Chong regrets Foo’s defence of Maybank

KUCHING: Bandar Kuching MP Chong Chieng Jen regrets that SUPP Central Youth publicity secretary Milton Foo has defended corporations rather than the interests of the community.
Chong, also Kota Sentosa assemblyman and state DAP chairman, wondered why Foo had recently hit out at him for appealing to Maybank to reconsider its decision to close down the MJC branch.
"Even though a bank is a profit-making institution, it also has social obligation, not to mention that Maybank is the largest banking institution in Malaysia.
"The MJC branch is the only Maybank outlet serving people in the area. No doubt that e-banking is convenient but it may not be such a case for some especially senior citizens," he told reporters here yesterday.
Chong said he had recently written to Maybank headquarters, requesting the bank to continue operating its MJC branch.
He added that a copy of the same letter had also been delivered to Bank Negara Malaysia.
"Never mind that Milton Foo did not defend the people, it is his choice. But at the very least, do not mess with what I'm trying to do — defend the interest of the people."
He also ridiculed the justification Foo gave for the closure of Maybank MJC branch.
"I have never heard of closing down a branch to keep the same number of employees. When you cut down branches, the next step would be cutting down the number of employees."
In a press statement last week, Chong said the MJC branch was the only Maybank outlet for Batu Kawa area, and that its relocation would cause great inconvenience to businesses and residents.

MJC Mutiara residents complain of cracked, sinking walls

KUCHING: Residents of No1 to No 26 houses at MJC Mutiara here are frustrated with the developer's indifference to solve engineering issues affecting their houses.

Many of them have complained individually about the cracks on concrete walls and sinking walls in the past couple of years, but the developer has so far taken no serious action to resolve the matter.
Simon Ritom, owner of house No 25, moved into his 'dream home' in 2008. Little did he know that his beautiful dream has now turned into a nightmare when the walls of his house began to show cracks from 2011.
He brought the problem to the developer, only to be told 'Sorry, your warranty has lapsed' although the developer did eventually patch up some cracks following his numerous complaints.
"If it is a leaking roof or minor cracks, I can repair them  myself. But we are talking about the main pillars of my house, which isn't just (any) minor defect. After complaining for three years, I gave up. And now, I cannot even close my gate," he said when met at the residential area yesterday.
Simon said he was more concerned about his safety, and hoped that the developer would do something before any untoward incident happened.
"I don't even know when the ceiling will fall. This is my life investment. When I bought the house in 2008, it was perfect. I was so attracted to it that I quickly signed the contract."
Just as Simon was about to accept his fate, his neighbours — who face the same problem — decided to defend the interest of house owners there by approaching Bandar Kuching MP and Kota Sentosa assemblyman Chong Chieng Jen.
Prior to seeking help from Chong, the residents jointly wrote a letter to the developer in May. They appealed to the developer to look into the structural defects given that these cracks were not just cosmetic.
"The walls are actually sinking. The sinking wall can even be a safety hazard as it may collapse and cause injury. We have consulted an engineering company and we have confirmed that the cracks were caused by lack of structural foundation when the walls were built," the letter stated.
However, their letter was apparently ignored because the developer did not contact any of the house owners.
Left with no choice, one of the residents, Wong Shian Long, approached Chong, who then set up a meeting with the developer on July 19.
"If not for Chong, the developer wouldn't even want to take our calls, let alone meet us. I have lived in Mutiara for at least eight years, and I have been begging the developer to look into those cracks since six years ago," lamented Wong.
According to Chong, the meeting in July went well with the developer pledging to send engineers within two weeks and rectify the problems faced by the residents within two months.
Three months on, the developer has taken no serious effort to solve the issue as of yesterday.
Chong said many residents told him that the developer did send some 'young trainees' to walk around the gated community but they did not enter any house to check the cracked and sinking walls.
"All that the residents want is for the developer to resolve the problem. You cannot just leave them high and dry. They gave the developer a chance by not going to the press but went to meet them in July. Yet nothing was done."
He said he would write another letter to the developer as well as the Ministry of Housing as the next course of action, if the developer continued to remain deaf to the complaints.

从“梦想房屋”变“破裂房屋” 26住宅围墙倾斜陷龟裂

(本报古晋23日讯)疑因地基问题,石角区26间住宅屋外地面下陷,水泥围墙出现裂痕并呈倾斜,一些房子也面对墙壁、柱子龟裂等问题。
房子后水泥围墙龟裂,已可透过裂痕看到墙外景物。
行动党古晋区国会议员兼哥打圣淘沙区州议员张健仁今日携媒体巡视石角区一住宅区,他称,当地房屋疑因地基问题,导致26间住宅屋外地面下陷,屋后水泥围墙也出现裂痕并呈倾斜,一些房子也面对墙壁、柱子龟裂等问题。
屋主西门向记者展示,其屋外地面下陷程度。
曾向发展商反映
他指出,屋主们过去曾个别向房屋发展商反映,但不得要领,因此今年7月份向他求助。经他向发展商联络,双方展开会议,发展商答应2周内派工程师考察,并于2个月内作出改善。
但根据居民所见,发展商的年轻工程师只是到当地走马看花,而且直到目前还是没有采取行动。有鉴于此,他们希望透过媒体的报导,让发展商重视此问题。与此同时,张健仁表示,他将就此事致函有关发展商以及砂拉越房屋部。
影响车房天花板
其中一名屋主王小龙向媒体指出,他在购买房子时曾发现屋内墙壁有龟裂现象,但发展方告诉他,那只是油漆问题。但没想到,问题一年比一年严重,当年的"梦想房屋"如今成了"破裂房屋"。
另一名屋主西门也表示,其屋子情况最为严重,因地面下陷,所以屋前篱笆如今无法关上,而且柱子也出现裂痕,甚至车房天花板也受影响。他称:"这间屋子是我毕生的投资,我已经没有能力再购买其他房屋。"

张健仁抨符祥威 为何捍卫马银行?

他称:"人联党依然在为大公司发言,而非老百姓利益为出发点。我感到不解,为什么他要去捍卫银行的决定?"
不顾百姓利益
他表示,虽然银行是商业机构,但除了利益,他们对社区有其责任和义务,包括给民众带来发展和便利,特别是作为国内最大银行的马来亚银行。该银行石角新市镇分行是2公里内的唯一分行,虽说采用电子化可以省时,但对许多民众,特别是年长者而言并不方便,甚至他本身也很少以电子化处理银行事务。
"我们提出问题,据理力争,我们有理由,为了人民利益。我非常遗憾,人联党符祥威却置平民百姓利益于不顾,贯彻人联党一贯作风。"
奉劝别搞破坏
"对于符祥威的立场,你不帮人民发言,这是你的选择,至少你不要搞破坏。我奉劝人联党,若是不敢仗义执言,不敢站在人民立场发言,至少不要搞破坏。"
对于关闭石角新市镇分行是为了削减开销,否则会有人被解雇的说法,张健仁直言,这是胡言乱语,若是关闭分行,反而才会出现此情况。

Chong questions budget speech silence on corruption

It's not about how much is given in the Budget, it's about how it's being used, says Sarawak DAP chairman.

