Dr.Looi's article on Lynas spin...pt.3

THE ANTI LYNAS RED GUARDS HAVE DEPLOYED AN ARMY OF CYBER HARASSERS AND CYBER THUGS IN ALL THE MALAYSIAN BLOGS AND OTHER NEWS MEDIA TO INTIMIDATE ANYONE WHO OPPOSE THEM AND THEY ARE VERY SUCCESSFUL SO FAR. VERY FEW PEOPLE DARE TO SPEAK UP, AND ALL THOSE WHO DARE TO DO SO ARE BEING INTIMIDATED, HARASSED AND BOYCOTTED BY THE BRAINWASHED ZOMBIES. THE MAIN AIM OF THESE CYBER THUGS HAS NOTHING TO DO WITH GETTING RID OF LYNAS, OR ANYTHING TO DO WITH HELPING CHINA MAINTAIN THEIR GRIP ON THE REE MARKET, BUT THEY ARE USING THIS GOLDEN OPPORTUNITY TO BRAINWASH AND INSTILL HATRED FOR THE PRESENT GOVERNMENT, THUS ENABLING THEM TO WIN THE COMING GENERAL ELECTION. At present they have been hindered by a tiny group of dissidents in Kuantan and they are now blocked at stage 3. As a result of the Chinese media, most of the Chinese were well brainwashed into believing the absolute crap that these anti-lynas people were propagating and disseminating. Fortunately, all the other racial groups do not read Chinese and the propaganda do not affect them and as a result, the Malays and Indians are unaffected. QUOTE Anti-Lynas Jade Lee: "When a few so claimed rare earth scientists came to Kuantan to speak about the safe rare earth processing, they were criticised and BOOED OUT OF TOWN IN SHAME" Unquote. THE THREE RARE EARTH SPECIALISTS, RECOMMENDED BY THE CCP OF CHINA, WHO WERE INVITED BY A FEW OF THE LOCAL ASSOCIATIONS TO ENLIGHTEN THE PEOPLE OF KUANTAN WERE RUDELY AND CRUDELY HARASSED BY THE ANTILYNAS LEADER AND HIS RED GUARDS IN A SHAMELESS AND DESPICABLE WAY. THESE INNOCENT FOREIGN GUESTS WERE BEING BOOED, SHOUTED AT, JEERED, MOCKED, CRITICIZED, TERRORIZED AND DEGRADED BY THESE DESPICABLE, UNCOUTH COMMON HARASSERS WHO UNWITTINGLY DISPLAYED THEIR ABSOLUTE STUPIDITY FOR ALL TO SEE.  THIS TYPE OF BEHAVIOUR BRINGS SHAME TO ALL MALAYSIANS AND SHOULD BE STRONGLY AND UNEQUIVOCALLY CONDEMNED. THESE THREE POOR OLD CHINESE SCIENTISTS, TWO OF WHOM WERE IN THEIR 70'S, WITH YEARS OF VALUABLE EXPERIENCE, WERE FLABBERGASTED BY SUCH STUPID, CHILDISH, DISGUSTING BEHAVIOUR. THE USE OF SUCH THUGGERY UNEQUIVOCALLY CATEGORIZES THE USERS INTO THE LOWEST RUNG OF SOCIETY AND REFLECTS BADLY ON THEIR CHARACTER, INTELLIGENCE AND UPBRINGING ! BECAUSE OF THEIR BULLYING TACTIC, VERY FEW PEOPLE DARE TO SPEAK UP, AND ALL THOSE WHO DARE TO DO SO ARE BEING INTIMIDATED, HARASSED AND BOYCOTTED BY THESE ZOMBIES Dr Looi

These Chinese Newspapers which are traditionally anti-establishment, may also be partly irritated by Lyna Yusuf s brag that Lynas is going to end the monopoly of China on the Rare Earth market by producing almost a third of the present world production. Then, as usual, the local politicians saw the fantastic opportunity to accuse the establishment of allowing such a dangerous plant to be established in Kuantan. Because the general election is coming soon, they could not let this golden opportunity to pass by, and so jump right into the fray. With their massive financial backing, the opposition, together with some naive unthinking minds started the anti-lynas campaign  Since the local politician is a psychologist, this politician must be well versed in the techniques of convincing the population into believing something that is absolutely ridiculous. It looks like they are using the same brainwashing techniques used by that devious demonic master brainwasher before and during the 2nd World War i.e. Hitler. Brainwashing techniques are based on the consistently persistent repetition of propaganda focused on just a few issues and continuously repeated in a slightly different way. According to Adolf Hitler in- "War Propaganda", in volume 1, chapter 6 of Mein Kampf (1925) "But the most brilliant propagandist technique will yield no success unless one fundamental principle is borne in mind constantly and with unflagging attention. It must confine itself to a few points and repeat them over and over. Here, as so often in this world, persistence is the first and most important requirement for success." Unquote. One Chinese Newspaper in particular, has been reporting on a daily basis of everything that these anti-lynas folks were saying or doing, no matter stupid it is, like making fake coffins and doing silly walks. This propaganda in the Chinese media is, like what is mentioned in Hitler's Mein Kampf, is focused, constant, continuous and persistent. There are 4 stages in this Hitler type of brainwashing procedure: 1. DISSEMINATION OF PROPAGANDA (usually well camouflaged lies) 2. HARASSMENT OF NON-BELIEVERS 3. INTIMIDATION OF DISSIDENTS and 4. ELIMINATION OF THE OBSTINATE DISSIDENTS

Yes, why only the Malaysian Chinese and no other racial groups are involved in this comical anti-lynas debacle. At present, about 95% of these rare earths are mined and refined in China. If you look at all the foreign blogs and press, you will see that most of the commentators are saying that CHINA IS THE HIDDEN CULPRIT BEHIND ALL THIS NONSENSE ! You cannot blame the foreigners for doing so as: PRACTICALLY ALL ANTI-LYNAS NINCOMPOOPS ARE CHINESE PRACTICALLY ALL NON-CHINESE ARE PRO-LYNAS, SO THE LOGICAL CONCLUSION ? CHINA IS THE ULTIMATE CULPRIT ! ! ! And this has triggered a lot of ill will, animosity, hatred and disgust for what was perceived as "CHINA'S DIRTY TRICKS AND MANIPULATIONS.' However, this is not the real truth. Quote notorious Anti-Lynas Jade Lee: "It may enlighten some readers here, if you are open minded enough to listen and to learn the truth, IT WAS A FEW CHURCH LEADERS IN KUANTAN who have first started to discuss the Lynas issue and to raise awareness of their congregation to oppose this project." Unquote. So what really happens is that a few of the innocent church leaders in Kuantan who are always concerned about the sufferings of others, suddenly realised that a huge REE plant is being built nearby. Unfortunately at about the same time, the Fukushima disaster occurred. And to their horror, they found that the raw material to be used in the Lynas plant was "radioactive" and with only a primitive knowledge of radiation, these concerned church leaders were flabbergasted and as Jade Lee said instigated their congregation to oppose this project." Presumably, these leaders do have only a rudimentary knowledge of economics and must have been very suspicious of why Australia would want to send the ore all the way to Malaysia for processing and falsely believing that Australia must be truly terrified about the refining process with all its "dangerous, radioactive waste." Once the madness started, a few of the local Chinese Newspapers, picked up the story and amplified the fear by persistently reporting on every word that the anti-lynas say, even though they are something that is obviously absurd.. like the Lynas plant is a nuclear plant and is going to explode and spread radioactivity all over the country.

DAP's empty promises..

Refusal to list Chinese education promises proves Pakatan's Buku Jingga a sham

When DAP Vice Chairman Tan Kok Wai said that Pakatan's Buku Jingga has clearly stated that all vernacular schools ushould be given fair treatment and allocation, as well as recognition of the Unified Examination Certificate (UEC), it is plainly obvious that he is only trying to deceive the people by hiding the fact that they cannot commit to their promises. His claims of the above mentioned commitments are ridiculous, as the subject of education laid out in their Buku Jingga is at best a minor topic, and the promises that all schools will receive fair allocation and that the UEC will be recognized, which are the major concerns of the Chinese community, are vague and ambiguous, and MCA will not simply accept DAP's word on this.

What we want is not a verbal promise, but a real commitment, a promise listed out in black and white by Pakatan in their Buku Jingga. Regrettably, such promises cannot be found in their manifesto, thus proving that DAP's attempts to gather support by promising the recognition of the UEC and ensuring enough teachers for Chinese primary schools are nothing but a waste of breath. While DAP has continuously defended Pakatan by saying that Chinese education will not be forsaken, the silence of PAS President Dato' Seri Hadi Awang and PKR ketua umum Dato' Seri Anwar Ibrahim on DAP's position is forbearing of their disagreement on it.

Therefore, it seems that Tan Kok Wai and other DAP leaders seem to be speaking only for their own amusement. Not a single influential Pakatan leader has expressed any position over this issue –we have heard neither a promise to increase the number of Chinese primary schools, nor a promise to recognize the UEC by Pakatan leaders should they win the Federal government. It seems that DAP, as the smallest party within the Pakatan coalition, is now desperate to gain the people's support and has thus intended to deceive the Chinese community.

Besides that, DAP's claims only make us wonder which version of the Buku Jingga are they referring to? As we all know, Pakatan leaders constantly contradict each other, increasing the possibilitym that there may be varying versions of the Buku Jingga. For example, the Pakatan Kedah and Kelantan state governments had both implemented certain Islamic policies such as the ban on gambling and forcing men and women to sit separately, as well as the tearing down of the sole pig abbatoir in Kedah. Seeing as these are not listed in the Buku Jingga,it is a mystery why DAP had chosen to keep silent when these rules were implemented.

Thus, it can only be concluded that DAP and Pakatan are willing to do anything to win, including coming up with different versions of their election manifesto to cater to the different demands of the different communities, as well as to deceive the public and the Chinese community.Datuk Seri Tan Chai Ho MCA Treasurer General

Can someone rebut this?

From the New Straits Times Press, Ahmad Ibrahim, Fellow of Academy of Sciences, Malaysia Quote:

"La Rochelle, the 'Lynas of France'

Many would be surprised that La Rochelle has for decades been hosting a rare earths processing plant, similar to the one planned in Malaysia.

The La Rochelle facility, which belongs to France's Rhodia Group, has for years been operating like Lynas. Forty years to be exact. And there has been no adverse health and safety report in the tourist town.

The Rhodia company is an active player in the rare earths business. It is a leading processor of rare earths. In fact, it's the only fully integrated industrial player to have manufacturing operations and raw material supply both within and outside China.

The plant in La Rochelle has been in operation for more than 50 years.

In the early years, the plant processed rare earths ore concentrates from Australia and China just like Lynas would. For 40 years, the plant was operated in this manner, producing cerium for the world market.

The radioactive thorium residues have been stored within the plant's 40ha site for the past 50 years. During storage, the residues are regularly monitored by the country's regulatory authority, the equivalent of our Atomic Energy Licensing Board (AELB).

They believe the stored thorium salts will become a fuel of the future.

What is clear is that the rare earths processing facility in La Rochelle has been operating for more than five decades without harming the population. Instead, La Rochelle has thrived over the years as an attractive tourist destination not only for the French but also for holiday-makers from other European countries and even as far away as the United States.

Through the deployment of stringent health and safety standards, the chemical plant has been of no consequence to the local community.

Instead, it has contributed to the local economy not only in terms of job opportunities but also tax revenues.

After visiting La Rochelle, it beats me why there are still people who are so hung up on Lynas."Unquote

Quote: AELB (Atomic Energy Licensing Board, Malaysia):

Malaysia was the world's no. 1 producer of tin. Along with tin, there's always Thorium and Uranium and therefore this is not Malaysia's first facility, AELB is has experience to handle this, to overcome this and AELB is prepared.

THERE ARE MORE THAN 10 FACILITIES THAT ARE VERY SIMILAR TO LYNAS.

SOME OF THEM ARE PRODUCING HIGHER RESIDUES, HIGHER CONCENTRATION OF URANIUM AND THORIUM.

