Syarat Baru Pelantikan Ahli Majlis Bermula Januari 2014

SHAH ALAM: Selangor meletakkan beberapa syarat ketat dalam kriteria pelantikan ahli majlis Pihak Berkuasa Tempatan (PBT) yang baru bermula Januari 2014.
Exco Kerajaan Tempatan, Kajian dan Penyelidikan Datuk Teng Chang Khim berkata, kerajaan negeri kali ini meletakkan syarat tempoh perkhidmatan tidak boleh melebihi tempoh empat tahun atau dua penggal berturut-turut.
Manakala hampir 50% ahli majlis PBT yang melebihi tempoh khidmat empat tahun sebelum ini akan 'direhatkan'.
"Pembahagian kuota adalah 75% daripadanya dicalonkan parti masing-masing manakala 25% daripada organisasi badan bukan kerajaan (NGO) yang sah dan berdaftar dibawah Badan Pertubuhan Pendaftar (ROS).
"Manakala minimum 30% jumlah ahli majlis yang dilantik akan terdiri daripada golongan wanita," katanya dalam sidang media hari ini.
Selain itu, beberapa syarat am turut diambil kira, antaranya calon mestilah warganegara Malaysia dan fasih berbahasa Melayu, had umur minimum 21 tahun, bermastautin dikawasan berkenaan sekurang-kurangnya lima tahun atau menetap didaerah bersebelahan.
Calon juga mestilah bukan daripada kakitangan kerajaan dan perlu memiliki kelayakan akademik sekurang-kurangnya Sijil Pelajaran Malaysia (SPM) atau yang setaraf dengannya.
"Sekiranya tiada kelayakan akademik seperti yang ditetapkan, calon perlu menduduki ujian dan lulus ujian seperti yang ditetapkan oleh Jawatankuasa Pemilihan PBT," katanya.

Selangor Bonus 1 Bulan Untuk Kakitangan Awam

Menteri Besar, Tan Sri Abdul Khalid Ibrahim hari ini mengumumkan pemberian bonus sebulan gaji untuk kakitangan awam di Selangor.

Dalam satu kenyataan hari ini, beliau berkata, keputusan itu dipersetuju oleh Majlis Mesyuarat Kerajaan Negeri hari ini.

"Kerajaan negeri memperuntukkan sebanyak RM30 juta untuk pemberian bonus kepada 21,776 kakitangan tetap, kontrak dan sambilan yang akan diberikan selewat-lewatnya pada hujung bulan ini," katanya. 

Abdul Khalid berkata, sekiranya kerajaan pusat mengumumkan pemberian bonus sebulan setengah gaji kepada kakitangan awam, maka kerajaan Selangor akan menambah lagi setengah bulan gaji kepada kakitangan awam di negeri ini. 

"Saya berharap bonus ini dapat meringankan tanggungan warga kerja kerajaan negeri bagi menghadapi persiapan Hari Raya. 

"Kita berharap kakitangan awam berbelanja dengan berhemah dan memperuntukkan sebahagian bonus ini untuk simpanan untuk kegunaan pada masa depan," tegas menteri besar.