PETALING JAYA: Sarawak DAP chairman Chong Chieng Jen has questioned why leakages of budget allocations had not been addressed when the Prime Minister, Najib Razak, tabled the 2017 Budget yesterday.
He said there was no point in talking about billions in allocations when as much as 60 per cent might end up in the private pockets of corrupt officers and politicians.
"Yet, Najib completely ignores these problems in his budget speech," he said today.
Recently anti-corruption officials alleged that as much as RM2 billion could have been siphoned off in leakages from a total of RM3.3 billion in federal allocations for the Sabah Water Department.
Chong said the Sabah Water case had changed the focus from how much money was being allocated to how the allocation was being used.
He also noted that the budget allocation for the Malaysian Anti-Corruption Commission had been cut by 14 per cent from RM251.7 million this year to RM216.2 million for next year.
He questioned why Najib had left a "complete silence" about the fight against corruption in his Budget speech. "Is he too ashamed to talk about fighting corruption or is he simply ignoring it?"
Chong also urged Sarawak MPs of the Barisan Nasional to acknowledge that there was a blatant omission of Sarawak, when compared to the budget speeches of the past three years,
It was as if Sarawak no longer mattered now that the Sarawak elections were over. He challenged Sarawak BN chairman Adenan Satem and the coalition's 25 Sarawak MPs to vote against the 2017 Budget if they were serious about defending Sarawak's interests.

Budget unfair to Sabah, S’wak, say MPs

Bandar Kuching's Chong and Penampang's Leiking say Najib has failed to give what the two states deserve.

PETALING JAYA: An opposition MP from Sarawak and another from Sabah have alleged that their states were given short shrift in the Budget 2017 proposals.
The MP for Bandar Kuching, Chong Chieng Jen of DAP, said he regarded the reduction in allocations for Sarawak as "significant" and speculated that this was because Barisan Nasional believed it was already well entrenched in the state.
"If you look at the budget, Sarawak was not mentioned as much as it was mentioned in previous budgets," he said.
Penampang MP Darell Leiking, a leader of the new Parti Warisan Sabah, said it was evident from the way Sabah was treated in the budget proposals that Prime Minister Najib Razak's administration was refusing to recognise the state as equal in status with Peninsular Malaysia.
"Sabah is not just any state; it's a partner state," he said. "And in the Federal Constitution, Sabah is promised 40 per cent of the net revenue the state collects.
"We expected more from this budget, but Najib has failed to give us what we wanted."
Chong also complained about what he said was the "total absence" of measures to combat corruption.
He said the pervasiveness of corruption in Sabah and Sarawak had deprived their citizens of economic development and the quality of life they deserved.
He cited the recent arrest of Sabah Water Department's director, deputy director and two others for alleged corruption involving more than RM100 million.
He pointed to reports alleging that 60 per cent of the funds allocated to the department were pocketed by government officials and that more than RM3 billion meant to improve water supply in Sabah were not used for the public's benefit.

The Worst Budget Ever

The 2017 Budget is the worst ever budget of the country and also the worst of all Budgets for Sarawak. For the sake of the country and also for Sarawak, the 25 Sarawak BN MPs must vote against the Budget.

There is no point for the Sarawak BN to complain about the neglect of Sarawak in the annual budgets and yet continue to support the Budgets in the Parliament. That is hypocrisy of the highest degree and also deceit against the people of Sarawak.

The 2016/17 Economic Report tabled in Parliament today together with the 2017 Budget reveals that the Government's actual revenue collected in 2016 fall far short of its initial estimates.

In 2016 Budget initially tabled by Najib in October, 2015, the estimates revenue of the Government was RM225.7 billion. This estimates revenue was reviewed downward to RM212.6 billion. This is a downward revision of RM13.1 billion, a 5.8% drop from its initial estimates.

Despite this downward economic trend, the Government is still making an estimate of 3.4% increase in 2017 revenue. This is a most unrealistic and self-deceiving estimates.

The lower than expected revenue collection in 2016 also explains the phenomena that a lot of the promised allocation and announcements by the Government in 2016 were not followed up with actual fund being allocated and disbursed, eg. the promised allocation for Chinese schools, the unreasonable delay in the disbursement of fund for government projects announced, the lack of maintenance of the facilities in hospitals, the non-starter of the Sarawak General Hospital multi-storey carpark projects, the delay in Pan Borneo Highway projects, etc.

In short, the National coffer is running dry and the Government is finding it difficult to get the money to implement the projects that it announced or promised.

The 2017 Budget has also set the record-low percentage in Development Fund, with 81.7% of the total expenditure of RM262.8 billion going to Operating Expenditure and only 18.3% for Development Expenditure.

There is complete silence on the fight against corruption in Najib's Budget speech and the Malaysian Anti-Corruption Commission (MACC) gets a massive 14% cut in its budget in year 2017, from the 2016 budget allocation of RM251.7 million to RM216.2 million in year 2017. Is Najib too ashamed to talk about fighting corruption? Or is he simply ignoring the fight against corruption in the country?

In light of the recent Sabah Water Gate corruption which revealed that out of a total RM3.3 billion allocation, the leakage could be as high as RM2 billion (60%), the ultimate issue in our Budget is no longer "how much is the allocation", but rather "how the allocation is to be used?"

So long as the corruption and leakage problems are not addressed, there is no point talking about billions of allocation when as high as 60% of such allocation goes into the private pockets of the corrupt officers and politicians. Yet, Najib completely ignores these problems in his budget speech.

As for Sarawak, if we were to compare the Federal Budgets for the last three years, there is a conspicuous omission of Sarawak in the 2017 Budget address. It is as if now that Sarawak Elections are over, "Sarawak" no longer warrants the emphasis in the Budget.

Despite all the Adenan's talk about "Whatever they (West Malaysia) have, we (Sarawak) also want", it is not happening with the Barisan Nasional Government. It has not happened for the past 53 years and it is still not happening in the 2017 Budget.

