Chong: Time for Adenan to withdraw support for Najib

Sarawak DAP chief says Chief Minister must act following US DoJ's civil suits and revelations pertaining to 1MDB scandal.

KUCHING: Sarawak DAP leader Chong Chieng Jen said Chief Minister Adenan Satem should withdraw his support for Prime Minister Najib Razak in light of the US Department of Justice's (DoJ) actions last week.
In a press conference yesterday, Chong said the time has come for Sarawak's support to be withdrawn.
"It is clear that the whole world knows about the case of money laundering at the highest levels by Malaysian Official 1. It is not for Adenan to turn a blind eye in light of such strong and clear evidence," Chong said.
Last December, Adenan told the state legislative assembly that he would consider withdrawing the state Barisan Nasional's (BN) support for Najib under certain circumstances.
"If he (Najib) is found guilty in connection with IMDB, I will consider withdrawing our support for him. The man is innocent until he is proven guilty. Right now, he has not done anything wrong.
"I owe my loyalty to Najib. He is the prime minister of Malaysia and head of Barisan Nasional, so I continue to support him," Adenan had reportedly said.
The DoJ had filed civil suits last Wednesday saying that over US$3.5 billion (RM14 billion) was misappropriated from 1MDB.
In its suits, filed in Los Angeles, DoJ said it sought to seize assets "involved in and traceable to an international conspiracy to launder money misappropriated from 1MDB".
The DoJ also alleged offences were committed over a four-year period and involved multiple individuals, including Malaysian officials and their associates, who conspired to fraudulently divert billions of dollars from 1MDB.
It specifically named Najib's stepson Riza Aziz, Low Taek Jho (better known as Jho Low), and Abu Dhabi government officials Khadem al-Qubaisi and Mohamed Ahmed Badawy Al-Husseiny.
Chong also warned Adenan against any delay in withdrawing his support.
"I call upon Adenan not to wait for the whole country to be ruined before deciding to withdraw, or contemplate withdrawing, his support for Najib. Don't wait until the country is ruined beyond repair."
Asked if the withdrawal of Sarawakian support was premature considering Najib has yet to be found guilty of any crime, Chong said that the Attorney-General's office, the Malaysian Anti-Corruption Commission and the police are under Najib's control.
"As long as he (Najib) is in Malaysia, I don't see any chance that he would be prosecuted. Only when he resigns or he is toppled. So long as he is Prime Minister, it looks like in Malaysia, the Prime Minister is above the law," Chong said.
Chong added general elections should be called as soon as possible and that Sarawak DAP would support any decision by Penang's central executive committee to hold a snap election.
"At the moment, people have a sense of helplessness and hopelessness in light of all the international scandals caused by Najib and his administration," Chong said.
"I think this is the most appropriate time. Other than casting the vote, what else can you do?
"With all this dirt exposed in our country, what can you do? You write statements in the press? Is that very helpful? You go to the streets? Demonstrate in Bersih?
"Yes that helps to express your feelings. But does it have a real political impact in the administration of the country?
"It doesn't save the country. The best way is to call for a general election, to let the people have a true say," he said.
Meanwhile, Chong said Adenan must push to increase Sarawak's oil revenues from the current 5 percent to 20 per cent as Sarawak's oil wells are only financially feasible for extraction for another 25 years.
He added that Adenan must not make a "unilateral decision to postpone his demand for an increase in oil revenues, with low oil prices as an excuse".
The Sarawak legislatively assembly unanimously passed a resolution in 2014 to negotiate for an increase in Sarawak's oil royalties.
"I call on Adenan to walk the talk, and not merely make populist statements in Sarawak to Sarawakians about not compromising, about non-negotiation on Sarawak's interest, but at the same time, when he faces the Federal Government, especially Najib, he is compromising our rights," Chong said.
After a Federal Cabinet meeting in Kuching on May 4, Najib, in the presence of Adenan, said there was no discussion on oil royalties as "government revenue is at a critical level" due to low oil prices.
Sarawak held its state election on May 7, with BN winning 72 out of the 82 state seats.

张健仁:勿一直翻历史 争自主权只要3部曲

(本报古晋22日讯)砂民主行动党主席兼哥打圣淘沙区州议员张健仁今日提出三部曲,要求砂政府实际性争取自主权,第一:拥有明确议程,第二:极力争取,第三:由国会通过!

