your sayTelestai!: What a disgrace! Is there anything else that hasn't been doctored? Someone close to me told me how public examination results were doctored to project a trend of overall improvement in performance.

It is part of the government propaganda to showcase the the achievements of the BN. Are we surprised why students with strings of As can't construct a proper sentence to save their lives?

And as for the crime statistics - all lies and damn lies.

Kgen: It is not uncommon to massage figures to portray a better picture but this has been carried too far so much so that reality and statistics move in opposite directions.

This is when the strategy backfires as the public totally rejects the said statistics. Yet the government still insists that crime is a perception problem because its statistics say so. This is an insult to our intelligence.

What government think-tank Pemandu is doing is like trying to sell ice to Eskimos by saying that the natural ice around them is a false perception.

Well, Mr IGP (inspector-general of police), your brilliant little scheme has been found out. You had Pemandu fooled completely but not us, the suffering public who has first-hand experience of crime.

Please don't insult us by saying 'perception' again and that goes for that loudmouth home minister who grudgingly said police will focus on fighting crime as if that is something extraneous for them.

Teoh Hock Aun: What an excellent written piece! So clear and so easy to comprehend. Such a brave and honest police officer who must be sick of his bosses' deception and would rather call a spade a spade.

Now I presume the government and his bosses will launch a witch-hunt to get the whistleblower. This country has gone to the dogs with the corrupt Umno and BN in power. They should have been booted out long ago.

Jkthum: It's an unspoken practice that most statistics and indices are doctored to paint the picture that those with vested interest want to portray.

Rarely do we get any that are not. But when statistics and reality are too far apart, that's when the public loses confidence.

These are the men and women who are faced with the increasing barrage of reports of crime but are forced to be a part of this huge lie and succumb to the political pressures to doctor data to prop up their political masters.

They know it's a lie but are helpless to prevent it. At the same time, they see the extent of corruption committed by these political masters who are powerful enough to literally get away with murder.

It does not take much pushing or temptation for these police to also succumb to crime and corruption since you might as well join them if you can't beat them.

No wonder, Umno-BN is so deeply buried in corruption as the police are now guilty accomplices in spinning a crime into a non-crime.

Unspin: Besides measuring our crime rate based on reported cases, a more meaningful KPI (key performance indicator) for the police force should be based on how many of those reported crimes that are resolved.

If they are given a target to resolve crimes, the police will be forced to work harder to hunt down the criminals.

In addition, it would not be easy to fake resolved crime numbers because if a crime is resolved, there will be corresponding statistics of the criminal(s) being charged in court or sent to jail.

Rightan: What are statistics anyway? You want a higher passing rate in any public examination for any year, just lower the passing mark.

A classic case is the additional mathematics paper in the SPM examination. I was told that the passing mark is only 17 marks. No wonder my son can score an 'A' though he failed in his trial examination.

Amused Malaysian: Why crime statistics only. What about Hari Raya road fatalities? There's none of the fuss of previous years. Don't tell me there are no road fatalities this Raya.

Yeow: Kudos to the police officer who gave the information for this report. Good that he remains anonymous as he may be bumped off and go missing.

Then it will be an index case becoming a non-index case, with the excuse that he has absconded and probably in Vietnam.

Rakyat Malaysia: Now, why I am not surprised by this manipulation in the police force? I don't blame them.

Blame their BN political masters for asking for 20 percent reduction. Yet nobody is really looking into finding the root cause rather than just throw the job to police and asking them to figure it out.

The police themselves also are laden with links to underworld figures. So, what high expectations can we expect from them?

Can anyone imagine any police officer, no matter how senior he is, dare to go against Umno or BN with the man sitting upstairs? Pity the IGP and his senior officers having to be on standby, to be summoned by him every day.

Who polices the police statistics? Cynical manipulation of statistics is more plausible an explanation than the idiotic excuses put up by the certain politicians and their police henchmen.

