The main enemy of Sarawak's timber industry is not illegal logging, but the monopolisation of the logging industry by the "Big 6", namely, WTK Holdings SdnBhd, KTS Holdings SdnBhd, RimbunanHijau, Ta Ann, Samling and Shin Yang groups and their subsidiaries or related companies.

The respective sizes of the timber concession held by these "Big 6" are as follows:

1. Ta Ann Group of Companies -- 1,069,935 acre

2. RH Group of Companies -- 2,475,604 acre

3. Shin Yang Group of Companies -- 1,237,716 acre

4. Samling Group of Companies -- 3,183,565 acre

5. KTS Group of Companies -- 357,017 acre

6. WTK Group of Companies -- 882,176 acre

Together, their timber concessions' surface area covers 1/3^rd of Sarawak's total area.

If we compare the Sarawak's total official timber production and the illegal log seized over the past years, it can be noted that the seized logs constitute a lot less than 1% of the total timber production.

With these figures, it is obvious that illegal logging is not such a major problem in the logging industry that warrants the full weight of the government to combat it. That may also be the reason why after the freeze of more than 500 bank accounts of those timber related companies last year, NOT A SINGLE COMPANY was prosecuted in Court.

DAP does not condone illegal logging and we do agree that stern action must be taken against illegal logging.

However, more importantly and urgently is the need to break the monopoly of the timber industry by the Big 6, the legacy of Taib'sadminisration, unless Adenan is minded to continue with such cronyism policy of Taib.

The concentration of the timber resources in the Big 6 is most detrimental to our Sarawak's overall economy in that it has deprived many of fair economic opportunities, widened the income disparity of the population, caused great outflow of money and resulted in high deforestation rate in the State.

Therefore, if Adenan truly wishes to do good for the State, he should do the followings:

(1) immediately review and terminate a substantial portion of the timber licences granted to the Big 6;(2) break-up these licences into smaller areas and gradually award through open tender for the purpose of the timber downstream industry; and

(3) impose total prohibition on timber logs so as to encourage timber downstream industry and create more job opportunities for the local.

I call upon Adenan not to lose sight of the main issue in our timber industry which is the monopoly by the Big 6.

吁阿德南注重打破木材业的“朋党垄断”局面。

砂拉越木材业的最大问题并不是"非法伐木"，而是"朋党垄断"。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁呼吁阿德南，应更注重于如何打破木材业的"朋党垄断"局面，因为砂州木业的最大敌人并非非法伐木，而是6大财团垄断砂州木业的问题。

张氏指出，这6大财团是WTK Holdings集团，KTS 集团，Rimbunan Hijau集团，Ta Ann集团，Samling集团和Shin Yang集团。目前，他们个别所持有的伐木执照所覆盖的森林面积是如下：
1. KTS 集团 -- 357,000 英亩
2. WTK 集团 -- 882,000 英亩
3. Ta Ann 集团 -- 1,070,000 英亩
4. Shin Yang 集团 -- 1,237,000 英亩
5. RH 集团 -- 2,475,000 英亩
6. Samling 集团 -- 3,183,000 英亩

他说，这6大伐木集团，总共拥有920万英亩的森林伐木执照，这是相等于砂拉越州总面积的1/3。

张氏也说，若大家以砂州过去几年所生产的木材数量和被抓到的非法伐木的木材数量做比较，后者的数量，远远少过砂州木材生产的数量的1%。

张健仁表示，这数字清楚的显示，非法伐木的问题并非严重到需要阿德南如此夸张的反应，需要整个政府数次的向其宣战。更何况，自去年政府冻结了那500多个公司个人的银行户口之后，到今天，那些被冻结户口的公司或人士，并没有任何一人或公司被提控上法庭。

张氏重申，行动党绝对不姑息非法伐木的行为，但是，行动党认为，目前更重要及更需要紧急处理的是，如何打破这6大集团垄断木业的局面。这是泰益遗留下来的一个祸害，除非阿德南也有意思要继续这"朋党垄断"的政策，不然，他应该立刻着手打破这垄断的局势。

张氏说，这"朋党垄断"砂州木业的政策对砂州整体的经济发展已带领非常负面的后果，即，它剥夺了公平的经济机会、加剧砂州社会的贫富鸿沟、造成大量的资金外流、以及导致严重的森林破坏。

张氏提3建议打破"朋党垄断"，吁阿德南采纳：
1. 立刻重新检讨及终止这"6大"大部份的伐木执照；
2. 把那些大面积的伐木执照，分成更多小面积的的伐木执照，之后，逐渐的以公开招标方式批出给木材下游工业的业者；
3. 全面禁止原木桐的出口，保留木材原料供本地木材下游业的发展。这也可协助制造更多的就业机会。

KUCHING, 5 MAC: Cadangan Parti Pesaka Bumiputera Bersatu (PBB) Sarawak agar sukarelawan Semenanjung Malaysia dikenakan permit khas untuk menjadi ejen pengundian dan pengiraan undi (PACA) untuk pilihanraya negeri akan datang adalah berniat jahat.

