EPF Low-Cost Housing Loan: MoF Manipulates Debt?

The abuse of EPF to extend soft loans to low-cost housing purchasers is a blatant attempt by the Ministry of Finance to circumvent the need to add to the Federal Government debt

What appears to be a routine and noble scheme to assist the poor who are unable to secure bank financing to purchase their low-cost housing units has stirred controversy ove-r how the Employees Provident Fund is being abused by the Federal Government for political motives.

Under normal circumstances, any welfare programmes will be funded by the Federal Government through its tax revenues.  In the event that tax revenues prove insufficient, the Federal Government may issue bonds to raise money to finance its deficit expenditure.  Again under normal circumstances, EPF could subscribe to the bonds issued by the Federal Government, hence in effect lending to the Federal Government.

It is hence extremely odd that the Minister of Federal Territories and Urban Well-Being, Datuk Raja Nong Chik Nong Raja Zainal Abidin announced that the Employee Provident Fund will be extending RM1.5 billion in loans directly to those who failed to secure commercial loans to purchase their houses.

The difference between the two approaches is that the Federal Government is considered a low-risk borrower and hence the contributions by Malaysian workers to the EPF are considered safe, while the loans to those who failed to obtain commercial housing loans are considered very high-risk borrowers.

We have over the past week attacked the Government for putting EPF funds at risk.  However, the fact that the Government could have easily circumvented the entire controversy and still achieve the objectives of helping the poor by issuing bonds to the EPF, arouses suspicion that something is amiss.

We can only conclude that the Government did not want to borrow directly from EPF, and instead passed the buck to EPF to lend directly to the low-cost housing purchasers because the Government does not want to further increase further to its much criticised and already high debt levels.  The Federal Government debt has reached RM456 billion as at the end of 2011, which is a 88.4% increase from RM242 billion 5 years ago in 2006.

Will our debt levels expected to increase significantly in the next year as a result of massive infrastructure projects such as the RM53 billion Klang Valley MRT, the RM7.1 billion West Coast Expressway, the Ministry of Finance (MoF) is attempting all means to reduce its debt obligations.

Instead of issuing debt papers, the MoF is attempting to hide its debt exposure by issuing Government guarantees instead. Therefore, the EPF is being asked to lend RM1.5 billion to those who failed to secure loans from banks, and the loans will be in some form "guaranteed" by the Federal Government.  This way, the RM1.5 billion will not be reflected as an increase Federal Government debt.

In the current climate of sovereign credit crisis, especially in Europe as epitomised by the Greek financial fiasco, the Federal Government is attempting what is called "off-balance sheet financing" to hide from public view its total debt exposure.  In fact, as at the end of 2010, the Government's contingent liability i.e., loans which were "guaranteed" by the Government but are not directly part of the Federal Government debt has reached RM96.9 billion in 2010, which is a sharp 14.9% increase over RM84.3 billion in 2009.

In the event that some of these guaranteed loans goes into default, then the Federal Government will be directly exposed to the debt and this will trigger a debt induced financial crisis in Malaysia.  For example, the government guarantee for Port Klang Free Zone project's RM3.6 billion has resulted in the Federal Government having to extend at least RM4.6 billion in loans to bail-out the project.  The cost is further expected to increase to RM12.5 billion.

Apart from MoF debt papers, there are already alternatives available to help the poor. Cagamas Bhd was set up in 1987, enabling banks to extend more housing loans. And recently in 2008, the government established a fund to provide loans for farmers, small traders, i.e those without fix incomes to buy low and medium cost housing.

Unfortunately, to be constantly perceived by the rakyat as the champion for the poor, the government is now coming up with a new and ill thought scheme – utilizing EPF monies to hide its current debt levels.

The MoF must not renegade from its responsibility as not only the caretaker of our coffers but also as a prudent decision maker as MoF screens and approves all decisions made by EPF's investment panel.

The Ministry of Finance and the Federal Territories Ministry must hence come clean on why it has chosen to risk the worker's retirement savings and the real reason why the Government can't fund the housing for the poor directly.  The MoF must solve its own financial problems and not for the Malaysian workers to bear the burden of the BN government's follies.