Therefore, if Adenan and the 25 Sarawak BN MPs is serious about defending and fighting for Sarawak's interest, they should vote against the 2017 Budget.

2017年财政预算案 史上最糟财政预算案

《2017年财政预算案》是史上最糟财政预算案。这不只是对全国而言,也是对砂州而言。因此,砂州的25位国阵的国会议员若还有良知的话,为国家也为砂州,他们都应该在国会投票拒绝这个《2017年财政预算案》。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁指出,砂州国阵不断的发牢骚说砂州的利益在每年的财政预算案中都被忽略,但他们却每年都在国会里投票支持这些财政预算案。这是伪君子的表现,也是在长期欺骗砂州的人民。

张健仁表示,《2017年财政预算案》和同时在国会所提呈的《2016/2017年国家经济报告》中列明,我国政府2016的收入,远差原本的预算。在《2016年财政预算案》中,政府的预算是政府将于2016年得到2257亿令吉的收入。但是,这预算收入在《2017年财政预算案》中,被调低至2126亿令吉,即,减少了131亿令吉,比原本预算少了5.8%的收入。

"但是,即使在这经济下滑的趋势,政府还在《2017年财政预算案》中预计将有3.4%的收入增长。这是极度不切实际,也是自欺欺人的预算案。"

张健仁也指出,2016年度的131亿令吉的减少收入,也解释了为何今年许多国阵政府所公布或答应的工程和拨款,迟迟没有看到钱,如,答应了华校的拨款没来、政府工程迟迟不出钱、医院设施没有维修费就连医院的电梯也没钱维修、中央医院多层停车场工程迟迟没有开始、泛婆大道工程延迟、等。

"简而言之,国库空虚已导致国阵政府无法如期的兑现其所承诺的工程和拨款。"

另外,张健仁也指出,《2017财政预算案》也是有史以来发展拨款占拨款最低巴仙率的一个预算案。明年财政预算案的总拨款是2628亿令吉,其中81.7%是行政开支拨款,而只有区区的18.3%是发展拨款。这将深深的打击我国的经济发展。

张氏说,除此之外,纳吉于昨日的致词,也完全没有提到肃贪的问题。更甚的是,马来西亚反贪委员会的拨款则从2016年的2亿5170万令吉拨款,减至2017年的2亿1620拨款,即14%的削减拨款。

他说,从最近沙巴水务局的丑闻所暴露的,33亿令吉的拨款,居然有约20亿令吉的拨款因贪污而流失,没有用在拨款所指定的发展工程上,这是高达60%的拨款流失。以此类推,其他部门的拨款数据再高,真正惠及人民的,会不会超过50%还是一个大问号。

"由此可见,我们如今所面对财政预算案的最大问题,并非拨款数额是多少,而是如何使用这些拨款的数额。"

"在这样惊人的贪污事件发生之后不到一个月,纳吉在国会提呈《2017年财政预算案》,却完全不提贪污和反贪的问题。难道纳吉是因为自己觉得太惭愧不好意思提到贪污的问题,还是他如今已完全不理贪污的问题了?"

张氏也指出,在过去3年的财政预算案致词中,纳吉都有不断的强调给予砂州的拨款项目。但是,在其今年的财政预算案致词中,砂州的拨款项目只是轻轻带过。似乎,砂州选举已经过去了,对国阵而已,砂州不再重要了,也不需在财政预算案致词中提起了。

张健仁揶揄,阿德南一直不断的发牢骚说砂拉越被歧视,过去53年国阵财政预算案歧视砂拉越,并扬言"西马有的,我们砂拉越也要有!"。如今,阿德南讲了这么多,发了这么多牢骚,国阵政府还是继续的在财政预算案中歧视砂拉越
"最大的问题在于,国阵如此的不断歧视砂州的发展,但砂州国阵的国会议员却还是不断的在国会里支持国阵如此的不公平政策和财政拨款。 阿德南的牢骚,到底是国阵巫统的耳边风,还是阿德南和纳吉其实是在合演一齣戏给砂州人民看爽罢了?"

"无论如何,如果阿德南和砂州国阵成员党是有诚意要捍卫砂州人民的权益和尊严,那砂州的那25位国阵的国会议员应该在国会投反对票,拒绝这《2017年财政预算案》"

Sorry or No Sorry?

The SUPP President refused to apologise for SUPP's MP supporting the constitutional amendment in 1976 that downgraded Sarawak to one of the 13 States instead of one of the regions in Malaysia. On the other hand, its Secretary-General apologises for it.

Who represents the party's official stand of SUPP?
Is this another of SUPP's trick to fool Sarawakians?
It also goes to show that it is the so-called local parties that have sold out Sarawak's right all these years and they are still doing it by supporting all the UMNO's policies.

首长指示国阵议员反对 火箭5议员义务监督

(本报诗巫18日讯)诗巫国会议员林财耀表示,砂行动党五位国会议员,即张健仁、陈国彬、刘强燕、黄灵彪和他本人将个别负责监督五位砂国阵国会议员(全部25位)在近期可能被提呈辩论的哈迪私人法案动议,确保他们尊照首长阿迪南的指示反对哈迪私人法案。

林财耀指出,砂行动党此举主要是确保砂国阵不是讲一套,做又是另外一套。因为经历国安会法一案,砂行动党已经见证砂国阵国会议员如何在紧要关头出卖砂人主权和权益支持国安会法的通过。
国安会法是在没有列明砂政府法定代表的情况下通过,又赐予联邦政府首相极大的权力,可以不用砂州政府同意下,因为紧急因素,联邦政府可以接管砂州。这是严重侵犯砂主权的法令。
在这次哈迪私人法案动议,将会开启马来西亚实行伊斯兰刑事法的一道门,对马来西亚为世俗国的地位造成严重威胁,也违反联邦宪法。它也将会为砂州伊斯兰刑事法的实行埋下伏笔,情况非常令人担忧。
砂州首长阿迪南已经表示砂国阵政府是持反对的立场,但是6月的时候首相署部长也是砂州国阵国会议员南希表白她本身将会缺席对哈迪动议的投票。这表示这次对哈迪动议的议决投票有可能有更多的砂国阵议员将会缺席投票。而这已经是违反首长阿迪南的指示,即投反对票来阻止该动议的通过。
首长阿迪南的指示已经很明显,就是砂州国会议员必须投反对票来表现砂州国阵对哈迪动议持反对的立场。谁没有投反对票或弃权,将被视为出卖砂州人民的权益。这是不被砂人民允许的。
砂行动党将做人民的眼睛,在这次国会开会监督25位砂国阵议员出席,辩论和投反对票来阻止哈迪法案动议被通过。确保砂人民的主权和权益不会再次被出卖。

