DAP 2014 Bintulu Declaration :  TOWARDS EQUAL PARTNERS

On 16th September, 1963, four nations, namely Sarawak, Sabah, Federation of Malaya and Singapore, joined to form a nation called MALAYSIA.  It was the intention of the founding fathers that all 4 are to be treated as equal partners in this new nation.

After 51 years, Sarawak is reduced to one of the 13 states in Malaysia and has become a colony of the powers that be in PUTRAJAYA.

When we agreed to form Malaysia, it was also our vision of a country where all are equal and free but the political patronage, corruption and cronyism in the system have impoverished the majority of the population with the State's wealth controlled in the hands of a few.

DAP aims to restore the EQUAL PARTNER status of Sarawak vis-à-vis the Federation of Malaya in Malaysia and to create an environment where the people of Sarawak will be EQUAL PARTNERS to each other by fairer and more equitable management and distribution of the State's wealth amongst all Sarawakians.

Given that the level of development in Sarawak is 20 years behind West Malaysia, DAP recognizes that more affirmative measures are required to give true meaning to the EQUAL PARTNER status.

The Bintulu Declaration is DAP's promise to the people of Sarawak and its call on the Government to implement the reforms and policies so as to achieve the "EQUAL PARTNERS" ideals.


EQUAL PARTNERS between Sarawak and West Malaysia

1. To call upon the Federal Government to respect the true spirit of the formation of Malaysia that Malaysia is a secular state where freedom of religion shall be upheld at all time.

2. To empower the Sarawak State Government with sufficient revenue for the planning and development of Sarawak to be at par with West Malaysia by:
(a) returning to Sarawak State Government 20% Oil and Gas Royalty as compensation in lieu of oil and gas rights; and
(b) returning to Sarawak State Government 50% of all tax revenue generated and collected in Sarawak.

3. To review the Ninth Schedule of the Federal Constitution to devolve powers of education and health care to Sarawak, as well as partially allowing Sarawak to have some autonomy over its own police force.

4. To create the position of Minister for Sarawak Affair who shall have the final decision on all Federal matters in relation to or affecting Sarawak.

5. To change the present judiciary system whereby the Chief Judge of Sabah and Sarawak shall be at par with the Chief Judge of Malaya, with his/her own autonomous power in budgetary and administrative matters in relation to the judiciary in Sabah and Sarawak.


EQUAL PARTNERS amongst all Sarawakians

1.   To adhere to the principles of transparency, fairness and clean governance in government administration by:
(a) implementing open tenders for all government projects;
(b) implementing public bidding and open tender process for the sales and alienation of state lands to developers or plantation companies; and
(c) dividing logging licences into small areas of 500 – 1000 Hectares each and awarding these licences through public bidding or open tender process.

2. To ensure transparency and accountability in the Government administration to reduce corrupt practices and abuses by:
(a) introducing the Freedom of Information Ordinance to grant access of information to the public over all government decisions; and
(b) appointing the Opposition State Assembly member as the Chairman of the Public Accounts Committee (PAC) for more intense and unbiased supervision of government agencies.

3. To implement a fair and equitable land policy for all by:
(a) guaranteeing the rights to renewal of land leases upon expiry;
(b) protecting the land rights of the natives of Sarawak through issuance of land titles to their Native Customary Right (NCR) land created based on their culture, traditional living and ADAT; and
(c) introducing the Land-to-the-Tiller policy whereby the state government shall grant the rural folks 20 – 30 acres of land per family and provide all financial assistance and expertise for them to cultivate their land.

4. To implement the "Home Ownership Scheme" by building sufficient good quality and reasonably priced 3-bedroom housing flats for the middle and low income earners and implement the "rent to own" policy.

5. To reform the public transport system by the government acquiring all public bus service companies in Kuching, Miri, Bintulu and Sibu and thereafter to improve its regularity and service with a view to provide free public bus services to the public in the first 5 years of its implementation. 

6. To manage our natural environment and resources in a sustainable manner so as to ensure that our future generations would continue to benefit from it.

7. To adopt an inclusive and diverse education system that will meet the needs of our multi-cultural and multi-racial society by:
(a) funding the vernacular schools;
(b) reviving the mission schools with English as the medium of instruction; 
(c) giving official recognition to certificates issued by Examination Boards which are of international standards; and 
(d) awarding scholarship based on meritocracy and principles of social justice. 

8. To restore local government elections to ensure accountability and better service of the local government to the people.

9. To set up a RM1 billion Dayak Endowment Fund to uplift the education level and commercial activities of the Dayak communities.