  新年期间,5位学弟妹到家中拜年。他们之中一位已从台湾学成归来,3位还在海外念书,一位很快就要出国。平日大家各散东西,也唯有趁新年才能聚上一聚。

不知怎的,话题谈到公积金,一位学弟说他母亲早就已用借口将公积金从僱员公积金局取出,免得以后连养老金都没有。

当时听在耳里,我觉得这位安娣有点杞人忧天的可爱。可是看看近期的发展,原来她才是先知先觉的那个。

政府协助低收入者购买政府组屋,那是美事一桩,没人反对政府履行职责。可是,拿打工仔的15亿公积金为人民组屋计划的购买者提供贷款,全国约1300万名公积金局会员大概都要提心吊胆了!

KUALA TERENGGANU, 5 Feb: PAS mengarahkan semua jenteranya memberikan fokus sepenuhnya untuk memenangi pilihan raya umum akan datang kerana peluang  untuk PAS menang amat besar.

"Kita sekarang nak hadapi pilihan raya jadi kena fokus. Masa ini tak perlu cabut kemuncup kat baju atau stokin kita, fokus kepada nak sumbat gol.

"Ini tak, penjaga gol pun dok sibuk sabut kemuncuk sampai orang sumbat gol pun tak sedar," kata Datuk Tuan Ibrahim Tuan Man ketika memberi taklimat kepada jentera penerangan PAS Terengganu.
Beliau bersama 80 ahli rombongan sedang dalam siri konvoi penerangan menjelajah seluruh negara menjelang pilihan raya ke-13.
Hari ini adalah hari kedua jelajah selepas mereka berada sehari suntuk di Kelantan semalam.
Esok konvoi yang diketuai Tuan Ibrahim ini akan ke Pahang pula selepas selesai program di Terengganu hari.

Program konvoi ini akan bersambung balik hujung minggu depan ke selatan pula bermula dengan Negeri Sembilan dikuti Melaka dan Johor.
Turut serta dalam sessi taklimat hari ini adalah semua AJK Penerangan PAS peringkat negeri dan kawasan.
Turut menyertai konvoi adalah Setiausaha Penerangan PAS Pusat, Misbahul Munir Masduki, AJK, Nuridah Salleh, Drs Khalil Idham Lim dan Nik Muhammad Zawawi Salleh.
Tuan Ibrahim mengaku ada sebahagian jentera PAS tidak fokus dengan membincangkan isu-isu dalaman yang sebenarnya bukan isu termasuk isu pemecatan Datuk Dr Hasan Ali.
Untuk kepentingan jamaah, katanya, PAS kena fokus untuk menang dalam pilihan raya ini kerana pilihan raya ini adalah peluang terbaik untuk PAS dan Pakatan Rakyat menang.
Menurut beliau, orang Cina berdasarkan servey sekarang sudah 83 peratus menyokong Pakatan Rakyat.
Oleh itu, katanya, peluang terbuka luas untuk Pakatan Rakyat menuju Putrajaya dalam pilihan rayam
Dalam majlis itu, Tuan Ibrahim memberikan peringatan kepada petugas PAS agar mengamalkan tiga perkara bagi melancarkan kemenangan PAS iaitu
Ikhlas dalam perjuangan, sabar dalam menghadapi perjuangan dan solat malam (tahajud) untuk mendekatkan diri kepada Allah.
"Juga sentiasa memohon ampun kepada Allah kerana kita bimbang tidak menang kerana dosa ahli kita," kata Tuan Ibrahim.
Selain taklimat, rombongan juga menyertai pelbagai program dari kuliah Subuh, hi tea, perlawanan bola, kuliah Maghrib dan ceramah umum.(harakahdaily)

Kerajaan negeri Pulau Pinang mengalu-alukan kesediaan Penasihat Kementerian Kemajuan Luar Bandar dan Wilayah Datuk Zainal Abidin Osman selepas tunggu 3 tahun, untuk memberikan maklumat 301 buah keluarga miskin tegar dan miskin yang mendapat bantuan Skim Pembangunan Kesejahteraan Rakyat (SPKR) sebanyak RM1.1 juta pada 2009.