"争取自主权就是这么简单,毋须一再翻查'历史',人活在世上要展望未来,而不是活在历史,一再从MA63(1963年马来西亚合约)翻查历史,这只是在钻牛角尖。"
他解释,当初的合约,经过修改,导致权益失去,当初若非通过法令同意修改,到今日又要讨回来,甚至翻查历史记录去再去争取,这无疑是在钻牛角尖。
巫统分裂有机可趁
他强调,政治讲究实力,趁着有天时地利人和之际,若不加强自主权甚至夺回自主权,就是愧对砂人民的委托!
他认为,砂州务必要掌握目前的政治局势,如巫统四分五裂等,各地诸侯务必趁机夺回更多的自主,而刘镇东所提出的结盟论绝对是可行的方式之一!
"为了砂人民而争取,不管是强迫,或是压制,都要拿回自主权,有了自主权利,就有了行政权。砂州目前政治资本,原因是巫统弱,巫统一再分裂,今天的这个政治局势,砂政府要不要做英雄?要就努力拿回失去的,甚至拿回更多!"
张健仁是在今日出砂民主行动党722砂拉越日"自主、独立、公投"讲座会上主讲时,如是表示。
促政府制定明确议程
他续称,砂州政府必须制定明确的议程,再向联邦争取,若不愿意,就是违反整个争取自主权的意愿。
"我们希望拥有的是明确的主权,而不是行政权,雾里看花,最重要是率先获得税务主权。"
他再次强调,民主行动党上下38国会议员,全力支持下放权力给砂州政府,哪个政党可以同意,就给予支持,而目前只有行动党,接下来,就要向政府施压。
"争取自主权,不需要大费周章,以我以上的三部曲,其实很容易就能达到。"

(古晋23日讯)民主行动党古晋市国会议员兼哥打圣淘沙州议员张健仁今早带领行动党党员参与由砂拉越达雅协会所组办"还比尔卡勇一个公正"的集会。 同行者也有行动党实丹宾区国会议员陈国彬。

在致辞中,张健仁表示,谋杀比尔的事件,是一个公开挑战
国家法律和司法的行为。 虽然开枪者已被绳之于法,但是主谋还是逍遥法外。 尤其是在一个"钱是万能"的制度下,许多人已开始怀疑,真正的主谋是否最终会被绳之于法,因为最大的主谋嫌犯是一位有"拿督"头衔的千万富翁。

张氏说,今天的集会不只是一个"还比尔一个公正"的诉求,而也是一个还全民公正的诉求。 

"在我们怀缅比尔的当儿,我们更应该谨记他所代表的精神,即,不惧权贵捍卫土著习俗地的斗争。 我们失去一个比尔卡勇,应该要有更多的比尔卡勇站出来捍卫被剥夺的土著习俗地。"

张氏指出,如果砂州政府的土地政策是公平和公正的话,枪杀比尔的事件就不会发生了。 如果没有国阵朋党泛滥剥夺土著习俗地的政策,比尔也不会被谋杀。

"因此,在大家今天哀悼比尔卡勇逝世和向政府讨回公正的当儿,我们更应该敦促政府修改目前只偏重朋党利益而罔顾土著习俗地地主权益的政策。"

他也说,如果政府还是这样的持续'贱卖'有习俗地权力的土地给其朋党,更多的悲剧将会再继续发生。 

他质疑国阵政府的政策,为何政府需要批土地给大型的种植公司,而同时却忽略那些住在有关土地附近的原住民。 这是极度不公平的土地政策。

最后,张氏强调,"还比尔一个公正"的运动,并不只是单单比尔个人的惨案,而它也涵盖一个全民的诉求,即,还全部的土著习俗地地主一个公正。

“Justice for Bill ” Justice for all NCR landowners

We DAP supports the movement of PEDAS in its fight to demand for "Justice for Bill Kayong".

In the "Justice for Bill Kayong" gathering organised by PEDAS today at the Dataran Pahlawan, Kuching, the Member of Parliament for Stampin, YB Julian Tan and I attended together with a few DAP members.

The murder of the Bill Kayong is a blatant challenge to the authority and rules of law in this country.Though the gunman has been prosecuted in Court but the mastermind of the murder is still at large. In a system where "Cash is King", many are doubtful whether the mastermind of Bill's murder will ever be brought to book, given that the prime mastermind suspect is a very rich businessman with a "Datuk" title.

