叶耀星报章做宣传 自己投诉自己失职

（古晋11日讯）民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁对于人联党叶耀星日前上报投诉巴达旺市议会失职的行为，感到可笑。

人联党公共投诉主任叶耀星于昨日报章上大事宣传他协助处理居民投诉5里八港路第10巷因有位地主进行土地填土的工程而弄到路面黄泥铺路。 叶氏也在报章上大事宣传他的人联党投诉局的身份，如何的有效协助解决人民的投诉。

张氏指出，叶耀星在报章上所处理的问题，是因为巴达旺市议会的失职所造成的。 

张氏揶揄，叶耀星似乎忘记其本身就是巴达旺市议会的市议员之一，而人联党的州议员罗克强也就是巴达旺市议会的主席。 叶耀星的上报宣传，是在告诉全古晋人一个非常荒谬也极讽刺的事实，即：
"巴达旺市议员的叶耀星失职没有处理好民生问题，人联党投诉局的叶耀星就发挥其投诉局的作用，向巴达旺市议员的叶耀星投诉。 结果，巴达旺市议会处理了这民生问题，人联党的叶耀星成功向巴达旺市议员的叶耀星反映民生投诉，解决民困。"

张氏讽刺，叶耀星在上报做宣传时，似乎忘了自己也是巴达旺市议会的市议员之一。 自己向自己投诉自己的失职，这也算是为民请命，也只有人联党的领袖想得出这种歪论。

"处理自己本身失职所造成的问题当做是为民服务而大事在报章上做宣传，除了自曝其短，更是马不知脸长，不知羞耻。"

张健仁透露，叶耀星这项举动更令人发指的是，其实，早在今年7月28日，张健仁就已向砂州政府的投诉总站talikhidmat投诉有关5里八港路黄泥铺路的事件。 而当天就已获得talikhidmat电邮回覆将联络有关部门处理。

张健仁今日在记者会上出示他于今年7月28日电邮砂州政府的投诉总站talikhidmat的记录。 他电邮中投诉有关5里八港路因第10巷的地主填泥工程而弄到到八港路黄泥铺路。 他在电邮中也提及该月27日因为路面有黄泥造，一场雨后该段路非常滑而酿成车祸，导致两位驾车人士严重受伤。

"我在电邮中也提到，该区的居民已针对这工程致使黄泥铺路的事件向巴达旺市议会投诉，但非常遗憾的是，巴达旺市议会却没有采取行动。"

张氏表示，通常他通过talikhidmat的民生投诉，在一星期之内就会获得解决。 尤其是承包商弄脏路面这类投诉，市议会的一、两位执法官员只需去到工地现场，事情就可解决了。 如今八港路的这项投诉，却会拖到两星期后才获得解决，而且还是有车祸发生之后两个星期。 

张氏质疑为何巴达旺市议会对于这项投诉如此拖时间，缓慢处理。 

"难道巴达旺市议会要等到叶耀星宣誓蝉联市议员后，有空去八港路'一游拍照'才肯采取行动？ 为了要让叶耀星有机会上报，八港路居民却被逼多受'黄泥路'之苦一个星期。

In Petronas' press statement issued yesterday, Petronas claims that:
" Key to the successful delivery and operations of PETRONAS' projects in the State is the support and commitment from all relevant parties, most important of whom are PETRONAS' teams of qualified, trained and dedicated employees – no matter where they are from." 

Is Petronas saying that Sarawak has no qualified, trained and dedicated employees to fill up the top and middle executive level positions in Petronas' Sarawak Operation? This is surely untrue and an insult to Sarawakians. 

There are more than enough qualified, trained and dedicated Sarawakians to take up the top and middle management level positions in Petronas' Sarawak operation. However, we are not given the opportunities in Petronas.

The issue of giving more job opportunities to Sarawakians has been agreed to between Petronas and Adenan since November, 2014. It was also so reported by Adenan in the November 2014 Sarawak DUN sitting. 

However, more than 20 months have passed, yet only 39% of the management positions and 46% of the middle management positions are filled by Sarawakians in Petronas's operation in Sarawak. Such statistics surely do not reveal any effort on the part of Petronas to give more job opportunities to Sarawakians, unless Petronas is only referring to lower rung positions.

The Petronas' press statement seems to make it clear that it will defend such composition at its management and middle management positions in Sarawak. The question, therefore, is: 
In this standoff, whether the State Government is going to give in to Petronas and the power that be in Putrajaya?