Ramai manusia berasa lega apabila tamatnya Ramadhan. Ini disebabkan rasa terkongkong oleh peraturan agak ketat tentang waktu makan, minum, hubungan suami isteri, bahkan tidak boleh marah, menipu, berbohong, khianat buat maksiat kerana bulan Ramadhan dianggap bulan yang mulia yang perlu dihormati. Samada mereka berpuasa atau tidak, ramai akur tentang  ketertiban yang dituntut semasa bulan Ramadhan.

Seusai Ramadhan, muncul anak bulan Syawal menjadi pembebas kongkongan bagi iman yang lemah dan gagal mensucikan jiwanya.
Harus diingatkan kepada semua kita insan yang bermujahadah agar memeriksa kecenderungan diri sebelum Ramadhan dan selepas Ramadhan. Sekiranya  tidak ada perbezaan malah makin teruk maknanya kita telah gagal merebut peluang terbaik berkursus intensif di bulan Ramadhan. Perlu istighfar banyak lagi. Perlu kloroks hati. Perlu berus qalbu. Gilap hingga bersinar dan dapat menangappi pancaran Nur Ilahi.Dengan Nur inilah kita merasa nikmat Ramadhan. Syawal hanya perayaan kemenangan sehari. Bukan untuk terus longgar  dan melanggar  peraturan Ilahi. Syawal bermaksud kita perlu bertarung lebih teruk bukan sahaja dengan hawa nafsu bahkan dengan syaitan yang dibebas lepas dengan tamatnya Ramadhan.

Johor MB expects to lose nine seats

Johor has always been touted as the bastion of Umno, but one wonders if it really is so, given the inroads the opposition made in 2008.
In the 2008 general election, there was a 14% swing to the opposition. What has happened to that swing? It is increasing and getting stronger.
And this has got the menteri besar worried, intimating to his Umno division heads in one meeting that he expects at least nine parliamentary seats and up to 16 state seats to fall to the opposition in the 13th general election.
That means he has not discounted fully the swing to the opposition.
He has acknowledged that, at best, with all the efforts and the bribery that Umno has carried out, the party has only managed to claim back some 5%.
That means there is still around a 9% swing with the opposition.
Based on that conservative assumption, the nine parliamentary seats are indeed in jeopardy.
My personal view is that Pakatan Rakyat can win the nine parliamentary seats and more.
Umno and Barisan Nasional is dicey in at least six more seats – Tanjung Piai, Gelang Patah, Pulai, Pasir Gudang Tebrau, Simpang Rengam and Parit Sulong.
Which really means, Pakatan could end up with between nine and 15 seats.
Will Shahrir contest?
Having said that, there is also the Johor Baru seat to consider. JB has a sizeable Chinese population which should prove to be a boon to Pakatan.
The determining factor here would be Umno's choice of candidates. If Shahrir Samad chooses to retire, then JB will fall to Pakatan.
Shahrir can only be persuaded to stand if the Umno people can stoke his contempt for Anwar Ibrahim.
Shahrir himself is not that confident. He has said privately that most of the faces he sees in JB are not familiar to him.
The other seat which I am interested to see is Pulai. It's currently held by UDA Holdings Bhd chairman Nur Jazlan Mohamed Rahmat.
Nur Jazlan is a decent fellow but has recently been the victim of Umno's habit of practising infanticide. It kills off its young talent.
When Nur Jazlan came up with a strategy of raising money for UDA with the redevelopment of the Pudu Jail area, he became a victim to the ravenous appetite of Umno warlords ever on the lookout of using government to make tons of money.
And that has not gone down well with him and his supporters.

Twenty years has passed since the Malaysian courts opened the floodgates to political defections and "allowed frogs and tadpoles to be bred recklessly" among elected representatives in Malaysia by permitting the foundation of democratic governance in our country to be threatened by corrupt inducements of cash and political favours. In the 1992 case of Dewan Undangan Negeri Kelantan v. Nordin Salleh, the Supreme Court led by Tun Hamid Omar upheld the decision of High Court Justice Eusoffe Chin to strike down a provision of the Kelantan Constitution that required State Legislative Assemblymen, if they quit their party, to seek re-election by the voters who elected them.

