公正党党员做新闻稿顾问,人联党江郎才尽?

(古晋8日讯)古晋市国会议员兼哥打圣淘沙州议员张健仁深表感慨,人联党似乎已江郎才尽,需要请公正党党员做新闻稿顾问。

对于今日罗克强承认他几日前针对张健仁言论所发的新闻稿,事先有质询公正党的温夏妮求证一事,张氏表示惊讶,一个拥有几十年历史的政党的领袖,居然在发新闻稿前,要找另一个政党的党员质询。 难道人联党内没有人好询问了?

张健仁指出,提供新闻稿质询服务和政府部门或市议会针对人民的问题提供服务,完全是两码子的事情。 

"我不是质疑人联党和公正党是不是可以针对人民的问题一起联手合作处理。 我不理解的是,在回应民主行动党的新闻稿方面人联党和公正党却需要互相质询。 这是关系密切的政党才会有的举动。 这绝对不可能发生在一个在朝和一个在野的政党。"

张氏揶揄,他很想知道,人联党还有几位领袖也像罗克强一般,请公正党党员做新闻稿顾问,而公正党是否有'外包'新闻稿质询服务给人联党。

"公正党和人联党几时走得这么近? 还是两者皆视行动党为共同政敌,因此可以如此的合作愉快,默契十足? 如果是这样,那和伊斯兰党的保守派跟巫统眉来眼去的暗度陈仓,又有何两样?"

"无论如何,市议会滥发'娱乐执照'为非法赌博中心的护身符,导致现在非法赌博中心林立,是一个不争的事实。 不论是罗克强,还是温夏妮,都不能否认这事实,将黑的讲成白的。"

张氏指责,发'娱乐执照'是市议会的责任,监督执照持有者是否有违法,也是市议会的责任。 目前的情况是,巴达旺市议会管辖之下的地区(也包括古晋和三马拉汉两地),许多非法赌博中心,都持有'娱乐执照'。

张氏质问,这难道不是罗克强的失责,还是另有不可告人的隐情。 罗克强有责任向平民百姓交代。

张健仁坚持,行动党议员将非法赌博中心泛滥的问题在州议会提出,是为民请命,把问题带出来讨论。 如何批发'娱乐执照',要批多少'娱乐执照',怎样监督和执法管制'娱乐执照'持有者,这些都是州政府政策的问题。 讨论州政府政策的问题,最佳场合莫过于州议会。

罗克强不爽行动党的议员把这问题在州议会提出,因为这直接暴露罗克强的失责。 这是人之常情,自然反应。

"但是,让人无法理解的却是,为什么公正党的温夏妮也同样的不爽行动党的议员们在州议会把这问题提出来?"

张氏说,公正党的砂州主席巴鲁比安也曾在州议会提出林梦毒品泛滥的问题。 为什么温夏妮没有叫巴鲁比安去报警,不应该在州议会提出者问题? 又或者,在温夏妮眼中,
巴鲁比安在州议会提出毒品泛滥的问题也是不对的吗?

KUCHING: Bandar Kuching MP Chong Chieng Jen has called upon the three local councils here – Padawan Municipal Council (MPP), Kuching North City Commission (DBKU) and Kuching South City Council (MBKS) – not to act like 'little napoleons'.

Chong, who is Kota Sentosa assemblyman, alleged while Chief Minister Datuk Patinggi Tan Sri Adenan Satem had pledged to eliminate all illegal gambling activities in the state, the local councils bent the law and issued entertainment licences to protect the operators.
"It is a serious problem but the reason for this is not because the police did not do their job. These (illegal gambling) centres are now protected by entertainment licences issued by the councils," he told a press conference here yesterday.

Chong, who is state DAP chairman, also accused MPP chairman Lo Khere Chiang of trying to push away his responsibility. On Tuesday, he asked the state DAP to lodge police reports if they know the whereabouts and the operation of these illegal gambling outlets.

"With the entertainment licences issued by local councils, the police could not do anything to stop the operations."