Furthermore, the State Government should not be merely imposing a freeze on the new work permits application for Petronas employees in Sarawak but commence the revocation of the existing work permits of Petronas' top and middle management in its Sarawak Operation towards the target of 70% local Sarawakians in both the top and middle management level of Petronas' operation in Sarawak.

This is a test of the Sarawak State Government's priorities, ie. whether Sarawakians' interest comes first, or the wishes of Putrajaya & Petronas come first.

行使砂移民自主权 保障砂人民利益

（古晋8日讯）民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁呼吁砂州政府行使砂州移民自主权，以确保国油集团在砂州的营业和运作，增聘砂州子女。
张健仁指出，早在2014年11月，阿德南在砂州议会做总结时，告知州议会，国油已同意在人力资源发展及教育方面，将确保有更多的砂州人参与其在砂州的营业运作。
张氏表示遗憾，1年又8个月已过去了，国油在砂州的营业运作上，还是没有给予砂州子女任何的特别优待。 根据最近所透露的数字，国油集团在砂州的各个营业中，高级管理层的雇员中只有区区的39%是砂州人，而中级管理层的雇员中，砂州人也只占了46%。
张氏说，但是，当国油要进行公司改组，其许多有经验的砂州员工，却被辞退，也不被给予机会到另外的部门继续工作。
"看来，阿德南在报章所讲的话，还有砂州议会的议决案，联邦国阵政府根本就不当一回事。 我们拿不回20%的石油天然气开采税。 国油给予砂州子民的在其砂州营业的就业机会也没有明显的增加。"
张氏也说，砂州政府应该要以急迫感，因为砂州的石油储量也日益减少。再过20年，砂州也没有石油了。 到时才来争取，为时已晚。
他指出，所有那些在国油的砂州营业运作做工的西马人，要进入砂拉越，都必须事先得到砂州政府所发出的移民和工作准证。 既然联邦政府如此漠视砂州议会的议决，砂州政府应该暂时吊销这些人的移民和工作准证。
"阿德南在州选时，就能够为了国阵的利益，禁止多名反对党的领袖进入砂拉越。 那为何他不能使用同样的移民自主权，来保障砂州人民的利益。 难道移民自主权，只是用来保护国阵，而非用来保护砂州人民？"
张氏呼吁砂州政府设定70%的目标给国油，限定国油在砂州的营业，各层次的员工，砂州人应占至少70%。 在国油达到这目标之前，国油在砂州全体的西马职员的移民和工作准证暂时被吊销，至到国油能符合这目标。
张氏说，既然砂州有移民自主权，那州政府就应该好好利用这移民自主权来保护砂州人民，而不是，只是用这项自主权来保护砂州国阵和他们的朋党。

DAP Urged Adenan to Use Immigration Power to Ensure Greater Sarawakian Participation in PETRONAS’ Management in Sarawak

As early as November, 2014 in Sarawak DUN, Adenan informed the DUN that Petronas has agreed for more Sarawak participation in terms of human resource, education and technical training. 

Yet, when it comes to employment by Petronas for its operations in Sarawak, Sarawakians are still not given the priority. 

One year and 8 months have passed since Adenan's announcement in DUN, majority of the senior posts in Petronas's operation in Sarawak are still filled by non-Sarawakians. In the statistics recently disclosed, only 39% of the management positions and 46% of the middle management positions are filled by Sarawakians in Petronas's operation in Sarawak.

On the other hand, when it comes to Petronas's restructuring exercise, Petronas is quick to retrench experienced Sarawakian workers without giving consideration for re-deployment of these workers to other jobs within the Petronas Group. 

It seems that despite the repeated calls of Adenan and the resolution passed in Sarawak DUN in May, 2014, the Federal BN Government is still adamant in keeping to itself, the major chunk of the benefits derived from the petroleum production in Sarawak.

We did not get the 20% Oil and Gas Royalties. The number of Sarawakian employed by the Petronas for its operations in Sarawak, especially at the managerial and middle managerial levels, still leaves much to be desire.

Given the depleting oil reserves, the clock is ticking against Sarawak in general. Adenan and the State BN Government should not wait till such time when there is no more oil reserves in Sarawak before they really assert the State's rights.

For all those West Malaysian holding positions in Petronas' operation in Sarawak, they require immigration and work permits to enter Sarawak. The power to issue work permits and immigration permits lie within the sole power of the State Government.

