, these conventions must be observed as a condition to free and fair elections.

Similarly, the issue of a playing field which I will elaborate shortly in particular, the role of media and civil society. And the issue of money politics and electoral corruption continues to bug us with no resolution in sight.

So, as the 13th general elections draw near, the question whether Malaysians will have free and fair elections remains unanswered.
We know that electoral democracy is not a privilege but a right recognised without question in all democracies. There are so many dimensions to this process and I'm sure that these have been well discussed.

Let me start with the issue of allowing international observers to witness our polling process. But the trouble is before we can even get there, the government has given us not much to be optimistic about.

For example, no matter how they want to spin it or downplay its gravity, the Najib administration's action last month in detaining and deporting Australian senator Nick Xenophon doesn't give us much reason to celebrate. On the contrary, this is yet another instance of the organised resistance of the powers that be to efforts to see the realisation of free and fair elections.
Media and Level playing field

On the subject of a level playing field, we can say that the ruling party has grossly unfair dominance of media coverage even before the onset of campaigning. The opposition, on the other hand, has no access to the mainstream media.

It is true that Pakatan Rakyat leaders have not had one day of rest in order to bring the message to the people. They work overtime and brave the odds putting their health and safety at risk because they work under severe disadvantage.

Hence, the talk of a level playing field will remain very academic and theoretical if the obvious reality is not recognised. And that is that there is no access to the mainstream print and electronic media which is monopolised by the incumbent powers that be at Putra Jaya. It would be naïve to dismiss the power and influence of such a vast media network which can penetrate every living room in the rural heartland.

With unlimited use of this crucial resource which will come to feverish pitch as the general elections draw closer; this propaganda machine is being used to savage the opposition. Blatant and vicious falsehood is being spread daily and we have to expend quite a bit of our resources, limited as they are, just to counter these lies. It's not a question of choice but necessity. Day in and day the television networks spin stories about the opposition's mismanagement of the state governments and the opposition leaders become targets of character assassination attempts.

As you know, just yesterday I have given Utusan and TV3 a 24 hour ultimatum to retract and apologise for their allegations of my complicity in the current incursion and outbreak of violence in Sabah. We have won a few court battles lately on these scurrilous attacks but it is quite obvious that they are not the least deterred in any way.

This is why we have resorted to self-help to travel the land and take the message home directly to the people. It's true our buses and cars get attacked, our flags, posters and banners get vandalised and our speakers are assaulted. Yet no action has been taken against the culprits.

We call this organised gangsterism, funded by unseen hands and protected by the law.

Where there's no equal protection of the law to safety and security; where complaints to the police about violence being brought on us and our property fall on deaf ears; and where the mainstream media would not give us any opportunity or time to respond to their wild allegation, there can never be a level playing field.

Bersih and the Elections Commission

The paramount importance of Bersih is undisputed. Bersih, as we all know, has made tremendous contributions to the cause of electoral reform. But at what cost? We know the answer. Which is why I take my hat off to National Laureate Dato' A. Samad Said and Dato' Ambiga Sreevanesan for continuing to put their necks on the chopping board. Kudos also the leaders of other NGOs who soldier on despite the odds.

After all, the protests and demonstrations to demand for free and fair elections clearly signify the dissatisfaction with the state of things. Our election commission is supposed to be the electoral watchdog. But among other things, its epic failure is that both the commission's chair and deputy chair were card carrying members of the ruling UMNO party prior to their appointment. So, merely calling it an electoral commission does not guarantee its independence and impartiality.

While the appearance of impartiality is crucial the problem faced here is not just a matter of perception but of real and glaring discrepancies in voter registration. The existence of hundreds of thousands of fictitious names as well as names of dead people plus the widespread duplication of names in the electoral roll points to blatant fraud in voter registration.

We expect the watchdog to prevent fraudulent registration but we fear that the problem is getting worse. This is not self-induced paranoia. The problem is becoming rampant as evidenced by the daily exposes on this. The RCI in Sabah on the notorious project IC underscores the reality of the fear.
The politics of fear and hate mongering

The requirement that no party incites or threatens violence to another party or candidate is fundamental to electoral democracy. Unfortunately, this is frequently ignored. On the contrary, senior UMNO leaders are already on overdrive in threatening violence and bloodshed by raising the spectre of ethnic violence should Pakatan come to power. They make outrageous suggestions that a vote for the DAP is a vote for the oppression of Islam and Muslims. Then, Perkasa comes along threatening to burn the Bible and vowing to lay down their lives. We know where that is coming from. How can such hate speeches and fear mongering ways be allowed in a democracy and condoned by the leadership?

Fortunately, as I said at the outset, the confidence as expressed by the retired generals of a peaceful transition, gives us reason to be optimistic that these lowly and despicable tactics will fail.
Conclusion

We have to know why this struggle must go on. It is not just about who will win or who will lose. It's about our Malaysian journey. It's about striving to get what we think the people deserve.

On March 18, 2008, the people of Malaysia knocked down a huge wall which had formed the barricades to the determination of their destiny as a nation.

A fate that would seal their legitimate expectations to a just society where freedom and democracy would go hand in with social justice and economic progress.

And almost five years on, even though those barricades are now behind us and we have walked a long path, a huge door remains in front of us. We are knocking on this door and the reverberations echo through the land. Victory for the people is waiting there.