张健仁:联邦何时归还砂20%石油税? 国阵政府拒答

(古晋18日讯)民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁抨击国阵政府,不敢在国会回答有关砂州要求20%石油天然气开采税的问题。
  
张健仁于今期的国会下议院会议,提呈一个口头提问,询问有关砂州政府要求归还20% 石油天然气开采税予砂州的谈判,目前进展如何,而联邦政府将于几时才会归还20%的石油天然气开采税予砂州。

张氏透露,国会下议院议长于今期开会的第一天,就以书函驳回张氏的问题,不允许张氏提出有关问题。 议长给予的理由是,目前正有涉及石油开采税的案件,正在法庭审讯,张氏的问题有可能会影响法庭的裁决(sub-judice),因此不被允许在国会提问。

张氏指出,目前唯一涉及石油开采税在法庭审讯的案件就只是吉兰丹州政府起诉国油和联邦政府的案件。 不管大家用什么角度去看它,部长在国会下议院回答有关砂州和联邦政府20%石油开采税谈判的问题,部长的回答怎样都不会影响该案件的判决。

"议长所给的理由根本就是荒谬和不能成立的理由。 砂州政府和联邦政府针对20%石油开采税的谈判,和吉兰丹州政府起诉国油和联邦政府的案件,两者没有相干,针对前者的问题所作出的答案,不会也不能影响法庭法官针对后者的判决。"

张氏也透露,其实,吉兰丹州政府是于2010年入禀法庭起诉国油,之后联邦政府也介入该案件。 目前该案件还未结束。 而,在砂州议会一致议决追讨20%石油天然气开采税之后,起初部长还有在国会下议院针对该砂州议会的这项议决和20%开采税的问题给予回答。

"过了一段时间,当事情已开始明然,即,联邦政府将不会归还砂州20%的石油天然气开采税,国会就开始以各种理由拒绝回答任何有关砂州追讨20%石油天然气开采税的问题了,其中最惯用的就是'有关事项目区在法庭审讯,不能回答'。"

张氏说,连在国会也不被允许提出质问,由此可见,国阵政府刻意要隐瞒一个事实,只要砂州一日还是在国阵的统治下,砂州永远都不会得到20%的石油天然气开采税。

张氏深表遗憾,阿德南在砂州时,讲话讲得很大声,表现的非常英勇,但是,一到了西马布城,他和他之前的几任首长一样,立刻就变成对巫统温顺无比,千依百顺。 也因为这样,他也无法针对砂州一种要求归还20%石油天然气开采税的诉求,交出任何成绩。

"砂州议会通过追讨20%开采税的动议轰动一时,阿德南也借此制造了2年的假希望哄骗了砂州人民。 2年过后,增加1%的开采税都没有,更甭说增加15%至20%。 阿德南对此事也不再提出了。 更甚的是,如今这问题连在国会也都不被允许提出了!"

"更重要的是,如果砂州政府连一个行政上非常简单的20%石油天然气开采税都无法争取到,那砂拉越人又如何能期待国阵政府会给予砂州更大的自主权。"

'What court case' asks Sarawak MP over rejected oil royalty question

DAP Bandar Kuching parliamentarian Chong Chieng Jen said it was ridiculous for the Dewan Rakyat speaker to turn down his question on Sarawak's demand for 20 percent oil and gas royalties.

Chong said that the reason given - that the question may prejudice an ongoing court case - was too far fetched.

"The only ongoing court case about oil royalty is the case between Kelantan against Petronas and the federal government.

"Whatever that case may be, there is no way an answer to the status of negotiation between Sarawak and federal government on oil and gas royalty will affect or prejudice the outcome of that case.

"The reason given by the Speaker in rejecting my question is most absurd and baseless," said Chong in a statement.

He said he had earlier submitted a question requesting an update on the status of the negotiation between the federal government and Sarawak, on the latter's demand for 20 percent oil and gas royalties.

However, he said that yesterday, he received a letter from the Dewan Rakyat Speaker disallowing his question, the reason given was that the question may prejudice an ongoing court case.

"How can an update report on the negotiation between Sarawak and the federal government affect the court's decision in a case between the Kelantan and the federal government?

"In fact, the Kelantan Government's case against the Federal Government started in 2010."

Chong said that after the Sarawak state assembly passed the resolution to demand 20 percent oil and gas royalties in 2014, he was still able to get updates on the matter from the minister in charge in Parliament.

"It was only later when Sarawak could not get the federal government to concede on the 20 percent oil and gas royalties demand that ministers started to refuse answering my question," he said, wondering if the federal government had something to hide.

Chong, who is also state DAP chief questioned if Sarawak Chief Minister Adenan Satem's "hard talk and tough-guy position" on Sarawak autonomy would amount to anything, as he cannot even deliver the unanimous resolution of the Sarawak state assembly on the 20 percent royalty.

"The whole issue is now not even mentioned by Adenan anymore and no one is now allowed even to question it in Parliament," said Chong.

Sarawak autonomy had been the main focus of Adenan's campaign during the last state election, a stand which even had the tacit support of DAP and state opposition parties, despite being on opposite sides of the political divide.

It was this sentiment that carried the unanimous support for the 20 percent oil royalty motion in 2014.

Though DAP and state opposition parties had been quick to pounce on anything that made it seemed like Adenan was not living up to his end of the bargain, to pressure the federal government to accede to the demand.

针对伊党主席哈迪阿旺,即将在本周的国会提呈伊刑法私人法案一事,人联主席沈桂贤于10月一日表示,已如巫统部长拿督东姑安南所说的 "已达成公识",但却不敢公布共识的内容,只含糊说,"立场一如即往,将带入党常务会议中探讨"。吊诡的是,至今也没公布党常务会议探讨的定案,对这项人民至关重要的课题,人联为何扭扭捏捏,不敢明言表态,民主行动党实旦宾支部宣传秘书沈瑶瑟表示费解。

沈瑶瑟说,跟据新闻档案记载,人联对伊刑法等回教课题的立场,都是,在人民面前反对,在内阁,在国会,在国阵成员党制定政策过程中,俯顺巫统的策略和立场。假如还是 "一如即往的立场"那是很可悲的。 不过,最近砂人本土政党声浪高唱,尽管民意反对伊刑法的立场,坚决一致,人联还是要就等土保党开绿灯,人联党所做所为至今仍然只是在扮演随从的角色,所以说今日的人联与过去的人联没有什么不一样。