AELB has been able to regulate and control these factories, so it is based on AELB experience and the experience of the industry abroad." Unquote

QUESTION: WHY IS IT THAT THERE ARE NO DEMONSTRATIONS BY
THE ANTI-LYNAS FOOT-SOLDIERS AGAINST THESE 10 CHEMICAL
PLANTS ALREADY IN MALAYSIA THAT ARE PRODUCING "WASTES
WITH HIGHER CONCENTRATIONS OF URANIUM AND THORIUM"?

ANSWER: 100% PURE POLITICS FROM TOXIC RADIOACTIVE
POLITICIANS !

Do we condone irresponsible MP resorting to "lies" or distortion to create fear and anger of the Rakyat for votes?

A friend wrote this to me:

Fuziah got caught lying again to the Malaysian public - please read:

I'm posting a repeat of my March 2012 email exchange with Molycorp (which Lynas is very welcome to use in court)…"Dear Molycorp Mountain Pass CaliforniaMay I ask you to verify the accuracy of the following statement, please?

Quote, "Molycorps in its documents has announced that it will have zero liquid discharge and all solid waste will be buried underground in concrete bunkers lined with lead walls." End Quote.

What document contains that information,
if I may ask?

Specifically and more importantly, what is the reason your refinement of rare earth elements prompted you to bury the waste in lead lined concrete bunkers? Thank you for your efforts to answer these important questions.

MOLYCORP'S RESPONSE: "May I then ask you where you happen to pull such quote?"

My response:

Dear Molycorp, The statement was made on 3-7-12 by Member of Parliament Fuziah Salleh representing Kuantan, Malaysia. I include her comments and the website of the news organization which carried her comments, Free Malaysia Today. I look forward to your response regarding questions of my earlier email. The quote is from near the end of her comments. Any clarity or comment you may have on Molycorp's need for lead lined concrete bunkers to store refinery waste at Mountain Pass is greatly appreciated. Thank You!

Article Quote…"Malaysia must study how Lynas' competitor, Molycorps, soon to be in operation in 2013, plans to manage its radioactive waste. Molycorps in its documents has announced that it will have zero liquid discharge and all solid waste will be buried underground in concrete bunkers lined with lead walls. (Molycorps ores from Mount Pass in California have less thorium and uranium contents than Lynas's Mount Weld ores.)

Lynas has made a mockery of Malaysian laws and has fooled the Najib administration. It has also made the ministers look so incompetent when these ministers were caught just repeating what Lynas tells them without having a clear understanding of Lynas' misleading plans." End Quote of Fuziah Salleh.

MOLYCORP RESPONSE:

"Thank you for providing the article. We are adopting a paste tailings process for our tailings not steel drums. You can find more information here (Molycorp website)Not exactly sure where they sourced their information."

End of email exchange

My conclusion is that Fuziah Salleh could have gone to the Molycorp website, viewed their disposal facilities and clearly seen how libelous her comments about Lynas would be.

Did she "lied" or was she making irresponsible statements again about the existence of Molycorp documents stating waste would be stored in lead-lined concrete bunkers.

She must be made more responsible and stop from making false statements that may be create greater confusion and no solution...

The Trade Route between Politics and Big Business

The Trade Route between Politics and Big Business
The recent decision to re-open NATO supply routes from Pakistan into neighbouring Afghanistan, while undoubtedly welcome to the Western allies, is causing significant dissension within the Pakistani government.

Prime Minister Raja Pervez Ashraf announced the decision on Tuesday 3 July and no doubt NATO countries were very relieved and happy that the supply chain could be reinstated – those drivers who have been kicking their heels in Karachi since last November must have been even happier.

The Prime Minister defended the decision by saying that prolonged deadlock would have damaged relations with NATO and NATO friendly countries, as well as with Muslim countries such as Turkey, Quatar and UAE.

The main opposition party, the Pakistan Muslim League-Nawaz (PML-N), as well as other opposition parties, are up in arms at the decision, particularly in light of what is perceived as being the lack of any real apology for the deaths of Pakistani military, or even any assurance that the drone attacks into Pakistani sovereign territory from across the border in Afghanistan will cease.  Indeed, there has already been another drone strike since the decision to allow the supply routes to re-open, with nine dead and three injured in North Waziristan on Friday 6 July.

To add insult to injury, the much discussed increase in levies on such logistics operations has failed to materialise as well.  One of the major reasons for instituting a higher levy was to compensate for the damage the continual NATO convoys is inflicting on the road infrastructure within the country, the repairs for which will presumably have to continue to be funded by Pakistan.

The news coming out of Pakistan is not good and does not bode well for political stability within the country.  The incumbent government, the Pakistan People's Party (PPP), has declined to discuss the terms under which it has agreed to re-open the routes and neither, it would appear, have other parties been involved in the discussion leading up to the decision.

The undercurrent of opinion in the country appears to be that Pakistan does not do what it wants to do – it does what it is asked to do.

The PML-N's shadow cabinet has been charged by their leader to monitor any alleged corruption and the actions of government ministers to ensure that public money is used for the public good and not for the purposes of any political party.

It will be interesting to watch developments following this latest schism in the Pakistani government.  Will the PPP retain control of government or could the PML-N party gain enough support within its own ranks and the other minority parties to force an election?  The PML-N has been requested by the leader of the Pakistan Tehreek-e-Insaf (PTI) party, Imran Khan, to resign from parliament over the resumption of the NATO convoys as a matter of honour and principle.  It is unclear as yet whether, or even how, the PML-N will respond to this.

The PML-N promotes itself as a progressive party with clear objectives of: world peace; economic, social, religious and cultural equality and a responsible, modern democratic state.
The PML-N is a centre right conservative party.

Led by its President Muhammad Nawaz Sharif; it has four Vice Presidents: Sartaj Azis, Sardar Yaqoob Khan Nasir, Syed Ghous Ali Shah and Sardar Sikander Hayat Khan.  The posts of Secretary General and Deputy Secretary General are held by Iqbal Zafar Jhagra and Ahson Iqbal respectively.  There are also two Assistant Secretary Generals and these posts are currently filled by Lieutenant General Salah Ud Din Tirmizi and Lieutenant General Abdul Qadir Balcoh.  The shadow cabinet, constituted in November 2011, currently comprises 11 portfolios:
  • communications and works, finance, planning & development and development authorities (Chaudhry Tariq Farooq);
  • law, parliamentary affairs and human rights (Chaudhry Muhammad Hussain Sargala);
  • revenue, agriculture and animal husbandry (Chaudhry Mohammad Ishaque);
  • social welfare and women development (Dr Fauzia Ashraf);
  • education (schools), tourism, sports and culture (Chaudhry Yasin Gulshan);
  • local government and rural development (Raja Naseer Ahmed Khan);
  • education (colleges), health, information technology (Dr Najeeb Naqi);
  • electricity, environment, hydroelectric board, youth affairs, city development ( Barrister Iftikhar Gillani);
  • rehabilitation, refugee affairs, transport, prisons, civil defence (Chaudhry Mohammad Ismail);
  • food, auqaf, Zakat and Ushar, religious affairs (Syed Shaukat Ali Shah);
  • forests, Azad Kashmir Logging and Sawmills Corporation (Raja Mohammad Siddique).
With 12 of the 48 members of the Legislative Assembly being members of PML-N, they have a substantial influence in decisions and law making and a voice that is heard across parliament.   The PML-N is the second largest political party in Pakistan, representing almost 20% of the parliamentary vote.  The party structure is serviced by the national body, the General Council Meeting (GCM), which co-ordinates fund raising and campaign strategy, promotes party activities and acts as a platform for the election of serving officers.

The latest news coming out of Pakistan is that the PML-N, PTI, Jamaat-e-Islami (JI) and other parties have publicly opposed the government's decision to accede to NATO demands, saying that Pakistan has traded its sovereignty and its honour to appease America.  JI's Deputy General Secretary for Karachi has tabled a motion condemning the government's actions and the JI have announced a rally to be held in protest against the decision to open the Pakistan-Afghanistan border to US traffic.  The PTI also are intending to stage a number of protest rallies.

It appears that the Pakistan Muslim League-Quaid (PML-Q) is one of the few political parties openly supporting the government's move.

It was a foregone conclusion that pressure would be brought to bear by the West, and by the US in particular, on Pakistan to sanction the re-opening of the border to military logistics traffic.  Anyone who thought otherwise could be considered naive.  While the military operations taking place in that part of the world are masterminded and orchestrated at top political level, there can be little doubt that the interests of big business are deeply entrenched behind the strategy.  With the inter-relation between countries in the global economy, commercial pressures will have been brought to bear on Pakistan, who otherwise would have faced an increasingly difficult economic climate, losing the support of NATO countries and possibly others around the world.

The news does not appear to have made much impact on the world stocks and share prices, with most markets remaining either static or slightly depressed this week.  The advent of online trading has enabled today's markets to respond more quickly to the world events which shape them and most people who trade professionally would probably consider this to be advantageous - although day trading is not for the faint hearted (or those with limited resources).

This week, however, traders seem far more pre-occupied with unemployment figures, growth (or rather the lack of) in the domestic markets and the state of the Eurozone.   It would seem the news that America can save significant amounts of money by routing supplies through Pakistan and that Pakistan is now back in favour with NATO has had little impact, either on the Karachi Exchange or any other.  Presumably the security of the US-Pakistani Trade and Investment Agreement (signed in 2003) is no longer at risk, nor private sector investment in Pakistan, with the country's extremely liberal investment regime – which must surely be a major factor in attracting US dollars.

There must be money to be made here still for those with funds to invest.  Rather tellingly, the Pentagon has reportedly today initiated the release of around US$1.1 billion in payments from the US Coalition Support Fund to Pakistan, which payments had been suspended since the supply routes were closed last November.

How Pakistan will fare, seemingly having sold out on its principles for the friendship of the US, only time will tell.   One certainty, though, is that those with money to invest there will still be making a profit.

Blaming the media...

Posted: 26 Dec 2011 05:10 PM PST

As politicians, it is an unwritten rule that you do not pick a fight with the media. Thus we see both the Prime Minister or the Deputy premier had been eating humble pie despite being unfairly quoted, skewed and blasted.

However it is interesting to note that both Pas and Dap Supremo had decided to demean their stature by calling the mainstream as BN media. This is despite the fact that mainstream papers had been reporting and quoting fairly statements and press conferences called by Pas or Dap personalities. Further. it has been noted and acknowledged that the vernacular mainstream media had been largely supportive of Dap or Pakatan in their reporting.

One wonders why the desperate measure or action by these two elders who are known to be the shrewdest politicians around now that Tun Mahathir is not around.

At the Dap front, we have the Godfather and the Warlord fighting over territorial control. Penang by virtue of its Straits Settlement structure and political culture will be the only state that Dap can reign politically. Thus that is where their powerhouse is. Otherwise Lim Kit Siang would not have migrated there in the late 80s until his defeat in 1999 of which Pas was conveniently blamed for the lost. Subsequently, Lim Senior passed the baton to his prince and Dap make a political breakthrough.

To be fair, when there was a political tussle - both sides will resort to the press to seek political justice. This is especially so when one side feels that they will not get a fair hearing via the party channels. Thus one wonders why P.Ramasamy, the Deputy Chief Minister continues to allege corrupted practices by party leaders despite Dap Supremo gag order.

On the other turf, the exposure of alleged abuse by Perak strongman and former Exco Nga Kor Ming had allowed arch enemy and Dap National Vice Chairman to M.Kulasegaran sweet revenge. It was alleged that the state had awarded to Ethan and Elton ( where Nga's wife was said to be a recently appointed Director ) a tailoring award despite the fact that theirs was the most expensive tender. This speaks wonder to Pakatan governance and Dap's CAT was let loose.

Similarly all was not well in Pas. I was informed by a Pas insider that trouble is brewing in the misconceived saintly party as the tussle between the Erdorgans and the Ulamaks have not ended despite former Deputy President Nasharudin Mat Isa's lost to Mat Sabu. In a matter of weeks, Ulamaks like Deputy Mursyidul Am Haron Taib, Former Selangor Pas Commissioner Datuk Dr.Hassan Ali and Nasharudin go public with their guns blazing.