Pertubuhan Syiah Mencetuskan Keresahan Umat Islam Malaysia

Kerajaan mengharamkan Pertubuhan Syiah Malaysia berikutan gerakan aktif pertubuhan itu memudarat ketenteraman awam dan mencetuskan keresahan umat Islam di negara ini.
Perisytiharan yang berkuat kuasa semalam itu dibuat Menteri Dalam Negeri, Datuk Seri Dr Ahmad Zahid Hamidi (gambar) berdasarkan peruntukan Seksyen 5, Akta Pertubuhan 1966
Ia dibuat melalui kenyataan yang dikeluarkan Ketua Setiausaha Kementerian Dalam Negeri, Datuk Seri Abdul Rahim Mohamad Radzi.
Mengikut Utusan Malaysia, Abdul Rahim berkata, pengikut Syiah di Malaysia pernah memohon mendaftar pertubuhan itu di Jabatan Pendaftaran Pertubuhan Malaysia di Melaka pada 18 Jun 2011.
Namun, permohonan itu ditolak pada 4 Ogos 2011 sebelum rayuan dikemuka kepada Menteri Dalam Negeri tetapi ia ditolak lagi pada 31 Oktober 2011.
"Pertubuhan yang tidak diluluskan ini bergerak aktif hingga memudarat ketenteraman awam serta mencetuskan suasana keresahan dalam kalangan umat Islam di negara ini yang majoritinya mengikut fahaman Ahli Sunnah Wal Jamaah," katanya.
Sumber polis memberitahu akhbar milik Umno itu, dakwaan bilangan pengikut Syiah berjumlah antara 300,000 sehingga sejuta orang, kurang tepat berdasarkan siasatan yang dibuat.
Anggaran bilangan itu dibuat Mohd Kamil Zuhairi Abd Aziz yang dipercayai Ketua Kumpulan Syiah Malaysia.
"Jumlahnya kurang dari itu kerana siasatan mendapati Syiah Ja'fariah yang paling ramai pengikutnya di negara ini hanya dianggar 1,500 sahaja. Namun, kita akui jumlah itu semakin meningkat," katanya.
Kata sumber itu, pihak berkuasa turut mengesan beberapa pusat kegiatan Syiah di beberapa negeri yang dipercayai menyebar fahaman Syiah.
"Dua markas utama terletak di Selangor iaitu Taman Sri Gombak di Gombak dan sebuah premis rumah kedai di Ukay Perdana, Selangor. Markas ini dijadikan pusat aktiviti dan lokasi untuk mendalami ilmu Syiah.
"Di negeri lain, kita turut mengesan tiga markas yang terletak di Pendang, Kedah; Kota Bharu, Kelantan serta Taiping, Perak," kata sumber itu.

PRK Kuala Besut:PAS Terima Keputusan Dengan Hati Terbuka

Calon PAS Endot@Azlan Yusof akur dengan kekalahannya kepada calon Barisan Nasional (BN) Tengku Zaihan Che Ku Abd Rahman pada Pilihan Raya Kecil (PRK) kerusi Dewan Undangan Negeri (DUN) Kuala Besut.
"Saya terima kekalahan ini dan kalah itu perkara biasa, kita tidak merasa pelik dengan kekalahan ini tetapi jikalau kita menang ia memang suatu yang luar biasa," katanya.
Beliau yang dikenali sebagai Che Long, 48, berkata demikian pada sidang media di markas PAS PRK Kuala Besut di Kampung Baharu, Kuala Besut, semalam.
Azlan, seorang kontraktor, menyifatkan pilihan raya ini sebagai aman dan berpuas hati dengan kempen selama 12 hari sejak 12 Julai lalu.
Calon PAS itu, bagaimanapun tidak hadir ketika keputusan itu diumumkan Pegawai Pengurus PRK A Rahim Jusoh di Dewan Majlis Daerah Besut di Jerteh, malam tadi.
Beliau memberi alasan tidak sempat hadir kerana sibuk tetapi enggan mengulas lanjut.
Azlan kalah kepada Tengku Zaihan, 37, dengan majoriti 2,592 undi selepas mendapat 5,696 undi berbanding calon BN 8,288 undi.
Sementara itu, PAS mengakui strategi 'Gelombang Biru' BN lebih mantap berbanding slogan '16-16 Terengganu Baru.'
Yang Dipertua PAS Besut, Wan Azhar Wan Ahmad, berkata penduduk Kuala Besut dilihat lebih mementingkan pembangunan yang dicanangkan BN.

SHAH ALAM, 24 JULAI : Menteri Besar, Tan Sri Abdul Khalid Ibrahim mengumumkan pembayaran bonus Hari Raya sebanyak sebulan gaji kepada kakitangan awam di negeri itu.

Kerajaan Negeri memperuntukkan RM30 juta dan seramai 21,776 kakitangan tetap, kontrak dan sambilan akan menerima pembayaran bonus berkenaan selewat-lewatnya pada hujung bulan ini.

Abdul Khalid berkata, pemberian bonus ini diharap dapat meringankan tanggungan warga kerja Kerajaan Negeri bagi menghadapi persiapan Hari Raya.

"Kita berharap kakitangan awam berbelanja dengan berhemah dan memperuntukkan sebahagian bonus ini untuk simpanan untuk kegunaan pada masa depan," kata beliau.

Abdul Khalid mengumumkan perkara itu dalam sidang media selepas mempengerusikan mesyuarat Exco di Bangunan Setiausaha Kerajaan Negeri di sini hari ini.