PBB yang merupakan komponen Barisan Nasional pimpinan Najib Razak mengemukakan cadangan itu kepada Suruhanjaya Pilihanraya (SPR) dalam satu perjumpaan baru-baru ini.

Pengerusi DAP Sarawak, Chong Chieng Jen, berkata ia merupakan tindakan terdesak dan tidak adil, sama seperti amalan Najib yang mengamalkan politik menekan pihak-pihak yang menegurnya.

"Permintaan sebegini mengarut. Pertamanya, PACA adalah sukarelawan yang memang tidak diberikan gaji. Di dalam peruntukan undang-undang, mereka tidak memerlukan permit kerja.

"Keduanya, kehadiran mereka untuk kelangsungan demokrasi di Sarawak dan sepatutnya digalakkan," katanya dalam satu kenyataan.

Jelas Chieng Jen, beberapa pusat pengundian luar bandar dalam pilihan raya sebelum ini mencatatkan peratusan keluar mengundi yang tinggi melebihi 90 peratus dan jumlah tersebut amat mencurigakan berbanding peratusan keluar mengundi di bandar yang hanya 70 peratus.

"Kami juga mengesyaki ejen PACA bagi pihak pembangkang telah, sama ada di rasuah ataupun diperdaya dan ditakut-takutkan. Dengan adanya ejen PACA dari Semenanjung di kawasan-kawasan ini, BN takkan mudah untuk menipu.

"Adakah PBB berasa takut kepada ejen PACA dari Semenanjung yang ditempatkan di kawasan luar bandar ini kerana sukar untuk mereka memanipulasi dan menipu sistem?

"Adakah ini sebabnya mereka membuat permohonan kepada SPR supaya PACA dari Semenanjung dikenakan permit kerja?" soal beliau. – Roketkini.com

张健仁：没收取工资西马选举义工无需准证

(古晋4日讯)行动党砂州联委会主席张健仁对于土保党要求选举委员会，强制西马人在选举时，义务前来砂州当监票员和算票员，必须要有工作准证之事感到遗憾。

他解释，以法律角度而言，义工是没有收取工资及不需要工作准证，反之，收取工资者才需要工作准证，因此希望选委会可以公平与公正遵守法律，而非只是听取国阵成员党的意愿行事。

他今日在一篇文稿里指出，西马人前来砂州义务帮忙选举事项是促进民主发展，惟砂州国阵龙头老大土保党，在提出这要求，是很明显在打压民主发展。因此，他希望选委会秉持着公平原则处理西马义工前来的事项，而不是听命于土保党的旨意。

"根据以往的选举记录显示，许多乡区地方的投票率可以高达90多巴仙，而当中更有超过90巴仙是投给国阵的候选人。连城市地区的选民投票率都普遍70%，乡区内陆的地区居然可达到超过90%的投票率，这简直是匪夷所思。"

他坦言，这或许是行动党在乡区严重缺乏监票员所致，甚至怀疑部分当地人的监票员，受到威逼利诱，面对"做票举动"也不敢发言。

"因此来届的州选举，我们找来许多西马的义工做监票员与算票员，就是要防止灌票和做票的举止继续发生，让砂州走向更民主的社会。"

KUCHING, 1 MAC : DAP Sarawak sudah bersiap sedia menggempur kubu Barisan Nasional (BN) pada pilihan raya negeri itu yang dijangka diadakan sekitar bulan depan (April).

Menurut Pengerusi DAP Sarawak Chong Chieng Jen, kesiapsiagaan DAP itu berdasarkan kerja keras seluruh jentera dan aktivis parti di pelbagai peringkat yang bermula sejak berakhirnya pilihan raya umum ke-13 lalu.