The perceived silence by President Ustaz Hadi Awang and the immediate reaction by Ketua Mursyidul Am whose duty is to decide on policy matters speaks wonders. By protocol or appropriateness, any gag order should come from the President or the elected political body. Thus, under Pas the Rakyat will always be confused as to where the authority lies, the democratically elected body or the arbitrary dictate of Ketua Mursyidul.

The media is just doing their daily job. They either quote you verbatim or out of context. The mainstream media had been consistently responsible and fair in their reports despite opposition trying to paint them otherwise. Their readers are mainly established, educated, successful and critical individuals. To insult Malaysians by asking us Rakyat to stop gaining facts and knowledge from responsible sources is akin to telling us to close our eyes and follow the Pakatan leaders and agenda blindly.

Myanmar laws are better ? Bull !

Posted: 19 Dec 2011 09:55 PM PST

I am amazed at how Malaysians like to talk cock and bull ; fear mongering ; and exaggeration of the highest order. Is our nation moving towards a collapse?

Despite all the efforts by our leaders towards transformation , transparency etc many have chose to blast and lambast the Government in the name of change. Despite the process of change under the Transformation programs initiated by the Prime Minister Dato Seri Mohd Najib Razak, we continue to advocate a confrontation.

The latest was Malaysian laws is now worst than Myanmar as propagated by Datuk Ambiga and seconded by none other then the King of Exaggeration, Lim Kit Siang. Many who have not read the Act begin to propagate the "untruth" of Malaysian laws is now worst than Myanmar that I felt compelled to have a closer look at the proposed
PEACEFUL ASSEMBLY BILL 2011 and seek out the provisions that made Malaysia succeeding Myanmar as the country "which has one of the world's worse human rights record."

As a lawyer and as a politician, I began to do my due diligence and wanted to be convinced that we have actually gone down the road as alleged by our "unpatriotic" individuals whom have run the nation down as the worst among the worst in the world.

I was to be disappointed as I read through the Act and do a comparative study with similar Acts in foreign countries.

The PAB starts by stating that all "assembly which is an election campaign..; and (b) assembly which is a strike, lock-out or pickets... are exempted from the Act ; thus allowing freedom of any assembly or street protest of which many amongst my learned friends who are for civil engagement have their reservations.

Subsequently the object of the Act was outlined clearly and fairly as follows :

" 2. The objects of this Act are to ensure—(a) so far as it is appropriate to do so, that all citizens have the right to organize assemblies or to participate in assemblies, peaceably and without arms; and

(b) that the exercise of the right to organize assemblies or to participate in assemblies, peaceably and without arms, is subject only to restrictions deemed necessary or expedient in a democratic society in the interest of the security of the Federation or any part thereof or public order, including the protection of the rights and freedoms of other persons.

and the rights of others are defined as follows :

"rights and freedoms of other persons" includes—(a) the right to peaceful enjoyment of one's possession;(b) the right to freedom of movement;(c) the right to enjoy the natural environment; and(d) the right to carry on business;

Again, I agreed that in the process of upholding the freedom and rights of activist , politicians etc the average man in the street must also be accorded their rights and be protected.

Subsequently there were prohibitions on minors and non-citizens from participating in a peaceful assembly and again I totally agreed to both.

Firstly, we do not want impressionable kids or irresponsible parents to bring along their infants as human shields when a peaceful assembly turned rowdy.

Secondly, I was told had the recent BERSIH peaceful assembly be allowed to gain momentum, there will be organized re enforcement ( by interested parties) of protesters whereby illegal immigrants will be mobilized too etc to make BERSIH into a massive or prolong demonstration . Under the circumstances, the rights of the traders , peaceful citizens etc will be infringed and the nation will suffered from negative international exposure.

Frankly, I do not mind if the Government of the day were to be overthrown by natural democratic or election process by the electorates but I would mind if there were powers or illegal immigrants by the millions in our country participating in our political process and determining the Government of the day.
Reading further down the line, I was disappointed to note that the offenders will get off lightly by a limited fine of an amount not exceeding ten thousand ringgit etc

Subsequently it was outlined in Section 6 the responsibility of organizers to ensure that "assembly does not do any act or make any statement which has a tendency to promote feelings of ill-will, discontent or hostility amongst the public at large or do anything which will disturb public tranquility; "

With regard to the requirement of a 30 days notice for an assembly to be held; I noticed that it does not apply for bona fide assemblies such as an assembly which is to be held at a designated place of assembly; and (b) any other assemblies ( such as religious assemblies or funerals etc) as may be specified in the Third Schedule.

A notice to the authority is also meant to allow time for parties aggrieved etc to seek mediation, adjudication and intervention, thus allowing a time to seek a solution to an issue urgently.

It is also good to restrict politicians from exploiting public areas like the KLCC or the Masjid Negara to launch their protest. An example is the perceived support for Anti PPSMI demonstrations lead by AnWar Ibrahim , Lim Kit Siang and Hadi Awang that had successfully pressured the teaching of Maths and Science in English to be cancelled in 2009. Subsequently it is shown that the protesters do not reflect the will of the Rakyat on this issue.

By and large the provisions of our Act is in accordance with the general provisions of other nations and as a responsible citizen we should support and applaud the Government's effort to maintain public peace, stability and harmony.

Contrary to the Pakatans beliefs or dreams of usurping and assuming federal powers , the Rakyat does not want an Arab Spring happening here. If there's any change, let it be by the democratic process in a smooth, peaceful and responsible manner.

By the way, I do think that we should register or identified protesters or demonstrators as genuine and real in the name of transparency, accountability and responsibility.

We do not want more politicians than lawyers attending a supposedly BAR Council protest. It is amazing to note that the BAR cannot amass sufficient quorum to attend EGMs or AGMs but we can mobilized thousands of lawyers to protest in the streets.

In the spirit of patriotism and also upholding our laws and order, let us remind ourselves that : (1) We have a parliamentary system, not for elected oppositions to leave the Assembly but to participate , debate and propose amendments to the proposed Act and the Rakyat shall judge henceforth (2) We have the Legislative body to draft , debate and pass laws and not any other professional body or bodies. (3) We do have a judiciary to check , interpret and decide on our laws.

Are we saying that our system had broken down ? Or are we agreeing to Lim Kit Siang and Ambiaga's attempt to denigrate us to the level of Myanmar ? No wonder there are more lawyers going to the streets than to a properly constituted BAR assembly....

The two antagonists have twittered agreement to debate, but getting them into the same room to thrash out the Lynas issue without scoring political points is quite impossible.

IF a debate on Lynas were ever to happen, it might be as civil as a nuclear bomb. Fresh from the civil and intellectual public debate mobilised via Twitter between Kedah Gerakan Youth chief @TanKengLiang and the Bar Council's @EdmundBon on the Peaceful Assembly Bill on Dec 11, Twitterers were clamouring for more de- bate.

The next day, @TaiZeeKin tweeted: "After @TanKengLiang on PABill, let's keep the fever going by our 2nd (debate) series, @Fuziah99 vs @TiLianKer on Lynas!" Twitterers on TwitterJaya (the moniker of the Malaysian Twittersphere) are familiar with the "radioactive" tweet exchanges between Kuantan MCA division chief Datuk Ti Lian Ker and Kuantan MP Fuziah Salleh on the controversial Lynas rare earth project.

To some, the prospect of a public debate between MCA central committee member Ti and PKR vice-president Fuziah is as mouth watering as a mug of KR1M choco malt.
@szeming87 tweeted: "I would love to see debate on #Lynas (between) @TiLianKer & @Fuziah99."

Almost immediately after @TaiZeeKin issued the debate challenge, @TiLianKer replied: "Sure! (I) can give a point or two on how 2 b a responsible people's (representative) without aiming to score political brownies by blasting."

And @Fuziah99 tweeted: "I accept. Have been challenging @TiLianKer for a debate for a long time before this."

In explaining why he wanted to debate Fuziah, Ti said: "I have been wanting to call her bluff and have been throwing her challenges for a debate ever since she blasted irresponsibly with inadequate facts and distorted information on Lynas calculated to incite anger against the leaders (especially PM, Pahang MB and even DYMM Tuanku Pahang) and fear of the masses for their health and safety.

"There have been much proven untruth and conflicting information in Fuziah's public statements. For example, she alleged that we are using China standards and not stringent Australian standards, which is false," he said.

Ti explained that he was "not pro Lynas, nor am I a spokesman for Lynas".

"But I am interested to seek a solution to an issue that could have been avoided had our (Kuantan voters') people's representative exercised due diligence or process!"
Fuziah accepted the debate challenge despite a tweet being confined to 140 characters.

"It is not a real platform for intellectual discourse or exchange of constructive ideas. Lynas is an issue which needs to be understood properly," she said.

"It is also an issue which is multifaceted and needs to be looked at from various angles before one can make a decision on its safety or on the viability of the project."

Fuziah added her observation was Ti was more interested in attacking her on a personal level rather than talking about the Lynas issue.

It is not the first time both politicians have accepted a debate challenge on #Lynas, however.

Ti recalled that he was the first to issue a challenge.

But, he said, Fuziah insisted on a debate in Kuantan as "she has the upper hand in terms of a militant emotional crowd there".

"The debate should be on neutral ground with a rational, intellectual, sincere audience out to seek a solution or a win-win situation for all parties," he explained.
"Subsequently, whenever we engaged in a debate in TwitterJaya, she will throw a challenge but she insisted on a political agenda i.e. to pander to the emotions and fear on the ground in Kuantan whereby any attempt to explain the facts and science of rare earth will be seen to be (coming from) a 'traitor'."

Fuziah has a different recollection.

"I don't ever remember him agreeing to a debate. Every time he attacked me publicly, I challenged him to a debate but he had always declined, citing that he is no expert on the issue. Furthermore, no organiser has come forth before," she related.

"As far as I remember, I have personally challenged (Ti) to a debate at least three times. And it was on Twitter every time."

From their exchanges, it looks like a mud-wrestling match is a more apt description than a public debate.

When both politicians agreed to the debate on Monday, @skeatx tweeted: "This will be more of a mudslinging match instead."

If @WanSaiful (Wan Saiful Wan Jan, Institute for Democracy and Economic Affairs Malaysia CEO, who moderated the Tan vs Bon debate) could get Ti and Fuziah in the same room for a debate, he probably would win a Nobel Peace Prize.

ABU will fail....

The political landscape in Malaysia had changed tremendously. In the past, mere "Program Mesra Rakyat" or slogans like " Bersih, Cekap dan Amanah " or " Cermerlang , Gemilang dan Terbilang " will be sufficient to net the fence sitters votes. But now even the near genius " Rakyat Di Dahulukan " or "1Malaysia" is not bringing the desire results.

On the other hand, the opposition front can easily cooked up any slogans and the alternative or social media will picked it up with a momentum and zest never seen before. Somehow the global icon culture had seeped into our urban voters and the IT savvy generation have taken upon themselves to be trendsetters of their own. Any mainstream or predictable government slogans are no longer cool, effective or impressive.

The opposition front is quick to pick up this changing trends whereas Barisan Nasional politicians are still slow in catching up. Many are still hopeful and dependent on the sluggish bureaucratic government apparatus to do their job.

Pakatan had transformed and formed many NGOs to do their bidding. These political cell groups are effective platforms to do their politicking. It is via these camouflages that they have effectively drummed up support beyond their imagination. Thus HINDRAF, BERSIH and the many SAVE MALAYSIA war cries had successfully won Pakatan free votes, albeit without having to show their political services, sincerity , commitments or records.

The latest attempt by Pakatan is ABU or the hashtag #AsalkanBukanUMNO that was introduced via a Pakatan friendly portal with the intention of raising the spirit and courage of their supporters to go against Umno in a big way. This is a calculated move to finish of BN now that the rest of the component parties are either busy with their baggage or treating their own wounds.

I am of the opinion that the latest attempt by Pakatan to finish off Umno using ABU is an overkill, will fail and may instead be counter productive to both PAS and DAP .

Firstly, they have mistaken Umno to be equivalent to other BN component parties. Umno has been synonym to the Malay race in that the slogan " Umno adalah Melayu dan Melayu adalah Umno" are still lying in the back of their minds. It cannot be denied that many fence sitters had directly or indirectly benefited from Umno.