Since Petronas and the Federal Government is paying no heed to the Sarawak DUN's resolution, the State Government should withhold these work and immigration permits to prohibit the Petronas' management and middle management level employees from entering Sarawak.

When the State Government can be quick to ban the entry of Opposition politicians from entering Sarawak during the State Elections to protect the BN's interest, there is no reason why such powers cannot be exercised to protect the interests of Sarawakians in general when it comes to job opportunities for locals. 

DAP call upon the State Government to insist on a target of at least 70% of the management and middle management level in Petronas' operation in Sarawak to be Sarawakians. DAP further calls upon the State Government to revoke the work and entry permits of the present Petronas management and middle management West Malaysian employees until such time when the target is reached.

It is only by imposing such strong action that we can get Petronas to accede to our request for more opportunities to be given to Sarawak. Otherwise, all Adenan's talks about protecting Sarawakians' interests will come to naught, as shown in the 20% Oil and Gas Royalties demand.

发展商制造“替代沟渠” 造成住家后院篱笆崩塌

（本报古晋2日讯）行动党国州议员张健仁和行动党朋岭区州议员杨薇讳接获投诉﹐指发展商为了兴建工程，擅自挖掘政府地的泥土，填补原有的沟渠，制造另一个"替代沟渠"，却造成附近住家的泥土严重流失，发生后院篱笆崩塌事件，令屋主蒙受损失！
沈姓事主的住家后院篱笆于今年4月14日晚上崩塌，情况非常严重。
58岁的沈姓屋主对此气愤表示，从今年1月17日发现有人擅自以挖土机进行挖土和填土工程，即刻向警方备案，同时向古晋南市市政局、砂水利灌溉局与砂土地局投诉，但是有关当局却没有采取行动处理此事，最终导致他家后院的篱笆于今年4月14日晚上崩塌。
他担心泥土流失情况会日益严重，最终导致房屋结构出现问题，雪上加霜蒙受更大的损失。
挖土工程把沈姓事主的住家后院地段泥土都挖走，造成附近泥土容易流失。
唯一途径通知有关当局
事主针对此事向行动党国州议员张健仁和行动党朋岭区州议员杨薇讳做出投诉，两人今日亲临古晋合记路第7B巷尾端房子巡视崩塌情况。
张健仁向媒体发表谈话时，质问古晋南市市政局与砂水利灌溉局在接到投诉时，为何没有采取行动？
他表示，有关地段是政府地，有人擅自填补原有沟渠，挖掘"替代沟渠"，是古晋南市市政局与砂水利灌溉局的管辖范围，事主无权阻止有关行为，唯一能做的就是去通知有关当局。
"然而，让人感到遗憾的是，古晋南市市政局、砂水利灌溉局与砂土地局无采取任何的行动与反应，造成事主住家后院的泥土严重流失，最终篱笆崩塌。"
崩塌过程维持约15分钟
他指出，原有沟渠距离事主的住家大约有10多尺，但是殊不知另辟的新沟渠太靠近事主住家，导致年初大雨不断的情况下，住家后院周围的泥土严重流失，在4月份发生崩塌情况。
他说，事主在今年4月14日晚上10时左右，突然听到屋外传来轰隆巨响，出屋查看发现是后院的篱笆在崩塌，崩塌过程维持大约15分钟。
他声称，事主目前必须用帆布盖住后院的泥土，以免泥土继续流失，甚至用架子撑着车房，怕泥土流失造成房屋结构出现变化，车房也会发生崩塌情况。
张健仁表示，他将协助事主致函给予古晋南市市政局与砂水利灌溉局，并给予有关当局一段时间来采取行动，修复事主的住家后院，以及解决"新沟渠"问题。
他指出，事主本身是建筑承包商，因此古晋南市市政局与砂水利灌溉局若无采取任何行动的话，事主会自己修建篱笆，然后向古晋南市市政局与砂水利灌溉局索取赔偿。
"在法律上的字眼，这是属于古晋南市市政局与砂水利灌溉局的刻意疏忽造成。因为事主已经向有关当局反映情况，但相关单位无采取任何的措施。"