"Kita sudah mula bekerja sejak pilihan raya umum lalu di kawasan-kawasan yang kita jangka akan meletakkan calon di sana. Banyak program kemasyarakatan dan pembangunan yang telah kita laksanakan dengan jayanya," katanya dalam keluaran terbaru The Rocket Edisi Bahasa Malaysia yang dipetik Roketkini.

Malah, Ahli Parlimen Bandar Kuching itu berkata, hasil usaha keras DAP selama ini membuahkan hasil yang memberangsangkan apabila semakin ramai rakyat pelbagai lapisan usia dan kaum menerima perjuangan DAP.

"Kita lihat saja baru-baru ini semakin ramai golongan profesional dari kalangan masyarakat Dayak telah menyertai kita. Bahkan, kita sangat diterima baik di peringkat akar umbi termasuk golongan belia yang sudah bosan dengan segala janji manis BN," kata Chieng Jen yang juga Ahli Dewan Undangan Negeri (ADUN) Kota Sentosa.

Menurutnya, rakyat semakin tertekan dan bosan dengan mainan propaganda BN yang seringkali bercanggah antara satu dengan lain yang kononnya mendahulukan Rakyat.

"Isu seperti Cukai Barangan dan Perkhidmatan (GST), kelembapan ekonomi, pengangguran, skandal kewangan mega yang melibatkan Perdana Menteri dan perkauman sudah cukup membimbangkan rakyat.

"Selain itu, isu tempatan yang gagal di selesaikan BN Sarawak juga memberi kesan yang besar ke atas rakyat Sarawak, " katanya.

Beliau berkata antara isu tempatan yang menyebabkan kepercayaan rakyat Sarawak terhadap BN semakin terhakis melibatkan isu cukai, autonomi pendidikan, keselamatan, kemudahan asas, pendidikan dan kemudahan kesihatan.

"DAP Sarawak sentiasa lantang menuntut hak kita sebagai rakyat Sarawak. Dalam isu cukai, kita mendesak kerajaan persekutuan kembalikan semula 50 peratus hasil cukai yang dikutip dari Sarawak termasuk GST dan cukai pendapatan," katanya yang menjelaskan bahawa cukai yang dikembalikan itu digunakan untuk pembangunan Sarawak. – Roketkini.

来届砂州选举，人民要救的是砂拉越和马来西亚以及我们的下一代，不是救人联党或沈桂贤。

民主行动党砂州主席张健仁针对沈桂贤要人民救人联党的言论，做出如是表示。

张氏说，马来西亚现今所面对的3大危机，即，经济的败坏、法治制度的崩溃和教育水平的滑落，都是因为国阵政府所造成的。尤其是纳吉上任成为首相之后，这3个危机更加显著。

也是古晋市国会议员兼哥打圣淘沙州议员的张健仁指出，国阵实施消费税，再加上马币的滑落，这双重的摧毁下，国家经济状况惨不忍睹。从商的，生意行情大跌；打工的，薪水停滞不前；老百姓生活抓襟見肘，水深火热。

他也说，有关纳吉私人户口的26亿令吉捐款，至今纳吉仍没做适当交代，拖累国家经济的1MDB丑闻更是无人被追究问责。这两宗超级丑闻严重打击马来西亚的法治制度，使到我国4大法治机构的诚信度和独立性受到严重打击，即，国家律政师、国会公共帐目委员会、反贪污委员会和国家银行。

"整个26亿令吉进纳吉私人户口和1MDB丑闻的发展，彻底的摧毁我国这4大法治机构的诚信度。这两个丑闻似乎在告诉全世界，马来西亚的首相是超越法律的。"

张氏也指出，国家教育政策的失败，不只是行动党说的，就连国阵自家人阿德南也在批评。

"今天纳吉之为何还可以坐稳其首相的位置，就是因为有砂州的国阵在支撑着他。砂州人民支持人联党就是在支持纳吉和巫统。救人联党就等于救纳吉和巫统。"

张健仁表示，砂州今次的选举，将决定巫统的命运，连带国家的命运。与其救沈桂贤，砂州人民更应该救国家和砂拉越，以及我们的下一代。更何况，沈桂贤败选后，他不会有任何损失，他可更专注其医学界的服务。

"在医学界沈桂贤可以救人，但是在政治界，因为他支持巫统的政策，他不但不能救人反而是助纣为虐，帮助巫统祸害国家和人民。"

DAP Tasik Biru Branch set up its Singai Election team on 28-2-2016 in preparation for the coming State Elections.