Secondly, Umno is a political institution that had fulfilled the expectations of the heartland Malays in their quest for satu Bangsa , Agama dan Negara. By and large except for their failure to satisfied the PAS supporters who are in favor of an Islamic legal system over the present secular one (defended by BN), Umno has done well for the Malays.

Thirdly, the attempted siege to finished of Umno will get many Malays who have been dissatisfied with Umno over the perceived corruptions on the top and by cronies to sit up and start thinking. Save for the urban and cosmopolitan Malays, the political pysche amongst average Malays falls back on race and religion. The recent watered down calls for Islamisation by PAS to work with DAP had resulted in many seeing through PAS for what they are - merely another political party. This had come with a political cost and resulted in a shift of support for Umno over PAS; as evident by the past few by elections whereby Umno succeeded in gaining more votes from PAS.

Lastly, the battle for the Malay votes have just begun. BN had retained their votes and making head ways into PAS territory as a result of PAS perceived weakness and insincerity in dealing with DAP. The Hindraf movement had stopped and many had awaken to the false promises of PKR. Now they have returned to support Prime Minister Dato Seri Najib Razak's 1Malaysia and Transformation.

The promises of a welfare state by Pakatan's Buku Jingga have already been practiced and implemented by BN and Umno who will now concentrate on the Malay voters with more goodies , welfare and assistance as against PAS promises of heaven.

Umno realised that " Melayu kalau merajuk, senang dipujuk" . The "Budaya hutang budi and budaya maaf-maafan" is entrenched and part of the Malay culture.

Being crude, "kurang ajar" or "biadap" is not part of the Malay culture and will not sink in well with the Malay political psyche. Melayu "pantang durhaka" and ABU even spearheaded by Malays, will prick the political conscience of the Malays who will stand up to defend their race and religion that had been soundly safeguarded by UMNO pre and post independence.

Another View On Lynas

this is another view by a renown and respectable local speacialist

Fear of Radioactivity in Lynas Rare Earth Plant

Dear Sir,

I just cannot understand what the big fuss is all about with regards to the radioactivity in the Lynas Rare Earth plant.

Thoriun-232 is the only radioactive element associated with rare earth mining and Thorium-232 has been regarded as the future green nuclear fuel.

It is present in the rocks everywhere and even in its purest form radiates only alpha particles.

Alpha particles which consist of 2 protons and 2 neutrons are nothing more than just helium atoms without their electrons.

These alpha particles cannot penetrate more than a few centimeters of air and CANNOT penetrate the human skin.

As such you can hold a lump of pure Thorium-232 in your rubber gloved hands without any danger at all.
Thorium-232 do not produce the dangerous Gamma particles which are ionising high energy, high frequency and extremely short wavelengh electromagnetic waves.

These can easily pass though the whole human body and cause widespread radiation damage.

To be very frank, I do not mind keeping a few thousand kilograms of pure Thorium-232 in my house if someone is kind enough to give me such a valuable substance.

In other words, the fear of radioactivity dangers from the rare earth processing plant is unfounded and grossly exaggerated. What we need to worry is the chemical toxic waste that such plants produce.

But unfortunately all industrial plants produce toxic wastes and the only way to avoid these toxic wastes is for us to remain as a poor agricultural country.

Yours sincerely,

I am glad to hear that the Save Malaysia Stop Lynas group had finally decided to take their grievances to the Courts.

(Left; Demonstration in Australian Embassy. right; the latest briefings on legal actions to be taken)
This is exactly what I have advocated openly somewhere in April this year (when the issue went public) . I had been a strong advocate of a non-physical , professional, technical approach in our objections and caution towards the rare-earth industry.

When I state my opposition to any street demonstration instead of a civil , legal technical approach in opposing Lynas presence on our earth, I was misunderstood and seen to be 'pro-Lynas'.

When I state my opposition against Lynas, the opposition (particularly our MP Fuziah) had quickly claimed that even MCA is now supporting her. LOL !

That was then when Fuziah was having sole monopoly in her self-appointed role as spokesman for the anti-Lynas group until she was stopped and asked not to politicize the group for her own political ends.

She had blasted and twisted so many facts that her own colleague
PKR MP Indera Mahkota, YB AZan Ismail had distanced himself and admit
ted that it was Fuziah's personal approach.

PAS MP
Ulu Langat , Dr. Che Rusli couldn't stand the lies and spins of his party that he decided to come out to the open to speak his professional conscience.

Sadly, the issue was spin in such a manner that many turned emotional and radical and any perceived compromise or moderate approach will be seen as pro-Lynas. Reminds me of how the people who walked the moderate paths like Mahatma Gandhi , Abraham Lincoln etc were short dead because of radicals.

Now that many had sobered and calm down, I am happy to note that my advice of a 'Non-Violent' or 'Non-Physical' confrontation seems to be gathering ground and accepted.

Well ! The Government had made
a decision to allow the factory to be built and the People's Representatives (both YBs from Pakatan and BN) cannot disclaim responsibility as they had been approached and briefed somewhere in 2009.

Even the opposition
YBs had agreed to the project after the briefing and the project was approved and physical building was been constructed for a period of about 3 years without public knowledge but within YBs knowledge.

All YBs who have been given notice of the project ought to take responsibility for allowing the physical construction of the Lynas factory to be approved and commenced until near completion.

They have to take responsibility on the presence of
Lynas and the lies that the Government did this in a hush hush manner is proven to be a
n irresponsible lie. Any denial of sorts by YB is a blatant lie.

In fact, I had hold YB Fuziah responsible for resting her laurels in failing to take up the issue vociferously or via the Parliamentary channel as she should or could.

I had taken her to task for failing to submit specific questions regarding
Lynas approval in all the Parliamentary sittings for 3 years.

She had also failed to table a motion of urgency to oppose this project despite having more than 1/3 PR
MPs on
her side when the project was brought to her notice.

If she had done so and had exercised her Parliamentarian duties, she would had nipped the project at its bud instead of allowing it to progress for nearly 3 years before blasting it in the press or Parliament.

She
merely paid lip service by mentioning her concern in a debate in a Jawatankuasa Alam Sekitar debate but had since then kept quiet for 3 years, quietly bidding her time waiting for the right moment to blast Lynas when the General Election approaches.

Was it a calculated move and a strategic political maneuver to allow
Lynas to be physically built, knowing that this will be good political chips but will risk the Rakyat's health and safety in the event the Lynas commence operation...

Whatever her intentions, her failure to discharge her Parliamentary duties and putting the risk of her people to the possible commencement of operation by Lynas is highly irresponsible. Was this done purely in the interest of political strategy or just to play politics against the Government. If it is , it is unconscionable and irresponsible.

Calling for a physical combative approach and placing the public in danger by advocating physical demonstration is also unbecoming of a people's representative that ought to have exercised due diligence and her duty as a Parliamentarian.

To force the Menteri Besar to stop Lynas project at this juncture is unprecedented and highly irresponsible as this will be seen to be a collapse of our system since MB do not have the legal authority or jurisdiction to make such decisions arbitrarily.

Similarly the Prime Minister has to abide by the international standards and laws before making any decisions in order to maintain international confidence etc etc YB Fuziah had repeatedly mentioned that we must follow stringent international laws and practices but in this instance, she tried to bull-dozed or force the office of the Prime Minister to shoot from the hip or act like a cowboy with no consideration for propriety .

The PM had listened to the people and had responded by appointing Independe
nt International Atomic Experts from (IAEA) to provide the most stringent regulations and rules to be imposed on Lynas ( this was what Fuziah had repeatedly claimed , that we are not following the stringent international standards - she even lied in saying that we are following China standards) .

As such the only way to stop this project from operating is when they failed to fulfill the stringent conditions that have been imposed on Lynas as a result of PM interference.

In the meantime, to stop the completion of the factory physically will run foul of international laws and international practices and the nation will have to pay a heavy price for such brashful actions...We can however stop Lynas refusing their operation in the event the stringent conditions imposed are not complied with.

Thus the people must be patient and respect the law the way we wanted to be protected by the law too. The Rakyat of Kuantan must not fall for Fuziah's political trappings and calculated pitting of the people against the Government purely to cover her failure to exercise due diligence or discharge her duties as our Member of Parliament.

Losing the parliamentary seat of Kuantan is one thing but losing the nation's credibility will be a bigger lost ultimately if we do not act in a responsible and accountable manner.

Fakta tentang LYNAS

Artikel dari
http://unitmediakedah.blogspot.com/2011/10/fakta-tentang-lynas.html

Dr Che Rosli Che Mat

Apa dia orang nak kata, kata lah." (Dr. Che Rosli Che Mat, Ahli Parlimen Pas Hulu Langat, Selangor)"

Penang Gerakan - "be more aware of Guan Eng's claim."

Lim Guan Eng should provide details of his claim: Penang Gerakan chairman
KUALA LUMPUR: Penang Gerakan chief Datuk Dr Teng Hock Nan has criticised Lim Guan Eng for using the Federal Government debt restructuring exercise to claim credit in cutting down the state's debt by 95 per cent.

Dr Teng (pic), when contacted by The Mole said if it is not for the debt restructuring exercise for the water deal, the Penang Government would still be in debts with the Federal Government.

"As far as I am concerned, the restructuring helped the state government to settle its outstanding loan for 45 years. Under the agreement, this repayment will be an interest-free loan while Mengkuang Dam project will be converted to a grant," he said.

"I do not know what debts-cut Lim actually talked about," Dr Teng said, adding that it would be better if the Chief Minister could provide the details to support his claim.

Dr Teng admitted that Penang government previously had some outstanding loans for the water development and sewerage treatment projects.

Dismissing Lim's statement as just another publicity stunt, Dr Teng said, "If indeed Penang state government had managed to find its own fund to settle all the debts, they would make sure everyone in the country and even the world to know about it."

"People need to be more aware of his statement. He has been talking about how Penang government had been marginalised by the Federal Government without actually telling the truth, such as in this case."

A source from Suruhanjaya Perkhidmatan Air Negara (SPAN) confirmed that Penang state government had agreed to the debt restructuring over the water agreement which saw an exchange for a complete restructuring of Penang's RM 655.24 million outstanding federal loans.

However the source said the basis of Lim's claim could not be determined as the details were under the jurisdiction of Penang government and Finance Ministry.

Yesterday bloggers, SatD and Jebat Must Diehad refuted Lim's claim of cutting 95 per cent of Penang's debt by pointing out that it was only possible due to the Federal Government's debt restructuring exercise.

Jebat Must Die wrote that back in June this year, as a result of Lim's own poor leadership, he sought help from the Federal Government to re-categorise most of the state's debt into a Federal grant.

The Malaysian Insider on Wednesday quoted Lim as saying that the Penang state government "has sliced RM600 million or 95 per cent of the state's debt since the Pakatan Rakyat took over the state in March 2008."

Lim was further quoted as saying that the state debt as of September 2011 was RM29.66 million, in contrast to RM630.13 million in 2007.

"With such glowing figures in the black," the article said, "the Johor-born DAP leader could not help but point to his political foes helming Putrajaya which saw the national debt grow as much as RM190 billion or 71 per cent within the same period."

Jebat Must Die further wrote the Federal Government had "helped...Guan Eng to re-classify his embarrassingly huge state debts into an interest-free lease arrangement."

"Sliced 95% of state debts and then proceeded to criticise the Federal Government? What kind of a human being are you Lim Guan Eng?" the blogger said.

SatD who was the first to highlight on the issue published an article from The Edge Financial Daily on Penang's state government agreement to the water restructuring exercise which saw the state's outstanding loan of RM655.24 million from the federal government will be interest-free and rationalised by alienating state land-related water assets to PAAB for a period 45 years.

The article also read: "PAAB will lease back the water assets to PBAPP for 45 years and PBAPP shall pay PAAB a yearly lease of RM 14.56 million. Upon settlement of the lease at the end of 45 years, the state land will automatically revert to the state..."

The RM14.56 million annual lease for 45 years will bring the total sum to RM655.2 million.

PBAPP is the state-owned Perbadanan Bekalan Air Pulau Pinang while PAAB is Pengurusan Aset Air Bhd, a company under the Ministry of Finance.