Since that decision, the people of Malaysia have suffered as democratically-elected governments in Sabah (1994) and Perak (2009) have been overthrown through underhand means in defiance of the will of the people expressed at the ballot box. In both of these cases the very parties rejected by the people of Sabah and Perak in the preceding general elections have been brought back to power against the will of the people, and without the voters of those States having being given any say in the matter.

For any elected representative elected on a party ticket to hop or cross over is an immoral, unethical and unprincipled act that shows utter contempt for the democratic choice of their voters. If they were elected on the party they represent, they should resign their seat and seek a fresh mandate from the people if they chose to leave the party platform on which they were elected on. Democracy, accountability and ethical conduct demands that the voters be given another opportunity to pass judgment whether such a decision by the elected representative to hop over is acceptable or not.

Two decades on, it is time that we as Malaysians revisit the issue of political defections so that we can determine whether it shall be the voters or corrupt politicians who are the bosses in this country. My proposal that the Penang state EXCO revisit this issue, after hearing the opinions of the State Legal Advisor, to consider amending the Constitution of Penang to require any Legislative Assemblyman who quits his party to face the judgement of his electors in a by-election. We who are elected by the Rakyat must be answerable to the Rakyat, and should be willing to accept the Rakyat’s judgement.

This amendment will enable the Federal Court, as the successor of the old Supreme Court, to re-examine the issue that was decided twenty years ago in Nordin Salleh, which has caused so much havoc in our country in recent times. The Federal Court possesses the powers to review its previous decisions which are clearly wrong.

Just as the Federal Court reviewed and reversed its previous wrong decision in the land case of Boonsom Boonyanit which allowed landowners to be cheated of their land by fraudsters, so the Federal Court should be given the opportunity to revisit and reverse the wrong decision in Nordin Salleh which has allowed the voters of Malaysia twice to be cheated of their choice of State Government by political fraudsters.

Forcing resignations on those who cross over is perfectly legitimate, legally constitutional and widely practiced in the largest democracy in the world – India.

Opposition by UMNO leaders and MCA President Dr Chua Soi Lek to the proposed anti-hopping law only highlights BN's opportunism and readiness to immorally trade in defections. For Chua to propose a solution to "frogs and tadpoles from being bred recklessly" by amending party rules or the respective party constitution is meaningless and ineffective as no one would be required to resign their seat.

Any proposed amendment of the Penang state constitution to ban party hopping by elected representatives in forcing a by-election to seek a fresh mandate from their constituents will allow the Federal Court to reconsider its judgment in the case of Nordin Salleh, to protect the people of Malaysia against being cheated of their choice of state governments again as happened in Sabah and Perak.

20多年前,马来西亚法庭的判决打开了一道政治缺口,让马来西亚的民选议员像"青蛙与蝌蚪不断地增加",让我国的民主政治基础,遭受金钱及政治利益诱惑的威胁。在1992年吉兰丹州立法议会v诺丁沙列一案中,以敦哈密奥玛为首的最高法院,维持高庭大法官尤索夫晋的判决,废止丹州宪法其中一项条文,即州议员若跳槽,必须举行补选。

由于上述判决,导致马来西亚人民在投票后,必须承受因议员的背叛欺骗而引发有违民意的夺权事件,如1994年沙巴政府及2009年霹雳州民选政府被推翻那样。这两个夺权事件中,在大选中被人民拒绝的政党在违反民意的情况下,重夺政权,而这两个州属的选民针对政权易手完全没有自主权。

任何在某一政党旗帜下竞选的民选议员跳槽是不道德、不符合伦理原则,也是对选民的民主选择的蔑视。如果他们代表某个政党竞选,在中选后决定离开有关政党,那么他们应该辞职,重新寻求人民的委托。选民基于民主、问责及伦理,应该拥有多一次机会,来判断其民选议员的跳槽决定是否可以被接受。

20多年过去了,是时候我们重新审视政治跳槽事件,让我们决定谁才是这个国家的老板,选民还是贪官?在听取州法律顾问的意见后,我提议槟州行政议员重新审视这项课题,修改槟州宪法,要求任何退党州议员在补选后重新面对选民的评断。我们身为民选议员,必须向选民负责,也必须愿意接受选民的评断。