Yesterday, I have officiated the setting up of the DAP Tasik Biru branch's Singai unit for the coming Sarawak State Elections. This is one of the 4 units that are set up to run the DAP's state election campaign.

Of late, there has been an influx of Dayaks into the DAP. This is a positive political development as more and more Dayaks are seeing through the Barisan Nasional's policy that is bringing Malaysia towards a FAILED STATE.

Despite repeated promises by the BN leaders since Mahathir (to Abdullah Padawi and now Najib) to bring Sarawak to be at par with the development in West Malaysia, Sarawak remains one of the least developed State in Malaysia.

There is thus now an awakening amongst the Dayak community that BN cannot be trusted and that DAP is the vehicle to bring Sarawak out of this conundrum.

DAP's Tasik Biru Branch chairman, Mordi Bimol, who is also my special assistant will head the DAP's charge in the coming elections in Tasik Biru.

We see good chance of DAP capturing Tasik Biru seat as the ultimate concerns of the people are economy, job opportunity and education and in all these 3 areas, the BN have been failing the people of Sarawak.

The GST is hurting everyone, youth are finding it difficult to get a good job and our education system has deteriorated over the years. No amount of sweet promises and words of Adenan can stop the downward trend in these fields caused by the BN policies.

民主行动党碧湖支部旗下，新野（Singai）区竞选单位于昨日正式启动州选竞选工作，以应付来接州选。

民主行动党砂州主席张健仁于昨日出席行动党碧湖支部旗下的新野区竞选单位的选举工作启动会议。这是该党在碧湖州选区的4个选举单位的其中一个。

张健仁在致词中表示，近期，许多达雅同胞陆陆续续的参加行动党。这是一个正面的政治发展，因为越来越多的达雅同胞们，已开始看穿国阵的政治最终将拖垮国家的发展。

他说，虽然自马哈迪时代（到阿都拉至现在的纳吉），国阵的领袖都不断的承诺要带起砂拉越的发展，和西马同步，但是几十年后，砂州还是远远的落后西马。

"目前的趋势，达雅社会已开始政治觉醒。达雅社群已开始对国阵失去信心，而他们也开始认定民主行动党有能力带领砂州甚至全国走出这个困境。"

张氏表示，其特别助理，也是行动党碧湖支部主席的莫迪，将带领行动党的团队，在来届州选，和国阵对垒。

他认为以目前的局势，行动党有信心攻下碧湖这选区，因为，政治最终的目标就是改善人民的生活，而人民所最关心的课题，就是经济、就业机会和教育。国阵在这3大领域的表现，差强人意，尤其是在砂州。

"消费税的落实严重的影响每一个人、年青人要找到一份好的工作也非常困难，而我国的教育水平也每况愈下。不论阿德南有再多的甜言蜜语和美里的承诺，也无法改变国阵的整体政策，也无法挽回这趋势。"

GST is a sell-out of Sarawak's Rights and on average every Sarawakian had paid RM1,000 each GST to the Federal Government

On average, every Sarawakian has paid a whooping RM1000 of Goods and Services Tax (GST) in the first 9 months of the implementation of GST.

According to the announcement of the Ministry of Finance, the total GST collection for the first 9 months of its implementation (1-4-2015 till 31-12-2015) exceeded RM30 billion.

Sarawak's population is 1/10th of Malaysia's total population and its economy size is approximately 10% of the national's economy. Therefore, out of the RM30 billion GST collection, RM3 billion is estimated to be coming from Sarawakian.

Given the population of Sarawak is approximately 3 million, RM3 billion is a whooping RM1,000 of GST payment for every Sarawakian, from baby to old folks!

The biggest irony of it all is that, despite the constant trump-up autonomy agenda of Adenan, the Sarawak BN's support for GST is actually a surrender and sell-out of Sarawak's autonomy which hurts the people of Sarawak most.

Under the Federal Constitution, Sarawak Government has the rights to collect Sales Tax which constitutes a major part of GST. By supporting the implementation of GST, the BN Sarawak is in effect surrendering its autonomy to collect Sales Tax to the Federal Government, unless it intends to subject all Sarawakian to both GST and Sales Taxes, a double whammy.

If Sarawak Government truly wants autonomy for Sarawak, the most important item is to increase the source of revenue for the State Government. That was also the reason why shortly (3 months) after Adenan became the Chief Minister, Sarawak DUN accepted and passed the motion to demand for the increase of Oil and Gas Royalties from 5% to 20%.