Thus, SatD wrote, "you (Guan Eng) should say thank you to the federal government

New look, old style
INSIGHT
By JOCELINE TAN

Lim Guan Eng is sporting a new look but he is about to face some serious challenges as groups and individuals who had helped usher him to power begin to question his development policies.

PENANG Chief Minister Lim Guan Eng and his wife turned up for the State Deepavali open house in traditional Indian outfits, and Betty Chew even sported a pottu. But Penang being Penang, most of those at the do did not bother to dress up and some were casual to the point of sloppiness in their Bermuda pants and slippers.

As a result, Lim and his wife ended up looking somewhat overdressed and, well, rather bourgeois. On the other hand, his deputy Dr P. Ramasamy, who wore a white short-sleeved shirt and a long dhoti, resembled a Tamil proletariat from the waist down. But from the waist up, he looked like he was on the way to a DAP meeting.

Lim's Indian outfit was not the only thing that attracted attention. The DAP leader has undergone an image makeover. His trademark "Brylcreem look" is history and the heavily oiled, ah pek haircut has given way to a more updated layered look. His jet-black hair colour has also miraculously turned a more natural shade of brown. Okay, maybe it had nothing to do with miracles but everything to do with his hairdresser.

Even his wife sported a more sleek and stylish hairdo in the same soft brown shade as her husband.

In between his heavy schedule and the full-time war of words with his opponents, Lim has managed to squeeze in time for a makeover.

The quest to look young, also known as vanity, is no longer exclusive to women, and Lim, who is 50 and starting to look like his father, must have decided it was time to turn back the clock. But the image consultant behind his makeover should also advise him to ditch his street-fighter mode for something more sophisticated in keeping with his status.

Lim is terribly conscious of being Chief Minister; his Twitter name is cmlimguaneng while on Facebook he is CM Lim Guan Eng. But the way he carries on, it seems like he cannot make up his mind whether he is the Chief Minister or the Penang opposition leader.

Everything the other side says or does is bad, useless or hopeless. He comments on every issue under the sun whether at press conferences or via a string of press statements. In fact, he is known to hog the microphone at other people's press conferences.

His hardcore supporters love it but his style is beginning to raise eyebrows among the middle ground and the intelligentsia. Like everyone else, the Penang intelligentsia like a fighting cock but they also appreciate sound and persuasive arguments.

Lim is combative, defensive and thin-skinned all in one. For instance, when informed during an interview that Malay NGOs had complained that he refused to meet them, he said he did not want to meet racists.

When told that groups articulating Malay issues are not Malay racists just as politicians championing Chinese issues are not Chinese racists, he shot back: "No, they are racists. If you don't agree with me, you are also racist."

Some joke that he is from Batu Pahat and does not understand the more gentle mien of Penang people. They say he cannot change his personality the way he changes his hair colour. Others attribute his persecution complex and that me-against-the-world attitude to his opposition years.

DAP insiders say he is like that even with party colleagues; he bristles at mild criticism and any challenge to his view is taken as a frontal assault.

But Lim is about to face some serious challenges to his policies and decisions in the coming months. It is coming not only from the opposition but from groups and individuals who had helped usher him to power.

A great deal of Penang issues tend to centre around development and it is often about too much rather than too little development. Developers are a major driving force in the local economy but Penang is famous for its NGOs, and when the two groups clash, it is the proverbial match made in hell.

Penangites often demand a say on the development around them; they cannot be taken lightly because it was a protest against a plan to develop Penang Hill that led to the downfall of Tun Dr Lim Chong Eu in 1990.

The ground is rumbling again. Residents groups are holding meetings and threatening to picket against the high density development in the island's north coast which they say were approved by the authorities without assessing infrastructure capacities. As a result, the once scenic road from Tanjung Bunga to Batu Ferringhi is now an eternal traffic jam. One resident group even sued the state but the case was struck out.

"There are lots of unhappy residents. The main objection is the traffic that is piling up and there are still more projects ahead. You can imagine what it'll be like when the people move in," said one of the activist residents, Dr Leong Yueh Kwong.

Dr Leong is no ordinary protester. He is a former university professor and was a pioneer voice on environmentalism way before going green became fashionable or necessary.

The problem began under Tan Sri Dr Koh Tsu Koon who was under pressure from the developers. The current Chief Minister, said Dr Leong, seems to be going the same way.

But a bigger controversy has loomed in the form of the sPICE project, a proposed convention centre not far from the Penang airport. The state opposition has cried foul about it while the Penang Forum (a group of 14 NGOs) has met with the Chief Minister to voice its objection. Individuals in Pakatan Rakyat are concerned about the way Lim is pushing for the mega project that is supposed to put Penang on the convention-tourism map and generate tourist dollars.

But these groups claimed they are not getting answers about the terms of the agreement, the cost-benefit and scale of the project. The irony is that if Lim were still in the opposition, he would be leading the crusade against the project.

PKR politician Lim Boo Chang grabbed the media's attention when he spoke up on the hush-hush and rush-rush nature of the proposal.

"They talk about CAT (Lim's competency, accountability and transparency policy) but the whole thing is so secretive," said Boo Chang, who is also a municipal councillor on the island.

Boo Chang and another councillor, Dr Lim Mah Hui, recently caused a stir when they broke rank and voted against the Penang Island Municipal Council (MPPP) Budget. It was in protest against the way the MPPP allegedly bulldozed an upfront injection of RM50mil as well as a 99-year land lease for the project.

The two councillors are not alone in thinking that they are being treated as rubber stamps by the Chief Minister. They are asking questions on behalf of the ratepayers but have been painted as trouble-makers.

Said another councillor: "When we speak up, they say we are elected, you are not. They think their support is solid and the Chinese support for them has not reached the peak. They are confident of another sweeping win."

A proposal to develop the Penang Turf Club land is also under scrutiny by the NGOs. This is the same prime property that the state Barisan had tried to turn into the "KLCC of Penang" shortly before the last general election.

But the state did scrap a land reclamation project along Penang's so-called Gold Coast following protests from residents.

"Guan Eng is good at evading hot issues," said Nibong Tebal MP and former PKR politician Tan Tee Beng.

Tan made headlines about the "Kancil car park", a multi-storey car park built by the state at the foot of Penang Hill. The project did not have structural approval from the authorities but it was built anyway. According to Tan, the design is so bad that only a Kancil can negotiate the ramps, hence the nickname.

"The developer is PDC (Penang Development Corporation), the chairman of PDC is Lim Guan Eng, the car park is in his state constituency. And he says he is not to be blamed, come on," said Tan.

Lim is modelling Penang after Singapore and, according to the DAP's Karpal Singh, the state is "destined to be the second Lion City under the accountant Chief Minister".

Lim is confident the NGOs will not abandon him even though they are against his development ventures. What he is not confident of is the Malay vote.

The DAP has long touted itself as a party for a Malaysian Malaysia but Lim has been unable to portray himself as a leader of Malaysians.

Lim's ties with the Malays seem irreparable and his inability to connect with the Malay ground is a growing concern even among the non-Malays.

At a recent annual dinner of the Penang Medical Practitioners Society, a journalist was surprised when the table talk turned to how Lim seems to have lost the plot with the Malays. The table comprised doctors and their spouses and several of them asked what Lim had done in the past that made the Malays so suspicious of him.

The Penang elite are still willing to give the DAP the benefit of the doubt but they are deeply concerned about the way Lim has mishandled Malay issues. The elite are concerned because they have a lot invested in Penang, namely their careers, businesses, property and way of life. They got rid of Umno but now they are not sure what lies ahead.

Some think Lim should take a leaf from the Prime Minister – go down to the ground and mingle with the other races instead of staying in his Chinese comfort zone.

Lim is a man in a hurry. He came in making big promises – local government elections, a tunnel linking the island and the mainland, a tiger park, a monorail like Singapore's, and an international golf course, all of which are still up in the sky.

He is conscious of how Dr Koh left after 18 years without a project that captured public imagination. He wants to come up with a wow-project – or what some call "Guan Eng's Komtar" – before the next general election and he is not about to let anyone or anything stand in his way.

"All decisions lead to the CM and everything about the CM is about politics. Everything and every day is a political campaign," said a Penang lawyer.

Lim is planning to ride on the development ticket in the next general election or as one businessman put it, "it's like he is rushing to paint the town red by Chinese New Year".

His problem is that while red may be ong or lucky for the Chinese, it is not everybody's favourite colour.

Danger! Now you see it now you don't...

I am blogging from Tokyo and I was told that if you forgetfully left your mobile phone , camera, computer etc anywhere in Japan, you will still find it there intact when you realized it and go back to reclaim it.

That is the culture of "honor" and honorable value system that has been cultivated without having to resort to hand chopping or stoning to cultivate a safe and moral society as has been asserted by proponents of harsh punishments to deter crimes...

This is the problem with simplistic logic and failure to understand jurisprudence by advocates of theocratic state whose interest is more political than social. You don't see them going after the social problems created by drug abused , incest , abandoned babies , unemployment , academic failures, broken homes etc. Even if they show any concern, they fail to understand the root cause or the right solution to the problem as a result of their failure to understand the problems and factors associated.

I had once informed a PAS leader on the correct approach to take against these so called teenage social deviants that is prevalent in the Felda schemes who practiced random sex or "seks rambang".

Instead of demeaning them by arresting and subjecting them to patronising rants of sins or "dosa" or the wrath of God or Hell , we failed to comprehend the power of compassion and education. Instead of preaching God or religious rites of which the so called 'deviant' had questioned when she was raped by her father, we should have shown human compassion and educate her on sexual diseases or self respect that she lacks as a result being a rape victim.

She had questioned " Where is God and these religious bigot when I was raped?"

In comparison, she now felt loved and cared for when she made love to her lovers whom had also showered them with gifts etc. Whereas when she was raped, she only received threats and intimidation from her perpetrators. Thus to look down upon them or demean them with insults and intimidation of punishment of God will not work although it is simpler to adopt this approach instead of humane concern and compassion.

More often than not, PAS had failed to see the cause and the effect and yet they want to rule the nation or replace our secular laws with theocratic laws like "Hudud' in the name of God. Their simple mind ans assertion that have been oft repeated is that secular laws are "man made" whereas "Hudud" is "God send" and that gives them the right to over rule or run rough over our statutory or constitutional laws drafted , debated and passed by the Parliament by representatives of the people in the name of democracy.

PAS had been the most inconsistent political party in Malaysia yet they have the highest moral standing and credibility....that's politics and that is Malaysians !

I must blame most BN politicians for their failure to go beyond criticizing PAS for their militant stance on dress code ; protest against concerts ; banning of beer drinking, serving or selling ; banning of movies ; protest on apostasy etc which to a larger extend is merely a political stance and assertion by PAS that they are of higher moral standing than Umno/BN. Simple as that!

PAS is crafty enough to know that repeated attacks will numb the feelings and intellect of the people in time whereas will further re inforce their die hard supporters support for them. Couple with the fact that Malaysians are by and large Muslims and Muslims are the dominant player and determinant of the political victor in the long run.

PAS had in the past been ridiculous and all that... Tok Guru Nik Aziz who is responsible for many ridiculous policy statements is also the ultimate authority on policies and laws via the Council of Elders that he chairs.

He has even gone on record to advocate that women who exposed their "aurat" or failure to cover their faces and limbs "ought to be rape" and they deserved it. This was said in public and was responded with claps and laughter from the audiences consisting of only males. Some could be harboring to execute their acts of rape on these 'deserving victims " as propounded by Tok Guru Nik Aziz. No wonder Kelantan of which Tok Guru is the Chief Minister has the highest incidences of rape and incest...

Thus PAS had got away with acts of dumping TV into the river ; segregating man and woman ; forbidding the wearing of make-up and lipsticks ; banning fun-fair , dances , concerts , etc.

PAS had chastised Umno for failing to implement Hudud and even disown their Muslim brethren in Umno for working together or compromising with "Kafirs'. That was in the 80s post Iran Revolution when political Islam was at its worst. PAS had changed their mask after 911 when Islamic extremism was frowned upon...