He also asked Lo: "What is wrong with DAP elected representatives bringing up the issue during the last State Legislative Assembly (DUN) sitting when it is a problem affecting the people and a real issue on the ground?

"After all, it is the policy of the councils to issue numerous entertainment licences to protect the operation of illegal gambling."

Chong said instead of being offended with DAP elected representatives for bringing up the issue, Lo should review MPP's policy, check all the entertainment licences issued, reduce and revoke entertainment licences to curb illegal gambling activities.

Chong said being a politician required a person to know what was happening on the ground. A politician was deemed to have failed his duty when he's not aware of something that was happening so rampantly.

Chong said it had come to his knowledge that the original message of the press statement issued by Lo came from PKR women national vice-president Voon Shiak Ni.

"It seems like Voon Shiak Ni is helping him to draft the statement. I'm shocked when I came to know of this. Since she has the capacity to represent PKR, I would like to also know the position of PKR in the issue; whether PKR is on the side of local councils to condone all these illegal gambling under the entertainment licence or they are against illegal gambling.

"I hope PKR can make its clear stand on this. Although DAP Sarawak is no longer part of Pakatan Rakyat Sarawak, it doesn't give any justification for PKR to help BN to attack DAP on this issue."

While querying whether the statement was PKR's official stand, Chong said any politician with conscience would know that illegal gambling activities were not good for society as it could contribute to the rise in social and security problems."

民主行动党古晋市国会议员兼哥打圣淘沙州议员炮轰罗克强和古晋区的3个市议会(巴达旺市议会、古晋南市市议会和古晋北市市政局)滥发"娱乐执照"为赌博中心的"护身符",导致古晋市区至巴达旺一代,非法赌博中心林立。
张健仁指出,滥发"娱乐执照"合法化赌博中心是市议会的政策。 这种包庇非法赌博中心的政策,使到警方也无法执行打击非法赌博活动的任务。 因此,报警也枉然。
"罗克强要我们去报警,他明知道这些非法赌博中心有'娱乐执照'这护身符,警察无法取缔,却叫我们去报警。 现在是警方反过来向我们投诉市议会包庇非法赌博中心。"
张氏说,要根治非法赌博中心林立的问题,最恰当的方式就是在州议会提出这问题。 这也是议员在州议会问政,为民请命的任务。
张氏也说,罗克强如此害怕行动党的州议员在州议会提出者问题,是因为他害怕其市议会包庇非法赌博中心的行为,被暴露出来。
"阿德南这边厢说要杜绝非法赌博活动,市议会那边厢却滥发娱乐执照给这些非法赌博中心护身符。 这种阳奉阴违的行为,就是典型的小拿破仑的行为。 结果受害最大的就是许多中下层人民,钱都给这些非法赌博中心吸光。"
张健仁说,非法赌博中心泛滥,许多中下层人民的钱都给这些"打鱼机"吸光。 这不只害惨人民,更造成其他的社会和治安问题。
张健仁大力谴责罗克强,身为巴达旺市议会主席,市议会这种不道德政策被暴露出来,他不只没有自我检讨改正其议会的政策和错误,反而谴责行动党议员在州议会提出者问题。 他到底是要为民服务,还是要为那些赌博中心老板服务?
"试问罗克强,他对我们在州议会提出这问题有如此大反应,是否因为他怕给阿德南知道,他们市议会在进行这种阳奉阴违的勾当,为非法赌博中心提供护身符。"
"不管如何,我已在州议会当面向阿德南提出这问题:2015年4月29日砂州州议会会议记录第61页。 阿德南也表示会关注着问题。 现在人民都在拭目以待,看到底是阿德南厉害,还是市议会这些以罗克强为首的小拿破仑们比较厉害。"
张健仁说,市议会有权力执法,国州议员没有这个执法权力。 国阵议员的责任是在国州议会把人民的问题提出,之后,政府有关当局则去执行任务。 行动党的议员已经在州议会里道出非法赌博中心的问题在于市议会所发出的"娱乐执照",我们甚至也讲出了,那些"打鱼机"是以积分制换钱的模式进行赌博活动。难道罗克强还要行动党的国州议员去到这些"娱乐场所"去捉人。
"你有看见内政部长本身去捉贼吗?还不是警察去捉贼。 你有看到工程部长本身去铺路做水沟吗? 还不是工程部的职员或承包商去做。 你有看到阿德南本身去到森林里拿着荷枪实弹的去捉非法伐木的人士吗? 还不是森林部的官员和警察去实地的捉非法伐木活动。"
张健仁质问罗克强,是不是怕了那些非法赌博集团,或是因为有利益输送的关系,所以罗克强如此的袒护其"娱乐执照"。
张氏揶揄,过去人联党的领袖怕首长,之后就怕政府高官,之后又怕财团,现在连非法集团也惧怕了。难怪人联党一代不如一代,遭到人民的唾弃。
"罗克强是人联党的领袖,巴达旺市议会和南市市议会也有许多人联党的中委和领袖。 为什么他们可以允许如此荼毒人民的活动,继续的在他们管辖地区,肆无忌惮的运作?"

