Speech By Penang Chief Minister and DAP Secretary-General Lim Guan Eng At The DAP Pahang State Annual Convention In Raub On 9.9.2012.

Pahang must punish BN for breakin gits promises of building an independent Chinese school in Kuantan, protecting the people's health in the Lynas Rare Earth Plant in Kuantan and the use of cyanide by the Raub Australian Gold Mining Sdn Bhd(RAGM) in Bukit Koman before the general elections.

In Johor the Pengerang Integrated Petroleum Complex (PIPC) project is causing grave problems to the villagers, including eight old Chinese cemeteries. In Pahang, the problem is even more acute as a result of a powerful BN that has become arrogant and forgot to listen to the people.

How arrogant BN is that BN can promise to permit an independent Chinese school to be built and then issue a permit for a national secondary school that does not mention using Mandarin as a medium of instruction. Clearly BN is so confident of winning Pahang again that it can openly lie and mislead Pahang voters.

The voters have given their support in vain for their MCA elected representatives who are Cabinet Ministers in their areas. Being a Cabinet Minister does not give one the right to betray their voters interests and break their promises for the benefit of the few at the expense of ordinary people of Pahang.

What is the use of having a Minister that spends more time travelling overseas than resolving the problems in her constituency? What is the point of having a Health Minister that supports the establishment of Lynas rare earth plant abnd RAGM that harms our health.

BN has failed to protect the people's health by allowing RAGM to continue in Raub despite the toxic harm caused by cyanide and also issued a 2 year temporary operating license(TOL) for the Lynas rare earth plant. The Atomic Energy Licensing Board (AELB) said Lynas’ commitment to ship out all of its Water Leach Purification (WLP) wastes from its rare earths processing plant in Gebeng, Kuantan, is non-binding on its temporary operating licence (TOL).

If it was non-binding and not even a condition of the license what guarantees are there that it would comply with shipping out the radioactive wastes. In other words the AELB can not withdraw the TOL if the wastes are not shipped out of Malaysia as it is not even a condition of the license. There are genuine fears that one of the 2 nuclear reactors proposed by BN may even be built in Pahang.

The time has come to elect a people-centric government that listens to the people, do the people's work and gives hope to the people. DAP would listen to the people by ensuring that PR close down both the Lynas rare earth plant in Kuantan and the RAGM in Raub as well as approve a Chinese independent school in Kuantan and give yearly allocation to all schools as in Penang and Selangor.

DAP would do the people's work by adopting a people-centric land policy that gives automatic renewal of land leases that expire with a 90% discount of land premium. Landowners would be able to renew their lease by only paying 10%.

DAP would ensure that PR gives hope to the people by adopting CAT governance of competency, accountability and transparency to end the decade long Budget deficits in Pahang and reduce its debts. In Penang, our anti-corruption policies have allowed Penang to record not only budget surpluses but also reduced our debt by 95% from RM630 million at 3.8.2008 to RM30 million at 31.12.2011

The Penang State EXCO at is meeting on 7.9.2012 has decided a Special EXCO Committee on Cheap Land Sales of at least 4,000 acres of State Land by the previous state government. Penang State EXCO member for Local Government and Traffic Management will head this special EXCO committee and all government departments especially Land Office, the two local governments and Penang Development Corporation are directed to give full co-operation to Chow.

Cheap land sales or even land given for free by BN government came into focus when BN highlighted the PR state government's sale by open competitive tender of the 1.1 acre piece of land in Taman Manggis for a private hospital project to promote medical tourism in Penang. Not just BN but Gerakan has lost all honour and credibility when BN Penang Chairman Teng Chang Yeow can not prove his claims that four of my EXCO members, my political secretary and myself had personal interest in the hospital project. And why did BN never announced to the press until now that the 1.1 acre piece was reserved for public housing in 2003 nor build from 2003-8, especially when the so-called public housing project was also not marked in the layout plans?

BN has clearly run out of political capital when it resorted to not only attacking members of my family but also my landlady. As the Taman Manggis land is by open tender, anyone can bid. Even my landlady or BN cronies can also bid and will be awarded if they pay the highest price. Why drag my landlady when she or her company did not even bid for the 1.1 acre piece of land?