In fact PAS had even advocated that Non-Muslims caught "khalwat' with Muslims ought to be penalized in the name of "Justice" as it is not fair to allow them to be sin partners and be Scott free. Why should Muslims alone be penalized ?

The dichotomy of the laws intended by PAS will be more obvious and more 'unthinkable' decisions and rulings will be introduced as PAS become more powerful and influential. Once they conquered Umno stooges, PAS or AnWar will then be changing their faces faster than the 'mask changing' or 'bian lian' acts of any DAP Ah Qs performances on the stage.

As usual DAP will just side-step or sidelined themselves from any religious controversies by playing the blame game or being in a false denial without taking responsibility of empowering extremist religious PAS over moderate racial Umno in a Malay/Muslim dominant society....

Upon PAS ultimate victory over Umno, the Malay/Muslims shall unite once again in the name of religion and race and DAP will be a sideshow once again with no Mca to blame !

Presidential Address of MCA President Datuk Seri Dr Chua Soi Lek at the MCA’s 58th Annual General Assembly – THE NEW DEAL

Presidential Address of MCA President Datuk Seri Dr Chua Soi Lek at the MCA's 58th Annual General Assembly – THE NEW DEAL

October 2, 2011

1. A big welcome to all leaders of Barisan Nasional component parties, and my sincere thanks to the honorable Prime Minister Datuk Seri Najib Tun Razak for being with us today to officiate the AGM.
2. This is probably the last AGM before the next general election which can be called anytime from now.
3. The election date is on everyone's mind. We should all be prepared for the general election.
4. Sir, we are glad to report that after fresh party polls last year, the MCA has emerged as a more united and stable party.
5. However factions remain at some divisional levels. My fellow comrades, we have to put our differences aside and confront our enemies as One Team.
6. We should all be big-hearted and compassionate. The best gift to your enemy is forgiveness, and to your opponent, tolerance. If we practise these values, the MCA will be stronger with each passing day.
7. If we cannot get support from within our own ranks, we cannot expect to get support from outside the party. We have to discard factional politics and move ahead.
8 . Our political opponents are not our own comrades but Pakatan Rakyat. We must stay focused on our objectives.
9. Sir, as we enter the final phase, we should not send the wrong signals suggesting that we take different stands.
10. We must speak with one voice. Let us not forget the proud history of our founding fathers' struggles and sacrifices that have brought this nation this far.
11. BN has laid the foundation where the country's major races has created a powerful consensus for peace, prosperity and stability.

THE NEW DEAL
12. Sir, you have undertaken the Government Transformation Programme and the Economic Transformation Programme to ensure that we become a high-income nation by 2020.
13. I applaud you for the changes you announced in conjunction with Malaysia Day – to do away with the ISA and Emergency Laws and to liberalise the Printing Presses and Publications Act.
14. It takes political will and MCA supports you 100 per cent on this. Laws, policies, ideologies and beliefs that have outlived their relevance in today's political landscape must be changed.
15. If we do not do away with them or adapt them to the times, they will act as stumbling blocks that will impede the progress of the country and its people.
16. Mr Prime Minister, I urge you to take one giant step forward and offer all Malaysians a New Deal for the future - A New Deal that epitomises the very core expectations and aspirations of the people at large.
17. Policies formulated immediately after 1969 must change with the times. That is because the world has changed. Back then, China was still a closed economy, a closed country in fact.
18. The world has changed. Malaysia cannot sit still when every country around us is moving ahead with more progressive policies that do away with ideological dogmatism.
19. Sir, the new leadership of the MCA wants the NEW DEAL to also embrace a government that is constructive and which can unite all races. We must always pursue the middle path, reaching out to a younger generation who may feel alienated.
20. We want a nation that is fair, democratic, transparent and inclusive of all Malaysians. We want a middle Malaysia, where the voices of the rakyat are heard.
21. We are for a caring Government that takes care of everyone's needs and expectations, from education and employment to security and law & order, as well as the impact of inflation.
22. Mr Prime Minister, 54 years ago the then leaders of our two major parties, Tunku Abdul Rahman and Tun Tan Cheng Lock and Tun Sambanthan of MIC, sat down to work out a new agreement that promised a place for people of all ethnic groups in an independent Malaya.
23. Six years later, Malaya was expanded to become Malaysia. That was the New Deal of that time. Today, Malaysians want a new New Deal. Malaysia needs a New Deal for the future.
24. A New Deal that gives every Malaysian, their children and grandchildren confidence and hope that their future is in Malaysia. Today may not be the time for us to go into specifics of what the new deal should be, but let us agree to sit down and work out this new deal.
25. But at the outset, let me say this new deal does not have to be seen as an attempt to completely rewrite the so-called Merdeka social contract.
26. I know there will be groups who will attack me for even suggesting it. But let us be bold and brave enough to rework it to make it more suitable for the times and to meet the aspirations of all Malaysians.
27. The aspirations of the younger generation may not be the same as ours. As the government and leaders of the country, we must tailor our policies and programmes to the young.
28. They must have faith that their aspirations can be met, and that we will facilitate those aspirations and not be a hindrance to them. Let us not allow the baggage of the past to be a millstone around the necks of our children and grandchildren.
29. For what does a country have except for the energy, intellect, confidence and skills of our future generations. That is why I say we must offer them a New Deal for the future.
30. And we, the current leadership of BN must do it. As a founding member of the Alliance that got us Merdeka, the MCA will support you and work with you on a New Deal for all.
31. Let us rise to the occasion, let us rise above narrow self-interests. The time to act is NOW.

DEMOCRACY UNDER THE NEW DEAL
32. The MCA believes that there should be more channels for peaceful dissent.
33. The government should listen more to concerned Malaysians who are now more vocal, active and politically conscious than before.
34. As leaders, we must always be ready to listen. Politicians should never pretend to know everything.
35. The MCA proposes that designated places and designated routes be allowed for protest. Applications for police permits must be transparent.
36. The police should be deployed only for controlling traffic. The organisers should ensure that the demonstration is peaceful with no threat to human life and property.
37. Political transformation should go beyond the politics of cohesion, the politics of threat and the politics of race. We should rise above all these and take political recourse in a different dimension. We should take politics away from the heat of race and religion.

THE NEW DEAL FOR THE MEDIA
38. Sir, you have liberalised media controls by not requiring newspaper companies to renew their permit annually.
39. The MCA feels the press should have the liberty to exercise self-control. Already there are laws such as the Sedition Act and Official Secrets Act to check on any deviation or wrong committed by the media outlets.
40. Ultimately we should work towards abolishing the Printing Presses and Publications Act, and set a time frame for that. The government has to be bold and confident to take such steps.
41. There is now no level playing field between traditional and new (online) media. The print media is subjected to various laws, but new media seems to have a free hand. There should be no such discrimination.

ECONOMY
42. The MCA is optimistic that the ETP under your leadership will propel our country to become a high income nation by 2020.
43. The award of projects should not be based on a "know-who" basis.
44. There should be no more cronyism or nepotism. It breeds corruption and promotes unfair business practices.
45. The rakyat want a more just society and a fairer business environment that emphasises meritocracy, inclusiveness and transparency.
46. Doing business should also be simpler, minus all the red tape.
47. The government should also continue with initiatives to liberalise more economic sectors. This is to enhance competitiveness and promote productivity, spurring us to be more innovative.
48. We support the government's policy of open tender and reducing red tape to create a competitive and business-friendly environment.
49. Sir, under your leadership, Malaysia has become more competitive in moving from the 26th position to the 21st spot in a recent Global Competitive Index survey.
50. The MCA subscribes to affirmative action based on needs and merits, and expects the Government to continue to transform the nation to achieve a high-income status.
51. If any particular group is poor, it must continue to receive help.
52. This is to make sure that all Malaysians benefit, as the government is committed to ensuring that all Malaysians do well.
53. BN should take the lead in pursuing a Middle Malaysia and give the rakyat a bigger voice.
54. This must bring hope and inspiration to the people. It must offer pragmatic and achievable policies, not mere slogans, like Pakatan Rakyat.
55. Barisan must not be distracted by the divisive and populist policies adopted by Pakatan such as dishing out RM100 for the elderly, which may seem useful but more needs to be done.
56. The government's duty is to reassure all Malaysians that they have a rightful place in the country. All Malaysians will benefit as the country develops to become a high-income nation by the year 2020. The expanding economic cake should be shared fairly and equitably by all Malaysians.
57. Bumiputras should not be jealous of the success of non-bumis, and non-bumis should also not be jealous of the progress of bumiputras. We are 1Malaysia.
58. If we want to attract Foreign Direct Investment and stay competitive, the real competitors are not fellow Malaysians but the outside world.
59. We need to see the emergence of successful Malaysians. We need to see that all Malaysians do well.
60. Of course Pakatan, being the divisive factor of the nation, will spin the idea that they can take care of the needs of all Malaysians. They always talk but don't walk the talk, being consistently inconsistent.
61. Populist policies merely generate a "feel good" factor but don't really address people's needs. Populist policies alone don't guarantee high income or better living standards.
62. The NEW DEAL – the Government transformation programme, the economic transformation programme, and the political transformation programme – under your leadership, is the real change that the rakyat expect.
63. Pakatan Rakyat has not undertaken any transformation other than spinning half-truths, distorting facts and packaging themselves to look good.
64. We must convince the rakyat that we are nation-builders, and Pakatan Rakyat is just hungry for power.

MINIMUM WAGE POLICY
65. The MCA hails the setting up of the National Wage Consultative Council to address the concerns of the workforce. It is an initiative of a caring government to raise the living standards of the people.
66. To facilitate its work, the Council should have representation from the private sector, trade unions and professional bodies.
67. It is wrong to say that a minimum wage policy will render our country less competitive. Instead, it would help Malaysia produce a better quality workforce with improved skills and knowledge.
68. We should become less dependent on foreign labour.
69. A minimum wage policy can be productivity-driven. That would make our workforce more marketable than that of neighbouring countries.

COST OF LIVING
70. With rising food and commodity prices, all Malaysians are confronted by the rising cost of living.
71. Although the government heavily subsidises health care, education, housing and fuel, the rakyat seldom realise it.
72. The middle and lower income groups now find it difficult to make ends meet.
73. The government should further mitigate the hardships of the people through special one-off monetary relief like cash handouts to the poor, senior citizens, pensioners including assistance for school books, uniforms and transportation for school-going children.
74. The government should also consider some form of monthly allowance for the poor. This would greatly help them overcome hardships in their household expenses.

ENGAGING THE PEOPLE
75. Sir, the government of the day is expected to engage fully with the rakyat.
76. The various ministries must therefore be made to engage with the rakyat online.
77. We know that you adopt a more personal touch by using Twitter, Facebook and your blog to engage with the people.
78. Sadly, it has been perceived that one or two BN leaders are aloof, arrogant and abusive.
79. Some are also known to be loose cannons. They get into the headlines for the wrong reasons.
80. For the sake of stability in BN, the MCA has not responded in a way it perhaps should. The attitude of this small group of BN leaders has not gone down well with the rakyat.
81. They project themselves as a "big brother" or rather bullies.
82. Sir, they seem to have been afflicted with the "four diseases" you have diagnosed: delusion, amnesia, inertia and arrogance.
83. If allowed to fester, it will heighten the people's anger and negative perceptions of the BN and the government.