Dalam pada itu, Abdul Khalid berkata, jika Kerajaan Pusat mengumumkan pemberian bonus sebulan setengah gaji kepada kakitangan awamnya, Kerajaan Negeri juga turut sama mengikutinya.

"Sekiranya kerajaan Pusat mengumumkan pemberian bonus sebulan setengah gaji kepada kakitangan awam, maka kerajaan Selangor akan menambah lagi setengah bulan gaji kepada kakitangan awam di negeri ini," katanya lagi.

PETALING JAYA 23 JULAI : PKR menggesa Kerajaan Pusat melantik satu badan bebas bagi menyiasat dan mengkaji kadar tarif elektrik masakini ditetapkan Tenaga Nasinal Berhad (TNB) yang dikatakan tinggi dan membebankan pengguna.

Ahli Parlimen Kelana Jaya, Wong Chen berkata, siasatan itu perlu kerana majoriti pengguna sekarang menerima kesannya yang berpunca daripada pemasangan meter elektrik elektronik yang baru menggantikan meter analog lama.

"TNB tidak boleh memberikan alasan dan mesti membenarkan badan bebas dilantik untuk memeriksa dan menguji meter digital ini.

"Kerajaan boleh melantik badan bebas ini, begitu juga Suruhanjaya Tenaga. Ini kerana meter kepunyaan TNB maka kebenaran dari TNB diperlukan bagi membuka meter dan menyiasat.

"Kita juga mahu pihak berkepentingan terlibat termasuk Pakatan Rakyat (PR) dan BN kerana ini adalah isu rakyat," katanya dalam sidang media di sini hari ini.

Beliau berkata, PR menerima banyak aduan daripada pengguna mengenai perkara itu yang menyatakan rasa tidak puashati mereka.

Katanya, alasan diberi TNB bahawa bil elektrik tinggi dari meter baru berpunca daripada bacaan meter lama yang tidak tepat adalah tidak munasabah sama sekali.

Berikutan itu, Wong memberitahu, PR menubuhkan satu jawatankuasa khas bagi menyiasat dan mengetengahkan isu itu yang dianggotai Naib Presidennya, Datuk Chua Jui Meng; Ahli Parlimen Wangsa Maju, Datuk Dr Tan Kee Kwong, Adun Sri Andalas, Dr Xavier Jayakumar dan beliau sendiri.

"Jawatankuasa ini akan melancarkan satu kempen awam untuk menegaskan kepentingan ketelusan berhubung dengan bil elektrik tinggi.

"Kita juga akan melancarkan laman sesawang minggu depan bagi penglibatan awam dan satu petisyen akan dihantar ke TNB untuk tujuan ini," katanya yang mendakwa orang ramai menyatakan kesanggupan membayar RM20 bagi kos pemeriksaan untuk mendapatkan bacaan meter yang tepat.

Manakala Chua berkata, tarif elektrik ditanggung rakyat ketika ini begitu tinggi dan satu tindakan segera perlu dilakukan bagi mengatasinya.

"Satu masalah membebankan rakyat, pihak peniaga dan yang lain. Hampir setiap isi rumah mengalaminya dengan kenaikan sampai 100 peratus, 200 peratus atau lebih.

"Jawatankuasa ini akan membantu rakyat bagi penggurangan kadar tarif elektrik kepada satu kadar yang lebih rendah atau hampir dengan bacaan meter lama," ujarnya.

SHAH ALAM, 24 JULAI : Penghuni empat blok Pangsapuri Desa Mentari boleh menarik nafas lega apabila Kerajaan Negeri mengumumkan bantuan RM100,000 bagi membaiki lif yang rosak.
Menurut Exco Perumahan, Pengurusan Bangunan dan Peneroka Bandar, Iskandar Samad, kerja-kerja menyelenggara dan membaikpulih kesemua lif itu akan menggunakan peruntukan Skim Bantuan Baik Pulih Harta Bersama Pangsapuri (Ceria).
Katanya, Kerajaan Negeri mengambil inisiatif untuk membantu penduduk di situ ekoran maklumbalas daripada pihak pemaju yang mengatakan pungutan penyelenggaraan pangsapuri berkenaan adalah tidak mencukupi.
"Kerajaan Negeri amat prihatin terhadap nasib penduduk yang terpaksa menggunakan tangga sebanyak 18 tingkat dalam bulan Ramadan ini.
"Kita mengambil keputusan untuk mempercepatkan proses menggunakan Skim Ceria tanpa mengikut prosedur biasa kerana ia perlu dibaikpulih dengan kadar segera," katanya dalam sidang media selepas Mesyuarat Exco, di sini.
Dalam sidang media sama, Iskandar turut memaklumkan bahawa Kerajaan Negeri akan mempertimbangkan untuk menubuhkan sebuah pasukan khas bagi memantau, membaikpulih serta menyelesaikan masalah kersoakan lif di kawasan pangsapuri kos rendah seluruh Selangor.
Jelasnya, pasukan ini akan bertindak untuk memantau keadaan lif di pangsapuri supaya sebarang masalah atau kerosakan dapat dikesan lebih awal.
"Kerajaan Negeri memandang serius tentang kerosakan lif di seluruh Selangor, justeru penubuhan pasukan khas ini dapat mengesan sebarang kerosakan sebelum ia berlaku lebih serius," katanya lagi.