张健仁:警方无从下手 网赌中心采娱乐执照

(本报古晋2日讯)巴达旺市议会主席罗克强理应就砂行动党州议员在州立法会议中提出网赌中心课题一事表示感谢﹐而不是以召开新闻发布会的形式来挖苦行动党的州议员。
砂行动党主席兼哥打圣淘沙区州议员张健仁是在今午于该党总部召开的新闻发布会上发言时﹐如是表示。
他说﹐巴达旺市议会主席罗克强日前在报章上声称﹐该市议会并没有发出网吧执照予网赌中心。
抨罗克强模糊焦点
他续称﹐"网吧执照"与"娱乐执照"根本是两种不同的执照﹐而当前的网赌中心也大部分都是以议会当局所发出的"娱乐执照"来进行营业﹐并且让警方也没有办法对付他们。
为此他置疑说﹐罗克强是否企图运用有关论点来模糊网赌中心问题的焦点。
他也透露﹐鉴于现今的网络赌中心大多是用"娱乐执照"进行营业﹑而不是以"网吧执照"来运作﹐所以他认为﹐如果罗克强不了解相关情况的话﹐那在他显然真的与全古晋人民脱节的前提下﹐他又如何能够继续胜任市议会主席之职﹖
他还感到不解的是﹐在取缔小贩﹑封路等事件上﹐巴达旺市议会均能够采取非常强硬的手段﹐但为何在遇上荼毒下一代的非法赌博活动时﹐巴达旺市议会却没有表现出同样的强硬作风﹖
接获有些警察投诉
与此同时﹐他说明﹐除了民众之外﹐最近就网赌中心课题向砂行动党提出投诉的人士﹐其实也包括了警察人员在内。
"其实﹐一些警察也向我们做出投诉。他们披露﹐警方也想对付该些网赌中心﹐但在行动时﹐却基于相关中心拥有议会当局所发出的娱乐执照﹐并且都是以'鱼机'的积分换钱﹐而无从下手进行取缔。"
他续称﹐石角区州议员周宛诗也是因为警方向她做出投诉﹐才会在砂州立法会议中提出是项课题。
"除了她(周宛诗)之外﹐我也收到过类似的投诉。我们之前都有向议会当局反映有关问题﹐但却不得要领﹐所以她才会在州立法会议中提出是项问题。"
不应挖苦火箭议员
他更因此认为﹐罗克强理应就砂行动党州议员在州立法会议中提出网赌中心课题一事表示感谢﹐而不是以召开新闻发布会的形式来挖苦行动党的州议员。
他在会上向罗克强提出﹕"在州议会提出非法赌博中心的问题有什么错"﹑"非法赌博中心泛滥是人民的问题﹐州议会是讨论人民问题的最高立法机构﹐若不在州议会提出问题﹐请问罗克强﹐那要在哪个场合提出这问题"及"为什么罗克强这么敏感行动党州议员在州议会提出非法赌博中心的问题"等3大提问。
另一方面﹐张健仁还说明﹐议会当局发出娱乐执照予网赌中心之举﹐如同是将非法赌博活动合法化。
为此他也也希望各议会当局能够出示数据﹐以说明当局究竟发出了多少张娱乐执照予类似的经营场所。