EDUCATION
84. Sir, we are heartened that the police have been encouraged to learn at least two additional languages besides Bahasa Malaysia.
85. It is good to foster greater interaction, unity and progress through social diversity.
86. However this should not apply to the police alone. Under the NEW DEAL, all front-liners in the civil service should be multilingual.
87. Language is an important communication tool. The MCA would like to express its support for the usage of mother tongue languages in the teaching of Maths and Science in all primary schools.
88. Likewise the MCA supports the teaching of Maths and Science in English or Bahasa Malaysia in secondary schools. Parents should have the right to decide on the language used for their children's education.
89. A timetable should also be set for the authorities to make English a compulsory pass subject in the SPM examination.
90. Mother tongue languages should also be encouraged and eventually made compulsory in all national schools (Sekolah Kebangsaan).
91. If such initiatives are planned properly with a staggered timeline, they are achievable.
92. Remove classes should be maintained and there should not be any arbitrary decision taken by headmasters to exempt certain students.
93. I would also like to record my sincere thanks to the Prime Minister on his decision to offer scholarships to all students with 8A+ in their SPM examination, regardless of their ethnicity.
94. Of the 4,000 recipients who received JPA scholarships this year to study abroad and locally, 1,648 students are Chinese.
95. Also, 88.6 per cent of Chinese students had successfully enrolled in local public universities.
96. Mr Prime Minister, if the award of scholarships in public universities and entry into IPTA were based on merit, we are confident that the brain drain will be greatly reduced.
97. The MCA hopes that such a move will be made to curtail the outflow of talented people to other countries.
98. I would also like to record our appreciation to 1Malaysia Development Bhd for awarding scholarships to the top 50 Unified Examination Certificate holders pursuing higher education.
99. The recipients were awarded scholarships valued at RM45,000 each, without any bond attached.
100. Our party firmly believes that the socially and economically disadvantaged groups should be given help irrespective of race or creed.
101. Ladies and gentlemen, this year also marks the first year when UEC students have been admitted to teacher-training colleges.
102. My fellow comrades, it's time for the government to admit UEC graduates into public universities. The government should seriously give due consideration to this matter.
103. Because of the importance of mother-tongue education, some quarters would judge the government on how it manages the role of the Sekolah Rendah Jenis Kebangsaan.
104. Sir, under the new deal, the community expects more Chinese schools to be built and more allocations from the government, but not on a piecemeal or ad hoc basis.
105. The community views the performance of the government based on how it treats Chinese primary and independent schools.
106. A little more generosity would dispel any notion that the government has neglected mother-tongue education.
107. More allocation and new Chinese schools will deny the Opposition the opportunity to exploit the situation by claiming that Chinese schools have been marginalised. In this context, the MCA hopes that the coming Budget which will be tabled by you Sir, who is also the Finance Minister, will grant a special allocation of RM30million to the conforming schools.
108. The MCA will continue to work to provide affordable and quality education through KTAR and UTAR for all Malaysians. Together they have produced 185,000 graduates, and today both have a student population of 42,000 students.
109. The annual intake of UTAR and KTAR is about 20,000 students, and this constitutes about 20% of the 100,000 Malaysian Chinese students entering into tertiary institutes yearly. These two institutes have and will continue to assist significantly in the training of professionals and skilled manpower for the nation.
112. To further upgrade KTAR, we have engaged the MOHE to elevate KTAR to University College status.
111. To further liberalize the learning environment of our universities, MCA believes that Sections 15 and 16 of the Universities and University Colleges Act (AUKU) should be amended to allow students and lecturers to be engaged in political activities. This is to respect their rights as voters.
112. The MCA will play a bigger role in training skilled workers as part of our effort to support the ETP. The MCA has signed an MOU with 6 Taiwan Universities, and we are glad the MOE Taiwan will sponsor 300 Malaysian students every year.
113. The first batch of 126 students left for Taiwan in Septembe
114. Sir, the MCA has just launched a RM 30 million 1MCA education loan scheme for poor students, irrespective of race. The first 5 years of the loan is interest-free. This loan fund will benefit at least 250 students annually.
115. As a political party, we have invested a lot of resources in education. We have definitely done more than the DAP, which continues to pay lip service to people's needs.

CANDIDACY
116. We support the Prime Minister's view that only winnable candidates should be selected to contest in the coming general election.
117. This is to ensure that aspiring leaders come only from those who are committed, hard-working and have a good track record.
118. The winnable candidates should not be the president's candidates or the division chairman's candidates, but ideally the rakyat's candidates.
119. The MCA will have a line-up comprising young, middle-aged and mature candidates, with priority given to the younger generation.
120. We are open to any new arrangement of seat allocation within BN. The MCA's principle is that as long as the component party can win, we will support it.
121. We trust your leadership and the political wisdom of component party leaders to ensure a win-win situation for BN.

PARTY MATTERS
122. In this AGM, delegates will also pass a resolution that the party will not take up any appointed government posts if the MCA does not fare better than in the 2008 general election.
123. Such a move is to respect the wishes of the voters that we cannot continue to be the voice of the government if we do not get the support of the people.
124. This decision should not be construed as a threat, but rather as respecting the wishes of voters.
125. If there is a threat at all, it is to the party and its members and definitely not the voters.
126. Hopefully this decision will create greater awareness of the need for unity among MCA members that the survival and destiny of the party are in their hands.
127. However, BN should be forewarned that if the coalition government does not perform to the expectations of the Chinese, the community will not support the MCA, hence denying Chinese representation in the government.
128. In a multiracial country, the federal and state government should have the support of all Malaysians and the government should have the support of all Malaysians, not just the support of one or two communities.
129. Malaysia is blessed with a multiracial society. And in a diverse nation, no race will get all that it wants and no race will be denied everything it asks for. All we seek is shared success.
130. If the DAP's victory can ensure that the problems confronting the Chinese can be resolved, the MCA will not be jealous of the DAP's success.
131. Due to their non-stop attacks to discredit the MCA, the DAP has projected itself as a political superman that can solve all problems confronting the Chinese Community.
132. However its performance in PR states proves that it is No Superman.
133. We have our past baggage, but the present generation of MCA leaders should be given a chance to prove that they are worthy of support.

POLITICAL REALITY
134. After the March 2008 election, the people were very optimistic that there would finally be a two-party system. Unfortunately it only gave rise to intense politicking, which has been divisive.
135. Pakatan Rakyat has never stopped exploiting issues to gain political mileage, from the death of Teoh Beng Hock to Bersih, and even the proposed parliamentary select committee on electoral reforms. They even regard the communists as heroes fighting for true independence.
136. All they want is to create the idea that Barisan Nasional cannot do anything right.
137. The rakyat will not be hookwinked by Pakatan because of BN's track record of nation- building.
138. The Government Transformation Programme and the Economic Transformation Programme under your leadership has given rise to hope that we will become a high-income nation by 2020.
139. Pakatan states have not initiated any change, let alone a transformation. They are good at publicising and branding themselves, and claiming credit for the little that has been done.
140. If they have done well in attracting Foreign Direct Investment, it is because of the federal government that has provided the economic stability, incentives and infrastructure to enable investors to make a decision.
141. It is not the sole effort of any particular state.
142. The DAP will continue to package itself as a multiracial party, hiding its true colours as a mono-ethnic party. They will place some token Malay candidates in Perak and Selangor with the hope that if they form the government, then the Malay candidates can be the Menteri Besar.
143. The DAP in its campaign says it must punish the BN led by UMNO. To do that, it is pitting Chinese against Chinese, putting up candidates to contest against Gerakan and MCA candidates.
144. This clearly runs contrary to its claim of being a multiracial party.
145. To test its claim of multiracialism, it should contest in Malay areas and prove its worth and acceptance by all communities.
146. By pitting Chinese against Chinese, the DAP has merely created a political system where non-Chinese form the government and Chinese end up as the opposition.
147. This will ultimately lead to a two-race system, not a two-party system.
148. In Sarawak, they have succeeded in reducing the Chinese representation during the state elections. But they did not succeed in removing the Chief Minister there.
149. The reality is that out of 222 parliamentary seats, only about 46 are Chinese-majority. If the Chinese wish to vent their anger against the government by voting against BN, the most they can secure is 46 seats.
150. Any Chinese-based party needs to work with a Malay-based party to form the government. This brings us to a pertinent question: who is Pakatan Rakyat's Prime Minister-in-waiting?
151. Until today, I have been asking that question but no answers have been forthcoming.
152. Who is Pakatan's Prime Minister-to-be? The rakyat have a right to know: is he Anwar Ibrahim, Hadi Awang, Karpal Singh, Lim Kit Siang or Lim Guan Eng?
153. For all our imperfections, people know who our Prime Minister is: Datuk Seri Najib Tun Razak.
154. Where are the accountability and transparency, and where is the freedom of information that Pakatan has been shouting about?

DESTINY OF PARTY/BN
155. The political situation today has become more challenging. There is only one option, and that is to work hard.
156. It is the duty of every party member to ensure that every MCA and BN candidate wins in the coming general election.
157. We have to stay united, be focused, work hard, be people-friendly and strengthen the party machinery so that Pakatan's march to Putrajaya will remain only a dream.
158. The MCA also reaffirms its commitment to the Chinese community that the new MCA leadership is sensitive and responsive to its needs.
159. We will continue to have a role to play within the government and be its voice in government.
160. Sir, we are with you all the way in facing the coming general elections.
161. We trust in your political wisdom and leadership to lift Malaysia to the next level of progress with renewed vigour.
162. Mr Prime Minister, we will make sure that together we will defend Putrajaya with resounding success.
163. We in the MCA are committed to this task more than ever.

Thank you.

Another Pakatan Supporter Seeing The Light of Day.

By Jason Tan Tjx - a facebook acquaintance. Many more youngsters who had matured in their political worldview are making the right decisions courageously. I am surprised and please to receive this confession today. Shen Yee Aun another staunch Dap member and supporter who was a top Malay debater had also contributed articles to my blog upon seeing the Light of Day.

Chinese: Never too late to return to the fold

As the 13th general election loom large, both the Barisan Nasional and Pakatan Rakyat had upped their game to a whole new level, in order to win over the hearts of the electorate. Some view Pakatan Rakyat as a viable coalition to take our Putrajaya, citing corruption and inequality as the stumbling blocks of BN to effectively govern the country.

One of the major reasons why Pakatan Rakyat gained significant inroads in the previous election was due to the sudden swing of Chinese and urban voters towards the opposition. What most of them dint realize back then was the incompatibility and differences among the coalition parties in Pakatan Rakyat. They were blinded by the prospects of PR governing the country, after being promised the skies, moons and what not.

The fairytale of Pakatan Rakyat dated back to 1999, when PAS and DAP spearheaded the then-Barisan Alternatif, together with a Anwar-less PKR. The coalition gained significant inroads in the Malay heartland, thus sweeping the prized state rule in Kelantan and Terengganu. It was a matter of time that the coalition would crack, and ultimately it did in 2001 when DAP cut all ties with the Islamic party. The reason is simple. DAP's ideology was to maintain the status quo of secularism while PAS had been pushing for the implementation of hudud and ultimately turning Malaysia into an Islamic state. 2 parties with ideologies stretching from one end to another end of a spectrum are bound for failure.

Interestingly, the divorced couple reunited a decade later. The difference this time around is the existence of the most convincing mediator on planet: Anwar Ibrahim. Infact, mediator is an understatement, for the tight-knit bond he managed to create between the 2 parties out of nothing. Instead, the something, was the Pakatan Rakyat common policy framework and most recently, the Buku Jingga. The contents, however, are no more than reforms currently being pushed by Prime Minister, Najib Razak.

Yet, Pakatan Rakyat never dealt with the Islamic state and Hudud issue in the Common Framework or Buku Jinnga as if the issue had been buried. Most recently, and inevitably, the issue resurfaced. Anwar Ibrahim, with a part of his mind on the Malay voters, called for Hudud to be implemented in Kelantan. This claim was immediately backed by Nik Aziz, the spiritual leader of PAS. Many saw this coming, despite PAS declaring that it is abandoning its Islamic state stance during its General Assembly recently. It was also a matter of time when PAS unleashes its true inner self of championing Hudud and Islamic laws, and this was proven by Nik Aziz's statement. In fact, they are ready to ditch DAP and Karpal Singh's 'over-my-dead-body'. All of a sudden, DAP was caught in the dark. Abandoning the coalition was never an option for the secular party, because of their zealousness to take over Putrajaya. Silence and gag-orders immediately followed, as DAP leaders dismissed the issue in the most convenient way. Long gone are their principles of equality and secularism, as the quest to defeat Barisan Nasional in the upcoming elections totally blinded their vision. It was also déjà-vu for DAP, as they turn running-dogs for PAS and PKR, after labeling MCA as one to UMNO for the past few decades.