YB was right in asking the management to spend your “excess energy” to look into how MAS can terminate the one sided agreement. But, of course, Md Nor Yusuf will have much difficulty to do it because he was instrumental in getting MAS to sell it then.

Actually the top management does not need to worry about their own shadow. All they need to do is to stop with their flip flop nonsense and do things in the best interest of MAS. By doing such silly things to monitor the staffs like kids will not help MAS. There is nothing the idiot in the IT department could do to stop information flowing out. Was this the recommendation of that new spin doctor that was appointed a few months ago?

Once the top management does the right things for MAS people can see it. Until today we do not know what that botak Azhari is doing in for AirAsia or AAX in MAS Engineering. No one seems to know the contents of the contracts. What are the rates charge? Are the rates based on market rates or special rates? The rate will determine the profits level for MAS.

If the rates charged to AirAsia/ AAX were below market then it is a form of leakage and at ions should be taken against the botak. It is just as simple as that. There is no need for the TOP-less management to appoint CON-sultants to understand this.

　檳州博物館與畫廊委員會在2010年起向檳島市政局租用中路57號長達30年，作為博物館分館。不過這座漂亮的前接生院建築物，由于建築設計的限制，並不適合永久展出文物，也不適合舉辦畫展。

　博物館委員會準備利用其特點，打造成強調創意與互動的主題式展覽空間。這座曾經是產房的建築物，將與州博物館及州畫廊扮演各自角色。

州博物館明年修復

　檳州博物館主席黃漢偉州議員受訪時說，要在檳州推動文化藝術風氣，增加展覽空間是其中一項必須進行的工作。但展覽空間不一定非得在同一棟建築物裡。好像檳州的情況，州政府不可能特地建造一棟博物館與美術館大樓，不過可以靈活利用現有的建築物。

　回顧檳州博物館與畫廊歷史，兩者本來都設在華蓋街的前大英義校址內。

　1994年，州畫廊才遷入檳州大會堂至今。

　2010年，他們又租下中路57號，作為博物館分館。

　黃漢偉說，中路57號曾經是接生院、醫院、救災中心，其建築有許多小房間，適合作為展覽廳，不定期舉辦不同主題的展覽，尤其是創意與互動為主的展覽。

　他說，中路57號不適合當畫廊，因為那裡沒有寬敞的大廳；也不適合當博物館，主要考慮到保安問題。因此，即使那裡是博物館分館，也不會成為另一個永久展出文物的地方。

　他說，該委員會已向州政府提呈一份預算建議，準備在明年全面修復華蓋街的州博物館建築。一旦有關建議獲得通過，州博物館將閉館一段時期以進行修復。

　裡頭的部分展品會暫時移到中路57號。

州畫廊3樓有永久展覽館

許多人不知道，州畫廊除了在檳州大會堂底樓的展出大堂外，在三樓還有一個永久展覽館，
展出畫廊的館藏作品。這處展覽館由于地點不方便加上沒有顯眼指示牌，平日鮮少有人參觀。

　永久展覽館就在州畫廊大門外，右邊的樓梯直上三樓即是。不過由于大會堂沒有升降梯，並非人人願意走上三樓去參觀。而且入口處只有一個小小指示牌，很容易受忽略。許多人並不知道樓上還有一個展覽館。