这项修正案将让联邦法院(前最高法院),重新检视20年前在诺丁沙列一案中的判决,有关判决让我国政局在近年陷入混乱。联邦法院拥有权力重新检讨上述明显错误的判决。

正如联邦法院检讨及推翻在Boonsom Boonyanit土地案的错误判决,因原判让地主在欺骗案中失去土地。有鉴于此,联邦法院应该重新开启诺丁沙列一案,检讨及推翻其错误判决,在政治骗子让人民失去自己投选出来的州政府后,让选民有机会重新投票,做出评断。

强制跳槽者辞职,是合法、符合宪法,全世界最大的民主国家—印度也执行着。

巫统领袖及马华主席拿督蔡细历反对"反跳槽法令",突显了国阵机会主义及他们准备利用这个政治缺口进行不道德的交易。至于蔡细历建议通过修改各别政党的条例或党章,来解决"青蛙及蝌蚪不断地增加",这是毫无意义及没有效力的,因为不会有人被要求辞职。

Dua puluh tahun sudah berlalu sejak mahkamah Malaysia membuka benteng untuk pembelotan politik dan "membolehkan pembiakan katak dan berudu" di kalangan wakil-wakil rakyat Malaysia dengan membenarkan asas pentadbiran demokratik di negara kita untuk diancam oleh politik rasuah dan sogokan. Dalam kes 1992 Dewan Undangan Negeri Kelantan v Nordin Salleh, Mahkamah Agung yang diterajui Tun Hamid Omar telah menegakkan keputusan Hakim Mahkamah Tinggi Eusoffe Chin untuk membatalkan peruntukan Perlembagaan Kelantan yang mewajibkan pilihan raya kecil sekiranya seseorang Adun meninggalkan parti.

Sejak keputusan itu, rakyat Malaysia terpaksa menanggung apabila kerajaan-kerajaan yang dipilih secara demokratik di Sabah (1994) dan Perak (204) telah digulingkan secara tipu helah tanpa mengira pilihan rakyat di peti undi. Dalam kedua-dua kes ini, parti-parti yang telah ditolak oleh rakyat Sabah dan Perak di pilihan raya umum telah dikembalikan ke tampuk kuasa tanpa memberi peluang kepada para pengundi di negeri-negeri tersebut untuk menyatakan hasrat mereka.

Tindakan mana-mana wakil rakyat yang dipilih atas tiket parti untuk melompat parti adalah tidak bermoral, tidak beretika dan tidak berpinsip serta menghina pilihan demokratik rakyat. Jika mereka dipilih atas tiket sesebuah parti dan ingin meninggalkan parti tersebut, mereka harus letak jawatan dan membenarkan rakyat memilih semula. Demokrasi, kebertanggungawaban dan etika bererti bahawa rakyat harus diberi peluang untuk mengadili sama ada keputusan wakil rakyat untuk melompat parti itu boleh diterima atau tidak.

Setelah dua dekad, adalah masa kita sebagai rakyat Malaysia mengkaji semula isu pembelotan politik supaya kita boleh menentukan sama ada pengundi atau politik rasuah yang menjadi penentu dalam negara kita. Cadangan saya supaya isu ini dikaji oleh EXCO Pulau Pinang, selepas menimbang pendapat Penasihat Undang-undang Negeri, adalah untuk mempertimbangkan pindaan Perlembagaan Pulau Pinang untuk mewajibkan mana-mana Adun yang meninggalkan parti untuk diadili oleh pengundi dalam pilihan raya kecil. Kami sebagai wakil rakyat harus menjawab kepada rakyat, dan harus menerima pilihan rakyat.

Pindaan ini akan memberi peluang kepada Mahkamah Persekutuan, iaitu pengganti Mahkamah Agung, untuk menimbang semula isu yang diputuskan dua puluh tahun lalu dalam kes Nordin Salleh, yang telah menjadi punca huru hara politik di negara kita. Mahkamah Persekutuan mempunyai kuasa untuk mengkaji semula keputusan lama yang jelas salah.