Hanya selepas 3 tahun, barulah sudi Datuk Zainal menjelaskan bahawa SPKR sebanyak RM1.1 juta diberikan bukan kepada 22 buah keluarga miskin tegar tetapi sebenarnya kepada 301 keluarga miskin. Datuk Zainal selaku Pengerusi Perhubungan Umno negeri Pulau Pinang telah dilaporkan di Berita Harian pada 26 Februari 2009 bahawa dana RM1.1 juta telah diperuntukan untuk SPKR untuk membantu 22 keluarga miskin tegar.

Dalam laporan Berita Harian 26 Februari 2009 daripada George Town, tidak ada sebarang sebutan istilah Nibong Tebal atau bahawa 22 buah keluarga miskin tegar adalah hanya daripada Nibong Tebal. Sekiranya RM1.1 juta diagihkan kepada 22 buah keluarga miskin, maka setiap keluarga akan memperolehi RM50,000.

Ahli EXCO kerajaan negeri YB Phee Boon Poh telahpun menulis dua surat pada 7hb April 2009 dan 12 Mei 2009 kepada Datuk Zainal, tetapi beliau enggan jawab. Satu laporan polis telahpun dibuat oleh YB Phee pada 31 Julai 2009, meminta siasatan polis dalam perkara ini tetapi tidak ada sebarang tindakan diambil.

Dalam penjelasan terbaru oleh Datuk Zainal, 301 buah keluarga yang menerima RM1.1 juta ini bermakna setiap keluarga miskin memperolehi RM3,654. Perlu ditanya mengapa hanya 301 buah keluarga miskin yang mendapat faedah sedangkan ada lebih 700 keluarga miskin tegar di Pulau Pinang. Mengapa 400 buah miskin tegar tidak mendapat perhatian daripada Kementerian Datuk Zainal?

Satu lagi perkara yang menarik ialah kenyataan Datuk Zainal bahawa jumlah RM1.1 juta itu adalah sebahagian daripada bantuan keseluruhan SPKR sebanyak RM22.9 juta di Pulau Pinang dari 2008 hingga 2012 untuk membantu 3,938 peserta miskin dan miskin tegar. Ini bermakna 22.9 juta telah diberikan dalam lebih 3 tahun ini kepada 3,938 peserta miskin ataupun secara purata setiap keluarga dapat RM5,815.

Ini menimbulkan persoalan macam mana 3,938 keluarga miskin dipilih oleh Datuk Zainal atau pihak Kementerian persekutuan kerana masih ada ramai keluarga miskin yang tidak menerima bantuan RM5,815 tersebut.

Ahli EXCO Kerajaan Negeri Phee Boon Poh ditugaskan untuk mendapat maklumat keluarga miskin atau miskin tegar yang diberikan bantuan daripada Datuk Zainal Abidin Osman supaya dapat membandingkan senarai keluarga miskin dan miskin tegar tulin agar bantuan sampai benar-benar ke tangan mereka.

槟州首席部长林冠英于2012年2月6日在乔治市发表声明:

槟州行政议员彭文宝受委在拿督再纳的协助下,收集贫穷家庭或赤贫家庭的资料。

槟州政府欢迎郊区发展及联邦直辖区部长拿督再纳阿比丁准备了301户赤贫及贫穷家庭的资料,我们等了三年,原来这些家庭在2009年获得人民福利发展计划(SPKR)下110万令吉的拨款援助。

三年后,拿督纳再才愿意讲清楚,人民福利发展计划的110万令吉拨款不是拨给22户赤贫家庭,而是给了301户贫穷家庭。2009年2月26日于《每日新闻》报道,槟州巫统联委会主席拿督再纳宣布在人民福利发展计划下,共协助了22户赤贫家庭。

在2009年2月26日的报道并没有提到高渊,也没有提到有关22户赤贫家庭来自高渊。如果真的将110万令吉拨给22户贫穷家庭,每户家庭将能够获得5万令吉。

槟州行政议员彭文宝也已经分别在2009年4月7日及2009年5月12日致函给拿督再纳,但是他不愿意回答。彭文宝已于2009年7月31日向警方报案,他要求警方调查这起事件,但是当局并没有采取任何行动。

拿督再纳在最近解释这件事时提及,共有301户贫穷家庭接受了110万令吉,意味着每户贫穷家庭获得3654令吉。我们要问为什么槟城有超过700户赤贫家庭, 只有这301户贫穷家庭获得有关福利, 为什么其余的400户赤贫家庭没有办法获得拿督再纳的关注?