　黃漢偉說，州畫廊所在處有其局限性，因為它不像一些國家的州立畫廊，有整棟的建築物可自由使用。畫廊委員會目前仍是向檳州秘書處租用大會堂空間，受到許多約束。

　永久展覽館展出的作品每半年更新一次，在工作日皆向公眾免費開放。他說，他們將改善永久展覽館入口處的指示牌，歡迎更多愛好藝術者前往參觀。

向年輕畫家買作品
他說，在以前，州畫廊館藏作品一向都是畫家捐贈。不過去年開始州政府撥出了50萬令吉，讓州畫廊分三年購買館藏作品。他們的主要購買對象為本地有潛質的年輕畫家作品。

　他說，畫廊委員會認為不能永遠被動式地等待畫家捐畫，作為州立畫廊，也應該支持和鼓勵本地后起之秀畫家。這些年輕畫家的作品目前售價從數千至上萬不等，未來一旦他們在藝術領域有更高成就，作品價值也會水漲船高，到時候州畫廊可能就買不起了。

　他說，從去年至今，州畫廊已經通過這項撥款，購買了50幅畫和藝術作品。加上由收藏家陳志寬醫生捐出的250幅作品，過去一年多來州畫廊增加了300幅館藏作品。州畫廊自1965年成立以來，2012與2013年的館藏作品增加得最多。目前館藏作品已達到878幅。

前身是接生院
中路57號充滿故事

作為州博物館分館的中路57號，用途看起來頗受局限。不過黃漢偉認為那裡本來就是一個充滿故事的地方，曾經是婦產科醫院，二戰時成為日軍的軍用醫院，也是紅十字會、聖約翰救傷會與非政府組織的活動中心。其豐富的歷史背景如果加以包裝，將成為一個很有吸引力的地方。

　他在不久曾到訪澳洲一座叫費利曼圖（Fremantle）的城市。費利曼圖藝術中心，前身是一座精神病院，其建築內有很多小房間，跟中路57號很像。

　他說，建築前身是精神病院這樣的背景就給人很多想像空間。該城市當局善用其背景說故事，以"藝術是瘋狂的"為大主題，在不同房間展出各種藝術品。藝術中心外有一個花園，他們也在那裡舉辦演唱會。

　他說，中路57號也該走這樣的路線，我們不該迴避其歷史背景，反而應該告訴大眾，在歷史上那裡曾經是一個迎接新生與生命逝去的地方。

　"許多檳城人說中路57號是一個鬧鬼的所在，后面還有廢棄多年的太平間。這種帶有神秘感的背景，會令人產生很多想象。那裡內部和外面的空間，都可以展出藝術品、雕塑品、進行小型表演和互動性的文藝活動。"

擴充州畫廊從長計議
黃漢偉說，位于檳州大會堂內的州畫廊不會搬遷，他們計劃在大會堂現有空間內物色可以擴充的地方，看中的是州圖書館遷走多年后一直空置的寬闊空間。

　他說，他已經去看過那個空間，那裡十分適合打造成畫廊，面積是現有畫廊的2.5倍。其空間寬敞，沒有太多柱子阻擋，而且有自然光源。不過那裡最大的問題就是沒有升降梯。

　他說，這個空間位于三樓，沒有升降梯的話，對于參觀者真的很不方便。如果州畫廊要租用那裡，一定得增設升降梯。這樣一來就需要不菲經費。

　他說，除了必須說服州秘書處同意出租空間，他們還必須自己解決升降梯問題。他已要求畫廊委員會研究如何運用那裡的空間。總的來說，州畫廊擴充之事仍需要從長計議。

Voters seen lining up for cash at village chiefs’ houses

Voters have been sighted queuing up for money outside the houses of at least two village chiefs in Kuala Besut today, supposedly for their travel allowance.

They were spotted at the Kampung Lay Out village chief's residence in the Tok Saboh polling district and at the residence of the chief of another village nearby.

NONEMalaysiakini is withholding the name of the second village pending a formal response from someone in authority.

According to several voters met byMalaysiakini near the SK Kampung Nangka polling centre and outside of the village chief's house – most of whom refused to be named – the money is for voters from outstation returning to vote.

The sum ranges from RM50 for those returning from Kota Baru to RM200 for those returning from Kuala Lumpur.

NONEHowever, when asked to confirm this, a man identifying himself as Kampung Lay Out village chief 'Rajees' replied, "I am the millionaire here. I can give my money to anyone I like."

Asked why the disbursement coincided with the polling day for the Kuala Besut by-election, Rajees said the money was for duit raya.