俞小珊不知53年来砂人行政主权被西马人所侵犯

沈瑶瑟说,令人难以接受的是,为了掩饰其做为巫统不公政策的推手,及同流合污的傀儡本质,人联中央宣教俞小珊,竟然睁着眼睛说瞎话,指火箭欲引巫统进入砂拉越,让西马人来管理砂拉越。

实际上过去53年来,在人联有份的州政府同意下,西马人早已长驱直入在管理砂州,何须等行动党引进? 砂拉越公共服务领域,部门首长,关联公司(如国油公司)高级职员,多由西马人担任。阿德南首长, 过去两年一直在争取行政权下放,大多数还处于差商阶段,事实证明西马人还在控制和管理砂州,不轻易放手,身为一党中央宣教,对巫统主导的国阵,侵犯砂州行政主权的事竟如此无知,说出这样傻话,自爆肤浅丑态。

其实巫统没有必要进入砂州,因为巫统在砂洲已拥有可控制的代理机构,即砂州国阵,为其定存州,替自己削刮民脂民膏,如推行消费税及其他苛捐杂税,输送大部分天然资源所生产的利润,如石油,天然煤气等,自己则可扮演分发援金的慈爱角色,让万民感恩支持。

在今年州选前,一马丑闻促使西马巫统分裂,首相纳吉要依靠砂拉越议席保政权,又见砂民争取自主权高潮迭起,不得不对砂首长阿德南示好,下放一部分行政权,提高阿德南声望,助阿德南州选大胜。赢得阿德南报以天长地久的支持。于是才有今时今日大胆放行哈迪阿旺提呈私人的修改伊刑罚法法案。使哈迪阿旺要改变马来西亚世俗国,建立回教国的进程,跨前一大步, 砂首长阿德南是否让首相纳吉如愿以尝, 或下令砂拉越国会议员反对伊州州法,且看来届国会来分解。

Chong to plead to Maybank HQ not to close MJC branch

KUCHING: DAP Sarawak chairman Chong Chieng Jen will write to Maybank headquarters to urge them to defer their decision to relocate their branch at MJC commercial centre this Nov 7.
In a press statement, Chong said the branch was the only Maybank branch for the Batu Kawa area, and its relocation would cause great inconvenience to businesses and residents.
"The existence of a bank office in any area is a sign of development, and it is crucial for economic development. Maybank's branch is not only to provide service but also to attract businesses and help stimulate economic activities in the area," said Chong, who is also Bandar Kuching MP and Kota Sentosa assemblyman.
He said the biggest irony was that Batu Kawa assemblyman Datuk Dr Sim Kui Hian had repeatedly claimed he would bring development to Batu Kawa, yet less than half a year after his election, Maybank is closing its operation in Batu Kawa.
"SUPP is incapable of defending and fighting for the economic rights and benefits of the people of Sarawak."
He also said Dr Sim—who is SUPP president, a senator and a minister—cannot even help keep Maybank branch in Batu Kawa.
"How else can he fight for greater economic benefit for the people of Sarawak? It just goes to show that in the formulation of national economic policies, SUPP is just a negligible and dispensable factor, totally not in the policy-making process."
On another note, Chong said the closure of the MJC Maybank branch together with other branches nationwide indicated that the country's economy was entering into very difficult times.
He said a bank is the prime moving force for and representative of any economy, and when bank starts to scale down its operation, it means the economy was shrinking.

马来亚银行分行关闭 张健仁:致函要求重新检讨

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁将于近日致函马来亚银行(MayBank),要求其重新检讨于11月7日关闭其石角MJC分行的决定。
 张健仁表示,马来亚银行MJC分行的关闭,将对MJC商业中心和整个石角地区上的人民和商家造成极大的不便。 因,从MJC延石角路直上,就只有MJC这间马来亚银行分行。 它的关闭,对这地区的人民,将带来极大的不便。

张氏指出,银行是一个地区发展的象征,也是一个地区经济发展的一个重要环节。 马来亚银行是马来西亚第一大银行。 它的分行不只是提供服务给附近的商家和居民,也有助于吸引更多的商家到附近营业,因而协助刺激当地的经济活动。

"让人感到极为讽刺的是,人联党主席沈桂贤口口声声说他的中选,将带动石角区的经济发展。 如今,沈桂贤在石角区中选还不到半年,整个石角选区仅有的马来西亚第一大银行的分行,也关掉了。"

张氏揶揄,连马来亚银行在MJC的分行也关掉了,沈桂贤所带给石角MJC地区的,到底是'发展',还是'反发展'。

张健仁指出,马来亚银行关掉其MJC分行以及20多个全马其他地区分行的决定,给予大家以下几个启示:

1. 马来西亚的经济将开始进入严寒时期。 银行是经济动脉的主轴,也是整体经济的缩影。 当银行开始缩小其营业时,这就表示整体经济也在萎缩了。

2. 国阵政府不但没有对国家制造有利于人民经济的条件,其1MDB的丑闻、失控的黑金流出马来西亚(全世界排行第3)、GST实施对整个消费市场的打击、沙巴令人咂舌的贪污案、纳吉个人的许多负面形象等,加剧我国经济的败坏。 砂国阵继续支持巫统,只会对马来西亚,包括砂州人民带来更糟的经济情况。

3. 今天马来西亚经济的萎缩,是国阵政策的长期贪污滥权所造成的。 原本应该给予人民发展的钱,却进入贪官的私人口袋。 区区一、两个沙巴水务局的官员,就可以坐拥5000万令吉的现钞在家里,更何况其他更大的政府部门或部长级人马。 今天人民的经济困境,就是因为这些贪污滥权的国阵政策所造成的,而砂国阵和人联党就是这些贪污滥权的帮凶。

4. 人联党所谓的本土政党,根本无法捍卫本土人民的经济权益。 人联党的主席沈桂贤,身为一位上议院、州部长、石角区州议员,连石角区仅有的马来亚银行的分行也保不住,又如何为砂州人民争取更大的权益。 这证明,人联党在全国经济的决策中,根本无能左右决策者的意愿,是个可有可无,无关痛痒的小角色。

张健仁:工程落后36% 医院建费超额230%

柏特拉再也医院工程进度落后36%,而工程数额又超出首相署政府医院承建费指标数额230%,工程部部长法迪拉应给砂州人民一个清楚的交代。

民主行动党古晋市国会议员兼哥打圣淘沙州议员指出,法迪拉于今年二月还向外界公布该工程"进展顺利"(progressing smoothly)。 一个"进展顺利"的工程,为何会在短短的8个月后,工程进度竟然落后36%?