有人投诉火箭“集会” 流动柜台遇警拦路

（本报古晋31日讯）砂民主行动党流动服务柜台疑遭某党试图破坏？

砂民主行动党主席张健仁今午在实旦宾国会议员陈国彬陪同下，在所召开的新闻发布会上大吐苦水，缘由该党昨日设于3哩商业区的流动服务柜台突遭警方到场阻止，并被告知接获投诉，指该党在场"集会"。
他表示，该流动服务柜台是由陈国彬负责，在早上开始运作，但数名警方在早上大约9时到场，并告知相关人等，其上司要求该流动服务柜台停止。
质疑某党投诉警方
他进一步表示，陈国彬即场拒绝这么做，并继续为民提供服务。
因此，张健仁强调，为民提供服务是代议士之责及权力，警方无权干预。
他称，陈国彬等人也在事发半个小时后，发现附近出现某党且行迹诡秘，且不时注意着他们。
他质疑，是某党党员通知警方而做出干预的。
张健仁严正地道，该党将持续在各地区进行流动服务柜台运作，他并不希望警方成为"政治工具"，而是要履行责任，打击罪犯，尤其是刑事案件，因为犯罪活动一直都在不断增加。

张健仁：效仿雪州 强制州议员申报财产

（本报古晋2日讯）砂行动党主席张健仁吁请砂拉越州议会效仿雪兰莪，强制州议员申报财产，树立一个透明的州议会！
 他今日巡视古晋合记路第7巷B民宅篱笆坍塌后，接受媒体访问时表示，雪兰莪州议会强制州议员申报财产是一个很好的做法，砂拉越州应该以同样的步伐与方向。
"我希望砂州议长拿督阿玛阿斯菲雅和砂首长拿督巴丁宜丹斯里阿迪南沙登能够仿效雪兰莪州议会，强制所有的州议员与行政议员申报财产。"
他表示，这也是其他国家在实施的政策，为了确保部长和副部长没有滥用私权。
他指出，槟城是首个实施行政议员申报财产政策的州属，如今轮到雪兰莪计划强制州议员申报财产。
"槟城方面目前只有行政议员必须申报财产，因为州议员本身并无行政决策，只有行政议员，部长或副部长有行政权，能影响政策与决策。"
希望联盟执政的雪兰莪州政府计划强制州议员申报财产之动议于本周一已经提交州议会，一旦获得通过，雪州将成为全马首个实施这项政策的州属。

Sarawak CM and other state BN leaders should follow a proposal by the Selangor Speaker and declare their assets for transparency's sake, says Chong Chieng Jen of DAP Sarawak.
 KUCHING: The Sarawak state assembly should take up a proposal made by Selangor state speaker Hannah Yeoh, for all state assemblymen to declare their assets.
Yesterday, Yeoh said a proposal, expected to be debated in the next sitting, was to ensure assets acquired by state assemblymen were in tandem with their earnings.
In supporting this proposal, Sarawak DAP leader Chong Chieng Jen said the move should also be implemented in Sarawak to foster a more transparent government.
"I call on the Sarawak state assembly, the Chief Minister (Adenan Satem) as well as the speaker (Awang Asfia Awang Nassar) to emulate this move by the Selangor speaker Hannah Yeoh," Chong told reporters today.
"What Hannah Yeoh is doing is to extend it beyond the administration to the ordinary state assemblymen. I welcome this move. I call upon Adenan and Asfia to do likewise so that we can build on the government and the state assembly which is transparent and clean," he added.
In 2012, Penang's executive councillors were instructed by the DAP-controlled state government to make a public declaration of their assets.
The following year, all Pakatan Rakyat assemblymen in Penang were made to declare their assets.
However, the declaration did not cover the properties owned by the assemblymen's spouses and children.
Opposition members from Barisan Nasional were however not made to declare their assets.
Chong said if the practice was to be carried out in Sarawak, it should apply to all elected representatives.
"I think all this while the focus has been on Ministers and Deputy Ministers because they are the ones who have the power to make decisions on government property and government assets," Chong said.
"What Selangor is doing is to extend it (the declaration) beyond the administration to the ordinary state assemblyman."