For Koh Tsu Koon or Teng to say that he does not have government documents is dishonest when BN can produce alleged documents of Taman Manggis in 1993. Chow Kon Yeow would look into the more than 4,000 acres of state land or identify even more land that were sold cheaply or without open competitive tender such as:-

a) In the Tanjong Tokong Reclamation, under Agreements dated 1990 & 1999, the developer was given the right to reclaim and develop 980 acres of land off Tanjong Tokong at the price of RM 1 per square foot!
b) 750 acres of land in Batu Kawan was sold in 2004 at between RM3.05 to RM 4 per square feet.
c) As for the Jelutong Expressway, under Agreements dated 1997, 2002 & 2003, the developer was given the right to reclaim 325 acres of land in exchange for constructing the Jelutong Expressway at an estimated cost of RM300 million and cash payment of RM25.4 million. In other words, the total cost is RM325.4 million for 325 acres or the cost of reclaimed land at Jelutong Expressway is RM 1 million per acre or over RM 20 per square feet. What's more the developer can pay RM 25.4 million over 10 years from 2005 up to 2015 – surely a record for length of payment period.
d) 80 acres of prime land in Pulau Jerejak was sold to Urban Development Authority(UDA) without open tender on 15 January 2001 for a lease period of 60 years at only RM 3.72 per square feet.
e) 1,600 acres of reclaimed land off Butterworth was given to Rayston free. Rayston only had to pay RM50 million reclamation cost and build a highway which they are paying through toll collections.
f) 18.7 acres land in Midlands Court and over 4 acres in Prangin Mall was sold by tender but not to the highest bidder. Instead for both sites, the 2nd highest bidder was selected.
g) 500 acres of reclaimed land awarded without open tender for the Penang Outer Ring Road(PORR) project

Finally if BN is sincere about building low-cost housing, why is it that BN did not fulfill its promise and plans to build two 17-storey block of low-cost flats on the present 1st Avenue and Traders Hotel sites? Selling state land cheaply caused financial losses to the people of Penang and were amongst the many reasons Gerakan lost all its seats and BN was rejected in the 2008 general elections.

a) 丹绒道光填海地在1990及1999年的合约中,前朝政府让发展商以每平方尺1令吉的价格,在丹绒道光进行填海发展980英亩的土地。

b) 在2004年,峇都加湾750英亩以每平方尺3.05至4令吉的价格出售。

c) 日落洞高速公路在1997年、2002年及2003年的合同中,前朝政府让发展商以2540万令吉及一条价值3亿令吉的日落洞高速公路,进行填海发展325.4英亩的土地。换句话说,日落洞高速公路的325英亩地段总值3亿2540万令吉,或 1英亩100万令吉,或每平方尺20令吉。更何况,发展商可以用10年(2005年至2015年)偿还2540万令吉,这么长的偿还期,肯定破了偿还期限记录。
d) 木蔻山80英亩的土地于2001年1月15日在没有公开招标的情况下以每平方尺3令吉72仙,出售给城市区发展机构(UDA),租凭期为60年。
e) 免费赠送Rayston Consortium(北海)有限公司1600英亩的北海填海范围。Rayston 只需要缴付5千万令吉的填海费,以及承建一条大道的费用而已,而这些费用,也可以靠收过路费赚回的。
f) 为什么在Midlands Counrt 及柏兰宜广场地段的18.7英亩经过招标却不是最高价者得。而是把土地出售给第二高价的竞标者。
g) 在没有公开招标的情况下,将500英亩填海地合约颁给槟州外环公路计划。

最后,如果国阵有诚意兴建廉价屋,为什么国阵没有履行诺言和计划,在之前的1st Avenue 及Traders Hotel 的原址兴建两座17层楼的廉价组屋?这让槟州人民造成巨大的损失,这也是为什么民政党失去所有议席及国阵在2008年全国大选被选民拒绝的原因。

The Atomic Energy Licensing Board (AELB) announcement of a temporary operating licence (TOL) by Lynas (Malaysia) Sdn Bhd, effective for a two-year period from Sept 3 this year, shows that the only alternative left to close down the Lynas plant is to replace BN. The AELB's assurances that Lynas had made a commitment to remove from Malaysia the Water Leach Purification residue arising from the Lynas Advanced Materials Plant (Lamp) project, is an empty meaningless one when Lynas has refused to state where or which country the residue would be going to.

