Selangor state wants tenants to settle outstanding rents amounting to RM10 million

SUBANG, 14 March 2012 - Tenants living in public housing in Taman Putra Damai in Lembah Subang and PPR Kota Damansara, face the risk of being evicted if they fail to settle their rental arrears close to RM10 million to Petaling Jaya City Council (MBPJ).

State executive councillor for Housing, Iskandar Abdul Samad said residents in the affordable housing schemes who have defaulted payment for more than six months and failed to come forward to settle their rent arrears, risk being evicted.

"All residents with arrears have been asked to come forward and discuss the arrangement of settling the payments. Payments can be made in instalments. But MBPJ will serve evictions notices to adamant resident," he said.

He added that MBPJ has not evicted any of the residents until now.

Out of the 3,004 apartments in Taman Putra Damai only 2,617 are rented out and they owe the council RM7.3mil while in PPR Kota Damansara out of 1,152 units, only 957 units are rented out where residents owe RM2.5 mil. Each apartment has three bedrooms.

"It's time to crack the whip and the council could start evicting serious cases, especially those who could settle the amount with instalments but refuse to do so," he said.

Residents who had defaulted in the monthly RM124 rental have been issued three reminders and five letters to discuss mode of settlement, in an effort to collect outstanding amounts.

Almost all have ignored the council's letters asking for settlement.

One tenant owes the council 17 months rent or more than RM7,000 while others owe between RM745 and RM5,000.

Iskandar added that MBPJ must issue eviction notices in an effort to collect the rental owed.

More than 3,000 residents have been issued with official notices calling them to discuss the problem of rental arrears and to settle the amount.

One MBPJ officer said if the amount is not settled, it would persist and potentially grow in seriousness as the tenants would get caught in a web of debt.

Iskandar added that those who were in financial difficulties, for example senior citizens, single mothers, hardcore poor and the physically challenged would not be evicted.

"We also have a scheme whereby those tenants who could not settle their rent are allowed to participate in community work to offset the arrears," he said.

Iskandar added that the eviction suggestion is to ensure that no one takes advantage of the affordable home scheme as it would be unfair to those who are good paymasters.

Selangor MCA Public Complaints Bureau chief Datuk Theng Book said the state government must have some compassion for the people in the low income bracket as cost of living had gone up.

"People living in the public housing are extremely low-income earners who could have lost their jobs or are going through financial problems. The state government must not squeeze them as suddenly families are being asked to pay large balances," he said.

Theng added that MBPJ would be recovering the rent owed which is a legitimate recovery of money in an unfair manner.

Free water soon for low-cost flat dwellers in Selangor

KUALA LUMPUR, March 16, 2012 — Residents of low-cost flats with bulk meters can finally enjoy free water for the first 20 cubic metres like the rest of Selangor from April 1 onwards.

"We urge residents of low-cost flats to push their management corporations, joint management bodies and residents' associations to contact their COB (controller of building) in order to get free water," said Iskandar Abdul Samad, chairman of the Selangor State Housing, Building Management and Squatter Committee, in a statement today.

In March 2008, the Pakatan Rakyat-led Selangor government launched the free water policy, which allowed households to get the first 20 cubic metres of water for free.

But flat-dwellers, many of whom are from the lower-income group, were excluded due to the bulk meters installed in their buildings.

Under a new programme called Lapor dan Dapat, all residents have to do is inform the COB of the number of occupied units in their apartment building and Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) will then deduct from the bulk meter the amount equivalent to 20 cubic metres of water for every occupied unit. Each resident will also receive deductions on their individual bill.

LEBIH RAMAI AKAN DAPAT AIR PERCUMA MELALUI PROGRAM "LAPOR DAN DAPAT"

SHAH ALAM,16 MAC 2012 : Penduduk pangsapuri kos rendah yang menggunakan meter pukal hanya perlu melaporkan kepada Pesuruhjaya Bangunan (COB) di kediaman masing-masing berhubung jumlah kediaman bagi mendapatkan 20 meter padu air percuma.

Exco Perumahan, Pengurusan Bangunan dan Setinggan ,Iskandar Abdul Samad berkata Kerajaan Negeri kemudian akan menyampaikan maklumat kepada Syabas bagi membolehkan pemotongan pada bil meter pukal.

"Oleh itu MC, JMB, agen pengurusan, pemaju dan persatuan penduduk diminta berjumpa dengan COB mereka untuk mendapatkan air percuma tersebut.

"Potongan yang diberikan oleh Syabas adalah bersamaan nilai air untuk 20 meter padu kali jumlah kediaman yang berpenghuni," kata Iskandar dalam kenyataan medianya.