He said the forms being submitted by voters to claim the allowance was for auditing purposes.

NONERajees refused to give his full name, nor allow pictures to be taken at his house, where BN and Umno flags decorated the gate and about 50 people were queuing to claim their money.

Meanwhile, a local resident met near Rajees' house, who would only  identify himself as 'Rizal', said the money was to meet the travel costs of the voters and that this had also been provided during the May general election.

The scene was also similar at the home of the other village chief about noon, where Malaysiakini sighted a clerk handing out RM200 to a voter while others queued for their turn.

NONEHowever, soon afterwards, a villager told Malaysiakini to leave the scene.

Malaysiakini has not been able to obtain a concrete response from the cash recipients as to whether only supporters of a certain political party were eligible for the money.

According to one of those in the queue at Rajees’ house, a youth from Kuala Lumpur who wished to be identified only as Hilmi, he was contacted by phone before polling day and his name was added to a list.

Court orders AG’s Chambers to pay Anwar’s lawyers

The High Court in Kuala Lumpur today ordered the Attorney-General’s Chambers to pay RM1,000 as costs to Anwar Ibrahim’s legal team.

Justice Nik Hasmat Nik Mohamad found the chambers to be delaying the hearing of a defamation suit filed by the opposition leader against former home minister Syed Hamid Albar.

Today was fixed for the hearing of the suit.

Anwar’s counsel Sankara Nair said this to reporters after discussing the matter with Justice Nik Hasmat and senior federal counsel Tengku Intan Suraya in the judge’s chambers.

“The court agreed to award RM1,000 in costs to Anwar’s legal team following the delay,” Sankara said.

Anwar was present in court as early as 9am to testify.

Anwar then went to a sessions court in the same jalan Duta court complex to observe the proceedings against Pandan MP Rafizi Ramli, Seremban MP Anthony Loke and student activist Adam Adli.

The trio were charged under the Peaceful Assembly Act in relation to the Black 505 rally held at Padang Merbok in Kuala Lumpur last month.

Anwar had filed his defamation suit in 2008 against Syed Hamid for branding him as a “United States snitch”.

Rafizi throws fire bomb at EC: Why 3 cap deals to 3 firms but all controlled by one crony?

MP for Pandan Rafizi Ramli threw another fire bomb at the scandal-tainted Election Commission, exposing more controversial details of the contracts given out by the commission which has been accused of helping Prime Minister Najib Razak’s BN coalition cheat in the recently-concluded general election.

Rafizi, who had two weeks revealed the name of the indelible ink supplier and the businessman with close links to top government and EC officials behind the firm, exposed how the same businessman had swiped 3 contracts to supply caps for the election from the EC through “improper” direct negotiations.

The PKR strategy director demanded answers from the EC as to why it had gone through the direct negotiation process instead of through open tenders, providing reporters with copies of the guidelines from the Chief Secretary that showed the EC may have broken government tender regulations.

“What is most scandalous is the direct negotiation awarded the 3 contracts for the caps to 3 different companies controlled by the same person. If there is nothing to hide, just award to one company,” Rafizi told a press conference on Tuesday.

His public ‘interrogation’ of the EC comes at a time when Malaysia is suffering a record and still ballooning budget deficit.

Already, there is public concern over how the cost of the 13th general election could double to the RM400 million ceiling allocated by Parliament compared to the costs racked up during the 12th general election. This is especially worrying given that voter numbers only rose 20% in the May 5, 2013 ballot, yet costs may be more than twice the RM200 million spent in the March 8, 2008 general election.

So far, the EC has avoided disclosing the full costs or giving specifics and breakdowns. Rafizi pointed out that based on the first and second supplementary budget passed by Parliament, a sum of RM465million had already been spent in 2012. Including the costs for the first 6 months of this year, he is looking at a shocking price tag totaling more than RM500 million.

Why is Mohamed Salleh so favored?

The first-term Pandan MP questioned if the cap contracts were split so as to hide or mask the fact that all 3 deals were given to firms controlled by the same businessman Mohamed Salleh Mohamed Ally.

“You only do this if you have something to hide. You only enter into direct negotiations with the same person but using thee different entities because you want to hide the fact that you are just giving to one person by entering into 3 direct negotiations,” said Rafizi.

“This can only take place if there is something behind the scenes, kept concealed from the public. Whether they are close friends, whether there is a special arrangement, I don’t know. But it is only common sense and it’s my duty to question because we know in a normal procurement exercise, people would only do this if they have something to hide.