Further such removal of toxic or radioactive residue contravenes international covenants of its removal from one country to another, such as the Basel Convention, unless it is returned to its source. Returning to its source is impossible when Australia has declared that it would not accept back the rare earth residue mined from Western Australia. Where then would Lynas to find a country willing to accept millions of tonnes of its waste unless of course it is the the backyard of the homes of BN Ministers?

Clearly DAP took the correct decision in asking PR to boycott the Parliamentary Select Committee set up by BN in March 20 this year on Lynas as it would merely whitewash and reinforce the claim by the BN government that a TOL should be issued as all safety concerns and standards has been satisfied with. MCA and Gerakan has once again shown they are mere puppets and lackeys of UMNO by only parroting blindly what UMNO said.

By failing to listen to the concerns of the people, BN highlights the contrasting environmental approaches between PR that wants the Lynas closed down. BN has still not explained why Lynas enjoys a 12-year tax holiday for building a plant that threatens our health when Lynas should be paying a penalty tax instead?

That the BN Government has no hesitation to issue the TOL to Lynas even before the general elections showing its committment towards Lynas and profits over the people's health. Clearly should BN win, Lynas would operate fully without any restrictions followed by the building of 2 nuclear reactors in BN-controlled states. The 2 year Temporary Operating License(TOL) to Lynas Rare Earth Plant leaves Malaysians no choice but to choose health and public safety over profits and 2 nuclear reactors by replacing the BN with a PR government.

Saya ingin merakanlan rasa simpati kepada IGP dan Polis Di Raja Malaysia yang terpaksa menanggung beban diatas keganasan puak Umno serta NGO's tajaan nya kebelakangan ini. Sesuatu yang tidak sepatutnya berlaku jika sekiranya pemimpin Umno mampu mengawal kebiadapan ahli-ahli dan sekutu mereka.

Sementara itu kepimpinan PKR berhasrat mengadakan pertemuan dengan Ketua Polis Negara, Tan Sri Ismail Omar susulan dua insiden serangan dan kekasaran ke atas bas Jelajah Merdeka Rakyat kendalian parti itu.

Kejadian kedua membabitkan bas itu disaksikan di Jasin, Melaka semalam.

"Untuk menghentikan kejadian ini, Setiausaha Agung PKR, Datuk Saifuddin Nasution (Ismail) akan menulis surat rasmi kepada Ketua Polis Negara, Tan Sri Ismail Omar untuk bertemu dan memastikan polis memberikan perhatian terhadap amalan yang mengancam demokrasi negara ini," kata Pengarah Komunikasinya, Nik Nazmi Nik Ahmad dalam satu kenyataan dikeluarkan hari ini.

Bas Jelajah Merdeka Rakyat PKR yang disertai Ketua Umumnya, Datuk Seri Anwar Ibrahim dan pimpinan lain parti itu sekali lagi diserang semalam ketika siri lawatan di Jasin, Melaka.

Ini berikutan serangan ke atas bas sama di Kota Bharu minggu lepas.

"Sebelum itu, taktik samseng sama telah digunakan terhadap pimpinan PKR dan Pakatan Rakyat.

"Ini termasuk serangan terhadap Datuk Seri Anwar di Sembrong Johor, kecederaan warga emas di Lembah Pantai apabila terkena batu yang dilontarkan terhadap Nurul Izzah Anwar dan pelbagai lagi kejadian lain.

"Pun begitu, sekalipun pelbagai laporan polis dibuat, sehingga hari ini pihak polis dilihat tidak serius dalam mengambil tindakan dalam hal ini," kata beliau.

Terima kasih saya ucapkan kepada seluruh rakyat, khususnya penduduk di Parlimen Kuala Nerus yang hadir pada majlis Rumah Terbuka Aidilfitri Parlimen Kuala Nerus di pejabat saya, di Seberang Takir beberapa hari yang lalu.

Saya dan isteri sebenarnya sangat teruja dan gembira menerima kehadiran saudara-saudari semua - sama yang tinggal do Parlimen Kuala Nerus, atau pun mereka yang berada di luar kawasan saya. Alhamdulillah saya lihat kehadiran tetamu sangat baik sekali dan ia saya terjemahkan sebagai satu hubungan yang baik antara rakyat dengan pemimpin telah terjalin sejak sekian lama.