The gathering today at the Dataran Pahlawan is not only a demand for "Justice for Bill Kayong" but also a demand for "Justice for all". We must not only remember Bill Kayong as a person who fought to defend NCR land but his spirit in the fearless fight against the Rich and Powerful to protect and defend the NCR of the native landowners.

The tragic death of Bill Kayong would not have happened if the State Government's land policy is fair and just. Had there been no rampant alienation of NCR land to the BN cronies and the exploitation and deprivation of the native of their NCR land, Bill Kayong would not have died.

Therefore, while we moan the death of Bill Kayong, we also cry out to the Government to review and change its land policy which prioritise the BN cronies over the NCR landowners. 

If the State Government still persists in "Cheap-selling" land where there are NCR claims to it BN cronies, then sooner or later, more tragedies may happen. 

It is also most unfair on the part of the Government to alienate land to large plantation companies while ignoring the people living in the vicinity of these land.

Therefore, this campaign "Justice for Bill Kayong" has the implication beyond just the late Bill Kayong one person only but covers also a call for "Justice for all NCR landowners".

722 Happy Sarawak Day

The 722 celebration to Sarawak is the equivalent of 831 Merdeka Day to the Federation of Malaya. While the nation has celebrated 831 every year since the formation of Malaysia in 1963, 722 had gone past unnoticed. Not even our State Government in the past has given any recognition to 722. 

We have had 5 Chief Ministers and it is only in the 3rd year of the 5th Chief Minister's tenure that 722,the Independent Day of Sarawak, was given its due recognition. That is not normal and it speaks loud about how the government views the importance of this day.

We all feel proud to be Sarawakians and want the best for Sarawak.

In order to achieve that goal, it is the firm belief of DAP that the Common People of Sarawak must come first. Government policies should give more protection and opportunities to the common people of Sarawak rather than merely benefiting the few privileged ones. 

Sarawak, as it is now, is heading down the path of "the rich becoming richer and the poor poorer". Cash and power seems to rule the day.

On this first official celebration of 722 Sarawak Independence Day, we hope to see a Sarawak where all are equal and the abundant resources of Sarawak is shared by all, not the few chosen ones. We hope to see a Sarawak that has no poverty and that all children has the opportunity and the means to tertiary education.

Lastly, I wish all a "Happy Sarawak Day".

砂民争取自主权的觉醒运动

针对昨日(7月16日)首长署首席政治秘书阿都拉赛多所说,在争取主权下放课题上,首长阿德南是首个提及相关课
题的人士,这说词实是一项误导历史的声明,因为在2012年,916马来西亚日,砂州行动党、公正党和伊斯兰党,通过全国性的民联组织,提出历史性的"古晋宣言" 。

该"古晋宣言"承诺,若在野党执政马来西亚,将归还砂民
在马来西亞协议中的权益。 它所提出的八项自主权,得到砂拉越境内民众及非政府组织的声援与赞许,从此掀开了砂拉越人民争取自主权的觉醒运动。

该宣言项目列入2013年民联的国选宣言中。

2013年505国选,砂州行动党席卷城市国会议席,当中,民联的"古晋宣言"所承诺的归还砂民自主权,也扮演一个重要的因素之一。

阿德南2014年3月1日上台继位州首长,他可谓是识时务的俊傑。 于是,他顺应民意提出内容与"古晋宣言"吻合的争取主权议题。 

阿德南是否是从民联的"古晋宣言"和2013年505国阵败选中,取得灵感? 否则,为何过去53年,砂国阵从未提出砂州自主权? 亦或如人联党主席沈桂贤所说,"过去不知有自主权,被骗了52年" !。

争取主权3部曲

凡涉及砂州主权的联邦法案,砂州要索回主权,都必须由州立法议会通过后,授权州政府,提呈国会寻求通过,这才能真正还予砂民自主权。 

所以,砂民争取自主权有三方情况需考量:
1. 州议员在州议会通过,授权州政府向联邦政府索回被侵蚀的权益;
2. 联邦内阁部长议决,向国会提呈修正法案;
3. 国会议员在国会通过有关法案,归还砂州其所应有的权利。