10. To put in place the Independent Police Complaints and Misconduct Commission (IPCMC) to ensure a professional, clean and efficient police force to combat crimes and provide security to the people.

2014 年民都鲁宣言:《迈向平等伙伴》

1963年9月16日,四个国家,即,砂拉越,沙巴,马来亚联合邦与新加坡,联合组成一个国家,名为,马来西亚。 当时,倡议者的原意,是大家以"平等伙伴"的原则,组成马来西亚。

51年后的今天,砂拉越在马来西亚的地位,已被降至为马来西亚13个州属之一,并变相沦为联邦布城集权的一个"殖民地"。

当我们共同成立马来西亚的时候,大家也向往创造一个全民平等和自由的国度。 但是,政治势力的支配及贪污与朋党的泛滥,严重侵蚀多数人民的利益,而州的财富只操控在一小撮人手 中。

民主行动党旨在为争取恢复砂拉越与马来亚半岛"平等伙伴"的关系,同时,也为透过更公平和合理的州财富管理和分配,创造一个全民皆"平等伙伴"的全新环境。

基于砂拉越的发展水平比西马落后20年,民主行动党认为应以更积极的措施才能达致"平等伙伴"的真正意义。

民主行动党《2014年民都鲁宣言》是民主行动党给于砂拉越人民的承诺,也是民主行动党对国阵政府所作出的呼吁,以此宣言所列出的改革与政策,迈向"平等伙伴"的目标。


恢复砂拉越与西马"平等伙伴"的地位

1. 敦促联邦政府尊重马来西亚世俗国的建国原则,尊崇宗教自由的权力。

2. 通过以下2措施,赋予砂拉越州政府足够经济能力,以计划和发展砂州,使砂州的发展水平可与西马半岛相等:
(a)归还给砂拉越州政府,20% 石油和天然气开采税;及
(b)归还给砂拉越州政府,50% 从砂拉越所征收的所有税收。

3. 重新检讨联邦宪法第九附录有关联邦和州的权限事项,将教育与卫生事务权力,归还砂州政府,另外,也赋予州政府部份警队事务的主权。

4. 在联邦内阁成立一个全新部长职,即,"砂拉越事务部长",并赋予权力决定任何联邦政策有关砂州的事项。

5. 修改目前的司法制度,以致沙砂大法官地位与马来亚半岛大法官地位相等,并赋予沙砂大法官权力决定沙砂两州司法的财政开支和行政事务。


创造砂州全民"平等伙伴"的环境

1. 政府行政遵循透明,公平及廉政的原则,并落实以下政策:
(a)透过公开招标程序批所有政府工程;
(b)以公开招标方式售卖政府地给私人发展或大型种植公司;及
(c)将伐木执照分为500 – 1000公顷小面积执照并以公开招标方式颁发。

2. 通过以下措施,确保政府政府行政有更高的透明度和问责制文化,以减少贪污和滥权:
(a)通过资讯自由法,赋予人民知的权力,让全民监督政府行政;及
(b)委任在野党议员为州议会公共账目委员会主席,确保更严格及不偏袒的监督政府机构。

3. 推行公平和合理的土地政策:
(a)保障地契到期获得更新的权力;
(b)保护砂拉越土著习俗地产权,按照砂拉越土著的文化、传统生活方式及习俗所建立的习俗地产权,颁发地契;及
(c)落实《耕者有其田》的目标,发放给乡村人民每户20 – 30 英亩地,并提供经济和技术上的援助,协助他们进行农耕活动。

4. 推行《居者有其屋》政策,兴建足够的高素质兼合理价格的3房式政府组屋,以"先租后售"方式,让中下收入人民有能力拥有自己的房子。

5. 全面改革城市公共巴士服务,政府收购古晋、美里、民都鲁和诗巫现有的公共巴士公司,以政府全资方式提供免费城市公共巴士服务,为期5年,之后才逐步收费。

6. 以可持续发展的原则,管理砂州天然资源,确保我们的下一代还可持续享有和受惠。

7. 实行包容性及多元化的教育制度,以符合州内多元民族与文化的社会:
(a)拨款资助各源流学校;
(b)恢复以英文为教学媒介语的教会学校;
(c)对于那些有国际水平的考试局所发出的证书,给予官方承认。
(d)以绩效制及社会公义的原则,颁发政府奖学金。

8. 恢复砂州地方政府的选举,促使地方政府的行政操作系统更具公信力,及提供人民更佳的服务。

9. 设立一个数额10亿令吉的《达雅族援助基金》,协助提升达雅族群的教育水平和商业活动。

10. 成立《警察投诉与行为不检委员会》,以确保有一个专业、廉洁及高效率的警队,打击罪犯,维持治安。

17th DAP Sarawak Annual Convention 2014

The year 2014 has been a sad year for all of us DAP Sarawak for we have lost 2 great leaders, our National Chairman, Sdr Karpal Singh and our former State Chairman, Sdr Wong Ho Leng.  Though they are no longer with us, but I believe the memory of them and their fighting spirit will remain with us forever and will continue to be our source of motivation and inspiration.