Sebenarnya, itulah juga suasana yang dapat kita lihat di mana majlis Rumah Terbuka Aidilfitri yang dianjurkan pemimpin UMNO dan BN di mana-mana pun. Ia satu sambutan yang bukan sahaja meriah tetapi telah mendapat sambutan yang sangat luar biasa daripada pelbagai lapisan rakyat.

Di peringkat Parlimen Kuala Nerus, saya sangat gembira dengan sambutan rakyat yang hadir. Saya bersyukur kerana segala persiapan telah berjalan lancar tanpa sebarang masalah.

Bagaimanapun saya memohon ampun dan maaf jika ada sebarang kekurangan pada majlis tersebut tempoh hari. Saya berdoa agar majlis sedemikian bukan sahaja dapat diadakan lagi tetapi juga dapat mempertemukan semula kita pada masa akan datang dalam majlis seumpama itu.

Menyampaikan duit raya kepada anak wartawan Terengganu

Tahniah saya ucapkan kepada Kelab Wartawan Terengganu (KAWAT) yang berjaya menganjurkan Malam Keluarga Aidilfitri di Hotel Tanjong Vista, Kuala Terengganu beberapa hari lalu.

Kebetulan saya menerima undangan daripada Presiden KAWAT, Ayob Mamat yang kebetulan adalah rakan saya. Walaupun saya tiba lewat sedikit sebaik tiba dari ibu negara kerana tugas rasmi, saya dapat rasakan majlis tersebut diadakan dalam suasana meriah.

Bukan sahaja dengan hadiah yang banyak dan saya difahamkan seorang ahli mendapat tidak kurang hamper pada malam tersebut. Pada malam itu juga, KAWAT turut menyediakan hadiah duit raya kepada semua ahlinya yang hadir dan Presiden KAWAT turut mengumumkan bahawa setiap ahli kelab itu akan diberikan insuran perlidungan percuma.

Baguslah kalau begitu. Saya melihat ahli-ahli KAWAT yang dinaungi rakan-rakan media di Terengganu itu sangat spoting dan mereka pun jelas dilihat gembira dengan majlis yang dianjurkan itu.

Saya berharap dan berdoa agar KAWAT terus maju jaya dan berusaha untuk kekal sebagai kelab media yang paling aktif di negara ini.

There were complaints during the previous botak. There are complaints during this current botak. And there will surely be complaints for any other botaks who might take over in the future (maybe less if he’s not from AK). No matter on who’s side you are, divulging our documents online is worrying and just plain wrong. If any laws were really broken, please make a police report. Heck bring along the bulletin utama guys if u need to since its quite a trend nowadays.

Most of us has forgotten how long
it takes to settle TR case. And what was the final verdict? With all the evidences and yet what happen to him? You think you can clean up all the rubbish that has been going on for years just within 1 year? It’s easier said than done… Furthermore in our country even with a mountain of evidences it will not guarantee one will be found guilty…
Please ,I’m not saying Azhari is good or competent…I’m hopping to get the answer here and I’m curious why are people in this blog wants him out ASAP? I’m part of the organization ,am I not entitle to know what’s going on ? But with
certain type of characters in this blog I doubt will know the truth… and I am just wasting my time here… adios

Sdr Stevan, tepat sekali pandangan anda. Banyak staff seperti yang sdr sebutkan tu ada di HR juga, sebab tu enforcement of displin tidak diseragamkan, kalau di HR, semua boleh jalan, Boss pun tutup mata dua2 belah! So, macam mana staff di jabatan lain tak mengambil kesempatan juga?

Honeywell, well said. And if you are from Honeywell, please tell MAS staff (esp the Engineering staff) what Azahari said about them in one of Honeywell’s board meeting a while back, and Azahari was representing MAS in the meeting? He bad-mouth the staff, claiming they are all corrupt. Azahari, if you have any guts, I dare you to repeat what you said at that Honeywell meeting, which by the way is open knowledge by now.

Pada 4 September 2012 yang lalu telah meluangkan masa untuk melawat keluarga allahyarhaman Hanisah Mohd Shah. Takziah diucapkan kepada keluarga Allahyarhamah Hanisah Mohd Shah, pelajar tajaan MARA yang telah meninggal dunia disebabkan kemalangan di Rusia baru-baru ini. Semoga rohnya dicucuri rahmat oleh Allah S.W.T dan ditempatkan bersama orang-orang beriman, amin.