因此,要争取自主权,就有必要争取所有尊重国家宪法的全国政党、认同砂民宪法下的权益,在国会全力支持砂民争取自主权的动议,修改剥夺砂州自主权的联邦法案。 一旦动议在国会通过,中央政府不管是谁做首相,都必须承认许可,砂民索回自主权才能实现。 三缺一,就不能实现。

如今,公正党及民主行动党,已表明认同沙砂1963马来西亚建国契约,支持砂民在国会索回自主权的动议。 然而,国阵的砂拉越本土政党,在西马巫统的指示下,叫人民拒绝他们的声援理由是,这两党总部在西马注册,是外来的政党。与此同时,它们要本土政党拥抱西马的巫统领袖,做巫统的代理人,推行巫统制定的政策,尽管这些政策侵蚀砂州主权、一一照单全收。

首长阿德南也说过,53年来,砂州损失太多了。 是谁造成这么多的损失? 答案是,本土政党组成的国阵州政府,因为联邦政府所通过的剝夺砂民的政策,必须得到州政府的认同才能落实。

本土政党断送砂自主权的最新事列


首长口头上坚决索回主权,行动上却俯顺西马巫统侵蚀砂沙自主权。 以下是本土政党,在高喊捍卫自主权的呼声中,断送砂州主权的事列:

1. 2013年4月,国会是在砂州本土政党的国会议员的全力支持下,通过"2012年马来西亚海域750法案"将砂沙岸外3 哩以外领海权,归中央所有。

2. 2015年12月,巫统主导的国会,仓促漏夜辩论,通过国安会法。 这是一个严重侵蚀人权,更是剝夺砂州自主权的法案。 遗憾是,砂拉越国阵国会议员,在辩论环节全程噤声、不闻不问,犹如阿德南所说的"在睡觉"。 唯在表决时,醒来跟着巫统国会议员一起举手赞成通过。

按照该法令,国安理事会成员一共 8人, 即首相、副首相、内政部长、国防部长、多媒体通讯部长、全国总警长、国家卫队首长、及中央政府首席秘书,没有东马的代表。国安会法授权国安理事会,可随时决定国内任何地方成为保安区。 在保安区内,军警可以随时搜查任何住家,及逮捕扣留任何人士,无须经过法庭审讯,只要该理事会认为有关人士涉嫌危及国家政治经济稳定。

换句话说,若巫统当权者认为砂拉越人民索回经济税务自主权,提高石油开采税会动摇国家经济稳定,便可宣布砂拉越为保安区。 届时,砂拉越争取主权的进程将再度受到国安恶法的箝制,遥遥无期。

我在该法案辩论中提及此事,但,砂国阵所谓的本土政党的国会议员,都不敢出声表态,议题付诸表决时,全部举手赞成通过成立没有东马代表参与的国安理事会,让西马的巫统领袖全权操纵东马人民的生杀大权。

这些本土政党的议员,进到国会,忘记本身是砂拉越人。只跟随巫統党鞭意愿行事。回到砂州,才来高喊捍卫砂州自主权。

3. 有关争取20% 石油开采税的应有权益,我在国会提修改动议,附加一句,"议决调高砂州石油天然气的开采税从原本的5% 提高至20%"。

这项修改动议却被来自东马的议長否决。 更遗憾的是,那些砂州本土政党的国会议员及部长,却允许议长以这样的方式抹杀砂民争取石油开采税的机会。 如果这个动议在国会通过。 联邦政府就必须让砂州分享20%石油开采税。

在砂民争取自主权的道路上,首长阿德南只走対了第一步,即,在州议会通过动议。 第二步和第三步,阿德南却跨不出巫统所设下的路障。

有关争取砂州主权的事项,阿德南和纳吉洽商了兩年多,除了一小部份行政权,主权一点也未涉及。单在行政权方面,到底多少砂拉越人取代西马人的职权,也无实际的资料交代,要实现组成马来西亚协议中的行政职权婆罗州化的目标,还是处于镜花水月阶段。

首长高调谈砂州主权,声称要赶上西马发展水平,需要大量资金,因此要提高天然资源的开采税,州议会也将争取20% 石油开采税列为争取自主权的首要项目,砂州政府得到朝野议议员100%的支持。 阿德南满怀信心去中央谈判,可是这个首要项目却被巫统主导的联邦政府置放在最後,且是无期限的谈判项目。