"到底是法迪拉对其部门所管制的工程根本不知情,还是当时他是在为有关承包商掩饰问题? 无论如何,若工程部提早处理这承包商的问题,今天至少该工程不会落后36%如此严重。"

柏特拉再也医院的工程,原本预计将于今年11月竣工。 由于工程进度落后36%,工程部重新预计它将于明年6月竣工。

张氏质问,是否它将于明年6月竣工,那还是一个未知数。 但摆在眼前的是,砂州人民因此而被剥夺能在今年底就享有新政府医院的福利。

张氏说,其实,工程部在2013年以4亿9500万令吉的数额,将该医院工程批给Zecon有限公司,这已超出首相署部门在2010年所设定的政府医院承建费的指标230%! 

他透露,根据首相署部门于2010年所设定的指标,政府医院的建筑费包括医务器材的采购,理应介于每张病床50万令吉的平均成本。 这间柏特拉再也医院的设计,拥有300张病床。 按照这指标数额,其建筑费和采购器材的总开支,应该是大约1亿5000万令吉。

"但是,工程部将这项工程以4亿9500万令吉的价格批给Zecon 集团。 这是超出首相署部门所设定的指标的230%,或超出指标成本数额3亿4500万令吉。"

"换言之,以建这间柏特拉再也医院的数额,若工程部真的有按照首相署部门所设定的指标成本数额进行建医院的工程,同样的数额(4亿9500万令吉)可以建3个柏特拉再也医院。 但如今我们只有一间医院,而且工程还落后36%。"

张健仁也说,从首相署于2010年所设定的成本指标,到2013年工程部批出该柏特拉再也医院的工程,那只是短短的3年,马来西亚的通膨率不可能在这短短的3年时间,把工程成本费提高230%。

有鉴于此,张氏也呼吁,法迪拉不只必须给砂州人民一个交代有关该工程落后36%的事故,而马来西亚反贪委员会也应介入调查整个工程的批工程和器材采购程序。 尤其是,在震惊全国的沙巴水务局的贪污事件发生后,人民也已开始醒觉,国阵政府工程的贪污程度,已到达了一个前所未有的严重程度。

Minister should be held accountable for delay in the Petra Jaya Hospital project

Works Minister Fadillah Yusof should be held accountable for the gross delay in the Petra Jaya Hospital project.

As late as February, 2016, Fadillah has publicly announced that the said Petrajaya Hospital project was "progressing smoothly".

How can a project which was "progressing smoothly" in February, 2016 becomes 36 percent behind schedule eight months later in October the same year?

Therefore, the only plausible conclusion one can have about Fadillah's " progressing smoothly" statement is either he did not know the work under his ministry or he was allegedly trying to cover up for the contractor at the time when he made the statement.

In either case, as the public works minister, he should be held accountable for not addressing the problem earlier, thus allowing the delay of 36 percent behind schedule.

In fact, the said project was supposed to be due for completion in November, 2016, but due to the 36 percent behind schedule factor, its completion date is now tentatively delayed till June, 2017. Whether it will be completed in June 2017 is still a big question mark. Meanwhile, we all are put to great inconvenience and deprived of the service of a new hospital as promised by the government.

In fact, given the excessive amount approved and awarded for the said hospital project, the contractor, Zecon Berhad, should complete the project ahead of schedule instead of 36 percent behind schedule.

In 2010, the Prime Minister's Office has issued a directive on the benchmark construction costs of a government hospital which was fixed at RM500,000 per bed, inclusive of all medical equipment.

The proposed Petrajaya Hospital is a 300-bed hospital and the awarded construction costs to Zecon was RM495 million, which is RM345 million (or 230 percent) above the benchmark costs set by the Prime Minister Office.

The said contract was awarded in 2013 which was only three years after the benchmark was set. In three years' time, inflation couldn't be so high as to increase the costs of construction by 230 percent.

Therefore, not only must Fadillah be held accountable for the delay of the said project, but the Malaysian Anti-Corruption Commission (MACC) should also carry out an investigation on the 230 percent costs increase of the said Petrajaya Hospital project. This is especially so given the recent shocking revelation of the record-setting corruption case in Sabah Water Board.

张健仁入禀联邦法院 挑战和平集会法令违宪

(古晋10日讯)民主行动党古晋市国会议员兼哥打圣淘沙州议员今赴吉隆坡联邦法院,挑战《2012年和平集会法令》第4条文,违反《联邦宪法》第10章。


代表张健仁出席联邦法院的律师团包括行动党全国法律局主任哥宾星,张守江、陈其兴和赖蒂君。 

张健仁和实丹宾国会议员陈国彬是于2015年 8月29日参与净选盟4的集会之后,被政府援引《和平集
会法令》第4条文提控。

《和平集会法令》第4条文阐明,任何为了支持或反对一个
议程所举行的公开场所的集会(不论是在一个地点或流动性的集会),就是"街头示威"。 任何人若参与"街头示威",则是违反《和平集会法令》第4条文,定罪后最高刑罚是不超过1万令吉。

张氏说,对于国会议员或州议员,只要被罚款超过2000
令吉,则国、州议员资格将自动被吊销,所有国、州议员福利和退休金也同样被取消。 更甚的是,从被罚款日期算起,有关被罚款的人士,在5年之内不可参加选举,亦不可持有任何党职。

张健仁指出,《联邦宪法》第10章保障人民和平集会的权
力,只要该集会没有危害公众利益和和平。 

"《和平集会法令》第4条文则是禁止任何在公开场合和平
集会。 因此,该法令条文已超越宪法第10章的权利,也违反宪法第10章所赋予人民和平集会的权力。"

张健仁表示,《联邦宪法》是我国最高的法律。 任何在国会通过的法令条文,若超越宪法所赋予的权力,或
违反宪法所赋予人民的权利,该法令条文则是违宪,也即是非法。

他指出,《和平集会法令》第4条文禁止集会的广泛性,不
只禁止政治性质的集会,它是全面禁止任何公开场所的集会,只要该集会有一个目标或议程。 

"换言之,当政府在广场举办国庆节的庆典,那也是公开场
合的集会,那也是有一个议程或目标的集会,即,纪念建国。 那国庆节的庆典也是违反了《和平集会法令》的第4条文,而所有参与国庆节庆典的官员和公众人士都也违反了有关条文,也可以被提控。"

张氏也举例,每年年头,法官和律师也有举行一个"法律年
"的步行开幕,该步行开幕礼也是在公开场合举行。 若根据《和平集会法令》第4条文的定义,那这些参与法律年步行开幕的法官和律师,全部也都已违反该法令条文。