Seperti dalam pengkajian semula oleh Mahkamah Persekutuan dalam kes Boonsom Boonyanit yang membolehkan pemilik tanah untuk ditipu, Mahkamah Persekutuan akan mendapat peluang untuk menimbang semula dan menterbalikkan keputusan salah dalam kes Nordin Salleh yang telah menjadi punca rakyat Malaysia ditipu dua kali dalam pemilihan kerajaan negeri.

Kewajiban untuk letak jawatan atas katak yang melompat adalah satu tindakan yang sah di sisi Perlembagaan dan diamalkan di demokrasi paling besar dunia – India.

Penentangan oleh pemimpin-pemimpin UMNO dan Presiden MCA Dr Chua Soi Lek terhadap undang-undang anti-katak yang dicadangkan ini hanya mendedahkan BN sebagai oportunis yang bersedia untuk berdagang dalam pembelotan yang tidak bermoral. Cadangan Chua untuk menghentikan "pembiakan katak dan berudu" dengan meminda peraturan parti atau perlembagaan parti adalah tidak bermakna dan tidak berkesan kerana ia tidak akan mewajibkan perletakan jawatan.

Cadangan pindaan Perlembagaan Negeri Pulau Pinang untuk mengharamkan gejala lompat melompat parti oleh wakil rakyat dengan memaksa pilihan raya kecil untuk mendapat mandat baru daripada rakyat akan memberi peluang kepada Mahkamah Persekutuan untuk menimbang semula keputusan kes Nordin Salleh untuk melindungi rakyat Malaysia daripada ditipu dalam kerajaan negeri pilihan mereka sekali lagi seperti yang telah berlaku di Sabah dan Perak.

KUALA LUMPUR, 24 Ogos — Satu daripada sepuluh pengundi dalam pilihan raya umum (PRU) akan datang adalah pengundi kali pertama dan di mana mereka bersandar akan menentukan siapa yang mengambil Putrajaya.

Penentuan takdir Barisan Nasional (BN) dan Pakatan Rakyat (PR) sudah terkunci dalam perebutan mendapatkan sokongan menjelang pilihan raya akan dating  — dikatakan sebagai ibu segala pilihan raya.
Penganalisis politik dan pemerhati mengatakan golongan atas pagar — terutama wanita yang bekerja di rumah dan pengundi muda — akan menjadi penting dalam menentukan keputusan pilihan raya, perlu diadakan selewat-lewatnya pada April 2013.

"Mereka (pegundi atas pagar) akan menentukan siapa bakal menang atau kalah oleh kerana terdapat jumlah besar kerusi (dalam PRU lalu) dimenangi dengan margin kecil," kata Ibrahim Suffian dari Merdeka Center.

Anwar Ibrahim menganjurkan live chat di Google Hangout dalam usaha untuk menarik pengundi muda.
Sehingga akhir tahun lepas, bilangan pengundi yang layak telah berkembang daripada 10.9 juta pada 2008 kepada 12.2 juta rakyat Malaysia, peningkatan sebanyak 1.3 juta.
 
Jumlah pengundi akan bertambah jika pilihan raya diadakan pada tahun hadapan.

Rabu lalu, DAP dilihat sebagai yang pertama melihat kepentingan pengundi baru apabila mereka melancarkan kempen nasional bagi menggalakkan pendaftaran pengundi.

DAP berkata mereka akan membuat satu usaha terakhir bagi mendaftarkan lebih ramai pengundi baru dalam usaha untuk mengatasi kelebihan tipis dalam undi popular BN menangi berbanding PR pada PRU 2008.

MAS staffs have always been treated badly. THey work like hell and the idiot like AJ and Danny just spent. At the same time AJ will try us that MAS is bleeding.

Until today, AJ the clueless is still unable to tell us what was the cst of re-branding and the newe stupid design that was supposed to be used on all aircraft.

Bleeding only when it come to staff benefits but when it involves RM250k a month salary for the clueless, MAS is not bleeding.

MAS is a national carrier and YB Wee is the only one that has been standing up for us and exposed what the pariah, Danny boy and the clueless have done.

If not for YB’s psersistent, MAS would have been koyak by the pariah.

Thank you YB for standing for our national carrier and for fighting the clueless and pariah gang.