On the Barisan Nasional front, mixed views about Hudud were being heard, most notably, Muyhiddin's support for its implementation. This initially brought tremors across the BN faithfuls, but Najib stepped up and cleared all dusts by announcing that Hudud and Islamic laws will never be implemented by the ruling coalition. This view was shared by MCA and Gerakan leaders, who had been vocal in calling out against its implementation for decades. Knowing that such laws would disrupt peace and harmony of a multi-racial country, Najib turned his back on Hudud despite knowing that it would disappoint rightists and ultras within the country, and ultimately causing the lose of votes. Yet, he established his slogan as 'Prime Minister for all' in convincing fashion with this declaration and certainly stamped his mark as a brave Prime Minister who adheres to principles of 1Malaysia. Coupled with the proposals for the abolition of Internal Security Act, Emergency Ordinances, and also the review of Printing Presses and Publication Act, he is one who walks the talk and is eager to transform Malaysia into a democratic country. Such reforms take massive will and courage and he certainly deserve applause from all Malaysians.

However, many might still dismiss the reforms as political gimmicks, but to tell the truth, real political gimmicks are those who champion 'Welfare State' one second, and 'Islamic State' on the other. Real political gimmicks are also when you promise the Chinese and Indians one thing, and to the Malays another, a skill honed to perfection and precision by Prime-Minister-in- waiting, Anwar Ibrahim. If you are one to believe and insist to live by the realms of fantasy that Pakatan Rakyat will be the most holy government and PAS will work together with DAP without any qualms or conflicts, time will only prove u wrong.

Therefore, urban and Chinese voters MUST reconsider their position and stand in today's modern world. Are you ready to be governed by the yet-to-be-unleashed beast of PAS, or you are contented with the status quo of secularism. Ballot papers are in your hands, therefore, it is not too late to make a late switch and turn back to a established party who are willing to change. With that, quoting Pete Teo, Undilah!

Wily Willing PAS...

READ THIS IN 2009 : The Jelutong Tiger is no political liar...

DAP chairman Karpal Singh wants PAS president Datuk Seri Abdul Hadi Awang to state "once and for all" an irrevocable stand against the setting up of an Islamic state.

"There should be a finality to the issue. He should do this for Pakatan's sake," he said.

Karpal Singh said that DAP had set a precondition that PAS would not implement the hudud law before working with them in the 1999 and 2008 general elections.

Karpal Singh said that DAP only decided to assist PAS in the coming by-election after PAS vice-president Datuk Husam Musa retracted his statement that hudud laws would be introduced if Pakatan had formed the federal government last Sept 16.

If there was no retraction, DAP would have to boycott the campaign. We are very clear on our stand.

READ THIS http://tilianker.blogspot.com/2009/01/karpal-jelutong-tigerthis-lawyer-has-my.html

Kelantan Menteri Besar Nik Aziz Nik Mat said it did not matter to him if the DAP wanted to quit the Pakatan Rakyat coalition if PAS were to go ahead with its plans to implement hudud laws should it come into power.

He addNONEed "DAP had previously pulled out from the opposition pact Angakatan Perpaduan Ummah (APU) because of this (implementing hudud laws).

"If now they want to do the same (pull out from the Pakatan coalition because of hudud laws, that is their problem," he told reporters after attending a civic function at Pusat Tarbiyah Islamiah Kelantan (Putik) in Kota Bharu yesterday.

Many failed to see the issues here is not about Hudud or its implementation .

More importantly , it goes to show that DAP despite its "holier than thou ' posturing all this was riding on MCA's predicament vis a vis their relationship with Umno and being a loyal servant of the Chinese community.

Despite being placed under unfavorable circumstances, Mca had served and delivered to the Chinese community unconditionally.

This was during a time when UMNO/PAS was all almighty and powerful after Malays emerged as the real political winner post 1969 whereby Umno and PAS had joined together to introduce the New Economic Policy emphasizing on the restructuring of the national wealth albeit from Chinese to Bumiputras.

Whereas the racial political balance tilted in Malay favor as a result of UMNO from Alliance joining forces with PAS from the opposition to form. They have formed the backbone of Barisan Nasional.

DAP under the stewardship of Lim Kit Siang can only pour venom , anger and hatred towards MCA - keeping MCA politically weak and in check .

It was an open secret that MCA candidates in the 70s relied heavily on Malay votes to win the general election and every time MCA regained some grounds, some UMNO personalities or government servants will made some abrasive and provocative statements come election time to ensure DAP continues to win more seats than MCA. This ensure MCA is perpetually weak and in check. That is realpolitics at play whereby the pendulum theory of votes swinging from MCA to DAP is a trend calculated or otherwise. Sometimes I wonder whether DAP was kept relevant to check on MCA.

The fact is Malays are unwilling to give up their special position as a race nor to compromise on the official status of Islam. The fact is DAP played on the wishful thinking of the Chinese for a race free politic in Malaysia.

However Malaysia is very unique in that , it has a constitutional and institutional racial and religious tone. We cannot deny the special privileges of the Malays enshrined under our Federal Constitution. We cannot deny the institutional presence of the Majlis Raja-Raja Melayu whose constitutional duty is to protect and safeguard the interest , rights and privileges of the Malays and Islam.

Coming back to my point of political realities and political principles. The recent Hudud issue shows that our politicians from both divides cannot be trusted on political principles as our political market are emotionally driven and sentiment of the day prevail over principles.

PAS is willing to shelf their Hudud Laws when there was an opportunity to dethrone Umno/BN post 308.

PAS has been around to know that the Malay political mindset is equallydivided between Umno (race ) and PAS ( religion) and the Non-Malays can be the Kingmaker therein.

Coupled with the fact that PKR had captured the imagination of the middle political ground of diverse racial/religious background , shelving the Hudud or Taliban agenda is politically strategic. Once BN is being dethroned, Umno will disintegrate and PAS can than capture the re-alignment of forces by uniting the Malays and Islam under the umbrella of PAS.

DAP is never taken seriously by PAS and they know its a matter of time whereby a divorce with DAP is inevitable.

PKR Adviser AnWar Ibrahim had articulated quoting the Quran and Hadith on why Hudud ala PAS cannot be introduced or implemented in multi-racial Malaysia. I was deeply impressed by his arguments but alas that was then , when he was the Deputy and future Prime Minister of Malaysia. Thus his chameleon change of stance from "SAY NO TO HUDUD" to " YES HUDUD" is typically AnWar. I need not elaborate further on AnWar and PKR as they have in a very short span lost all their political credibility for inconsistency.

Lastly, we will remember the only principled guy in DAP's famous last words of "Cross My dead Body if hudud is to be implemented'. Karpal Singh had said that and DAP had withdrawn from Angkatan Perpaduan Ummah at a time whereby both the DAP dinosaurs have lost to MCA and GERAKAN candidates as a result of the Chinese fear of PAS Talibanese style ala Amanat Hadi and Iran Revolution (Ayatollah Khomeini).

It must be remembered that PAS removed its mask of radicalism , condemning UMNO as KAFIRs for working with NON-MUSLIMS was a result of change in sentiment towards radical Islam after the 911 incident.

The transformation of Pas Taliban style of KAFIRING Umno to PAS liberal ala KHALID SAMAD and attending CHURCHES to reach out to CHRISTIANS was a clever political maneuver that is typically of PAS. PAS political cunningness of exploiting the rural folks , the suraus , Iran Revolution , Malay poverty etc is a result of skill acquired from a tradition of fighting an uphill battle against UMNO.

WHEREAS in the 90s , DAP suffered and PAS gained ; the present scenario seems to suggest that PAS will suffer losses to Umno as evident by the past 3 by-elections losses by Pas candidates to UMNO. Realizing this , the wily PAS Mursyidul Am Tok Guru Nik Aziz had sound the HUDUD clarion call to regain lost grounds from UMNO knowing that MCA unlike DAP will not keep quiet or compromise on Hudud.

True enough the President of MCA Datuk Seri Chua Soi Lek had threatened to withdraw Mca from BN whereas DAP's Lim Kit Siang that will be the first to fire a salvo on any issues had managed to maintain an elegant silence.....

I had been asked why i had failed to blog on Lynas as it has been highly publicized as a local issue.

Firstly, I must concede that I have been a layman in the matter of rare-earth as an industry and its public hazard level.

Secondly. I had lead a joint delegation of Kuantan MCA , Indera Mahkota MCA and Paya Besar MCA Divisions (including YB Pang Tsu Min, Senator Ng Fook Heng and YB Chang Hong Siong somewhere in March to meet both the MOSTI Minister , Datuk Seri Maximus Ongkili and Health Minister Datuk Seri Liow Tiong Lai to register our concern and convey the public anxiety on the imminent health hazard of the project.

Upon approaching the Ministers and upon receiving their Ministerial undertakings as well as the Prime Minister's undertaking that the public interest will not be compromised in any manner, we have decided to approach the Lynas issue in a civil, responsible , discipline , scientific and legal manner.

We as local leaders have to be responsible in our engagement with leaders of the Prime Minister and Ministerial stature when an undertaking had been given. We cannot disregard their office and responsibilities especially when a public undertaking have been given.

We cannot undermine or pre-empt them when they have yet to discharge their duties or the reorts have yet to be tabled before them for a decision. The due process has to be adhere to in order that our nation and our leaders continue to receive respect from the international society.

However many have then expected MCA to take a militant ala road protest of the issue along the manner advocated by Kuantan Member of Parliament YB Fuziah Salleh.

She and her cohorts had cleverly exploited the Fukushima Incident by sending false informations, distortions , untruths etc via emails and public statements in a highly irresponsible and unprofessional manner.

I had also confronted her colleague YB Azam who is also the Member of Parliament of Indera Mahkota where the Lynas was located as to why the Lynas issue was not raised earlier when the peoples elected representatives were briefed of the intended project way back in 2009.

YB Azam had conceded that he did not want to exploit the Lynas project irresponsibly but cannot deter YB Fuziah from doing so. The details of our conversations - i will not reveal now, as a mark of respect for YB Azam who had been a gentleman.

Upon knowing that YB Fuziah's colleague YB Azam and also Ulu Langat PAS Member of Parliament Dr.Che Rusli and several other higly responsible Pakatan leaders have their reservations, i had also taken a cautious approach to learn more about the Lynas issue in order that we can confront the issues in a legal , factual , scientific and responsible manner.

In this respect , I must say that YB Fuziah had failed as an elected Wakil Rakyat to use the parliamentary channels to champion the people's interest in a responsible and democratic manner when she exploited the people's fear irresponsibly. She had chosen the blasting of the government openly and privately based on fictions , untruths and fear mongering at her own peril of being called a 'liar'.

To advocate for a massive street protest at this juncture without exhausting the democratic process as a Parliamentarian is indeed unbecoming of a fellow Malaysian who was elected to the public office via whereby our democratic system that is still intact.

As a Member of Parliament, she had failed to raise specific questions or a motion regarding an issue that seems so close to her heart, in the 3 years of her parliamentary sittings.

Besides raising the Lynas issue in passing in an Environmental Committee debate, she had failed to exercise her due diligence as the people's representative by being vigilant as a Member of Parliament.

She had promised to set up a vigilant committee about 3 years ago, when a reader of her blog raised concern of the project. She had failed to do so diligently or vigilantly until the Fukushima incident when the Lynas project was approved for construction by local authorities and under construction.

She had only taken a high profile and confrontational approach after about 3 years when Lynas was near completion and the Fukushima incident happened.

In her blog posting dated 25th December 2008 , she seems so amicable as follows :

Thereafter one wonders where were her follow up plans ? Why didin't our MP raised specific questions in the Parliament to ask on behalf of the people about the progress and stages of approval on the proposed Lynas project?

Again, if YB Fuziah is so concerned of the Lynas project why was she on a near 3 year vacation of the issue? Was she so busy with other national issues and attending international conferences that she had failed to show greater concern of an issue right before her backyard?

Why the high profile posturing after allowing the project to be near completed? Was the confrontation an after thought or a calculated political maneuver as the election looms?

If the project is hazardous, had our elected representatives who were briefed by the Government authorities 3 years ago neglected in their duty to the Rakyat when they failed to bring it to public attention ?

If they had failed in their public duty entrusted by the Rakyat, shall the Rakyat vote them into office again and endorsed their incompetency, complacency or indecent negligence so easily? Just because YB had cleverly shouted "FIRE" opportunely after allowing and watching the spark to burst into flames?

to
be continue.