21 months have gone by, yet Adenan is getting no where on this motion. He has even dropped the 20% Oil and Gas royalty agenda from the top priority item to the last priority item.

The saddest of it all is that: at the same time when the State Government failed to get the 20% Oil and Gas Royalties, the common people of Sarawak has, on average, paid RM1,000 each to the Federal Government in the form of GST in the first 9 months of its implementation.

While Adenan is bragging about the 13 autonomy which he has successfully fought for from the Federal Government, these so-called 13 autonomy are, in true fact, administrative power, not true autonomy. More importantly, these so-called 13 administrative autonomy does not bring direct benefit to the common people of Sarawak.

On the other hand, while Adenan is boasting about the said autonomy, he is surreptitiously surrendering the Sarawak's Autonomy on Sales Tax to the Federal Government, which affects every Sarawakian and hurts the Sarawak's economy as a whole.

Therefore, Adenan's autonomy agenda is in fact, only a show to create the "feel good" factor amongst the people but which has no direct tangible benefits to the people of Sarawak.

If Adenan truly wishes to do good for Sarawak and its people, he should immediately pull out from the UMNO-led BN and force the reduction of GST to zero rate. He should stop hugging and supporting Najib.

缴30亿消费税油气税未增砂民已亏

（古晋28日讯）阿德南争取主权的议程，对砂州而言，未见其利，先见其害。真正甜头还没拿到，砂州人民却已先亏蚀一大笔钱了。足见国阵政府根本就没有意愿要给予砂州任何真正的主权。

民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁指出，砂州若要有真正的主权，州政府就必须有足够的收入，砂州人民经济也必须强稳壮大。

张氏说，这也是为何砂州行动党早在几年前就提出20%的石油天然气开采税。阿德南上任后，也清楚这一点，因此，他把争取20%石油天然气开采税的议程，摆在其和联邦争取砂州权益的第一议程，于2014年5月的州议会（其上任仅仅3个月后），就在砂州州议会通过争取20%石油天然气开采税的动议。当时，这动议也获得在野党的一致支持。

张氏也说，根据当时的国际油价，砂州政府的5%开采税的收入是大约16亿令吉，20%的开采税所可谓砂州政府带来的预算增加收入则是约48亿令吉。

"遗憾的是，石油天然气开采税的动议被通过21个月后，仍旧没有下文，但砂州人民却已经先给联邦政府抽了大约30亿令吉的消费税。钱还没从联邦政府手中拿到，砂州人民却已先大出血了。"

根据财政部的数据，消费税从2015年4月1日开始实行截至2015年12月31日，联邦政府已取得300亿令吉的消费税。

张氏说，砂州的人口和经济是全国人口经济的大约10%，这也意味着，砂州人民所缴交的消费税，截至2015年12月31日，是大约30亿令吉。平均砂州人民（从小孩到老年人），在过去9个月，每人缴交1000令吉的消费税！

消费税侵蚀砂州人民权力

他指出，在我国宪法下，砂州政府拥有征收销售税的权利，而销售税则是消费税的其中一个主要项目。砂州国阵政府在国会支持消费税的实行，其实就是把砂州政府征收销售税的权利，卖给联邦政府。

"阿德南口口声声说要替砂州争取更多的权利，但是，事实摆在眼前，还没真正争取到对砂州人民有更大的权力之前，砂州人民现有的权利，却已给砂州国阵政府卖给联邦政府了。"

"更甚的是，消费税的实施，每个砂州人民都被逼承担。只区区的9个月，砂州人均缴付的消费税已高达每人1000令吉，而这些钱，都去了支持纳吉的政府。"

张氏表示，阿德南给再多的'小糖果'给砂州人民，都不足以抵消这笔'每人1000令吉还联邦政府'的消费税。

张氏揶揄，当阿德南在自吹自擂有关他所争取到的那些13项所谓的行政主权，这13项行政主权对普通的砂州人民而言，根本不会影响或改善他们日常的生活，也不会减轻他们日常的生活负担和压力。但是，阿德南却允许联邦政府实施消费税，直接的打击全体砂州人民的日常活和经济。

"因此，阿德南的所谓砂州主权的议程，只是在制造一些'良好感觉'，却没有实际的帮助砂州人民的生活。"

"若阿德南是真心要造福砂州平民百姓，他应该带领砂州国阵退出巫统的国阵，促成零消费税的政策。他应该停止继续拥抱和支持纳吉。"