This botak must be tought a lesson. He must understand that the clueless cannot protect him all the time. We shall expose him.

Tu s.t.b kan orang kita not mat salleh. Bila ambil mat salleh tak suka dan marah. Tapi bila kasi orang kita jawatan itu lah jadi dia.bukan dia sorang macam ini. banyak lagi terutama kuncu kuncu dia. Semua kaki lepak dan cakap kosong.tapi semua berangan nak pangkat. Kerja tak buat. so macam mana. orang kita kah atau mat salleh.T unjuk kita punya jaguh dulu dan buat kerja betul betul.kalau tidak MAS tak jadi lah macam ini. Tapi bukan semua ya.

Yes I agree with Malaysian why you keep hammering MAS. Are there no other issues in Malaysia beside MAS. Given MAS is a cash cow for almost everybody and that all the past BOD and MD,s condoned them. So in spite of that MAS is still struggling to be on firm footing.It is a very difficult balancing act trying to put MAS right, not with you playing this with staff.There are so many other issues that needs your attention. Like for one… good and cheap education, cheap housing,cheap medicals,lessen crime and many others. Go for them baby. MAS is not your only game or is it together with the GLC’s. Are there your only games.

eh, macam tak tahu pulak, pergi meeting kan kerja juga, lebih2 lagi kalau meeting dengan Salleh Takbrani, meeting 8 jam, 10 jam, 12 jam biasa aje, ingat tak penat ke? Habis meeting berjam2, tak kira time solat ke, time makan ke, time keluarga ke, semua dia tak peduli, akhir sekali habok pun tak ada. Why are you attacking MAS management? Aj and his team are trying to turn around MAS with re-branding and etc. Mistakes may have been made when Tony was in MAS but Tony already gone. So was Rozman. Please give him a chance to turn around MAS.

PENURUNAN HARGA KERETA: PROTON MAMPU BERDIKARI DAN BERSAING

Semakan semula Dasar Automotif Negara (NAP2012) yang kini sedang dijalankan oleh Kementerian Industri dan Perdagangan Antarabangsa (MITI) memberi ruang kepada pengurangan cukai eksais secara berperingkat untuk menurunkan harga kereta.

Peluang ini juga perlu dimanfaatkan sepenuhnya untuk memperbetulkan pelbagai herotan (distortion) di dalam industri automotif negara. Kebelakangan ini, pimpinan Umno/Barisan Nasional sering memainkan sentimen perkauman termasuklah di dalam isu penurunan harga kereta, dengan memberi alasan pengurangan cukai eksais akan memufliskan Proton dan industri automotif tempatan.

Tindakan tidak bertanggungjawab ini bertujuan menanam perasaan perkauman di kalangan rakyat dengan menuduh cadangan menurunkan harga kereta ini bertujuan untuk membunuh Proton yang mengakibatkan puluhan ribu rakyat (kebanyakannya Melayu/Bumiputra) akan hilang pekerjaan.

Salah satu pertimbangan utama yang diambil KEADILAN semasa mencadangkan penurunan harga kereta adalah kemampuan Proton dan perusahaan automotif tempatan bersaing. KEADILAN mengiktiraf kejayaan Proton dan yakin ia mampu maju jauh ke depan melihatkan keupayaannya bertahan walaupun sudah tidak mendapat perlindungan rebat cukai eksais
bermula tahun 2005.

Malah, sebenarnya Umno/Barisan Nasional yang mengambil keputusan menamatkan rebat cukai eksais yang diberikan kepada Proton pada tahun 2005. Sejak dari itu, kereta-kereta keluaran Proton dan perusahaan automotif nasional yang lain terpaksa membayar cukai eksais yang sama seperti juga kereta-kereta berjenama antarabangsa.

Bantuan kewangan terbesar yang diperolehi oleh Proton kini bukan lagi dalam bentuk perlindungan cukai, tetapi geran research and development (R&D) untuk membolehkannya menerokai rekaan dan teknologi yang lebih baik. Penyata kewangan Proton bagi tahun 31 Mac 2011 (muka surat 167 dari Laporan Tahun Proton 2011) menunjukkan ia mendapat geran R&D berjumlah RM175 juta.