还有一件更有趣的事,拿督再纳说上述110万令吉是整个人民福利发展计划拨款的一部分,上述计划在2008至2012年期间共拨出2290万令吉,协助3938名贫穷者及赤贫者。这意味着在过去三年多,当局平均拨给每户贫穷家庭5815令吉。

我们要问,拿督再纳或直辖区部是如何选出上述3938户贫穷家庭,因为还有很多贫穷家庭没有获得上述5815令吉。

槟州行政议员彭文宝受委在拿督再纳的协助下,收集贫穷家庭或赤贫家庭的资料,对照贫穷家庭及赤贫家庭的名单,以确保真正有需要的贫户受惠。

Unlike MCA, DAP Will Not Permit But Will Take Disciplinary Action Against Any DAP Member Caught Attending Perkasa Functions.(en/cn)

Unlike MCA, DAP will not permit any member to attend Perkasa functions but will take disciplinary action against any DAP member caught doing so. For any Malaysian to attend Perkasa functions not only lends legitimacy to Perkasa's objectives of reducing non-Malays to 2nd or 3rd class citizens, but also that UMNO's racial dominance is more important than the critical issues of human rights, corruption and abuse of power.

I will not stoop to the level of MCA President Datuk Seri Dr Chua Soi Lek, who has launched personal attacks against me just to avoid answering the question why MCA will not ban but still permit its members and supporters to attend Perkasa’s functions. Today MCA Deputy President Datuk Seri Liow Tiong Lai said in The Star that MCA is still studying the agenda of members attending Perkasa's functions.

This is an admission by Liow of links between MCA members and Perkasa. DAP calls on Chua Soi Lek to reverse this irrational and irresponsible decision and instead follow DAP's example of banning MCA members and supporters from attending Perkasa's events. Is MCA willing to take a bold and uncompromising stand opposing all forms of racism and extremism even though Perkasa is openly supported by UMNO?

Chua should also stop his defence of Perkasa distributing “white pows” packets was not done on purpose.(New Straits Times 4 February 2012) Chua's claim that Perkasa did not distribute “white pows” on purpose was disputed by former Sri Desa MCA branch chairperson Dr Collin Tiew. Dr Colin Tiew said that he did tell Ibrahim that “white pows” is not suitable but Ibrahim did not bother. Chua should stop being apologists for Perkasa's claim that they did not distribute the “white pows” on purpose, as this serves to help Perkasa deceive not only oneself but others too.

At every Chinese New Year event attended by me, people have not only expressed their anger at Perkasa's 'white pows' act of deliberately trampling rudely over the sensitivities of the Chinese community. However there is also disappointment at Prime Minister Datuk Seri Najib’s refusal to condemn Perkasa and Najib's light dismissal of this gross insult as a "social experience".

Is the Prime Minister's refusal to condemn Perkasa caused by BN also distributing "white pows" during the BN Chinese New Year event in Seri Setia, Selangor. MCA Kelana Jaya division chief Ong Chong Swen had not denied that white envelopes with BN logos were distributed during the BN Chinese New Year event. If that is the case, then BN should immediately apologise to the Chinese community and stop such wrong practices.

In contrast, PAS has displayed openness in respecting the Chinese community by distributing not only ang pow, mandarin oranges and Chinese New Year cards to market traders but also to a pork seller, with his pork openly displayed. Has any UMNO leader done what PAS leaders have done?

MCA and Chua Soi Lek should ban MCA members from attending Perkasa's functions to send a clear and unequivocal message to Perkasa that right-thinking Malaysians, including the entire non-Malay community, will have nothing to do with a racist and extremist organization.

廖中莱承认了马华党员与土权组织有关联。行动党呼吁蔡细历撤回他不合理、不负责任的决定,像行动党那样,禁止马华及支持者出席土权活动。虽然土权是巫统公开支持的组织,但是马华是否愿意勇敢地反对所有形式的种族主义及极端主义?