“I don’t think the EC chairman and deputy chairman can simply wash their hands and say I’ve got nothing to do it because they are under constitutional duty to uphold the integrity and good image of SPR which includes the good and transparent running of SPR. So when there are questions about how come a person Mohamed salleh Mohamed Ally is so well-connected, so influential he could get direct no tenders compared to other people, obviously there are questions that need to be answered by the top leadership of the SPR.”

Details unveiled by Shahidan in Parliament

According to Rafizi, government guidelines issued in April 2002 by ex-Chief Secretary Samsudin Hitam were clear in that only under 5 exceptional situations could government bodies opt for direct negotiations instead of calling for an open tender when awarding government contracts.

These were (i) in cases of emergency (ii) for uniformity and conformity (iii) a franchise is involved (iv) national security is involved (v) special tenders to help bumiputera firms.

None of the 3 firms granted the contracts to supply caps – Nash Ventures Sdn Bhd, Ayumi Resources Sdn Bhd and Bumi Services Sdn Bhd – qualified for direct negotiations based on the Chief Secretary’s list, said Rafizi.

“If you go back to the Hansard on July 17, 2013, the Minister (Shahidan Kassim) has admitted in Parliament that the contract for supply of SPR (the Malay acronym for EC) caps for use during the election were awarded to 3 companies, Nash Ventures Sdn Bhd, Auymi Resources Sdn Bhd and Bumi Services Sdn Bhd,” said Rafizi.

“The relationship is through 2 individuals. One is Shamsia binte Mansoor, whom we suspect is his wife and the the other is Norsiah binti Yusoff, whom we believe is the chief accounts clerk at his firms. So it is very clear the way that Mohamed Salleh has used 3 different companies ultimately controlled by him to enter into direct negotiations with SPR with the supply of only one thing, which is the supply of hats.”

According to the identification car numbers, both Mohamed Salleh and Salleh appear to be Singapore-born.

3 contracts for GE13 caps, to 3 companies, one common link – why, Rafizi asks EC

The Election Commission came under attack again, on the eve of the Kuala Besut by-election, when PKR strategy director Rafizi Ramli alleged that it breached rules of governance and transparency by awarding contracts to supply caps for GE13 to companies controlled by the same person who supplied the tainted indelible ink.

The PKR strategist said that if the commission cannot be trusted to even follow the process in awarding contracts, how can it be trusted to oversee free and fair elections?

He alleged that the beneficiaries of the cap contracts were Nash Ventures Sdn Bhd, for which Shamsia Mansoor is the director, Ayumi  Resources Sdn Bhd, for which a Norsiah Yusoff is the director, and Bumi Services Sdn Bhd, for which Mohamed Salleh Mohd Alli is the director.

Note: Last week, Rafizi had asked the Minister in charge of Parliament Datuk Seri Shahidan Kassim to confirm if a Mohamed Salleh Mohamed Alli, linked to Integrated Challenger (M) Sdn Bhd, was the person and company that supplied the indelible ink in GE13.)

Rafizi at a press conference held at the PKR headquarters in Petaling Jaya today that Shamsia is believed to be Mohamed Salleh’s wife as she lives at the same address as Mohamed Salleh, while Norsiah is believed to be Mohamed Salleh’s chief accounts clerk.

Rafizi added that it was scandalous the way the EC did direct negotiations with three different companies, linked to the same person, for the supply of something as straightforward as caps.

He said it also did not qualify for direct negotiations under the circular from the treasury that exempted open tender contracts in favour of direct negotiations.

“There is something going on behind the scenes, whether they are good friends or there is a special arrangement, I don’t know but it is my duty to question,” Rafizi said.

He added the EC leadership also had to answer how come a person like Mohamed Salleh could be so influential that he could negotiate directly with the EC.

He reiterated that he held firm to his earlier revelation in Parliament that Integrated Challenger (M) Sdn Bhd, which was also linked to Mohamed Salleh, was the supplier of the controversial indelible ink used in GE13.

“It was never denied on record in Parliament and I was never referred to any committee for misleading the House, so I take it that Integrated Challenger is the supplier of the ink,” he said.

When asked how much May's general election cost, Rafizi said that it will only be known when the Supplementary Supply Bill for 2013 is tabled next year. However, he estimated that it could have exceeded RM500 million.