过後,首相纳吉揭露说,联邦和砂州政府都认同,目前不是对提高开采税作任何考量的合适時期,因为国家现阶段的收入严重减少。

纳吉的谈话,暴露出一宗严重的行政失误,砂州政府是执行州议会议决案的机构,州议会並没有修改先前的议决案,让争取20%石油开采稅无限期押後,州政府怎可擅自开会决定现阶段不争取提高石油开采税至20%。 如果只是首长阿德南私自认同联邦的意愿,那阿德南便有越权之嫌,到底是纳吉讲骗话还是備受爱載的首长滥权? 阿德南有责任向人民交代。

再说,以国家现阶段的收入严重减少,不提高开采稅为由,砂民决不能接受。 因为国阵政府贪腐滥权,闻名国际,黑箱作业,豆腐渣公共工程比比皆是,公务员买公器比市价贵百倍,所浪费的公款数以百亿计,不被追究,国家联營公司亏损政府担保,国债自1998年前财长安毕被革职以来,連年飚升至今超过6000 亿令吉。 

体制没有改变,贪腐没有收敛,国家收入何时会增加? 今年6月22日内陆税收局首席执行员,才公布油钱锐减,比前年少百亿。 

要砂民等国家收入增加才考虑提高开采税,简直是要砂民望梅止渴。 砂民己等了超过半世纪,请问要等多久?10年20年吗?把提高开采税无限期压后,看来只是拒绝的借口。

争回砂民自主权是国家大事,绝不是凭首相和州首长两人,私下交头接耳就可搞点。首相纳吉误導人民说,他只认定阿德南一人洽商砂自主权,首相看扁砂民的智慧,简直是把砂民当小孩是来哄骗。

他的这番话,旨在營造个人独栽的地位,眨低人民的力量,让人民对自己的力量,对民权运動失去信心,乖乖驯服。 它完全否定人民群众创造历史的社会发展规律。 难道说阿德南不做首长,首相就可以不归还砂民的自主权? 

阿德南一直强调索主权复杂,須一些时间,從法律層次着手。 其实,这程序并不复杂的。从上述国阵在国会可漏液通过国安会法的效率,就可以肯定,如果国阵真的有诚意归还砂州人民自主权,所需修改的法令可在非常短的时间内在国会通过。

索回自主权步伐快、慢、多、寡,及有没有到位,砂拉越政府的态度和立场是关键。 如果国州双方在谈判桌上,怀抱"你帮我,我帮你"的首相名言,则权与利捆绑悠关,谈判将熬费时日。

时至今日,主权问题宣嚷了两年多,砂州国阵政府争取的动作很多,新闻满载。 但,真正的效果却乏善可陈。 尤其是关系到年轻学子的最新教育政策,与首长高调鼓吹的提高英文程度的方向背道而驰。

争取主权之路充满未知数,索回自主权还是有赖于人民的觉醒,同心戮力支持政治制衡的实力,严格监督当权者的言行,不让砂民争取主权的热情被利用来巩固野心家的独栽霸权。

我不断指出阿德南争取主权不到位的地方,不要太听信西马巫统的借口,是基于砂州人民的利益,也是在履行在野党的责任,希望阿都拉赛多不要以小人之心,度君子之腹,把善意的提醒,当做是个笑话。

张健仁:南希被调职 砂争自主权遭拒?

(本报古晋15日讯)联邦首相署部长南希苏克里被调任﹑并且不再掌管法律事务之举﹐形同是联邦政府就砂自主权的争取做出的含蓄拒绝。
 砂行动党主席张健仁国州议员是在今早于该党总部召开的新闻发布会上发言时﹐如是指出。
不再掌管法律事务
他说﹐砂首长拿督巴丁宜丹斯里阿迪南沙登在6月份召开的州立法会议中发言时提及说﹐砂拉越自主权的运动将进入第二阶段﹐而该阶段的争取﹐将主要涉及法令的修改。
他披露﹐身为砂拉越人﹑并且原来在首相署负责掌管法律事务的南希苏克里﹐本来是有望在该事项上给予大力援助的最佳人选。
"但是﹐在拿督巴丁宜丹斯里阿迪南沙登发表相关言论后不到1个月的时间内﹐南希苏克里却已经被调任﹐而其原来掌管的法律事务﹐也转为交给拿督斯里阿莎丽娜负责。"
与此同时﹐他也以我国首相拿督斯里纳吉在选前频频到访砂州﹐但在选后至今未曾到访砂州等理由﹐说明拿督斯里纳吉对砂拉越的重视程度﹐似乎减少了许多。
"另外﹐原来由拿督斯里道格拉斯出任的联邦部长职并未继续由砂人担任﹐南希苏克里被调任等事项﹐也同样显示拿督斯里纳吉对砂州重视程度的减少。"
为此﹐他也趁机向拿督巴丁宜丹斯里阿迪南沙登做出提醒﹐以期望他能够加快争取砂自主权的脚步。