蔡细历应该停止为土著辩护,指他们派"白包"不是故意的(《新海峡时报》2月4日)。蔡细历说土权并非故意派"白包"的说辞,也遭马华斯里迪沙区部主席张秋明反驳。张秋明说,他曾告知依布拉欣不适合派白包,但是后者不加理会。蔡细历无需再为土权的做法和言论辩白,这是在纵容土权继续自欺欺人。

我所出席的每一项农历新年庆祝活动,人们不只表达了他们对于土权分派"白包"、违反华社禁忌的愤怒,他们也对首相拿督斯里纳吉没有谴责土权、只是轻描淡写地称之为"社会经验与教材"感到失望。

首相不愿意谴责土权,可能因为国阵也曾经在雪州斯里斯迪亚的农历新年活动派"白包"。马华格拉纳再也区会主席王锺璇也不否认,他们曾经在农历新年期间,派发印有国阵标志的白色信封。如果是这个原因,国阵应该马上向华社道歉,不再重复他们的错误。

相反地,伊斯兰党展现了他们对华社的尊重,他们不只派红包、蕉柑和贺年卡给菜贩,甚至派给一名公开摆卖猪肉的猪肉贩。巫统领袖能够做到像伊斯兰党领袖那样吗?

马华和蔡细历应该禁止马华党员出席土权的活动,传达一个讯息给土权:所有思想正常的马来西亚人、包括全体非马来人社群,都与这个种族主义及极端主义组织毫无关系。

Chua Soi Lek Should Ban MCA Members And Supporters From Attending Perkasa's Events, As Allowing Them To Do So Not Only Proves MCA's Links With Perkasa But Also Acknowledges Perkasa Has An Important Role To Play Despite Perkasa's Racist And Extremist Profile Of Being Against non-Muslims And Non-Malays.

DAP is shocked at MCA President Datuk Seri Dr Chua Soi Lek's announcement that MCA will not ban its members and supporters from attending any of Perkasa’s functions. DAP calls on Chua Soi Lek to reverse this irrational and irresponsible decision and instead ban MCA members and supporters from attending Perkasa's events.

Allowing MCA members and supporters to attend Perkasa's events not only proves MCA's links with Perkasa. By doing so, MCA acknowledges Perkasa has an important role to play in Malaysian political life despite Perkasa's racist and extremist struggle against non-Muslims and non-Malays. Is MCA and Chua so afraid of Perkasa that they dare not even prevent their members from attending Perkasa's functions?

How can Chua and MCA claim to defend the interests of Malaysian Chinese when their members and supporters can go to Perkasa functions that breeds hate against non-Malays in the country and want to reduce them to 2nd-class or 3rd-class citizens? If MCA and Chua have any dignity or honour, no MCA member should be allowed to attend Perkasa events and thereby give credibility to this racist and extremist organization.

What is equally shocking is Chua's defence of Perkasa distributing “white ang pow packets” was not done on purpose. Chua's claim that Perkasa did not distribute white ang pows on purpose was disputed by former Sri Desa MCA branch chairperson Dr Collin Tiew, who has apologized to the Chinese community for speaking in defence of Perkasa and bringing elderly citizens to the Perkasa.

Dr Colin Tiew said Perkasa Chairman Ibrahim Ali was aware of Chinese customs and that the ang pows had to be red, not white as Ibrahim had distributed red ang pows in his parliamentary constituency in Kelantan. Dr Colin Tiew further said that he did tell Ibrahim that white ang pow is not suitable but Ibrahim did not bother. Clearly Perkasa and Chua's claim that they did not distribute the white ang pows on purpose, is not believable that serves to deceive not only oneself but others too.

Clearly Perkasa was deliberately trampling rudely over the sensitivities of the Chinese community by giving white ang pows. Perkasa know they can do so with unhindered impunity because they have the whole-hearted support of UMNO and Prime Minister Datuk Seri Najib Tun Razak for their activities. Witness the failure of Datuk Seri Najib to condemn Perkasa for their insult to the Chinese community, and even rubbed salt into this open wound by saying that this incident can be used as a "social experience". Is this gross insult that has angered the Chinese community merely reduced to the level of a "social experience"

Datuk Seri Najib's reluctance to condemn Perkasa and MCA's refusal to ban its members and supporters from attending Perkasa functions may be caused by the fact that BN had also used white ang pows during the BN Chinese New Year event in Seri Setia, Selangor. MCA Kelana Jaya division chief Ong Chong Swen had not denied that white envelopes with BN logos were distributed during the Chinese New Year event.