他说,由于该法令条文太过于广泛,已超越宪法所赋予的权
力,因此他的律师团入禀联邦法院,要求联邦法院宣判有关法令条文违宪并要求撤销有关法令。 若有关法令条文不符合宪法,则政府对于他和陈国彬的控状也将自动被撤销。

今早开庭,联邦法院5司在听了哥宾星的陈词,决定暂时押
后任何裁决有关该法令条文是否违宪,并勒令地庭先审讯该案件,若表明罪名成立,联邦法院才裁决有关法令是否违宪

张健仁:医院电梯内生产 国阵政府忽视人民基本福利

"中央医院电梯内生产"是一个匪夷所思的事件,也充分显示国阵政府对于人民基本福利的忽视。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁指出,中央医院电梯的问题,已历时几年了。 古晋中央医院几个电梯的问题,几年来国阵政府都无法解决,根本就是国阵政府无视人民的痛苦。

"今次事件是庆幸该孕妇顺利生产,若其生产过程有些问题而需要动手术,她们卡在电梯一个小时,母亲和婴儿都可能失去生命。 人命关天,尤其是在中央医院,有些病人需、急救或紧急手术等,电梯失灵极可能造成生命的死亡。" 

张健仁指出,砂州州内阁负责医药和医院设施的部长是沈桂贤,而沈桂贤本身也是医生,更了解医院的问题。 医院的问题长久无法解决,如这电梯常常失灵的问题,沈桂贤应负最大的责任。

"沈桂贤最常挂在嘴边的就是'他和纳吉很要好,容易争取拨款',既然如此,为何沈桂贤做了上议院几年了,他连自己的老本营的中央医院,也无法争取到换新电梯的拨款? 是纳吉不给脸?还是沈桂贤没争取?或是政府因太多贪污而没有钱了?"

张健仁表示,人民缴税,政府应善用人民的钱,而作为部长的,就是负责如何策划和善用人民的钱。

他说,沈桂贤做上议员至今已 2年了,做负责砂州医药和医院设施的部长也将近4个月了。 但是,至今中央医院的设施依旧如此不足,连"电梯内生产"这种不可思议的事件也会发生。

"我们希望沈桂贤既然作为部长,应对其部门工作尽责,而不是整天忙着剪裁、开幕、秋后算账联民党人士,及上报纸和网络做其个人宣传。"

张健仁透露,自2008年人联党也以中央医院的设施简陋问题,在大选时企图诱骗选票。 沈桂贤刚上任上议员时就拉大队巡视中央医院,并在报章上大发伟伦。 

张氏揶揄,最终,只听楼梯响,不见人下楼,只听沈桂贤的伟伦,却没有看到实际的改善。

"就连讲了多年的多层停车场,如今也没看到工程开始。 只听到说,建该停车场和几个建筑物,需要天文数字的3亿令吉拨款,而也没有经过公开招标的程序。 这类工程,是否就如近日被揭发的沙巴州乡村水供计划般,60%被'干捞',而涉及的官员则袋袋平安,大富大贵?"
张氏指出,身为部长,沈桂贤应专注于政府有没有拨款,拨款是否有妥善使用,以及人民是否得到的是否是物有所值。

他奉劝沈氏,别只是沉醉于做报章和网络宣传,以及打击敌对阵营的人士,天天上报,却在其职而不谋其政。

被开乌龙罚单 男子成功撤案

(本报古晋7日讯)被开了不合适的罚单,男子寻求行动党张健仁律师为其辩护,成功将案件撤消。
41岁郑姓男子因在今年8月9日中午约12时25分,位于实都东路被交警拦截,并被开了张罚单﹐表示司机因没持有客货车执照,还指出司机必须在今日出庭面控。
经过张健仁的帮忙,发现到事主的车子是以个人名义注册,而该车子并不需要持有客货车执照。除此之外也从事主处了解到,该交警在开出罚单之前曾多次向事主表示准备要开罚单了,因此有理由怀疑这名交警是在暗示事主行贿。
"疑交警暗示行贿"
借此,他也致函询问交警以取消针对事主的罚单,但对方表示需要从陆路交通局取获肯定信函证明,因此他致函陆路交通局,并获得对方的回函表示事主所注册的车辆并不需要客货车执照。
在得到了陆路交通局的回函后,他即刻再次致函给交警处,并附上了来自陆路交通局的回函,结果对方无回讯,直至今日也不见出庭。他认为,作为执法单位更要体现出专业、效率以及更具竞争力,交警不是来制造更多的困难,也不是滥用权限。
他表示,事主的举动值得表扬,勇敢的站起来坚持立场﹐拒绝配合对方,并询问律师为其处理。他说,为了这样的事,找律师起码得附上整千律师费,但他并不收事主的钱,他认为这是非常不公,且有必要采取行动。

(本报古晋7日讯)砂民主行动党主席张健仁认为﹐沙巴某官员贪污一案相信仅是冰山一角﹐如果反贪污委员会独立且中立的调查下去,相信可以挖掘更多。

 他是在今日被询问时表示,相信很多人对此感到愤怒及心理不平衡,区域性官员竟能从家里被搜出总资产1亿余,他相信,这是大马总贪污案的冰山一角,放眼近期两宗的案件,也是整亿的钱,如果反贪污委员会能够独立并中立地去执行任务的话,相信会有更高的数目。

被问及政府该怎么重建人民的信心,他表示怀疑,指还有多少人会愿意再相信政府。他认为,唯一途径就是换政府。

Residents complain about Sacofa’s U-turn

KUCHING: Residents of Lorong 10, Jalan Stampin are not happy with Sacofa's about turn to change its earlier decision to remove the telecommunication tower it erected in the residential area few months ago.

Thus, they sought the help of Kuching MP Chong Chieng Jen, who is also Kota Sentosa assemblyman, to resolve the problem.

More than 130 residents in the area have signed a petition opposing the erection of the tower in their recreation park.

The group and Chong had a meeting with Sacofa management at Sacofa's office in Satok yesterday.

"About two months ago, Sacofa constructed a telecommunication tower in a park in the residential area. After a protest, the residents had a meeting with Sacofa management on July 12.

"Sacofa agreed to relocate the tower but they asked for two months to dismantle the tower. But a letter from Sacofa dated Sept 28 informed the people that the company changed their decision to relocate the tower. The residents felt appalled," said Chong at a press conference after the meeting.

Chong wanted to know whether it is Sacofa's policy to erect towers instead of installing telco transmitters on top of tall buildings.

"There are a few tall buildings in the area. Why are they not chosen for the installation?" he asked.

He claimed that Sacofa gave up the site of its previous tower for a private developer to develop condominiums.