疑伤口感染细菌 滚水烫伤男病患逝世

(本报古晋2日讯)砂中央医院深切治疗部似乎存有多项不足之处﹐所以政府当局受促关注有关问题﹑并尽快做出相应的改进﹐以确保往后入住该部门的病患能够拥有更高的存活率。
砂行动党主席兼哥打圣淘沙区州议员张健仁是在今午于该党总部召开的新闻发布会上发言时﹐如是表示。
他说﹐其接获一项有关烧伤病患疑是在砂中央医院深切治疗部感染细菌而病逝的投诉。
最初几天康复程度佳
他透露﹐该名投诉人沈日升的弟弟﹐是在今年4月3日被热水烫伤﹐进而导致身体有62%的面积被烧伤。
"在砂中央医院经过10个小时的手术抢救后﹐投诉人的弟弟则被送入医院的深切治疗部。"
他披露﹐在手术后的最初几天﹐该名病患的康复程度是让医生感到满意的。
吁深切治疗部能改善
他续称﹐不幸的是﹐投诉人的弟弟却在深切治疗部接受后续治疗期间﹐因为伤口感染的问题﹐而最终在4月19日病逝。
他说明﹐投诉人的家庭对医护人员在病患住院期间所给予的积极治疗表示感激﹐唯他们也希望能够就砂中央医院深切治疗部的多项不足之处做出反映﹐以期当局能够就相关部门的设备及情况做出改进。
"他们(病人家属)认为﹐深切治疗部当前的情况﹐是导致他们的家人最终因为细菌感染而病逝的可能导因。"
他披露﹐在相关病患被送入深切治疗部接受治疗期间﹐其家人就发现了砂中央医院深切治疗部的一些不足之处。
他透露﹐其中﹐相关人士发现该医院深切治疗部并没有控制访客的进出﹐所以任何人都可以在任何时候进出有关部门。
他说﹐相关人士也了解到﹐访客在进入深切治疗部探病之际﹐也不需要穿上特别的卫生防菌装备。
隔离病房门不准关
"他们也观察到﹐医护人员有时候会在无带上手套及口罩装备的情况下接触病人。"
他指出﹐相关人士也发现﹐虽然名为隔离病房﹐但进入深切治疗部之隔离病房的房门﹐却不被允许关上。
"他们还看见﹐进入深切治疗部的大门已经损坏多天﹐但直到该名病患病逝后﹐有关大门都还未被修好。"
他说﹐相关家属也指出﹐在为该名病患清洗伤口之际﹐有关部门的一﹑两位医护人员也显示了动作粗鲁的一面。
他表示﹐投诉人提出有关问题﹐并不是要对任何人做出指责﹐而是希望当局能够就此改善砂中央医院深切治疗部的环境﹐进而确保往后入住该部门的病患能够拥有更高的生存率。
"该名病患的家属因为他的病逝而感到伤心难过﹐但他们还是希望当局能够加强深切治疗部的监管工作﹐以协助减少病人感染细菌的机率。"
他因此说明﹐其已经代为致函联邦卫生部部长拿督斯里苏巴玛廉﹑砂卫生局总监﹑砂中央医院院长等人﹐以带出有关课题﹐并冀望政府当局能够尽快就此做出改进。

It’s barbaric. There is no other word to describe Indonesia’s execution of eight drug mules early this morning.

But the death penalty is not a solution. It never h

as been. And it never will be.
There has to be a moratorium on the death penalty, with the aim of abolishing the capital punishment. And this goes to Malaysia as well.

In executing the eight death row inmates from Australia, Brazil, Nigeria and Indonesia, Jokowi has completely disregarded allegations of bribery against some of the judges and even witnesses.