It is not too late for Datuk Seri Najib to salvage his 1Malaysia slogan which has been proven to be empty and meaningless when Deputy Prime Minister Tan Sri Muhyiddin Yassin pronounced that he is Malay first, and Malaysian second. Datuk Seri Najib should take the bold step to condemn Perkasa for their insensitive act and cut all ties with this racist and extremist organization.

蔡细历与马华怎么可以说他们捍卫马来西亚人的利益,他们允许自己的党员与支持者去出席土权的活动,有关活动灌输针对国内非马来人的仇恨情绪,而且要把他们贬为二等或三等公民?如果马华及蔡细历还有自尊和尊严,那么他们根本不应该允许任何马华党员出席土权的活动,这只会助长这个种族及极端组织的威风。

更令人震惊的是,蔡细历竟然为土权辩护,指他们不是故意派"白包" 的。蔡细历的讲法已经被将斯里迪沙马华区会主席张秋明医生反驳,后者已经就他为土权辩护、安排老人家出席土权组织的活动而道歉。

张秋明说,土权主席依布拉欣阿里知道华人的风俗,而红包必须是红色,不是白色,因为依布拉欣阿里曾经在他的吉兰丹国会选区分派红包。张秋明也说,他曾告知依布拉欣不适合在农历新年期间派"白包",但是依布拉欣不加理会。很明显的,土权及蔡细历说他们不是故意派"白包"的说法,无法让人相信,也是自欺欺人的。

很明显地,土权故意派"白包" ,违反华人的风俗习惯。土权这么做,因为他们知道他们将被免责,他们的活动有巫统及首相拿督斯里纳吉在背后撑腰。纳吉不但没有谴责土权这种侮辱华社的做法,甚至在伤口上洒盐,说这起事件是一次"社会经验和教材"。这样的侮辱已经引起华社愤怒,难道就能简单列为"社会经验和教材"?

拿督斯里纳吉不愿意谴责土权,而马华也不愿禁止马华党员及支持者出席土权的活动,很可能因为国阵也曾经在雪州斯里斯迪亚的农历新年活动派"白包"。马华格拉纳再也区会主席王锺璇也不否认,他们曾经农历新年期间,派发印有国阵标志的白色信封。

虽说副首相丹斯里慕尤丁已经公告天下他是"马来人优先,然后才是马来西亚人",此时,纳吉还来得及抢救"一个马来西亚"这个空洞及无意义口号,他应该勇敢地谴责土权如此不敏感,并且断绝一切与这个种族主义及极端组织的关系。

Penang Shall Trust The Future In The Young Not Only By Practicing Integrity In Leadership And Good Governance But Also By Fulfilling The Promise Of Providing Digital Intelligence, Building A Culture Of Innovation And Good Education.

As the Chinese New Year celebration ends with Chap Goh Meh, Penang awaits another year of challenges towards greater prosperity as well as a cleaner, greener and safer Penang.

Penang shall trust the future in the young not only by practicing integrity in leadership and good governance but also by fulfilling the promise of providing digital intelligence, building a culture of innovation and good education. Whilst integrity and good governance has been the success story behind Penang as the best governed state in Malaysia, these two elements alone are not enough to secure the future for Penang.

The promise of digital intelligence must be fulfilled to connect to cyberspace. Connectivity has become as essential as roads and electricity. Once connected to the Internet, this is one of the last things anyone would be willing to give up if they had to reduce their expenses. Being connected is not only crucial for keeping up with friends’ activities socially, it increasingly means access to income.

For this reason, Penang has undertaken an ambitious first ever free wifi project in Malaysia with 1,550 free wifi hotspots throughout Penang. So far 1,300 free wifi hotspots have been installed and will be completed by next year.