Since the present State Committee took office on 9-6-2013, it has been a very challenging time for us in the past 16 months.  We have ventured out from our traditional grounds in the urban centres to the rural areas, a new political frontier for DAP Sarawak.  

With the help of the Impian Sarawak team spearheaded by our national leaders, working hand in hand with our local Go-Rural committees, we have managed to make an impact in the rural area, providing a new alternative to the rural people.  While in the past the opposition was accused of talk only no action, we now deliver minor rural projects for the rural people.  While in the past only BN can provide minor rural projects, now we DAP can also deliver such projects.

Since the launch of Impian Sarawak in September, 2013, we have proven to some longhouses folks in Sri Aman, what BN Government estimated to be costing RM70,000 road pavement project, we did it with RM7,000.   We have connected water supply to the doorsteps of the families in the kampongs in Bengoh, Pakan, Limbang, Bintulu where the BN Government has neglected them for decades.  We helped build a house for an abused single-mother whom the BN government has turned its back on. We helped constructed jetty in Sg Rassau, Sibu. We have even constructed a 3 km road for cars to reach 2 kampongs in Mambong where previously there was only a footpath.

In fact, the Impian Sarawak Ubah brand name has struck such fear on the BN that in several occasions, projects requested by some kampongs and longhouses which have been neglected by the government for years were immediately carried out after our Impian Sarawak team paid its first visit to the kampong.

Besides carrying out these minor infrastructural projects, we also engaged in programs to uplift the earning capacity of the rural people.  In Sri Aman, we gave oil palm seedlings to the NCR land owners whom the MPOB was directed by the Sarawak Government not to give.  In Mas Gading, we taught the women, mushroom farming technics and handicraft work for them to earn extra income.

All these programs centre on one political message, what the BN can do, we can also do notwithstanding that we are in the opposition.  Vote us in as the Government, we can do a lot better than the BN.  This message has been continuously delivered to the rural folks through our regular publication and free distribution of Ubah Sarawak newsletter.

The 3 thrusts of our Impian Sarawak Go-Rural projects are namely, improving the living environment, uplifting the earning capacity and enhancing the political minds of the people in the rural area.  These will continue so long as DAP is in Sarawak.  


Political scenario in Sarawak has changed significantly since Adenan Satem replaced Taib as the Chief Minister of Sarawak on 28-2-2014.  Some say that we have lost our punching bag because Adenan Satem is a more friendly and approachable person.

I beg to differ.  It is not Taib that the people in Sarawak is against.  It is the BN policy of cronyism, monopoly of State resources in the hands of few, the land grabs and corrupt practices and abuses that the people in Sarawak is against.  These, Adenan has inherited from the previous administration.

Though Adenan Satem has made some statements that sounds good, eg. "not allowing his immediate family members to apply for state land and timber concession", he has failed to implement policy reforms in the system to fight corruption and cronyism in the system.  Even his cabinet ministers are not singing the same tune as him.

As a result, if Adenan Satem truly wants to rid his administration of cronyism, corrupt practices and abuses, he is quite alone in BN, and he can only find friends in DAP.

As a responsible Opposition, if the Chief Minister does something bad, we criticise and oppose.  But if a Chief Minister wishes to do good for the people, we not only support, but also will make constructive proposals and list out the reforms in policies that will help him clean up his administration and help to make Sarawak a better place to live.

The State Committee presents to the Convention for adoption and approval, The DAP 2014 Bintulu Declaration titled "TOWARDS EQUAL PARTNERS".  This Declaration will list out the promises of DAP Sarawak to the people of Sarawak and at the same time, serves as our proposal to the Sarawak BN Government for reforms towards transparent, fair and clean governance and make Sarawak a better place to live.

It will not only restore the EQUAL PARTNERS relationship between Sarawak and West Malaysia as envisaged by the founding fathers of Malaysia, but will further create an environment where all Sarawakians are treated as EQUAL PARTNERS in our nation building.