张健仁抨人联作风 垄断市县议员名额

（本报古晋31日讯）对于这次地方议会名单并无非政党的华团或非政府组织代表，砂行动党主席张健仁感到非常遗憾，因为如此举措已剥削华社权益，也与人联党过去曾言要替华社争取权益的言论是背道而驰的！

他是于今午召开新闻发布会上形容，在过去，可见市县议员的委任被垄断的情况，"变相"让市县议员为政党服务，许多民生问题没有获得解决；而在上届砂人联党惨输之际，就有地方议员名额保留给非政党的华团或非政府组织代表，就如南市市政局就保留5个名额。
无非政府组织代表
"但在这次选举结束后，人联党小胜几个议席，反而华社的权益被剥削，市县议员名单并无非政党的华团或非政府组织代表名额，且遭其它国阵成员党如土保党、民进党和人民党瓜分。"
他抨击，人联党口口声声说替华社争取更大的权益，但今天该党有了一点点的成绩，华团的权益就被剥夺，华团在市政局及市议会就没有声音，形同回到过去，即里面只有人联党的声音，也再显示该党的霸权作风。
华社声音越来越弱
他认为，现代社会，民间团体崛起，人民意识的提升，包括公民意识，这些华团和非政府组织，应该要有代表在市议会及市政局里面；尤其在过去人联党大败时候，在公民意识提升情况下，让非政党的声音可以在市议会里发表，现在却被剥夺名额，这样事情是非常要不得的，也与人联党过去曾言要替华社争取权益的言论是背道而驰。
"从华社代表权的角度来看，人联党越强，华社声音在政府里面就会越弱；因为他们只能顺从国阵友党，即土保党的意愿。"

SUPP ‘oppressive and suppressive’ — Chong

KUCHING: DAP State chairman Chong Chieng Jen has labelled SUPP an 'oppressive' and 'suppressive' party after looking at the new local councillor line-up.
Although he did not name anyone, he was apparently referring to SUPP president Datuk Dr Sim Kui Hian, who is also Minister of Local Government.
"We are now reverting to the old ways, where local councillors are from the ruling political party to serve their political master," said Chong at a press conference here yesterday.
He opined that this approach had been shown to be ineffective and inefficient in solving the people's problems. In the past, Chong recalled, when SUPP lost badly in state polls, the voices of non-governmental associations and Chinese associations could be heard.
"Now that SUPP has regained some seats, all the voices from the people, associations and non- political party members within the council have been deprived."
On another matter, Chong was irked by the presence of policemen at their mobile service centre at Trinity Hub at Jalan Datuk Tawi Sli recently.

He claimed that the mobile service was merely to listen to the people's grouses and to conduct new voter registration.
The policemen eventually left after discussing the matter with Stampin MP Julian Tan, who led the service that day.

行动党捐5万零吉予四小

（古晋29日讯）砂民主行动党以实际行动力挺本地华教，捐助5万令吉给古晋中华小学第四校，充作该校的建校基金。
这项移交仪式今日在古晋中华小学校董会举行，由民主行动党砂州联委会主席兼国州议员张建仁律师移交给古晋中华小学校董会主席王长福。
今午出席捐款移交仪式者包括有砂民主行动党朋岭区州议员杨薇讳律师、浮罗岸区州议员黄庆伟律师及实旦宾国会议员陈国彬。
该笔款项是由砂行动党议员和党员们一起联合捐助，展现该党一直以来对于本地华教的支持。
与此同时，古晋中华小学校董会主席王长福对于砂行动党的捐助也深表感激。
古晋中华小学第四校近年来因学生人数暴增，进而面对课室不足和拥挤问题，之前已经进行兴建新校舍工程，同时也正进行着课室翻修工程，以便让学生与教师可以享有更舒适的教学环境。

促辞首相职或解散国会 让人民投票决定

（古晋28日讯）民主行动党砂州主席张健仁敦促纳吉辞去首相职，不然就解散国会，让人民有机会重新决定是否还是
要纳吉和国阵继续管理国家。

也是古晋市国会议员兼哥打圣淘沙州议员的张健仁今日在文告中指出，纳吉的1马发展公司在美国因涉及国际洗黑钱的犯罪行为而被带上美国法庭，而纳吉更被牵涉在内。 这已使到马来西亚举国人民蒙羞。 因此，是时候政府应该还马来西亚的人民一个机会再次决定是否要纳吉和国阵继续当我国的政府。

张氏说，建国至今53年，从来就没有一个首相曾涉及非法的国际洗黑钱活动。 纳吉是第一位我国首相被外国政府指责涉及非法洗黑钱活动。

"因此，纳吉应该辞去首相职，或解散国会进行国选，让人民决定是否还要纳吉继续当我国首相。"

张健仁指出，有关林冠英被提控涉嫌贪污的控状，也有叫他下台的言论。 行动党的立场是，他的控状是国阵的政治迫害，而他也无法影响调查和提控他的程序。 因此，他没必要辞职。 但是，基于尊重人民的意愿，行动党决定回到槟州人民来决定。