Australia had appealed to stay the executions until proceedings underway in the country’s Constitutional Court and Judicial Commission have been completed.

A preliminary hearing of the Constitutional Court has been scheduled for mid-May, and is relevant to the cases of the two Australians.

Now that the executions have been carried out, what could Jokowi do
if findings in either of these proceedings turn out to be in favor of the Australians?

When he ran for the presidenc

y, Indonesians looked up to Jokowi as a progressive, moderate candidate.

Months later, he fell from grace. And I can only hope that the adamant refusal for clemency for the eight prisoners were not aimed at shoring up his dwindling support. Or to make him look decisive.

The executions by a firing squad are outrageous. And if they were motivated by Jokowi’s political survival then it’s shameless.

Jokowi’s popularity took a whack following the appointment of a man involved in an active graft case as police chief and the removal of fuel subsidies.

When almost three quarter of Indonesians registered their dissatisfaction with Jokowi, the president started focusing on nationalist issues to crank up his support.

This includes a huge crackdown on illegal fishing by foreigners and drug mules.
We can now only hope that Jokowi will do the right thing by releasing Mary Jane Veloso, who escaped the execution when the person who tricked her into becoming a drug mule surrendered to the police.

at the bag she was asked to use to carry her belongings already had drugs stitched into the inner lining.

She is a victim of trafficking and should be released.

I once again reiterate that I understand Indonesia’s battle with drugs.

But Jokowi needs to look at new strategies – establish ASEAN wide operations to break- up drug cartels, trafficking and regional networks, including eliminating corruption in the police force to address the issue.

The firing squad is not an answer.

DAP slams Sarawak for bowing to Putrajaya over highway project

Sarawak's opposition leader Chong Chieng Jen has accused the state government of "surrendering" local rights and control of the RM27 billion Pan Borneo Highway project to the federal government.


The DAP's Chong said the state minister for infrastructure development Datuk Seri Michael Manyin had allowed the federal Works Ministry to have "absolute control over the largest infrastructure project in the history of Sarawak".
Chong, the Kota Sentosa assemblyman, said the state government must take a firm stand and take over control of the peninsula-owned company awarded the road upgrade contract, Lebuhraya Borneo Utara Sdn Bhd (LBU).
"It is even more shameful that the state minister seems to be happy that his ministry is reduced to a mere bystander in this mega project."
The state legislative assembly sitting witnessed some feisty exchanges between Chong and Manyin.
As Manyin winded up debates on his ministry, Chong interjected to ask why the state government allowed the project to be awarded to a company controlled by west Malaysians.
Manyin in reply stuck to the statement he had just made – that the move to award the project to LBU was a federal government decision as the highway was a federal-funded project.
The minister then said if Chong wanted answers to his questions, he should raise it in Parliament. Chong is also the MP for Bandar Kuching.
"If our state ministers are going to adopt such attitude of pushing their responsibilities to the federal government and let federal officers decide matters concerning Sarawak, in no time, Umno, through the federal government departments, is going to control Sarawak," Chong said.
LBU, he added, should therefore be controlled by the state government and "not by some West Malaysians who are linked to Umno".
The upgrading work, to turn the two-lane highway to a four-lane one, covers 912km from Tanjung Datu at the southern tip of the state to the Merapok (Sarawak) – Sindumin (Sabah) border crossing.
The upgrade of the entire highway is scheduled for completion in 2023.

Bar Petronas execs from entering Sarawak to end royalty impasse, state DAP tells Adenan