张健仁﹕阻止英语水平下滑 教育政策不能开倒车

(本报古晋15日讯)教育政策不能开倒车﹗砂行动党主席张健仁国州议员今日致函吁请砂首长拿督巴丁宜丹斯里阿迪南沙登出手阻止教育部逐步停止在中学使用英语教导数理科的政策﹐并尽力阻止砂拉越下一代子女的英语水平继续下滑。
 张健仁是在今早于砂行动党总部召开的新闻发布会上发言时﹐如是表示。
他说﹐其近日收到消息﹑并被告知说﹐许多中学将在明年停止使用英语教导数理科﹐并改为使用国语教学。
"据我所了解﹐在古晋﹐教育部明年将只允许不超过10间的中学继续使用英语教导数理科。"
师资短缺不成立
他续称﹐在该项政策上﹐教育部所给予的理由就包括师资不足﹑使用国语教学将更方便学生理解教学内容﹑许多学校的国语水平尚不够好等。
唯他直言﹐该阻止中学使用英语教导数理科的政策﹐将形同是开倒车的做法。
与此同时﹐他说明﹐使用英语教导数理科的政策﹐其实已经实施多年﹐而自该政策开始实施至今﹐许多教师都接受了使用英语教导数理科的培训课程。
"经过10多年的培训计划﹐师资短缺的因素根本就不成立。"
为此﹐他希望砂首长能够在该事项上进行深入研究。
重新培训现有教师
他也指出﹐就算英语教师人数真的不足﹐州内还有许多退休教员拥有使用英语教导数理科的能力﹐所以政府当局还是可以一面以临时合约聘雇他们﹐一面重新培训现有的教师。
他还披露﹐其也在信中提醒拿督巴丁宜阿迪南沙登说﹐在过去几十年﹐砂州几代学生的英语水平出现了每况愈下的情况。
"我相信﹐阿迪南沙登本身也十分清楚该问题的严重性。"
他深信﹐砂首长有权力阻止教育部在砂州逐步停止使用英语教导数理科之政策﹐也有能力阻止下一代子女的英语水平继续下滑。
他也表示﹐不论国阵或巫统存在什么政治议程﹐砂州子女的教育和未来﹐都不该成为他们的政治牺牲品。
他重申﹐拿督巴丁宜丹斯里阿迪南沙登受促以砂州子女的利益为大前提﹐以便能够继续在砂州的中学推动使用英语教导数理科之政策。
"我们不能反其道而行﹐也不能重回十多年前使用国语教导数理科的政策。"

Schools ordered to revert to using BM to teach Science, Maths, MP claims

KUCHING: Attempts have been made by the Ministry of Education (MOE) to change the medium of instruction in the teaching of Mathematics and Science from English to Bahasa Melayu (BM).
This was revealed by Bandar Kuching MP Chong Chieng Jen, who wondered what had happened to Chief Minister Datuk Patinggi Tan Sri Adenan Satem's advocacy of the importance of English.
"In the past one year, Adenan has rightly advocated the importance of English language and asserted that the state government would stand firm on the emphasis on English language in schools in Sarawak.
"However of late, it has come to my knowledge that secondary schools in Sarawak are reverting to using BM to teach Mathematics and Science," he read from his letter to Adenan during a press conference here yesterday.
Chong, also Kota Sentosa assemblyman and state DAP chairman, claimed most secondary schools in the state, which previously taught the two subjects in English, were pressured by the ministry to use BM.
The common excuses used by the ministry to revert the teaching medium to BM were 'not enough qualified teachers', 'students could comprehend better if these subjects were taught in BM' and that 'there was a need to improve the command of BM', he said.
The teaching of Mathematics and Science in English, he said, was implemented in early 2000s and the training of teachers for that purpose had been carried out since.
After more than 10 years of implementation, he felt there was no reason for a shortage of teachers capable of teaching the two subjects in English.Chong believed that there were sufficient qualified teachers and that "it is just a matter of proper assignment of teachers to the job in question."
"The government can also always re-engage these retired teachers as temporary teachers while the existing ones are sent for proper re-training courses."
Noting that the command of English among the younger generation had deteriorated over the past decades, Chong said Adenan, as the chief minister, "is in a position to stop the decline of the standard of English among our future generation".
Chong said less than 10 secondary schools in the state were conducting Mathematics and Science lessons in English. He added that most of these schools were private schools where the government did not have much of a say.