"While the company can accommodate the business needs of one private developer, why are they ignoring the wishes of hundreds of residents in the Jalan Stampin area?" he asked again.

He said there were other state lands in the vicinity which were not developed.

"Why chose the recreation park right in the middle of the residential area?" he questioned, arguing that the recreation park is a facility for the residents and their children to play and exercise.

Other than causing mental stress resulted from looking at a tall tower in their neighbourhood, Chong said the tower would subject the residents to constant electromagnetic fields ( EMF) exposure which might be detrimental to their health in the long-run.

"There are also studies showing that the existence of a tower will attract lightning strikes which will induce Ground Potential Rise which may cause harm to humans and damage to electrical equipment," Chong pointed out.

Meanwhile, Chong disclosed that the company is 50 per cent owned by Cahaya Mata Sarawak (CMS) Berhad, a private company with profit as its key motivation.

"We have no objection for your company to make profit, but it should not be done at the expense of the people, by taking away their recreation park and subject them to constant stress and unknown EMF exposures against their will," said Chong.

Chong said he would bring up the issue at the next State Legislative Assembly meeting.

张健仁表示,该公司于今年7月12日派了代表与当地居民商讨兴建通讯塔一事。而其代表也在重复确认之下,承诺该公司将寻找另一个位置兴建该通讯塔。
他补充,当时该公司还要求需要2个月的时间,以进行承包程序除下通讯塔,并搬迁至新的位置。
然而,该公司却于两个月之后,即9月28日出示信函,表示该公司已决定维持该建筑在同样的位置,原因是因为该公司找不到更好的位置搬迁。

而信函中也补充道,该公司还收到来自居民的要求,希望该通讯塔保持在原地,以便能提供当地更好的通讯服务。
鉴于此,张健仁也为着以上两个理由做出回应,表示该公司代表在会议中曾提到,或会把该通讯塔建在较高的建筑物之上。但令人不解的是,为何现在又坚持要保留在同样的位置,摧毁该住宅区的景观。
而且,该公司也把之前的通讯塔位置让给了私人企业建公寓,试问该公司为何能满足一个私人企业的商业需要,却从来没理会过百名居民的心声及感受?
他直言,虽然电讯公司确实表示该住宅区的通讯偏差,但把通讯塔直接建在住宅区中央也不是唯一的解决方法,其实更可以选择一些人流较少的地区,比如附近的墓园区域。
拟带入州议会讨论
针对该公司表示,有当地民众希望该通讯塔能维持原处,张健仁则回应,当初有137名居民签署请愿书反对该工程,试问赞成的居民又是否多过反对的数目?
他称,加上SACOFA私人有限公司有50%的股份是属于砂拉越日光集团(CMS)的,既然是私人企业,那其公司的运作就必定是以盈利为主。
他说,该公司使用公共资产建筑通讯塔后,便能向租用的电讯公司收取租费,这种举动根本就是公器私用。
他声称,本身将把该课题带入来临的州立法议会中,挑战砂首长阿迪南为此事做出回应。

Chong: Sabah defectors part of ‘divide-and-rule’ politics

The worth of a political party depends on its ideology, track record and struggle for the people.
KUCHING: Those who quit PKR and DAP in Sabah argue that only a local party can better fight for the state, noted DAP Sarawak Chairman Chong Chieng Jen in a statement posted on Facebook.
"Such an argument was similar to the Barisan Nasional's (BN) age-old claim that 'only a Malay can fight for Malay rights' or 'only a Chinese can fight for Chinese rights'," he added.
In fact, stressed Chong who is also Bandar Kuching MP and Kota Sentosa Assemblyman, "it has been shown that racism was the most divisive element in Malaysia".
The BN parties are resorting to regionalism to further divide the people, he charged.
Chong described those who recently quit PKR and DAP in Sabah "under the pretext of local party" sentiments, as "opportunists". He believes the "local party" regionalism politics was just another form of "divide-and-rule" used by the ruling party to consolidate its position.
History has also shown, he recalled, that it was the so-called local parties in Sarawak that sold out the state's rights to the Federal Government. "They are the ones who signed away Sarawak's oil and gas rights."
"They put an end to English education in Sarawak. "
They approved the lop-sided annual development fund against Sarawak's interest, said Chong.
The local parties in Sabah are no better than their counterparts in Sarawak, he continued.
He reminded there was a time that Sabah was ruled by local parties. At the end, said Chong, for some personal interest, the leaders of these local parties joined the BN and exploited the people of Sabah. "Sabah is the poorest state in Malaysia."
The worth of a political party depends not on whether it was racially or regionally based, he argued. "It depends on the party's ideology, track record and struggle for the people."
After all, he asked, hasn't Sarawak all this while been governed by Sarawakians? "Hasn't Sabah been governed by Sabahans?"
For that matter, he stressed, hasn't Malaysia been governed by Malaysians?
Yet, said Chong, "we see the deterioration of the state of affairs and rising corruption in Malaysia, and in Sabah and Sarawak".
Throughout the history of Malaysia, reminded the MP, Umno has been using race to consolidate its power.
"Now, BN in Sabah and Sarawak are trying to use the regionalism sentiment to consolidate its power in the states," he lamented. "They are trying to divert the attention of fellow Sarawakians and Sabahans from corruption and cronyism in the states."

‘Ensure legal provisions to regulate Uber in place’

KUCHING: The government has been asked to ensure legal provisions are available to regulate the operations of app-based ride service Uber.
Bandar Kuching member of parliament Chong Chieng Jen said the issue must be duly addressed to resolve the conflict between Uber and the taxi industry, which is governed by rules and regulations.
"This definitely makes it an unfair competition. Naturally, as a consequence, the taxis will lose out," he said in a statement yesterday.
Chong suggested the Commercial Vehicles Licensing Board (LPKP) and Public Land Transport Commission (SPAD) adjust their operations in light of globalisation rather than merely regulating the taxi industry.
He said the authorities ought to help increase the competitiveness of the taxi industry by adopting "the modus operandi of Uber".
"To attract more passengers, Uber can offer discounts to its passengers while maintaining the income of its drivers.
"If a private company with profit as its main motivation can do this, there is no reason why government bodies or agencies cannot better or at least equal it," he said.
On Sept 17, Minister in the Prime Minister's Department Datuk Nancy Shukri had said it was still illegal to run Uber in Malaysia as there are no provisions under the law allowing its operations.
She said the authorities could take action against Uber operators under the Road Transport Act 1987, including seizing their vehicles.
Nancy added there was a proposal to amend the Act, which could see Uber legalised in the country.