Sarawak DAP chief today suggested that Chief Minister Tan Sri Adenan Satem to use the state's immigration powers to bar Petronas executives and managers from entering the state to break the deadlock on demand for an increase in oil and gas royalty.
Chong Chieng Jen, who is also Kota Sentosa assemblyman, also urged Adenan to cancel work permits of those employed in the offices of Petronas, Malaysia Liquefied Natural Gas (MLNG) and their subsidiary companies in the state.
In urging the state to resort to strong arm tactics against the national oil and gas company, Chong said that the state "needs to use more drastic and harsher means" to push its demands for the increase in royalty.
He said that barring key people from the peninsula, who were running Petronas' operations in the state and kicking out those who were already here, would put "the bite where it hurts".
"This will put a halt to its operation and production," he said, when debating on the governor's address in the state assembly.
Chong said that the barring and cancellation of the work permits should be in place "until the matter is finally sorted out".
"It is better to put a halt to the production than to allow the continuous extraction when we only get 5% royalty.
"After all, if the operation is stopped, the oil and gas will still remain in our soil for future extraction.
"We may suffer temporary loss of part of our revenue, but in long term, there is no loss to Sarawak."
He said that Sarawak had in the past prohibited religious bigots and extremists from entering Sarawak and now should prohibit "robbers plundering our resources" on to the list.
"The chief minister is hitting brick walls on this matter and has to openly seek help of the prime minister so that Petronas will accede to our claim," Chong said, in reference to Adenan's admission last Friday at Petronas' outstanding vendor awards event in Kuching that the state had "not made any improvement" in the royalty negotiation.
Adenan had also said that he would have to speak to Prime Minister Datuk Seri Najib Razak to break the impasse.
Chong retorted by telling Adenan not to be so naïve about the so-called "PM's help".
Petronas, Chong said, is a company controlled by the federal government and "if the prime minister agrees to accede to our demand for the 20% oil and gas royalty, there is no way that Petronas cannot agree to it".
In May last year, the state assembly unanimously agreed to make a request to the federal government to raise the royalty from the current 5% to 20%.
The agreement that was thrashed out was a historic first for the assembly.
With an impasse in talks, Chong said that the state should ditch the "nice and cordial approach" as it is "getting us no way".

I call upon all the people to quickly go to their Tuai Rumah, Ketua Kampong, District Office and most important, the BN elected representatives or BN potential candidates in their respective areas to apply for minor rural project funds and/or social programs fund.
On Friday (24-4-2015), the DUN has just approved an additional allocation of RM500 million for minor rural project and social program fund. This is in additional to the previously approved RM1.2 billion in the 2015 Budget. Therefore, with this additional RM500 million, the total allocation for minor rural project and social programs fund is now RM1.7 billion for the year of 2015.
RM1.7 billion is a lot of money. It can finance 1,700 projects of RM1 million each. Normally, these rural projects will cost in the region of 50,000 each. If we take RM50,000 each project, RM1.7 billion can finance 34,000 such projects. That is for the period of one year only.
If one were to divide this figure by the total number of DUN constituencies in Sarawak, each DUN constituency will each have at least 500 projects of RM50,000 each in year 2015.
For instance, there are about 40 kampongs in Tasik Biru constituencies. Therefore, each kampong in Tasik Biru should get about 12 allocation of RM50,000 each in the year 2015. At present, it will be lucky if each of these kampong gets one allocation of RM50,000 in the whole of 2015 year. Then, where the remaining 90% of the allocation fund goes to?
Peter Nansian, as the elected representative for Tasik Biru and also an assistant minister, has to explain to the people in Tasik Biru. Where has the money for his area gone to?
I am very sure that many of the other constituencies also did not get their fair shares of the allocation.
If the allocation of money truly goes into the minor rural projects, each and every kampong by now, will have the very basic electricity and water supply, tar-sealed road access and even proper community hall for each and every kampong.
If the fund were truly utilised all these years, there will be no need for us DAP to carry out any of the Impian Sarawak projects. The fact that there are still so many kampongs without water and electricity or proper road access is testimony of the leakages and wastages in these minor rural project funds.
Where has the money gone to?
DAP does not oppose to rural development. DAP opposes to the unaccounted spending and corruption in the name of development.
My question to Rundi, out of the initial RM1.2 billion, how much has truly gone into development for the benefit of the people and how much has gone into the pockets of the BN cronies?
Rundi, being the general secretary of BN Sarawak, must give a full account of the projects and money spent for the whole of the initial RM1.2 billion and the additional RM500 million.