The promise of building a culture of innovation must be fulfilled with the establishment of a Penang Science Council(PSC). The PSC aims to establish Penang as a center of excellence for science and technology by rekindling interest amongst the young to choose science as their career choice. PSC is unique in that despite being supported by the government and with participation by the academia, it is driven purely by industry. Amongst some of the projects:-
• the annual Penang International Science Fair, the first one in Malaysia that is held in a sports stadium;
• the proposed Penang Tech Center showcasing the latest technology available in Penang; and
• the open tender for the Penang International Research And Innovation Incubator, the first privately-funded science research center in Malaysia at Fishermen Wharf in Bayan Baru.

Penang must fulfil the promise of providing a good education through the annual allocation for schools, encouragement of more private schools of excellence in Penang and the proposed Education Hub in Balik Pulau. The Penang PR state government believes that education can bring the young together where they can be united by common goals of rewarding performance, open ideas and principled ideals regardless of race, religion or gender.

Penang shall trust the future to the young, they have longer to live in it.

Johor Pakatan Rakyat (PR) leaders have held "serious discussions" with Salahuddin Ayub for the PAS vice-president to stand in his home state to address the lack of a strong Malay leader as a possible mentri besar candidate.
The opposition in Johor expects to make huge gains in the next general election on the back of increased Chinese support but the lack of a viable potential MB has already resulted in attacks from Umno that a PR administration would be a "Chinese government."

The Malaysian Insiderunderstands that the Pontian-born Salahuddin has held several closed-door meetings with top Johor PR leaders.
A source said the meetings involved "serious discussions" and there is a high possibility that the Kuban Kerian MP will contest in Johor.
"Salahuddin is weighing the matter seriously. We in Johor Pakatan are ready to receive him.
"The seats for him to contest have already been identified. He may contest in both federal and state seats but our priority is for him to stand as an assemblyman," he said.
It is understood that Sembrong, a federal seat near Kluang with about 40 per cent Chinese voters, has been touted as a potential landing point for Salahuddin.
Rumours have circulated that incumbent Home Minister Datuk Seri Hishammuddin Hussein may move to Kota Tinggi, a safer seat that will likely be vacated by Tan Sri Syed Hamid Albar, who was dropped from the Cabinet by Datuk Seri Najib Razak when the prime minister took power in 2009.
Johor DAP chief Dr Boo Cheng Hau also confirmed that he has invited the former PAS Youth chief to return to the state.
"I have invited Salahuddin to contest here because we need a national-level leader here," he told The Malaysian Insider.
When contacted, Salahuddin refused to confirm if he will contest in Johor but said he is "ready to migrate" if asked by the party.
"I have been with the party for 30 years and contested in Johor but lost. There is no obstacle for me as I am a Johorean and built my career there," he told The Malaysian Insider.
He said that he has been asked by party members to return to Johor over the past few years.
Salahuddin has been MP for Kubang Kerian in Kelantan for two terms and PAS conventionally allows leaders from other states to contest in its northern stronghold for two elections.
Ghani has going round the state to woo people especially in constituencies with at least 40 per cent Chinese voters.
The wave of anger that swept through the rest of the Malaysian peninsula in Election 2008 missed the Umno birthplace and bastion where PR won just one federal and six state seats out of 26 and 56 on offer respectively.
But Mentri Besar Datuk Abdul Ghani Othman has been pounding the pavement since late October especially in constituencies with at least 40 per cent Chinese voters in anticipation of a swing towards PR.
"He's been on the ground in all these seats the opposition thinks it can win," a top official in Ghani's administration told The Malaysian Insider.
Opposition leaders in the state estimate that they won 55 per cent of Chinese votes in the last election but a study by reformist think-tank Zentrum Future Studies said support from the community has surged to close to 90 per cent.
"We are seeing what can be called a silent Tionghua revolution," he told The Malaysian Insider, saying that Chinese approval of PR in Johor rose to 68 per cent after the last election and climbed further to 79 per cent in 2010.
PKR held its national congress in Johor at the end of November, claiming it was ready to take over the state.
Analysts say that such a swing in the BN stronghold would practically mean enough gains nationwide for PR to add the 30 federal seats it needs to seize Putrajaya as well.
But the pact's members have warned against trumpeting their chances in Johor as it would result in attacks from Umno of being a "Chinese government."
PKR has refused to answer the question regarding its MB candidate but a local division chief told The Malaysian Insider "we have no one since Abdul Razak Ahmad," referring to the late state chief.