Iskandar membuat kenyataan itu bagi menjelaskan tindakan kerajaan negeri untuk memberikan air percuma kepada penghuni flat yang tidak mendapat kemudahan itu ekoran berkongsi meter (meter pukal).

"Mereka kemudian mesti memberi potongan pada bil-bil meter individu penduduk.Bukti potongan ini mestilah ditunjukkan kepada COB.

"COB juga akan melakukan pemeriksaan mengejut untuk memastikan bilangan kediaman yang berpenghuni adalah sepertimana yang dilaporkan," kata beliau.

Menurut Iskandar lagi, program "Lapor Dan Dapat" akan berupaya melipatgandakan bilangan penduduk rumah kos rendah mendapat 20 meter padu air percuma yang dilaksanakan dalam program Merakyatkan Ekonomi Selangor.

Kaedah pemotongan pada bil meter pukal memang sedang dilaksanakan sekarang tetapi program "Lapor dan Dapat" akan meringkaskan lagi prosedur permohonan.

Tambah Iskandar ,program ini bermula pada 1 April 2012 dan penduduk pangsapuri rumah kos rendah digesa untuk mendesak MC, JMB, agen pengurusan, pemaju dan persatuan penduduk agar menghubungi COB supaya mereka mendapat air percuma.

"Sistem kupon turut dilaksanakan sebelum ini di dalam usaha untuk memberi air percuma kepada penduduk rumah kos rendah tetapi ia juga amat rumit.

"Pemotongan pada bil meter pukal dan sistem kupon dilaksanakan kerana migrasi dari meter pukal ke meter individu oleh Syabas tidak dapat dilakukan secepat yang dihasrat," ujar Iskandar.


SELANGOR AKAN LANCAR SKIM RONDAAN KESELAMATAN

BATU CAVES, 11 MAC 2012 : Satu skim rondaan rukun tetangga akan dilaksanakan di seluruh negeri Selangor dibawah program Kerajaan Negeri bagi menjamin keselamatan dan keselesaan penghuni selaras dengan Kempen Pangsapuriku Bersih, Ceria dan Harmoni.

Exco Perumahan, Pengurusan Bangunan, Pembangunan dan Setinggan, Iskandar Abdul Samad, berkata inisiatif itu bagi membantu penduduk setempat yang menghadapi kesukaran memohon untuk menyertai Skim Rondaan Sukarela (SRS) atau Rukun Tetangga dibawah Kerajaan Persekutuan.

" Terdapat banyak skim rondaan atau rukun tetangga dibawah Kerajaan Persekutuan, antaranya SRS bersama Polis Diraja Malaysia (PDRM) dan rukun tetangga, tetapi kebanyakkannya penduduk menghadapi masalah kelewatan untuk memohonnya dan jika mereka ingin membuat rondaan sendiri pula, kadangkala mereka dipertikaikan dan banyak soal jawab.

" Mereka juga akan terdedah dengan bahaya dan yang paling kita menitik beratkannya adalah apabila ketiadaan Insurans Perlindungan, jadi saya telah membuat perbincangan dengan pegawai-pegawai supaya diwujudkan satu skim di bawah Kerajaan Negeri dan ianya akan dilakukan dikawasan perumahan bertingkat terlebih dahulu," katanya kepada SelangorKini selepas Majlis Penyerahan Kunci Pangsapuri Banjaria Court.

Hadir sama Timbalan Pengurus Besar bahagian Pentadbiran dan Pembangunan, Perbadanan Kemajuan Negeri Selangor (PKNS), Noraida Mohd Yusof dan Timbalan Pengurus Besar bahagian Teknikal, Abdul Ghani Hashim.

Beliau berkata salah sebuah syarikat Insurans sudah bersetuju untuk memberikan perlindungan kepada penduduk dalam perbincangan yang dilakukan baru-baru ini.

" Saya akan mengadakan perbincangan lanjut mengenai perkara ini dan akan dipanjangkan di dalam mesyuarat Exco serta akan dilaksanakan secepat mungkin," katanya.

Tambahnya lagi, skim itu bermatlamat untuk mengurangkan kadar jenayah dan vandalisme dan mewujudkan komuniti bagi menjadikan masyarakat setempat lebih baik.

" Bagi Kerajaan Negeri, kunci keharmonian komuniti bukan hanya kepada infrastruktur sahaja tetapi bagaimana komuniti itu sendiri membawa perubahan dan menaikkan kawasan kediaman mereka," katanya.