Jumlah ini adalah jauh lebih rendah dari rebat cukai eksais bernilai berbilion ringgit yang diberikan setiap tahun kepada Proton sehingga tahun 2005. Keupayaan Proton terus bersaing dan memperkenalkan beberapa model baru selepas tahun 2005 membuktikan bahawa Proton boleh terus kekal beroperasi walaupun tanpa dilindungi rebat cukai eksais.

Sebab itu KEADILAN berpendapat dakyah perkauman yang dimainkan oleh Umno/Barisan Nasional kononnya penurunan harga kereta akan memufliskan Proton sebenarnya menghina tenaga professional di Proton dan perusahaan automotif tempatan lain yang kebanyakannya Melayu/Bumiputra. Jawapan-jawapan pimpinan Umno/Barisan Nasional yang masih menggambarkan seolah-olah Proton dan perusahaan automitif tempatan masih mendapat perlindungan cukai eksais adalah berniat jahat
yang memangsakan Proton demi kepentingan politik Umno/Barisan Nasional.

KEADILAN yakin Proton dan perusahaan automotif tempatan akan mampu berdikari dan bersaing pada harga yang tidak membebankan rakyat. Komitmen KEADILAN adalah mempertahankan peluang pekerjaan dan kebajikan puluhan ribu pekerja di dalam sektor automotif negara, bukannya mengikut karenah bekas pimpinan negara yang mengongkong Proton semata-mata kerana mahu menjaga peninggalan pemerintahan beliau.

Oleh itu, KEADILAN yakin pelan perniagaan Proton yang menitikberatkan penggunaan kapasiti pengeluarannya (to optimise its unutilised production capacity) di kilang-kilangnya, melalui kerjasama untuk memasang kereta-kereta berjenama lain akan berjaya mempertahankan pekerjaan sedia ada, malah mewujudkan lebih banyak peluang pekerjaan baru.

Menteri Dalam Negeri dan Pemandu perlu memperjelaskan dakwaan manipulasi data jenayah

Menteri Dalam Negeri, Datuk Seri Hishammuddin Hussein and CEO PEMANDU, Datuk Seri Idris Jala harus memperjelaskan isu data jenayah NKRA yang dimanupulasikan, seperti yang didakwa surat yang tersebar luas melalui media elektronik semalam oleh “Sumun Osram”, seorang “anggota polis yang ingin merahsiakan indentiti".

Dakwaan tersebut adalah serius kerana ia membawa keraguan terhadap integriti statistik rasmi dan selanjutnya, akan menjejas kredibiliti Kementrian Dalam Negeri, PEMANDU dan PDRM.

Surat "Sumum Osram" mendakwa bahawa terdapat percubaan secara sistematik untuk "merendahkan kadar jenayah dengan mengalihkan jenayah indeks kepada jenayah bukan indeks. Pemindahan ini dilakukan ketika laporan polis sedang dibuat. Klasifikasi jenayah dari jenis indeks kepada jenis bukan indeks akan dirakamkan oleh sistem laporan polis sebagai jenayah 'bukan indeks' lalu ia tidak didaftarkan untuk tujuan statistik. Penurunan kadar jenayah indeks akan menunjukkan bahawa jenayah –jenayah tertentu sedang berkurangan."

"Jenayah indeks" didefinasikan sebagai jenayah yang kerap dilaporkan dan merupakan cukup ketara untuk dijadikan indeks terhadap situasi jenayah. 'Jenayah bukan indeks" pula adalah kes-kes kecil yang jarang berlaku maka ia tidak disertakan ke dalam statistik atau sebagai penanda aras untuk menentukan situasi jenayah.

Statistik rasmi kadar jenayah hanya mengambil kira jenayah indeks.

Mengikut surat ‘Sumun Osram’, jenayah yang dimanipulasi termasuk:

(A) Kes-kes kecurian diklasifikasikan sebagai Jenayah Indeks di bawah Akta Jenayah. Laporan mengenai jenayah ini akan diklasifikasi di bawah seksyen 382 Akta Jenayah. Oleh kerana seksyen 382 Akta Jenayah adalah jenayah bukan indeks, ia tidak akan direkodkan dalam perangkaan kadar jenayah.