The abuse of EPF to extend soft loans to low-cost housing purchasers is a blatant attempt by the Ministry of Finance to circumvent the need to add to the Federal Government debt

What appears to be a routine and noble scheme to assist the poor who are unable to secure bank financing to purchase their low-cost housing units has stirred controversy ove-r how the Employees Provident Fund is being abused by the Federal Government for political motives.

Under normal circumstances, any welfare programmes will be funded by the Federal Government through its tax revenues.  In the event that tax revenues prove insufficient, the Federal Government may issue bonds to raise money to finance its deficit expenditure.  Again under normal circumstances, EPF could subscribe to the bonds issued by the Federal Government, hence in effect lending to the Federal Government.

It is hence extremely odd that the Minister of Federal Territories and Urban Well-Being, Datuk Raja Nong Chik Nong Raja Zainal Abidin announced that the Employee Provident Fund will be extending RM1.5 billion in loans directly to those who failed to secure commercial loans to purchase their houses.

The difference between the two approaches is that the Federal Government is considered a low-risk borrower and hence the contributions by Malaysian workers to the EPF are considered safe, while the loans to those who failed to obtain commercial housing loans
are considered very high-risk borrowers.

We have over the past week attacked the Government for putting EPF funds at risk.  However, the fact that the Government could have easily circumvented the entire controversy and still achieve the objectives of helping the poor by issuing bonds to the EPF, arouses suspicion that something is amiss.

We can only conclude that the Government did not want to borrow directly from EPF, and instead passed the buck to EPF to lend directly to the low-cost housing purchasers because the Government does not want to further increase further to its much criticised and already high debt levels. The Federal Government debt has reached RM456 billion as at the end of 2011, which is a 88.4% increase from RM242 billion 5 years ago in 2006.

Will our debt levels expected to increase significantly in the next year as a result of massive infrastructure projects such as the RM53 billion Klang Valley MRT, the RM7.1 billion West Coast Expressway, the Ministry of Finance (MoF) is attempting all means to reduce its debt obligations.

Instead of issuing debt papers, the MoF is attempting to hide its debt exposure by issuing Government guarantees instead. Therefore, the EPF is being asked to lend RM1.5 billion to those who failed to secure loans from banks, and the loans will be in some form "guaranteed" by the Federal Government.  This way, the RM1.5 billion will not be reflected as an increase Federal Government debt.

In the current climate of sovereign credit crisis, especially in Europe as epitomised by the Greek financial fiasco, the Federal Government is attempting what is called "off-balance sheet financing" to hide from public view its total debt exposure.  In fact, as at the end of 2010, the Government's contingent liability i.e., loans which were "guaranteed" by the Government but are not directly part of the Federal Government debt has reached RM96.9 billion in 2010, which is a sharp 14.9% increase over RM84.3 billion in 2009.

In the event that some of these guaranteed loans goes into default, then the Federal Government will be directly exposed to the debt and this will trigger a debt induced financial crisis in Malaysia.  For example, the government guarantee for Port Klang Free Zone project's RM3.6 billion has resulted in the Federal Government having to extend at least RM4.6 billion in loans to bail-out the project.  The cost is further expected to increase to RM12.5 billion.

Apart from MoF debt papers, there are already alternatives available to help the poor. Cagamas Bhd was set up in 1987, enabling banks to extend more housing loans. And recently in 2008, the government established a fund to provide loans for farmers, small traders, i.e those without fix incomes to buy low and medium cost housing.

Unfortunately, to be constantly perceived by the rakyat as the champion for the poor, the government is now coming up with a new and ill thought scheme – utilizing EPF monies to hide its current debt levels.

The MoF must not renegade from its responsibility as not only the caretaker of our coffers but also as a prudent decision maker as MoF screens and approves all decisions made by EPF's investment panel.

The Ministry of Finance and the Federal Territories Ministry must hence come clean on why it has chosen to risk the worker's retirement savings and the real reason why the Government can't fund the housing for the poor directly.  The MoF must solve its own financial problems and not for the Malaysian workers to bear the burden of the BN government's follies.