Removal of Nancy Shukri a setback to greater autonomy, says DAP

DAP leader Chong Chieng Jen believes the reshuffle was the latest in a series of moves that signal a change in tone in the Federal Government's relationship with Sarawak after the state election.
KUCHING: The recent removal of Minister in the Prime Minister's Department Nancy Shukri as law minister is a setback to the state's autonomy movement, claims Sarawak DAP leader Chong Chieng Jen.
Shukri is no longer the minister in charge of law as she will be assuming new responsibilities in overseeing six other agencies following a minor Cabinet reshuffle announced yesterday.
These agencies included Land Public Transport Commission, Sarawak Commercial Vehicle Licensing Board, Sabah Commercial Vehicle Licensing Board, the Malaysian Innovation Agency, Malaysian Industry-Government Group for High Technology (Might) and the Malaysian Nuclear Agency.
Nancy's former law portfolio has been taken over by Azalina Othman Said.
In a press conference today, Chong said the reappointment has impeded Sarawak's call for more autonomy and Adenan's assertion that the state is now proceeding with the second phase of his demand for greater autonomy.
State BN leaders have said the state government was in the process of studying possible changes to laws in relation to the relationship between the Federal Government and Sarawak.
"This removal of Nancy Shukri is seen as a setback to our state's autonomy movement," Chong told the media here.
"What the state is concentrating on now in this autonomy movement is to study all the laws necessary to be amended or repealed so as to devolve more (federal) power to the state. That was said during the state assembly in June.
"To carry out that agenda, Nancy Shukri, being a Sarawakian sitting as a law minister, would be the most appropriate person to facilitate this," Chong said.
"But less than a month after the statement was made and the committee set up, Nancy Shukri has been removed as law minister and replaced by Azalina, who is a gung ho, uptight Umno minister who has not shown much concern or respect for Sarawak's autonomy and its rights."
Chong said Azalina's record was one of a parliamentarian who has not "given much attention" when debates on Sarawak's rights were brought up.
"Therefore, I see the removal of Nancy Shukri and her replacement with Azalina as law minister as a setback that will hamper the state's call for more autonomy.
"I believe Prime Minister (Najib Razak) is well aware of that. And that is why Nancy Shukri was removed," Chong said.
Chong said Nancy's new appointment was the fourth in a series of apparent slights by the Federal Government.
"There has been a change of tone by the Federal Government, especially by Najib about Sarawak's position after the state election.
"Before the state election, he prided himself as a prime minister who loves Sarawak most. He backed this up by saying he had made 53 visits to Sarawak.
"But after the state election, I can't remember him coming to Sarawak and we are entering the third month already."
Chong said the second slight was when Plantation Industries and Commodities Minister Douglas Uggah Embas gave up his post in the Federal Cabinet to become deputy chief minister of Sarawak but the position was not taken up by a Sarawak MP, but was instead given to Gerakan President Mah Siew Keong.
Chong added that another slight occurred when Adenan presented the memorandum of understanding regarding Sarawak's rights to Najib.
"Najib can come to Sarawak 53 times before the election. But when it came to the presentation of the memorandum for more autonomy for Sarawak, Adenan has to fly all the way to Kuala Lumpur. Why is it Najib cannot make the trip to Sarawak?
"Given all these subtle signs of change in attitude, I call upon Adenan Satem to wake up. If he truly wants to fight for autonomy for Sarawak, there is a great urgency to do so now," Chong said.
"If you wait until the 14th general election, if Umno consolidates its power and strength in West Malaysia, you can forget about it."