(B) Samun di bawah Seksyen 457 Akta Jenayah merupakan jenayah indeks. Laporan yang diterima akan diklasifikasikan di bawah Seksyen 452 dan 453 Akta Jenayah. Oleh kerana seksyen 452 dan 453 Akta Jenayah adalah jenayah bukan indeks, ia tidak akan direkodkan dalam perangkaan kadar jenayah.

(C) Menyebabkan kecederaan adalah jenayah Indeks di bawah seksyen 324 dan 326 Akta Jenayah. Laporan yang diterima akan diklasifikasikan di bawah Seksyen 148 Akta Jenayah. Oleh kerana Seksyen 148 Akta Jenayah adalah jenayah bukan indeks, ia tidak akan direkodkan dalam perangkaan kadar jenayah.

Surat tersebut mendakwa bahawa “pengklasifikasian jenayah indeks kepada jenayah bukan indeks jumlahnya adalah beberapa ribu kes. Tentunya, dengan mengalihkan kes-kes tersebut, perangkaan kadar jenayah akan mengambarkan seolah-olah kadar jenayah telah berkurangan.”

Pakatan Rakyat meminta agar Hishammuddin dan Idris Jala mendedahkan perangkaan kes-kes yang diklasifikasikan di bawah seksyen-seksyen 148, 382, 452 dan 453 Akta Jenayah selepas perlaksanaan NKRA sehingga ke hari ini dan tiga tahun sebelum perlaksanaan NKRA bagi membuktikan kebenaran.

Home Minister and Pemandu need to clarify allegation of crime data manupulation

Home Minister Datuk Seri Hishammuddin Hussein and PEMANDU CEO Datuk Seri Idris Jala should clarify the allegation of NKRA crime data manupulation as suggested in letter by a “Sumun Osram”, who claims to be “a policeman who wish to remain anonymous”, that was widely circulated in the online media yesterday.

The allegation is serious in nature as it casts doubts on the integrity of official statistics, and, by extension, the credibility of the Home Ministry, PEMANDU and PDRM.

The “Sumun Osram” letter alleged that there is a systemic attempt to “lower the crime statistics by shifting the index crime to the non-index crime. The shifting is done at the time the police report is lodged. The classification of the crime from index to non-index will be captured in the police reporting system as 'non-index' and thus not registering it as an index crime for the purposes of statistics. Lowering the index crime will show that the particular crime is on the decline.”

‘Index crime' is defined as crime which is reported with sufficient regularity and with sufficient significance to be meaningful as an index to the crime situation. 'Non-index crime' on the other hand is considered as cases minor in nature and does not occur with such rampancy to warrant its inclusion into the crime statistics or as a benchmark to determine the crime situation.

The official crime statistics consist of only the index crime.

According to the “Sumun Osram” letter,”the crimes which were manipulated are:

(a) Robbery cases under the Penal Code are classified as index crime. This offence will be classified as non-index under section 382 of the Penal Code. Since, section 382 of the Penal Code is a non-index crime, therefore will not be reflected in the crime statistics.

(b) Burglary under section 457 of the Penal Code is an index crime. This offence will be classified as non-index under sections 452 or 453 of the Penal Code. Since, sections 452 and 453 of the Penal Code are non-index crime therefore will not be reflected in the crime statistics.

(c) Causing hurt under sections 324 and 326 are index crimes. These offences will be classified under section 148 of the Penal Code. Since, section 148 of the Penal Code is a non-index crime therefore will not be reflected in the crime statistics.

The letter alleged that “the under classification of the index crime to non-index crime runs into several thousand cases. Of course, by removing these cases from the crime statistics will reflect that the crime has gone down.”

Pakatan Rakyat calls on Hishammuddin and Idris Jala to disclose the statistics of cases classified under sections 148, 382, 452 and 453 of the Penal Code since the implementation of the NKRA to date and the three years preceeding the implementation of NKRA to refute the allegation.