对于砂州民主行动党而言,2014年是一个令人伤心的一年,因为我们失去两位伟大的领袖,他们就是,我们已故全国主席卡巴星同志和已故前砂州主席黄和联同志。 虽然他们已离我们而去,但我相信,他们永远会在我们的记忆中,而他们的精神也将继续成为我们政治斗争的动力。

自2013年6月9日成立今届州委,过去的16个月,对砂州行动党是一个充满挑战的16个月。 这期间,我们真正跨出我们传统的城市地区,我们积极的进军乡区,并开拓一个全新的战线。

在我党中央领导的"砂拉越之梦"团队和本州的"进军乡区委员会"配合之下,我们开始在乡区建立起一些基础。 更重要的是,我们提供给乡区人民,一个全新的选择。  过去,国阵常常指责在野党"只会说,不会做",现在,我们已为乡村人民落实了许多项的小型乡村发展工程。 过去只有国阵可以提供小型乡村发展工程,现在我们也做得到了。

自2013年9月我党开始"砂拉越之梦"的计划,我们以行动证明给斯里阿曼一些长屋居民看,国阵估计需要7万令吉的铺路工程,我们只以7千令吉就完成了。我们也替住在文莪区、Pakan、林梦和民都鲁的一些被国阵政府长期忽略的长屋和甘榜居民,把水管接到他们的家里。 我们协助一位被长期被欺凌而也被国阵政府遗弃的单亲妈妈,建一间简单的房子。在诗巫的Sg Rassau的长屋,我们协助修补他们损坏不堪的码头。我们甚至替曼旺区的两个甘榜把原本长达3公里的步行山路,扩建为可通车的石头路。

其实,现今"砂拉越之梦"的品牌,已为国阵带来极大的震撼。有时,一些受忽略的甘榜,他们所要求的小型基建工程,多年不受理会,但在"砂拉越之梦"团队拜访他们甘榜的消息传开之后,他们所要求的工程就政府立刻开工。

除了进行这些小型基建工程,我们也进行提示乡村居民的经济能力。在斯里阿曼,砂拉越州政府禁止马来西亚油棕局发油棕幼苗给那些没有地契的土著习俗地地主,我们则提供油棕幼苗给他们,让他们能够在他们的习俗地上种植油棕。 在Mas Gading,我们为许多妇女提供磨菇种植培训课程,也安排课程教导她们一些手工艺,使她们能够赚取一些的收入。

我党"砂拉越之梦"的这些工程和计划,带给乡村人民一个强有力的信息,那就是,国阵政府能做到的,虽然我们不是政府,我们也可以做到。 若给我们做一次政府的机会,我们肯定会比国阵做得更好。 我们透过定期出版及免费派发的"乌巴砂拉越"刊物,将这信息不断的传达给乡区的居民,进行政治思想教育工作。

我们的"砂拉越之梦"有3大目标,即,改善生活环境、提升经济能力和增强政治思考。 这是我党的长期政治斗争目标和路线,只要行动党有在砂拉越的一天,我们都会进行这些进军乡区的计划。


自从阿德南在今年2月28日接任成为砂州首长之后,因为他较为友善和亲民的作风,有人认为我们已失去一个攻击的目标。但我并不以为然。

我相信砂拉越人民抗拒的不是泰益本人,而是国阵的朋党作业、资源垄断、掠夺土地、贪污和滥权的政策。 这些不公平的政策,还是从前任首长的行政承传下来给阿德南。 虽然他个人发表了一些让人振奋的言论如,"不允许他的直系亲属申请政府地和伐木执照",但是他还没有落实任何政策上的改革有系统性的打击贪污和朋党作业。 就连他的内阁成员,也没有公开支持他的言论和立场。 所以,要打击贪腐,阿德南只能在行动党,找到朋友。

作为一个负责任的在野党,当首席部长施政不良,我们会不留余地的做出反对和批评。但是,当首席部长有意愿要做一些有益于人民的事情时,我们不只会给予支持,也会提出建设性的建议,并列出一系列的政策改革议程,协助他建立一个透明、公平、清廉的施政和把砂拉越打造成一个更好的地方。

有鉴于此,我们民主行动党砂州委员会,今日提呈给大会,寻求大会的通过,砂州民主行动党的2014年民都鲁宣言,题为《迈向平等伙伴》。 这是我们给予砂州人民的承诺,同时也是我们向国阵政府所作出的建议,如何建立一个透明、公平、清廉的施政,给砂拉越人民一个更好的居住环境。

这宣言的议程,若得以实现,它将恢复我们砂拉越参组马来西亚时,砂拉越和西马《平等伙伴》的关系。 它也将创造一个砂拉越全民皆是《平等伙伴》的环境,不分彼此的建设砂州。
